SIQUIJOR, Jan. 18 (PIA) -- For the second time around, the Siquijor Mystica Homestay Association won the prestigious Association of Southeast Asian Nations (ASEAN) Homestay Award for 2019-2021. The award is given by ASEAN to groups which create a new brand of tourist experience showcasing local family traditions through affordable holiday, said Department of Tourism (DOT) Assistant Secretary for Tourism Regulation, Coordination and Resource Generation Maria Rica C. Bueno in a letter congratulating the Provincial Tourism Office here. The awards ceremony was held on the occasion of the ASEAN Tourism Forum at FLC Grand Hotel, Halong City, Vietnam on Jan. 18, 2019. It can be recalled that the first ASEAN Homestay award was given on Jan. 22, 2016 in Manila, also during the ASEAN Tourism Forum meeting with a three-year validity period for the ASEAN Homestay Standard. Siquijor was the only destination awarded with such reputable distinction for homestay Philippines. Five homestays from this island, namely Agan’s Homestay, Ates Homestay, Estelita Homestay, Xylla’s Homestay, and Daval/Omandam Homestay, received the award during the ATF 2016 attended by tourism ministers of Asian countries and their delegates. This year, the four of the membergroups are still included with one new member, namely: Agan’s Homestay, Ates Homestay, Dapdap Sunset Grill-Beachfront Homestay, Estelita Homestay and Omandam Homestay. Certified homestays are reassessed every three years to renew their certificates. This, according to the DOT, will enable the government tourism organization to update and monitor the performance of certified homestays to ensure that they maintain their quality and standard as ASEAN Standard Homestays. Siquijor Province, through the Provincial Veterinary Office, acquired from the Department of Agriculture - Philippine Rural Development Project (DA-PRDP) P5.1 million for native cattle production, P6.168M beef processing, marketing, packaging and branding of Siquijor beef, and P29M AA abattoir. It has also convinced DA to support establishment of nucleus farm as breeder source for 30 heads native cattle. ATTENTION! ASF or African Swine Fever is a grave threat to the Philippine Swine Industry. Fresh, frozen pork, cooked and uncooked processed pork products and by-products from ASF infected countries are STRICTLY PROHIBITED!!! A technical advisory dated August 31, 2018 has already been issued by the Department of Agriculture. Information, Education and Comm (IEC) drives have likewise been initiated. ASF fliers are available, ready for distribution/ dissemination to alert the public. There is no confirmed ASF in thecountry yet but sustained vigilance is sought to ensure freedom from the disease. DTI issues guidelines to implement DAO on cement SIQUIJOR (PIA)--The Department of Trade and Industry (DTI) issued a memorandum circular on the Supplemental Guidelines for the Department Administrative Order (DAO) 17-06:2017 or The New Rules and Regulations Concerning the Mandatory Certification of Portland Cement and Blended Hydraulic Cement with Pozzolan. In a press release shared by the DTI here, the Memorandum Circular (MC) 18-09:2018 or the Supplemental Guidelines for DAO 17- 06:2017 aims to secure the manufacturer’s and/or importer’s undertaking to perform its duties in accordance with the terms and conditions of the Certificate of Conditional Release issued by the DTI-Bureau of Philippine Standards (DTI-BPS). The DAO 17-06:2017 or The New Rules and Regulations Concerning the Mandatory Certification of Portland Cement and Blended Hydraulic Cement

with Pozzolan specifies that an importer shall apply for a Statement of Confirmation (SOC) on a per product, per shipment, per Bill of Lading basis prior to its distribution in the market. “ We h a v e i s s u e d t h e s e supplemental guidelines for DAO 1706:2017 to strictly ensure that only cement sourced from a manufacturing plant holding a valid PS License, and whose product has successfully passed the requirements of the relevant standard and the BPS Product Certification Scheme are available for purchase of consumers in the market,” DTI-Consumer Protection Group (DTI-CPG) Undersecretary Ruth B. Castelo emphasized. Under the Section 1 of the MC 18-09, a Show Cause Order (SCO) shall be issued to a manufacturer or importer who failed to comply with the legal and technical requirements or whose product/s failed to conform to these requirements. An SCO may include a Cease and Desist Order for the manufacturers/ importers to refrain from supplying, distributing, selling or displaying the

products until the said SCO is lifted. The circular also states the degree of non-conformity or non-compliance (NC) of a manufacturer/importer which is classified into four (4) categories: minor, significant, major and, critical non –compliance or non-conformity. In addition, the MC 18-09 notes that while there are non-conformities that are negligible or non- compliances that are justifiable warranting the application of mere corrective or remedial actions, the amount of bond to be forfeited shall depend on the degree of non-conformity or non- compliance of a manufacturer/ importer. For significant non-conformity, 25% of the bond shall be forfeited; 50% for major non-compliance; and, 100% forfeiture of the bond for critical noncompliance or non-conformity. DTI-BPS Director Engr. James Empeño stressed, “While the DTI allows the importers and manufacturers the option to do pre-shipment testing of cement as stated in DAO 17-06:2017, these supplemental guidelines provide that any violation of the terms of conditions lead to the forfeiture of the posted bond. This is to ensure that only cement products that have undergone proper testing and verification are sold to the consumers.” The DTI through its Bureau of Philippine Standards (BPS) subjects 74 critical products and systems, including the Portland Cement and Blended Hydraulic Cement with Pozzolan on its list of products under the mandatory certification scheme that include electrical and electronic products, chemical, consumer and other products, and, other mechanical, building and construction products. Signed last 06 July 2018, the DTI MC 18-09:2018 or the Supplemental Guidelines for DAO 17- 06:2017 was published in the Manila Standard last 02 July 2018 on page A6. The memorandum circular took effect on 11 August 2018, 15 days after its newspaper publication.
