DOLE funds P8M-livelihood projects

SIQUIJOR, FEB 11 (PIA)--The Department of Labor and Employment (DOLE) Siquijor Field Office has released P8,226,070 in livelihood projects to 525 beneficiaties province wide through the beneficiary-associations. Beneficiaries are the Caticugan Farmers and Fisherfolks Association, Siquijor Garments Association, Caticugan Women’s Association, Marine Sanctuary Management Association, Bonga Waling—waling RIC, Napo Arts and Tourism Development A s s o c i a t i o n , C a n g t u g b a s Wo m e n ’s Association, Upper Cabangcalan Women’s Association and Looc Womens Association. Other beneficiary-associations are Nabutay Transformed Farmer’s Association,

Poo Women’s Association, Songculan Livestock Raising Association, Tag-ibo Women’s Association, Canal Fisherfolks Association, Olang Farmers Association, Capalasanan Womens Association, Nagerong Womens Association, Kababayen-an Laban sa Kalisud Association, Womens Association. The assistance is intended for livelihood projects such as Eco Tourism support and Diving Services, Garments and Dressmaking, Egg Production, Marine Sanctuary Tour and Diving Services, Vegetable Production, Kayak Stand-up Paddle Board, Banana Boat Rental services and Native Chicken production. province wide. According to DOLE Livelihood Officer, Cherry Lee Acabo, the implementation of the projects is in line with DOLE Integrated Livelihood Program and Emergency Employment Programs (DILEEP). DILEEP has two main components – Kabuhayan or Livelihood Program and the Tulong panghanapbuhay sa Ating Disadvantaged Workers (TUPAD) or Emergency Employment Program (EEP), Acabo explained. She said that the program gives premium to vulnerable workers especially those in the informal economy, whose income is not enough to sustain even their basic needs and those displaced workers in the formal or informal section, who become unemployed, underemployed or have lost their livelihood due to some closures of establishments, economic crisis, retrenchment, termination and natural disasters or calamities, among others. As with TUPAD or EEP, the second component of DILEEP, the province tallied a total of 620 actual beneficiaries, who were given temporary or emergency employment releasing P4 million to cover the beneficiaries wages, personal protective equipment (PPEs) and group micro-insurance, she said. Acabo clarified that DOLE’s main objective of the program is to contribute to the poverty reduction and to reduce vulnerability risks of the poor, vulnerable and marginalized workers. The assistance is also a form of empowerment especially if they are given the opportunity to avail of the livelihood programs, she further said. (rac/PIA7Siquijor/I.A. Abatayo/SAID)

DOH: Dengue prevention starts within ourselves

(PIA7)--The Department of Health (DOH) urges the public to strengthen their approach to counter dengue, through 4S strategy. The 4S strategy consists of: search and destroy breeding places, seek early consultation, self-protection measures, and saying yes to fogging in times of impending outbreak. Preventing dengue is everyone’s concern, says DOH Secretary Francisco Duque III. He urges Filipinos to include the strategy to their daily routines, in order to achieve the highest level of prevention and control against dengue carrying mosquitoes. Currently, Central Visayas has the third most recorded dengue cases in the country, next to Region 4A (CALABARZON) and the National Capital Region (NCR), for 2019. A total of 8089 dengue cases (with 29 deaths) have been recorded in Central Visayas this year. Majority of the cases are from Cebu City, followed by Lapulapu City, Mandaue City, Dumaguete City and Danao City. “Our goal to prevent dengue, starts within ourselves. This is by maintaining cleanliness in our surroundings, by emptying containers of stagnant waters to eliminate breeding places of Aedes Aegypti mosquitoes”, Health Secretary Francisco T. Duque III said, DOH has coordinated with the Department of Interior and Local Government (DILG), to alert local government units and has continuously encouraged communities to follow the 4S strategy through information dissemination. Siquijor welcomes new police director SIQUIJOR, Feb. 8 (PIA) -- Months after having a new police director, the Siquijor Police Provincial Office (SPPO) welcomed another new police director, Police Senior Superintendent Angela Q. Rejano. Rejano takes the post of Police Senior Supt. Richard Saavedra who served the province for only three months and 14 days, following his assumption as SPPO officer in charge of the province on Oct. 21, 2018. Saavedra relinquished his post in Siquijor on Feb. 4 this year for another assignment in Nueva Vizcaya. Rejano is the province’s first woman police director who belongs to Philippine National Police Academy (PNPA) batch of 1997. The Formal turnover

was held at the SPPO parade grounds in Caipilan, Siquijor with PCSupt. Dennis P. Augustin, the Police Regional Office 7 (PRO7) Deputy Regional Director for Administration, Gov. Zaldy Villa, SPPO personnel, municipal mayors, heads and representatives of government agencies and other stakeholders. In his Remarks and Relinguishment of Office, Saavedra said his assignment to the province was more of an award despite his “very short stewardship,” and thanked the provincial government for giving him the chance to serve the province. He also thanked the stakeholders and the men and women directly under his command for helping him realize his promise of sustaining the island’s peace and order while ensuring security of its people. It can be recalled that on the day of his assumption three months ago, Saavedra made a vow to make the police presence felt by the public to achieve the mission of protecting Siquijodnons and providing effective police personnel at all times. Saavedra shared the accomplishment and challenges he met during his short stint here, starting with the improvements of the SPPO office and the firing range in Cang-adieng to provide his men and women comfortable working conditions, provision of

knowledge and skills development enhancement and personal development lectures, trainings, and seminars, and even including in his mission the capture of stray dogs as the main contributor of the increasing traffic-related incidents in the province. This, he said, he experienced only in Siquijor. Rejano, in her Assumption Message, vowed to accept and continue the challenge of leading Siquijor province in the “context of policing” with its “diversified and developmentoriented people.” Noting Siquijor as generally peaceful and one of the most visited places in the country, she said “we should not be mesmerized and demystified because it still is a challenge.” “One break will break it all,” Rejano said, pointing out that the vision for Siquijor will be wasted if in the context of policing, public safety and security are compromised. Rejano called for their partners’ and the public’s support to the challenge at hand. “We cannot excel in our operations if we will not include all our stakeholders, local chief executives, all who work for what is Siquijor now, kailangan po natin i-sustain iyon (we need to sustain it),” she said, citing that the framework is already there, although that framework is also challenged by terrorism and the war on drugs.

“We only need to pin and nail all the programs and projects expected of us, aligned with the vision and direction of our regional director and the Philippine National Police. At the end of the day we just have two major services: crime prevention and crime solution. We need to prevent crime because we want to sustain the crime solution index of Siquijor and we want to be efficient in solving every crime that happens,” added Rejano. Rejano vowed to actively get involved in the performance governance system (PGS) of the Philippine National Police (PNP) and be flexible in the administration and operation of the public safety services, attuned with the direction of the PRO7. In response to the messages from Saavedra and Rejano, PRO7 Deputy Regional Director for Administration PCSupt. Dennis P. Augustin said: “Maintain impartiality.” “Now that the election is coming, all I can say is good luck on your tour of duty,” he said as he shared his exprience in Bohol where he maintained his ‘color blindness.’ “I don’t see colors. I’m color blind when it comes to political colors. DILG to LGUs: Perform more on war vs drugs or else face suit

(PIA)--Local chief executives are told to do more on the fight against illegal drugs and make their Anti-Drug Abuse Council (ADAC) functional down to the barangay level. Assistant Secretary Ricojudge Janvier M. Echiverri of the External and Legislative Affairs of the Department of the Interior and Local Government (DILG) said it is not enough that ADACs are organized but that these are functioning well in the fight against illegal drugs. Echiverri said this year, close monitoring will be done to check whether local government units (LGUs) are doing their share in the anti-drug campaign of Pres. Rodrigo Duterte. If found that LGUs are performing poorly and not participating, Echiverri warned they will submit the list to the PNP and PDEA to check whether the local officials are protecting or coddling drug traders. The DILG official attended the recent Joint Regional Development Council - Regional Peace and Order Council (RDC-RPOC) 7 Meeting in Cebu which was attended by over 50 representatives from the regional line agencies, private sector, civil society organizations and local government units. Apart from the ADAC, Echiverri said the focus now is on demand reduction and the need for LGUs to establish its own communitybased rehabilitation program (CBRP) for drug surrenderers in their area. Of the 1.8 million surrenderers nationwide, only 20 percent are severely addicted that needs drug rehab treatment. The remaining 80 percent are only mildly affected which can be treated in a community-based rehabilitation program that should be provided by the LGUs, said Echiverri. Under the Philippine Anti-Illegal Drugs Strategy (PADS), LGUs are required to initiate holistic efforts in the anti-drug campaign from demand and supply reduction, treatment to rehabilitation and reintegration to achieve the vision of drug-free communities by 2022. Pres. Duterte on October 29, 2018 signed Executive Order 66 institutionalizing the implementation of the PADS and directing all government agencies, government-owned and controlled corporations, and state universities and colleges to implement the PADS in line with their respective mandates. The Executive Order also stipulated the adoption of a drug-free workplace and that all government personnel be subjected to drug testing in all government offices including local government units. Under the PADS, LGUs are also required to submit their respective list of rehabilitated persons, which is a basis for declaring a barangay drug-free while persons deprived of liberty due to drug-related offenses cannot enter a plea bargaining if he or she has not undergone community-based rehabilitation. “If there is no list, then the efforts become a failure,” Echiverri said.
