Strong law enforcement against illegal fishing in Siquijor pushed

SIQUIJOR, March 28 (PIA)--The Siquijor Province Coastal Resource Management Alliance (SPCRMA)-Task Force is pushing for stronger law enforcement against illegal fishing in Siquijor. This, following conduct of the three-day coastal law enforcement (CLE) training-workshop facilitated by OCEANA, an ocean conservation and advocacy organization that works to protect and restore the world’s oceans through targeted policy campaigns. Siquijor enforcers at the three-day coastal law enforcement (CLE) training conducted by Oceana Philippines in cooperation with Coastal Conservation and Education Foundation (CCEF), the Foundation for Philippine Environment (FPE) and the Province of Siquijor which aimed to strengthen collaboration among the municipal fishery enforcement units, provincial fishery enforcement groups and uniformed enforcement units in Siquijor. (with Oceana photo) “The aggressive intrusion of commercial fishing vessels in the municipal waters of Siquijor Province and the rampant use of destructive fishing methods, such as chlorine fishing must stop.” This, the Oceana press release said, was the recommendation of the SPCRMA Task Force as they ended the CLE training-workshop recently. “Sayon pag dakop pero ang legal nga aspeto lisod. In the training held in Cebu City, the members of the SPCRMA crafted their operational plan and manual of operations specific for the Siquijor province and its municipalities. “All topics were useful to our enforcement work. The laws that govern the management and conservation of our marine resources and fisheries have been particularly useful and interesting as these provide the legal basis for our enforcement plan,” said Largo. The Enforcers Training was made possible through the assistance of OCEANA in partnership with the Coastal Conservation Education Foundation (CCEF), Foundation for the Philippine Environment (FPE), UNICO Conservation Foundation and Siquijor Province - Office of the Provincial Agriculturist. Kabataan Kontra Droga at Terorismo boosts spirit of volunteerism

by Rizalie Anding Calibo SIQUIJOR (PIA)--”Kabataang Bagani, Bagong Bayani.” This is the theme the Philippine National Police (PNP) picked as they launched Saturday the Kabataan Kontra Droga at Terorismo (KKDAT) at the Capital Square, Siquijor, Siquijor where over 200 Sangguniang Kabataan (SK) leaders and members from Siquijor’s six municipalities participated. The theme aptly calls for young warriors (kabataang bagani) to become new heroes (bagong bayani) as it aims to strengthen the bond between the police and the youth in the country’s renewed fight against illegal drugs and terrorism. Together with the different government agencies such as the Department of Interior and Local Government (DILG), Philippine Drug Enforcement Agency (PDEA), the Philippine Information Agency, Sangguniang Kabataan (SK), Armed Forces of the Philippines (AFP), the launching

through the Police Community Affairs and Development Group, proposed to make KKDAT a nationwide movement by way of establishing collaborative partnerships with institutional partners and stakeholders to dissuade the youths from falling victims of illegal drugs and terrorism,” Rejano said. It is seen as a tool to report the irregularities in the society that is why PNP is encouraging every one in the community, particularly the youth, to join the campaign. She cited the thousands of drug users and pushers having surrendered and reportedly minors/children submitting themselves to the authority of their involvement to illegal drugs. According to the PNP’s Women and Children Protection Center (WCPC), a total of 20,584 minors all over the country gave themselves to the local police between July to August 2016, roughly two months after Pres. Duterte assumed presidency. Out of this number, 93.35% admitted using illegal drugs, 1.33% surrendered as drug pushers, while 0.32% served as drug couriers. This was just the number of children surrenderees, this did not include the number of children who were nabbed during the anti-illegal drug operations, Rejano noted. She said concerns on the number of children being nabbed or rescued from the drug menace continue to wrack the country even up to now while news of children being hooked on drugs or used as couriers to peddle them persist. This pushed the government to think about amending the Juvenile Justice and Welfare Act by lowering the age or criminal liability to 12 years, Rejano added. People’s Army (CPP-NPA) infiltrating some student organizations and recruiting students as combatants are also raising concerns. She said some student organizations serving as leftist fronts are intentionally igniting the youths’ rebelious spirit by agitating them with idealism against the government and encouraging them to join rallies and political protests. Some are said to encourage students to join off-campus activities such as social immersions and humanitarian missions in communist infested areas only to be brainwashed and taken in as combatants. “The saddest part in this juvenile situation is that most parents are unaware about what is happening to their children while they are at school or out on the streets,” she shared. The best way we can do is to educate them about the ill-effects of these evil acts and equip them with correct information and proper guidance, which Rejano said, is one of the goals of the KKDAT project. Cebuano News Student loan program alang sa mga estudyante sa kolehiyo, ilusad sa CHED

(PIA)--Ilusad sa Commission on Higher Education (CHED) ang Student Loan Program for Tertiary Education-Short Term Basis (SLPTE-ST) sa kaolohan karong Abril 17, 2019. Ubos niining programa, mahimo nang mo-apply og loan ang mga estudyante sa kolehiyo hangtod P60,000 alang sa pangbayad sa matrikula ug ubang galastohan sama sa libro, ubang mga gamit, allowance, ug licensure exam review. Mahimo usab mopahimos niini ang mga estudyante nga nikuha og post-graduate degrees sama sa medisina ug abogasya. Adunay gigahin nga P1 bilyon nga pondo alang niining programa. Bukas ang SLPTE-ST sa mga estudyante nga nakaenroll sa publiko ug pribadong tertiary institutions nga sakop sa program implementers sa CHED alang sa mga kolehiyo ug unibersidad ug sa Technical Education Skills Development Authority (TESDA) alang sa tech-voc institutions. Ang SLPTE-ST gi-mandato sa Republic Act No. 10391 o ang Universal Access to Quality Tertiary Education diin ubos niining balaod, wala na’y bayrang matrikula ug ubang galastohan ang mga estudyante sa public tertiary institutions.
