Central Visayas heightens vigilance vs ASF
Call for public vigilance and more stringent border measures shall be implemented in all ports of Region 7 following the official declaration of African Swine Fever (ASF) in Region 8 - the first
case of ASF in the Visayas. Field reports on alleged high mortalities among swine population in Abuyog, Leyte since the first week of January (although unconfirmed yet at

that time) already triggered an alarm, prompting the Central Visayas Animal Disease Surveillance Advisory Committee (CV ADSAC) under the Department of Agriculture Region 7 to convene in a virtual meeting on Jan. 13 the Chief Veterinarians in all four provinces and other City Veterinarians together with the Regional Vet Quarantine Services 7 (RVQS7) and Director Eduardo Oblena of the National Meat Inspection Services – Region 7 (NMIS-7). Personnel of the local government units and the RVQS-7 deployed in ports are directed to strictly check all documents accompanying transported swine (including pork) and ensure that all livestock transport vehicles are properly disinfected (disinfection certificates must be present at all ports). Online application for shipping permits is already enforced by the RVQS7 with an additional requirement for submission of a route plan. Bohol issued on Nov. 26, 2020 E.O. No. 56 s2020 regulating transport and movement of pigs. Bohol is now implementing regulation where trucks containing pigs are unloaded and loaded only in designated areas within their ports. Meanwhile, the Province of Cebu will soon release a new Executive Order regarding establishment of quarantine regulations on the entry of livestock transport vehicles and vessels into the province of Cebu. The veterinarians have further discussed the designation of specific ports in the region for entry and exit for trucks from Luzon and other regions affected by ASF. The group also agreed to the conduct of random blood sample collections on slaughterhouses for negative surveillance. The laboratory tests will be conducted at the Regional Animal Disease Diagnostic Laboratory-7 (RADDL-7). To ensure the protection of the region against entry of the ASF virus, all stakeholders and the general public are advised to: Avoid feeding pigs with swill. Avoid the purchase of processed pork products coming from areas affected with ASF. Implement biosecurity measures in all swine farms (backyard or commercial). Ensure that traders and animal feed deliveries must properly disinfect their transport vehicles. Importantly, unexplained mortalities in pigs must be reported immediately to the local veterinary office or municipal agriculture offices.

Police warn public vs cybercriminals
CEBU, Jan. 15 (PIA) -- The AntiCybercrime Unit of Police Regional Office (PRO-7) warned the public against falling prey to cybercriminals after online libel, scam, and identity theft were noted as the most commonly filed complaints in Central Visayas in 2020. Lt. Col. Artemio Ricabo, officer in charge-chief of the Regional AntiCybercrime Unit (RACU) at PRO-7, said during the Kasayuran radio program that “any crime committed with the use of internet, information technology which is a violation of the Revised Penal Code, that could be a cybercrime.” For libel, the RACU-7 chief said people should avoid spreading gossip or posting libelous statements online that are damaging to a person’s reputation. For people ordering goods online, he advised them to do the following: check the reviews, check the seller if he/she is a good supplier or is legitimate, prefer cash on delivery mode of payment, and be cautious if the buyer is not familiar or does not know the seller. To avoid falling victim to identity theft, Ricabo advised the public to be careful with posting photos or any personal information online especially on Facebook. He said there have been victims
of “Emergency Scam” where a supposed family member “has been rushed to the hospital” and the cybercriminal impersonates another family member or relative who sends communication to a victim asking him/her to provide information, make a payment, or hand over secure details. He advised the public to closely monitor credit card statements and immediately close compromised credit card accounts. Ricabo also said people should not take photos or videos of scandalous acts to avoid leakage or blackmailing in the future. He also advised parents to monitor their children’s online activities to ensure their safety from online predators. Republic Act 10175 or the Cybercrime Prevention Act of 2012 was signed on Sept. 12, 2012. The law is intended to prevent cybersex, online scamming, child pornography, spamming, among others. The regional anti-cybercrime unit called on the public to be aware of these crimes and report cybercrime-related incidents through their hotline number 0998-598-8105 or their Facebook pages: Regional Anti-Cybercrime Office 7 and ACG Visayas.
