Tourism, agri, economic dev’t top Guv’s report in 2017 Araw ng Siquijor
SIQUIJOR, Sept. 27 (PIA)—Tourism, agriculture and economic development for the province top this year’s State of the Province Address (SOPA) of Siquijor Provincial Governor Zaldy S. Villa. The Governor gave his fifth SOPA on the Araw ng Siquijor celebration that marked its 46th anniversary of separation from being a Subprovince of Negros Oriental. After thorough environmental scanning of the whole province and assessment of its overall conditions from the early part of his term, the Governor said comprehensive development plans have been laid out to improve its condition with a vision to transform Siquijor into a first-class province and improve the social, economic and spiritual well-being of its people. He reiterated in his SOPA this year, his focused agenda to strengthen tourism industry, increase productivity in agriculture, accelerate growth of the local economy, improve health care services and public utility entities, and improve governance. CARD Bank expands in NegOr, Siquijor (PIA) -- A microfinance organization and a member institution of Center for Agriculture and Rural Development- Mutually Reinforcing Institutions (CARD-MRI), Rizal Rizal Bank, Inc. (RBI) is set to open two more branches to continue to serve and reach out to poor families in the countryside. CARD MRI Corporate Communications Assistant Raffy Antes said RBI will be launched before the year
ends in Bais City and Siquijor. CARD Inc., another institution of CARD MRI, has 69,000 memberbeneficiaries in Negros Oriental, while RBI caters now to more than 20,000 clients. CARD Inc. is an non-government organization (NGO) that provides nonfinancial and financial services to low income households which includes educational scholarships and health programs in the province.
CARD’s goal is to eradicate poverty not only thru financial services or loans for small scale livelihood activities, agriculture, and education but also provides value added programs like health, scholarship programs, disaster management, and trainings especially to poor women and their families in rural areas. with the Department of Tourism (DOT) granting the province’s request for funding for the upgrading of Cang-alwang Airport that is now operational. Among the airport improvements are the completed Taxi area in 2015, ongoing rehabilitation of the runway, and construction of the airport terminal to follow soon, he said. “We have sought for more funds from DOT for the purchase of land for the extension of runay to at least 2 kilometers to cater large commercial planes,” he added. Also part of the tourism development are the rehabilitation and expansion of the three seaports in the province, some were completed while others are on-going, he said. Villa also boasts of the DOT’s funding for the improvement of access roads and bridges and other infrasture leading to tourist destinations in the province. In terms of iproving productivity in agriculture, the Governor said the province did its best to obtain developmental funds from the Department of Agriculture (DA) to address water problem of farmers and the whole populace. The national government has allotted and committed to grant intial funding of P500 million for the phase 1 project, he reported. The office of the provincial agriculturist is also preparing the comprehensive development plans for a shift to organic farming after noting the seemingly ineffective inorganic farming in

Creation of the Sqiuijor Native Cattle Development Council is also seen as a boost to agriculture productivity that will focus on raising pure breed native cattle at commercial volume for beef processing. This strategy is seen to create jobs and increase the value of beef commodity. Local economy is also faring good with reports of increase in revenue and income from the local government operations. “From a losing business up to 2013, we have transformed the Salagdoong Beach into a profitable venture registering P2.7 million net income in 2015, and more than P3 million in 2016,” Villa said of the improved Agripino Hotel and other facilities in Salagdoong Beach Resort, a government owned and operated resort. He said the provincial government projects a higher net income in the succeeding years with additional cottaged and buildings from the P50 million fund that the DOT has committed and endorsed by the Regional Development Council. Added to the increase in revenue
is the completion of the 3-storey MultiPurpose building in Siquijor that houses banks and offices. “At full capacity, the building will generate regular monthly rental income of more than P200 thousand, he also said in his SOPA. The Governor sees additional revenue with its plan to convert the third floor of the building to a modern convention center, seen to be the biggest in the island in terms of its seating capacity. Seventeen commercial stalls were also erected and rented by small businesses and five more soon, in front of the Siquijor State College. Another significant boost to the local economy, he said, is the opening of Matro Bank and Development Bank of the Philippines (DBP) in the province. “All these economic developments means, we have positively started to create livelihood and create job opportunities for the local residents and more reveue for our local government units,” he said.
