He also said this while lauding the support and partnerships of the government agencies and the community to the PNP. “Gone are the days na kung pupunta tayo sa police station, sabihin ng pulis ‘walang gasolina, walang sasakyan’….there is no more reason for alibis,” he said, claiming that the police is always there in all the government endeavors of uplifting the economic conditions of the people to include implementation of infrastructure, livelihood, among other projects that hasten the transfer of goods and services to the people. “Lucky for Siquijor na wala ang (that there is no) insurgency as of now. Dapat tayo ang mauna (we should be ahead),” he said as he urged the new tourist police graduates to make sure that the NPAs will not thrive in the island. He mentioned about Executive Order No. 70 that orders the creation of the national task force to end local communist armed conflict, which he said is important for the community to know that the PNP is serious in its vow to end the communist armed conflict before the end of the term of Pres. Rodrigo Duterte. “Hindi makapag-usad ang ekonomiya ng isang bayan kung may (our economy will not progress if there is) insurgency. With your help, we will converge and promote the end of communist armed conflict,” he said while reiterating his challenge to keep the place as peaceful as possible. “If there is no peace and order, development will not succeed,” he added, pointing out that peace and order should come first before economic progress. The first day of the TOPCOP training includes lectures on Tourism Integrates, Support and Minds Women’s Respect and Child Safety (TourISM WoRCS): Gender and Development by SPPO Provincial Director PCol. Angela Rejano, and Child Safe Tourism and Child Protection Laws by Janice Sofia Talip of End Child Prostitution and Trafficking (ECPAT). Basic Principles of Tourist Safety was handled by PMaj. Janice Corazon Aquino; Human Rights by Provincial Prosecutor Atty. Ulysses Andora; Overview of the Incident Command System (ICS) by Provincial Disaster Risk Reduction and Management (PDRRM) Officer Blezela Mae Omictin; and Overview of the Philippine Tourism Industry by Tourism Operations Officer II Gloriece Glen. Do. The second day includes General Subject Knowledge on Siquijor History, Filipino People and Culture and Tradition by DOT7; Tourist Behavior Patterns and Market Profiles and Local Tourist Products and Services by Tourism Operations Officer II Gloriece Glen T. Do; Customized First-Aid based on location by the Red Cross 7; Managing Police Operations by PCpt Romeo Caacoy Jr.; and Police First Responder on Basic Investigation Procedures and Tourist Safety Protocol by PMaj. Janice Corazon Aquino. The topic on Filipino Brand of Service was tackled by Cebu Association of Tour Operators (CATO) President Amice Qublatin prior to the closing and graduation ceremony on the third day. The fourth day was spent for TOPCOP workshop interaction with the local tourism stakeholders in the province that tackled PNP’s report on crime incidence involving tourists in the province and other issues and concerns on tourism, safety, and security. The training capped with the crafting of a local tourism security action plan as an offshoot of the training and dialogue with the stakeholders. (rac/PIA7-Siquijor)

Licup still claims the province has remained pristine, peaceful, and safe which Siquijodnons should be proud of and strive to maintain and protect. Noting that tourism is Siquijor’s best chance to take off economically, Licup, who sits as Philippine National Police (PNP) Acting Director for Operations, said the PNP has to do its job of ensuring public safety as police response is essential to tourism. November is National Rice Awareness Month (PIA)--Did you know? November is being observed as National Rice Awareness Month by virtue of Proclamation No. 524 signed on Jan. 5, 2004, by then President Gloria Macapagal-Arroyo. The proclamation also tasked the Department of Agriculture as the lead agency for the month-long observance. The celebration coincided with the anniversary of the Philippine Rice Research Institute created under Executive Order No. 1061 dated Nov. 5, 1985. This year’s theme, “Quality Rice, Quality Life,” forms part of the Department of Agriculture’s awareness campaign to encourage farmers to produce quality rice for consumers, contribute in achieving rice security, promote the values of responsible

rice consumption, and to inspire public influencers in advocating this cause. With NRAM 2019 encouraging consumers to not waste rice, producers are also challenged to use efficient farming technologies and to become agrientrepreneurs. There will be various activities lined-up across the country including AgriTrivia shows for elementary and junior high school students; feeding programs; press conferences on the Suggested Retail Price for rice, and radio guesting, among others. Meanwhile, as part of the celebrations, the Philippine Ambassador to Italy Domingo P. Nolasco hosted a dinner for the Ambassadors, the Charge d’Affaires, a.i., and the Deputy Chiefs of Mission of the member states of the Economic

and Social Commission for Asia and the Pacific (ESCAP) Asia Pacific group in Rome recently. The guests were treated to traditional Filipino fare, highlighting the rich culinary arts of the country. Ambassador Nolasco is the current Dean of the UN ESCAP Asia Pacific grouping in Rome. The hosting of the luncheons or dinner rotates among the ESCAP Ambassadors. Specifically, the observance also aims to strengthen the bond between rice farmers and the consumers towards quality life. Accordingly, DA encourages farmers to produce quality rice and instill the values of responsible rice consumption among consumers, thus contribute in achieving rice sufficiency in the country. #Empowering Communities At least 400 barangay folks from Tebjong, Siquijor have availed of medical mission conducted by the Siquijor Police Provincial Office where three medical doctors from the Department of Health (DOH) came to hand in free diagnosis to the beneficiaries. Services offered are free consultation with corresponding medicines and vitamins for initial intakes, dental cleaning, free haircut, free massage, as well as interactive learning program given to at least 40 children on their rights and protection in relation to the 2019 National Children’s Month Celebration. Participating are the Philippine Army, BFP, PDRRMO, Office of the Congressman and Tebjong Brgy Officials.
