Living up to its commitment to bring inspiration and hope to the youth, the Larena Parish Youth Council (PYC) remains strong in its drive to keep their mission going and make the 7th Parish Youth Assembly (PAYA) happen this year, despite the COVID-19 pandemic. “I always believe that the young people have a special place in the life and ministry of the Church. I encourage you therefore to rise up to the challenge of setting ablaze once again, of reawakening the faith and hope in the hearts of people,” read a message of solidarity from Bishop Julito Cortes of the Diocese of Dumaguete where Siquijor Vicariate is a part of. As the theme of the 7th PAYA on Dec. 18 and 19 conveys, “Young Man I Tell You, Arise,” this year’s assembly aims to equip the young people with catechetical leadership and formation experiences that will help them rise, take part, and extend their helping hands in this time of the pandemic. “We also wish to inculcate the young with a sense of duty and responsibility as members of the community through a series of sessions and workshops, and spiritual fellowships,” said Parish Youth Director and PAYA 2020 Chairperson Kyle Samson in his letter of partnership to the Philippine Information Agency (PIA) here which the PYC recognized as one its partners. The assembly is also anchored on the World Health Organization’s call on Mental Health Awareness that seeks to acknowledge that mental health is important and that people who feel they have too much to handle could find some helping hands to cope with. The two-day PAYA will start with the registration of

participants, check-in and sanitation, an orientation on the COVID-19 Health and Safety Protocols from 1:00 p.m. to 3:00 p.m. and a celebration of the Welcome/ Holy Mass from 3:00 p.m. to 4:30 p.m. The formal opening follows with opening messages from the Parish Pastoral Council President Atty. Jose Immaculado Palmitos, Mayor Dean Villa, and from Rt. Rev. Msgr. Ramon Duran as the Keynote Speaker. There will also be a series of lecture and workshops starting on

“Youth in Dynamic Evangelization” by PYC Treasurer and PAYA 2020 Deputy Director Paul Aldwin Daniel Bantilan, “Mental Health Awareness Amongst the Young Generation” by Siquijor State College Guidance Councilor Rosalinda Borres, and “Social Media Evangelization and its Ethical Standards” by Kyle Samson. The Provincial Government of Siquijor pushes through with the temporary suspension on the acceptance of Locally Stranded Individuals (LSIs) following the Regional IATF approval for the December 10-January 3 moratorium. Parish Youth Director and Parish Youth Assembly (PAYA) 2020 Chairperson Kyle B. Samson said, it is an occasion offered for the young people in the parish to deepen their faith, and a special moment of coming together, journeying a life driven with a purpose while acknowledging their contribution and the triumphs they savoured. -------ooo-------ooo------ TESDA Provincial Director Enrico Banario encouraged memberagencies of the Poverty Reduction, Livelihood and Employment Cluster (PRLEC) to identify priority poorest of the poor barangay per municipality for the 2021 program implementation so that area study, needs assessment and profile analysis will follow. -------ooo-------ooo------ Recognizing that Siquijor province has no conflict-affected areas, TESDA Provincial Director Enrico Banario said member-agencies of the PRLEC should address the poor communities and go down to those barangays and know their needs and concerns through barangay consultation or Pulong-Pulong sa Barangay.

SAP, CAMP beneficiaries eligible for Bayanihan 2

(PIA) -- For a more inclusive financial aid to the displaced workers in the tourism sector, the Department of Tourism (DOT) and the Department of Labor and Employment (DOLE) has issued guidance in the implementaion of its P6,000 cash assistance program under Bayanihan To Recover as One Act (Bayanihan 2). U n d e r t h e D O T- D O L E J o i n t Memorandum Cicular No. 2020-001, beneficiaries of the Social Amelioration Program (SAP) of the Department of Social Welfare and Development and Covid-19 Adjustment Measures Program (CAMP) under Bayanihan 1 are now eligible for inclusion under the Bayanihan 2 financial assistance. “Pursuant to Section 4 (1) (2) of the Bayanihan 2, beneficiaries of SAP and CAMP under Bayanihan 1 are not precluded from receiving the unemployment of involuntary separation assistance under Bayanihan 2,” states Joint Advisory No. 01, series of 2020, issued this December. The DOT-DOLE Joint Advisory also covers workers of affected establishments that implemented Flexible Working Arrangements (FWA) or Alternative Work Schemes (AWS) and employees of Local Government UnitLicensed Secondary Tourism Enterprises. The spirit of Bayanihan 2 is to be inclusive in coverage, hence, affected establishments under the tourism sector that implemented FWAs or AWS that resulted in a decrease or loss of regular income or wages from its employees for the duration of the community quarantine may apply for their workers’ financial assistance, the DOT-DOLE guidance stated in the advisory. As defined under the Implementing Rules and Regulations of Republic Act 9593, LGU licensed secondary tourism enterprises (STEs) that implemented permanent closure or as a mitigating measure, have implemented retrenchment, temporary closure or FWAS, AWS may apply for their employees’ financial

assistance. These are in addition to the tourism enterprises under section 3(a) of DOT-DOLE JMC No. 001. For workers affected by their establishments’ adoption of FWAs or AWS, any documentary proof of the implementation of the FWAs or AWS such as company notices or announcements, time records or pay slips shall serve as the required documents for the application. For STEs that have temporarilly closed or temporarilly laid off its workers or have implemented FWAs or AWS, they must submit their payroll or any of the documents stated in DOLE Labor Advisory No. 12, series of 2020. STEs that have permanently closed must have filed its Notice of Closure to the LGU, which must have it stamped as another proof in the application. Other than the P6,000 cash assistance, the Joint Advisory No. 01 also clarified the guidelines in the issuance of training vouchers to qualified tour guides who have received financial assistance. Earlier, many believed the grant of the financial assistance to tour guides can only come when they undergo the training as provided in the training voucher. DOT shall issue a training voucher to endorsed tour guide associations or groups for the conduct of a relevant training for its qualified members not later than June 30, 2021, with the training expenses chargeable against DOT general appropraitions fund. On this, DOLE has put up priorities for assistance in the Bayanihan CAMP 2 cash aid as the said eligible beneficiaries could get their share after those applicants from CAMP 1 who have not been served, would have received their aid, plus those who applied under CAMP Bayanihan 2. Dec. 12 (PIA) -- Adunay tulo ka matang sa testing sa coronavirus disease (COVID) nga gisunod sa mga tawo nga buot masayud kon sila may kagaw ba sa sulod sa ilang lawas. Karon, hain man niining tulo ang labing kasaligan? Ang tubag? Depende. Taliwala sa kalibog sa tanan nganong duna pa gihapon mga testing kits ug dili kadtong labing kasaligan nga Reverse Transcription Polymerase Chain Reaction (RT-PCR) na lamang, gipasabut sa mga batid sa World Health Organization (WHO) nga ang tubag sa pangutana nagdepende sa unsay buot sa usa ka tawo nga masayran. Tambag sa WHO, sa dili pa mopila aron magpatesting, seguroha kon unsay imong gikinahanglang masayran. Pananglitan, kon buot mo nga masayran kon aduna ka bay kagaw sa COVID karon mismo, ang maayo nga testing mao kadtong RT PCR. Mahimo usab nga mogamit sa Antigen Test o mas giila nga Rapid Antibody Diagnostic Test (RADT), apan ang resulta niini nga test, dili ingon ka

kasaligan kon itandi sa RT PCR, matud pa sa WHO. Parehas ang himoon sa RT-PCR ug Antigen Test: magkuha og swab samples gikan sa ilawom sa ilong o sa bubunlan. Ang antibody test, segun pa sa WHO, matug-an kon sa nanglabay nga panahon, nagkaCOVID ba pinaagi sa pagtan-aw sa reaksyon sa antibody sa lawas sa pagpakigbugno sa kagaw sa COVID bisan kon wala’y dautan nga gibati ang tawo. Dili kini makatug-an kon sa pagka karon, may igo na ba nga panagang sa COVID sulod sa lawas. Ang pamaagi sa pagkuha usab sa sample niini mao ang pagkuha sa dugo, nga mahimong pinaagi sa hypodermic needle injection o pagkudlit sa tudlo. Apan, dason sa WHO, dili mahimo ang antibody test nga mao’y saligan tungod kay mahimo nga negative ang resulta niini kay dili kini makakita kon may kagaw na sa sulod sa imong lawas karon kon ang imong antibody wala pa makabantay niini.
