e r u t a e f s w Ne Siquijor info officers group awards pillars, PIOs as it turns 30 SIQUIJOR (PIA) – The Siquijor Association of Information Disseminators (SAID), an umbrella organization of the Philippine Information Agency (PIA) in Siquijor province, celebrates its 30 years of existence as an association. One of the highlights of the celebration is the awarding of plaques and certificates of recognition to the information officers and pillars of the association and its project for 29 years, the Siquijor Today newspaper. SAID was founded in 1987 by PIA, with then Siquijor Information Center Manager, Myrlle Bantilan-Liboon, and other government Information Officers (IOs) considered as the “Founding Parents.” Devoid of any form of media yet convinced that there was much to be done to arrest the information poverty in the province, 29 information officers from the seven local government units (LGUs) and 22 national government agencies (NGAs) based in the province were trained by PIA-7 on newspaper production from October 21 to 23, 1987 with a P5,000 funding from the provincial government. The PIA and SAID envisioned a progressive and active press through the establishment of a community paper. With the support of the local government units, SAID gave birth to Siquijor Today in December 1988, the pioneering community paper of Siquijor Island which, up to now, remains the only community paper circulating in the province. SAID is now 30 years old, while Siquijor Today is 29 and made history for being the first and still the only community paper in the province until now. Its maiden issue came off the press as an eight-page tabloid on a fortnightly basis for five years and on a weekly basis for 25 years now after its number of subscribers increased. The paper was initially sold at P2.50 per copy while the cost of printing was as high
Past and present information officers of the Siquijor Association of Information Disseminators (SAID) and its project newspaper, Siquijor Today, were reunited during its 30th Founding Anniversary Awards and Recognition Night at the Siquijor State College, Larena, Siquijor. (rac/PIA7-Siquijor) as P5.50 per copy making it hard to cope with the mounting bills at the printing press. To survive, SAID conducted fundraising projects such as Miss Gay Contest, Christmas Variety Show, Ballroom Dancing, Bingo Socials and other activities. In between these activities, the association also conducted other activities such as news writing contests, information drive, and other advocacy efforts on government programs and projects. With the strong support of PIA managers assigned in Siquijor province, SAID and the Siquijor Today continue to thrive. And what made it really survive is that it is supported and patronized by the different government agencies within the province, the provincial and municipal officials, and individual subscribers here and abroad. Siquijor Today is a tangible proof of a joint
effort of the PIA, the provincial government, LGUs, NGAs, and the private sectors. The 30 years that SAID existed, though, was not always a bed of roses. Like any emerging associations and projects, SAID and Siquijor Today had its share of ups and downs, financial difficulties, and pressures. In its 30 years of operation, it has earned both the praise and also the ire of its readers. SAID and the inception of Siquijor Today drew both positive and negative reactions from the public — from welcoming, encouraging, inspiring remarks to intriguing, apprehensive comments that sooner or later the paper would meet its natural death. But despite these, the newspaper has remained true to its mission of delivering information to Siquijodnons. After 30 years of operation, both the organization and the newspaper have proven that they have survived the storm of the changing times as Siquijor’s pioneer publication. (RACalibo/PIA7-Siquijor)

President Duterte inks P3.767 trillion 2018 national budget, first tax reform package into law President Rodrigo Roa Duterte signed the first package of his administration’s tax reform initiative as an early Christmas gift for the Filipino people. In a ceremony held at the Rizal Hall of the Malacañan Palace, the President inked the Tax Reform for Acceleration and Inclusion (TRAIN) bill, which seeks to make the country’s tax system simpler, fairer and more efficient. “This is the administrations biggest Christmas gift to the Filipino people as 99 percent of the taxpayers will benefit from the simpler, fairer, and more efficient tax system,” Duterte said. According to the President, the

TRAIN bill, now Republic Act (RA) No. 10963, is a product and a milestone for the Department of Finance (DoF), which has worked hard for the bill to come into fruition. One of TRAIN’s significant breakthroughs, Duterte said, will be the exemption of individuals earning P250,000 per annum from paying taxes, starting the first day of 2018. “The law also addresses long and overdue corrections in our tax laws and introduces a more progressive tax system for the rich and the poor, contribute to give better services to our people,” Duterte added.
Revenues that will be culled from the new tax system will fund priority projects such as free tuition in state universities and colleges, quality health care, social protection and conditional cash transfers, infrastructure development through the Build, Build, Build project and the reconstruction of Marawi City. The Chief Executive likewise instructed the Department of Finance for a swift and effective implementation of the first package of TRAIN and to immediately submit the second package to Congress. The second package, according the President, will deal with corporate income tax early next year and will complement the revenues of TRAIN.
