Siquijor, June 28 (PIA) -- The Provincial Advisory Council (PAC) of the Siquijor Police Provincial Office (SPPO) renewed its commitment to further strengthen its support to the advocacies, plans, and programs of the SPPO. Organized in 2014 to boost its partnership and collaboration among stakeholders towards the institutionalization of the PNP P.A.T.R.O.L. Plan 2030, the Siquijor PAC was first chaired by the late Siquijor State College Professor, Dr. Expedita Duran, from the academe sector. Its vice chairperson was former Siquijor Municipal Vice Mayor Joy Lopez de Andrade who was from the government sector. Under Duran’s leadership, PAC assisted the SPPO in the initial implementation of the four stages of the PNP’s Performance Governance System (PGS) - the initiation stage in 2014 and compliance stage in 2016. In 2019, retired P/Col. Enrique Belcina took over the post as the chairperson with Rizalie Calibo of the Philippine Information Agency as the vice chairperson and continued to work on the third stage or the proficiency stage. By then, SPPO and its six police stations were among those conferred with proficiency status in the PNP’s PGS. SPPO received the PGS plaque with proficiency pin attached to the plaque and the certificate of silver medal award and silver eagle award for garnering an overall rating of 95.3%. Lazi Police Station also received the same plaque and silver medal and eagle awards for an overall rating of 95.98%, while the rest of the police stations - Enrique Villanueva, Larena, Maria, San Juan, and Siquijor - received the PGS plaque with proficiency pin attached. Like the other advisory councils nationwide, Siquijor PAC membership comes from the various sectors in the community who are individually known for their integrity, probity and leadership, and advocacy for transformation, transparency and good governance as set by the Center for Police

Joannes Paulus Jumadla for the Local Government Unit (LGU) of Lazi; Martin Faustino Gabas and Judy Armirola of the Department of the Interior and Local Government; Hans Axel Kraemer, owner of the Kinhason Paraiso Resort; Dr. Wulf Feinhals, dentist; Pastor Fabio Artajo of the Maria Bible Baptist Church for the religious sector; and Mason Worshipful Master Dwight Hora of Siquijor Lodge 418. Raymund Gary Mayuga thanked and lauded the provincial and municipal local government units and all the officers and members of the PAC for their support in maintaining the peace

and order of the province. “You all know that we need the support and assistance of our stakeholders especially the Provincial Advisory Council whom we consider as our strategy partner in delivering and performing our mission, of enforcing the laws in order to serve and protect the Siquijodnons,” he said during the Renewal of Commitment and Oathtaking Ceremony. He admitted that in its journey towards a lasting transformation, the SPPO still has much to do and challenges to face but “with the willingness you showed, I felt proud and honored to have you all for giving your assistance for free,” he said. One of the primary roles and functions of the advisory council is to advise and assist the PNP in identifying key priorities and strategic issues in accordance with the the PNP Integrated Transformation Program PGS and provide insights in aligning the PNP’s policies, plans and programs with the political, socio economic, cultural and moral development needs of the organization. Together with the Technical Working Group, it also evaluates and amends the strategies for the implementation of the PGS in accordance with the PNP thrusts, programs, projects and activities, and advice on the necessary amendment to the current development of future programs, projects and activities. DBP inks pact with SB Corp to boost MSME recovery

State-owned Development Bank of the Philippines (DBP) has partnered with the Small Business Corporation (SB Corp.) for the establishment of a strategic client referral and management system to efficiently manage the assistance programs for micro, small and medium enterprises (MSMEs) of the two institutions, a top official said. DBP President and Chief Executive Officer Emmanuel G. Herbosa said the bank’s memorandum of understanding (MOU) with SB Corp. would significantly enhance the implementation of the DBP RESPONSE to accelerate MSME Recovery (MSME RECOVERY) program, and SB Corp.’s Covid19 Assistance to Restart Enterprises (CARES) program. “This partnership between two government financial institutions is a testament to the National Government’s unified efforts to hasten recovery of the MSME sector, which remain as the backbone of our local economy,” Herbosa said. DBP is the sixth largest bank in the country in terms of assets and provides credit support to four strategic sectors of the economy – infrastructure and logistics; micro, small and medium enterprises; the environment; and social services and community development. SB Corp. is an attached agency of the Department of Trade and Industry and is mandated to formulate and implement policies and programs benefitting MSMEs including financing, information services, training and marketing. Herbosa said that under the partnership, the two institutions would segment the applicants according to asset size with DBP handling applications of enterprises with an asset size of more than P15-million while firms whose assets are less than P15million would be referred to SB Corp. He also said that DBP and SB Corp. would collaborate in crafting marketing strategies and undertake joint promotional activities for both DBP’s MSME RECOVERY and SB Corp.’s CARES programs. “In addition, DBP shall also serve as a depository/ disbursing bank and conduit for SB Corp.’s programs and project funds,” Herbosa said. “We would leverage on the collective strengths of DBP and SB Corp. to ensure the proper and efficient management and disbursement of resources to our valued MSMEs.” Last year, President Rodrigo Duterte signed into law Republic Act No. 11494, or the Bayanihan to Recover as One Act, which directs DBP and SB Corp to introduce low interest and/ or flexible term loan programs to support businesses affected by the COVID-19 pandemic.

Combined LANDBANK-UCPB assets to reach P3 trillion

The completion of the government-approved merger of Land Bank of the Philippines (LANDBANK) and United Coconut Planters Bank (UCPB) will result in combined assets totaling close to ₱3 trillion by the end of the year. As the surviving entity in this merger, LANDBANK will further solidify its place as the second-largest bank in the countryin terms of assets, representing a unified, stronger and more resilient institution for promoting inclusive and sustainable rural development. “The merged assets will significantly grow LANDBANK’s loan portfolio directed at servicing the whole agriculture sector, especially coconut farmers, alongside key development industries. The synergy created by the merger will provide a much better position for us to respond to the evolving needs of our diverse clientele, especially the underserved and unbanked,” said LANDBANK President and CEO Cecilia C. Borromeo. Pending the approval of relevant regulatory authorities, LANDBANK expects its acquisition of the shares of stock of UCPBand attendant absorption of its assets and liabilities will similarly expand deposits, loans and capital. Due diligence was likewise conducted by LANDBANK and the transaction went through the review and approval by the BangkoSentral ng Pilipinas (BSP) and Monetary Board. Based on LANDBANK’s initial projections, the combined Common Equity Tier 1 (CET1) ratio by end-2021 will remain higher than the 11% regulatory requirement of the BSP. Borromeo also emphasized that “LANDBANK is more than capable of absorbing the financial impact of the merger with UCPB. Our ratios will remain comfortably above the standards set by the BSP.” LANDBANK is requesting for regulatory incentives being granted by BSP to banks for mergers and consolidation. “These relief measures will provide the bank the flexibility to manage its capital, achieve operational efficiency, and minimize the expected impact of absorbing UCPB,” Borromeo said. To encourage consolidation and mergers among banks, the BSP grants regulatory incentives under Memorandum No. M-2016-023 dated 21 December 2016. Fueled by the 16.21% increase in deposits which reached P2.123 trillion as of end of the first quarter of 2021, total assets of LANDBANK grew to P2.405 trillion. LANDBANK ranks number 2 among domestic universal banks in terms of asset size. As provided in Executive Order No. 142 signed on June 25, 2021, President Duterte ordered the LANDBANK and UCPB to enter into a merger applicable to government-owned and controlled corporations (GOCCs) and recognized by regulatory agencies. A Technical Working Group (TWG) willbe formed Pursuant to Governance Commission for GOCCs (GCG) Memorandum Circular No. 2015-03. The group will be composed of the President and CEO of LANDBANK, the Officer-In-Charge of UCPB, and the duly-designated representatives of the GCG, Securities and Exchange Commission (SEC), Department of Finance (DOF), Department of Budget and Management (DBM), and Commission on Audit (COA). The TWG is tasked to formulate an integration plan and to resolve all matters involving the implementation of the merger. Meanwhile, clients of both LANDBANK and UCPB are being assured that banking services will continue to be unhampered throughout the ongoing merger process, with deposits to remain intact and secured in their current servicing branches. At the same time, both banks assure its employees that all concerns pertaining to personnel matters will be addressed accordingly, and that all actions on human resources will comply with relevant labor rules and regulations.
