Siquijor Guv issues EO in response to COVID-19 community transmission

SIQUIJOR, Feb. 4 (PIA) -- Following report of a COVID-19 community transmission in the province, Gov. Zaldy Villa, through the Provincial Inter-Agency Task Force, released on Jan. 23, 2021 an Executive Order amending E.O. No. 2021-ZSV-007 or “Enhancing the Implementation of Mandatory Precautionary Measures Against COVID-19” for the period covering Jan. 23 to Feb. 5, 2021 unless lifted, extended, repealed or replaced. The Siquijor Provincial Task Force COVID-19 reported that on Jan. 21, the confirmed positive case involving an 85year old female from the local government unit (LGU) of Siquijor was declared to be a community transmission case since she has no history of travel. According to the report from the Provincial Hospital, the patient was admitted on Jan. 17 and showed symptoms. An RT-PCR test was conducted on Jan. 18 and the result came out positive on Jan. 21. “This is specifically made to restrict movements of people while the investigation is ongoing,” Provincial IATD Spokesperson Brylle Deeiah Tumarong said. Since the patient is a resident of the municipality, the Siquijor LGU also issued an executive order providing guidelines in the implementation of modified general community quarantine (MGCQ) in the municipality for the period covering Jan. 22 to Feb. 4, 2021. The provincial and municipal authorities are also working closely to prevent, trace, isolate and limit the transmission in the province while all health workers assigned in the Provincial

In the EO, Villa ordered the intensified compliance of the minimum public health standards, particularly the mandatory wearing of reusable/washable face mask and face shield, physical and social distancing, hand disinfection, and observance of personal hygiene and sanitation at all times to control the further spread of the COVID-19 virus. Villa also called for all schools, institutions, establishments, farms, work sites, and places to set New Normal rules in preparation for the lifting of the quarantine which shall be implemented until vaccines become available for the public or until lifted by the government. The New Normal rules should institute control measures and implementation of other no touch/no contact rules, the E.O. said. He also ordered a 24-hour home quarantine, except for medical emergencies

to persons below 15 years old; those that are employed in establishment and businesses allowed to operate; persons with immunodeficiency, comorbidity or other health risks; pregnant women; and senior citizens over 65 years old, except those older persons who need to go out of their residences and enter commercial establishments for purposes of obtaining essential goods and services and for work. While essential work gatherings will be allowed subject to LGU health protocols, and provided that the participants shall be limited to 50 percent of the venue capacity, the E.O. strictly prohibits tge operation of billiards, internet cafes, video/karaoke, and any other forms of gambling activity. Tagged as Patients No. 39 and 40, both are residents of Larena municipality who have direct contact with Patient No. 35, who is currently admitted at a private hospital in Cebu City. They were pulled out by provincial frontliners from their respective quarantine areas and transferred to the Siquijor Provincial Isolation Facility. The province is also waiting for the Swab test results of the other residents who had direct contact with Patient No. 35. -------ooo-------ooo------The Local Government Unit (LGU) of Larena has called for an emergency meeting of the Emergency Management Response Team today, February 8, to discuss immediate and necessary measures on positive cases of COVID 19 in the town. As of February 8, three more COVID-19 positive are reported from Larena town. One has direct contact with Patient No. 35 and the two are returning residents from Manila and Dumaguete. -------ooo-------ooo------Larena Mayor Dean S. Villa reported during the Emergency Management Response Team today, that the municipality through its Rural Health Unit (RHU), has conducted outright contact tracing on Feb.1 immediately after the reported COVID-19 positive of Patient No. 35. Swab tests were conducted to some 32 individuals known to have close or direct contact with the patient who is currently in a private hospital in Cebu.

#Empowering Communities Statement of National Task Force Against COVID-19 Chief Implementer and Vaccine Czar Secretary Carlito Galvez Jr. on the delivery of vaccines from COVAX Facility this first quarter We are pleased to report that at least 5.6-million vaccine doses produced by Pfizer-BioNTech and AstraZeneca are expected to arrive in the country within the first quarter of this year to jumpstart the country’s national vaccination program as part of the global efforts to stop the spread of coronavirus. Today, we received a letter from Aurélia Nguyen, managing director of the World Health Organization-led COVAX facility, officially informing the Philippine government that the country stands to receive a total of 9,407,400 doses from the two pharmaceutical makers within the projected first and second quarters of this year. With the country demonstrating its preparedness to receive the vaccines, the regional review committees from the WHO, UNICEF, and Gavi have granted us two vaccine brands that have been “authorized or very close to being authorized by WHO through an Emergency Use Listing (EUL),” according to the letter. In its letter, the COVAX Facility said the Philippines will receive 117,000 doses of Pfizer-BioNTech vaccines. These are expected to be delivered in mid-February and will cover the first quarter supply commitment. Delivery confirmation of the supplies for the succeeding quarters will be announced later. Likewise, the country will receive 5,500,800 to 9,290,400 doses of AstraZeneca vaccines. As the company awaits the issuance of its EUL, the “indicative” numbers of doses reflect only the supply for the first two quarters of 2021. The initial delivery is scheduled by mid to late February as stated in the letter. I would like to emphasize that according to COVAX the number of doses and the projected arrival of the vaccines are all indicative since it all depends on the global supply. The Philippine Government through its Food and Drug Administration (FDA) has earlier granted both Pfizer-BioNTech and AstraZeneca Emergency Use Authorizations (EUA), which means that these vaccines can be safely administered once they become available. Over the past week, we have been visiting cities in Metro Manila to monitor the ongoing preparations being carried out by our local government units (LGUs) and the private sector for the arrival of the vaccines, specifically the crafting of their respective local vaccine implementation plans. We are scheduled to visit other areas across the country in the coming weeks, especially now that the Philippine National Deployment and Vaccination Plan for COVID-19 vaccines has been finally approved for immediate implementation. Based on our visits, we have seen that many LGUs and the private sector are now ready for the vaccine roll-out – from their vaccination sites, to their cold storage equipment and facilities, to their personnel. We hope that these kinds of preparations will be replicated nationwide. These latest developments came a year since the country declared its first confirmed COVID-19 case. We were all clueless then on how to effectively manage and mitigate the impact of this infectious disease. But with the arrival of vaccines and the implementation of the National Action Plan Against COVID-19, we are now in a better position to put an end to the epidemic. Indeed, there is now light at the end of the tunnel. We assure the Filipino people that under the leadership of President Rodrigo Roa Duterte, your government will secure the targeted 148 million doses of safe, effective, and free vaccines to inoculate 70 million people by 2021 and realize our nation’s goal of achieving herd immunity within this year. We would therefore like to urge all Filipinos to set their fears aside and have themselves inoculated once these vaccines are available. Again, we would like to assure our countrymen that all the vaccines the government will be administering must pass the stringent selection and evaluation process of the Vaccine Expert Panel, FDA, and the Department of Health. With the vaccine providing us an extra layer of protection, we must also push for “vaccine plus” or the strict observance of minimum health standards – the wearing of face masks, maintaining social distancing, and practicing proper hygiene. This remains the most effective way to curb the spread of the virus and put an end to this pandemic. We are confident that with the whole nation working together, we will be able to recover our economy and bring back a greater sense of normalcy among our people. The arrival of these COVAX vaccines is a welcome development as we await the vaccines that we have negotiated, which are expected to be delivered in the succeeding second, third, and fourth quarters of this year. The vaccines under COVAX can now inoculate our healthcare workers, medical-related personnel, and other frontliners. These all fall under the guidance of President Duterte to preserve the healthcare system and major institutions of the country. This positive news is a testament that under the COVAX facility, it ensures equitable distributions of vaccines throughout the globe, which bodes well with the Duterte’s administration principle of “Walang maiiwan, walang iwanan” (No one will be left behind). “We must work together to ensure that all nations - rich or poor - will have access to safe vaccines. Siquijor province logs 5 COVID-19 active cases as of Feb. 3 SIQUIJOR, Feb. 3 (PIA) -- Siquijor province has recorded five active cases of COVID-19, with 28 recoveries and one death, bringing the total number of cases to 34 as of Feb. 3, 2021. This is based on the report from the Department of Health-Central Visayas Center for Health Development (DOH CVCHD) COVID-19 Case Bulletin No. 230. The Siquijor Provincial Task Force COVID-19 has reported on Jan. 21 the confirmed positive case of an 85-year old female from the local government unit (LGU) of Siquijor, declared to be a community transmission case since she has no history of travel. According to the report from the Provincial Hospital, the patient (No. 31) was admitted at the Provincial Hospital on Jan. 17 and showed symptoms. An RT-PCR Test was conducted on Jan. 18 and the result came out positive on Jan. 21. Individuals who have been in close contact with Patient No. 31 tested negative in their RT-PCR (swab test), according to the report released by the Provincial InterAgency Task Force (IATF) Spokesperson Brylle Deeiah Tumarong. She said all the households who were under granular lockdown were released, including the second and third generation contacts. The province, meanwhile, is waiting for the recovery update of the patient. On Jan. 28, two new positive cases were reported, one from San Juan and the other one from Larena. Tagged as Patients No. 32 and 33, both arrived on Jan. 20 from Cebu and were swabbed during the fifth to sevent day of the mandatory quarantine period. The result came out positive on Jan. 28. The two patients were transferred to the Siquijor Provincial Isolation Facility, said Provincial Health Officer Jemma Fortich. Another confirmed COVID-19 positive tagged as Patient No. 34 was reported on Jan. 31. The patient is a 50 year-old male, a returning resident from Cebu, who arrived on Jan. 20, swabbed on Jan. 28 and the result came out positive on Jan. 31. He is now isolated at the provincial isolation facility. On Feb. 1, another COVID-19 positive case was confirmed involving a patient from Siquijor who went to Cebu for treatment. Tumarong clarified that the patient is a resident of Larena who travelled on

Jan. 31 and arrived in Cebu on Feb. 1 at 12 midnight where she was due for a check-up in a private hospital. As part of the protocol, a swab test was conducted which yielded a positive result on Feb. 1 and the patient was then admitted in that hospital. Tumarong explained that based on verification from the provincial health office and the DOH-Siquijor, the patient was admitted at the Siquijor Provincial Hospital on Jan. 21 to 25 and was discharged. But because she wanted to go to Cebu for further check-up, a rapid antigen test was conducted on Jan. 30 as part of the requirements and the result was negative. Intensive contact tracing is now being conducted as one of the measures of Larena town and the province. All those who have direct contact with the patient are also mandated to undergo home quarantine. Meanwhile, as of Feb. 3, DOH-7 Case Bulletin No. 230 reported the total number of COVID-19 cases at 29,604. It also recorded 108 recoveries, bringing the total number of recoveries to 24,234.

Of this, Siquijor Province has a total of 34 cases, five of which are active cases, 28 recoveries, and one death. (rac/ PIA7/Siquijor)
