Your theme “PICE Focus 2020: Understanding the Past, Engineering the Future” stresses your commitment, dedication, enthusiasm and passion to be of service to our people and to support the sustainability of our nation made more meaningful in this time of pandemic as we gear towards resiliency and recovery.
I salute the PICE Iloilo, under the dynamic leadership of Engr. Oscar “Richard” S. Garin, Jr., for its efforts in creating people’s awareness on the importance of Civil Engineers in nation building. I know that the COVID-19 pandemic has hindered your organization from holding events or activities relative to the Civil Engineering Month. But, I am sure the pandemic did not hinder your enthusiasm to help in our quest to “heal as one” in this global public health emergency.
I commend our fellow public service providers, accolades in the academe, private sector partners and friends for being front-liners in advancing and enhancing the noble undertakings and in bringing programs and projects closer to the Ilonggos.
Civil engineers are vital partners of the government in implementing projects that benefit the people. I acknowledge the help of the civil engineers in the various programs and activities of the Iloilo provincial government.

Philippine Institute of Civil Engineers (PICE) Iloilo Chapter will hold a free webinar open to practicing Ilonggo Civil Engineers and member-student chapters. An initiative by Engineer Reynaldo Asuncion, PICE Iloilo Vice President for Private Sector, resource speaker is Engineer Romualdo Lex Soledad Garcia. Engineer Garcia is former President of PICE Singapore and was PICE San Agustin Student Chapter President in 2004 to 2005. He is a respected practitioner with over 15 years of experience in extensive design and fabrication engineering. Engineer Garcia is also a recognized specialist in Structural Steel Design Engineering and Project Management of both offshore and on-shore projects. The webinar, Engineer Asuncion shared, is focused on the latest in Building Information Modeling (BIM) and Virtual Design and Construction (VDC). BIM is a highly collaborative process that allows multiple stakeholders and Architecture, Engineering and Construction professionals to collaborate on the planning, design, and construction of a building within one 3D model It is a process supported by various tools, technologies and contracts involving the generation and management of digital representations of physical and functional characteristics of places. VDC on the other hand is the management of integrated multidisciplinary performance models of design-construction projects. This includes the product, work processes and organization of the design - construction - operation team in order to support explicit and public business objectives With virtual design and construction, architects and engineers can work together to create more accurate visual project designs, leading to greater transparency and more accurate scheduling. BIM software as partnering tool can be used to integrate scheduling and cost projections into the design phase of the project. The webinar is yet another move of PICE Iloilo as it continues to reach out and firm
up linkages with student-chapters here. To note, Central Philippine University (CPU), Western Institute of Technology (WIT), University of San Agustin (USA) and the Iloilo Science of Technology (ISAT) established its student-chapters. The event is set on November 18th as the country marks Civil Engineering Month. PICE Iloilo is at the core of the celebration. “We want to collaborate with the academe our knowledge and resources,” Engineer Mary Earl Daryl Grio, PICE Iloilo Vice President for Academe for her part said. This as she shared her current work on a 6-week Civil Engineering orientation using “VLOGS” or video preparation for practicing engineers on different fields of specialization. Engineer Oscar “Richard” Garin, PICE Iloilo President, welcomed this collaboration as he expressed full support on the activity. “We are taking steps to deliver our promise of empowerment to our members and student-chapters,” Engineer Garin said. “This time of pandemic poses challenges with health protocols in place. But our hardworking PICE Iloilo officers and members of the Board continuously work to rise above the challenge.”

Community Assistance
T
he Province of Iloilo is divided into 5 districts with Southern Iloilo connected by land to the Province of Antique. It is also Southern Iloilo that serves as alternate route towards the world-famous Boracay Island in the Province of Aklan and route of the roll-on-roll-off buses from Luzon. As such, traffic is higher posing greater challenges when the pandemic happened being a boundary district to and from Iloilo. This is also where my hometown Guimbal is and the Municipality of Oton, the most populated Iloilo town. When quarantine and restrictions started, the plan to help keep our locality safer came to view. And heeding the World Health Organization’s (WHO) call for basic public health protection, the decision to distribute knapsack sprayers was reached. I had to start somewhere. We had to do something. PICE Iloilo Chapter put together a set of these sprayers, mindful of the WHO detailed specifications of spraying equipment suitable for residual wall-spraying. This, in order to ensure uniform and safe application of hand-operated disinfectant compression sprayers. The objective is to help local government efforts in disinfecting the environment safely by using spray surfaces to disinfect. The plan was to aid in the collective effort to disinfect public places. From our end at PICE Iloilo Chapter, with the limited resources, we want to maximize the reach thus outside my hometown, we targeted along-the-road barangays. With lockdowns and travel restrictions limited to essential workers and activities, pilot area of distribution covered all

Employment Services PICE ILOILO CARES has also launched its employment service assistance to our members who have been directly and indirectly affected by the pandemic. To note, when Iloilo was placed under Enhanced Community Quarantine (ECQ), the provincial government reported that losses incurred was placed at more than PHP10 billion. Based on official data, losses suffered by the tourism sector amounted to PHP1.1 billion; business and trade industry, PHP4.8 billion; and the agriculture sector, PHP103 million. The transport sector was also not spared from the impact of the health crisis, with losses reaching PHP59.8 million for jeepneys and PHP44.6 million for buses. Losses from the sea and air transport have yet to be determined. The Governor said 379,060 formal and informal workers from 38 local government units in the province were affected by the health crisis. That’s 38 out of our 42 towns and one component city. This easily translated into roughly PHP2.4 billion losses in employment. Meantime, stoppage in construction projects of the DPWH in Western Visayas resulted in a loss of PHP117 million. Affected were some 5,280 workers. While about PHP2 billion was cut from the income of the Business Process Outsourcing or BPO industry here. A highlight in this year’s “new normal” Civil Engineering Month celebration, the call was made by Engineer Oscar “Richard” Garin, PICE Iloilo Chapter President. Dubbed “2020 PICE Virtual National Convention and Technical Conference,” registration is free. The good news as relayed by PICE National President, Dr. Erdsan Rene S. Suero. “PICE will never stop serving its members particularly in addressing the challenge in keeping them abreast with the latest technologies related to the civil engineering profession in order to better serve the community/countrymen and the need to earn continuing professional development units pursuant to R.A. 10912,” Dr. Suero said in a circular sent to local chapters. Engineer Garin for his part welcomed the invite as he thanked the national directorate

for the activity. This, as the local chapter designed similar training for its members and student chapters. For PICE Iloilo Chapter, Garin gave credit to the initiative of Engineer Mary Earl Daryl Grio, Vice President for the Academe. “We are one in our mission to provide continuing education and training to our members and budding civil engineers,” Engineer Garin said. “And so I am particularly happy and thankful of the national convention alongside our similar activity, inspired by the direction set for us by our national leadership. And I am grateful to Engineer Grio for being the champion of our student chapters.” Despite the pandemic, PICE remains optimistic on the capacity of membercivil engineers to get through the global health crisis. “Construction and engineering projects around the world are being impacted by the COVID-19 pandemic in numerous ways,” Dr. Suero added. “Many of us in the infrastructure and construction sector are grappling with the challenge of bouncing back from the pandemic with the continued goal of safe work practices to flatten the curve of new COVID-19 cases. Nevertheless, this pandemic is not at this stage, rending projects altogether impossible to complete as we, civil engineers, always find way to surpass the challenges we encounter.”
