AN ACTION-PACKED 2022
THE year 2022 is probably one of the fastest paced years since the pandemic started. With a lot of things to catch up on and a lot of innovations coming out of the boxes, the year is marked by transitioning of activities from virtual to in-person. As hoped by everyone, a better normal is underway.
As a year in review, the PICE Iloilo Chapter has gone a long way. We now have a new president from the academe, Engr. Mary Earl Daryl Grio. And yours truly also earned a spot in the board of directors as the Secretary. I am truly honored for the trust the PICE has bestowed upon me.
The biggest challenge for all of us in the board was to also keep up with the
demands of our members. Thus, we have exerted much effort to be more visible online with the launching of the new and improved PICE Iloilo Chapter website via piceiloilochapter.org
We also had several in-person activities such as the induction of members as well as the awarding of outstanding civil engineering graduates. We assisted communities affected by Tropical Depression Agaton which is quite bizarre given that it was during the Holy Week when it struck most of Western Visayas. Climate change is real, indeed.
We also embarked on holding the PICE Iloilo Fun Ride in Miagao wherein the proceeds were all provided to assist those
who were affected by typhoon Paeng. Personally, it was a very activity-filled year for everyone. PICE Iloilo Chapter has come back, out of the screen and in full live action.
We also had better access in joining the 48th PICE National Convention and Technical Conference which was held in Bacolod City last November.
Anyways, I hope you read on 2022’s highlights for the PICE Iloilo Chapter community. We also have an incredible feature story fully generated by artificial intelligence which is truly captivating and inspiring looking forward to our future in civil engineering. Read on, dear readers.

PICE Iloilo welcomes new Board of Directors
THE Philippine Institute of Civil Engineers (PICE) Iloilo Chapter has transitioned to a new set of board of directors and is now led by the academic sector.
Engr. Mary Earl Daryl Grio, the former Vice President for Academe, is now the CY 2022 President; she is the current Department Head of the Civil Engineering Department of Central Philippine University in Iloilo City.
The new board of directors led by Engr. Grio was sworn into office during the Induction Ceremony held on March 25, 2022, at District 21 Hotel in Mandurriao, Iloilo City which also included the induction of PICE Iloilo Student Affiliates officers and new PICE Iloilo Chapter members.
Engr. Grio succeeded Engr. Oscar "Richard" Garin, Jr. who served two terms in what was described as the "toughest of times" as PICE Iloilo
Chapter also faced several challenges during the wake of the COVID-19 pandemic.
"We have lined up several activities when I assumed the position, but the pandemic came our way... our term was extended for two years and we were able to accomplish a lot... I believe that Engr. Grio would do well as she takes this new role," Engr. Garin shared
It can be recalled that Engr. Garin launched the PICE CARES initiative organizing community assistance, response and employment services for sectors even beyond the construction industry heavily affected by the pandemic.
Engr. Grio assured that the PICE CARES will be sustained under her term and would now be called PICE CARES A LOT which would also include, among many others, research and training, for both

members of the PICE Iloilo Chapter as well as the five student chapters under its umbrella network.
Also a first in PICE Iloilo Chapter was the induction of officers of the Iloilo Student Affiliates led by its president, Kenneth Sean Barredo from the University of San Agustin.
The Guest of Honor, Engr. Lea N. Delfinado, Director IV of the Department of Public Works and Highways and Regional Coordinator of PICE emphasized the value of hard work in attaining success in the civil engineering field.
"It takes a lot of perseverance and hard work to become successful," she shared in her speech inspiring young civil engineers as well as the student leaders present in the event.
Among the new entrants in the Board of Directors include three young professionals in the
government sector and one each from the academe and private sector: Engr. Ray Adrian Macalalag from the National Economic and Development Authority, Engr. Carlo John Leysa from the Department of Public Works and Highways, Engr. Vince Michael Bangoy from the Provincial Government of Iloilo, Engr. Al Joevid Mirasol from Iloilo Science and Technology University, and Engr. Felvin Gurrea from F. Gurrea Construction.

THE PICE Iloilo Chapter organized a two-in-one event to welcome new members of the organization and to recognize civil engineering graduates on July 30, 2022 at Smallville 21 Hotel, Mandurriao, Iloilo City.
Nineteen new members with most of them recently passing the May 2022 Licensure Examination for Civil Engineers were formally inducted into the PICE Iloilo Chapter.
They were inducted by Immediate Past President and now Miagao, Iloilo Municipal Mayor Oscar “Richard” S.Garin, Jr., who was the Guest of Honor of the event.
The new members also underwent the ceremonial capping which symbolized their official entry into the profession of civil engineering and the ceremonial pinning which symbolized their membership in the PICE and to fully enjoy all its rights and privileges as member.

during the ceremony and emphasized the new roles and responsibilities that each new engineer should carry.
Meanwhile, exemplary BS Civil Engineering graduates were recognized and were given medals and certificates pursuant to the awarding criteria set forth by the PICE Iloilo Chapter.
These awards include the Leadership Award conferred to presidents of student chapters including the federated union of chapters, PICE Iloilo Student Affiliates; and the Academic Award conferred to honor graduates duly endorsed by their respective academic institutions.
The awarding of graduates was led by Engr. Neil Edwin Escalona, Auditor of the PICE Iloilo Chapter with Engr. Grio handing in the medals and certificates to the awardees.

Relief operations held for TD Agaton victims
AS PART of the community service component of the CARES-A-LOT strategic plan, the PICE Iloilo Chapter organized relief operations for the victims of Tropical Depression Agaton on April 22, 2022.
About 600 relief packs for affected families in Brgy. Tuburan, Pototan, Iloilo.
Officers led by current president, Engr. Mary Earl Daryl A. Grio, turned over the relief packs which included food and non-food essentials to affected families.
According to the Iloilo Provincial Disaster Risk Reduction and Management Office, about 75,000 individuals from 21,000 familes were affected in the Province of Iloilo alone.
The state of calamity was declared in the municipality of Pototan, 2,234 individuals from 508 families were affected.
Most of TD Agaton damages were concentrated in the Visayas region, where the storm lingered for most of its lifespan.
Persistent heavy rains, flash flooding, and strong winds led to widespread floods and landslides.
The CARES-A-LOT strategic plan is the core guidance of the direction of PICE Iloilo Chapter to ensure that civil engineering professionals in Iloilo are on top of their role in nation-building. (RCM/PICE Iloilo)

Fun Ride opens CE month celebration
THE PICE Iloilo Chapter organized a fun ride event this morning at Miagao, Iloilo to mark the opening of the Civil Engineering Month.
The event, initially scheduled on October 30, was moved to November 6, 2022 to ensure safety of the participants during the onslaught of Typhoon Paeng.
As a way of assisting the victims of the said typhoon, all proceeds of this event will be committed to fund relief operations in the said municipality.
“Iloilo has been known for its growing bicycle culture and we want bicyclist to know that the civil engineers are supportive with the current developments for them,” PICE Iloilo Chapter President Engr. Mary Earl Daryl Grio shared.
The route will stretch at approximately 18 kilometers which will start in the town proper of Miagao all the way to Barangay Banbanan and then back.
The first 100 registrants were given the official event shirt and
everyone got a chance to win special raffle items.
Free transport service was made available for those coming from Iloilo City.

THE Regional Development Council (RDC) VI confirmed the accreditation of the Philippine Institute of Civil Engineers (PICE) Iloilo Chapter for the period of 2022 to 2025 through a letter dated August 2, 2022.
The RDC VI accredits private sector organizations (PSOs), which serve as the council’s main source of potential private sector representatives (PSRs).
By virtue of Executive Order No. 325 (as amended), the PSRs of the RDC VI comprise a quarter or 25 percent of the members of the fully
constituted RDC.
“The accreditation of the RDC VI is an essential part of the realization of PICE’s goals in nationbuilding,” PICE Iloilo Chapter President Engr. Mary Earl Daryl A. Grio shared.
The RDC VI is the highest policymaking and planning body in Western Visayas and serves as the primary institution that coordinates and sets the direction of all economic and social development efforts in the region.

THE Philippine Institute of Civil Engineers (PICE) – Iloilo Chapter will be holding the banner of all civil engineering professionals in the Regional Development Council (RDC) VI, the highest policymaking and planning body in Western Visayas.
After its successful accreditation as private sector organization in the RDC VI, the PICE Iloilo Chapter went on and nominated Engr. Felvin Gurrea, member of the Board of Directors, as one of the 12 sectoral private sector representative (PSR) to the council.
Twenty-five percent of the RDC VI is comprised of PSRs as mandated by Executive Order No. 325, series of 1996.
The National Economic and Development Authority (NEDA) VI, which serves as secretariat, shared that private sector representation in the RDC ensures participatory decision-making process and substantial representation in terms of agenda formulation and addressing multi-sectoral regional development concerns through policy recommendation and formulation.

THE REGIONAL DEVELOPMENT COUNCIL VI
The RDC VI is the highest policymaking and planning body in Western Visayas and serves as the primary institution that coordinates and sets the direction of all economic and social development efforts in the region.
It is composed of 71 regular members and 4 special non-voting members. Of the regular members, 18 come from the private sector which includes the PICE Iloilo Chapter for the term 2022-2025.

“We worked hard to achieve this accreditation and we are grateful to the RDC VI for the selection of PICE Iloilo Chapter,” Engr. Grio elaborated on the rigorous screening process.
The organization had to prepare several documentary requirements proving its legitimacy and commitment to regional development.
Nonetheless, the PICE Iloilo Chapter believed that the accreditation will bear fruit in ensuring civil engineers can provide their expertise toward nation-building.
“This will open opportunities for us and our members to collaborate and contribute directly to the region’s development,” Engr. Grio added.
Among the minimum criteria for the selection included: (1) legal personality, (2) performance, and (3) nationality. (RCM/PICE Iloilo)
Engr. Gurrea had to undergo a sectoral committee election to secure one of the three slots in the Infrastructure Development Committee on August 16, 2022 and he was formally inducted to the full council of the RDC VI on August 18, 2022.
Having been inducted for a three-year term from 2022 to 2025, Engr. Gurrea will be joining the quarterly meetings of the IDC and the RDC where he can amplify the sentiments of the civil engineering professionals as well as the construction industry.
Engr. Gurrea is currently the VicePresident for Construction of F. Gurrea Construction, Inc. He graduated from De La Salle University in Manila and earned a bachelors degree in civil engineering major in construction technology and management. (RCM/PICE Iloilo)

PICE Iloilo Secretary represents youth in int’l road safety meeting
PICE ILOILO CHAPTER Secretary Engr. Ray Adrian Macalalag representing the members of the international youth-led organization, Global Youth Coalition for Road Safety joined the Dialogue for Powered-Two-Wheeled Vehicles to advocate for meaningful youth participation to help address road safety issues for road users, particularly those who use motorcycles, e-bikes, and other two-wheeled vehicles.
Together with Maolin Macatangay of the Youth for Road Safety, they were the only youth delegation during the event, championing the youth agenda and the importance and necessity of meaningful youth participation.
“At the center of the Youth Coalition are youth leadership structures where young people around the world function as the engine. We have a youth leadership board that oversees the activities, initiatives, and projects of the Youth Coalition making sure it aligns with the youth and road safety
agenda,” Engr. Macalalag shared during his talk in the opening session.
He joined global road safety leaders including Nhan Tran from the World Health Organization, Nikorn Chamnong from the Asia-Pacific Regional Network for Road Safety Legislators, Dave Shelton from the Asia Development Bank, and Patrick Osewe also from the Asia Development Bank.
Apart from different sessions that discussed different elements of road safety connected to powered-two-wheeled vehicles, the event also included a series of dialogues where all the delegates had a chance to speak about issues from tactical urbanism to the integration of diverse voices in road safety planning.
The global dialogue was hosted by the AsiaPacific Road Safety Observatory at the Asian Development Bank in Mandaluyong City, Metro Manila on October 11-13, 2022. (with reports from Youth for Road Safety

Former PICE Iloilo Chapter prexy is new Miagao mayor
IMMEDIATE Past President Engr. Oscar “Richard” Garin was elected as mayor of the municipality of Miagao in Iloilo Province during the recent general election on May 9, 2022.
He is best remembered for having served as congressman for two terms or six consecutive years of the 1st District of Iloilo Province, composed of seven municipalities namely, Oton, Tigbauan, Tubungan, Igbaras, Miag-ao, San Joaquin and Guimbal.
Engr. Garin then served as President of PICE Iloilo Chapter in 2020 and continued on to serve in the same position in 2021 while the organization’s vision was challenged by the COVID-19 pandemic.
Despite this, he still managed to steer the organization’s visibility and positive impact to the
community by holding several activities to benefit engineers affected by the pandemic and the general public.
As immediate past president of the chapter, he will still provide guidance to the PICE Iloilo Chapter to ensure that the goals and objectives of the organization are met in accordance with its core values and fundamental canons.
