INSTITUTIONS OF HIGHER EDUCATION Holland­has­two­main­types­of­higher­education­institutions: -­Research universities - Universities of applied sciences 3


RESEARCH UNIVERSITIES Research­universities­focus­on­the­independent­practice­of­research-oriented­work­in­academic­or­professional­setting.­Universities­ of­ applied­ sciences­ are­ more­ practically-oriented, preparing­students­directly­for­specific­careers.­A­third­smaller branch­of­higher­education­is­provided­by­Institutes­for­International­Education­which­offer­programmes­designed­especially­for international­students.­ There­are­Government-funded institutions entitled­to­award­officially­recognized­degrees­and­legally­protected­titles­to­graduates of­their­accredited­programmes.­To­obtain­government­funding, institutions­must­satisfy­a­number­of­quality­requirements.­ Government-approved institutions are­not­funded­by­the­government,­but­have­the­right­to­award­officially­recognized­degrees­and­legally­protected­titles­to­graduates­of­their­accredited programmes.­Government­approval­is­official­recognition­that­the quality­of­a­private­educational­institution­has­been­inspected­and approved.­ Private institutions that­have­not­applied­for­government­funding­or­approval.­The­fact­that­an­institution­is­not­governmentfunded­or­government-approved­does­not­necessarily­mean­that the­quality­they­provide­is­below­par.­They­cannot­offer­bachelor’s­programmes­for­accreditation. 4

The­Netherlands­have­13­universities­which­train­students­for­independent­practice­of­science.­The­oldest­is­Leiden­which­was­established­in­1575. The­universities­do­not­all­have­programmes­of­education­and­research­in­the­same­disciplines. Nine­offer­education­in­a­broad­range­of­fields:­natural­sciences, health,­economics,­law,­behaviour­and­society,­language­and­culture.­These­are­the­universities­of­Leiden,­Amsterdam­(2­institutions),­ Groningen,­ Utrecht,­ Maastricht,­ Nijmegen,­ Tilburg­ and Rotterdam. Three­universities­specialize­mainly­in­engineering­(Delft,­Twente, Eindhoven),­and­one­specializes­in­agriculture­(Wageningen). Alongside­ the­ traditional­ institutions­ is­ the­ Open­ University, which­offers­higher­education­distance­learning­(some­of­its­study programmes­are­in­English). ­ UNIVERSITIES OF APPLIED SCIENCES (Hogescholen) The­ «­ Hogescholen­»­ are­ degree-awarding­ institutions­ which concentrate­on­applied­science,­arts­and­technology.­Students­are prepared­for­professions­that­require­scientific­knowledge­as­well as­skills­for­applying­that­knowledge.

There­are­56­institutions­of­the­kind­in­the­Netherlands. They­offer­a­variety­of­full-time­and­part-time­programmes­in­any of­these­sectors: -­agriculture­and­natural­environment,­ -­behaviour­and­society, -­health­care,­ -­engineering­and­technology,­ -­fine­and­performing­arts, -­economics­and­management, -­education INTERNATIONAL EDUCATION INSTITUTES The­Netherlands­have­several­higher­education­institutions­devoted­specially­to­international­education,­or­IE.­The­IE­institutes­feature­development-oriented­education­in­a­wide­range­of­fields­and on­different­levels.­The­possibilities­vary­from­short­courses­to PhD.­degrees. English­is­usually­the­language­of­teaching­for­those­courses. Ranking The­systems­of­quality­assurance­and­accreditation­guarantee­that education­offered­at­all­universities­and­universities­of­professio-

nal­education­in­Holland­meets­the­same­high­standards.­There­is no­official­ranking.­When­Dutch­students­decide­on­where­they want­to­study,­they­do­not­think­in­terms­of­‘the­best­institution’. Instead,­they­look­for­any­particular­features­that­may­distinguish one­university­or­university­of­professional­education­from­another,­such­as­specialization­or­academic­tradition.­

DIPLOMAS The­higher­education­in­the­Netherlands­is­organised­around­a three-cycle­degree­system,­consisting­of­bachelor’s,­master’s­and PhD­degrees. Bachelor’s degrees A­bachelor’s­programme­at­a­university­requires­three­years­of­fulltime­ study­ (180­ credits)­ to­ complete­ while­ a­ bachelor’s­ programme­offered­by­a­university­of­applied­sciences­requires­four years­of­full-time­study­(240­credits).­ In­universities­of­applied­sciences­initial­degree­programmes­also require­at­least­3­years­to­complete,­at­the­end­of­which­a­Bachelor’s­degree­is­awarded.­An­essential­component­of­all­those­pro5

GETTING IN… grammes­is­the­internship,­or­work­placement,­through­which­students­acquire­practical­experience­in­real­work­situations. The­last­year­of­study­is­taken­up­mainly­by­an­individual­project and­thesis;­this­too­usually­involves­solving­a­real­problem­in­a­professional­setting. The­institutions­pride­themselves­on­being­flexible­and­alert.­Thy generally­have­close­ties­with­the­industries­and­organizations­that employ­graduates. Advanced­programmes­are­available­in­virtually­all­these­sectors. They­can­last­anywhere­between­2­weeks­and­2­years.­Some­lead to­postgraduate­diplomas,­and­some­to­accredited­Master’s­degrees.­ Master’s degrees Depending­on­the­discipline,­master’s­programmes­at­universities, universities­of­applied­sciences­and­institutes­for­International Education­will­last­one­to­two­years­(60-120­credits).­ PhD The­doctorate­(PhD)­is­only­offered­at­universities­and­takes­at least­four­years.­A­master’s­degree­is­compulsory­for­admission.

To­be­admitted­to­a­programme­of­higher­study,­you­should­first contact­the­institution­that­offers­the­programme.­You­will­need to­start­planning­your­stay­a­year­in­advance. Requirements The­main­requirement­for­admission­to­a­Bachelor’s­programme is­a­secondary-school­diploma­at­the­appropriate­level.­Foreign students­must­have­a­diploma­judged­equivalent­to­the­minimum diploma­required.­There­are­also­study­programmes­-­in­the­arts for­example­-­for­which­institutions­set­their­own­additional­requirements.­ The­institutions­may­set­additional­requirements,­such­as­knowledge­of­the­Dutch­language­and­secondary-school­specialization in­specific­subjects. •­What? Follow­the­directions­from­the­institution­on­how­to­apply.­Often this­information­is­listed­on­the­website­of­the­institution. Be­aware­of­the­deadlines!­Some­institutions­require­a­centralized application­procedure. If­you­want­to­attend­a­Dutch-taught­study­programme,­you­will generally­need­to­pass­the­state­examination­in­‘Dutch­as­a­second language’­(NT2).­However,­some­higher­education­institutes­have their­own­language­test.­Check­with­your­chosen­institute­to­make sure! Further­more­it­is­essential­for­foreign­students­to­be­able­to­speak, read­and­write­English­well­(especially­when­they­want­to­attend a­degree­course­held­in­English).­Students­must­have­passed­an English­language­test.­IELTS­and­TOEFL­are­commonly­accepted, but­institutions­may­accept­other­tests­as­well. The­required­scores­are­at­least­550­(paper­based)­or­213­(computer­based)­for­TOEFL.­For­IELTS­a­score­of­at­least­6­is­required. 8

Learning Dutch You­will­usually­have­to­learn­to­speak­Dutch­if­you­plan­to­enrol as­a­regular­student,­unless­you­plan­to­follow­an­international course­in­English.­There­are­various­possibilities­to­learn­Dutch. Especially­in­the­months­prior­to­the­start­of­the­academic­year, most­institutions­of­higher­education­in­the­Netherlands­offer Dutch­lessons­for­foreign­students. Nuffic-Netherlands­organization­for­international­cooperation­in higher­education­publishes­a­facts-sheet­with­their­addresses. It­is­called­«­Dutch­language­courses­foreign­students­».­Municipal­education­departments­can­also­give­you­a­list­of­the­language courses­available­locally. Private­schools­offer­many­of­such­courses¸­these­are­more­expensive­than­those­offered­by­the­higher­education­institutions and­the­municipalities

Tuition fees Education­in­Holland­is­not­free,­but­tuition­fees­are­reasonable compared­with­other­countries.­ The­fees­that­foreign­students­pay­for­registration­and­tuition­vary from­one­institution­to­the­next,­since­the­institutions­set­these fees­themselves. Students­from­EU­countries­have­to­pay­tuition­fees­around­1670 €­a­year.­For­English-taught­programmes­as­well­as­Master’s­degrees,­tuition­fees­might­be­much­higher. People­from­countries­outside­EU­have­to­pay­even­higher­tuition fees.

DISTANCE LEARNING The­Dutch­Open Universiteit Nederland is­a­university­or­institution­for­distance­learning­for­higher­education­at­higher­and university­level.­This­means­that­students­do­not­attend­classes but­study­at­home.­The­Open­Universiteit­uses­a­variety­of­methods­for­distance­learning,­including­written­materials,­the­internet,­and­occasional­evening­seminars­or­day­sessions. ACADEMIC YEAR The­academic­year­is­long,­starting­at­the­end­of­August­and­ending­in­mid-June.­Programmes­are­designed­to­require­40­hours­of work­a­week,­including­both­contact­hours­and­hours­of­independent­work.­ 9

FINANCIAL AID

There­are­no­specific­requirements­concerning­residence­permit and­ insurance­ for­ students­ who­ are­ citizens­ of­ the­ European Union.­Those­students­hardly­need­a­residence­permit­(institutions­of­higher­education­just­might­recommend­it­in­order­to­get some­advantages­with­libraries,­public­transport,­sports­facilities etc.).­To­get­this­permit­from­the­«­Alien­police­Department­»­or from­the­Immigration­Department­»­of­the­municipalities,­you must­give­evidence­that­you­are­registered­at­an­institution­of­higher­education.­The­fee­is­28­€­per­year.­

COSTS OF LIVING Experience­shows­that­to­live­in­the­Netherlands­for­one­year­costs a­foreign­student­between­800.-­€­and­1.100.-­€­a­month.­This­is needed­to­cover­daily­expenses­and­housing.­An­average­room­in Holland­costs­somewhere­between­300.-­€­­and­600.-­€­­a­month.

STUDENT HOUSING If­you­are­taking­part­in­an­exchange­programme­or­are­enrolled in­an­international­course,­it­is­quite­possible­that­a­room­will­be arranged­for­you.­Actually­it­is­difficult­to­find­a­place­to­live­in­a country­as­crowded­as­the­Netherlands.­It­is­usual­for­Dutch­students­to­find­their­own­rented­rooms­on­the­private­market.­These are­generally­unfurnished,­and­kitchens­and­bathrooms­are­often shared­with­others.­ Information­about­student­housing­is­given­by­the­international relations­office.
