The Black-shouldered Kite (Elanus axillaris) or Australian Black-shouldered Kite is a small raptor found throughout Australia. Measuring 35–38 cm in length with a wingspan of 80–95 cm, and an average weight of 291 grams. The adult Black-shouldered Kite is a small and graceful, predominantly pale grey and white, raptor with black shoulders and red eyes. The leading edge of the inner wing is black. When perched, this gives them their prominent black “shoulders”. They have a squared tail, and the cere (nostrils) is bright yellow and the bill is black. The legs and feet are also yellow with females only just larger than males, although they can be up to 15% heavier. Their primary call is a clear whistle, uttered in flight and while hovering. Black-shouldered Kites form monogamous pairs; breeding is between August and January. The birds engage in aerial courtship displays, which involve high circling flight and ritualised feeding mid-air.

Three or four eggs are laid and incubated for around thirty days. Chicks are fully fledged within five weeks of hatching and can hunt for mice within a week of leaving the nest. Although found in timbered country, they are mainly birds of the grasslands. They prefer open areas with scattered clumps of trees, including tree-lined watercourses through open country. In urban areas they are found on the edge of towns on wasteland or irregularly mown areas. Black-shouldered Kites are most often seen hunting over grassy roadsides. Like all the elanid kites it is a specialist predator of rodents, which it hunts by hovering in mid-air above open land. When a mouse or other prey is spotted, the kite drops silently onto it, feet-first with wings raised high; sometimes in one long drop to ground level, more often in two or more stages, with hovering pauses at intermediate heights. They are diurnal, preferring to hunt during the day, particularly in the early morning and mid to late afternoon and will occasionally hunt in pairs.

The Pilbara Poet

Free Weekly 2 - 3 June 2012

by Elise Batchelor

When a teacher loved by children isn’t feeling that well, kids dig nothing more than sending out some love in their own special way. Such is the case for Port Hedland’s kindy kids wishing to send Miss Potter a heartfelt hello. Two classes of children helped to write this poem, coming up with all the rhyming words themselves. Her “White” group features in the photo with Miss Sherri and me.

A poem to Miss Potter We hope that you get better. We think you are so cheery. So we’re writing this letter; it makes us feel so teary.

For you just love to teach and let us all play puzzles. You’re just like a peach and we’re all sending cuddles. Miss Potter, you’re so nice but you’re a little sick. You’re just like sugar and spice and happy like a chick. You care for us a lot We’re really glad we’ve got her You’re bubbly like jam in a pot. We love and miss Miss Potter.

WATCH

By Senior Constable Newby Traffic Information: Pilbara Traffic Police Officers have been out and about patrolling the Pilbara giving out tickets and charging members of the public for breaking the road rules. Pilbara Traffic left Karratha last week for a six day patrol around the Pilbara. During this patrol the officers charged eight people for different offences including driving under the influence of alcohol, excess 0.08%, no seatbelt and there were also some people charged for not holding a current drivers licence. 101 Infringements were given out over the six day period including many seatbelt and mobile phone fines. Three vehicles were seized and ten work orders were placed on vehicles that were deemed un-roadworthy. Pilbara Traffic have found that there are still a large number of drivers and passengers continually being pulled over for not wearing their seat belts. The fine for not wearing a seat belt is worth $500, plus four demerit points if you are the driver. If you are the passenger and you are not wearing your seatbelt you will be issued the $500 fine only. If you are the driver of the vehicle you are also held responsible for your passengers; they must wear their seatbelts or else you could be issued a larger fine. If the passengers are children under the age of 16 and they are not wearing their seatbelt then you could receive a fine for up to $1000. These fines are in place for your safety if you do not want to pay the fine then belt up!

Karratha city core another step closer Plans for the $1.5billion Karratha City of the North project are being finalised. Local community members met to discuss the Karratha City Core Stage 1 development at a community information workshop last week, which will involve the re-location of the Karratha Aquatic centre. Mirvac and its partner LandCorp, is aiming to finalise a development application, which will accommodate a hotel, retail shops, commercial office space, a community meeting place and service worker accommodation, by August (2012). Mirvac Resource Partnerships National General Manager, Evan Campbell, said the feedback from the participants in the weekend forum would help Mirvac prioritise various aspects of the design. “The forum allowed us to discuss our plans directly with the community and get their feedback on the things that matter most to them,” he said. “Key design elements the local community have indicated they would like to see include a climate sensitive public space that families can visit

during the day and night, along with additional dining and entertainment options. “We also received feedback on a number of retail and commercial opportunities that we are currently assessing and working through. “It was fantastic to see so many community members take the time to provide their feedback. All of this information is vital in helping us develop a city centre that will meet the needs of the entire Karratha community.” The workshop included presentations from Mirvac and LandCorp, along with project architects Studio 53 and Creating Communities, and considered two key aspects of the City Core design – the retail and commercial service opportunities and social activities and amenities valued by the community. Mirvac also opened a community information stall over the weekend for those interested in finding out more about the Mulataga residential development, which will feature up to 2,000 homes when complete and is considered a key component of the

City of the North development. “The feedback we have received on the preliminary blueprint for Mulataga has been extremely positive and we are completing our final concept as we speak,” said Mr Campbell. LandCorp chief executive Ross Holt said the plans for the City of the North were progressing well. “We have been working closely with Mirvac to ensure the design for the entire development – both the Mulataga residential community and the City Core project – move forward as quickly as possible,” he said. “The feedback from the community received through the various forums and workshops held in recent weeks, together with direct communication from the development team, have really helped to expedite the design process. “There is a high need for these new community amenities and accommodation and we believe this development will transform Karratha and the surrounding region from a mining hub into a maturing new community.”

Varanus Island Investigation Report released The Varanus Island Gas pipeline explosion investigation report has been tabled in State Parliament. The long-awaited State Government-commissioned final investigation report Offshore Petroleum Safety Regulation Varanus Island Incident Investigation Report into the pipeline explosion on Varanus Island on June 3, 2008 was today tabled in State Parliament. Mines and Petroleum Minister Norman Moore said in Parliament that release of the report findings was overdue and had been hindered by ongoing litigation by Apache North West Pty Ltd and its co-licensees and the decision of the State Government to prosecute. “This day has been a long time coming for myself and the people of Western Australia. “I believe they have a right to know the cause of the incident, the effectiveness of the State’s regulatory systems at the time, and the safety and energy security implications for the State,” Mr Moore told the Legislative Council. The Minister told the House that the report was highly critical of Apache, particularly regarding the company’s technical and operational failings as the operator. He said the investigators were also critical of State and Commonwealth regulators at the time.

“The report concluded that Apache North West Pty Ltd has the ultimate responsibility for maintaining the Varanus site in good condition and repair,” he said. Mr Moore read the executive summary of the report and tabled the Department of Mines and Petroleum’s response to the report’s recommendations. “Despite the delays in receiving the advice contained in the report and delays in being able to table it in Parliament, the State Government has already taken significant steps to improve regulatory services and delivery of resources safety for WA’s resources sector,” he said. “The new Department of Mines and Petroleum has a stronger focus with clear, unambiguous responsibility for ensuring the regulation of safety, health, environment and facility integrity in the upstream petroleum industry is world best practice. “The Varanus Island incident highlights that while streamlining regulatory requirements for resources projects, the State Government must also act to improve regulatory systems, expertise and enforcement. “Industry and community alike expect the upstream petroleum industry must meet best-practice regulatory standards to ensure the integrity of offshore facilities providing vital energy to WA.”

pilbaraecho www.pilbaraecho.com.au

Free Weekly 2 - 3 June 2012

Horizon Power is now able to provide employment and training opportunities to 12 Aboriginal Australians under its new meter reading program. The new Field Services Officers employment and training program is in line with Horizon Power’s Aboriginal Employment and Engagement Strategy which is designed to deliver on our commitment to make our workforce more representative of our customer base and, as a result, be better positioned to improve our engagement with and service delivery to Aboriginal Australians. There are 12 Aboriginal people from around Western Australia - towns including Broome, Karratha, Kununurra, Port Hedland, Esperance, the Mid-West, Carnarvon and Perth - who are currently undertaking formal training and will begin providing the new service from 1 July 2012. Horizon Power is also continuing with the employment of four of the existing meter readers who provided the service under the AMRS contract. This week, the trainees will visit

the remote Aboriginal community of Bidyadanga to read meters in the field and gain valuable training experience. Under the program, they will continue to receive mentoring, training and ongoing support. Horizon Power’s Manager, Customer Service, Greg Will said the new trainees had enjoyed the training and were committed to delivering a great service to Horizon Power’s customers once it was completed. He said reading meters could be a challenge, particularly sometimes coming up against customers’ protective domestic animals, so a comprehensive six-week training program had been delivered. “Mentoring and ongoing training is an integral part our new training program,” he said. “Horizon Power is proud to be able to offer employment and training opportunities to Aboriginal people who live in the regional areas we service, and also the boys we have from Perth, who are all very excited about their new roles,” Mr Will said.

Rio Tinto chief executive Iron Ore and Australia Sam Walsh said the milestone contract again demonstrated the company’s commitment to supporting sustainable indigenous business capacity, training and employment opportunities. “We are really proud to have had such significant Aboriginal contribution to our expansion programme in the Pilbara, and we are still the single largest private employer of Aboriginal and Torres Strait Islander people in Australia,” he said during his Asia Society speech in Sydney today. “Our commitment to our Aboriginal partnerships is real, has resulted in these tangible outcomes and continues to be a priority in our iron ore business. This year a lot of the organising was undertaken by two ladies from the seniors group as the library staff had other work commitments and were unable to help as much. Jean Chilvers and Carol Nolan were the principle organisers who did a champion job of coordinating the baking with the other ladies as well as getting everything ready for the setting up on the day. They and the library staff would like to thank everyone who came to support the morning, the other helpers on the day, as well as the sponsors Dampier Library (SOR), Dampier IGA, Dampier Community Association, Dampier plant man, Hampton Harbour boat and sailing club, Rio Tinto and Water Corporation for their donations. Just over $1500 was raised on the day – doubling the amount raised last year!

Karratha’s biggest morning tea Jamaica Blue hosted a biggest morning tea last week, to raise money for education and research into cancer and support for cancer sufferers. The Cancer Council will receive $1940 and $768 raised from raffles, will stay here in Karratha, going to the Karratha Cancer Support Group The morning tea was to not only socialise, but also to have a chance to talk about what the biggest morning tea stood for, Michelle Louis, local organiser said that this year was a lot quieter than in the past. “But I am putting it down that there were more morning teas being run throughout the community than in previous years, which is a really great thing as it is bringing the community to the awareness of the Cancer Council WA biggest morning tea and how important it is,” she said. The stall sold Cancer Council coffee cups, aprons, tea towels, oven mits and KCSG cookbooks; with raffles and lots of delicious

food at the morning tea table. For a gold coin donation, you could choose from an array of cakes, sandwiches, slices and pastries. Michelle said it was important to do this every year. “Doing this I am able to tell people here in Karratha that there is support here and also to raise money so the Cancer Council WA are able to do research to help find a cure for this horrible disease they call cancer,” she said. Michelle would like to say thanks to Jamaica Blue, Retravision, House Proud, The Other Place, Karratha Florist, Karratha international, Elephant Juice, Smokemart and Gift Shop. “Also to my wonderful volunteers who either baked yummy food or helped on the day because without them, the day wouldn’t be a success as it was,” she said. “And last I would like to thank our wonderful community for their generosity”

the Cancer Council; a brilliant effort by the teachers, families and students of St Paul’s.

First timers for morning tea The Retravision Support Group held a morning tea from 8.30-11am, with a table full of goodies including cupcakes, muffins, biscuits, tea and coffee and a raffle of items kindly donated by the store. During the 2.5 hours, the group raised $1106, with $506 staying in Karratha and $600 being donated to the WA Cancer Council. Janette Parsons-Smith from the group said it was the first time they had ever held a Biggest Morning Tea. “It was a fantastic turn out,” she said. “We thought it would be a great idea for there to be a morning tea down our side of the shopping centre. “And by the end of the morning tea, we had sold everything!” The winner of the raffle was Fiona WhiteHartig.

Helping hand Sue Hedley on Great Northern cover Sue Hedley, a Karratha resident who started one of Western Australia’s biggest animal rescue organisations, has been selected to appear on the cover of this year’s Great Northern White Pages® and Yellow Pages® book. This year’s Covers Program theme, A Helping Hand, The Aussie Way, recognises Sue for her work establishing Saving Animals from Euthanasia (SAFE) in 2003. Determined to ensure no companion animal is euthanised due to homelessness, SAFE re-homes hundreds of unwanted cats and dogs a year, placing all charges in foster

care until permanent living arrangements can be made for them. Sue was inspired to start the organisation after noticing the number of homeless pets in Western Australian communities. In nine short years she has built it into a state-wide force with branches in 11 regions, reaching from Albany in the south to Broome in the north. Sue wakes at 4am every day to run SAFE and the strong volunteer program at its heart. Aiming to reduce isolation in country and mining communities, Sue inspires many volunteers to join SAFE and benefit from its social opportunities. She also helps the community understand that it can be a positive outcome for pets when they are re-homed after their owners’ circumstances have changed. “SAFE is my passion and this type of recognition is such a boost not only for myself but for all our volunteers who work tirelessly to save animals’ lives. “I hope that when the phone directory lands on doorsteps throughout the region, it encourages people to support us to reach our aim of zero euthanasia for rehomeable pets,” Sue said. This year’s Great Northern White Pages® and Yellow Pages® book will be distributed over the next six weeks in a new compact size format.

Whale shark discovery prompts caution

©Lyn Irvine The Department of Environment and Conservation (DEC) is asking boaters to take extra caution around a newly discovered aggregation of whale sharks off the Ningaloo coast. The whale sharks are feeding at the surface, making them vulnerable to boat strike. The group of at least 25 whale sharks was spotted earlier this month by recreational boater Luke Ryan feeding on krill west of the Muiron Islands, and later confirmed by DEC marine rangers. DEC Exmouth whale shark conservation officer Emily Wilson said it was the first time feeding aggregations of more than 20 whale sharks had been recorded in the Ningaloo area, although aggregations of this size have been observed in other parts of the world. “At this stage, it was clear from observations and plankton samples collected the sharks were in the area due to the abundance of food on the surface of the water, however we are unsure if this feeding aggregation is a unique event or a common occurrence at night when no-one is there to witness it,” she said. “This discovery is very exciting as it may

help us unravel many mysteries about the whale shark population at Ningaloo and how it links with other populations around the world. “Whale sharks are a threatened species and they need to be in prime health in order to reproduce, so disturbance needs to be minimised so that normal feeding behaviour can be maintained. “DEC asks that recreational and commercial boat operators watch their speed around the Muiron Islands Marine Management Area and maintain a good lookout at all times.” Ms Wilson said people were encouraged to report any sightings of whale sharks to DEC. “We ask that people report any unusual sightings to the department so we can continue to piece together the movements of whale sharks off the Ningaloo coast, and further focus our research and monitoring efforts in these areas,” she said. Reports can be emailed to whaleshark@ dec.wa.gov.au or DEC’s Exmouth office on 9947 8000.

Tom Price gets tidy The Tidy Tom Price Phase 1 Clean Up was held on Saturday, May 26. It was a modest clean up, and still managed to bag collect over 50 bags of rubbish. A total of 39 volunteers turned up, cleaning from approximately 7.45am to 10am on a chilly Saturday morning! There was a great vibe at the event with a lot of people driving past us, waving and telling the volunteers what a wonderful thing

they were doing. The volunteers focused their attention on Central Rd, Mine Rd, Willow Rd and the Yellow Haul Pack Truck outside of town. Tom Price councilor Peter Fosters believes Tidy Town/Keep Australia Beautiful is a great initiative to get behind. “It really showcases community spirit, and makes our town and Shire look even better!” he said.

name renewal forms will come from ASIC. Traders, who have a business name due to be renewed between May 28 and July 2012, may receive the form later than usual but will be given extra time for renewal to make sure they are not disadvantaged by the launch of the national register. Business name holders, with duplicate names registered in multiple jurisdictions, should choose to keep one and let the rest expire or speed up the process by cancelling the names no longer required. “In the event of identical names held by different businesses in different States, all the names will transfer to the new register and they will be identified by their State or Territory; for example, XYZ Bakery (Western Australia) and XYZ Bakery (Tasmania). “Going forward, duplication of names will be avoided because there will be a single Australian register,” the acting Commissioner said. Businesses will be able to register and renew their national business names via the dedicated website: www.asic.gov.au/ business-names. There are one-year ($30) and three-year ($70) registration options available and online payments are also possible.

The registration of business names will go national next week when Consumer Protection in WA hands over this responsibility to the Australian Securities and Investments Commission (ASIC). From Monday, May 28, a new national business names register will go live. The change will affect those who want to register a new business name, already have a business name registered in WA or another State or Territory, or want to carry out a search to see whether a business is registered. Acting Commissioner for Consumer Protection Gary Newcombe said current State and Territory services will cease to operate and the registered business names information held by agencies like Consumer Protection, including expiry dates, will automatically transfer across to the new national system. “The idea behind a single national system is to reduce red tape, save time and cut costs for business,” Mr Newcombe said. “It means businesses will no longer have to register their business names in every State and Territory in which they want to trade. “Being on the one national register administered by ASIC allows businesses to operate seamlessly across State borders.” From May 28 2012, business

Coral Bay fun for Tom Price kids By Heather Boyd Early March 26, Miss Kelly, Mrs Hunter, Mr Hicks, Mr Storer, Mr Boreland, myself and 37 year eights headed off in a brand new Lestok bus bound for Coral Bay. Everyone was very excited and eager to commence their adventure at the beach. The weather was perfect for the whole week and this provided ideal conditions for snorkelling and other water-based activities including big boat and glass bottom boat trips. Every year eight in attendance participated in all activities and the enthusiasm shown by all students is to be commended. It’s hard to choose a highlight but we all enjoyed watching Mr Storer and Mr Boreland stack on the sand board and playing night games where some students showed incredible stealth and determination to reach the finishing point.

Thanks must go to all students, parents and staff that helped this camp run successfully in 2012. Extra special thanks to Mr Hicks for driving the bus and to Kane who runs the Camp School in Coral Bay. “Year eight camp was fun; we went snorkelling every day and saw lots of different things,” Rory McKee said. “We went sand boarding, it was so fun and fast. “The bus trips were long but worth it. “I think the highlight of camp was the sand boarding and seeing the animals.” “The thing I liked most about camp was how we all had a good time,” Serena Scott said. “I enjoyed sand boarding and I liked how we all played night games. “It was great when we went out on the boats. “Year eight camp was great!”

• Dampier Primary School students playing with oversized games

Students at Dampier Primary School have a new activity for playground amusement. To ease the usage of ovals and add some variety to lunchtime activities, giant versions of games lurking in residential cupboards everywhere have made their way outdoors. Principal Luke Breman said the school decided that the purchase of such items would vary student activity and participation in the playground. Giant jenga towers are constructed and painstakingly

played alongside two square courts. Three sets of oversized connect four are set up in various undercover areas with counters the size of dinner plates. Students contemplate their next move for pick up sticks, only each piece is a metre long! Students report that the new inclusions are ‘a great activity to do something different with your friends in the playground’ and ‘stop boredom’. These oversized family favourite games have brightened lunchtimes and are great activities for all age groups and dynamics.

The Yabu Band

INSPIRATIONAL MUSICIANS

• Jane Cheedy, Aroha Tangira and Kenrick Cheedy

• Ross, Meeza, Jodi and Lawson Humphries

Fighting over the same guitar from the age of five, multi-talented brothers, Delson and Boyd Stokes, known today as Yabu Band, have created a powerful, unique desert rock sound which they showed when they performed at the Walkington Amphitheatre on May 23. More than just an Indigenous band, they provide positive messages through song, a vehicle of inspiration that has encouraged children and adults to achieve all that they can. Yabu singer/songwriter and 1999 Male Youth of the year Delson Stokes said people are trying to escape the real world. “Letting it go in the bottom of a plastic bottle or shopping bag. “You can see in their eyes, they are empty,” he said. “It’s like a silent killer and it’s important we stop putting it under the carpet and sing about it in a way that you have hope and have life. I am pleading with them. “This song is like a prayer for them to wake up.” Yabu believe that there is nothing more important than encouraging today’s youth to have self-worth and chase one’s dreams.

YOU ONLY LIVE LAUNCH PARTY ❙ DJ Hanky entertaining the crowd

❙ Shauna Diehm and Taylor Burmester

The newest party to hit Karratha opened their doors to celebrate the launch of Y.O.L.O last weekend, with over 400 people breaking it down on the Tambrey dance floor. Y.O.L.O, which was created by Karratha’s very own DJs, Pharaoh and Hanky, proved to be a huge success. Karratha saw the likes of local DJ’s hit the decks alongside Pharaoh and Hanky, including Cam Myles, Flowers, Cooplex and a special visit from Panda. What makes Y.O.L.O stand out from a number of the other DJ events in the town, is that it is run, operated and performed by locals, it’s cheap and people have the opportunity to jump the queue, plus get a little discount simply by joining the VIP guest list. The guest list opened up to the public a couple of weeks before the party and closed a few days beforehand when 150 people put their names down as VIPs. DJ Pharaoh promised a night to remember and that’s exactly what the locals received.

RSL Members & Most Welcome

“Karratha hasn’t seen anything like it before and in the coming months Y.O.L.O will be bringing some quality national and international acts to Karratha; bringing hands in the air party mayhem like never seen before,” DJ Pharaoh said. The night consisted of big house beats and party anthem treats, with the crowd going wild for ‘Internet Friends’ and even a few shufflers were seen in the crowd when LMFAO’s ‘Party Anthem’ made an appearance from the speakers. But Y.O.L.O is far from over; each month Y.O.L.O will bring new and exciting things to the Tambrey. This monthly event is not to be missed, with more news of upcoming events arising very shortly. To stay tuned with the hottest local DJs, head to the fan page www.facebook.com/ yolokarratha and keep up to date with the latest photos, videos and news. This is just the beginning! THE

Comedy Shack NORTHWEST TOUR

This September sees a lineup of four of Australia’s best headline comedians, tour a live standup comedy show throughout six towns in the northwest. Presented by the Comedy Shack, one of Perth’s favourite live comedy venues, this is set to be some welcome comic relief for the residents and fly-in workers of Newman, Panawonica, Paraburdoo, Tom Price, Karratha and Port Hedland. Owner of the Comedy Shack and producer of this tour, Bradley Wright said that they love to laugh and wanted to share this with the northwest residents, by bringing some high quality entertainment to the people who work in these isolated places, but have very little variety in terms of what they can do for fun. “Everybody in Australia loves to laugh, and these guys we’ve handpicked are damn good at making this happen,” he said. Whilst standup comedy is a rapidly growing art-form across the capital cites of Australia, it is very rare that shows make their way to these regional centres. The Comedy Shack has gone allout sourcing its talent, compiling a varied lineup of headline acts from all around Australia.

“We are really excited to present this show,” Bradley said. “I’ve seen how positively people respond to a fun night of comedy from my time running the Shack in Perth. “We are going to give the workers of these towns over two hours of belly laughs each night, from four very different comedians, and I’m sure they’ll be trying to retell these guys jokes for months to come.” The four comedians are some of the most down-to-earth guys in the business and will happily be available for a chinwag, a beer and a DVD signing after each show. With a conservative number of shows released and sell outs expected, The Comedy Shack tour is definitely one to grab a ticket to.

21 JUMP STREET By Gregg Katzman

Tour dates in September: • Newman – Thur 6 & Fri 7 • Tom Price - Sat 8 & Sun 9 • Paraburdoo - Mon 10 • Panawonica - Tues 11 • Port Hedland - Wed 12 & Thur 13 • Karratha - Fri 14 & Sat 15

Awesomely sharp writing and hilarious chemistry help 21 Jump Street smack aside the misconception that it’s a passable comedy and make it the first must-see comedy of 2012. Like many others, I groaned and rolled my eyes when I saw 21 Jump Street’s first trailer. Fortunately, I was horribly mistaken. 21 Jump Street was originally a crime drama starring Johnny Depp that aired from 1987 to 1991. Young looking cops took part in undercover assignments in every episode to deal with growing youth crime.

It was treated as serious business at the time, but now? Not so much. The movie snags that very same concept and slaps a strong comedic twist on it. Thankfully, a solid script turns this weighty subject into a two-hour laughathon. The two main officers, Morton Schmidt (Jonah Hill) and Greg Jenko (Channing Tatum), are polar opposites. Schmidt is a smart dude but is majorly lacking when it comes to physicals and confidence. He’s hesitant, shy and just downright awkward when put on the spot. Meanwhile, Jenko thinks he’s God’s gift as he struts with

total confidence and could probably knock out the entire UGO staff by flexing his arm hard enough. Their assignment is simple: learn about a new drug circulating around the school and put an end to it before it spreads. Because of their vast differences, they’re each given a fake ID tailor-made for them. It’s just too bad Jenko had a brain-fart and got their identities switched, forcing these two down a character development road filled with hard laughs and some wellcrafted drama. 21 Jump Street will be playing at the Matt Dann Cultural Centre on June 9.

The new health campus will replace the ageing Nickol Bay Hospital, and the Warambie community and population health centre. “Locating the health campus in the town centre will contribute to the revitalisation of the town and support the growth of Karratha as a vibrant regional hub,” Dr Hames said. “As part of the 2010-11 Budget, the State Government made a $150million Royalties for Regions commitment to redevelop the existing Nickol Bay Hospital. A further $650,000 was allocated from Pilbara industries to include a helipad. “The additional funds will allow the development of a ‘one stop shop’ for health care, bringing together in the one place services such as acute care, population health and community mental health and

drug services on to a new site that will have capacity to support potential partnerships with other private and non-government health providers; human service agencies and retail providers.” Regional Development Minister Brendon Grylls said growth in the Pilbara triggered a review of services planning and the new health campus would be developed as an integrated district health service and support the smaller health services such as Roebourne, Wickham, Tom Price, Onslow and Paraburdoo. “The intended design of the Karratha Health Campus will facilitate the delivery of seamless health care for the West Pilbara community through better integration and colocation of services and improved information technology,” Mr Grylls said. Planning will continue for the new health campus and the additional $57.15million will enable the WA Country Health Service to continue to develop contemporary models of care for inclusion in the planning process such as state-of-the-art emergency capability with a significant focus on ambulatory care and significant ICT upgrades.

Better care and support for local families Resources to improve the prevention and early detection of antenatal and postnatal depression and to provide better care and support have been developed in the Pilbara. The WA Country Health Service –Pilbara Population Health Unit has developed them as part of the Federal and State Government’s National Perinatal Depression initiative. Kianna Baker, from Pilbara Population Health said that magnets and posters promoting local support groups and services across the region have been developed to provide information on how families can link with services and other families for support during what is often a time of significant change. “With one in five people experiencing depression at some point in their life and pregnancy, birth and early childhood being significant times of change when this may occur, it is an important time to seek support from family, friends, and your local doctor,” Kianna said. “The national initiative aims to improve the prevention and early detection of antenatal and postnatal depression, and to provide better care, support and treatment for expectant and new mothers who may experience perinatal depression.

“Our resources will be launched as part of the Welcome to Hedland Expo on the 8 June 2012, at the new stage area at the South Hedland Shopping Centre. “The Fortescue Metal Group has provided funding for the launch. “The launch will focus on raising awareness of the signs and symptoms of postnatal depression and encourage women and their families to seek help from various support groups if they think they are experiencing depression. “Health professionals will be available at the launch to provide support information to parents of babies and their families. Following the launch event, the magnets and posters will be available from various locations around the region including Aboriginal Medical Services, local libraries, community health centres and organisations. Aboriginal and Torres Strait Islander Heritage Protection Act 1984 Notice of an application for the protection of an area in the Hamersley Ranges, Western Australia, within a larger area that is the subject of a native title application, referred to as the Yindjibarndi No. 1 claim

■ INVITATION TO MAKE SUBMISSIONS I, John Waters, hereby give notice as follows:

Claimed nature of particular significance

Claimed threat of injury or desecration

The Minister for Sustainability, Environment, Water, Population and Communities, the Hon Tony Burke MP, responsible for the administration of the Aboriginal and Torres Strait Islander Heritage Protection Act 1984 (the Act), has received an application made under section 10 of the Act seeking to protect an area in the Hamersley Ranges, Western Australia, within a larger area that is the subject of a native title application, referred to as the Yindjibarndi No. 1 claim, from mining and mining-related activities. Details of the application are outlined below:

In summary the applicants indicated that the specified area is of particular significance because it contains rock-shelters and caves, many of which have been used by Yindjibarndi People as burial chambers and as repositories for sacred artefacts; sacred sites known as “Thalu”; sacred stones, which are used in initiation ceremonies; and, sacred ochre quarries called “Yarna” which are used for rituals and ceremonies. The applicants indicated that the specified area is the only area where the sacred stones can be collected for use in initiation ceremonies for boys who come from a certain section of Yindjibarndi society, being boys who are members of the Garimarra social section and Ngarrli moiety, and who belong to Garliwinyji Ngurra, a subdivision of Yindjibarndi country.

In summary the applicants indicated that the source of the threat of injury or desecration to the specified area is the physical damage caused by mining activities to the rock-shelters, the Thalu sites, the sacred stones in the creek bed and the ochre quarries. This damage will prevent the performance of religious rituals, which are required to be performed at the Thalu; prevent their access to traditional sources of sacred stones and ochre (Yarna) to enable their use in ceremonies and rituals; and, obliterate a significant and important part of the cultural record of the Yindjibarndi People. In particular, the applicants stated that if the ochre sites and sacred stones areas are destroyed in the process of mining iron ore, the Yindjibarndi will be prevented from continuing to access the ochre and sacred stones and this will prevent them from freely exercising their religious beliefs.

The applicants The application was lodged by Mr George Irving on behalf of Mr Michael Woodley and various other members of the Yindjibarndi Aboriginal Corporation. The purpose of the application The application seeks the preservation or protection of the area specified below from injury or desecration within the meaning of the Act (that is, if the area is used or treated in a manner inconsistent with Aboriginal tradition; or if the use or significance of the areas in accordance with Aboriginal tradition is adversely affected by reason of anything done in, on or near the areas; or if passage through or over, or entry upon, the areas by any person occurs in a manner inconsistent with Aboriginal tradition). The area sought to be protected (Specified Area) The applicants seek the protection of an area of land on the site of the proposed Firetail iron ore mine in the Hamersley Ranges, as indicated on the map below. Part of the area is made up of eight separate areas that are subject of applications under section 18 of the Western Australian Aboriginal Heritage Act 1972. The applicants identify the eight areas as the Firetail Priority Mining Area, the Firetail Priority Infrastructure Area, the Firetail Conveyors and Trinity Tailings Storage Facility, the Firetail West & Trinity, Firetail Central West and Rail Loop, Firetail West and Trinity Kings OPF, Conveyors and Infrastructure Phase 2, and the Firetail Central West and Rail Loop Firetail Laydown. In addition to these eight areas, the applicants seek the protection of the land and waters that surround the two arms of the creek bed in mining tenements M47/1413 and M47/1431, to a distance of 250 metres on either side of the centre of each arm of that creek bed. The applicants refer to the creek as Ganyjingarringunha Wundu Yaayu.

In detail the applicants made the following statements regarding the significance of the area: • Yindjibarndi country is traditionally divided into 13 different areas, called “Ngurra”. Yindjibarndi people believe that the spiritual essence of each Yindjibarndi human being emanates from and belongs to one of these 13 Ngurra; and thus, Yindjibarndi human beings are called “Ngurrarangarli” or, in shortened form, Ngurrara. There are four Ngurra in the Yindjibarndi #1 Claim Area, which, running west to east, are called: Garliwinyji Ngurra, Buthurnha Ngurra, Winyjuwarra Ngurra and Ngurrbanha Ngurra. • Yindjibarndi is divided into four “Galharra” groups (social sections): “Banaga” and “Burungu”; “Garimarra” and “Balyirri”; and two moieties: “Walhany” (which is comprised of Banaga and Burungu); and, “Ngarrli” (comprised of Garimarra and Balyirri). Relationships, as between the members of the social sections and moieties, are governed by a complex system of rules, called “Galharra”. • Yindjibarndi Law, including the Galharra system, is called the “Birdarra”. The Birdarra is believed to be the commandments of “Minkala” (the Yindjibarndi name for God), which were given to the Yindjibarndi People, by the creation spirits (“Marrga”) sent by Minkala at the “time of creation”, when the “world was soft” (the “Ngurranyujunggamu”), to give form to the world”. • In each of the 13 Ngurra there are four bosses, one for each of the Galharra groups; these bosses are called “Mirduwarra”. Each of the 13 Ngurra has its own sacred resources, such as sacred stones used in initiation ceremonies, and Yarna (ochre quarries of varying colours used in rituals and ceremonies); which, in accordance with the Birdarra Law, may be used only by the human beings whose spirits emanate from that Ngurra; i.e. the Ngurrara. • The “Sacred Stones area”, for Garliwinyji Ngurrara, is situated in Ganyjingarringunha Ngurra; and, in this instance, the term Ngurra refers to what is believed to be the “home” of one of the Marrga. Ganyjingarringunha Ngurra is also divided into two sides, by the river for which it is named - Ganyjingarringunha Wundu. The Walhany side of this Ngurra is on the western side of the river; and the Ngarrli side is on the eastern side. As this river passes by the western edge of M47/1413 it is fed by a creek which runs in through the middle of M47/1413. That creek shares the same name as the river, “Ganyjingarringunha Wundu” but with the addition of one word “Yaayu”, which is the Yindjibarndi term for “east”. An arm of that creek also runs through the adjoining M47/1431. The “Sacred Stones area”, for Garliwinyji Ngurrara in the Ngarrli moiety, is the bed and banks of that creek.

K 24

• As the Mirduwarra for the Garimarra Galharra group in Garliwinyji Ngurra, Michael Woodley is obliged to collect sacred stones from the bed and banks of Ganyjingarringunha Wundu Yaayu (and “nowhere else”) for use in the initiation ceremonies of Garimarra boys who come from Garliwinyji Ngurra. • The precise locations of the sacred stones are unknown, since they are found beneath the surface of the creek bed and are revealed through the performance of a religious ritual.

Relevant provision The Minister will consider a report under section 10 of the Act in relation to the area specified for protection before deciding whether to make a declaration under section 10 of the Act. The report will deal with: (a) the particular significance of the area to Aboriginals; (b) the nature and extent of the threat of injury to, or desecration of, the area; (c) the extent of the area that should be protected; (d) the prohibitions and restrictions to be made with respect to the area; (e) the effects the making of a declaration may have on the proprietary or pecuniary interests of persons other than the Aboriginal or Aboriginals on whose behalf the application is made; (f) the duration of any declaration; and (g) the extent to which the area is or may be protected by or under a law of the State of Western Australia, and the effectiveness of any remedies available under any such law. Invitation to make representations Interested persons are invited to furnish representations in connection with my report to: Mr John Waters 6th Floor Windeyer Chambers 225 Macquarie Street SYDNEY NSW 2000 Telephone: 02 9235 3100 Facsimile: 02 9223 3929 Representations must be made in writing by close of business on Friday 15 June 2012. To satisfy legal requirements of procedural fairness, your representations may be available to other persons with a particular interest in the outcome of the application. Any person who wishes to claim confidentiality for any part of their representation should promptly raise this matter, identify the basis for the claim of confidentiality and indicate the limitation or restriction sought. Subject to procedural fairness requirements being met, all representations will be attached to the report and provided to the Minister for Sustainability, Environment, Water, Population and Communities, along with my report. You should not send your representations to the Minister. John Waters

Round 5 of the netball season

This week was the fifth round of the 2012 netball season and all games have seen an increase in skill and fitness levels as the new players have settled into their teams and all players have found their feet after the long summer break. With the Summit Homes North West Netball Region championships fast approaching on June 16 and 17, the six Karratha representative teams have been working hard in preparation for the annual event. The teams have been training, fundraising and have played scratch matches to build on their skill and confidence levels as well as taking part in some team bonding exercises. A big effort has been put in from Jessica Dickson and her team to get these girls organised for Broome. So the association would like to thank her and those who have helped, as the KNA cannot wait for this weekend to finally be here. This kind of event would also not be possible if it weren’t for the sponsors who have generously sponsored this year’s event. So we would like to thank the following sponsors: Rio Tinto, Karratha Building, Department of Sport and Recreation, Smarter Than Smoking, Netball Western Australia and Alcohol Think Again.

Smith shows a clean wheel By Darryl Collins Another solid field of 35 riders turned out at the Hidden Valley short course for round three of the 2012 Scott Cycles Burrup Mountain Bike Series. The course which featured fast downhill sections, open 4wd track and twisty flowing single track, offered something for everyone and with cool conditions the day was set to be a lot of fun. In Elite (six laps) Mark Smith showed again that he will be a force to be reckoned with this season winning with a comfortable margin in a time of 41:29 from Darryl Collins 41:58 and Tristan Wood-Hill 43:18. In Expert (5 laps) Jim Macleod continued his good form winning comfortably in 37:49 and showing that the other competitors in his division

will need to find a little more if they are going to challenge him. An improving Trevor Phelps finished in 39:45 from Dave Dann 40:53. Toby Muller showed that his bike handling skills are second to none winning the Sport class (4 laps) in a time of 30:06 from Aaron Day and Mike Davy. Sally Smith overcame an unscheduled sit down to the ladies class (four laps) in a time of 36:01 with Mikayla Smith coming in second. The Juniors (2 laps) continues to be a competitive class with Jarrad Pickford continuing his winning form, winning in a time of 20:09 followed by William Gethin and Oliver Purton. It was great to welcome 6 new riders to the series, which demonstrates the growth of cycling in Karratha.

If you would like to get involved, categories are available for riders of all fitness levels; day registrations are available so you don’t need to commit for the entire series. Full race details and directions for round four at the College hill track are available on the clubs website http:// home.spin.net.au/burrupmb. Photos can also be found on facebook. A reminder to book a date and get your entries in for the 6 hour race which is fast approaching. This year a new course will be welcomed which removes the big hill so there’s no excuse to miss it. So dust off your bike and we hope to see you at the next round. Photos courtesy of Neil Streatfield

Pannawonica charity triathlon 2012 by Eilish Mc Nulty & Blathnaid Ward, Pannawonica Health & Wellness Coordinators

Help us keep the Pilbara tidy.

The Pannawonica Charity Triathlon kicked off on a fresh Sunday Morning May 22 at the Pannawonica Swimming pool. The sun eventually rose as all the adult competitors gathered at the pool side, eager to keep warm and get started. Following a quick allocation of numbers, debrief with volunteers and warm up routine from our fantastic UWA prac students Lisa & Penelope it was time to get started. Our own mayoress of Pannawonica Nadia Mittica kicked off the event and soon the pool was awash with swimmers breaking and making waves. The first of the competitors were soon out of the water having completed their 400m swim and after a quick transition were mounting their bikes for the 10km cycle to Pot Pot Creek and back. Soon all 14 cyclists were speeding along the bitumen with the sun now warming the clear and scenic route. At the final transition point it was neck and neck between the leading individual and leading team.

By Claire Moran On a very blustery Saturday afternoon, round three of the WPSO women’s softball season took place down at the aptly named Windy Ridge Oval in Dampier, with the first teams hitting the diamond at 2pm. This saw Sinners take on a very strong Dampier Falcons. Sinners started off strongly in the field getting the first three batters out before they could get around the bases.

Congratulations to Tallas Williams who clenched the male junior title and to Alanah Clarke who took the female junior title. The team event was won by Ciaron Gallanagh and Corey Cooper who clocked a very impressive time. The event was a big success with a total of 34 competitors taking on the challenge and raising $375 for charity. The Triathlon highlighted the wonderful community spirit in Pannawonica with volunteers both young and old offering their time to assisting in running the event. A massive thank you to all the volunteers, traffic marshals and first aid personnel for helping make this event possible. Thank you to Kinetic Health for all the assistance, Rio Tinto for donating all the prizes and to ISS for supplying some well needed refreshments for all competitors after the race. Finally congratulations to all those who took up the challenge and completed the Triathlon. Fantastic efforts by all involved and we hope to see you all back in action at the Pannawonica City2Surf Fun Run July 7.

Another quick changeover and our competitors took off on the 4km run leaving a trail of red dust behind them. As the wind started to kick in, the first of the runners entered the final lap on the oval. Big congratulations to James Althorn who took the Men’s individual title and to Danielle Quinn who took the Women’s individual title. The team event was won by the Promciania team of Brad Davis, Ats Tagapere and Grant Alison. The best dressed award goes to Sam Binnie who dazzled us all with his lycra one piece speed suit. Great effort Sam! Next up was the children’s event. Again, following a short warm up all the competitors got ready to take on the mighty challenge. After finishing a 150m swim our hard core juniors took off on their bikes to cover a 4km cycle course around Pannawonica. This was then followed by a 1.5km run. The efforts of all junior participants was outstanding and each one crossed the finish line with a tried body but a smile on their face.

Coming up to bat though, Sinners struggled against the force of the Dampier pitcher and although it took a while for the batters to get their eye in against her fast pitches, they managed to get a few runners across the home plate. Sinners seemed to drop their heads half way through the game giving Dampier the upper hand but they managed to pull themselves back towards the end of the game and got the score back to finish at 14 – 11, Dampier’s way. Sally Kain played a good game for Dampier, stealing bags and putting the infield under pressure, she was also thoroughly enjoyable to watch! Tracey Hunter was Sinners stand out player, taking home their Players Player. The second game scheduled to take place at 2pm had to be sacrificed as Wickham were unable to field a full side. Games three and four got under way at 4pm with Inland Storm facing Geckos and Orbits taking on Pilbara Perk. After 10 years of playing softball in Karratha, Jess Birnie stepped up to the plate for the final time with her Geckos team and had an outstanding concluding game.

She played very convincingly at third bag, taking an excellent catch to cause Storm to be on the receiving end of a double out. Not to mention her impressive batting skills; blasting the ball out to the gap between left and centre outfield that was sure to be a home run; only for Jo Smythe’s unbelievable running catch that shut her down and stopped her getting on bag. Geckos new pitcher had a great game, consistently getting the ball across the plate, giving her teammates lots of opportunities in the field. Char Joseph for Storm also had another impressive game smashing two home runs and taking an excellent catch at short stop. Stacy Mitchell, Nikki Brough and Kyla Thomas also took remarkable catches which closed Geckos down and Inland Storm ended up taking the game. Orbits had another strong game against the up and coming Pilbara Perk defeating them 22 – 4; consistent batting and sharp fielding skills are what won the game for Orbits. Kellie Smith played her first game of the season as pitcher against the Perk and had a very impressive game, striking

out three of their players. Michelle Colbung was Pilbara Perk’s stand out player in the field with a great catch and two assisted outs. As the weeks go on Pilbara Perk are steadily getting stronger and with their strong batting skills they will be the team to watch as the season progresses. So far this season Orbits are looking like the team to beat and appear to be very focused on continuing their winning streak, with their next test being Wickham 1 on June 9, down at Bulgarra Oval. The game is due to get under way at 2 o’clock and is set to be a good one! The other games taking place on June 9 are: Wickham 2 vs. Pilbara Perk (also at 2pm), Sinners vs. Inland Storm and Geckos vs. Dampier Falcons which will get under way at 4pm. The WPSO and KSA would like to take this opportunity to thank Jess Birnie for all her support and assistance throughout her 10 years of being involved; she was always on hand to help out and has been an excellent mentor to our up and coming players. We wish her all the best in her move to Perth and hope to meet her on the diamond again soon!

Live Rugby League action Saturday night saw Karratha Bronco’s Rugby League club play host to this years Pilbara Rugby League Association’s round robin event at Bulgarra oval. The event was well fielded with teams from across the Pilbara. As the season opener, the crowd were treated to some big tackles and clean breaks. It looks to be a good season. The only disappointing aspect of the night was spectators bringing BYO to the oval. Most sporting clubs purchase a liquor license to run a bar to raise funds to be able to participate in the competition. Prices are cheaper than bars and pubs around town. People like to come down and watch sport, but have a thought at how clubs are able to put a side in a competition. Any players wishing to join the Karratha Bronco’s Rugby League Club, just head down to training on Tuesday and Thursdays; juniors train at 5pm and seniors at 6.30pm.

Next live Game at Bulgarra oval Saturday, June 2 Bronco’s v Hawks – 7:30pm kick off’ Saturday, June 23 Bronco’s v Wasps – 7:30pm Saturday, July 14 Bronco’s v Storm – 7:30pm Saturday, August 11 Bronco’s v Roosters – 7:30pm

Sprintcar spectacular Last Saturday night saw 16 sprintcars across three divisions take to the track at Nickol Bay Speedway. They were competing for the Bridgestone-Chameleon Sprintcar Spectacular to win their share of the $10,000 cash prize pool, trophies and bragging rights. Local driver, Aaron “Toshy” Ishiguchi (who actually races two cars in two separate divisions) dominated the Limited’s, finishing in first place a full four laps ahead of Peter “Snowman” Bywaters and newcomer Ian Knoll. Matt Peaker, a local driver who moved from Productions to Sprintcars late in 2010, managed to win out in the close 360’s feature over Newman driver Ed Trutwin in second, Ishiguchi in third and Jacob Lucas in fourth. Long time speedway fans will remember Jacob Lucas from his years of racing in the Juniors division at Nickol Bay Speedway prior to moving down to Perth last year and up to

Sprintcars last month! The 410’s Open division was a close race with Perth driver, Trent Pigdon taking out first place ahead of local drivers Steve Lewis and Dale “Macca” Macdonald. Rod “Rocket” Snellin was unable to complete the feature after a bingle with fellow Nor-West Star teammate Lewis, on turn four, left his car with mechanical issues. While the Sprintcars provided the thrills, supporting division Streetstocks provided the spills with turn four seeing all the action. Matt Herbert lost control of his car halfway through the turn during the 8X8 (eight laps clockwise, then down the infield run for eight laps anticlockwise) resulting in a major crash between himself and front-runner Ash “4-shaw” Shaw; which forced Racing Officials to declare the race short for safety reasons. The biggest thrill of the night didn’t actually take place during the racing

– it happened in the bar during the trophy presentations at the end of the night when Trent Pigdon, of Pigdon Motorsports, surprised the Committee by donating his entire cash prize of $1200 back to the club to go towards their major improvements project which is currently underway. “On behalf of the Executive Committee, Elected Committee and Financial Members of Nickol Bay Speedway Inc., a not-for-profit entity, we, as a club, would like to express our sincere appreciate for such a thoughtful and charitable act by a travelling driver.” said president, Luke Kealley. The next event on the calendar will be the Karratha Smash Repairs’ Streetstocks and Juniors Muster, with drivers from around the state already making plans to descend upon the club on Saturday June 23. For more events, please see the club website: www.nickolbayspeedway.com
