Pilbara to capitalise on growth with ports reform The reform of Western Australia’s ports reached a key milestone on Wednesday with the introduction of legislation to consolidate seven regional port authorities into four overarching authorities. The Ports Legislation Amendment Bill 2013 introduced to State Parliament will see four new regional port authorities established Kimberley, Pilbara, Mid West and Southern - while Fremantle remains a stand-alone port authority. Transport Minister Troy Buswell said the Bill would improve efficiency, reduce red tape and maximise the capacity of the ports. “The strong and rapidly growing demand for Western Australian commodities and export capacity at our ports means we must have a model to ensure our ports have the most effective governance framework for the future,” Mr Buswell said.
“The current governance model has served the State well but times have changed and we need to reinvigorate how our ports operate. “This reform will ensure the wealth generated by increased exports can be returned to the community through improved health, education, police, transport and other services.” The new port authorities are aiming to deliver better planning and coordination of port development, less bureaucracy, fewer boards and improved resourcing of smaller ports. The Minister said WA’s ports had handled massive increases in the State’s exports over the past 13 years and were a significant part of the local economy. Since 2000, the value of WA ports’ exports has quadrupled to $101billion in 2012-13 an almost doubling of WA’s contribution to the nation’s total value, from 26 per cent to 44 per cent.
“These new authorities are crucial to their respective regional economies, as well as the State economy, and this reform follows extensive consultation with port customers and industry,” Mr Buswell said. “The Ports Legislation Amendment Bill 2013 will improve outcomes for customers and communities, and delivers on the Government’s commitment to facilitate the development of new ports projects to meet WA’s future needs.” The staged amalgamations will be implemented from July 1, 2014 in two phases - the second phase will involve the transfer of control of 13 nonport authority ports to the new regional port authorities. Further legislative changes will be required to give effect to the second phase of the reform.
The Shire of Roebourne greeted its new president this week after council voted in Peter Long to serve for the next two years. A total of 11 candidates put their name forward for positions on council and Evette Smeathers, Fiona White-Hartig, Nerida Kickett, David Hipworth, Robin Vandenberg and Geoff Harris all won places to join Janine Miller Michael Saylor and Garry Baily on council. The new councilors were sworn in at a special council meeting on Monday October 21 before they voted for the Shire of Roebourne’s new president Peter Long and deputy president John Lally.
Long was elected unopposed after the only other contestant, Evette Smeathers pulled out of the race after a tied vote. Shire of Roebourne President Peter Long said he was looking forward to the new role and continuing the great work done by Council over the past two years. “We have had a busy couple of years with a number of important projects being delivered and fundamental planning for the Shire’s future set out,” Cr Long said. “I’m really excited by this new challenge and looking forward to working with all councillors to progress this fantastic effort.”

Maturing Pilbara economy opens up to new investors By Kylah Morrison Discussions at the recent Pilbara Pulse Economic Summit show Karratha’s economy is maturing, according to Karratha and Districts Chamber of Commerce CEO John Lally. Lally said the Shire of Roebourne’s economy had been driven over the past decade by an investment boom in mining and oil and gas projects. But with many of those construction projects now completed and mining investment slowing, Lally said key speakers at this month’s Pulse summit had focused on how the region can diversify its economy and attract new investors. “[The Pilbara economy is] currently in a consolidation phase,” Lally said. “Construction of a number of major projects, like [Rio Tinto’s] Cape Lambert Port, Dampier Port and [Woodside’s] Pluto [LNG plant], are now complete and we are moving into an operations phase.” Yet, while investment might have slowed, the WA Chamber of Commerce still forecasts that the Pilbara will play a key role in helping the State’s economy grow by 6.8 per cent this financial year. Lally said this meant the time was right for new investors to come into the region and that was why organisers had invited Lisa O’Donoghue, the assistant director of Strategic Projects at the NT Convention
Bureau, to speak at the Pilbara Pulse summit.
highlighted the potential for alternative industries in the Pilbara.
O’Donoghue told of how how she played a key role in helping Chinese companies go into partnership with local businesses in the Northern Territory.
As an example, he said that if one large sheep station converted to growing algae, it could supply enough biofuel to meet Australia’s current fuel requirements.
Lally said O’Donoghue’s talk impressed the delegates and many said they intend to seek her advice on how to follow a similar model to seek Chinese companies to potentially partner with Pilbara small and medium enterprises.
Although Aurora Algae, who had been working on a trial algae farm in Karratha, have chosen to relocate their operations elsewhere, the KDCCI’s Lally said a Japanese consortium was now investigating the potential to create biofuels in the region.
He said SMEs played an important role in boosting the Pilbara economy because their smaller operations meant that they tended to look locally for suppliers rather than turning to national contractors. Also speaking at the summit, professor Julian Crib, author of The Coming Famine,
Richard Court, the former Premier of Western Australia, was another to give a keynote talk in which he said Karratha will continue to grow and attract more people, provided it gets its health and education services up to speed.
The KDCCI’s Lally believes the town is already delivering quality services in these areas, pointing to the new Karratha Senior High School in which students have access to the Karratha Leisureplex sports complex and Pilbara Institute. Lally also said the Chinese and Indian Consul Generals were impressed by the Pilbara Pulse summit and have sent the KDCCI letters of thanks. Indian Consul General Mandarapu Subbarayudu told Lally he is keen to work closely with the KDCCI to develop future business partnerships in the Pilbara. Lally expects that this will lead to a full Indian delegation of businessmen and investors attending the next Pilbara Pulse Economic Summit in 2014.

The Shire of East Pilbara is reminding all cat owners of the feline control laws which come into effect on November 1st 2013. The new law requires that all cats six months and over must be sterilised, microchipped and registered with their local Council. The standard registration fees range from $20 for one year to $100 for a cat’s lifetime. Pensioners receive a 50 per cent discount. A registration tag must be on the cat’s collar when it is in public. You can register your cat at the Shire of East Pilbara Administration Offices in Newman and Marble Bar. Teen mental health tackled in Pilbara By Tamara Binamat According to local teachers and mental health professionals, young people in our region are seeking help every week for depression, but there are limited resources locally to treat them. The mental health of Pilbara teenagers was on discussion at a recent forum for teachers and parents in Karratha Monday October 14, where leading adolescent psychologist Dr Michael CarrGregg presented a crash course in the developmental psychology of adolescents. CarrGregg said his goal is to give schools and parents the skills, knowledge and strategies to enhance wellbeing in their students. “There’s a key connection between learning and wellbeing,” CarrGregg said. “And kids who feel safe, valued and listened to learn better and learn faster. “Psychological science has advanced so much in the last ten years that we’ve now got practical strategies that we know work 100 per cent of the time.” CarrGregg said successful strategies include asking kids daily to discuss positive parts of their day. “Get them to list three things that went well today,” CarrGregg advised. “What we find is when kids do that on a regular basis they have lower levels of stress, they are more optimistic and they are more resilient. “So why wouldn’t every parent sit their kid at a table and ask that simple question?” Studies show the biggest stressor for adolescents in regional areas is depression, which occurs in one in four secondary students and one in seven primary school-aged children. “That’s a phenomenal level and it’s highly problematic,” CarrGregg said. “Depression interferes with learning, making friends and going
to do normal adolescent activities. “What we are trying to do is raise awareness of what depression looks like and getting schools to intervene early and knock it on the head.” And CarrGregg revealed the needs of regional-based adolescents differs greatly to the needs of their city counterparts. “Sadly the suicide rate is three times higher in rural and remote Australia and that’s one of the major motivations for coming out here,” he said. CarrGregg said depression responds well to treatment but due to lack of services - the Pilbara has one fly-in psychiatrist – local resources are not adequate to treat the illness. But families and educational institutions now have access to online counselling, which CarrGregg says is just as effective as the faceto-face therapies young people in metro areas have access to. “Nowhere in Australia is this more important than in the Pilbara because we don’t have the services so we’ve got to start using the Internet,” he said. “There’s a smartphone application called Smiling Mind. “It reduces stress, increases resilience and helps them sleep better. “[There’s also] a brilliant webbased program called Mood Gym that delivers cognitive behavioural therapy online for kids who are anxious and depressed. “When they looked at face-toface treatment compared to the Internet, there’s no difference in the outcome and that’s amazing.” Monica Maxwell is a teacher at St Luke’s College in Karratha who is approached by students every single week (about 15 per month) at risk of depression and self-harm. Maxwell said the students are often directed to online mental health resources. “We see a range of issues from small issues, which have the
potential to become serious, to very serious issues,” she said. “[Depression] transcends all demographics. “It doesn’t matter whether they’ve got lots of money or they’re well educated – it can affect anyone.” If you are concerned about how your teenager is developing, CarrGregg’s advice is to get professional help. “You can’t do it by yourself,” he said. “You need an objective opinion. “Early intervention and prompt treatment delivers the best outcome.”

Peter Collier and Brendon Grylls unveil the school’s new plaque
Top marks for new educational institute but concern for future of funding By Tamara Binamat The Pilbara’s newest school site officially opened last Friday October 18 with a ceremony attended by dignitaries including minister for education Peter Collier and Minister for Regional Development Brendon Grylls. Stage two of the Karratha Senior High School redevelopment was completed in August, four years after stage one commenced. Minister Grylls said the $88 million school, largely funded by his Royalties for Regions project, is a spectacular accomplishment. “I don’t think you could go anywhere in Australia where you see this level of investment into world-class infrastructure and education,” he said.
“The Leisureplex [is next door and] sport, participation, fitness and health is all very important to the start we’re trying to give our kids and it probably doesn’t get better than this.” The Shire of Roebourne has seen billions of dollars worth of infrastructure and lifestyle projects take off in recent years, with the opening of the $63.7 million Karratha Leisureplex, the construction of the North West’s first high rise building and investment into training at the Pilbara Institute. And Grylls says it’s about time. “We had 40 years of chronic underinvestment and we’re trying to catch up,” he said. “There is no doubt the Pilbara region drives the state and national economy and why should all the good infrastructure be
in Perth and country kids have to suffer?” Funding for the new school building included $9.5 million from Royalties for Regions, but the State Government’s program has come under fire with the Chamber of Commerce and Industry’s John Nicolaou’s comments regarding the unsustainability of the project. And Grylls has hit back, saying it’s an argument that is dated. “A call for Royalties for Regions to be

reviewed comes from Perth people that don’t much like regional development,” he said. “They managed to win that argument and not spend any money in the regions for years and years and we, the LiberalNational Government, has turned that around. “I will fight those negative comments towards regional development until my last dying political breath.”

Branson works in Karratha and has been operating motor graders for nearly 25 years. So when he decided to get his first tattoo, it seemed only natural that it would be a motor grader. “I’ve wanted to get a tattoo for a long time and I wanted something with meaning,” Branson said. Branson took a photo of the grader with his company’s logo on it to a tattoo studio in Byron Bay. Three (painful) hours later, he was sporting a unique work of art on his right bicep. Branson said he is totally happy with it and his fellow operators love it. “Everyone who has a look at it says ‘wow’,” he said. “It’s individual – it’s kind of like having a toy on your arm.”

Mining results remain strong Western Australia’s resources industry experienced its second best financial year performance on record in 2012-13. Mines and Petroleum Minister Bill Marmion said latest statistics showed the value of WA’s mineral and petroleum industry in 2012-13 was $102 billion marking the third consecutive year above $100 billion. Mr Marmion said the newly released Department of Mines and Petroleum 2012-13 records demonstrated that WA’s resources industry remained robust on the back of strong Government support to reduce red and green tape and improve efficiencies. “What this means is jobs, jobs, jobs for West Australians,” he said. Iron ore remained the State’s highest value commodity, accounting for $56.4 billion (73 per cent) of total mineral sales. The petroleum sector increased by 2.9 per cent to $24.5 billion with LNG the most valuable product, increasing output by almost 29 per cent to a record 19.8 million tonnes. The Minister said the Government would continue to work to ensure WA remained competitive. “I am working with DMP to drive down costs and attract ongoing resources investment into WA, for the benefit of West
Australians,” he said. This includes the recent introduction of WA’s first fund exclusively dedicated to the rehabilitation of abandoned mine sites, the Mining Rehabilitation Fund, which has the potential to return more than $1 billion in financial institution-held bonds to companies. “Upholding environmental standards and improving efficiency, WA has also recently extended Program of Works validity from two to four years and we continue to offer two rounds of government cofunding a year to projects supporting more than 320,000m of exploration drilling in the past five years,” Mr Marmion said. The Minister said this proactive approach was already paying dividends as WA remained an attractive resources investment destination, despite global economic uncertainty and price pressure in some commodities. “Our State maintained its ranking in the Fraser Institute Survey of Mining Companies during 2012 13, achieving the highest ranking in Australia and the 15th best exploration destination in the world - which is impressive,” he said. Bloody Slow Cup 2013 a huge success By Tamara Binamat In 2001, four police officers lost their lives after a tragic plane crash near Newman. Returning from a callout to the Kiwirrkura community, a team of three officers from Newman, piloted by an officer from Karratha, died when their aircraft crashed 2.6 kilometres east of Newman Airport. Ever since, police officers and members of the Newman community come together in an annual event to honour the fallen officers and their families. The memorial traditionally starts off with a memorial service and culminates with the Bloody Slow Cup, a rugby match between the Australian and New Zealand communities around Newman. Newman Police Station Officer in Charge Shane Sadler said around 500 people attended the memorial service this year, including police officers from

the Northern Territory, Perth, Bunbury, Kalgoorlie, Karratha and Newman.
The community has banded together to improve the conditions of the crash site over the past couple of years and Senior Sergeant Sadler said there was a lot of positive feedback, with some saying it was the best service yet.
“They pumped out some lovely tunes, and it all finished way too quickly,” Senior Sergeant Sadler said. For the fist time, life membership was awarded to two community members, Inspector Geoff Stewart and Bob Nicholson, also known as Kiwi Bob. “We gave Geoff a life membership for helping to set this up in the first place then carry it on over the years,” Senior Sergeant Sadler said. “Bob works at the local radio station and does everything he can to publicize the event and has done since it started in 2005.” Senior Sergeant Sadler said the memorial weekend was an occasion to be proud of. “It was a really successful weekend, everyone had a lot of fun,” he said.
The Police Commissioner Karl O’Callaghan and his band The Filth wrapped up the occasion with their well-received hits.

Community to have its say on city status The Shire of Roebourne is seeking community feedback on a proposal to transition to city status with a public submission period. The call for public comment runs to December 6 and follows a community phone poll conducted earlier in the year. Shire of Roebourne Chief Executive Officer Chris Adams said community consultation was a vital exercise when considering such a decision. “A transition to city status is not just a change of name but a significant milestone that

Top marks for Graeme’s school daze
Former Port Hedland resident Graeme Cross is going back to school this November – as a high school principal.
Cross is set to grace the stage at the world premiere of Schoolies, a play written and directed by local playwright Johnny Grim. Schoolies forms part of a short play season that includes Grim’s Thick and Thin and Eugene Ionesco’s The Bald Prima Donna, presented by ARENAarts and A lad in sane productions. Schoolies is described as a
fun play that pokes a stick at the changing values of large institutions.
At the request of police, the principal of a well-to-do Catholic college arranges a meeting between the parents of two students to resolve an embarrassing incident that occurred during schoolies week. Cross said his character, principal Rodney Haines, is smart and savvy and always appears to be in control. “He wants to help everyone as best he can but not at any cost to his school’s reputation,” he said.
First stepping up to the stage in 1994 in The Glass Menagerie, Cross has since performed in numerous productions with Ipswich Little, Nash and Townsville Little Theatres and last year appeared in Who Knows at Garrick Theatre and Fairytale of Sorts for A lad in sane productions at the Midland Junction Arts Centre. In 2000 and 2001, he was named best actor at the Cement Box Theatre’s annual BugFest held annually at the University of Queensland and even worked as a theatre technician for the Town of Port Hedland in 2005.

Fighting the 3pm slump The mid-afternoon energy slump is one of the most common complaints I receive from clients and the general public. This is a frequent mid-afternoon energy lull closely associated with an unstoppable urge to eat anything and everything in sight. These craved foods generally are not fruit and vegetables, but rather sugar laden and/or refined carbohydrate goodies. So what on earth is it that’s putting us into this zombie-like state on such a regular basis? This is all thanks to irregular or unstable blood glucose levels. Blood glucose is literally our body’s fuel, certain foods are broken down and digested as a simple sugar – glucose or converted into glucose, which flows through our blood stream, enters into cells and powers their operation. The aim of the game is to keep blood glucose levels stable, so that your energy, mental functioning and appetite is also stable. Certain dietary habits cause massive spikes and dips in your blood glucose levels, when a dip occurs (also called ‘hypoglycemia’) we feel fatigue and a lack of mental focus and then the food cravings come knocking. Your body is clever, it knows that sugar or refined carbohydrates (potato chips, cakes, biscuits, pastry and so on) are digested so quickly that it swiftly brings your blood glucose levels back up, making you feel perky again.
The downside to this is the glucose from these foods doesn’t last long in the blood stream and is followed by a nasty crash making you feel worse, and repeating the cycle. On the more serious side, putting your body through this roller coaster ride on a regular basis leads to weight gain especially around the belly, a greater risk for insulin resistance, type 2 diabetes, heart disease and metabolic syndrome. So to have consistent, long lasting energy try some of these tips: • Start your day on the right foot When we wake, our blood sugar levels are at their lowest due to a long fast overnight. Having a balanced breakfast can regulate blood sugar levels for up to 10 hours. Try fresh fruit with nuts and seeds, eggs on wholegrain toast or a green smoothie to gently bring your blood glucose back up. • Wait for the coffee - Caffeine is one substance that swiftly raises blood glucose levels sending you on an immediate roller coaster ride. Please start your day with a tall glass of water and a wholesome breakfast before reaching for a coffee/black tea, ideally waiting until mid-morning, if at all, and never more than one per day. • Eat regularly - Eat your three main meals at the same times each day to build routine and keep your energy stable. Your body needs to know when food will be arriving, otherwise metabolism slows down as does your physical and mental energy.
• Assess the sugar - Removing processed sugar from your diet instantly regulates your energy levels. Start by cutting out the obvious sugar culprits such as soft drinks, sugar in coffee/ tea, sweets, chocolates and ice creams and from there start reading labels of everything and avoid those food items where sugar lurks. Making your own sauces, dressings, raw desserts and baking is the best way to avoid hidden sugars. The Internet has plenty of sugarfree recipes. • What to consume during a slump Protein based snacks regulate appetite and energy effectively. Try a boiled egg, a handful of raw/unsalted mixed nuts, almond spread or hummus with celery or other vegetable sticks, homemade bliss balls or mini muffin tin frittatas. Alongside that consume stimulating herbal teas such as ginger, peppermint, liquorice or cinnamon. Remember, if you want consistency from your body, you too must be consistent.

Road Safety Advisors work with community groups, Local and State Government agencies and the private sector to engage and facilitate participation in the delivery of the WA Road Safety Strategy. The role offers travel within the designated region and may require work outside normal business hours. A vehicle will be provided for work purposes. The role will be based in either the Pilbara or Wheatbelt South regions and will be determined in consultation with the successful applicant. Knowledge of contemporary road safety issues and initiatives as outlined in the WA road safety strategy and familiarity with or understanding of regional (metropolitan, rural or remote) issues is highly desirable. The Michaels’ family from Mandurah have been regular visitors to Exmouth for some years now and it has been great to see the three kids growing up and enjoying their fishing. The youngest of the clan, Logan is pictured this week with his older brother Hayden and a massive squid that was caught on an Ika squid jig. The squid stretched from tip of candles to the end of its body to be almost the same height as Logan. The squid was caught south of Bundegi boat ramp on the weed and sand flats. We are sure Logan is going to be just as keen on fishing as the rest of his family. The town is buzzing already as anglers arrive for the Betta Billfish Bonanza tournament this weekend. The three-day event is the second biggest tournament on the EGFC calendar and attracts boats from north and south as sailfish IMG_0661.jpg
If you get the chance to get out, it is certainly worth taking a bait jig, using it to catch some fresh bait and trying to target some of the bigger fish among the action. Trolling minnows is still successful and jigging in certain areas can result in some good catches too. We are lucky to have such a healthy gulf that is full of all sorts of fishing delights. The rock lobster season has begun and there has been many fresh seafood dinners this week on local tables. The red rock lobster is the sweetest, while we are spoilt for choice with five different species in our waters. Divers getting in to grab a lobster have been also finding plenty of coral trout about. Joe Linder got a 61cm trout close to shore south of the marina this week and he has entered in our monthly fishing competition.

Bloody Slow Cup By Tamara Binamat
On the neighbouring oval an intense cricket match played out.
The 2013 Bloody Slow Cup, a rugby match in honour of four fallen police officers, was a huge success last weekend, culminating in the nail-biting rugby match on Saturday October 19.
The 20/20 match between Australia and New Zealand saw New Zealand take home the honour, with Australia all out for 144 and New Zealand 3 for 150 of 16.5 overs.
The community of Newman were pitched against each other and rivals from towns as far as Perth, to compete in a number of different sports including golf, netball and cricket. The matches were held in and around Newman with Motocross enduro kicking it all off last Wednesday October 16 where 20 motorbike riders raced from Newman to Kumarina Roadhouse. A golf day on the Friday held at the Newman Golf Course was very wellattended and in the evening it was time for some rugby at Capricorn Sporting Complex. On one oval the Golden Oldies battled it out against each other. A Newman team versed the Barbarians, a Tom Price/Hedland team, and although the veterans don’t worry too much about the score, it seems the Tom Price/Hedland team may have edged out in front.
The Newman community was treated to celebrity guest players including Tom Moody, former captain and coach of the West Australian cricket team and Brad Hogg and Greg Blewett who have both represented Australia in International cricket matches. Saturday evening was the time for more much-anticipated rugby games. Two mining camps, Yandi and Area C, were pitted against each other for the sixth year in a row and at the end of the game, it was Area C who mined down Yandi winning 6-3.
The Perth boys were too strong, winning 20-17.
Then it was the women’s turn to play a game of touch.
Then it was time for the big game, the Bloody Slow Cup.
The Australian women’s team took home the McMahon Cup after beating New Zealand 10-nil.
It was another edge-of-your-seat game of rugby and the New Zealand men took home the big trophy for the seventh time in the eight years of the game, winning 32-13.
Saturday also featured a junior game between the boys from Newman and a visiting team from Perth, playing for the Len Snee Cup.
The Capes Everett medal, which takes its name from two of the four police
officers killed near Newman 12 years ago, was awarded to the best player on the New Zealand side, captain coach James Murray. The Ruland Dewar medal was taken home by Charlie Mitchell who was the best player on the day for the Australian side. But the Australian competitors still earnt some bragging rights when they went on the beat New Zealand at the lawn bowls match.
