What about Dampier? With the focus on Karratha in all the newspapers, everyone forgets about the small town of Dampier which is located approximately 15km from Karratha, has a population of around 2000 people and approximately 570 houses.

However, by 1968 it had outgrown its original plan and consequently the ever increasing population was moved to the new town of Karratha. With the town of Karratha evolving we saw many changes in the town of Dampier; some which many of the residents were not happy with. The Dampier hospital closed in the early 80s, which meant that in an emergency people would have to take the 20-minute journey to see a doctor. Woolworths then closed down and a new convenience and liquor store was opened in a much smaller shop. The old Woolworths has since been converted into the Customs offices. All the development in and around the town caused house prices in Dampier to rise. The first increase happened in 2001 when house prices jumped by $50,000 to a modest $100,000, since then the town has not looked back. Below you will see how the average houses prices have risen considerably over the years: October 2001 $100,000 October 2006 $515,000 October 2011 $855,000 Typically, house prices in Dampier are higher than Karratha and this is partly due to the geographical position of Dampier, meaning that no additional land can be released in the area because of the surrounding infrastructure and coast line. Dampier is also home to some lovely beaches and is on the doorstep to the Dampier Archipelago, which consists of 42 islands.

Block sizes in Dampier are also typically larger than in Karratha. The majority of Dampier houses are on 800 – 1200sqm, while established Karratha houses are on 600 – 800sqm and 400 – 800sqm in the new estates. Due to Dampier being such a close-knit town, you often find people sell their homes privately. If you are lucky enough to purchase a home in Dampier there are a couple of things that you should be aware of. Firstly, you need to ask the owner if there are any easements on the property. Most houses in Dampier will have the sewerage line running through the backyard or down the side of the house. This could restrict the future improvement of your new property for permanent structures such as below ground swimming pools, workshops or boat ports. The second thing to look out for is any caveats lodged on the property. Up until the mid-1990s, Hamersley

Iron (Rio Tinto) ran a program called the Home Ownership Program (HOP) with their employees. This agreement allowed employees to purchase a HI home. As part of the sale, a 20-year caveat was registered on the certificate of title which restricted the buyer from selling the property within the first 15 years, and after which time they can sell or lease. The warning here for inexperienced Dampier buyers is the caveat gives HI the first right of refusal within a period of 28 days of an accepted offer; HI may match the offer to purchase or lease back the home. Should HI not invoke their first option, the sale or rental can progress with the caveat being lifted on or before settlement. On a whole, Dampier is a great place to live or to purchase your next investment property. I should know as I have called this area my home after my family moved to Karratha back in 1986.

Ratepayer contribution model adopted for underground power project Ratepayers will contribute part of the funds needed for the Pilbara Underground Power Project through the model adopted by the Roebourne Shire at its September meeting. Horizon Power has begun the installation of safe and reliable underground power cables in Karratha and parts of Roebourne. Roebourne Shire Council President Nicole Lockwood said the State Government, through the Royalties for Regions Pilbara Cities initiative, contributed an unprecedented $100-million to deliver underground power in the Pilbara, minimising the Shire of Roebourne’s contribution. “It is pleasing to see the State’s mining royalties being reinvested into regional development and infrastructure upgrades, such as underground power in the Pilbara,” Councillor Lockwood said. “The Shire of Roebourne will contribute approximately 25 per cent of the project costs being completed within the Shire boundaries. “This contribution is substantially lower than a number of other local government areas,

as a significant proportion of costs are being met by the State Government’s contribution. “We are confident that the model is fair and equitable, with the contribution amount directly related to the installed power capacity.” The Shire of Roebourne’s contribution will be levied on most ratepayers in Karratha and some in Roebourne as part of the 2012/13 rates notice. On average, residential property owners in Karratha will be required to contribute approximately $3,300 towards the project. The costs levied on households and businesses will vary depending on the power capacity (kVA) of each property’s network connection and different charges will apply to households with existing underground power connection. Ratepayers affected by the levy will receive a letter and information pack this week outlining the contribution, with a follow up letter in the coming months outlining each ratepayer’s specific contribution. “We understand that some ratepayers may be unable to make the initial one-off payment, our finance department is currently finalising a number of alternative

payment options,” Cr Lockwood said. “In addition to this, eligible pensioners will be entitled to a concession consistent with the Shire’s rating policy.” The Pilbara Underground Power Project is a partnership between the Government of Western Australia (through Pilbara Cities) and Local Government Authorities, including the Shire of Roebourne. The project, delivered by Horizon Power, aims to provide cyclone-prone towns with a safe and reliable power supply by replacing ageing infrastructure with underground networks. The project, due for completion in late 2012, will dramatically improve safety and reduce the likelihood of power outages to essential services, residences and businesses during, and immediately following, adverse weather events such as a cyclone.
