‘BOOM’, you say? By Anthony Simon According to a couple of headlines in the mainstream media, Australia’s mining boom may only have a couple of years left in it.

This came about due to a report predicting that the mining boom was running out of steam because fewer new massive mining projects are commencing. So why, then, would you want to invest in an infrastructure boom town? • Putting aside the approximate $250 Billion dollars in a 100 per cent committed investment that’s rolling over within the next few years. • And putting aside any new billion dollar projects that will be announced in the next 1 to 5 years. • And putting aside the massive amounts of Iron Ore, Coal, Gas etc. that’s still yet to be dug up or extracted in Australia. There’s another reason our resource powerhouses have a strong future, which is rarely discussed in the media, that thrives on sensationalist headlines & superficial analysis. Sure, it’s partly because of the tremendous growth of China

and India. No news there, but there’s another reason that few in the media truly understand. Let me explain. Global energy forecasts have been radically changed since the March 2011 tsunami in Japan, which resulted in the world’s second worst nuclear reactor incident. This was a tipping point, because then in May 2011, Germany announced it would immediately shut down eight of its 17 nuclear reactors, and close the rest over the next decade. Finally, in May 2012, just 3 months ago, Japan announced it had shut down the last of its 50 nuclear power plants. 50! This heralds a new era in how the world will be powered. Why? Because LNG is now the frontrunner to replace nuclear in the future. And many countries are looking to Australia to meet their needs because we have an abundant supply and a stable economy. That’s why right now there are seven mega LNG projects under construction in Australia. Three of which are located in the Surat Basin in Queensland. What’s most amazing is that these projects haven’t even come online yet. So if you think property prices in that region have

already soared, you ain’t seen nothin’ yet! Even if gas prices drop this doesn’t matter - LNG is contracted on long term contracts. This means that the volumes are fixed by both buyers and sellers – which is called ‘offtake’ agreements. With ‘off-take’ agreements, the pricing mechanism is designed to take the volatility of price movements. Example, one of the LNG proponents Santos/ ConocoPhillips said that it can break even and still meet its debt repayments, even if oil prices plummet to as low as US$35. Since oil is linked to LNG price calculations, it means that oil prices could collapse to half of today’s values and they could still weather the storm. This is very positive for Australia. As we’ve always said, we’re not just seeing a ‘boom’ in Australia. Booms come and go. What we’re seeing is an economic revolution to a new economy where energy & mineral supplies are a central driver. Does that mean you can buy anywhere in the Surat Basin? Does that mean you should be blasé about the price you pay in a resource boom town? Of course not. Truth is, there are better opportunities than

others. Some towns represent better value than others. Some towns are earlier in their infrastructure growth cycle. Stay tuned over the next weeks as we’re going to you give detailed specifics of where we see the best opportunity today. So you take advantage of this new economy. A FINAL WORD. It’s important to mention that nobody I know, and I mean nobody, got rich by following mainstream media. For years I wondered why that was the case. Then it hit me, it’s because their job is not to inform you and I. Their job, for the most part, is to sell lots of newspapers and make millions (even billions) for the publisher. And the way they do that is by ‘dramatising’ things. ‘If it bleeds, it leads’ is their motto. Just look at the recent debacle of Murdoch’s publishing empire as a case in point. I’m not saying to ignore mainstream media. Never ignore anything. But don’t depend on them for insightful investing advice. After all, if the journo’s had all the answers they’d likely be retired, living off property income, not writing newspapers under blood boiling deadlines. Apartment living – the quiet revolution in the Pilbara property market By Ryan Crawford The next time you visit major regional centres in the Pilbara region of Western Australia, you will see a quiet revolution taking place in the property market. Currently under construction in major population areas such as Karratha are high quality apartment developments, which only a few years ago would have seemed unimaginable. The aim is to ask for and receive those services that you are most comfortable with, and those which are most likely to find a buyer or tenant for your property in a reasonable period of time, at a reasonable cost, and at the best possible price. Will different agents quote different fees for the same type of service? Yes, because there is no limit on the maximum fee that you can agree to. However, to compare the fees of various agents you need to compare the services that are being agreed. Your agent will discuss the range of services available to you, and suggest the most appropriate package to match your requirements. How do I know that I am receiving value for money for the agreed service? Research on a national basis shows that more than 90% of sellers are more concerned with getting the right service from a professional, reputable agent than simply agreeing to the lowest price. Remember that with agents services, as with most things, you get what you pay for. When is the agreed fee paid to the agent? Where the service is the sale of a property or a business, then the agent’s selling fee is paid at settlement, where settlement is defined as the legal entitlement to the property passing from the owner to the buyer, or upon the buyer taking possession of the property. Where the service relates to the management of property, the agreed fees are normally paid monthly. What do I do if I am not happy with the fee that I have agreed? First, you should discuss your concerns with the real estate agent or sales representative. Getting your bond money back this results in a dispute. In these situations the Property Condition Report (PCR), which has its contents agreed to by both the owner and the tenant at the start of the lease, is relied upon to determine whether any damage was caused during the tenancy. It’s possible that some damage may have occurred prior to the tenancy, but if this is not correctly noted in the PCR, then it’s impossible for the tenant to disprove responsibility. In the end, the Magistrate’s Court will decide on the allocation of bond monies where there is unresolved dispute. To avoid this situation, it’s always best for tenants to ensure the PCR is accurate at the commencement of their lease and make every effort to return the property to the owner in the best possible condition at the end of the tenancy. However, it’s also the case that land owners and body corporates need to relax a little and give more consideration to allowing pets. It can be hard for tenants with pets to find a home that will accommodate them. Pets in rentals and strata complexes are much more common overseas and interstate. In WA we seem to be resistant to change. The reality however, is that an increasing number of people are keeping pets for companionship or security, and most pet owners are responsible about the care and behaviour of their animals. Concerned land owners are usually worried that an animal might cause damage. Under the Residential Tenancies Act, property owners have the right to refuse pets, although most

The purpose behind the bond is to provide the land-owner with the means to cover off any losses that might be triggered by the tenants, including damage to the premises or a failure to pay the rent. The bond must be paid into a real estate agent’s dedicated tenancy bond trust account or to the Bond Administrator, which is a specifi c government-managed trust account. There are severe penalties for landlords or agencies which fail to comply with this requirement. When your tenancy comes to an end or is terminated, then the owner or their property manager will inspect the property to ensure it has been left in the same state and condition it was at the commencement of the lease.

Naturally, they must take reasonable wear and tear into consideration. Sometimes there might be a disagreement between the departing tenant and the owner in terms of what exactly constitutes ‘fair wear and tear’, and where this happens it is likely to result in a disagreement as to how the bond money is disbursed. If, after a fi nal bond inspection it is revealed, for example, that the tenant has failed to scrub the shower, mow the lawn or clean the carpets, then the tenant may be given the opportunity to address this but the owner is under no obligation to grant further access to the property. Alternatively, the tenant may acknowledge those issues and simply leave them to the owner to address and is happy to have the costs of making those things made good deducted from their bond. Occasionally, however, agreement cannot be reached over the manner in which the bond is disbursed and

Property Council hosts industry power players By Tamara Binamat Lots of locals said it couldn’t be done, and wouldn’t be done, but here it is, a high-rise apartment complex that would fit right in at East Perth. The Property Council hosted 35 property professionals at Pelago this week, including developers, construction companies, consultants, banks, real estate agents and lawyers from around Australia. The professionals landed in Karratha with the aim of discovering what opportunities may lie in our resource rich region. Stage One of the Pelago building is now built, with 90% of apartments and commercial properties leased or sold. Stage two, Pelago East, has now started construction, an indication that corporate investment in the area may be richly rewarded. Peter Agostino of CBRE, international commercial property agents, sees clear potential in Karratha. “Obviously there’s a lot of great aspects with the ocean being so close,” he said. “If we can get all the infrastructure in place to create more community facilities and build the town centre I think it’s got an

exciting future. “To go to the next level we’d get employment centers outside of mining. When you get sizable hospitals and schooling, upgrade the town centre with retails, cafes and bars they all become employment centres and really help the town grow” he said. Mr Agostino said he is impressed by the potential and the lifestyle it can offer compared to other mining towns that are away from the coast. John Williams, managing director of Jones Lang La Salle looks after a group of real estate agents, property managers and consultants. The property services company intend to find out what the potential for property services in the region would be. “The potential has got to be out of the energy sector and the employment that it’s going to create. The question is, how long is it going to last?” he said. “The risk is that it doesn’t last for a longer time. If you’re going to invest you need a return over a period of time. “The fact that Finbar, a listed company, is investing hundreds of millions of dollars up here, that is a good sign for the area” said Mr Williams. z An artists impression of the future Karratha City Architects, is investigating the Pilbara’s potential for his list of investors interested in Karratha and Port Hedland. “I think whats happening here now, especially with Pelago’s development, is fantastic” he said. “I can just see, with three or four of these type developments up here, the interest is going to grow tremendously. “If there was a hotel complex which was very similar, it would be phenomenal for tourism.” Mr Fratelle said that from an architects point of view, challenges to the regions development is in construction costs. The key lies in designing buildings that bring down the construction cost and designing buildings that can withstand harsh climate conditions. Although North West properties need

to be cyclone resistant, Mr Fratelle said aesthetics are an important consideration. “The aesthetics of the suburb is paramount to attracting people to places like Karratha. “I’ve noticed in the new areas now there’s landscaping and median strips providing nice aesthetics to the street. “I think it’s really important, and getting rid of the old, ugly cyclone shutters is part of that” he said. The new technologies and building materials mean a lot more options to ensure building to cyclone standards. “You can see by driving through the new estates, buildings are looking a lot different to how they did 10 years ago” said Mr Fratelle. Although there are unique challenges to building and developing in the Pilbara, the professionals seem to agree that Karratha is an exciting place to live and invest.
