The current Light Industrial Area (LIA) of Karratha is home to a multitude these small medium-sized enterprises servicing the resource sector and local economy. Be aware of proposed changes to Residential Tenancies Act By Sarah Freeman Most recently the government of Western Australia has realised the need to include some new amendments to the current Residential Tenancies Act, as some of the terminology and laws governing the act were out of date. If you are an owner of a property that has tenants or indeed a tenant in a rented property these changes may affect you in the future so they are important to know. There have been many proposals to the bill so I have only included some of the more pertinent, and relevant ones to this article. Such amendments include: - The use of property condition reports at the commencement and conclusion of a tenancy. - Mandating the use of a prescribed standard Tenancy Agreement that all parties can understand. - To make compulsory the depositing of all tenant bonds with the Bond Administrator, as this will lead to greater transparency for tenants as to the handling of their bond.
- To also create provisions that will permit Department of Housing to apply to the Court to terminate a tenancy where the tenant is no longer eligible for social housing or where the tenant has been offered alternative social housing and refuses that offer. - A nationally consistent approach to the regulation of residential tenancy databases. Tenancy databases are a legitimate tool for minimising risk in the rental property market. The bill will improve the quality of information on tenancy databases and establish regulatory requirements so tenants are not unfairly excluded from the private rental market. Infrastructure works in full swing for Karratha City Centre project The initial works package on the Karratha City Centre project has begun. The construction of new roadways, services and landscaping for the Warambie Road precinct commenced recently on July 23, as part of the City Centre Infrastructure Works project. Both the Shire of Roebourne and LandCorp agree the priority will be to keep residents, business owners and tenants in the city centre well informed on the progress of works undertaken as part of this project. “From July 23 until the end of October 2012 there will be some disruption to traffic movements, including a road closure between Sherlock Crescent and Sharpe Avenue along Warambie Road,” Ms Harvey said. “Works will also include the junction at Warambie Road and Harwood Way and alternative routes to access the Warambie Road precinct will be available by using Sherlock Crescent and Sharpe Avenue, with two way access along these streets remaining open.
“Local businesses in the area will remain open and trade as normal during the construction period. “The Shire of Roebourne will provide signage and temporary barriers to protect the safety of the community around the works area and the speed limit on roads may be reduced.” “Our contractors will endeavour to minimise disruption from the works for the people and businesses of Karratha,” Ms Harvey said.

with demand. “If Port Hedland’s rental prices are anything to go by, with average prices listed in the North West Telegraph (July 25) ranging from $1,500 to $3,200 per week, then the success of this agency is questionable,” Senator Eggleston said. “These high rental prices are inconceivable for most Australians, but what many Australians aren’t aware of is how inconceivable they are for those living in the Pilbara community who are not part of the resources boom. “The town has come a long way as
a result of mining investment in terms of infrastructure and government support, but the community has become a shadow of what it once was. “The key to re-building communities in the Pilbara is affordability and not taking a simplistic view of blaming the influx of fly-in/fly-out workers. “A stringent focus on cost of living and housing needs instead needs to be made by all sectors, with a review of Landcorp in particular well overdue. “This is the reality of the Pilbara; a reality that without intervention won’t change anytime soon.”

Yet the average homebuyer in WA spends under one hour (54.7 mins) actually inspecting the property they will eventually buy before making probably the most important purchasing decision of their lives. “Most people will look at a new car for longer than they inspect the home they buy,” said Andy Fell, General Manager St. George Retail Banking. The survey also revealed 67% of homebuyers in WA reported discovering hidden problems with their new homes after moving in, compared with the national average of 55 percent. Undertaken by Lonergan Research
in mid-July 2012, the survey of homebuyers across the country, uncovered a litany of hidden traps and nasty surprises that catch Western Australian homebuyers off guard. Despite the prevalence of new owners discovering nasty surprises (over two thirds), a staggering 60 percent believe they had completed all the pre-purchase checks necessary. The prevalence of plumbing and water-related issues was standout findings, with one survey respondent saying: “There were roots in the pipes in the bathroom and we had to gut the bathroom, cut the slab and re-lay all the pipes.” Another reported: “The toilet pipe to the septic was root bound and the toilet didn’t flush solids. Yuck!” To avoid nasty surprises and to make it easier for homebuyers to do thorough property inspections, St. George Bank has this week launched PropertyMate, an innovative new feature in its iPhone app, which guides buyers through key things to consider in each room and allows them to record their impressions and
capture photos. “The average WA homebuyer will inspect around 11 properties and spend hours researching each property but have very little else to help guide their decision,” said Andy Fell. “PropertyMate is about making it easier for buyers to do thorough inspections. The inbuilt checklist helps them to easily compare and rate properties based on a range of features such as whether it has onsite parking or even if the toilet flushes properly. “Buyers can quickly record features such as whether the kitchen has a gas or electric stove, or whether the water pressure is sufficient or if the house has good ventilation. For bedrooms, buyers can record features such as built-ins, floor type, size and orientation, all in a few easy steps. “PropertyMate is a great help for time-poor house hunters and first time buyers because it takes a lot of the guesswork out of the inspection process, giving people the ability to easily rate and compare properties on the go and help them remember

Service workers’ houses arrive in Hedland The first five of 80 new dwellings arrived in South Hedland today as part of the State Government’s Royalties for Regionssupported housing package to provide affordable housing solutions for service workers in the town. “The dwellings are the first of the new homes to be delivered under the package by the Department of Housing,” Housing Minister Terry Redman said. “This is a clear indication of the work that is being done to fast-track housing development in the region to provide muchneeded accommodation for service workers.” Mr. Redman said that in addition to the new dwellings, the departments existing stock would provide for a further
25 dwellings, which would be available for occupation early September, and another 20 currently being refurbished, which are expected to be completed in late September. “This will bring the total number of dwellings delivered in three months to 50, which is over 10 per cent more than we originally anticipated when the housing package was announced in June 2012,” he said. “The dwellings arriving today will be ready for occupation in early September and the department is committed to delivering another 75 new houses by the end of the year.” Allocation of all of the dwellings under the package will be determined by a Management Committee, made up of members of the local community, with eligible applicants selected from the department’s online

Change in rental properties Over the last three months, there has been a slight increase in rental properties available in the Pilbara. In Port Hedland, it has almost doubled, however the rent costs have stayed the same. In March 2012, there were 36 houses available for rent, ranging from onebedroom to four-bedroom and above. The average rent for a one-bedroom was approximately $1,483, increasing to $2,595 for a four-bedroom house. Now, three months later, the number of rental properties have increased to 70, however the prices, have stayed the same, and in some cases risen slightly. As of June 2012, a one-bedroom house was approximately $1,463 and a fourbedroom was $2,750. The minimum paid in June 2012 was $900 and maximum was $3,600, equally to a total average of $2,124. Only $16 more compared to the total average three months ago, in March 2012 when the average was $2,108, with 44 less houses for rent. In South Hedland the average rent for a one-bedroom house in March 2012 was approximately $975, increasing to $2,256 for the four-bedroom house. Now in June 2012, the average rent for a one-bedroom house is $1,042, increasing to $2,300 for a four-bedroom house. The minimum paid in June 2012 was $800 and the maximum was $4,000, equally to a total average of $1,752. Only $6 less compared to the total average three months ago, in March 2012, when the average was $1,746, with 53 less houses for rent. In Karratha the average rent for a one-bedroom house in March 2012 was approximately $894, increasing to $1,924 for the four-bedroom house. Now in June 2012, the average rent for a one-bedroom house is $947, increasing to $1,890 for a four-bedroom house.
The minimum paid in June 2012 was $450 and the maximum was $4,400, equally to a total average of $1,604. Only $47 less compared to the total average three months ago, in March 2012, when the average was $1,651, with 260 less houses for rent. In Newman, the amount of houses available for rent was 37 in March 2012, and 51 available in June 2012. The average rent for two-bedroom house in March 2012 was approximately $1,298, increasing to $3,000 for a four-bedroom house. Now in June 2012, the average rent for a two-bedroom house is $1,300, increasing to $3,193 for a four-bedroom house. The minimum paid in June 2012 was $950 and the maximum was $4,500, equally to a total average of $1,769. Only $101 more compared to the total average three months ago, in March 2012, when the average was $1, 668, with 14 less houses for rent.
