However, it needs to be remembered that with any investment the investor’s personal plans and goals need to be part of the equation. Investing in residential real estate is for the long-term and this needs to be appreciated.
We hear property investment stories from time to time that seem too good to be true. The rule here is that what seems too good to be true probably is. As in any free market, the level of supply and demand is the main driver of prices and this is no different when it comes to real estate. It can be seen over time that boom and bust cycles are ever present. There are periods when, like today in the Pilbara, changes in the dynamics of the area and its population will result in swings of supply and demand not been seen before. A 15-hectare lot at Gap Ridge Industrial Estate has been bought by the Toll Group. The State Government’s delivery of strategic industrial land in the Pilbara continues with the sale at LandCorp’s Gap Ridge Industrial Estate to leading integrated logistics provider Toll Group. Toll Group will develop a fully operational transport centre for the majority of its Karratha business services, comprising warehouses, workshops, offices and driver exchanges. Initially, the company will employ about 40 local staff with a view to further expansion as other business services start operating out of the site. Regional Development and Lands Minister Brendon Grylls said the decision by Toll Group to move

Rates pause right, but too much red tape Real Estate Institute of Australia president Pamela Bennett says the Reserve Bank’s decision on July 3 to leave official interest rates unchanged was not unexpected and an appropriate one. It

reductions at its two previous meetings. Ms Bennett said while there were some indications property markets might have improved slightly, the full effect of the May and June cuts would not be clear for several months. “We believe the RBA was overly cautious in not moving
earlier this year, but now on the back of two successive rate cuts, it is understandable they will take time to assess their effect before taking further action,” Ms Bennett said. Ms Bennett said recent media reports about a June recovery in the property market needed to be considered in the context of

Homework for home grant What is the First Home Owners Scheme? As part of the inter governmental agreement on the reform of commonwealth-state financial relations, the states and territories have agreed to provide financial assistance to Australians who are buying their first home through the establishment of the First Home Owners Scheme. Under the current scheme eligible applicants are entitled to a one-off $7000 grant providing they meet the eligibility criteria. Legislation to support this scheme was approved on June 9, 2000. A copy of the act can be bought from the State Law Publisher, 10 William Street, Perth. Who is eligible? To be eligible at least one of the applicants must be an Australian citizen or have permanent residency in Australia. None of the applicants must have previously owned a home anywhere in Australia. Applicants must occupy the home bought as their principal place of residence. If an applicant’s spouse or de-facto partner has previously owned a home, no grant will be available. Except in the case of legal disability, applicants must be natural persons (that is, not a company). Everyone with an interest in the home is considered an applicant. What type of dwelling qualifies for the grant? It can be a single dwelling, duplex, flat, townhouse etc or any any dwelling that is suitable as a residence, though it must be connected, through the land, to water and sewerage services. A houseboat or caravan is not eligible. The grant will not be available for renovations to an existing building or to buy vacant land, Are there any conditions attached to how the grant may be used? No. If you are eligible, there are no conditions on how the funds may be used. When can I lodge an application? An application for the grant may be lodged any time after a contract to buy or build is made; or the foundations are laid for an owner-built home, provided the application is lodged within 12 months of the completion of the transaction. Does my income affect the grant? No. The grant is not means-tested. The income of applicants is not taken into account when establishing eligibility for the grant. Does the value of my home affect the grant? No. Provided your home is valued at $7000 or more. There is no valuation ceiling on the home you buy or contract to build.

From Approved FHOG Participants, the State Revenue Department or the FHOG website – www.firsthome.gov.au Where can I lodge the application form? Thought an Approved FHOG Participant or through the State Revenue Department. What evidence do I need to provide with my application? Documents will need to be provided to establish your eligibility. If you were born in Australia, you will need a certified copy of your birth certificate or Australian passport. If you are a naturalised Australian, you will need a copy of your certificate of Australian citizenship or Australian passport. If you are a permanent resident, you need a copy of your permanent resident visa. If you are buying an established home, you need a signed copy of the offer and acceptance or transfer of land document. If you are contracting to have a home built, you need a signed copy of the building contract. If you are an owner-builder, you will need evidence of the acutal costs to you and evidence confirming the home is ready for occupation. When will the grant be paid? When lodging through the State Revenue Department the grant will be paid for an established home after the applicant’s interest is registered on the title; and for a contract to build or an owner-builder, the grant will be paid after the date the home is available for occupation. When lodging through an Approved FHOG Participant the grant will be paid for an established home on or after the settlement date; for a comprehensive building contract, on or after the final progress payment; and for an owner -built home, on or after the date the property is ready for occupation. An Approved FHOG Participant is a body (usually a financial institution) that has an arrangement with the commissioner to received and process applications. What can I do if the commissioner rejects my application? If you are not satisfied with the commissioner’s decision, you may lodge an objection which must be in writing, stating fully the grounds
for your objection and be lodged within 60 days of the decision. If you are not satisfied with the commissioner’s ruling on your objection, you can have the matter referred to the local court on appeal. Offences? Making a false or misleading statement with an application for a grant carries a penalty of up to $20,000 and you may be required to repay the grant, interest and other costs.

Due to the age of the houses and offices in the Pilbara, people want their bathrooms, kitchens and
laundries renovated and Gareth has found he can fill that need.
