Starting the conversation Dear Ate Anna: You have said many times that it is wise for parents to talk to their children about sexuality. I have two teenagers – my daughter is 14 and my son is 17 years old. My wife and I don’t like some of the ideas my son has. Is it too late to start talking to him? How can I change his thinking? Robert Dear Robert: To answer your first question: it is never too late to start talking with your children about sexuality issues. Of course, the earlier a parent starts, the easier it is to feel comfortable with the topic. Even at this stage, however, you can make discussions about sexuality a regular part of your interactions with your children. It is a good idea to make sure you have up-to-date knowledge before you begin having these conversations. An idea would be to research topics with your son – and your daughter, I would like to say. There are many things that boys and girls can learn from the
viewpoint and experiences of their opposite-gendered parent. You can involve your partner in this research project, as well. Sexuality is a topic where the learning never stops! To get you started go to www.serc.mb.ca for links to some reliable websites. Give your children correct information and clear explanations. The better your children understand their sexuality the more equipped they will be to make good decisions about their sexual health. Try to talk about the risks of sexual behaviour without using scare tactics. Teaching responsible decisionmaking is far more empowering than trying to scare someone out of having sex. Your children need the opportunity to figure out their own values and beliefs, but they also need guidance. It is important to share your values and why you believe what you do. On human rights The issue of human rights has always been a thorny one for residents of Davao City especially now that Mayor Rodrigo Duterte has formally joined the race for Malacañang. The narrative that is wrapped around the city is that it has achieved its state of relative peace and order — especially when compared with other places in Mindanao — through the iron hand of Duterte, and that individual rights had been subverted and abused in the pursuit of this goal. More to the point, it is widely believed that criminals, particularly drug lords, have been killed by vigilantes belonging to the allegedly statesponsored Davao Death Squad (DDS), a shadowy group that has been blamed for more than a thousand summary executions since the mid-1990s. It is “common knowledge,” so goes the narrative, that drug pushers are being killed by people working under direct orders of the mayor. This is the accusation of such groups as Amnesty International (AI) and Human Rights Watch (HRW), two US-based groups that have taken it upon themselves to lecture the country on human rights. According to these two groups, Duterte should be investigated and prosecuted for his role in the deaths of countless people — some of them children — on the mere suspicion that they were criminals.
AI and HRW claim to have been monitoring Duterte for quite some time and have dug up real dirt on him, squarely blaming him for the summary executions and raising the alarm that, should he win the presidency, he would do the same on a national scale. But accusing the mayor of human rights violations is one thing, proving it quite another. Indeed, in all the years AI and HRW have claimed to be watching Duterte closely, they have never presented concrete proof to back up their claims. In fact, AI’s Philippine chair Ritz Lee Santos III can only say the following: “There are no formal charges in court, but based on the records of the Commission on Human Rights, which we also monitor, there are allegations of human rights violations against him.” In other words, the group has no solid evidence and has to rely on other groups and agencies for its data. And as Duterte himself has pointed out, the CHR and the Department of Justice (DOJ) — both of which were once under his nemesis Leila de Lima, who is now running for a seat in the Senate — have never filed formal cases against him in court. “When she was the chair of the Human Rights she had been lambasting me saying that I am a human rights violator. When she
was the DOJ she continued her attacks on me. But she did not file any case against me,” Duterte said, giving credence to the suspicion that the human rights card is being played only because the mayor is running for president. For if not, wouldn’t they have pursued the matter long ago and saw to it that the cases were filed in court? *** One of the distinctions of the Internet in general and social media in particular is that it allows the participation of virtually anyone. It used to be that for a person to be heard by the populace, he or she would have to be a celebrity, politician, or someone who has the money to buy advertising space or airtime. Letters to the editor would have democratized things, but they have always been a hit-or-miss thing, with newspapers typically choosing which ones to publish and which ones to throw away. With the Internet, it has become easier to engage publications simply by posting comments on their websites. Indeed, media outlets are being beaten in this game by social media where Facebook or Twitter posts can often become viral and seen by thousands and even millions of people without having to be published or aired in traditional media. The problem with social media, however, is that it can also be a breeding ground for intolerance. With everyone free to engage each other, it is not uncommon for those with less than benevolent mindsets to take the low road and resort to bullying those who happen to believe in something else or support
another cause. This happened in the Philippines in the 2010 national election — the first polls in which social media were already common — and it is happening at an even greater magnitude as the 2016 election approaches. And whether they like it or not, supporters of Mayor Duterte are fast gaining a reputation for being online bullies, and their attacks and tirades against those who support other candidates or who make the mistake of criticizing the mayor are doing the campaign serious harm. Several personalities have already fallen victim, including popular tour guide Carlos Celdran and celebrities Gab Concepcion and Ramon Bautista, and there is no telling if it will stop. The bullying can be as benign as simply calling people names or as vicious as actually threatening them with physical harm. This sort of behaviour validates what many people accuse Duterte of being: a human rights violator who resorts to violence to accomplish his goals. It’s not like it’s not possible to be civil. After all, from the same group of people come true innovators who have pioneered the use of “citizen ads” in promoting the presidential campaign of Duterte. If this were harnessed, it would go a long way in convincing non-Dabawenyos that Duterte is, in fact, a viable candidate who can go head-to-head with the other candidates in a civil discussion. Canada is in the heart
America is in the Heart by Carlos Bulosan is a heart wrenching and inspiring narrative of how one Filipino man came to accept his new home, even if it did not always accept him. To me, one of the most compelling moments of the novel is when Bulosan comes to the realization that America is as much his as any native-born American, because he worked hard to make the country great: “I glanced out of the window again to look at the broad land I had dreamed so much about, only to discover with astonishment that the American earth was like a huge heart unfolding warmly to receive me. I felt it spreading through my being, warming me with its glowing reality. It came to me that no man – no one at all could destroy my faith in America again. It was something that had grown out of my defeats and successes, something shaped by my struggles for a place in this vast land, digging my hands into the rich soil here and there, catching a freight to the north and south, seeking free meals in dingy gambling houses, reading a book that opened up worlds of
heroic thoughts. It was something that grew out of the sacrifices and loneliness of my friends, of my brothers in America and my family in the Philippines – something that grew out of our desire to know America, and to become a part of her great tradition, and to contribute something toward her final fulfillment. I knew that no man could destroy my faith in America that had sprung from all our hopes and aspirations, ever.” The idea that an immigrant becomes a member of their new society through shaping the nation in their vision is the true gift that newcomers bring. Furthermore, it can give immigrants and newcomers control of their integration. America is in the Heart was not about Carlos Bulosan trying too hard to become what he thought an American was, but rather him fighting against everything – even himself – to help America become what he wanted it to be. Near the end of the book, when he was teaching farm labourers the history of America, Bulosan states “All of us were immigrants – all the way down the line. We are
Americans all who have toiled for this land, who have made it rich and free. But we must not demand from America, because she is still our unfinished dream. Instead, we must sacrifice for her: let her grow into bright maturity though our labour.” Bulosan and his compatriots in America advocated for Filipino labourers to become American citizens, based in part upon the labour they had given to the nation. Today many advocates for temporary foreign workers in Canada argue that they should be given permanent residency, if not citizenship, because they have improved Canadian society through their work. Bulosan was writing during a turbulent time in American history, when racial exclusion was a reality and racism towards nonwhites endemic. America is in the Heart captures that story; indeed, to me it is a story of heartache and of fighting against one’s fate to make life better. Following the 1898 Spanish-American war, when the Philippines became a colony, Filipino labourers traveled the Pacific to live and work in the United States. There was much xenophobia and racism in American society towards people of Asian descent – as was the case in Canada – and throughout the 1920s and 1930s, immigration from Asia was increasingly restricted. However,
while Chinese and Japanese migrants were prevented from entering the United States, Filipinos continued to migrate to America. Under the 1917 Immigration Act (also known as the Asiatic Barred Zone Act), Asian immigration was restricted; however, as U.S. Nationals – owing to their colonial relationship – Filipinos continued to enter the country unhindered. While still able to immigrate, though, anti-Asian sentiments were rife in the country, as depicted in Bulosan’s narrative, and Filipinos faced many barriers to integrating into the American life. As Bulosan demonstrated, many Filipinos (as well as other discriminated groups) were forced to live in shady areas of town because they could find nowhere else to live. Forced to live in these poor, crime-ridden neighbourhoods, many were associated with that criminal lifestyle unfairly and suffered as a result. The Filipino American community thus had very rough beginnings. In Canada, though, Filipinos came during a much more liberal time when immigration laws were being modernized and Canadian society was moving towards the policy of multiculturalism. Of course, this may mean that you and your wife need to spend some time reflecting on exactly what you want to say to your children. The media has a big influence on the values and beliefs of young people. Stay in touch with what your kids are watching, reading and listening to. It can help you engage your children in a discussion about sexuality that’s relevant to what they’re experiencing in their own social world. Ask your son or daughter what they think about a TV show or movie that deals with sexuality or a sexual situation. For example, “Do you think those two young people on that show made the right decision to have sex?” or “What do you think about the way that music video depicts women?” Asking is often more successful than telling if you’re actually trying to have a discussion. Pick a time to talk when both of you are not distracted. It is also important to be in a private space where you both feel comfortable. Some parents and youth find it easier to talk about sexuality while doing something together – like washing the dishes, walking the dog or driving in the car. This may help relieve some embarrassment and each of you can ask questions without having to make eye contact. Try to be as calm and open as you can while your son or daughter “gets out” what he or she is trying to say. If you’re not exactly sure

From page 6 differs significantly from their kababayan in the U.S. And yet, so much of what Bulosan writes rings true: the search for a better life abroad, the loneliness that can accompany immigration, the difficulty of finding gainful work, but also the opportunities that open up for those who work hard, and the dream that Canada, too, will one day be in the heart. This evocation made by Bulosan – that America is in the heart – has become a timeless expression of Filipinos living abroad. In Winnipeg’s first Filipino newspaper, the Silangan, one author wrote “Let us all hope that we will discover, like Bulosan, that Canada is in the heart too.”

If your child asks you a question that you aren’t prepared for – don’t panic. You can say something like, “That’s a good question, but I’m not sure of the answer. Can you give me some time to think about your question and we can talk about it later?” or “I don’t know the answer – should we look it up together?” Be sure to follow up promptly so your child knows the question is a priority for

He was writing in celebration of the Philippine Independence Day (June 12) and Canada Day (July 1), stating, “understanding our roots should make us better citizens of Canada.” Indeed, as a historian of immigration – and, particularly, Filipino immigration – to Canada, I believe that sentiment is the true prerequisite for successful integration in Canada. Some “oldstock” Canadians are discomforted by change, however, diversity is not something to fear or suppress, but to celebrate. It is in our diversity that our country progresses, that our society becomes better. Canada is made better by newcomers not merely because we become more tolerant, aware, and accepting of other cultures, but because individuals who have grown up outside of Canada bring to the
country a different outlook, a different way of doing things. In America is in the Heart, we saw that Bulosan’s experiences of injustice in the Philippines led him, and others like him, to be champions of the labour movement on the American west coast. The sentiment of America is in the Heart and “Canada is in the heart” is the realization that the fate of one’s new home depends, in part, upon one’s self. Integration to Canadian society is done through shaping the country by one’s unique contributions, not passively accepting things the way they are but working to make them, and all of us, better. 2016 sponsorship of parents and grandparents The sponsorship of parents and grandparents is back but with a noticeable difference. The most obvious difference is that the program information has been out for a few weeks. This early release is a marked improvement from 2013 and 2014, when the governing Conservatives kept everything under wraps until the last possible moment. The Liberals’ approach is respectful of users and gives everyone a fair chance to collect information and submit the application in time, unlike the Conservatives who apparently did not trust immigrant sponsors and acted like they thought all users were trying to cheat them or gain advantage. This openness represents a positive change in attitude and a major step towards renewing our confidence in the Canadian government and its immigration programs. The attitude of the government has changed for the better, but what about the sponsorship program itself? First, it is important to note that Citizenship and Immigration did not say what the new cap would be. In 2014 and
2015 the cap was set at 5,000 and that number was reached within weeks or, in the impression of many, within days. The Liberals, as part of their election platform, announced their intention to double that number to 10,000. The federal program web site reads: “We will start taking new applications to sponsor parents and grandparents on January 4, 2016 at 8:00 a.m. Eastern Standard Time. There will be a cap on the number we accept. We will not accept applications we receive before this date.” Ten thousand is the most likely cap because we have no reason to doubt Prime Minister Trudeau’s word. He is the same caring Prime Minister who is bringing in 10,000 Syrian refugees by the end of 2015 and another 15,000 in early 2016. His actions speak even louder than his words. In terms of the mechanics of the sponsorship of parents and grandparents, there are actually no noticeable changes. Potential users should follow the Document Checklist: Sponsor – For Parents and Grandparents (IMM5771) and the accompanying guide
that sets down the documents requirements and forms to be completed. The application itself is composed of two parts: first, for the sponsors inside Canada and second the applicant(s). There are a number of forms to be signed, and photocopies of signatures are not accepted. All forms from sponsors or applicants must have original signatures. Potential sponsors must follow the stated requirements throughout; especially the need to provide an original “Option C print out or Notice of Assessment (NOA) issued by the Canada Revenue Agency for each of the three most recent taxation years.” If your spouse or common law partner is a co-signer, he or she must provide the same documents. In other words; sponsors will have to provide evidence of minimum
acceptable income levels for taxation years 2014, 2013 and 2012. [See the table on this page.] In addition to the minimum income levels for sponsors, applicants must ensure that the submission is complete. If not, it will be returned and it may miss the cap. Sponsors must show that they are permanent residents or Canadian citizens and provide proof of familial relationship to the parent or grandparent applicants as well as evidence of financial ability to sponsor. The applicants must complete all forms and be aware that some forms such as the Generic Application Form for Canada (IMM0008) was changed again in November 2015, in addition to providing supporting documentation. There are things that could be changed in the sponsorship of parents and grandparents but at
least the new government appears to be heading in the right direction. If you qualify as a sponsor, then consider your sponsorship option, but it comes with a major cost – 20 years responsibility. Good luck with the application but if you need help, hire a licensed immigration consultant or immigration lawyer. What is vermiculite? Vermiculite insulation is a cobblestone-like or ellipsoidal, solid product about the size of an aspirin pill, and typically graybrown or silver-gold in colour. It is a naturally occurring mineral composed of glittery particles that look a lot like mica. When heated abruptly to a high temperature, this crystalline mineral swells into accordion-like, low-density filaments. In this form, vermiculite is a fire-resistant, odourless, and lightweight material that has been utilized in various applications, such as insulation for walls and attics. The oldest and largest vermiculite mine in the United States started operations in the 1920s near Libby, Montana. It was known that the vermiculite
from this mine was contaminated with tremolite, an extremely lethal form of asbestos, which had been installed in tens of millions of homes in the United States alone. Since over 70 per cent of all vermiculite sold in the U.S. from 1919 to 1990 came from the Libby mine, it is safe to suspect that all vermiculite insulation found in buildings has asbestos in it. The mine was forced to close down in 1990 following stiffer environmental controls. Homeowners should be on the lookout for empty bags in the attic that bear the name Zonolite®, the commercial name of the vermiculite mined in the infamous Libby mine. Vermiculites are formed over millions of years of weathering
of the mineral biotite. However, biotite deposits are commonly in near proximity to diopside deposits that metamorphose into asbestos due to the same weathering processes that create vermiculite. Asbestos can be easily inhaled as a result of separation into microscopic particles that become airborne. Prolonged exposure to asbestos can result in a scarring disease of the lungs known as asbestosis, mesothelioma, and lung cancer. The risk of getting these asbestosrelated diseases usually increases with the concentration and length of exposure, and smokers may face an even bigger peril of lung cancer. What should homeowners do if there’s a possible presence of asbestos in their homes? • Hire a contractor that is licensed and qualified to test and handle asbestos before performing any home renovation projects. • Leave any vermiculite or any asbestos insulation untouched or unmoved. When these products are handled or removed, they become airborne that increases the health risk through inhalation. • Be calm. According to the American National Institute for Occupational Safety and Health (OSHA), asbestos-related illnesses are generally the result of high levels of contact over long spans of time. Asbestos is usually not a life-threatening situation if just left undisturbed in the attic.
Additionally, air usually flows from the house into the attic, and not the other way around. • Wear proper respiratory protection when entering areas suspected to have vermiculites. Dust masks and disposable respirators are not effective for avoiding asbestos exposure. • Seal holes and cracks in attics, such as around attic access doors and panels, ceiling fans and light fixtures, where insulation could pass through. • Dispose of debris and waste contaminated with asbestos in tight containers and have it delivered to proper disposal facilities • Use wet methods of cleaning around vermiculite. Refrain from shovelling, vacuuming, dry-sweeping and blowing with compressed air, or other dry
clean-up methods. • Avoid using an attic with vermiculite as a storage area. • Prevent children from playing in an attic with vermiculite. • Do not launder clothing exposed to vermiculite with family clothing. Summing up, vermiculite is a highly dangerous substance used as a building insulator; however its health hazards can be mitigated with proper handling and disposal methods. Biglang lumitaw sa harapan nila ang isang anghel ng Panginoon at lumaganap sa paligid nila ang nakasisilaw na kaningningan ng Panginoon. Natakot sila nang gayon na lamang ngunit sinabi sa kanila ng anghel “Huwag kayong matakot! Ako’y may dalang mabuting balita para sa inyo na magdudulot ng malaking kagalakan sa lahat ng tao. Sapagkat isinilang ngayon sa bayan ni David ang inyong Tagapagligtas, ang Cristong

Mainit na pagsalubong sa bagong dating Matagumpay ang pagdiriwang “Welcome to Our Bagong Dating” na ginanap noong Nobyembre 15 sa Daniel McIntyre Collegiate Institute. Taon-taon inihahandog ito ng Philippine Heritage Council of Manitoba (PHCM) upang batiin nang malugod at ipaalam sa ating mga kababayan na bagong dating ang mga community resources at impormasyon na aalalay sa kanila upang maging magaan, maayos at mapayapa ang kanilang pagbabagong-kalagayan. Dinaluhan ang event ng halos dalawang daang bagong dating at kanilang mga pamilya,
