

In an unprecedented political development, the Philippine House of Representatives voted on February 5, 2025, to impeach Vice President Sara Duterte, marking the first time a sitting vice president has faced such proceedings in the country’s history. With 215 out of 306 lawmakers voting in favor, the case now moves to the Senate, where her political future hangs in the balance.
Why was Sara Duterte impeached?
The impeachment complaint against Duterte centers on multiple controversies, including alleged corruption, misuse of confidential government funds, and a widely reported threat against key government officials.
1. Confidential funds controversy
One of the main issues cited in the impeachment complaint involves the rapid disbursement of PHP 125 million in confidential funds by the Office of the Vice President (OVP) in 2022. Lawmakers questioned the lack of transparency surrounding these funds, with reports indicating that some transac-
Long before the term “Overseas Filipino Workers” (OFWs) became common, Filipinos used the acronym “TNT”– short for “Tago ng Tago,” meaning “always hiding” – to describe compatriots living in the United States without legal status. This includes those with expired work visas and tourists who overstayed, working “under the table” to earn a living. From the 1960s through the 1990s, many Filipino TNTs managed to regularize their status with the help of immigration lawyers and supportive relatives. However, the landscape has changed, and stricter policies have made their situation more challenging than ever.
Stricter immigration crackdown
In early 2025, U.S. lawmakers intensified efforts to enforce immigration laws. The introduction of stricter detention policies has increased the risk of arrest and deportation for undocumented individuals.
The sponsorship options for parents and grandparents have been limited since 2020. If you submitted an expression of interest in 2020 and received an invitation to apply in 2020 or the following years, you are one of the fortunate. Many sponsors who submitted a complete expression of interest and met the relationship and minimum income levels for the three proceeding years were never selected, and applications ended as dormant after subsequent selection exercises, even those for 2025. The options for those not selected, or the many who were excluded in all draws, is to bring your parents and grandparents
to Canada on a super visa. This option is still available to sponsors but some things have changed. Canadian immigration has recently changed the health insurance eligibility requirements for the super visa. The move to extend insurance to foreign providers has just been announced and the stated intention is to make things easier for parents and grandparents who want to visit their families in Canada. Effective January 28, 2025, applicants may now purchase health insurance plans from non-Canadian insurance companies to fulfill the proof of health insurance requirements. Prior to this change,
health insurance for super visa validity had to be purchased through a Canadian provider. Requirements for foreign insurance providers
The foreign insurance provider must be authorized by the Office of the Superintendent of Financial Institutions (OSFI), be registered on the OSFI list of federally regulated financial institutions and be eligible to make policies on its insurance business in Canada. The policies must have reference to the course of insurance business inside Canada and the policy underwriter or insurer must be identified on the proof of insurance document.
All insurance plans for the
super visa, whether Canadian or non-Canadian companies, must also: be valid for a minimum of one year from the date of entry; be paid in full or by instalments with a deposit; cover health care, hospitalization, and repatriation; and provide a minimum healthcare coverage of $100,000 CDN. Newcomers must be prepared to show proof of insurance coverage at the POE at the time of entry into Canada. The proof of insurance from the non-Canadian health insurer can be confirmed by visiting the OSFI list of regulated financial institutions abroad and in Canada. At this point in time, there are 79 banks and 41 trust companies on the OSFI list. You can contact OSFI at information@osfi-bsif. gc.ca. Good luck with your super visa application. For each month you begin receiving CPP before age 65, your pension decreases by 0.6 per cent, leading to a permanent reduction of 36 per cent if you start at 60. This option may be suitable if you require immediate income to cover living expenses or if health concerns suggest
a shorter life expectancy. The maximum monthly benefit at this age is $801.47, making it a practical choice for those prioritizing earlier financial support.
Taking CPP at age 65: The standard option
Taking CPP at the standard age of 65 ensures full entitlement without any reductions. This approach strikes a balance, offering standard monthly payments with a maximum benefit of $1,252.30. It is ideal for those retiring fully and seeking a consistent and reliable income stream.
Delaying CPP to age 70:
Maximizing your benefits
For those who can afford to wait, delaying CPP until age 70 yields the highest monthly payments. Your pension increases by 0.7 per cent for each month you defer after age 65, resulting in a 42 per cent boost at age 70. This option provides a maximum monthly benefit of $1,778.27 and
is advantageous for individuals expecting a longer lifespan and possessing the financial flexibility to delay receiving benefits.
Understanding CPP survivor benefits
CPP also offers survivor benefits, providing financial assistance to a spouse or commonlaw partner in the event of the contributor’s death. If the surviving spouse is under 65, they receive a flat-rate portion plus 37.5 per cent of the deceased’s CPP. For those 65 or older, the benefit amounts to 60 per cent of the deceased’s CPP. The actual payments depend on the deceased’s contributions and the survivor’s current benefits.
Key factors to consider when deciding
Several key factors should be considered when deciding when to take CPP:

“There are certain tests that it can easily be done to ensure that you have no circulatory issues, and a few blood tests may be warranted just to make sure you have no autoimmune issues or even signs of anemia,” Dr. Bracamonte says.

2. Alleged threats against President Marcos and other officials
A key turning point in the impeachment case was Duterte’s alleged statement in late 2024, where she reportedly made a threatening remark about hiring an assassin to target President Ferdinand Marcos Jr., First Lady Liza Araneta-Marcos, and House Speaker Martin Romualdez. This statement raised alarm among lawmakers and further fueled calls for her removal.
3. Criminal complaints filed
On February 12, the National Bureau of Investigation (NBI) filed criminal complaints against Duterte, including charges of inciting to sedition and grave threats. The Philippine Department of Justice will review the charges and determine whether to pursue a case in court.
What happens next?
Following the House vote, the Articles of Impeachment were transmitted to the Senate. However, because February 5 was the last session day before a four-month congressional recess, the Senate adjourned without acting on the complaint. Senate President Francis Escudero clarified that under Philippine law, an impeachment trial cannot be conducted while Congress is in recess. As a result, the trial is expected to begin after Congress reconvenes on June 2, 2025, following the midterm elections.
The political impact
The impeachment of Sara Duterte has deepened the divide between her supporters and allies of President Marcos Jr. The upcoming midterm elections in May 2025 are expected to be a battleground between the two factions. Twelve of the 24 Senate seats will be contested in the election, and the results will be crucial for the impeachment trial, where a two-thirds majority (16 out of 24 senators) is required to convict and remove Duterte from office.
Duterte’s response Duterte has denied all allegations and maintains that the impeachment is politically motivated. She has vowed to fight the charges and has not indicated any plans to step down. Some analysts believe that the case could impact her longterm political ambitions, including a possible presidential run in 2028.
With the impeachment trial set to begin later in the year, the Philippines is bracing for what could be a defining moment in its political history. As the nation awaits further developments, the outcome of the midterm elections may play a decisive role in determining Duterte’s fate.

Searching online for the Philippine Association of Manitoba (PAM) yielded negative results. This prompted me to start writing about PAM to have its presence online. The Philippine Association of Manitoba was the second oldest Filipino community organization in Winnipeg, founded in 1969. It was the result of the unification of the Filipino Canadian Association, mainly comprised of doctors in 1962, and the Kayumanggi Club formed in 1967. This unification process happened under the watch of Dr. Rey Pagtakhan, the founding president of PAM, who was responsible for drafting PAM’s constitution on February 28, 1970. (G. Dalayoan et al.)
The founding Board of Directors of PAM were Neil Parado, Linda Cantiveros, Joe Sulit, Arlene Simon, Rizaldo Medina, Dr. Roland Guzman, and Nap Ebora. (L. Crisostomo interview, 2014).
PAM and its garment workers’ base
Les Crisostomo became PAM’s President in 1971. In my interview with Les in 2014 at Polo Park Food Court, he fondly told me that he was responsible for incorporating the organization and coining PAM as its name. Another great achievement of Les Crisostomo as a founder was convincing the Filipino Garment Workers Association (FGWA) under the leadership of Fundador Serrano to become a part of PAM.
The FGWA joining with PAM provided the mass character to the organization previously comprised of physicians, nurses, etc.
By 1972, Cris Aglugub became PAM’s president until 1978. He was later elected as a Member of the Legislative Assembly for the Maples constituency from 1999 to 2007. This period was Cris’s first term as President of PAM and was also the time when PAM sponsored a provincial conference.
Cris was succeeded by Ralph Buñag as President from 1978 to 1980. Ralph facilitated the ManilaWinnipeg sister-city initiative in 1979. The project began under the leadership of Mayor Bob Stein and was finalized during the term of Bill Norie. Resty Taruc assumed PAM’s leadership from 1981 to 1982 during the Barangay Federation of Manitoba controversy and breakaway. By 1982, Cris Aglugub would serve his second term as PAM’s President until 1985. 88 Juno Phase: 1984
It was during the second term of Cris Aglugub that a series of grant applications and fundraisers were initiated through the collective leadership of PAM to acquire an office at 88 Juno St. The project materialized in 1984.** After the second term of Cris Aglugub, Maggie Jularbal became PAM’s President in 1986, followed by Jean Guiang in 1988 who would serve until 1991. Jean was the founder of the Filipino
Domestic Workers Association of Manitoba or FIDWAM, a migrant organization advancing rights and welfare. Jean’s first Vice-President was Efren Villarba and the second Vice-President was Conrado Gomez.
Towards PCCM
Efren Villarba would be PAM’s Chair in 1992. Efren served for a brief period due to personal reasons. He was the editor-in-chief of The PAM Today, the newsletter of the PAM, and the founder of Philippine Echo, Focus Magazine in 1984. John Gano, Efren’s ViceChair and the founding chair of BIBAK (Benguet, Ifugao, Bontoc (Mountain Province), Apayao, and Kalinga), took over as PAM’s President in the latter part of 1993 to 1994. In 1993, a big protest rally was organized to address racism and discrimination. Conrado “Popoy” Gomez (PAM’s Vice-President) served as the organizer and one of the speakers. Lou Fernandez assumed PAM’s leadership from 1995 to 1996. He was succeeded by Fred Arojado as Chair in 1997, Gildred Aloro in 1998, and Lito Taruc from 1999 to 2015.
These leaders played crucial roles in organizing the community through the ups and downs and twists and turns in our community’s history. They spearheaded cultural events promoting Philippine heritage, assisted in casework for community members, advanced rights and welfare, and addressed racism and discrimination, to mention a few. PAM continued serving the community until the formation of the Philippine
Canadian Centre of Manitoba or PCCM.

Kim Chiu and Paulo Avelino’s movie My Love Will Make You Disappear will be released in US and Canada on March 28 according to a report by Variety.
My Love Will Make You Disappear follows the story of “Sari (Kim), a woman convinced she’s cursed because every man she loves vanishes” and “Jolo (Paulo), a brooding landlord grappling with a failing apartment complex,” as per Variety report. “Their paths cross as they fight to save a community from displacement, but Sari’s supposed curse threatens their budding romance.”
ABS-CBN Films head Kriz Gazmen remarked that My Love Will Make You Disappear is “a testament to the power of kilig as a cultural export.”
The movie is directed by Chad Vidanes
In an interview with the lead stars back in January, both expressed their excitement about the film.
“It’s a date. Sana samahan nila kami. After all the successful blockbuster films ng Star Cinema, kami ‘yung next. So, praying and hoping na samahan kami ng madlang pipol,” Kim said.

Champion surfer Philmar Alipayo has confirmed that he and his fiancée, Andi Eigenmann, have resolved the issues that recently sparked rumors of a breakup.
The controversy, which involved Alipayo’s matching tattoo with his Swedish friend, Pernilla Sjoö, led to intense public speculation about their relationship.
Through a Facebook post on Monday (Feb. 10), Alipayo announced that he and Eigenmann are now on good terms after a private discussion.

The United Nations Tourism and the Philippines’ Department of Tourism (DOT) mourned the passing of Chef Margarita Forés, describing her as a “trailblazer” who reshaped the way the world perceives Philippine gastronomy.
“Chef Margarita championed the Philippines’ rich culinary heritage, not only as a celebrated chef but as a fierce advocate for the promotion of local food culture,” Tourism Secretary Christina Frasco said in a statement.
The official recognized her support for the DOT’s efforts to integrate gastronomy as a pillar of the country’s tourism strategy.
She said the late restaurateur has successfully showcased the
“diverse and vibrant flavors of the Philippines,” which helped the country gain global spotlight and inspired a new generation of chefs and food lovers.
“Chef Margarita’s legacy will forever be etched in the heart of Philippine gastronomy. Her love for food, country, and culture will live on in every dish, every flavor, and every story shared around the table,” Frasco said.

These groups hold online conferences and “Know Your Rights” sessions to educate Filipinos on how to protect themselves, interact with immigration officers, and prepare for potential deportation.

As early as late 2024, Philippine Ambassador to the United States Jose Manuel “Babes” Romualdez urged undocumented Filipinos not to wait until they are deported.
In an online forum hosted by the Foreign Correspondents Association of the Philippines (FOCAP) in November 2024, he
said, “My advice to many of our fellowmen who actually are still here (in the U.S.) but cannot get any kind of status, my advice is for them not to wait to be deported… at least if you leave, there is always the opportunity or the chance that you’d be able to file at the right time. Just follow the rules and regulations of the country – that’s the only way,” he said. Romualdez warned that a foreign national, once deported, can never return to the U.S.
He noted that the U.S. continues to regard Filipino health care workers as essential to its workforce, saying many health service companies are asking the embassy for ways to increase the number of deployed Filipino nurses. Looking ahead

Held on February 8th at the Royal Ballroom of the Viscount Gort Hotel, Musica Singers’ second concert of their second season, Tanghalan: Gems from the Stage and Screen, was a full-house spectacle. The evening featured an eclectic program of songs from beloved musicals and iconic movies, brought to life by the Musica Singers and MY Band, and hosted by Lendyll Soriano
The concert opened in grand fashion, with the choir donning elegant Filipiniana attire designed by Marlon Tuazon, a double gold medallist in the Philippine Ternocon 2018. The stage was graced by collaborating artists Hector Arroyo, Hannah Cachero, and Lorenzo Camus, alongside MY Band members Jim Lopez (keyboard and music director), Shawn Porteous (guitar), Jerome Endaya (guitar), Jaymar Tria (bass), Crisanto Aquino (drums and percussion), Paolo Camus (violin), and vocalists

The pre-concert dinner was made even more special with a performance by baritone Ricardo L. Manalang, who serenaded guests with timeless classics, accompanied by MY Band.
A standout moment of the evening was the heartwarming rendition of Tomorrow by Musica Kids – featuring young singers Amiel Arcos, Sky Arcos, Zion Figueroa, Alijah Lopez, Jamie Lopez, and Jeremiah Lopez earning a wave of applause from the audience.
The carefully curated repertoire took concertgoers on an emotional journey, from the uplifting anthems of Magsimula Ka and The Impossible Dream, to the cinematic magic of Eye of the Tiger and Bohemian Rhapsody. The show closed on a high note with Awitin Mo at Isasayaw Ko followed by encores of Dancing Queen and Kahit Maputi Na ang Buhok Ko.
Adding to the evening’s significance was the graduation of three trainees – Jay Aguilar (baritone), Ampy Carlos (soprano), and Carlos Arcos (tenor) – who are now full-fledged members of the Musica Singers. Auditions for the training program is ongoing.
Musica Singers and MY Band, under the management of Musica Singers of Manitoba Inc., a nonprofit organization, continue to bring exceptional choral performances to audiences. With another successful show under their belt, excitement is already building for their next production, Awitan, a celebration of Filipino folk songs and contemporary hits. This concert will be held on June 28 at the University of Manitoba Desautels Concert Hall as part of Filipino Heritage Month in Canada.

The Filipina beauty queen made history in Bolivia after emerging victorious in the Latina-dominated Reina Hispanoamericana 2025 pageant. She followed in the footsteps of Winwyn Marquez, who won the country’s first Reina Hispanoamericana title in 2017.
“I’m just so grateful and proud that I got the second crown for the Philippines,” the 22-yearold singer-songwriter said in an interview with the pageant website Missosology.
Mate is looking forward to her activities as the new titleholder – which would involve a lot of traveling to promote Hispanic culture.

When asked to react to comments that she should not have been a Reina Hispanoamericana candidate since she is from Asia, the beauty queen replied: “The Philippines, we have the same culture as the Latinas – we just live in a different continent. It does not mean that we cannot embrace Hispanic culture.”
Aside from her reign, Mate also plans to continue her career as a singer-songwriter and hopes to expand her reach to Latin America.
She has been using music as a tool for mental illness, believing that it can “heal others and yourself as well.”
“I want people to remember me by my heart, how I care about people, and how I want to empower them through my music and my voice,” she declared.
