Former Philippine President Rodrigo Duterte left Manila from Villamor Airbase bound for the Hague, Netherlands, hours after he was served an Interpol arrest warrant on Tuesday, March 11, 2025. The arrest was at the request of the International Criminal Court (ICC) for Duterte’s alleged crimes against humanity related to his bloody “war on drugs,” which killed thousands of Filipinos.
President Ferdinand Marcos Jr. confirmed the arrest in a press conference, saying, “I am confident the arrest was proper, correct, and followed all necessary legal procedures…We did not help the International Criminal Court in any way. The arrest was made in compliance with Interpol.”
A copy of the warrant said Duterte is accused of criminal responsibility for the murder of at least 43 people between 2011 and 2019, which would include the time when he served as mayor of Davao

Immigration, Refugees and Citizenship Canada (IRCC) report that their current backlog of cases has dropped below one million for the second month in a row.
The total number of applications was 892,100 on January 11, 2025. This number is still high but down from the 942,300 reported at the end of December 2024, or a decrease of 5.33 per cent in just one month. The steady decrease in the backlog can be seen in the last six months: on August 31, 2024, the backlog was 1,078,300; September 31, 2024 it was 1,097,000; October 31, 2024, it was 1,056,100; November 30, 2024, it was 942,300; and as of January 31, 2025, it was 892,100. The backlog is one measure of the success of IRCC in processing application submissions.
The backlog is the number of submissions that are not processed within the department’s published service standards. The total number of applications in the IRCC
inventory has also been decreasing over time. As of December 31, 2024, the inventory was 2,119,900, which fell to 2,076,600 by January 31, 2025. The number of applications processed within service standards was 1,184,500 on January 31, while it was 1,177,600 at the end of December. Express Entry applications have a service standard of six months while family sponsorship applications have a service standard of one year. Therefore, Express Entry applications, which are not processed within the six-month standard are added to the backlog numbers.
As of January 31, 2025, IRCC had 839,900 applications in its inventory for permanent residence immigration programs. This includes Express Entry stand alone and applications aligned to the provincial nominee programs and the family sponsorship programs. Of the total number of applications,
483,500 or 58 per cent, were being processed within the service standards leaving 365,400 as backlog. The department noted that 20 per cent of the Express Entry were considered part of the backlog.
In terms of provincial nominee (PNP) applications through Express Entry, the backlog rose to 30 per cent as of January 2025, from 25 per cent on December 31, 2024. This shows an increasing number of PNP applications through Express Entry awaiting a final decision.
In terms of temporary residence applications, only 51 per cent were being processed within service standards as of January 31, 2025. This number includes work permits, study permits, and visitor visas. Out of 998,100 applications, only 501,400, or 51 per cent, were processed within service standards, leaving 493,700 applications as part of the backlog.
Visitor visas comprised the majority of temporary residence applications in the backlog or 31.71 per cent of the total. Study permits
in the backlog continue to rise with 45 per cent in January up from 43 per cent in December 2024. Work permits decreased in the same period – only 42 per cent remained in the backlog at the end of January 2025 compared with 57 per cent at the end of December 2024.
Citizenship applications in the backlog are low. As of January 31, 2025, there were 238,000 total applications for citizenship. Of this number 196,600, or 82 per cent, were processed within service standards. This leaves only 18 per cent in the backlog.
IRCC continues to show improvement in the reduction of the backlog. The Immigration Levels Plan 2025-2027, released on October 24, 2024, forecasts a reduction in PR applications. IRCC has also placed caps on
study permits. By lowering targets and using caps, IRCC is limiting applications, and this is accompanied by their intention to cut over 3,300 jobs over the three years. We must wait to see how the plan’s reduction of staff impacts on the backlog and processing times. If IRCC can continue reducing the backlog, then more praise for them. Let us wait and see.

Mark Carney was sworn in as Canada’s 24th prime minister by Governor General Mary Simon at Rideau Hall on Friday, March 14, 2025. Liberal Party members chose Carney to replace outgoing Justin Trudeau at their convention in Ottawa on Sunday, March 9. Carney won the job taking 85.9 per cent of the vote in the first round of voting. Prime Minister Carney was born in Fort Smith, N.W.T., and raised in Edmonton, Alberta. He was educated at Harvard University. Before joining federal public service, he had a 13-year career with Goldman Sachs investment bank in its London, Tokyo, New York, and Toronto offices.
In 2008, Mark Carney was appointed as the Bank of Canada governor by Stephen Harper’s Conservative government at the beginning of the financial crisis. He went on to become the first
non-Briton governor of the Bank of England from 2013 to 2020 and later served as a United Nations special envoy on climate action. After his first meeting with the Liberal cabinet in Ottawa on March 10, Carney told reporters that he expected the transition “will be seamless and it will be quick.”
Understanding heart disease
Heart disease encompasses various conditions affecting the heart’s structure and function.
The most common type, coronary heart disease, results from plaque buildup in the arteries. Other conditions include heart valve disease, cardiomyopathy, electrical system disorders, and congenital heart disease. Symptoms vary depending on the type and severity.
The role of genetics in heart health
Genetics can influence heart disease risk, but lifestyle factors play a more significant role.
Congenital heart disease can be inherited, and genetic conditions like Down syndrome may increase cardiovascular risks. A family history of heart disease, particularly premature heart-related deaths, can also elevate risk. However, Dr. Stephen Kopecky, a cardiologist at Mayo Clinic, emphasizes that genetics account for only 20 to 30 per cent of heart disease risk.
How lifestyle can override genetics
Healthy habits can significantly reduce heart disease risk, even for those with genetic predispositions.
“Certain good lifestyles can ‘turn off’ the bad genes and ‘turn on’ the good genes,” says Dr. Kopecky.
Regular exercise and a hearthealthy diet can lower the chances of heart attack and stroke.
Key strategies for a healthy heart
If you have a genetic predisposition, adopting a healthy lifestyle is even more crucial. Dr. Kopecky suggests the following strategies:
1. Eat a heart-healthy diet
Prioritize fresh fruits,
vegetables, legumes, and whole grains while limiting sugary, salty, and processed foods that contribute to high blood pressure and cholesterol.
2. Stay active
The CDC recommends at least 150 minutes of moderate exercise per week. Activities such as walking, gardening, or strength training help lower blood pressure and cholesterol levels.
3. Prioritize sleep
Quality sleep is vital for heart health. Dr. Kopecky advises maintaining a consistent sleep schedule. “Set an alarm to go to bed, not to wake up,” he suggests, aiming for natural wakefulness without alarms.
4. Avoid smoking and limit alcohol
Smoking significantly increases the risk of heart attacks. Quitting tobacco products and moderating alcohol intake can greatly improve heart health.
5. Consult your healthcare team
If you have a family history of heart disease, consult your doctor to assess your risk and create a personalized prevention plan.
Small changes make a big difference
Improving heart health doesn’t require drastic changes overnight. Even small, consistent efforts add up over time. Dr. Kopecky encourages focusing on progress rather than perfection – every positive choice contributes to a healthier heart.

According to police, 6,200 suspects were killed in anti-drug operations that they claim ended in shootouts. However, the ICC prosecutor has said as many as 30,000 people may have been killed by police or unidentified individuals.

Human rights groups welcome Duterte arrest
Human rights groups around the world welcomed the arrest of former President Duterte.

fight against impunity.” He said in a press release, “Duterte’s brutal and deadly ‘war on drugs,’ which has been described as the war against the poor and marginalized, killed close to 30,000 people. Rodrigo Duterte is also responsible for the summary execution of 422 political activists, the frustrated extrajudicial killing of 544 others, among many other cases of torture, trumped up charges, and enforced disappearances of human rights activists and land defenders.

Last February 18, I was fortunate to interview Resty Taruc for an article on the leaders of the Philippine Association of Manitoba from 1969 to 1999. This project is my attempt to put PAM online and give tribute to all the leaders who were a part of it. Furthermore, by creating a timeline and a simple summing up of said period, I hope this will be useful for anybody who wants to learn from the strengths and weaknesses of our community’s narrative.
Roots and education
Resty Taruc was born on June 10, 1948, in Gapan, Nueva Ecija, north of Manila, Philippines. Nueva Ecija is considered the rice granary of the Philippines and a hotbed of the peasant revolt during the Spanish period, American occupation, and the anti-Japanese resistance. Resty obtained his bachelor’s degree in commerce at Jose P. Rizal University, majoring in Economics and Management. He also had his postgraduate studies in Management and Administration at the University of Manitoba.
Context of migration
Resty emigrated to Canada on July 21, 1974. Given his educational achievements, Resty, and other intellectuals who left the old country embody the brain drain as more people moved away from the pre-industrial and agricultural condition of Philippine society during the time of the Marcos rule when the labour export policy
began.
Community leadership
Resty Taruc became the president of the Philippine Association of Manitoba (PAM) from 1980 to 82 during the first community schism involving the formation and breakaway of the Barangay Federation Organization of Manitoba (BFOM) (L. Abad, “Philippine Association of Manitoba revisited,” Pilipino Express). The other officers of PAM were Dr. Conrad Santos and Antonio Navasca (vice-presidents); Maggie Jularbal (secretary); Jean Guiang (assistant secretary); Oscar Tobias (treasurer); Willie Nebre (auditor); and Glynn Davis (PRO). PAM’s board members were Danny Fuentespina, Sonny Hernaez, Rene Aquino, and Suzie Regacho (Silangan, January 1982, p. 25).
Resty endured the community controversy of the 80s and eventually became the founding president of the Philippine Canadian Centre of Manitoba (PCCM) from 2000 to 2003. The statement that Virginia Gayot delivered during PCCM’s 25th Anniversary affirmed what Resty Taruc and other leaders envisioned. She remained optimistic and committed “that the centre will collaborate with various groups and community associations, serving our community through outreach programs, immigrant services, youth leadership training,
fundraising events, community festivals, and musical events,” (“PCCM celebrates 25 years, Pilipino Express, December 1, 2023). This proves that what Resty Taruc started had grown and bore fruit.
Other significant contributions
During my interview with Resty, I learned that he pioneered the first Filipino radio program on CKJS 810 Radio Winnipeg.
Resty’s younger sibling, the late Lito Taruc subsequently became a part of that program. He played a significant role in initiating and chairing the revival of the United Council of Filipino Associations in Canada (UCFAC) – the name was later changed to the National Council of Canadian Filipino Association (NCCFA) – in June 1982 at the Winnipeg Convention Centre. Resty was also a pioneer of the Federation of Filipino Workers of Manitoba (FFWM), part of the early attempt of the community to form a workers’ organization (L. Abad, Giving Back Paying Forward, pp. 31-32). Likewise, Resty was instrumental in the formation of the United Filipino Canadian Seniors of Manitoba. He was also the Executive Director of the Manitoba Multicultural Grants Advisory Council for a decade.

Pinoy Big Brother is the Philippine adaptation of the Dutch reality
television franchise Big Brother, has captivated Filipino audiences since its debut on August 21, 2005. The show features contestants, known as housemates, living together under constant surveillance, engaging in various tasks and challenges. Over the years, PBB has become a cultural phenomenon.
I met Elen Tapia through her husband Jun, an engineer and past chair of the Filipino Members Chapter (FMC). She was a regular guest at events, always there to support him. One day, when we had a chance to talk to each other, I learned about her job experience at a chain hotel in Winnipeg as a housekeeper when they were just starting their life here. I was captivated and wanted to know more, knowing it would be an inspiring story for newcomers and women in engineering.
When they first arrived in Canada, she took on survival jobs while her husband focused on getting his engineering credentials and finding an engineering job. This was part of their plan, allowing Jun to prioritize his credentials first.
She landed her first job at a well-known Canadian coffee shop, but it only lasted three days. The fast-paced environment was overwhelming for her. “I thought I’d give it a try, but it wasn’t for me. I realized I’d be a liability to the team, so I decided to quit. At least I learned something,” she recalls with a smile, a reflection of her humble attitude.
Raised on a farm in Batangas, Elen lived a simple life with her parents and two siblings. When asked why she chose engineering, her answer was not the typical response. She said she wanted to become an engineer because it pays well and could give her a good life, better than what they had on the farm.
Elen was a valedictorian in grade school and was in the top class in high school. Her strong performance in school prepared her for college life.
Despite some relatives having doubts, thinking she might follow the same path as her cousins, Elen was determined to pursue her college education. Her older siblings had taken different paths and did not earn degrees, even
though their parents had invested in their education. This only made Elen more determined to finish her studies and prove herself.
Her journey wasn’t easy. While in college, she lived in a squatter’s area and worked parttime to support herself. With hard work, focus, and determination, she successfully completed her college education. After earning her Civil Engineering degree, Elen began a promising career in Manila. However, she had to give that up and move back to Batangas to be with her mother who suffered a stroke. She would eventually find a job at a well-known oil and gas company in their province. There, she learned AutoCAD and eventually trained other staff, showcasing her leadership and technical skills.
She later worked for other companies as a surveyor and civil engineer, and it was around then when she and Jun started their family and were blessed with two daughters.
Jun first went to Dubai, seeking a better life for them. Later, Elen and their young daughters joined him. They moved between Dubai, Qatar, and Abu Dhabi as Jun found better opportunities. Elen also had a successful engineering career in the Middle East, working in various capacities as a planning engineer, civil engineer, consultant, and in project management.
After many years in the Middle East, Elen and her husband Jun decided it was time to find a permanent home for their family. They considered both the US and Canada as potential destinations to settle down with their daughters. To help make their decision, they visited Canada as tourists. The warm and friendly gestures from Canadians won them over, and they ultimately decided to make Canada their permanent home.
After her brief stint at the coffee shop, Elen took on a more
physically demanding job as a housekeeper at a local hotel. She was tasked with cleaning 20 rooms a day alongside a partner. Housekeeping meant changing sheets, vacuuming, taking out trash, and cleaning hotel room toilets. These were some of her daily tasks, and she often came home exhausted and sore. For three months, she committed to this challenging job day in and day out holding onto the hope of finding the right opportunity.
Elen’s big break came when she was offered a job as a project control coordinator at Canadian Nuclear Laboratories (CNL) in Pinawa. This opportunity allowed her to leave her housekeeping job and advance her career. While she was elated about the job offer, there was a significant challenge – the job was located outside of Winnipeg, about an hour-and-a-half drive each way. They considered relocating to Pinawa, but Elen decided to make the daily commute. She knew her daughters, especially her eldest, were tired of moving around.
At CNL, Elen was able to utilize her engineering and technical skills and moved up to her current role as a project scheduling manager. During her time there, she earned her Project Management Professional (PMP) certification in 2016.
Although her current job did not require her to be a licensed engineer, Elen registered as an Engineer in Training (EIT) with Engineers Geoscientists Manitoba last year. She is now targeting to obtain her Professional Engineer (P.Eng.) designation this year.
Outside of work, Elen enjoys long drives while listening to audiobooks or podcasts, walking, playing badminton and pickleball, trying new restaurants, and having coffee with friends. These moments remind her to live in the present and appreciate life’s simple pleasures.

A Winnipeg teen is set to compete in an international beauty pageant next month. Eighteenyear-old Catelene Obon is the Philippines’ representative in the upcoming Teen Universe Pageant to be held in the Dominican Republic.
In the midst of her busy preparations for the competition, Pilipino Express spoke to Obon about the competition and what it means to her.
PE: How did you become Miss Teen Universe Philippines?
Catelene: I started this whole journey by modelling for a company called Spotlight Couronne Internationale, a modelling/pageantry training camp, run by the founders, Limuel Hayag Vilela and Alvin Masangkay Francia. I had previously walked for them in two fashion shows, Winnipeg Kids and Teens Fashion Week, as well as a show in New York Fashion Week, before I was offered the opportunity to represent the Philippines. Limuel and Alvin are also the national directors of the Philippines for Teen Universe
PE: How do you feel about representing the Philippines and Canada?
Catelene: As a daughter of two first generation Filipino immigrants, I feel so proud to be representing my home country of the Philippines in this upcoming international pageant, Miss Teen Universe 2025. Although I was
born and raised in Winnipeg, Manitoba Canada, I have always felt a strong connection to my Filipino heritage as I grew up under a roof that valued traditional practices, national language, cultural food, and the way we share love as a family, which I give credit to my parents for raising me and my siblings how they did. For me to wear the sash of the Philippines walking through that competition means the absolute world to me, as I want to be the bridge that unites the Filipino and Canadian community through my voice and platform as Teen Universe Philippines, especially since there is such a vast, close-knit Filipino community here in Canada.
PE: What kind of preparations are you doing for the April competition?
Catelene: I have been doing lots of practice with my coaches with walking in heels and gowns, many Q&A sessions to train my critical thinking skills, as well as keeping up with the global current events. Additionally, taking care of myself has been a big part of my preparation, whether that may be exercise or eating healthy.
PE: What do you hope to achieve in joining beauty pageants?

PE: If during the Q&A at the competition you were asked: In this age of social media domination, would you rather be an “influencer” or a “deinfluencer,” and why?
Catelene: I would choose to be both. I say this because I want to influence others to be motivated to do the right things and make beneficial choices, but I also want to be able to “de-influence” my generation from continuing to engage in the damaging trends and negative behaviour that has always been quite popular in the media. All in all, I aspire to find a balance between both, influencer and “deinfluencer,” as I shall continually be the type of person to see the possibilities or upsides of every side of the story.
PE: Anything else you would like to share with our readers?
Catelene: Granted that it may appear that I am someone who lives in a dream world filled with only glamour and elegance, I want to show others that, at the end of the day, I am just your typical teenage girl trying my best daily, navigating through various problems, big or small, that come my way. My core values start from a place of humility, kindness, and
love from within, and I hope that all the people reading this find it within themselves to also spread this energy to those around them. So, tell yourself that you are beautiful, that you are capable, and that you are deserving of every blessing that enters your life.

The fourteenth edition of Teen Universe will be held in Punta Cana, Dominican Republic, from April 7 to 13, 2025.
The Philippine government has formally tapped South Korean actor Seo In-guk as its newest celebrity tourism ambassador for Korea.
Under this partnership, the actor-songwriter will travel to major Philippine destinations and introduce experiential travel in the country, including its beaches and food, to his fanbase and more South Korean travelers.
Seo and Tourism Secretary Christina Frasco signed the memorandum of understanding designating him as the country’s “Celebrity Tourism Ambassador for South Korea,” at the Department of Tourism (DOT) office in Makati on Friday, March 7, 2025.
“This is a really big responsibility for me, and I really thank the Filipinos for giving me much love. In order to pay you back, I will make sure you’re all going to get satisfied with all my future activities,” Seo said through an interpreter.
Before this role, Seo said he had already traveled to Cebu and there discovered that the country’s destinations are beautiful, and that Filipinos are “kind and very lovable.”
“From there, I really loved the Philippines, and I’ve tried their lechon. I won’t forget how while
I was trying lechon, there were Filipinos singing around me and I was very happy that time,” he said.
Frasco is optimistic this partnership with Seo, who has more than 4.5 million followers on Instagram alone, would further attract more South Koreans to visit the country.
“Through digital content engagements and immersive experiences, he will showcase not just our breathtaking landscapes but also the hospitality that pervades our islands,” she said.
“This partnership aligns with our broader efforts to diversify our tourism offerings and position the Philippines as a tourism powerhouse, leveraging the power of pop culture and digital influence so as to allow us to engage deeper with global travelers.”
The DOT said Seo would
engage in promotional activities in both the Philippines and South Korea and showcase such iconic destinations as Boracay, Cebu, and Manila.
His role will focus on highlighting the Philippines’ natural beauty, rich cultural heritage, and renowned hospitality through various media channels and official tourism campaigns.
Seo has starred in several hit Korean drama series like Reply 1997 and Doom at Your Service

Volunteer dentists and support team
The IZ dental mission was made possible through the dedication of volunteer Filipino dentists: Dr. Leo Espallardo, Dr. Monette Dalisay, Dr. Elizabeth Macatol, and Dr. Josephine Rayos. They were assisted by two volunteer dental aides, Ricardo Silao and King Jeffrey Malinao. Additionally, two teachers from Ibaba Elementary School and a group of IZ volunteers helped facilitate an orderly process to ensure that the young students received the necessary dental care.
Comprehensive dental services provided
The young beneficiaries of the Healthy Teeth, Healthy Life project received free dental services, including tooth extractions, oral prophylaxis, and fluoride treatments. While the mission primarily focused on the children, some teachers also benefited from dental procedures such as fillings and extractions. Furthermore, a few teachers received new sets of dentures, generously provided by the volunteer dentists.
A community in need
In a telephone interview with Pilipino Express, Luella Sadicon shared the profound impact of the mission on the local community.
“The parents of the school children were very grateful. They told us that their kids were often absent from school due to severe toothaches. They simply do not have the luxury of taking their children to the dentist because they cannot afford the fees. It is heartbreaking. The children’s teeth are in really bad condition. Their families are poor, and whatever little money they have goes toward food and other basic necessities. Sadly, dental health is often sacrificed.”
Dental hygiene awareness and future check-ups
Before starting treatments, the volunteer dentists conducted a short session for children and parents on proper dental hygiene and the correct way to brush their teeth. To ensure continued dental care, the dentists plan to conduct follow-up check-ups with their young patients in September 2025.

A personal mission of giving back
Reflecting on her motivation for founding IZ, Sadicon shared, “IZ depends solely on generous donors who have supported our goals year after year. Helping indigent schoolchildren is my passion, which is why I worked hard to create IZ – to reach and assist more children. This year, I chose Ibaba Elementary School for our dental mission because the school is close to my heart. It’s where my mother used to teach Home Economics and English to Grade 5 and 6 students many years ago. She would often bring me to her school to help her clean up after classes. Her compassion for her young students inspired me, and as a child, I dreamed of becoming a social worker. Now that I have a relatively good life in Canada, this is my way of giving back to the community where I came from.”

The Gift of Love & Hope Inc., Manitoba’s first nonprofit organization providing financial assistance for fertility treatments, has opened applications for its firstever grant. Founded and led by Filipina Manitobans, the organization was created by individuals who have personally experienced or witnessed the challenges of
infertility. Understanding the emotional and financial burdens of treatment, The Gift of Love & Hope Inc. is committed to helping those who need support.
The fertility grant, which opened on February 1, 2025, will remain open until March 31, 2025. This initiative is made possible through community support, including the organization’s inaugural Walk for
Awareness, which raised $7,000 in 2024 to help fund the grant program. Three criteria must be met to be eligible:
• Applicant and co-applicant (if applicable) must be a Canadian
citizen or permanent resident and reside in Manitoba; • must have valid Manitoba health cards; • and currently cannot conceive and are a patient of a fertility clinic

On March 7th, Meadows West School proudly held its first-ever school-wide Grade 7 and 8 Science Fair, an exciting event that brought together the curiosity, creativity, collaboration, and hard work of over 100 students. The fair featured a wide variety of student-initiated projects, demonstrating the diverse interests and scientific talents of Meadows West Learners.
From environmental studies to physics experiments, biology investigations to engineering designs, the projects covered a broad spectrum of scientific fields. Each project reflected the students’ dedication to understanding the world around them and applying scientific methods to real-world challenges.
The event not only provided students with a platform to showcase their work but also allowed them to engage with teachers, peers, and families, who were impressed by the depth of research and innovation presented. It was clear that the students had invested considerable effort into their projects, demonstrating an enthusiasm for learning and a passion for science.
“This Science Fair is a great opportunity for our students to explore their interests, develop critical thinking skills, and gain hands-on experience in the scientific process,” said Nicole Doering, Grade 7 science teacher. “We are incredibly proud of the students’ achievements and the enthusiasm they brought to this event,” said Kevin Groot, Grade 8 science teacher.
The fair was a tremendous success, with many students eager to continue their scientific explorations beyond the classroom. It’s safe to say that this first science fair is just the beginning of many more to come at Meadows West School, fostering global competencies in the next generation of innovators and problem solvers.
