Thousands of TFWs to lose jobs By Diwa Marcelino TORONTO – As of April 1, 2015, thousands of migrant workers under the Temporary Foreign Workers Program will be sent back to their own countries as the federal government’s “4-in-4-out” rule comes into effect. Migrant workers who have worked in Canada for over four years will be barred from returning to Canada under the same program for another four years. It is estimated that as many as 70,000 workers will be forced to leave according to the Migrant Workers Alliance for Change. Workers in managerial and professional occupations, or under international agreements such as NAFTA and those who have already received approval letters for their permanent residence applications are exempt. On the use of aliases What’s in a name? In the eyes of the Senate, a lot, particularly in the case of Moro Islamic Liberation Front (MILF) chief negotiator Mohagher Iqbal. The latter’s use of a nom de guerre has been a prickly point for some time now, enough to spend an inordinate amount of time trying to pry his real name from him during yesterday’s hearing at the Senate on the Bangsamoro Basic Law (BBL). Iqbal steadfastly refused to reveal his name to the senators, but pointed out that the government actually knows it. “The government has known everything about me,” he said. “I’ve been engaging the government for 42 years. Nothing can be hidden from the government, they know it (my real name).” But why use an alias in the first place? This is something many Filipinos do not understand, but it reflects a reality that many Mindanaoans have faced for decades now. “When we started our revolutionary struggle,” Iqbal said, “the situation was very hard. Many of my relatives were arrested, incarcerated. That gave enough reason for anyone…really to adopt measures that would ensure that their security is not compromised.” In other words, an

My last article for this column was on the subject of “SLACKtivism” – on spreading information to raise awareness for an issue or cause, which is beneficial, but not pursuing actions because we feel we’ve done all we could, which prevents us from becoming as productive as we could be. This article, I would like to discuss the Day of Pink, an annual event that is celebrated by 9.2 million individuals globally. The backstory behind the Day of Pink is an inspiring one. In Nova Scotia, in 2007, an openly homosexual high school student was bullied because he was wearing a pink T-shirt. Two heterosexual students intervened but felt they could do more than just stand up to the bullies. They

alias for the MILF was a necessity, something that literally meant life or death not just for them but also for their families. Think “SpiderMan” or any other comic book superhero, those who wear masks to protect not themselves but their loved ones. One more thing to remember is that, as Iqbal has pointed out time and again, the MILF is still a revolutionary group. What has been signed between it and the government is effectively a ceasefire, but the group’s status has not changed. It will only be transformed once a final peace agreement has been signed, and this is hinged precisely on the fate of the BBL which legislators are apparently holding hostage in light of the Mamasapano incident that saw the deaths of 44 members of the Special Action Force (SAF). Since the MILF is a rebel group, it stands to reason that Iqbal and his colleagues must still hold their cards – and their identities – close to their chests. There is no point in forcing them to reveal their names, especially since it is fast becoming a derailing factor for the BBL. *** Just doing our job. If there’s anything that has characterized the Aquino administration

decided to turn it into a statement – to make an even bigger impact than one isolated event. Together, they sent messages to as many people as they could and bought pink T-shirts from a local discount store. Their goal was to make a sea of pink at their school the next day. The messages behind this visual impact? Pink, a stereotypically “feminine” colour, would not be treated as less than other colours. No gender would be discriminated against. You are free to be yourself. These two students are change makers, understanding the importance of the opportunity they had in front of them to not only spread awareness towards anti-bullying, but also for taking a stand against it. Currently, the slogan for the

from Day One, it is that it has a penchant for blaming others for whatever ails the nation – or itself. In the early days of the Benigno Aquino III presidency, such buckpassing was understandable and even acceptable. After all, the country had just gone through nine years under the leadership of President Gloria MacapagalArroyo, and it was under her term that numerous scandals and controversies exploded. These range from allegations of cheating in the 2004 presidential elections to accusations of corruption in the highest levels of government. The net effect was the awful mess that Aquino inherited when he stepped in in 2010, and the people were only too happy to give him leeway as he set out to make things right for the country. But to play the blame game this late into his presidency – with little more than a year left in his term – is no longer acceptable for the President. At this point, any debacle the administration experiences must necessarily rest squarely on the shoulders of the chief executive himself. To blame someone else for an official misfortune is to take the short and easy path – not the straight one. Which is why the Palace’s statement blaming the media for the drastic drop in the President’s

approval ratings leaves such a bad taste in the mouth. The media, after all, are merely communicators, tellers of the truth in a world where obfuscation is the name of the game. While there are admittedly some practitioners who have questionable ethics and can be paid to attack or defend anyone (a practice called ACDC – or attack collect, defend collect), the vast majority are professionals who are literally just doing their job. And that job is to inform the people of what their government is doing, be it good or bad, dignified or scandalous, beneficial or downright criminal. If government does it, it is the people’s right to know it. Besides, Mr. Aquino is one of the biggest beneficiaries of an active media industry. Had it not been for media coverage, he would not have been propelled into the national stage. And had it not been for the numerous reports on the scandals that rocked the Arroyo administration, there would have been no reason for the people to vote for him. Do not blame the media, Mr. President. We are just doing our job. Jon Joaquin is the Associate Editor of EDGE Davao, the newest daily newspaper in Mindanao. E-mail Jon at jonjoaquin@gmail.com.

Anti-bullying from a T-shirt: The Day of Pink 2015

Youth Contributors Aksyon Ng Ating Kabataan (ANAK)

Day of Pink found loud and clear on its accompanying booklet is: “A pink shirt doesn’t end bullying. You do.” As an educator, I appreciate how explicit this is. It is altogether too easy to just wear a pink shirt and think you’re making a difference. It’s another level altogether to educate youth about why they are wearing a pink shirt, and have them explain in their words what this shirt has become symbolic of. Parent tip: activate! If your child participated in the Day of Pink, or any other school campaigns against bullying, have a sit-down discussion with them about different types of bullying (physical, verbal, social, cyber bullying). On average, one in four students have reported either being a victim of bullying

E-mail: info@pilipino-express.com www.pilipino-express.com

or having witnessed bullying in their school careers. Often, they are either unaware of their next steps, or who to turn to for help, or even how to ask for help. They end up as bystanders, unsure of how to help. Make it clear to your child that they have options if they are being bullied or if they see bullying. Get them to identify safe adults they trust, and make sure they know how to follow through with their plan of action. Pink shirts do not stop bullying. People do. Be one of those who takes affirmative action against bullying and encourages the youth to follow suit. Judianne Jayme is a third year educator teaching sixth grade in the Winnipeg School Division.

More on fifty shades of sexuality education Dear readers: Last month Ate Anna responded to Marianne who wondered about so much sex in the news and how this affects young people. The column outlined what gets taught in sexuality education and how this can have a protective effect by giving children and youth information that can empower them to know the difference between fact and fantasy or marketing. The article also mentioned that we need to talk about sex more, not less. But Ate Anna is not talking about a one-time talk about “the birds and the bees.” We need to take the time to have meaningful discussions in school and in our families. As parents, we may not even realize how much sexuality information our children are exposed to. The openness with which sexuality is talked about in the media can catch us off guard. As well, friends at school may be getting information from older siblings. The question is: how reliable is that information? Accept the role of sex educator and try to engage your child in a discussion that helps you get to know what information they already have. Accept that you may feel awkward or embarrassed talking to your child about sex and sexuality – but do it because it’s important. Don’t think you have to be an expert. You may find out that your child has questions to which you don’t have the answer. This is a good opportunity for the two of you to find the answer together. Once you have the facts talk about feelings, relationships, and how other people can be affected. Ask questions to find out if your child understands you and to give your child an opportunity to talk about their thoughts or to ask questions. Even a child in grade 4 can have questions like, “Why is sex supposed to be cool?” Rather than thinking you have to have an answer, ask a question like, “What makes you think that?” Of course that opens the door to a discussion, and possibly more questions that can help them sort out their own feelings about people using sex or talking about it to look grown up. This is also an opportunity for you, as a parent, to give messages about relationships and the responsibilities of sex. Help them figure out how this fits with “being cool.” Remember, you don’t have to have the answers; you are learning together. Also remember that this is not a one-time discussion. Our children

give us many opportunities to share our views; we just have to make the time to have the discussion. We can also take advantage of other opportunities like when we’re watching TV or reading a newspaper or listening to the radio. Of course as our children reach the junior and senior high school years, the topics become more complex. Recognize that you may not understand what your teenager is experiencing. They are growing up in a world that is different than when you were a teen. Have a conversation, but respect their boundaries. You can gain some valuable information that will help you better understand and connect with your child. And remember, parents of teens need to listen more than talk. At the same time, communicate your values honestly and expect them to be challenged. Teens want to be independent and have their own identities. This is the “work” they need to do at this stage of their lives. Make sure there are resources in your home where your child can get reliable information about their sexuality when they feel uncomfortable talking to you. Books, reliable youth websites, and Internet videos can all be helpful educational resources. Make sure you have checked them out yourself and share your thoughts regarding the content when the time is right. This brings us back to Marianne’s question about sex education, the media and Fifty Shades of Grey. How would you react if your teen wanted to see the movie or read the book? What kind of conversation could you have about issues like respectful relationships, consent, or BDSM? Researching the topics together is one way of learning and sharing at the same time. Go to the movie together or discuss it after each of you has watched it (or read the book). Discuss all the various and See ATE ANNA p9

April 1, 2015: a good day for fools, bad for OFWs The April 1st deadline has passed and temporary foreign workers are still at the mercy of the government’s decision to send home thousands of OFWs in lowskilled jobs. The controversial decision which affects over 10,000 workers in Alberta alone is yet another example of shortsighted immigration reforms on the part of the Harper government. To paraphrase NDP immigration critic Jenny Sims, they make it up as they go along. The outcome is not only a mess but also perhaps calls attention to the motivation of the parties involved. The NDP and Liberal opposition are right to question the wisdom of the temporary foreign worker program and the way it is being operated, or as they would protest, mismanaged. That is why they are on the opposition side of parliament and represent a viable option to the Conservatives’ approach – and a federal election is coming. But what is more fascinating is the criticism from both business and labour in the country. The Canadian Federation of Independent Business has called for an easier path to permanent residence and eventually citizenship for the thousands of temporary foreign workers, especially those employed in provinces with labour shortages. The business

leaders warn about shortages in the hospitality industry in Banff. The decision to send low skilled workers home affects not only the unfortunate OFWs but also local business and the local economy. The hundreds who came out to public rallies in favour of rescinding the federal action in Edmonton, have called attention to the human tragedy that is unfolding before our eyes. Perhaps we in Manitoba have missed this news because the numbers of affected workers in Manitoba and Saskatchewan is much lower than that in Alberta. In the local press, the Winnipeg Free Press published an article about the horse racing industry and the severe impact the federal change will have on retaining exercise riders, grooms etc. at Assiniboia Downs. No, it is not easy to replace the kind of skill and experience that the foreign workers bring to the province. And, it is too simplistic to say that Canadians should be hired first. Sounds good but are their suitable Canadians available to do the jobs? It does not appear that the federal government has researched the issue in depth or is even listening. In days past New Brunswick Southwest MP John Williamson made the following comment at a conference in Ottawa, saying it makes no sense to pay “whites” to stay

home while companies “bring in brown people.” A few isolated Conservative members of parliament joined in the general condemnation of the remarks and Williamson later apologized for his “offensive and inappropriate language.” But the damage was done and it only adds to the suspicion that the blame for the failings of the overseas worker program is being put on the backs of the overseas workers. Where are we in the process? – with temper and political rhetoric rising and panic in the lives of all overseas foreign workers, even those not directly affected. We should be more aware of the issues, and more aware of the plight of the unfortunate workers who are facing an uncertain future of going home or resorting to “tago nang tago” (TNT). This is the dire warning of Jenny Sims. But I would like to add some balance to the public comments. First the federal Citizenship and Immigration Minister Jason Alexander, who explained that the actions of his department are consistent with “putting Canadians first,” assured us that there will be no labour shortage because “permanent residents have never been more numerous.” In sharp contrast we have the words of the Alberta Federation of Labour head Gil McGowan, who spoke not only about the shortcomings of the temporary foreign worker program but

also about the basic compassion we hold as Canadians: “It’s appropriate to sympathize with individual Temporary Foreign Workers, because, quite simply, they’ve done nothing wrong.” He does not take the short-sighted approach of Minister Alexander who says he is “putting Canadians first” or that of his Conservative colleague John Williamson who may or may not have “misspoke” first, to “shut down the Temporary Foreign Worker Program (TFWP) or, at the very least, scale it back to what is was before they made the decision to expand it a decade ago. McGown points out that the expansion and abuse of the TFWP have all occurred as a result of the Harper government’s approach to the problem of a shortage of skilled workers inside Canada. The Conservativs have caused the problems and created a “two-tier labour market in which unscrupulous employers are allowed to use a vulnerable underclass of workers to drive down wages, displace Canadians and avoid their responsibilities related to training.” The second part of his statement has to do with protecting the foreign workers who are now inside the country, have broken no laws, and contributed to the economy. He recommends that we “let the TFWs who are already in Canada stay. Most important, we believe these workers should be

granted permanent residency and eventually citizenship.” Gil McGowan should be praised for reminding all of us, especially the Conservative government, that compassion is one of the long-standing characteristics of Canadians. Is it enough for persons in Manitoba to act like the plight of temporary foreign workers in low skilled occupations means nothing to them? I, for one, was disgusted by the comments of the Conservative MP listed above, but encouraged by those of the President of the Alberta Federation of Labour. There is a chance for the Harper government to get this thing right but will they do it? They changed the rules for the quarterback of the Ottawa football team but what about the tens of thousands of workers who have given their honest hardworking labour to build our economy? Why blame the victims? If this sounds like a reminder to the Conservatives that immigrants have paid, and continue to pay, the price to build Canada: it is. A clean house is a happy house A clean house is more than just a luxury – it’s a necessity. We need a clean house (office or desk) because of all it offers us — visual and mental rest, improved relationships, more enjoyment of life and improved feng shui. A clean house is efficient, too, because a clean house means you can find what you need when you need it. It also means that you spend less time worrying and frustrated over the mess in your house. A clean house offers relaxation, because clean houses look better, smell better, and feel better – and that’s what makes you relax. A mess everywhere makes us tense. Even hidden messes worry us, and that brings down our feng shui. Best of all, a clean house is a lucky house in feng shui. There’s a lot of talk about decluttering but little mention of the importance of keeping a clean home. A clean home is regularly scrubbed and the yin dust and cobwebs and grime removed

— and that does a lot to lift your home’s energy and improve your life. Think about it. When the house has just been cleaned and everything smells fresh and is sparkling…. how do you feel? Pretty great, right? There are not too many people who are upset, angry and frustrated in their clean, organized homes. What does it take to have a truly clean house? Consistency. I find that when my house is cleaned on a regular schedule, it stays cleaner. Of course, a clean house takes effort, plain and simple. Ironically, the less a house is cleaned, the more work it takes. Yes, it’s true. If you don’t stay on top of your house, the house will be on top of you — with papers piling up and junk everywhere — not to mention dirt and grime. Look around. Is your outer life experience mirroring your inner home experience? What is your house saying

about your life? Think about all the “old” and “unsuccessful” energy that you have in your home. If you’ve got dust bunnies the size of Great Danes, springcleaning can really help lift your home’s energy. In feng shui, dirt and dust equal stagnant, stuck, and broke. And even clean houses need routine deep cleaning. Here’s a quick guide to cleaning your space that will get your chi moving in a prosperous groove. 1. Go to the bathroom Bathrooms should always be neat and tidy. Although they’re not positive from a feng shui sense, they are still a modern necessity! I wouldn’t want a house without one. Make sure your bathroom is kept decluttered and regularly cleaned. Even if it’s not a fun job, everyone agrees that when a bathroom is clean, we feel cleaner and better — and that’s the point. 2. Take on the kitchen This is where you eat so it should be clean. Nothing attracts

bugs faster than a dirty kitchen. Make it a goal to give your kitchen a complete once over. Spend time in there and really clean — the coils on the fridge, the oven, the floors, ceilings, windows – everything. Don’t forget that a kitchen represents wealth, and how the grimy stove burners or crusted over burnt casseroles at the bottom of the oven reflect on the state of your finances. 3. Head into the bedroom Giving your bedroom a deep

clean is excellent feng shui! When you sleep, you’re breathing in everything that’s in the room – pet dander, dust, mites from the bed, etc., you name it. Make it a point to clean under the bed and behind it because dust accumulates here and can cause breathing problems and make the room too yin. Then vacuum the mattress and flip and vacuum the new side. Better still, giving your See FENG SHUI p8

The BC (Burgos CrossCountry) Tour It’s official; my little family has gone through a significant change. I will now refer to us as Burgos 2.0. Much like the upgrade to a new OS on an iPhone or Windows desktop, this new change comes with a lot of nifty new features. The change started back in late February when I flew back to Winnipeg from BC (where I have been working since November). It was at that time that we packed up the house, filled up a massive moving truck and started our journey out west. It was a bit tough leaving the only place we’ve known. We all have our reasons, for me it was the opportunity of a new job and my dream to move to Vancouver Island. Our move was only 2,500 kilometres, which for me, felt like a move across the world. I know it pales in comparison to some of you, who had literally moved from the other side of the world. I bow down to you – moving is not easy! Before I get into our move, I’d like to give a huge fist bump to my parents. Back in 1974, Corazon and Abelardo left the Philippines with their little daughter in tow. I’m sure they were scared, wondering what Canada would be like. But they did it! They had their second child in 1975. He was later known as the most perfect child in the world, or Dale for short. From humble beginnings, they both worked hard and provided a beautiful home and memories. It’s been 10 years since my dad passed, I think of him every day. I thought it would get easier, but it still hurts to this day. The only thing that hurts more

FENG SHUI... From page 6 bedroom a thorough cleaning will help you rest more fully, and remember, a good night’s sleep supports you all day long. Don’t forget to vacuum the blinds and wash the curtains and bedspreads and blankets, and put the pillows out in the sun to refresh them. 4. Stop the paper trail Haven’t read that magazine or book? Chances are if you haven’t already you’re not going to now, so get rid of it. Conduct your own “paperectomy” and get rid of all that paper that’s just taking up space. Excess paper leads to a lack of creativity and inability to stimulate new ideas and thoughts. Old

is that I had left my mom behind. Miss you mom! Time to dry my tears and share the Burgos Cross-Country Tour with y’all. Once the moving truck packed up the goods (all 14 tonnes worth) and drove off, Burgos 2.0 drove to our first destination, Brandon. It was a cold February evening (-35C) and we were more than excited to check in the hotel and jump in the hot tub. The next morning, the kids thought it would be fun to walk across a human bridge from bed to bed. Our second day of travel was our longest – Brandon to Medicine Hat. I budgeted around nine to 10 hours for this trek. Imagine, six bodies and two little dogs in an SUV for that amount of time. No thanks. I don’t love my kids that much. As it turned out, it wasn’t that bad. William, our 19 year old, helped drive. So, I was able to jump in the back seat and watch a movie. It was also on this leg of the trip that we encountered the worst rest stop – the award goes to Swift Current. Someone should introduce bleach to the owner of that gas station. Medicine Hat was still chilly, not -35C chilly, but still cold. Two seconds after check-in, we were in the hot tub. I planned a shorter drive for the next day. Kids had never seen the mountains and I wanted to tour around Banff. Temperature started climbing as we drove through Alberta. We shed a few layers and fell in love with Banff. The most memorable moment from Banff? I lost my camera tripod. We took a detour into Lake

Louise. It was quite literally a five-minute run to the lake, quick snapshots (without a tripod) and back in the truck. Within a few minutes we were at our next stop, Golden, BC. Imagine a hotel nestled in the Rockies. The view was amazing. Highlights for this stop (other than the majestic views): we found the most sarcastic waiter in the world. He was hilarious. Next day was the final day of driving – Golden to Nanaimo. The temperature kept climbing the further west we went. No more snow past Revelstoke. Grabbed lunch in Kamloops before taking the Coquihalla Highway. It was at this time that the kids got tired at looking at mountains and instead, played on their iPads. Made it to the Horseshoe Bay ferry terminal just in time for the next ferry out to Vancouver Island. It was raining and windy, but that didn’t stop the kids from reenacting the “I’m the King of the World” moment from the movie Titanic. After an hour and 40 minute ferry ride, we picked up the keys to our new home, and settled in fairly quickly. No furniture, mind you, but we made do with sleeping bags, paper plates and cutlery. Next day we took a two-minute walk from our house to Neck Point Park – voted one of the best parks in Nanaimo. The family instantly fell in love. Welcome to Burgos 2.0. To be continued. books are old ideas. Unless you read them all the time and refer to them, get rid of them. Yes, even the cookbooks, old textbooks, anything you haven’t cracked open in years. Make room for new ideas to enter your life. Don’t forget: books are recyclable. 5. Concentrate in the corners This is where everything drifts to… the corner of the bedroom, the corners of the ceilings. Corners are a magnet for stacks of papers. On the ceiling, corners attract spider webs. Corners typically become stagnant and then they attract more stagnant energy. By clearing out corners, you’ll start the chi flowing in your house and life. Clear out every corner you have, including closet corners.

6. Go outside. Cleaning the exterior of your house is important because all chi starts at the outside and moves inward. If the chi is negative, dirty, broken, dead, or stained, that’s the kind of energy that enters your home and that’s the kind of energy you’ll live with. Even the dirt on your windows can cloud your view and change the way you look at things. Rent a pressure washer and wash the house, sidewalks, patios, and driveways. Think of it as an exfoliating scrub for your home. If you have time and energy, work on cleaning your windows if they’re dirty. You’ll love your bright, sparkling house. 7. Head to the top. Here’s another source of

Neck Point Park, Nanaimo, BC stuck chi: visual clutter. That’s why you need to clear off the tops of everything. This includes dressers, tables, counters, and refrigerators — anything with a top. It also means dusting the tops of windows, door trim, and tops of baseboards. Dust just loves to hide on top of things. Doing this simple step will immediately lift your energy because there will be visual space on the horizontal plane where our eyes naturally go. This helps our energy become unstuck. 8. Spring clean in one-hour blocks of time. Doing a deep clean on your home takes time and energy. Give yourself time to work on it without overdoing it. Try to tackle one drawer, one project, or one room

at a time. Do this consistently over the spring months and before you know it, the whole house will be clean and your home’s chi lifted, and your personal energy will be lighter and fresher. You might find that the cleaner your house is, the luckier you are and the easier life becomes. The only overtime we need is time off Have you ever seen the “How many hours have you spent on Facebook” app? Last year, on the 10th year anniversary of Facebook, an app came out with the purpose of calculating to see just how many days and hours of your life you have lost being on Facebook. If you have seen it or have actually tried to calculate your hours spent based on your activity on the site, you would be amazed by the results. I am using the Facebook analogy because in this day and age, the rise of mobile technology in the workplace appears to have a similar effect on employees. Although they may look like two different activities on the surface, the common denominator that makes them strikingly similar is the sheer fact that both have the ability to create a creature of habit. Typical Facebook users log onto the site a few times per day, whereas employees who have company-provided smartphones often check work-related e-mails during their personal time. Typically, the hours of work spent while technically off the clock is considered overtime. According to legal experts, when an employer provides a smartphone to an employee,

allowing them to perform work outside of regular office hours, that is the same as asking for overtime. It is no surprise that these employees may feel there is a certain expectation to check and respond to e-mails when off duty. In 2012, a California-based software company by the name of Good Technology found that more than two thirds of respondents check their work e-mail before 8:00 am, with an average log on time of 7:09 am. Most of the respondents even admitted that they do not go to bed without first checking their e-mail. Good Technology Senior Vice President, John Herrema stated, “Those are some pretty good examples of how that access to data … is extending the work day.” The study also found that the average working hours for the respondents were about seven extra hours per week, which is equivalent to a traditional full day of work, every week. In addition, Linda Duxbury, Professor at Carleton University’s business school indicated that mobile phones take you to work even when you are not physically there. Laptops are no different either. Recently, as I was packing my laptop on a Friday to prepare

for my weeklong holiday the following week, a colleague made a comment to me. She asked if I would be doing work during my holidays and said, “You know, holidays are given to us to take time away from work.” According to a 2014 Oxford Economics Assessment of Paid Time Off in the United States found that 42 per cent of employees finished the year with unused holidays, leaving an average of 8.1 days unused. Another study in 2011 by Intuit showed 82 per cent of small business owners who took a vacation experienced an increase in job performance upon their return to work. Dr. Susan Kraus Whitbourne, contributor to the publication Psychology Today says “When you’re stressed out and tired, you are more likely to become ill, your arteries take a beating, and you’re more likely to have an accident. Your sleep will suffer, you won’t digest your food as well, and even the genetic material in the cells of your body may start to become altered in a bad way.” My colleague had a good point about using my holidays wisely. Unfortunately, employees who perform management functions are often expected a certain level of commitment to their job and they are often exempt from

overtime pay. However, this is not to say that we are always obligated to do work on our personal time. As a general rule, overtime is not mandatory, however it is up to us to assess how it will affect our personal life in terms of physical and mental health, as well as our relationships with our family, our partner and our children. While we may think working overtime, such as working during our holidays for instance, shows a commitment to the company, we may be establishing a pattern for our employers to expect it from us. I am an immigrant. I am Filipino. And yes, because I was born in the Philippines, I guess my answer would be “yes” if someone asked me, “Where are you really from? Are you from the Philippines?” I am also Canadian. I’ve lived most of my life here in Canada, I identify as Canadian, and if someone asked me where I’m “from” I would say that I am from Winnipeg. (Arguably, I am also “from” Makati, where I was born, or Guinayangan, Quezon, where I grew up pre-emigration). Often I have these thoughts about my identity. So often do I have these thoughts that I have committed much of my time studying and trying to understand the Filipino-Canadian experience. My experience. My family’s experience. And the experience of so many migrants and their children. From birth in the Philippines, to living with my parents while they were Overseas Filipino Workers in Saudi Arabia, to immigrating to Canada in 1990, I have reflected much on my place in relation to my interactions with others in society and my role within the context of the Filipino

PILIPINO EXPRESS

Diaspora and the global Filipino community. I remember my youth and initial integration into Canadian society. I thought it was pretty great. Snowsuits, learning French (a pursuit I still enjoy today), learning to skate, learning to swim. When my family moved from the North End on Selkirk Ave to a house in the Maples, I remember being floored by the remarkable size and organization of Filipinos in Winnipeg. The richness of the culture – combined efforts by many to continue traditions, cultivate heritage and build community. But I wondered why, no matter how present, no matter how much we are here, how much Filipinos are in Winnipeg, there is still a divide. There are so many Filipinos in certain areas. But there is a virtual invisibility of them in other areas of the city. In my interactions in the predominantlyWhite neighbourhoods of the South ends of the city, I would sometimes have to respond to comments of individuals (who were non-Filipino) making stereotype-based comments, judgments and perceptions about

APRIL 16 - 30, 2015

Identities in silos and dialogue’s impact on the diaspora Filipino work ethic and superficial imaginings of our struggles, our food, or perhaps even our sunny dispositions. What does it really mean to be a “model minority?” Is it still discrimination even if the stereotypes are positive (despite being demeaning, minimizing and effectively putting a cap on capacity, growth and potential)? Recently, I was given the opportunity to share my research and intellectual musings at a locally organized event, where I was to deliver a “SHEDTalk” – similar to, but not really like, a “TEDtalk.” It was an interesting experience, articulating my thoughts, verbally processing, and sharing my experiences and reflections with a crowd of mainly University of Winnipeg alumni and students, residents of Wolseley, West Broadway, Downtown and Spence neighbourhoods, alternative folk, activists, community organizers, and young leaders. Perhaps notably, there were only four other identifiable people of colour in the room – other than myself. Being one of six speakers, there were quite a lot of people

in attendance. It was an urban, bike-riding, well-educated, informed, but also very privileged demographic; many of whom are colleagues or who I have seen in the community, change-makers, entrepreneurs, public intellectuals, engineers and educators. I felt a buzz in the air of serious interest and thus I was inspired to share my thoughts. But I was also acutely aware of the racial homogeneity of the crowd and recognized the need to feed to the audience my information in pieces. I was additionally worried that my message might come off as too strong, as I felt it was necessary to talk passionately about the history of colonialism and imperialism – but also to give ample space to pre-colonial life and background. Despite my concerns, I ultimately felt it was important to speak my truth. And so I shared what I’ve learned, what I’ve found, and why non-Filipino people should care about Filipino experience. I touched on history, the waves of Canadian immigration policy, and why the methods of how Filipinos integrate into the

labour market have an impact on their children. Most importantly, I shared the importance of real dialogue with members of the Filipino community, and to look beyond the archetypes of Filipino experience and avoid using and imposing those frameworks in conversations. It is only my hope that there will be a surge in dialogue and towards mainstreaming and increased integration of the Filipino community amongst the attendees who came to watch my SHEDtalk. When there is quality listening and learning, the narratives of true realities will emerge and these can help dismantle the stereotypes which base the foundation of limiting public policies that streamline experiences and groups of people into narrow industries. When there are true interactions, people will stop living in silos and this will expand all our communities, benefitting the whole. By Diwa Marcelino Ninety-five thousand professional engineers will retire by 2020, according to a 2013 Engineers Canada news release. “Canada will face a skills shortage because the workforce cannot be replaced fast enough by incoming Canadian or experienced internationally trained graduates,” the release stated. Minister of Employment and Social Development, Pierre Poilievre, announced funding for two projects designed to accelerate the accreditation process for internationally trained doctors and engineers on April 13, 2015. The announcement took place during his speech to the Conference Board of Canada’s Canadian Immigration Summit 2015. The summit discussion focused on how to enhance immigration policies to keep Canada an attractive place for international talent. The Canadian government has been revising and sometimes

reversing immigration and employment policy for several years in order to fulfill the country’s need for labour amidst a dwindling supply of workers, in large part, due to the retirement of baby boomers. According to Employment and Social Development Canada (ESDC) 6.4 million jobs will become available mostly due to retirements, deaths and emigration. Besides increasing levels of permanent immigration to fix Canada’s worker drought, the federal government’s contentious Temporary Foreign Worker Program has been tasked to fill “temporary” labour gaps. However, due to multiple controversies regarding worker exploitation and the misuse of the program, the government reversed policy direction and created barriers to using the program such as increasing work permit fees from $275 to $1000. Some migrant rights groups have denounced this aspect of the program stating that any additional fees should be paid by the employer but may be illegally passed on to the foreign workers. To add insult to injury, as of April 1, 2015, migrant workers under the program who have worked in Canada for over four years will be sent home and barred from re-entry for another four years despite promises from recruiters and preceding government policy that indicated

that these workers would have a pathway to permanent residency. These latest rules of the program have initiated the exodus of approximately 70,000 workers, according to the Migrant Workers Alliance for Change. Decades of evidence prove that when migrants are employed under closed work permits, which tie workers to one employer, the result is abuse and exploitation of the worker. Workers who fear being deported back to their country are not likely to speak out against employers. This temporary employment and immigration arrangement also creates an underclass of nonvoting, non-citizen workers who are prone to wage exploitation, bullying, unjust terminations, sexual harassment and other abuses. The lack of opportunity for migrants in their home countries compels them to accept poorly paid jobs in dubious working environments here in Canada. Countries like Canada continue to take advantage of workers from countries like the Philippines whose undeveloped economies fail to create decent paying jobs. Trade policies, which have removed and reduced trade tariffs, have opened Philippine markets to highly competitive firms, which inundate the country with cheap imports, destroying local manufacturing and agricultural industries.

During an ASEAN summit last November, Philippine President Aquino said, “migrant workers contribute significantly to the economies and societies of their host governments. We have a collective responsibility and moral duty to uphold their dignity and promote and protect their human rights.” Despite this statement, the Philippine president’s track record and that of his predecessors have failed to show how the government plans to protect their migrant workers or develop quality jobs at home. The real casualties in all of

this are the families who suffer because of their need to separate in order to survive. Mothers have to leave their children because they care for the children of others. Families miss sharing dinner together or celebrating birthdays and holidays. Continuing to offer stopgap and ad-hoc solutions will not help to develop the economies of either the Philippines or Canada. Both countries require long-term solutions for long-term problems. Diwa Marcelino is the program coordinator for Migrante Manitoba.

Although true for many, the newcomer experience magnifies the “strands of the past” that are “bound to the present.”

First time ko kasing mag-try. Most Rev. Richard Joseph Gagnon, Archbishop of Winnipeg, led over 2000 Catholic devotees for the annual Good Friday’s Public Way of the Cross. The one kilometre procession started at the St. Edward’s Roman Catholic Church on Arlington at around 9:00 a.m. that chilly Good Friday morning.

CRISTY... From page 16 kapag nagsimula na ang kaniyang show.

See CRISTY p18

Lumalabas sa See CRISTY p20

PAGE 20

CRISTY...

SHOWBIZ SHOWBUZZ PILIPINO EXPRESS

mayroon kaming napansin noong gabing iyon.

P a n s a m a n t a l a n g

Pero more than their achievements, mas proud ako sa kanila bilang mga anak. “Wala silang ere, masunurin

– CSF

PEOPLE & EVENTS PILIPINO EXPRESS

APRIL 16 - 30, 2015

Partying with Parokya ni Edgar By Judianne Jayme Some Pilipino Express team members had the pleasure of attending the Bente+ Parokya Ni Edgar concert held at the Club Regent Event Centre on March 28, 2015. Concert producer Marby John Aguilar of Pinoy Tribe Entertainment provided an evening that combined an energetic hype with an intimate feel. The concert featured Parokya Ni Edgar (PNE) but also put the spotlight on local talents. Coemcees Chester Pangan and Abby Macatbag kept energy levels up in the intermissionfree show as instruments were changed, rearranged, and opening acts prepared in the wings. DJ Bullet also spun tracks between sets to really set the atmosphere for this crowd, ready to party with

PNE. From a technical standpoint, I must mention that this venue provides unmatched sound quality and incredible lighting options – both of which were maximized at this concert. The show began with the DKF Confident Models turning the stage into a runway, modeling fashions from DKF Fashions to covers of top 40 hits by singer James Cruzat; a crowd-pleasing combination for those in the standing-room-only stage-front mosh pit. With the lack of Wency Cornejo as part of the show’s original line up, the audience quickly learned an important lesson: the show goes on. Local band Synergy was slated to be the band for Cornejo’s set and chose to follow through, only replacing Cornejo with their lead singer. The crowd sang along and

encouraged this band who gave their all and made the best of the situation – truly supporting our very own local talent. Fifteen-year-old Bea Jaime took the stage with a type of talent that goes well beyond her age. She will be representing Canada in the Junior Vocal division at the World Championship of Performing Arts. Another local band, Lykosa, followed Bea, performing their own original songs, a crowd favourite being Lost But Found, which can be found on their soonto-be-released album. The event took a shift from rock music to also appreciate the artistry behind hip-hop and rap with opening act Konflick, as well as a collaboration that created an incredibly catchy theme song of sorts for Pinoy Tribe Entertainment entitled

Pinoy Tribe Anthem Remix, conceptualized, sampled, and written by DJ Bullet. The track, built on a loop of a guitar riff from the Doobie Brothers’ classic, Listen to the Music, was performed by Julienne Reyes, Bea Jaime, featured Konflick Dalubhasa of Death Threat, with verses written and performed by Sangtribo (Ken Canilao, Ralph Gonzal, Juan Love, and David “Yatz” Manalo). It was a powerhouse of local artists working together, and the vibe of pride in their collaboration and end product was clearly evident and felt in the audience. After the showcase of local artists came the moment we anticipated. In came the band – all but lead singer Chito Miranda. The silhouettes of the band were met with deafening cheers, as they began playing. Chito followed onstage and actually took time to

take requests from the audience, and to “make kuwento” with us, having a conversation and telling jokes and stories. It became a very personal experience; the invisible screen that usually separates artists from their audience was broken down as Chito and other band members passed their drinks to audience members in the mosh pit to enjoy. This type of interaction shows their true appreciation of their fans, a sentiment they emphasized several times throughout their set. They also showed this appreciation in action: they promised to sing as many of our favourite hits in their set, and you can see them communicating between songs to accommodate as many of these requests as possible. Thank you again to all involved in putting together this incredible concert. Photos by AJ Batac
