Free what? President Duterte’s signing of Republic Act 10931 caught many people by surprise, not least of whom his critics, those who can not seem to find anything good in the administration. Called the Universal Access to Quality Tertiary Education Act, the law provides for free tuition for all State Universities and Colleges (SUCs) for all students, regardless of their economic standing. Because one of the authors was Senator Bam Aquino, many people thought the President would veto it. His own economic managers (Finance Secretary Carlos Dominguez and Budget Secretary Benjamin Diokno) also advised against the law, saying it would be too costly. In the days and weeks before he signed it, virtually all critics were already hitting the President for supposedly breaking another campaign promise. But Duterte has never been one to pull the plug on anything just because the opposition introduced it. In fact, during the campaign he

The Canadian Citizenship Act was recently changed by an act of Parliament but the changes are being implemented in stages. Yes, the residency requirements are still four out of the last six years, but the expected change back to three out of the last five, is still coming in the fall of 2017. But there are other changes in the wind for Canadian citizenship. A draft version of a new study guide for the Canadian citizenship exam has been released. It shows the government’s plans for overhauling the book used by prospective Canadians to prepare for the skills examination. The Canadian Press obtained a draft of the new guide and it breaks the responsibilities of citizenship into two categories: mandatory and voluntary. The mandatory responsibilities include paying taxes, participating in the census, obeying the laws of the country and serving on juries if called upon. The voluntary responsibilities include studying English and French, Canada’s official languages, as well as

insisted that if he won he would continue the programs of thenPresident Benigno Aquino if they are proven to be beneficial. The fact that an Aquino was one of those behind the bill was not an issue for him, and, in the words of Senior Deputy Executive Secretary Menardo Guevarra, “he weighed everything and came to the conclusion that the long-term benefits that will be derived from a well-developed tertiary education on the part of the citizenry will definitely outweigh any short-term budgetary challenges.” The law will take effect in 2018, but students in SUCs are already enjoying free tuition this year because the Senate realigned P8.3billion in the 2017 budget of the Commission on Higher Education (CHED) to cover it. There has been confusion, however, on how this will be implemented: will it be available just to the poor or will those who can actually afford to pay tuition also get to benefit? This has been an issue at the University of

becoming involved in the political process. The former Conservative government introduced the current version of Discover Canada back in 2011. The emphasis on that version was on military history and cultural values of Canada. The change in national government in 2015 introduced a new Immigration minister, John McCallum, who stated the government’s intention to introduce legislative changes to the Citizenship Act, which were put into law in June 2017 with the passing of Bill C-8. The draft version of the new Discover Canada guide places more emphasis on the history and present-day lives of the country’s indigenous peoples. It also documents the evolution of the rights of all Canadians, including gay, lesbian, bisexual and transgender groups, as well as other sexual minorities. There is a section entitled, “Quality of Life in Canada,” which describes the education and healthcare systems, family life, environment, and

the Philippines (UP), but President Danilo Concepcion and the Board of Regents settled the matter by announcing on August 7 that all UP units will not be collecting tuition this year — a full year ahead of RA 10931’s implementation. The only exceptions are those who already hold an undergraduate or bachelor’s degree, those who fail to meet admission and retention rules, those who exceed the maximum residency requirement prescribed by the university, and students of medicine and law. In typical fashion, though, Duterte said in a subsequent interview that he signed the law knowing that there is no money for it. This immediately sent critics in a frenzy, most of them saying they knew all along there was a catch to what the President had done. But Digong again pulled another surprise, this time in the person of Davao City Rep. Karlo Alexei Nograles, who pinpointed P16 billion in scholarship funds that may be realigned for that purpose. In a statement, Nograles, who chairs the House Appropriations Committee, said the House could pool together funds from various scholarships

under various departments to fund the RA 10931. These scholarship funds are currently allocated under CHED, Technical Education and Skills Development Authority (TESDA), the Department of Health, the Department of Agriculture, the Department of Science and Technology, the Department of Environment and Natural Resources, and various state universities and colleges. And it is as Duterte has said all along: We have money. The Philippines is not actually poor. The problem is that corrupt government officials have always taken advantage of their positions to steal from us. Signing the free tuition law is another sign that he’s serious about licking corruption and that he does have his heart in the right place. After all, what’s more important than preparing the next generations for the future? Canadian citizenship changes Discover Canada draft released the ways Canadians spend their leisure time. The changes to Canadian citizenship are being eased in gradually, including the publication of the new guide. Some of the measures are now in force while others such as residency are expected in the fall of this year. The government expects that all changes will be in force by early 2018. To find out when you may become eligible to apply for Canadian citizenship under the revised laws, please fill out the Canadian Citizenship Eligibility Calculator (www.canadavisa.com/ citizenship-wizard.html). The changes reverse many of the measures introduced by the

former government. But it takes time to complete the process. There is an expression that has some relevance in immigration and citizenship: “Good things come to those who wait.” Be patient, wait until the changes are instituted, and then apply if you are eligible. Topless women in public? Dear Ate Anna On the news they are talking about women walking around with no shirts or anything to cover them above their waist! Why would anybody want this? Yes it is ok for men to go shirtless but women are a very different story! Marites Dear Marites, Thank you for your question. This topic has been in the news a lot lately. Some people want laws to be changed so that women are able to walk around topless. Others find that idea very strange. The issue is more complicated than it may seem! Currently the laws in Canada allow for males but not females to be in public spaces with their top area uncovered. Just to make it clear, it is illegal for anybody, no matter whether they are male or female, to be in public with their genital area – the parts between their legs - being visible. Laws tell us to cover our genital area in public because this area of the body holds a lot of cultural meaning in Canada. This part of the body is considered to be very sexualized – and by that I mean very private and connected to our understandings of ourselves as sexual beings. The top part of the body is a bit more controversial. Many people say it is not fair for different rules to be applied to males and to females, as the parts on the top of the body are very similar. Males and females have nipples and a breast area; the only difference is that on females this area grows larger. So, if two bodies have the same body part, and one body is allowed to walk around without a shirt and the other one isn’t, it can be seen as discriminatory and unfair. As we said before, cultural meanings are key in talking about situations like these. The genital areas between our legs are considered to be very private spaces within Canadian culture. The breast area is less clear, and many people want the breast area in female bodies to be less

sexualized than it has been in the past. By that, I mean that many people want female breasts to be seen as simply another body part, the same as an arm or an elbow, and not a body part that is tied to sex and sexuality. A number of people also want laws to stop considering women’s breasts as shameful. This is why there is a movement for people to allow women to be topless in public. Take breastfeeding for example. Breastfeeding is simply providing food for a baby. In this act, the breast is not a sexualized body part; it is a normal body function that is beautiful and shouldn’t be considered a shameful activity. Because it is normal and not a sexualized activity, women should be able to breastfeed in public if that is the most convenient place. I hope this answers your question. Canada is struggling with some of these questions, and the voices of all citizens should be part of the dialogue! Recharging on motivation “The dream is free but the hustle is sold separately.” Hello to all my fellow dreamers out there! How are you? Still working towards those dreams, I hope! Motivation is an integral component for achieving any goal, isn’t it? However, it does not always come easy. There are times when we may lack motivation and it makes pursuing any endeavour a challenge. If you’re currently lacking motivation, just know that you’re not alone. In fact, I have reached out to a handful of my friends through Snapchat to ask them about their thoughts on this topic. I was overwhelmed by the amount of people who responded and shared that they too struggle with keeping their motivation up. They were even kind enough to share some of their tips on what helps them stay motivated and I’m so grateful for their generosity in allowing me to share these tips with you through this article: Self-awareness The most common response

I received on how to refuel on motivation is, “ask yourself why you may have lost motivation it in the first place.” Similar to if you were to lose your keys; you would probably retrace your steps to see where things may have gone wrong in order to find your keys again. When you lose motivation it is a great idea to ask ourselves, “At what point did I start feeling unmotivated?” Then follow up with, “and why?” In doing this, we will be able to understand ourselves better and start to create our own very personalized next steps. It is also important to give ourselves grace to know that we are learning everyday. During a stage of unmotivation, we should simply think of it as an opportunity to learn more about ourselves. The power of “little” goals Big goals can be very overwhelming at times. When we only look at the big goals, it may lead us to thinking that there’s no point in trying because it is too far out of reach. However, if we break each big goal into a number

of little goals, it makes the journey more bearable, easier to follow, and the dream will seem even more possible! However, we should always keep that big goal in mind along the way to ensure that we are still headed in the right direction. Plan it with power words Make a schedule and have a timeline! This is especially true when it comes to all the “little” goals mentioned earlier. Deadlines are incredible tools because they give us that little nudge to get moving. We have to be cautious about getting caught within vague vocabulary. In other words, “I’ll do it soon,” or “Some day I hope to _______,” are not effective. The more specific a plan, the more powerful it will be. It is important to be specific with the deadlines we give ourselves. In doing this, we are able to visualize our journey. What’s your “why?” We can easily awaken our motivation simply by asking ourselves, “why?” “Why do I want to accomplish this goal?”

This is especially helpful for those who have been pursuing a goal for a long time and may have forgotten why they set the goal in the beginning. Sometimes this is the most powerful tip of all because it brings us back in touch with our intention and this is a major stage in following any dream. Examine your tribe Years ago, someone told me, “you are the average of the five people you hang out with most.” The people we surround ourselves with on a regular basis has a huge impact on how we live out our lives. Personally, in my journey so far, I feel so blessed to be surrounded by many other dreamers who have such positive attitudes towards life. Their vibes continue to be extremely contagious and I cannot help but be inspired by them. This inspiration converts itself to motivation and, in healthy relationships, the hope is that we are always part of this exchange of positive energy. It is gold to surround ourselves with people

who will not only inspire us by their hustle, but who will also support us with ours. The above five tips are just some of several other ways we can regain motivation in our journey as dreamers. Let’s not forget that we can find motivation within ourselves; we don’t have to look far. Let’s be inspired by our past because of the strength, we endured and continue to carry along the way. Let’s be inspired by our future because just think of how incredible it will feel to accomplish our goals! Finally, let’s be inspired by who we are today because we acknowledge the desire within our hearts to do more and be more. It continues to be a blast journeying with all of you fellow dreamers! Death and debt by Tim St. Vincent People often say that death and taxes are the only two sure things in life. Well, they’re partly right, I would say death, debt, and taxes are the only sure things in life. At some point in our lives all three of these things will come together. We will all eventually pass away and when we pass, we’ll no doubt have some debt in our lives and taxes will still have to be settled. As the purpose of this article is not taxation, I won’t comment much on that, beyond stating that the odds are pretty good that you can file two tax returns when someone passes. You’ll likely be able to file what is called the terminal return (the final return for the deceased) and an estate return. There can be some tax advantages to filing the two returns. Please consult with a lawyer, financial planner,

or accountant regarding tax consequences regarding death. So then what about death and debt? What happens to my debt when I pass? Well, to some extent, you don’t have to worry about that, I mean, you won’t be around – but what about your survivors? Your children? Does the debt pass to them? Do we have a debtor’s prison? Let’s start with a few basic points. No. Canada doesn’t have a debtor’s prison; your debts do not pass to your children. Now that we have that out of the way, let’s get into some details. Generally speaking, all of your debts are considered to have passed to your estate when you pass. What does that mean? Well, when you die, your assets (the things you own) are passed along to your beneficiaries through a document called a will. (Talk to a lawyer about what happens if you

don’t leave a will. There are certain laws that will determine who gets what.) This can take a bit of time to sort out, and someone has to look after all of it. This person or persons is/are called an executors. While they are looking after all the paperwork, your assets are held in what is called an estate, usually referred to as “the estate of ______ (insert name of the deceased).” It is the responsibility of the estate to pay all your bills. In order to pay your bills, your estate, through the executor can sell assets or draw against your savings to pay your bills. This includes any debt that has been transferred to the estate; things like credit card bills, lines of credit, car loans, utilities, and mortgages that still need to be paid off. If there isn’t enough value in the estate to settle all of your bills, the debt does not pass to the children of the deceased. If the debt is greater than the value of the estate, then that portion of the debt is forgiven. There is an order in which debt is paid. Secured creditors are paid first (things like a car loan, or a mortgage),

then unsecured creditors are paid next (things such as credit cards, utility bills etc.). Some creditors may forgive some or all of the debt on compassionate grounds, or settle for a lesser amount. That is somewhat rare and at the discretion of each individual creditor. Banks, credit unions and other financial institutions will typically freeze the accounts of the deceased once they are aware of the death of an account holder. Be aware that these financial institutions maintain the “Right of Offset” once the person passes. What this means is that they have the legal right to take funds out of the account of the deceased to pay any debts that the deceased may owe to that financial institution. Sometimes people are concerned that family members may find out about their debt once they die. The only person who should be aware of this is the executor. Of course, there is no guarantee that the executor won’t share this information, but as part of their job, they are supposed to keep this type of information

confidential. The best way to minimize any worries about debt after death is to do your best to reduce debt. Have a budget, track your expenses, stay on track and pay off debt as quickly as possible. If you can stay on top of things, ideally the only debt that should be left once you pass are a few small utilities bills and maybe rent. As is almost always the truth, the best way to stay on top of your bills is with a solid budget. Dealing with the workplace gossip We have all engaged in idle exchanges of information and unproductive conversations such as gossip. Gossip can be found in just about every workplace, but the question is, do you know why people do it? There are inconsistent beliefs around gossip in the workplace. There are some studies that suggest that despite a gossip’s ability to create a stressful environment, other research has found that it may actually have some benefits. Author of Gossip: The Inside Scoop, Dr. John Levin, says that modern day gossiping can be good for emotional health. In his book, while he talks about how gossip can be unpleasant, he also talks about how it can tie social groups and business networks together. Although, it would still be disturbing to find that your co-workers have been spreading rumours behind your back or have told others something that you have told them in confidence. In another study, Dr. Berit Brogaard, a professor of neuroscience at the University of Miami says that gossip at work can be a way to leverage power or a method of bullying someone into submission. Her blog post in Psychology Today offers advice

about what can be done if you discover a co-worker gossiping about you. Dr. Brogaard says that confronting the bully may not work, because there is a possibility that this could lead to vindictive behaviour. She says that even if the bully is confronted, there is not much chance that they will stop. Confronting them may just escalate the situation. We have different theories of why people gossip. The most obvious appears to be because they want to attract attention or they want to show everyone around them that they know everything that goes on. People who gossip feel powerless when they are not in the know and their way to regain control of their audience is by means of spreading rumours. If you fall victim to gossip, Dr. Brogaard suggests that your most valuable tool could be reverse psychology; act as though the rumour doesn’t bother you at all. If there is truth to the gossip, admit to it, and make clear the problems have been resolved. For example, if you had problems finishing a project, you can be honest about it, but be sure to tell everyone how you learned and improved from the situation. As a general rule, keeping

your private life private is a good way to avoid being talked about. Trusting too much personal information with co-workers can have detrimental consequences. The other technique is to avoid participating in the conversation. If there is a story spreading around work, let it stop with you by not passing it on any further. Let the gossiper finish their story, and don’t engage by saying anything back. This way they will quickly learn that you are not interested in gossiping.

At the end of the day, the workplace is not a place for gossip and damaging relationships with co-workers. When at work, take personal responsibility to act with integrity. Just simply keep focusing on doing your job. English lessons When I was in grade school, Linggo ng Wika was something special because it was the only week in the school year when we could use Tagalog outside of our Pilipino class without fear of being scolded. English was actually enforced by an elaborate system of squealing classmates who noted down every Tagalog word we uttered in and outside the classroom. We were fined ten centavos for every Tagalog word blurted out, including everyday words like “array!” Since “ouch” did not soothe the pain inflicted during rough games, some of us learned to bear bruises, cuts, and scratches in silence. That we still have to celebrate Buwan ng Wika every year underscores the sad fact that we are far from forging and accepting a national language. Although former President Aquino signed an Executive Order making Pilipino the language of government communications, official correspondence continue

to be written in English. In some provinces, people flaunt their narrow-minded regionalism by refusing to sing the national anthem in Pilipino. If we cannot even agree on a national language, will we ever catch that elusive national identity or even national unity? In school, I was initially taught in English; then I went through the experiment with bilingualism (Pilipino and English), which was followed later by an emphasis on Pilipino, before finally going back to English. As a result, I lost facility in both languages and opted for that curious mixture we call Taglish or Engalog. In speech, Taglish is tolerable, but in writing, it is something else. My orthography changed over the years from research to saliksik and finally to riserts. Our heroes had no such problems – there was only one kind of English to learn, and that was British English. Rizal read, spoke, and wrote in English and

encouraged his spinster sisters, nephews, and nieces to learn it. He taught English in his school in Dapitan, and when the Americans visited the place at the turn of the century they were surprised to find some people there who knew some English. Bonifacio worked in an English trading company and is supposed to have read English books. Mabini and M.H. del Pilar could write in English. Aguinaldo, with some difficulty, learned it too. The importance of English in the late nineteenth century can clearly be seen in the advertisements of the revolutionary newspaper La Independencia – aside from dentists, who had the most ads, English tutors were next in demand. The Colegio de la Invencion de la Sta. Cruz under the direction of E. Mendiola had “special classes in English by an American professor.” Someone else placed an ad: “One requests an American to teach him the English language in change of his teaching him in Spanish. 29 Jolo St.” Even in Biñan, Laguna, a certain D. Arturo Min’oot

opened a school in November 1898 to teach the theory and practice of English and Arabic. School hours were 8-10 in the morning and 2-4 in the afternoon, except Saturdays, Sundays, and holidays. If you were particular about accent, then you would not enroll with Mr. Min’oot who was only an English citizen, but would rather go to a real Englishman on Mendoza St. in Manila who gave special English classes for adults. The fees were eight pesos a month for two lessons per week daily from six to eight in the evening. This Englishman also did translation work from Spanish to English and vice-versa at three pesos a page of about ninety words. If you wanted English with a heavy Filipino-Spanish accent you could try Mr. Antonio Barretto who teaches English and Spanish languages “alternately from 6 to 8 at night. Moderate fee. For further information apply to 19 Elcano St. Binondo.” The Colegio de San Antonio de Padua at Vergara Street, Tanduay, under the direction of Ignacio Villamor advertised the simplest and most practical

way to learn to read, write and speak English within a short time. Partial solar eclipse to cross Canada On Monday, August 21, a total solar eclipse will pass over the United States from Oregon to South Carolina. That is when the moon will cross between the Earth and the sun, completely blocking the light of the sun in the path of its shadow. Solar eclipses happen at least twice each year somewhere on Earth, but a total solar eclipse passes over North America only once every few decades. This year the moon’s shadow will not pass directly over any part of Canada but Vancouver will have the best seat in the country seeing an almost 90 per cent eclipse at about 10:00 a.m. PST. As the moon’s shadow moves southeast, Canadian cities will see less blockage of the sun.

Filipino speakers: 123.1 per cent in Saskatchewan, and 68.3 per cent in Alberta. Since the 2011 census, Filipino has been second only to English in the number of speakers within the City of Winnipeg. As of 2016, there are 54,080 Filipino speakers among the city’s total population of 811,900, or 6.67 per cent. Filipino populations are growing in other areas of Manitoba, too. The town of Neepawa’s overall population has expanded nearly 27 per cent since the opening of a hog processing plant in 2011, attracting many immigrants, mostly from the Philippines. Data shows 1255 people call Filipino their mother tongue in Neepawa. There are 900 Filipino speakers in Steinbach, 385 in Brandon, 195 in Portage

La Prairie, and 120 in Thompson. Other Philippine languages counted too Filipino (Tagalog) was not the only language of the Philippines counted in the latest census. Statistics Canada collected data on eight Philippine languages spoken here in Canada. They are identified as: Bikol; Cebuano; Hiligaynon; Ilocano; Pampangan (Kapampangan, Pampango); Pangasinan; Tagalog (Pilipino, Filipino); and Waray-Waray.
