Our 10th Anniversary Editorial by Emmie Joaquin This issue of the Pilipino Express News Magazine is very significant for us. As of November 16, 2015 Pilipino Express is 10 years old. When we started publishing Pilipino Express in the fall of 2005, we were chockfull of ideas and motivation despite having very limited resources. Enough of parochialism Talk about parochialism. Senator Antonio Trillanes IV is actually pushing for the passage of a bill creating a commission that will study the feasibility of relocating the national capital and seat of government out of Metro Manila. According to Trillanes, this is the best way to decongest the capital, which has been plagued by serious traffic problems for many years. In Senate Bill No. 2354, which he filed last year, Trillanes said the past few weeks of heavy traffic in Manila, “have taken a toll among commuters and motorists who had to endure a couple of hours on the road before reaching their destination.” To date, he said, various measures have been employed by our government to address this worsening traffic condition, “but none has been proven effective yet. We need to create long term and feasible solutions to this problem.” So to the mind of the vice presidential candidate, the only solution is to transfer the seat of power to some other place. “National capitals occupy a commanding position in the stature and development of nations,” he said. “They are the visible symbols of national pride and a defining vehicle for national progress. However, with its current situation, Manila, as the country’s capital, could

hardly stand proud in the ranks of national capitals throughout the world.” In other words, Trillanes’ motives for pushing his solution is the narrow view that the people in Manila need traffic relief, nothing more. At best, it is a superficial move that does not address the real problem; at worst, it is a curse on the unfortunate place that will be chosen as the new capital. For what does Trillanes think, the new capital will remain an oasis and not attract its own deluge of people — and with them traffic, pollution, congestion, and a host of other ills? Does he think that the problem is simply that the capital is located in the wrong place? His proposed solution completely ignores the reality that Metro Manila is congested not because it is Metro Manila, but because the national government is so centralized that people have no choice but to go there. Businesses have to locate there for ease of operations, and people from the provinces are made to believe that they can make a better living there — simply because government chooses to hold on to its power. Trillanes would do better to push for the decentralization of government and make sure the regions have the power to make their own decisions on matters that affect them directly. Federalism, which does precisely this, is a far better option than simply

relocating the country’s capital. Enough of parochialism; it’s time we distribute power to the people. Disconnect One of the reasons it is so hard to be gung-ho about the Philippines and its future is that while the Aquino administration boasts about the gains it has made in the economy over the last five years, little of this progress has actually been felt by the common tao. In his State of the Nation Address (SONA) on July 27, 2015, the President touted the following: a stable economy with the highest GDP growth in 40 years and second best in Asia after China; a million jobs generated as of January, further reducing unemployment; and reduced number of overseas Filipino workers from 10 million to eight million in five years. He also took pride in lowering the incidence of self-rated hunger as well as the end of shortages in classrooms and textbooks. But while all these look good on paper, the actual experience of the people has been the opposite. This rather pessimistic view has been further bolstered by a new Social Weather Stations (SWS) survey that showed that the number of jobless Filipinos rose in the third quarter. According to the SWS, 23.7 per cent of the 1,200 respondents said they were without jobs, a figure higher than the 23.2 per cent rate in June and 19.1 per cent in March this year.

The current joblessness rate, the SWS continues, is also higher than the 22.9 per cent rate in the same quarter last year. The SWS survey also showed that almost 12 per cent lost their jobs involuntarily, while more than eight percent resigned. This is in stark contrast to what the President boasted about less than four months ago, and it makes one wonder who is actually telling the truth. Perhaps both are true; government has all the right numbers and figures in its hands, but these are not necessarily what the people experience. It is one thing, after all, to deal with data, quite another to deal with the people. And if there’s anything that can be said about this administration, it is that it seems to have a disconnect with the very people that put it in power. This is exemplified in the fact that the President chose to attend the wedding of a billionaire’s son instead of commemorating the anniversary of typhoon Yolanda with the survivors. Mr. Aquino, it seems, has a greater affinity with the upper echelons of society than with the great unwashed. Perhaps a new administration can return the focus on the people. Canada – a nation of immigrants and refugees During the campaign, the Liberal Party promised that they would open Canada’s doors to 25,000 Syrian refugees displaced by the conflict raging in Iraq and Syria. The Conservative government, campaigning for a fourth term in office, had committed to bring 11,300 by 2018 (they promised an additional 10,000 during the campaign), although by September 2015 they had only brought in around 2,500. With the growing refugee crisis in the Middle East and in Europe, spurred by civil war in Syria, the spread of ISIS, and as a result of political upheaval resulting from the so-called “Arab Spring,” many nations have been reacting differently. Some, like Turkey, Italy, and Germany have been generous in their humanitarian response to these refugees, while other countries have closed their borders and even arrested those trying to enter their borders in search of asylum. While Canada has not taken such a route, neither has it been liberal in its acceptance

of refugees. With the new Liberal government in Ottawa, this will hopefully change (and at this time, it seems as if it will) because Canada, historically, has not been a country to ignore people in need. Indeed, the past few years has seen a re-branding of Canada from an open, humanitarian nation to one driven by (trumped up) security fears and xenophobia to populations coming from the Middle East and North Africa. Canada has a long history of accepting refugees and asylum seekers, such as British North American Loyalists fleeing the American Revolution in the 1770s. But it also has a dark past of rejecting refugees with tragic consequences. In the spring of 1939, the S.S. St. Louis, carrying 936 passengers (930 of them Jewish refugees) was denied docking rights at a Canadian port. Canada at this time had an unfortunate antiSemitic attitude, with members of Parliament going so far as to say, on record, that Canada had

no place for European Jews. This ship, the St. Louis, began what has been called its “voyage of the damned” in May of 1939 from Europe seeking refuge from Hitler’s Germany. Travelling first to Cuba, they were denied entry and continued on to United States where a coast guard shift was dispatched to escort the refugees out of American waters. As the ship approached Canada, a large group of prominent Torontonians urged the government under Prime Minister Mackenzie King to give sanctuary to the St. Louis. The government, however, refused and denied entry to the refugees. Defeated and with nowhere else to go, the ship had to return to Germany. While their exact fate is not known, one author states that they returned to “where almost certain death awaited the majority of her passengers.” The decision to deny the S.S. St. Louis, and many other Jewish asylum seekers, during the period of World War II was largely due to

Mackenzie King’s understanding of public opinion being against such actions. However, these responses have not come to characterize Canada’s responses. During the 1970s, Canada on a number of occasions rose and opened its doors to refugees. In 1972, the Ugandan President Idi Amin declared that all South Asians living in Uganda were to be expelled. Canada quickly responded to this crisis and established an office in Kampala to process refugees as quickly and efficiently as possible. By the end of 1973, more than 7,000 Ugandan Asians were brought into Canada. Following quickly on the heels of the Ugandan Asian crisis, the government in Chile was overthrown in 1973; although Canada responded, it did not bring the same energy as with the Ugandan Asians. Nevertheless, around 1,188 Chilean refugees had arrived by the beginning of 1975. The decade ended with the mass upheaval See REFUGEE p8

HIV – Getting to zero December 1st is World AIDS Day. This is a day that is set aside each year to raise awareness of HIV /AIDS related issues around the world. The theme for this year’s World AIDS Day is Getting to Zero. Zero new HIV infections. Zero discrimination. And zero AIDsrelated deaths. It was in 1981 that we heard about the first reported case of HIV. The spread of HIV has not stopped. It is estimated that over 75,000 people are living with HIV in Canada. About 25 per cent of them don’t even know they have been infected. These people can pass the virus to their sexual partners without knowing it and continue the spread of HIV. Ignorance, assumptions about HIV, stigma, and discrimination are factors that contribute to the increasing rate of HIV infection. One thing we can all do is challenge our assumptions about HIV and learn about the facts. Assumption: “Winnipeg is not a big city like Toronto. HIV isn’t really an issue in Manitoba.” Fact: HIV is a Manitoba reality. Manitoba now has the second highest new HIV infection rate,

after Saskatchewan, in Canada. The most recent statistics show that over 100 Manitobans were diagnosed with HIV in 2013. Assumption: “I am faithful to my husband. I should be safe.” Fact: Worldwide, about 50 per cent of the people living with HIV are women. Most women become infected with HIV by their husband or boyfriend through unprotected sex (not using condoms). This assumption works only if you know for sure that both you and your partner are not infected with HIV (with a reliable HIV test) and both of you are willing to commit to being faithful to each other as sexual partners. Assumption: “HIV/AIDS is no longer a death sentence. If people don’t die from it, why worry?” Fact: There is no cure for HIV. There is no vaccine to protect against HIV. Many people who are infected with HIV don’t even know it. Many people are already very ill with AIDS when they are diagnosed HIV+ and they will die from it. After ten long years of the Harper government we can breathe a collective sigh of relief. The question now is not the things he is taking away but rather what the incoming government can do to make things better for us all, especially in terms of immigration. The past liberal governments of Pierre Elliot Trudeau, and long before him, Sir Wilfred Laurier set high standard for opening up immigration to Canada. We can only hope that Justin Trudeau, based on his election promises, shares the same strong belief in the economic and societal benefits of immigration to Canada. The Canada Immigration Newsletter for October 2015 sets forth some of the highlights of the Liberal platform, which most observers would consider “progressive” in nature. Family reunification The liberal election platform pledged to make family reunification a more transparent and quicker process. Some of the changes they mentioned during the long campaign include: • Doubling the budget for family class immigration

processing in order to reduce processing times; • Doubling the application cap for sponsorship of parents and grandparents from 5,000 to 10,000; • Removing the “conditional” landing for sponsored spouses and partners; and • Restoring the age of dependent children back to age 22 instead of under 19. Express Entry This major effort by the Harper government, which changed selection from a supply-driven (first come, first served) economic immigration model to a demand driven (“Expression of Interest”) system, with a strong emphasis upon employment in Canada and private sector involvement. The Liberals have not said that they would discard the Express Entry approach but they have suggested assigning more points for family supports inside Canada. It is possible that the federal Express Entry may start resembling what has traditionally been the approach of the Manitoba Provincial Nominee Program rather than the recent provincial changes

Likely changes to Canadian immigration under a Trudeau government that suggested that MPNP was changing it’s program to follow the federal example. Temporary Work Permits The Harper government has been issuing work permits at record rates and we are all aware of the shortcomings of their lack of oversight; with employer abuse, disregard for the overseas workers themselves, and departure notices for thousands. The Liberal platform spoke about making permanent immigration more feasible for OFWs rather than using them for four years and then kicking them out. Just last month Justin Trudeau spoke of a five-point plan to correct the TFWP: • establish a mandatory tracking system for complaints; • hold compulsory and regular workplace audits; • conduct mandatory disclosure of investigations into abuse and federal employer compliance reviews; and • publish monthly reports on the number of temporary foreign works in Canada by region and by National Occupation

Classifications code. Canadian citizenship The outgoing government pushed through a number of significant changes for permanent residents seeking naturalized Canadian citizenship. The changes, which became law in June 2015, increased residency to four out of the past six years and did not take into consideration the time applicants spent inside the country as students or workers. The Liberals have pledged to restore a residency time credit for students and workers and other temporary residents applying to become Canadian citizens. The Liberals have stated their intention to repeal bill C-24 known as the Strengthening Canadian Citizenship Act, which gave the Minister of Citizenship and Immigration wide sweeping discretionary powers to strip dual citizens (not just holders of dual citizenship but those with the potential to hold dual citizenship) of their citizenship and remove them from Canada. This change would have impacted on all naturalized citizens, like

those from the Philippines, who potentially could reclaim their Philippines citizenship. Even before the Trudeau government was sworn in we were all anticipating changes such as those outlined above. The recent announcements about bringing in 25,000 Syrian refugees before the end of year bodes well not only for the refugees in peril for their lives, but also for Canada’s international reputation and the restoration of positive attitudes about immigrants and immigration in general. Can the Liberals undo the harm the Conservatives have done to our immigration programs and our international reputation? Probably not overnight, but the signs are hopeful and we are still basking in the light of a change for the better. Condensation issues Condensation, or sweating, accumulates on surfaces when the temperature drops below the dew point, which is the temperature at which water must be cooled to reach saturation. Components made of metal are typically the first places where condensation will form because of the metal’s characteristic thermal conductivity. Condensation can be problematic as droplets can puddle and destroy building materials, like when condensed water recurrently drains from a water closet and deteriorates the washroom tile floor and subfloor. Elevated moisture encourages mould growth, which is a serious health risk. Leaking overhead pipes can be an extreme irritation in a finished basement, as they may destruct appliances, electronics, furniture and carpets. Pooled condensation can also cause electrocution of building occupants and electrical fire. Condensation typically forms in

windows, plumbing drains, cold water pipes, water pressure tanks, and plumbing fixtures. On the other hand, metals that are not in contact with cold water or air seldom show excessive condensation, even though it is unprotected from the same surrounding moisture-laden air. A water supply pipe that transports only hot water infrequently cools below the dew point temperature. Non-metal building materials that are in contact with cold water or air (such as plastic drains and piping) lack the thermal conductivity to become cold enough to trigger condensation. Metals also differ in their thermal conductivity. The metal’s capability to transfer heat and create condensation is approximately equivalent to its electrical conductivity. Older homes often lack vapour barriers or sealers in the masonry and foundation, which is why condensation is commonly found in the basements of older buildings. The two approaches

used to decrease condensation are to keep surfaces from becoming cold and to lower the relative humidity of the interior air. This can be accomplished by doing the following: • Turn on the exhaust fans when bathing and cooking. Leave it open for about 20mins after bathing or cooking to expel hot air and prevent it from condensing into walls and ceilings. • Ventilate the basement. However, this approach could be counterproductive if the indoor air is less humid than the outdoor air. • Use a dehumidifier. This

simple and effective appliance can lower humidity because it condenses water vapour into its water tank instead of elsewhere. • Insulate cold surfaces such as water pipes and water pressure tanks with plastic foam wraps. Avoid using fiberglass insulation because it is useless when wet and it can be the cause of mould growth. • Remove plants from the home interior. Plants are a significant source of water vapour through transpiration of moisture. • Increase heat where condensation is a certain problem. Be cautious that what seems to

be condensation may actually be a water leak. Contact a qualified plumber if dehumidification and insulation don’t appear to fix the condensation problem. Condensation can lead to moisture-related problems that can affect structural components and your health. People of my age don’t need to worry about it.” Fact: HIV does not discriminate by age. Older adults become infected with HIV the same way as younger people – from unprotected sex and sharing needles (even the needles for insulin shots). The numbers of older people newly diagnosed with HIV is increasing. Assumption: “I have gone for a medical check up and my doctor has done blood work. I am sure I have been tested for HIV.” Fact: You won’t be tested for HIV during a regular check up. You need to ask your doctor or health care provider for a specific HIV test. Assumption: “I am straight. HIV has nothing to do with me.” Fact: Anyone can become infected with HIV. HIV is not a “gay disease.” Worldwide, most people get HIV from having sex with the opposite sex (heterosexual). Almost one in four people living with HIV in Canada are women. Assumption: “I don’t want to sit close to a person on the bus who looks like a “skeleton.” I think someone who looks like that probably has HIV.” Fact: You cannot tell a person with HIV by their looks. Many people with HIV look “healthy” but they can still pass the infection to other people through unprotected sex or sharing of needles or other drug use equipment. HIV cannot be transmitted by casual contact such

PILIPINO EXPRESS as sitting close to someone, shaking hands, hugging etc. Assumption: “It takes a long time to get an HIV test result, the waiting will worry me to death.” Fact: It takes about two weeks to get the test result for a standard HIV blood test. There is now a Rapid HIV Test (Point of Care testing) available. A blood sample will be taken from a finger poke and you will be given the result on that same day. You can go to Nine Circles Community Centre (in Winnipeg) for Point of Care testing.

APEGM changes its name and logo The Association of Professional Engineers and Geoscientists of Manitoba (APEGM) changed its working name to Engineers Geoscientists Manitoba in September 2015. In my own opinion, this change has long been overdue and I’m one of those members who quietly cheered and breathed a deep sigh of relief upon learning of the change. Why? It’s best to explain by citing two instances from my own experience. The first occasion dates back to 2006 when I, as a new immigrant, heard from a colleague that APEGM is just an association or a group of professionals and does not provide licenses to practice engineering. Although, I had already acquainted myself with APEGM through the website, this hearsay would have misled a newcomer. On another occasion in 2013, the Filipino Members ChapterAPEGM formed a relay team to participate in the Manitoba Marathon. I, though not the fastest and most experienced runner, volunteered to run the anchor leg. As I approached the finish line, amidst the rain, cheers and blaring music, I heard the announcement that went like this “…here comes Team FMC-APEGM, I don’t

know what that is, but I’m pretty sure it has something to do with engineers…” So there you are, just two of the many instances where the name APEGM (acronym or spelled out) either represented vagueness or difficulty in association. Thus, to me, the name change has accomplished its purpose - greater clarity and ease of introduction. Yes, it’s been two months since the change came into effect, but for the benefit of newcomers and those who are not yet in the know, I am re-printing the press release1 that came out in September from the association’s website (www. apegm.mb.ca). WINNIPEG, September 24, 2015 – The professional engineering and geoscience licensing association in Manitoba, previously titled The Association of Professional Engineers and Geoscientists of Manitoba, commonly shortened to the acronym APEGM, has changed its working name to Engineers Geoscientists Manitoba, coming into effect September 2015. Since the original logo incorporated the old name, a change of logo has occurred as well. The new logo presents strong

bolded lines representing the letters E and G, the two first letters of the Professions the Association represents. The concept of the logo is clear and concise, with the minimal letterforms giving a sense of structure and space. While the APEGM logo and the old name are expected to be phased out in the upcoming months, all staff email and website addresses are expected to remain the same for the time being. Always aiming to serve its members and the general public, the Association began considering shortening its name years ago for greater clarity and ease of introduction, and went through many meetings and a Council vote to consider the change. “Although the (old) name is familiar to us, it is not easily recognized by

the public. If you did a survey, how many people would know what APEGM is?” explained Grant Koropatnick, P.Eng., FEC, CEO & Registrar of the Association in a 2013 publication of The Keystone Professional, the official publication of Engineers Geoscientists Manitoba. Name changes from lengthy titles have already occurred at a number of Engineering and Geoscience Associations across Canada, such as in New Brunswick where the provincial association is now called Engineers Geoscientists New Brunswick, and nationally by the former Canadian Council of Professional Engineers and Canadian Council of Professional Geoscientists which are now titled Engineers Canada, and Geoscientists Canada respectively. Engineers Geoscientists Manitoba currently oversees over seven thousand members, and this number is expected to increase as demand and the population within

the province continues to grow. As a public organization assigned to serve and protect public interest, it may be agreed that changing the name of the Association to one that is more recognizable and concise, is doing just that. Never mind the fact that it just makes life work better as well. The Association administers The Engineering and Geoscientific Professions Act by licensing professional engineers and geoscientists and setting standards for and regulating these professions in Manitoba so that the public interest is served and protected. Rigorously educated, experienced, and committed to a Code of Ethics that puts the public interest first, licensed engineers can be identified by the “P.Eng.” and licensed geoscientists by the “P.Geo.” after their names. Becoming not you Before we begin, let me caution you, that in order to have anything, you must know how to be it first. Despite this, there are numerous screening protocols to prevent such a thing. However, with a new government comes a hope for change. This is not just a question of refugee policy, but a question of what do we want Canada to

be, and how do we want Canada to be seen? As citizens and residents in this country, it is up to the public to hold government accountable to this vision. It is almost cliché to state Canada is a nation of immigrants, but we should be more inclusive in our definition of Canadian identity as also including Canada, the nation of refuge. This is a message that has been sent (to the visiting APEC leaders) not just in light of the incidents in Paris.” The government removed about 20,000 homeless people from the streets, cancelled more than a thousand flights, and declared public holidays in Manila as part of their security measures. Major streets in Manila are being closed to traffic to speed up the shuttling of delegates and police are asking building owners to close their windows to prevent their use by snipers. Early on Saturday, November 14, Philippine marines deployed anti-aircraft guns and riot police around the main summit venue as police conducted a full rehearsal of the visiting leaders’ motorcades to the summit venues and their hotels.

Jose Marco – Philippine history’s greatest con man It is no secret that over the past century Filipino history books have been riddled with errors and outright hoaxes, especially in the area of the pre-Hispanic period. After more than 300 years of Spanish rule, Filipinos had many blank spots in their collective memory concerning their precolonial past. At the beginning of the 1900s, the new American regime allowed some of these lost memories to be regained through new research, which was fuelled by the post-revolution nationalism of the Filipinos and the Americans’ curiosity about their new possession. However, some of these over-enthusiastic efforts to resurrect the past led to sloppy historical research on both sides. Often, a basic talent for forgery was hardly even needed to fool the “experts.” Perhaps the most famous hoax was that of Datu Kalantiaw, the first Filipino lawmaker. It was wildly successful for 50 years before anybody seriously questioned its validity, even though the perpetrator of the hoax was probably one of the most inept frauds in history – José E. Marco. A fraud is born The forgeries of José E. Marco were extremely crude, almost childish in execution and full of absurd stories, anachronisms, contradictions and errors. Marco’s career as a phoney historian began in 1912 while he was working for the post office in Negros Occidental. He published a Historical Review of the Island of Negros in the Spanish language journal, Renacimiento Filipino (Filipino Renaissance) where he cited several unknown authors and mentioned meaningless precolonial dates, which he did not connect to any particular events or calendars. These idiosyncrasies would become Marco’s trademark for every one of his alleged discoveries in the following 50 years. At the time, Marco’s essay was not particularly remarkable but it would later become significant for what was not in it. Marco didn’t mention any lawmaker by the name of Kalantiaw and one of the footnotes even said that there were no lords or kings in the pre-colonial Philippines, and that crimes went unpunished. This may have slipped his mind when, years later, he told the famous anthropologist, H. Otley Beyer, that his father had discovered the Kalantiaw documents in 1899 while looting the convent in Himamaylan, Negros – 13 years before he wrote his essay in 1912. Marco changed his story, though, when the University of Chicago requested details of his discoveries in 1954. He said that an old cook, not his father, had stolen the documents and then sold them to Marco in 1913.

In 1912, Marco also donated to the Philippine Library and Museum some ancient documents written in baybayin script on three sheets of tree bark. Marco told a schoolteacher named Luther Parker that he had found them wrapped in wax inside the horns of a wooden six-legged bullshaped idol in a cave near La Castellana, Negros Occidental. Parker visited the cave a few weeks later in December 1912 and found that the only bull there was the story itself. Yet, according to a Philippine Library bulletin in September the following year, these were “the greatest literary find ever made in the Philippine Islands.” Kalantiaw “discovered” Marco made his biggest splash in academics in 1914 when he delivered five manuscripts to the Philippine Library. Over 800 pages were forged in total, which would have been an astounding feat except that they were literally scrawled with hardly any effort to make the writing look authentic or to make the information consistent with known history – or even with common sense. Nevertheless, the director of the library, Dr. James A. Robertson, received the documents and called them “important additions” to their collection and he referred to Marco as “a good friend to the institution.” Among the documents was Marco’s magnum opus of forgeries, Las Antiguas Leyendes de la Isla de Negros (The Ancient Legends of the Island of Negros). The book, which alone was over 600 pages in two leather bound volumes, was dedicated to the king of Spain in August 1839 – a period when Spain had no king. Leyendes was the book that gave us the myth of Datu Kalantiaw and his list of bizarre and sadistic laws that included Spanish derived words like oras almost a full century before any Spaniard had set foot in the Philippines. Yet, to this day, some members of the Philippine Supreme Court still believe that Kalantiaw is one of the earliest and greatest lawmakers of the nation. (For examples, see my article at www. mts.net/~pmorrow/kalant_e.htm) A reign of error So little is known about Marco today that it’s hard to tell if his mistakes were due to stupidity, laziness or just plain contempt for the experts who eagerly accepted his forgeries – or perhaps he really believed what he wrote. His blunders are too numerous to mention them all here, but some were absolute whoppers. Here are a few: • The oldest document that Marco allegedly discovered was supposedly written in the year 1137, yet it mentioned that Kalantiaw had built a fort on Negros in 1433!

• A pre-colonial Visayan document, written in 1489, contained the Spanish words viernes (Friday) and régulo (petty king)” and it mentioned King Charles V who was not born until 1500. It is highly unlikely that anyone in the Philippines had met a Spaniard by that time, much less learned his language. • A Spanish document said to be written in 1577 mentioned trade relations with Indonesia even though that name for the archipelago was not coined until 1877. • Then, there was the 1572 map of Negros that showed the location of three churches at a time when there were no churches or even a single priest on the island. • The same map showed distances measured in leagues that were equal to kilometres – even though the kilometre was not invented until 1799 (a detail found in several Marco forgeries). • Marco’s pre-colonial calendars had a seven-day week just like in Europe, though early authentic Spanish accounts reported that Filipinos had no such thing. • One comment about one of the calendars, supposedly written in 1837, used the word microbe, which was not coined until 1878. • The calendars also featured pre-colonial baybayin writing, which, like all of Marco’s discoveries, was obviously written by someone who spoke Spanish and did not understand the baybayin script because the words followed Spanish spelling rules. The historian E.D. Hester wrote to Marco in 1954 and pressed him to explain the contradictions in one of his latest alleged discoveries. Marco wrote back and said that he was not familiar with the historical details of the book in question and, like Hester, he could not understand its author’s confusion, either. Apparently Marco tried to buy Hester’s silence on the matter by enclosing a gift of four extremely rare and valuable wartime postage stamps. But this didn’t fool Hester because he had worked in the very government department that had issued the special stamps and he knew at a glance that Marco’s stamps were worthless fakes. Marco’s interests were not restricted to ancient history. The historian John Schumacher exposed about 40 Marco forgeries related to or attributed to Jose Burgos, one of the three priests, now national heroes, who were martyred in 1872. These included an 1873 account of the Burgos trial and the novel La Loba Negra, which Burgos himself had supposedly written in 1869. Schumacher was able to produce side-by-side comparisons of Burgos’ authentic signature and handwriting with the sloppy penmanship and poor Spanish

Recto edited a typewritten copy of the novel in the 1940s.) Schumacher also revealed the same kinds of absurd anachronisms that W.H. Scott had found in the pre-Hispanic fakes. He even noted that the alleged Burgos documents also had distances stated in leagues that were equal to kilometres. A life of mystery The life story of Jose E. Marco is as vexing as any of his untold number of hoaxes. He was born in the town of Marayo, Negros, which is now Pontevedra, but exactly when he was born is not so certain. Three years after his death in 1963, his widow, Concepcion Abad Marco, said he was born on September 19, 1866, which meant he lived to the age of 97. However, his obituary in the Manila Times in October ‘63 said he was 86 years old when he died, which would have put his birth in 1877. Marco himself said he was born in 1886 when he supplied biographical details to the Philippine Studies Program at the University of Chicago in 1954 – but, of course, Marco was a compulsive fibber. He also told them that he had graduated from the Ateneo Municipal de Manila in 1898 with the degree of Bachiller en Letras y Artes and then went on to take “special courses in agriculture and industrial chemistry” at the University of Santo Tomas. Neither institution has Marco’s name in their records. One would think the Ateneo, at least, would have some record of a 12-year-old boy with a

bachelor’s degree! Curiously, the 1913 bulletin that announced his first contribution to the National Library said that Marco “was educated in American schools.” After his mysterious education, Marco claimed he was, and perhaps he really was, a teacher from 1903 to 1910, a postmaster from 1911 to 1920, the secretary of a lending library in 1914, and an interpreter/ clerk of court in Bacolod from 1920 to 1929. At some point he was also the president of a stamp-collecting group called La Sociedad Filatélica de las Islas Filipinas. Jose Marco continued to supply scholars with hundreds of additional pages of forgeries until his death. As the years went by, though, the scholars grew suspicious and eventually they were just annoyed by his obvious lies. In 1953 he produced what he must have thought was a masterpiece, the 295-page, Recopilaciones histórico-médicosociales, of 1830. He only managed to get 10 pesos for it from the National Library. The director of the library, Carlos Quirino, wrote on the title page, “I strongly doubt the authenticity of this [manuscript].” Researchers and journalists subsequently ignored the book. All the false history that Marco had spent a lifetime to fabricate was thoroughly debunked just a few years after he died but his greatest hoax, Datu Kalantiaw, still has believers today who will likely defend the authenticity of their imaginary hero until their final breath. Ngayon, napapanood din si Teacher Georcelle bilang dance mentor at choreographer sa musical competition na Your Face Sounds Familiar. Marami pang personalidad ang dadalaw sa AlDub at sa mga mahal nating lola, mapupuno ng mga karakter ang kuwentongkalye na kinaaaliwan ng ating mga kababayan, ibang klase talagang mag-isip ang mga writers ng Eat… Bulaga! *** Isang kaibigan namin ang masusing nagmasid sa matinding pagkakagulo ng mga kababayan natin habang nagso-show sa isang mall si Alden Richards. Sa kaniyang paglalarawan ay parang huling araw na iyon sa mundo ng mga babae at beking nagtitilian. Noong panahon ni Tita Cory na Nanay ni PNoy, pinaimbestigahan din niya ang kaso. Lumitaw din na walang kinalaman ang Daddy ni Bongbong. Hindi na binuhay pa ang kaso.
