OTTAWA – The Canadian government announced several changes to the country’s immigration system this week that are set to take effect on November 19. The Express Entry path to immigration is among the programmes to be improved, according to a government statement, to make for a “more fair and responsive immigration system that will address emerging needs and ensure long-term economic growth for the middle class.” Improvements include

Unknown to many, one of the members of the government panel negotiating with the National Democratic Front of the Philippines (NDFP) is the daughter of a martial law victim. Lawyer Angela LibradoTrinidad, an active supporter of President Rodrigo Duterte, joined the GPH (Government of the Philippines) peace panel in July. She is the daughter of the late Davao City labour leader Erasto “Nonoy” Librado, who was arrested and tortured during martial law. But despite the President’s decision to allow the burial of the late strongman at the Libingan ng mga Bayani — which was affirmed by the Supreme Court on November 8 — LibradoTrinidad remains steadfast in her support for Duterte. Here’s what she has to say: “Someone had asked me why I am vocal against Marcos being a hero when I am with the team of the President, and I asked that person, ‘Why not?’ “After my father became a victim, his fingers burned with cigarettes and his palms became the martial law agents’ ashtrays, I was and have been vocal against martial law and the resurgence of any its faces. “I am proud to say I won’t blink despite the SC decision. “I am prouder to say that I trust my President enough to know he respects all positions on this issue. Unlike those who slept on it for six years (just to resurrect it now) because their principal

was sleeping on the issue, too.” This is something those against the President apparently cannot seem to understand, but it’s proof that, contrary to what they say, Duterte’s supporters are not a bunch of blind followers who swallow everything he says. In this instance many Duterte supporters have been very vocal about their disapproval, and they continue to protest his and the Supreme Court’s decision. *** It’s fitting that a day before social media star Mocha Uson was to have her first column published in The Philippine Star on November 8, President Duterte gave assurance that he would uphold freedom of the press in the country. Speaking to newly-elected officers National Press Club (NPC) led by its president Paul Gutierrez, Duterte likened press freedom in the Philippines to that in the United States where there is “no pressure” — at least from government. “Here in our country, press freedom is thriving, it’s working,” he said. Indeed, no matter how much you dislike (or maybe even hate) Duterte, the one thing you cannot say about him is that he does not respect press/media freedom. Davao City reporters know this: in the 20-plus years he was mayor, he has never once tried to suppress free expression. If anything, Duterte has been the media’s champion. When then-President Gloria

Duterte supporters are speaking out against making Marcos a hero Arroyo imposed Proclamation No. 1017 on February 24, 2006 placing the entire country under a state of emergency following an alleged coup attempt, Duterte refused to implement a provision to revoke licenses and permits to hold demonstrations and protests. Because of this, dozens of journalists in Davao City (including me) were able to hold a rally and march against Proclamation 1017 on March 3, 2006. In spite of this, there is a misimpression that Duterte is some kind of dictator who does not suffer the writings of journalists and who would stifle media freedom at the flimsiest pretext. What gives people that idea I don’t know, but it’s there. And that brings us back to Mocha. It’s interesting that while people rile against Duterte’s supposed dictatorial tendencies, they themselves practice it by protesting against her inclusion into the roster of the Philippine Star’s list of columnists. We already know that Regina Belmonte, daughter of that paper’s president Miguel Belmonte, went ballistic when she learned the news. She called Mocha a “reprehensible piece of garbage” who was nevertheless being given “another platform to

spread her lies and propaganda.” She said to allow her into the Philippine Star is “a disgrace to See-See’s memory,” referring to her grandmother, the late Betty Go-Belmonte, who founded the newspaper. Regina herself has conceded that neither she nor her family can do anything about the situation (having sold 51% stake to Manny V. Pangilinan), but in saying so she also revealed that if it had been in her power, she would cancel Mocha’s contract with the paper. Sadly, this is also how a lot of people feel. They cannot comprehend how a former sexy dancer, one who has appeared nude many times in the past, is now writing a column for a respectable newspaper. These “decent” people want to enjoy freedom of speech but deprive others of it. In other words, if they had it their way, Mocha would be stripped of more than just her clothing. Immigration Plan 2017 The federal government has announced its Immigration Plan for 2017 and the news is good all round. For persons who want to immigrate to Canada through one of economic or family streams, things are opening up. The key highlights are: • CAP for Federal Skill Worker Class, Federal Skilled Trades Class and Canada Experience Class have increased by 23 per cent for the upcoming year; • the federal government continues to be supportive of provincial nominee programs across the country with a target of 51,000 arrivals; • Quebec’s target for economic immigrants is 29,000, which includes the Quebec Skilled Worker Program; • the percentage of economic immigration to the country is to continue making up the largest share of total immigration over the

numbers seen in 2016; and • more spouse/partner, children, parents and grandparents are going to be approved through Family Class sponsorship. The overall plan is ambitious with an intention to see arrivals exceed 300,000. Minister McCallum said that increased immigration numbers are important to counter an aging population and to provide much needed human resources to drive economic growth. McCallum remains confident that Canada will achieve its targets. “We do it well, but I think we could learn to do it better.” Economic immigration will increase from 160,600 in 2016 to 172,500 and family class immigration from 60,000 to 84,000. MP for Winnipeg North, Kevin Lamoureux, who also serves as the parliamentary secretary to the government House

leader, put the planned changes into perspective for “have-not” provinces such as Manitoba. “Immigration plays a critical role in terms of the future of Canada, in particular in regions where the threat of depopulation is a reality.” Lamoureux said, “Manitoba and other provinces are subject to that depopulation.” But what are some of the specific changes to look for? The intended changes, which do not require an act of Parliament, but are at the government’s discretion, include: • The much talked about increase in the CAP on parent and grandparent sponsorship from 5,000 to 10,000 will be applied when the program re-opens to new applications on January 3, 2017. The CAP was adjusted upward in 2016 from 5,000 to 10,000 to meet the large intake of application submissions;

• The current practice of imposing a two-year conditional permanent resident status on sponsored spouses and partners will be eliminated. The current requirement for sponsored spouses/partners to cohabit with their sponsors was the way chosen by the former Harper government to counter act “bad faith” claims of marriages, commonlaw relationships and conjugal relationships. The measure was fraught with a number of issues, such as placing vulnerable newcomers at the mercy of their sponsors, has been opposed by many for years. • The change that many will welcome is a change in the age of dependent children from age 19 back to age 22. Hands up for #hivprevention Dear Readers: December 1st is World AIDS Day. According to CATIE, updated information shows an estimated 75,500 Canadians were living with HIV, and an estimated 2,570 new HIV infections occurred in 2014. This year Nine Circles Community Health Centre in Winnipeg invites you to participate in UNAIDS’ Hands up for #HIV Prevention Campaign for a chance to win! The Hands up for #HIVprevention campaign explores different aspects of HIV prevention and how they relate to specific groups of people, such as adolescent girls and young women, key populations, and people living with HIV. The campaign also offers people a space to express their views on what they think needs to be done to strengthen HIV prevention efforts. UNAIDS is asking people around the world to participate, so Nine Circles is encouraging individuals and organizations within Manitoba to join in, and will be offering prizes to sweeten the deal. How to participate 1. Create a submission. There are a few ways to get involved. Pick one or a combination: • Submit a photograph of a word or short phrase written on the palm of your hand summarizing

what we need to strengthen HIV prevention efforts here at home or around the world. For example: more condoms, empowerment, inclusion, preexposure prophylaxis (PrEP), rights for women and girls. The photo can show just your palm or your palm and face. • Submit a short video message (maximum 30 seconds) explaining what in your view needs to be done to reduce new HIV infections in our community. • Submit a photo or video of a display you’ve put up in your office or organization about HIV prevention. The biggest adventure Have you ever heard of a bucket list? Basically, it is a list that one creates indicating all the activities and experiences they hope to accomplish during their lifetime. A bucket list is an exciting way to reflect about the kind of life one envisions living. I started making my own bucket list back when I was thirteen years old. Since then I have “checked-off” some items indicating that they are completed. I have also made numerous additions to this list over the years and it continues to this very day. Some items are quite random and comical such as “hold a snake wrapped around my neck” (completed on June 23, 2013) and “jump around with kangaroos in Australia!” (outstanding activity). In contrast, I also have those items which I hold really close to my heart such as “go on a mission trip” (outstanding activity), “sing the national anthem in a big stadium” (outstanding activity), and “earn my undergraduate degree” (completed October 17, 2014). So, whether it is a small or big goal, I make sure to add that to my list. I thoroughly enjoy creating and executing my bucket list. I find that it keeps me motivated, driven, passionate, and simply excited about life! Above all, what I love about these bucket lists is that it encourages us to not only dream, but to put our dreams into action. As Australian sports commentator John C. Maxwell once said; “dreams don’t work unless you do.” This is very true! However, as inspired as I am by my list, sometimes I find myself shying away from really going for it. If it were so simple to go after our dreams then everybody would be doing it; there would probably be minimal movies about it, and this article would be incredibly irrelevant (hah!). But the reality

is, there tends to be roadblocks in the way to our dreams. Five common roadblocks to following your dreams 1. Fear: Not necessarily a bad thing since it is a normal reaction to decisions that require change. Sometimes people do not follow their dreams because they are afraid of leaving their comfort zone for the unknown. Another perspective of fear being a roadblock is the fear of failure or making a mistake. 2. Doubt and insecurities: Caving into the idea that you are not good enough or capable; not believing in oneself. 3. Societal norms or “what others might say”: It is possible that someone would be hesitant to follow their dreams because the path they are considering may not be common and is therefore prone to criticism. 4. Financial: Let’s face it. Some dreams require you to spend some (or maybe lots of) money. For example, I would love to travel the world but that would require travel and all other related expenses! 5. Excuses: “If you really want something, you’ll find a way. If

not, you’ll find an excuse.” –Jim Rohn Believe it or not, sometimes the only thing in the way of our journey to our dreams is ourselves. It is important to recognize when this is happening so that we can “get out of our own way”. More often than not, these roadblocks exist for us to learn just how much we want what we are working towards – whether it is worth it to “go for it!” Other times, these roadblocks exist to teach us about values such as patience and courage. Regardless, there is something to discover every step of the way. So what’s to take away from all this? Continue dreaming good dreams and be inspired to follow through. Whether these dreams be big or small it is all significant to the journey. “The biggest adventure you can take is to live the life of your dreams.” – Oprah Winfrey. All the best my fellow dreamers! welcomed by many who thought the earlier system (of age 22) was not broken and should not have been changed. The changes are significant for immigration numbers and a way to counter the negative changes in immigration introduced by the previous government. The Trudeau government has been transparent to date in its immigration policies and changes. They promised 25,000 Syrian arrivals and were true to their word, and Canada’s long history of responding to international obligations and humanitarian ideals. Now the proposed changes are substantial and will result in increased numbers, especially with the changes in the ages of dependent children and increased CAP on parents and grandparents. The good news is that the government is working to make things easier for immigration to Canada. The country is in

a competitive world and it is important for Canada to not only talk about being supportive or more immigration but also actually doing things to make that happen. Once again I take my hat off to Minister McCallum and the Liberal government. It is good to report on positive changes. Now if only the USA follows suit and rejects the anti-immigration attitude of Donald Trump. There is nothing wrong with being kind and accepting of our neighbours in need. Immigration is good for applicants from source countries but also for Canada, which needs more people to fuel demographic growth and a growing economy in the 21st century. Workplace Psychopaths In Hollywood movies, psychopaths are portrayed as serial killers, murderers and even horrible bosses at work. What comes to my mind when thinking about the epitome of a psychopath in the workplace is Meryl Streep’s character, Miranda Priestly, in The Devil Wears Prada. You will also recall other characters like Patrick Bateman from American Psycho and Frank Abagnale Jr. from Catch Me If You Can. New research by forensic psychologist Nathan Brooks and colleagues Dr. Katarina Fritzon of Bond University and Dr. Simon Croom of the University of San Diego looked at the psychopathic traits of people working in the business sector. Their research was presented at the Australian Psychological Society Congress in Melbourne in September of 2016. Their study found that 21 per cent of 261 corporate professionals in the supply chain management industry had clinically significant levels of psychopathic traits. This rate was comparable to the proportion found in prisons. In the general public, the frequency of people with psychopathic tendencies is one in 100. A psychopathic person has many traits that are visible to those who interact with them. For some, their pretentious charm

and lavish sense of self make them amiable at first meeting. The ability of a psychopath to impress others with entertaining stories about themselves and their accomplishments can result in instant camaraderie. These personalities often make longlasting impressions, however, not all workplace psychopaths exhibit the same behaviours. According to one expert, Dr. Kellie Vincent MBA Director at Westminster Business School, there are eight tell tale signs to determine whether or not a person is psychopathic. 1. Charming: They are smooth talkers. You may also think of them as slick entertainers who are highly enigmatic and charismatic 2. They lie a lot: They lie but they manage to talk themselves out of trouble. 3. Manipulative: They show expressions of self-regard, condescending and verbal abuse, without any ability to acknowledge the feelings of others. They are usually very good at defrauding people with the ability to convince people to do their dirty work for them. 4. Arrogant: Psychopaths are highly arrogant with an immense sense of their own value and as such tend to behave above the rules.

5. Lack of remorse: Psychopaths rarely feel bad about their actions and they are ruthless in the way they treat colleagues to pursue their own careers. 6. Shallow and cold: They rarely show any type of emotion. 7. Zero empathy: Selfcentered, condescending and verbally abusive, without any capacity to recognize the feelings of others. 8. Lacking responsibility: They blame others for mistakes and take credit for others’ success. The question now is what if they are just a desk away or a workstation away? How can this person be dealt with? According to Dr. Vincent, one key point to remember is that psychopaths are intelligent people. They have

not yet been caught and are alert enough to conceal their actions. The best advice is really to avoid them as long as possible and not to be exposed to their manipulative behaviour. Feng shui’s cures for wealth corner afflictions If you’re tired of money coming in and then flowing right out, you could have an affliction in your wealth corner. In feng shui, the wealth corner is associated with the southeast corner of your home where wealth accrues – and if you need a cure for financial problems, you’re not alone. The southeast corner represents accumulated assets, such as savings accounts, stock accounts, and other kinds of material and financial assets. Often, this is the sector associated with generating income, but it’s not – it represents the amount of money you are able to retain and build. Building wealth requires generating wealth. Before boosting your wealth sector, it’s vital to pay attention to your generating income sector, which is the north sector of business and career opportunity and income from those activities. This sector brings about opportunities to get ahead in your career and business, and the resulting income boost that usually comes with that. Once you’ve tapped this area sufficiently and you’re bringing in money and your income is stable, then it’s time to acquire and accumulate

assets. Too often we get into a cycle of spending and think there is absolutely no room in our budgets to begin saving. But, that’s often not true. Getting into the habit of putting even a small amount away to accumulate for you is enough to get your personal financial energy pattern to change from simply being a “pass through” (money in, money out) to a financial pattern of accumulation. Over a short period of time, money will begin to accrue. Now, there can be blocks to your ability to accumulate money and retain some of what you work so hard for. Most often this is due to an affliction in your wealth sector, or the southeast corner of your home. This corner is represented by a small green leaf, or small wood element. It represents the “potential” of financial growth, or ripening chi. The things that can harm your wealth sector and your ability to hold on to money so you can take trips, build for a retirement, save for a child’s college education or just have a cushion of savings, can range.

Typical problems with the southeast wealth sector include: A fireplace or furnace Air conditioning condensing fans Kitchen or stove Toilet, sink or laundry room So how do you handle these problems if you have them in your wealth sector? It’s hard to rip out and relocate a kitchen (or AC condensing fans). But you can make some changes to your kitchen that will help. So, for example, if your affliction is a fireplace, it’s important to dampen the effects of the fire that burn up the wood energy of the southeast - and drain your ability to accumulate money. Painting your fireplace black, adding a black surround or using earth elements around it, like a stone or brick surround, will help to dampen the effects of fire on your wealth sector. Why? Because earth and water are the two ways we put out a fire. This is also true in your kitchen. If you have a stove located here, using yellow (earth) in the kitchen or blue and black colors (water) will also help to dampen the effects of “burning” through money. If the problem in your wealth sector is a toilet, then using fire here will actually be helpful.

Contrary to what you might read elsewhere, it’s never a good idea to harmonize a sector when there’s a bathroom there, and in the southeast, that means it’s not a good idea to place plants in the bathroom or paint it a green color. This will only make you run through money even faster. Instead, paint it a fire color (pink, red, orange) to exhaust the bathroom’s drain on your finances. It sounds counterintuitive, but this is the rule for bathrooms - exhaust the bathroom energy rather than activate it. Another very important key to overcoming an affliction to your southeast wealth corner is to activate the southeast corner in your living room. There’s not much we can do about the way our home is arranged, but we can activate the corners of the afflicted sectors in our living room. So, placing a healthy plant in the wealth corner is an excellent way to stimulate your ability to save money and grow your assets. You can also add a fountain here to feed the wood energy. After all, we all know that water makes plants g-r-o-w. Money works the same way: water is wealth. Plus water is an excellent cure if you have those pesky AC condensing fans on the SE corner of your home. Yet another fun feng shui secret is to shine a green light in this corner to stimulate more growth. Just because you have an affliction in your wealth corner doesn’t mean you’re doomed to spend money and never get ahead financially. With a few smart changes and activating the wealth corner of your living room, you might just start to see those savings grow!

Graduate ka ba ng Engineering sa ‘Pinas? When the Mentorship/ Membership Committee (MMC) of the Filipino Members Chapter-Engineers Geoscientists Manitoba (FMC) first proposed an orientation session event, the goal was to get at most 60 participants. And so, a venue with a maximum capacity of 60 people was booked. The target audience was engineering and geoscience graduates from the Philippines, who have yet to start the process of becoming professional engineers or geoscientists in the province of Manitoba and who have yet to become a member of FMC. When the announcement was posted through various Filipino community social networking sites, with this article’s title as the heading, the chapter got an overwhelming response. The final count of interested participants reached to 289! And though there’s always a chance that not all the registrants would show up, a decision was immediately made to move to a bigger venue to accommodate over 200. Currently, there are six different options for internationally educated engineers to choose from to satisfy the academic qualifications requirement to become a member-in-training with Engineers Geoscientists Manitoba. Fortunately, the FMC’s membership has grown over the years, so there are members who can speak for each of the option at the event. On November 5, from 12:30 to 4:00 pm, the “Engineering Credential Recognition Process Orientation” was held at the Philippine Canadian Centre of Manitoba, where a total of 171

participants attended. Though this number is less than 50 per cent of those who originally sent their interest to participate, this is still a great turnout and the event was considered hugely successful, as this is almost 300 per cent over the original target audience of 60. Dr. Marolo Alfaro, one of the founding members of the chapter, delivered the opening remarks on behalf of Ramon Cairo, the first chapter president. MMC chair and chapter VP Finance, Ray Sator, discussed the process of becoming a professional engineer or geoscientist in the province of Manitoba. Seven chapter members graciously accepted the invitation to speak at this event to provide more information, inspire and encourage participants to pursue becoming professional engineers and geoscientists: 1. A fantastic exprerience WSO’s Symphonie Fantastique By Judianne Jayme A month ago, on October 18th, 2016 the Winnipeg Symphony Orchestra (WSO) took on a different edge to their Impressionist series. Collaborating with Culture Card, the WSO performed Hector Berlioz’s Symphonie Fantastique, an “artist’s fevered dream” featuring a collaboration of local artists in various types of arts while exploring themes of love, creativity, class systems, pain, suffering and loneliness. Walking into the venue, there was the sound of hip-hop music as youth rappers from the Graffiti Gallery Art Programming and other local artists and performers took to the 2nd floor of the lobby, their musical styles filling the multi-level space, adding another dimension to the appreciation of the arts. This venue also became the spot for The HUB, Culture Card’s premiere networking event and opportunity to showcase local talents and art. The collaboration of the WSO with Culture Card brought a very diverse crowd – thanks to the pricing packages for those

Poetry introduced the themes, while a video paired with live theatre told the plot of the story. Miron then went to include vocal percussion with a looping machine, and his poetry to a beat became more of the rap we heard when entering the venue. The symphony’s powerful playing complemented the blank canvas that Nereo II transformed into art before our eyes. Miron’s repetition of “my ruin at my own hand” was haunting as we saw the euphoria and tragedies of the emotions at work in this symphonic work of musical art. This will be the last year for Commissioner Jerry Medina who is retiring after this season. Medina said he is very thankful to all 24 teams in making this season a very special and memorable one.
