Conflicted One of the hardest questions I have had to answer during the Presidential campaign was why I joined the media team of then-candidate Mayor Rodrigo Duterte. Most of those who asked pointed out that while Duterte was indeed successful in cleaning up Davao City (where I have been living since 1990), it came at a high cost: the deaths of hundreds of alleged drug pushers. The question was so hard that I actually failed to answer it at all (my apologies to my friends who asked me through Facebook). I tried to write a reply many times but always ended up scrapping the few sentences I had come up with. The reality is that it is extremely difficult to take a stand on Duterte, and an over-thinker like me can get really conflicted when it comes to him. What my friends said was true: On the one hand Davao City is one of the most peaceful places in the country. I first got here in 1990 when Duterte had been mayor for only two years, and by then Davao was already clear of its reputation as the “killing field” of the Philippines. It took Duterte only two years to effect real change here. On the other hand, achieving
It seems that whenever the September long weekend is over, there is suddenly a different feel in the air. Mornings are cool and crisp, we notice that the leaves are changing colour, and we put on jackets and boots. And for some it is harder to get out of bed and get going in the morning. Most people are transitioning from relaxed summer mode to a steady routine. To make it easier for you and family members to get ready for the new school and work year, here are some things that can ease the end-of-summer blues and mark the beginning of fall with a sense of hope and excitement. 1. Ease into the sleep routine Don’t wait until the night before the first big day to go to sleep at an early hour. This will probably not go well the next morning! For children, starting a minimum of one week before will get them into the habit of going to bed and waking up early. The new Canadian 24-Hour Movement Guidelines for Children and Youth recommend uninterrupted nine to 11 hours of sleep per night for
that change meant having to take a very hard stance against crime. I wasn’t there during the first two years, but from 1990 onwards a lot of work still needed to be done. The so-called Davao Death Squad (DDS) was an almost daily presence in the city, and suspected criminals — most of them drug pushers — fell one after the other. At one point — and I’m not kidding here — the number one cause of death in the city was summary killings. These killings have been attributed to Duterte, and it did not help that his tough talk also included threats to kill criminals. But the thing is, no case has ever been filed against him; even Senator Leila de Lima, who conducted two probes on the summary killings when she was chair of the Commission on Human Rights (CHR), last week admitted that she was not able to file charges against Duterte simply because she did not have any evidence against him. So I guess that’s the safest way to answer the question. Simply put, there is no evidence that links Duterte directly to summary killings. Even the loudest critics become silent when you ask them why they don’t just go ahead and sue Duterte, or at least help
those aged five to 13 years of age and eight to 10 hours of sleep per night for those aged 14 to 17 years of age. For adults, the Canadian Sleep Society recommends seven to eight hours per night. The benefits of good sleep are that it boosts learning, increases attention span, and contributes to growth. There’s also evidence that an adequate amount of rest can help maintain healthy weight, defend against germs and illness, and reduce the risk of injury. 2. Introduce regular physical activity The Canadian 24-Hour Movement Guidelines for Children and Youth also encourage that kids get at least 60 minutes of moderate to vigorous physical activity per day. For adults, Health Canada recommends that adults get 2.5 hours of moderate to vigorous physical activity every week. During the summer months, it is easier to achieve these recommendations by going for walks, playing in the park, riding bikes and swimming. However, once the colder months arrive, it is more challenging for kids to find
the families of the victims to file charges against him. That being the case, he deserves the benefit of the doubt. I’m sure the irony is not lost on his critics, but really, Duterte also deserves due process. *** The Associated Press (AP) had an interesting story on August 27, 2016 that shows another side of the Duterte administration’s war on drugs, one that hardly ever gets reported on by other international media outfits. In a piece titled “Filipinos seen backing Duterte despite rising drug killings,” the AP says Duterte’s death threats against criminals, his promise to battle corruption, his anti-establishment rhetoric, and gutter humour “have enamoured Filipinos living on the margins of society.” The AP interviewed Jayeel Cornelio, a doctor of sociology and director of Ateneo de Manila University’s Development Studies Program, who says he suspects only a few of Duterte’s supporters are disillusioned by the killings and his rhetoric because voters trust his campaign promise to crush drug criminals. They also find resonance in his cursing and no-holds-barred comments. The AP also quotes Rex Alisoso, a 25-year-old cleaner in Manila, who says people have gotten used to the way Duterte talks and voted for him knowing his ways. “The killings are OK so there will be less criminals,
drug pushers, and drug addicts in our society,” Alisoso says in the interview. Kim Labasan, a Manila shopkeeper, says she supports the anti-drug war despite the rising death toll because she has personally seen the effects of drugs. Addicts in her hometown north of Manila have ended up with “poisoned brains” and even robbed her family’s home. Back to the Ateneo de Manila’s Jayeel Cornelio: He says the death toll is not the clincher in turning public sentiment against Duterte, because a lot of people look at them as justified killings. According to the AP report, Cornelio says Dutere’s first year in office will be crucial since he promised quick action. “I think the threshold has to do with the delivery of the promises,” he said. “Are changes going to happen sooner or later? If they don’t then, people will start getting disillusioned.” Given the many changes that have happened in the Philippines over the past two months, the people are not about to get disillusioned. Set goals Take some time to think about what was done and learned in the previous year and how much progress was made. If you have children returning to school,
they might need some help remembering what challenges they had and how they overcame them. Ask them what new things they want to try and learn to do. Usually with school age children and adolescents, these goals are academic or social. For example, they might want to try reading a higher level book or memorizing their multiplication tables. Or they could try to get to know a new kid in their school or join a school sports team. Adults can follow the same process by reviewing the previous year and what has been accomplished. Common goals that adults strive for involve increasing their overall health and well being, or improving their financial status. For example, you can set a goal of exercising for See CHERYL p8

Minister McCallum promotes immigration to Canada in Manila The ties that bind Canada to the Philippines are always present. Winnipeg has is the sister city of Manila and on August 11, 2016 the Canadian Minister of immigration, John McCallum, spoke before a meeting of the Canadian Chamber of Commerce in Manila, Philippines. He said a number of things about immigration changes and confirmed the prominent place of the Philippines as a source country for new immigration. “You are our greatest customers. We have more immigrants from the Philippines than any other country in the world.” He was strong in his praise of the movement of people from the Philippines to Canada. “I think we have over 700,000 Filipino people, or people with Filipino origins, living in Canada,” the Minister noted. “They make a great contribution to the country.” It sounds great to hear a politician praising newcomers rather than vilifying them, unlike United States presidential
candidate Donald Trump. It is significant to note that he made these comments before representatives of both the Philippine government and business representatives of the Canadian Chamber of Commerce. It is not a time to stop immigration from outside the country but encourage more workers to follow. The Minister highlighted the changes the Liberals have brought to Canada’s immigration programs since taking office in late 2015. He said that the processing times for family sponsorship applications and provincial nominee applications have “dropped dramatically to, I believe, 12 months – cut in half in just a year.” My observation is that the Minister is correct, at least based on a limited sample of cases in the processing cue. Minister McCallum praised the contributions of the caregiver program and said his government is taking steps to “provide better protection to caregivers.” He referenced the current system
with major fines and penalties for abuse and suggested the idea of a designated company to screen applications. This sounds strangely reminiscent of the Visa Application Centres (VAC) that are present throughout the world. I shall reserve judgment on this plan. The concept makes sense if we consider his participation with business leaders from the private sector in Canada. It is encouraging to see Canadian business taking an active role in recruiting workers from the Philippines. As long as there is a way for them to get their permanent status in Canada rather than end up working four years and then being sent out from the country. The Minister used the stage to remind his audience that the Canadian government made good on its word to bring in 25,000 refugees from Syria. He reminded them that the Brexit vote in the UK and Donald Trump’s hateful rhetoric south of the border are not duplicated in Canada. He said that our Prime Minster
Trudeau himself welcomed the first plane and “some two-thirds of Canadians, polls indicate, are supportive.” The mathematics alone suggest that a significant number of Canadians oppose this plan so there is work to be done. The Minister is aware that bringing newcomers to Canada is only part of the challenge. The second part is ensuring their integration. He used the example of skilled immigration as a way to bring in “immigrants who will get good jobs” and those “who will become entrepreneurs.” Minister McCallum promised to reform the existing Express Entry system to make this happen. He also said the program would, for example, be changed to accommodate international foreign students whose postgraduate work permits (open) do not fit the requirement for an approved Canadian job offer. The Minister is listening and changes will follow. We await the announcement this fall of how the immigration program will change to meet the
requirements of the 21st century and the projected numbers for 2017, but Minister McCallum did give his Manila audience and all of us an indication of good things to come. His challenge is to convince Canadians not to close our doors to newcomers but open them. “But I think with our mind set on welcoming newcomers,” the Minister concluded, “makes sense for the country. Beginning with the facts of labour shortages, aging population, we have a good case to make, and I think we will be able to convince a higher population of Canadians that this is the right way for Canada to go.” His dream is the dream of many. Now we wait for the details. Michael Scott BA (Hon), MA, is a 30-year veteran of Canada Immigration and the Manitoba Provincial Nominee Program who works as an immigration associate with R.B. Filipinos in Canada before 1900 In the past, I’ve been excited to share with readers some discoveries I’ve made throughout my work on the history of Filipinos in Canada. In particular, I’ve been interested in tracing the earliest Filipinos in Canada. Previously, the earliest thought date was the early 1930s according to research by Marcial Q. Aranas, however, I had shown that this should be pushed back to September 1924, when a Filipino clerk was recorded entering Canada via the United States to work in Quebec. Filipino migration to Canada prior to the Second World War would have been facilitated by the colonial link between the United States and the Philippines. During this imperial era, Filipinos were legally American nationals who were able to enter the country while other Asian groups were barred. As famously written by Carlos Bulosan in America is in the Heart, Filipinos experienced racism from American society, and had difficulty finding work. As many were located along the American west coast, including
Washington State, many looked north to Canada for work. There is evidence of this in the Canadian national archives, where an M.P. from British Columbia is recorded complaining of the numbers of Filipinos “knocking on his door” to enter Canada. He went on to suggest a comprehensive ban on Filipino and other Asian immigrants from entering Canada. In the last few months, though, I’ve made some exciting finds that confirmed my suspicions that Filipinos had been living since at least the 1900s. I suspected for a few reasons. First, it has been well documented that Chinese and Japanese labourers moved along the west coast (of both Canada and the United States). Second, for centuries, Filipinos had a tradition of migratory patterns in East and Southeast Asia in search of labour, and under the Spanish traveled to the Americas on the so-called Manila Galleon. This annual maritime link between Manila and Mexico brought silver from Spain’s American colonies to trade with China, with Filipinos manning these vessels.
There are even communities in Mexico today that are descended from these seafarers. A third reason was that, after 1898, when the United States claimed the Philippines as its territory, Filipinos immediately came over the Pacific to work the burgeoning agricultural industry. To me, it seemed reasonable to expect that Filipinos would eventually follow the migratory patterns of Chinese and Japanese up north to British Columbia. So I was pleased to hear from Joseph Lopez from British Columbia of research he had found on Canada’s first Filipinos. He shared with me photos of a man named Benson Flores who lived on Bowen Island in B.C., with photos dating him to the 1890s. This was an amazing find because it places Filipinos in Canada by at least 1890 – less than 30 years after Canada became a country – and means that he first Filipinos were likely following trans-Pacific migratory patterns of other Asian groups, rather than colonial links. A problem with popular Canadian history that troubles me is the suggestion the country was a product of white settlers, mainly English and French speaking. The
truth is that other ethnic groups had contributed to the building of Canada (not to mention the Aboriginal histories that are often left out), and there is now no doubt that Filipinos must be included in that history. The knowledge of Benson Flores put me on the trail of other early Filipinos in Canada, because surely he was not alone. It is unclear if Benson was married or with a child, although he is recorded as living with a woman and child (it is unclear if they were Filipino or not). But other documentary evidence suggests that, indeed, Benson was not alone. Early vital statistics from British Columbia – such as birth, marriage, and death certificates – indicates that there was an early community in Canada during the 1890s. Indeed, the earliest second generation Filipino in Canada that I’ve found was Flora Lorienzo, who was born in Vancouver in 1890. While it is possible that her parents came to Canada in the same year, it is likely that her parents had been in Canada for a least a year before. What marriage records also suggest is that Filipinos were marrying other Filipinos – signs of the earliest Filipino community in Canada. For decades, Filipinos have been proud of the contributions that they have made to Canada, and in the 1970s and 1980s (as now)
the community in Winnipeg was engaged in conversations about how they would contribute to the Manitoban and Canadian cultural mosaic. It is now without a doubt that Filipinos have a long history in Canada that gives them a place in the nation’s history and creation. Men like Benson Flores – who was an adept sailor – provided valuable services for other early Canadians by ferrying people around the community and catching food from the ocean. Indeed, one of the favourable stories of Benson was that he would travel from home to home in Bowen Island in his canoe, leaving nets full of crabs for residents to enjoy. When people talk of Filipinos in Canada, the late 1950s are often assumed as the beginning of Filipino immigration. While there may have indeed been an increase in immigration during this time, this leaves out sixty or so years of Filipinos living in, and contributing to, Canada and Canadian society. It’s time we open up this history and rewrite the books! Sources Marcial Q. Aranas, 1983. The dynamics of Filipino immigrants in Canada. Back to basics When I think of back-toschool, I think of my own experiences as a child and how I have come to a realization that much of the things I learned back then have actually enabled me to transfer into the workplace some of the lessons I learned as a child. One piece of advice that has really struck a chord with me was a lesson taught by my own parents, which was to treat others the same way I want to be treated. According to a survey by Career Builder.ca, 77 per cent of workers have experienced some sort of childish behaviour from their co-workers. Roy Cohen, a career coach reports that the survey findings are not surprising. Nowadays, employees work longer hours and sometimes when this happens, they blow off some
steam. In addition, Career Builder also finds that complaining seems to be the most immature behaviour with 55 per cent of the survey respondents agreeing to having encountered this in the workplace. With regards to “pouting,” which is another type of juvenile behaviour, it has been witnessed by 46 per cent of the respondents. Other forms of behaviour that were reported in the survey by about a third of the respondents include starting rumours, playing pranks, making faces and forming cliques. Reflecting on these findings, there appears to be a very significant correlation between our foundation from childhood and how we behave towards others at work. If we look at it this way, we know that the
home environment is a unit. This unit could very well function in the same way as our work environment. The key that aligns the two environments is values. The values that we learn from childhood influence our behaviour towards others in different types of situations. These behaviours are repeated especially when we know how effective they have been for us. These behaviours therefore eventually transform into habits. By definition habits are “settled or regular tendencies or practice, especially those that are hard to give up.” Through adulthood, these habits get embedded into our daily routines and can dictate how we respond to situations in the workplace. Unfortunately, there are some people who carry childish behaviours with them to work. Do unto others as you would have them do unto you. This is basic rule number one children are taught at home and at school.
How might this childhood rule apply to you today? It simply means people have to be treated the way you want to be treated. If you do not want to feel offended, simply do not cause pain in others. Sharing is caring. This is another popular basic rule taught to children. In the workplace sharing is just as important. It can be as simple as sharing an idea with another team member to help them with a task or allowing yourself to collaborate on a project to reach a common goal. Play nice in the sandbox. Respect is something that must be viewed as a two-way street. As adults, we have the responsibility to play fair. If there is an issue with a co-worker, the expectation of the employer is that employees work out those issues on their own before it escalates to management. Our success in the workplace depends very much on our ability to get along effectively with
others; and by going back to basics, we can ensure that our risk of offending others can be mitigated as well. There’s feng shui and then there’s crazy shui One of the things that frustrates me most is when I get a referral for a feng shui consultation and it’s to re-do a consultation from another consultant who took the crazy train right on out of feng shui town. And it happens. I understand that we all have a different take on things, but what I’m talking about is the difference in feng shui that’s it’s no longer recognizable as feng shui. It’s the kind that has clients doing positively weird stuff, crazy rituals and things that’s just handsdown odd. Here are some of the kinds of feng shui that I’ve come across and how it hurts the feng shui profession – and feng shui clients. Frog turning In feng shui, wealth frogs are toads that are placed on a low table across from a door and are used to symbolize wealth. They symbolically hold the good chi coming into the door. Frogs are good omens of wealth and prosperity because they are most often associated with the presence of water, which is the element of prosperity. Some feng shui practitioners say you have the frog face the door during the day and then turn it away from the door at night. If
your consultant tells you to do that, then you should ask them to face the door and then walk right on out. Frog turning is not feng shui. Storing water All homes need water. Water represents income and prosperity. Sometimes water is used to solve problems in feng shui. Like when a serious affliction falls in a sector with a toilet, that commode is doing you a favour! However, some consultants will tell their clients to put large bottles of water (or wood, or metal, or boulders) all over the house. I don’t know about you, but living with jugs of water stacked in a closet doesn’t seem like good feng shui to me. Water is best when it’s flowing - and it works better in feng shui, too. Your home is a sanctuary The best, most productive, healthy and prosperous houses are those that lean more on the yang side. That is, they have vibrant atmospheres with nice landscaping around the house, attractive furnishings; the house is well kept and visually appealing. Too much talk around feng shui is about creating a “peaceful” environment for the whole home. While it might sound nice, think about the most peaceful
environments you know - they’re usually cemeteries or churches (considered yin houses). I don’t know about you, but I don’t want to live in either of those places. Having a peaceful, relaxing bedroom is one thing, a completely “Zen” home is another. What houses need is a balance with the scales tipped a bit more toward the yang, because that is a house of the living, with plenty of bright light, movement, and a harmony of elements. A house must look and feel alive or it will become yin. When a house is starved for yang energy, residents will suffer with health problems, lack of money, relationship difficulties, accidents, injuries, and so forth. Always aim for an energized home that’s not overly peaceful, or you’ll be living in a yin house, living a yin life. Hanging a crystal above every door Hanging a crystal in a window to catch sunlight and throw rainbows in the room is just plain pretty - and good feng shui too. Hanging a crystal in every doorway is just plain odd. And, yes, I’ve heard this from practitioners. Anything overhead exerts a strong influence, and crystals are of the earth element, symbolizing earth overhead. Again, we’re back to cemeteries.
Curing the bathroom. Here’s the good news – not every bathroom is a problem. In fact, I quite like mine. Many times, there are afflictions and problems that bathrooms solve. If you have a bathroom, you’re never going to “cure” it, but you can help your home’s feng shui by activating the energy in the corner of the house that the bathroom corresponds to in your living room. For example, if your bathroom is in the SE corner of wealth, activate the SE corner of your living room to help create more wealth and improve your assets. Harmonizing everything Harmonizing is a sure sign that your practitioner doesn’t know what he or she is talking about. This is when you try to harmonize the room with the color, for instance, like adding red (a fire color) to a kitchen because the kitchen is associated with the fire element. Here’s what I know: fire can be a difficult and hazardous. Too much fire is really dangerous. It’s the same for a bathroom being associated with water and painting the whole thing with a beach scene. Too much water drowns. Harmony is great, in music. In feng shui, it could cause problems. Putting mirrors above toilet or tying faucets with red ribbon A sure sign you’re dealing with some crazy shui is when it starts to look silly. Take for instance, tying a ribbon about sink faucets. Good feng shui also looks good and is something you can reasonably do and maintain. Putting a mirror

over the toilet looks odd. One of the most impractical recommendations is to close the entire sink and bathtub drains. It’s just not practical, so it’s not really good feng shui. If the concern is about the drain of water in a bathroom, simply close the door. But making your home both pretty and practical goes a long way toward creating good feng shui. FENG SHUI Q&A Question: I have a horseshoe that I’d like to place above my south facing door. I heard I couldn’t place it there. Where else can I hang my horseshoe? Answer: I’m not sure who told you that, but it’s perfectly fine to put a horseshoe above a south-facing door - this is, after all, the location of the horse. Just to clarify, though, it can be placed above the door with the open side pointed up and the close point facing downwards. Never have a horseshoe on your house facing a door, though, that’s not good luck. Remember, the horseshoe is actually the most auspicious shape in the landscape for a home to sit – so that shape is actually very fortunate! One step forward, one look back This past year has been special with ANAK celebrating its big 10th anniversary. Reaching this milestone naturally came with time to reflect on past achievements, but also continued to provide us the opportunity to connect with fellow youth and to see the hopeful promise of the future. For 10 years, ANAK has been awarding high school graduates in our community with the ANAK Liwayway Scholarship for Leadership Excellence; a scholarship program created by Filipino-Canadian youth for Filipino-Canadian youth. Volunteers raise funds each year to not only support the pursuit of post-secondary studies, but also to celebrate a focus on preserving and promoting Philippine heritage. This year’s theme was “origins” and applicants were asked to conduct oral history interviews and write an essay on their family history. I would like to take this opportunity to thank everyone who applied. Each year we have the difficult task of determining who will receive our limited funds, and this year’s candidates did not disappoint nor make it any easier.
This past June, ANAK awarded two scholarship recipients: Isabella Ramirez of Maples Collegiate and Rizaley Enriquez Patio of Sisler High
School. Each received a $500 scholarship, which they will be using toward their post-secondary studies this fall at the University of Winnipeg and Red River College. In addition, ANAK also awarded its annual Citizenship

Taking the Fundamentals of Engineering exam The Fundamentals of Engineering (FE) exam is the first step to becoming a professional licensed engineer in the United States. It is a computer-based exam administered year-round by the National Council of Examiners for Engineering and Surveying (NCEES). It consists of 110 multiple choice questions to be completed in five hours and 20 minutes. When Engineers Geoscientists Manitoba (EGM) added the FE exam as a new option to verify academic qualification for applicants who have been assigned five (or fewer) confirmatory exams, it picked up great interest from students and new members of the Filipino Members Chapter (FMC), eliciting different reactions – excitement, worry, regret. Excitement, as this option is seemingly the most time-efficient of all the options available, needing to take and pass one exam only, with three chances of trying. Worry, as this is very new, none of the full members has any experience to share with new members. Regret, mostly for students who are already taking another option, as this would have been an easier choice. But is it? A few have asked me about this FE exam, but unfortunately, I have very limited knowledge on this subject, since this was not yet offered during my time. So when Maurice Petallo, new chapter member, informed me that he passed the FE exam on his first try, I was more than elated as he would have the distinction of being the “first known” chapter member who have successfully done so. And so I took the opportunity to get to know more about Maurice, or Mors, as he is fondly called, and his successful passing of the FE exam. Mors describes himself as someone who has a serious facade, but beneath there is a funny and weird personality. He’s a UP Diliman alumnus with a degree in Computer Engineering. In the summer of 2015, he immigrated to Winnipeg. When asked what made him decide to take FE instead of the other available options, he offered a lengthy explanation: “Before I moved to Canada, I was already looking for options
for academic qualifications. At the time, not having any knowledge of FE, I was leaning towards writing the confirmatory exams. However, since I know that my focus upon settling in Canada would be to get a job, taking the confirmatory exams wasn’t a straightforward choice. I was still considering the other available options, especially when I realized reviewing for IELTS, how challenging it was to study while working at the same time. My mom even commented, “Anak, kung sumasakit na ulo mo diyan sa IELTS, paano pa yung sa engineering exam mo pagdating mo sa Canada?” “I found out about the FE through Claudia Shymko, EGM’s Assessment Officer. Indeed, it was very appealing to take just the one exam to gain academic qualification. It was also through her that I came to know about the existence of the FMC, so I immediately contacted thenpresident Angelito Apostol, whom had invited me to an upcoming chapter picnic. At the picnic, I even considered taking the Internationally-Educated Engineers’ Qualification (IEEQ) program, as I met FMC members who went into the program and were successful and getting good engineering jobs. After carefully weighing my situation and thorough review of available options, I narrowed down my choices to three options according to my preference: (1) FE, (2) Confirmatory Exams and (3) IEEQ. Eventual turn of events, however, cemented my decision to take FE. I got freelance work through a friend around October of last year, which would mean getting by on living expenses or support my living expenses. Then I got three interviews on job applications, where one offered a full-time job. In December, during FMC’s Christmas party, my name was drawn as recipient of 2016 Bursary Award. All these things solidified my choice to take the FE option. What else can I ask for? When it rains, it pours.” The core of successfully passing any exam is preparation. Mors metaphorically described his preparation as “… seeing myself going to an island without any bridge linking to it, no means to reach it, but by swimming and I have yet to learn how to swim…” Recognizing that no member of the FMC had taken this exam yet and no review centres, he struggled to prepare for this exam. There is a live on-line review course, but it costs over a thousand dollars to access. “Though study areas were provided, it was not enough for me to know how deep I need to go through the topics. In September 2015, I was blindly studying calculus, which I felt
was still leading me nowhere, leaving me more doubtful if I was on the right track. After a few searches on-line, I came across forums, free on-line review sites and other resources about the FE exam in the US and just assumed that it might be the same. While still undecided about purchasing review books, I opted to search on-line for free lecture videos and course materials such as, among others, MIT Open courseware and Khan Academy. Again, I blindly studied whatever topic listed in the FE exam specifications for Electrical and Computer.” Mors eventually purchased textbooks and Professional Publications, Inc. (PPI) and NCEES sample exams to further aid him in his studies. It is not uncommon for new immigrants to experience depression and homesickness – Mors is not an exception. Now that he had plenty of material to aid him in his self-study, thoughts of his parents, family, friends, and his great career back in the Philippines triggered the feelings of being alone in a new country. Mors managed to get through. He said, “If you would like to be an engineer in Canada, a goal and discipline is what you need to have. A goal will keep you moving forward. I have to believe that after this, a better future is waiting. I prayed much harder than I’d ever prayed in my life. The FE option is not like IEEQ where you are able to meet people regularly just to have someone to talk with. That is why I was thankful to my new found family in FMC.” With a full-time job that came in January 2016, Mors had yet to deal with another challenge. He had to be strategic and incorporate careful planning between his work and self-study schedules, not to mention he had no car at the time and had to take an almost two-hour bus ride. He said, “Now that I have a job, I have to perform well so I sometimes opted to extend an hour of work to learn more of the technology, as it’s different from what I was doing before. I had to catch up fast and make huge adjustments.” With frequent trips to the library, multiple practice exams and repetitive readings for five months, Mors decided he was ready for the exam. However, it took him another two months to enlist for the exam in May, as he needs to relearn some topics from the early months of his review that had slipped from his memory. “I had to read some of the topics over and over again. As far as I can remember, I read the entire book at least three times and some of the topics I went through five times or even more. I put a lot of effort on circuit-analysis and tried to practice solving problems available for free on-line. I even answered the free diagnostic
exams at least twice. I knew I wouldn’t be ready without good practice even if I was already familiar with the topics.” Two weeks before his exam, as he was already getting good scores from his practice tests, Mors’ confidence had greatly increased knowing that he can sit in the exam fully prepared. But still, he did not stop preparing – he continued to practice and maintain the momentum. He recalled, “On weekends, weeks before my exam, all I did was answer test problems in front of my laptop repeatedly. Repetition is the mother of all skills.” When asked how would he describe the actual exam, he said, “It’s not easy but it is also not too difficult. After all, the name says ‘fundamentals.’ Maybe it is easier for recent graduates, since the concepts are still fresh in their minds, but it doesn’t mean that it’s not possible for someone who has been out of school for years to successfully pass the exam.” Oh, and by the way, what’s more nerve-wracking than taking the exam? The day you get the result! “I was on lunch break, when I checked my personal e-mail and saw that my exam result was available. My heart skipped a beat and I had to drink water. I logged in to my NCEES account and as I typed my password, I covered my eyes with my left hand while my right hand held the phone. I slowly peeked through my hands to see the word, ‘Passed!’ That day, the best thing ever happened to me. I am not exaggerating. I couldn’t contain my happiness. I went to the washroom, locked it, and I did the loudest whisper that a man can do saying, “Yes!” like 10 times. After that, I tearfully called my mom in the Philippines to break the good news.” Mors’ personal advice to those considering to take the FE exam: “Do not enlist for the exam even if you’re already approved by Engineers Geoscientists Manitoba. Try to study first as much as you can and try to determine your phase in studying. Create a schedule and set the
target date when you want to finish all the topics in the exam specification. Add at least one whole month of just practicing to solve. The month after that is a good time to schedule your exam date. That was my personal strategy. I simply didn’t want to chase my schedule but instead, self-study at my own phase. If you schedule immediately, you might be rushing into things and if something unexpected happens along the way, you will end up taking the exam less prepared. Study and practice solving as many problems as you can. The FE exam option is already like a shortcut. Don’t try to make a shortcut in a shortcut by not studying.” With perseverance, hard work, drive and focus, Mors earned his Engineer-In-Training (EIT) designation three days before celebrating his first anniversary in Winnipeg. Indeed an incredible feat that’s one for the record books! Ethel Clemente-Fernandez is a professional engineer registered in the province of Manitoba. She is an active member of the Filipino Members Chapter - Association of Professional Engineers and Geoscientists of Manitoba (FMC-APEGM)

Time to slow down in school zones WINNIPEG – As autumn approaches, most things in life speed up – but not the traffic on Winnipeg streets. On top of the inescapable road construction, the Winnipeg Police Service is reminding motorists that the 30 km/h reduced speed limit in school zones is now in effect even though classes do not start until after the Labour Day long weekend. The city has 171 signs posted around Winnipeg elementary school zones warning drivers of the reduced speed limit. Drivers must pay attention to signs that denote a reduced-speed school zone. The signs indicate when the driver is near a school zone, the speed inside the zone, and another sign advising that the zone has ended. Reduced-speed school zones apply to any street that: borders a private or public school (which includes grade six or lower), is not a regional street, and meets the requirements for signage set out in the Manitoba Reduced-Speed School Zones Regulation. The police will enforce this through traditional and photo enforcement. The reduced speed limits are in effect Monday to Friday from 7:00 a.m. to 5:30 p.m., September until June. While school buses have special mirrors installed at the front and STOP arms to help keep children safe, safety equipment alone can’t guarantee accidents could not happen – motorists, parents and kids all play a role in school bus safety. Parents are also reminded to educate their children about proper school bus etiquette: • Teach them to stay away from the three danger zones – the front, sides and back of the bus by staying at least three metres (10 feet) away from the school bus; • If they must cross the street, they must never cross behind the school bus, they should seek the driver’s permission, take five giant steps past the front of the bus and make sure the driver has seen them before crossing; • Teach them to be mindful of other traffic as well before crossing the road; • If the children drop something near or under the school bus, they should never attempt to retrieve it without the driver’s permission; • Ensure that they get to the bus stop at least five minutes before the school bus arrives; • Teach them to never run after the school bus if they arrive late at the bus stop; • Teach them to take five giant steps away from the road when the school bus is approaching. Sinserong post ni Dulce, “Simula’t simula, sinabi nang bumitaw ka at huwag nang magsalita. Kahit sekreto na lang sana, isinuko mo na. Heto na at lumalala, naghahamon ka pa! Ano? Nagpa-panic? Umiiyak? Manitoba Filipino Street Festival attracts thousands downtown The fifth annual Manitoba Filipino Street Festival (MFSF) held Saturday, August 20, 2016, was a huge success. Thousands of people assembled along the Broadway and Memorial downtown area to watch the morning parade of floats and members of various Filipino organizations in their colourful regional costumes. As the day progressed, more and more people congregated in front of the Manitoba Legislative building to watch local Filipino
dancers, bands and vocalists perform on the main stage. MFSF sponsor TFC Entertainment brought popular actor Xian Lim directly from the Philippines plus a few other talents from the US. The weather cooperated and everyone had a great time. The Pilipino Express congratulates the MFSF organizers: MFSF Chairperson Aida Champagne, Ley Navarro and all the dedicated volunteers for a very successful event. More photos next issue.

Virgo (Aug. 23 – Sept.
Capricorn (Dec. 22 – Jan. 19) Madali kang mainip at mabilis kang mainis.
ANCOP Walk 2016 The annual five-kilometre Winnipeg ANCOP Walk was held on a Saturday morning, August 13, 2016, in Assiniboine Park. The event was in support of ANCOP (Answering the Cry Of the Poor), a registered non-profit charitable organization committed to alleviate poverty in less fortunate countries through development programs that include shelter, education, livelihood, health, and values formation. The ANCOP Walk participation has grown every year, with generous enthusiastic participants, walking side-by-side for a worthy cause. Kyle and Leizl kicked-off the event with an invigorating CFC Kids Praise Dance, Dancercise and Zumba dance. Justony Vasquez and Bea Balagtas sang the Canadian and Philippine Anthems. Gilbert Badajos led the opening prayer before the opening remarks of Eli Minglana, the CFC ANCOP Area coordinator and closing remarks of Ador Cabrera, the CFC Area Head of Manitoba. In the course of the program, Larry Vickar of the Vickar Automotive Group gave an inspirational talk, saying he will always support the work of ANCOP.
