Among them was the new Philippine Ambassador to Canada, Petronila P. Garcia who takes over the post from Leslie B. Gatan. Since 2011, Garcia served as the Assistant Secretary for the Office of Middle East and African Affairs at the Department of Foreign Affairs in Manila. No Filipino left behind From the “Land of Promise” to the “Land of Promises Fulfilled.” This is what President Benigno Aquino hopes Mindanao will become as the Philippine Business for Social Progress (PBSP) launched its Inclusive Agribusiness Program on September 8 at the SMX Convention Center in Davao City. In his keynote speech before some 500 PBSP member-companies, donors, and government and non-government sector representatives, Aquino said the program “outlines clear strategic imperatives towards harnessing the resources of Mindanao for the common good.” “The initiative we launch today, the Mindanao Inclusive Agribusiness Program, comes at an opportune time as we seek to transform Mindanao from the Land of Promise to the Land of Promises Fulfilled,” he said. Prior to his keynote speech, PBSP Mindanao Regional Committee chair Paul Dominguez and Mindanao Development Authority (MinDA) chair Secretary Luwalhati Antonino signed a memorandum of understanding (MOU) on the Inclusive Agribusiness Program. The program promotes PBSP’s Inclusive Business Imperative (IBI) campaign in Mindanao, through which the organization aims to address the income gaps in the country by incorporating the

Clearly, we must boost Mindanao’s capacities, so that they themselves may catch up and contribute to our economic growth,” he added.
The President noted the “great potential of Mindanao,” especially in terms of agriculture. “Mindanao, after all, is our country’s top source of rubber, cacao, pineapple, banana, coffee, and coconut. Over 40 percent of our food supply, and more than 30 percent of the produce we trade domestically, come from Mindanao – not to mention its strong contribution to our fisheries production,” he said. Most important of all, he added, is the fact that Mindanao “has a people determined to succeed.” Aquino expressed elation that government is not alone in the endeavour. “Through the Mindanao Inclusive Agribusiness Program, PBSP and its member companies and supporting agencies seek to engage the private sector to invest in Mindanao by helping build the capacities of its small farming communities, thus enabling them to capitalize on the rich resources and the many opportunities available in the region,” he said. “The objective for all of us is to build a Mindanao that can catch up in the soonest possible time, and, by so doing, create a regime of opportunities where no Filipino is left behind,” he added. Both my sister and her husband found jobs soon after they moved to Winnipeg. My sister is optimistic about their future in Canada but my brother-in-law talks about going back to the Philippines. A change in the definition of a dependent child On August 1, 2014 Citizenship and Immigration announced a change to the definition of a dependent child in their Operational Bulletin 558 amending section 2 of the Immigration and Refugee Protection Regulations. The new definition of a dependent child includes a reduction in the basic age limit of a dependent child from under 22 to under 19 years of age; and the elimination of eligibility for older children to be considered dependent on the basis that they are students. Two other key provisions were retained: children will not be considered dependent if they are married or in a common law relationship; and children with physical or mental conditions that prevent them from being able to support themselves financially will continue to be considered as dependent. Rationale The reason given for the change is “to enhance economic integration of immigrant dependent children in order to increase Canada’s economic potential, increase processing efficiencies, reduce the risk of fraud and promote consistency across all programs.” Readers can decide for themselves if including children up or over the age of 22, who are continuously enrolled in educational programs, usually at the post-graduate level, would somehow hinder “Canada’s economic potential.” Common sense might conclude that such better-educated children would actually enhance
the economic potential of our country. Furthermore, the change represents a breakup of the primary family group, which can hardly be perceived as positive by anyone concerned. The potential saving is in the checks that visa officials go through to ensure that such “older” children are still in full time class, not married or in common law relationships is a point to consider but this should be balanced against the benefits of such children to Canada rather than increased costs of due diligence and checking on the part of visa officials. Applicants and family members in Canada could rightly wonder why the processing fees and landing fees they pay do not cover such expenses. Lock-in date prior to August 1, 2014 Beyond the reasons for the reduction in the age of dependent children, it is important for applicants and potential users to understand how and where the change is being applied. There are a number of different users who are affected by the reduction in the age of dependent children. First, there are applicants who submitted applications for permanent residence prior to August 1, 2014. The important date for such submissions is the lock-in date for immigration. This is normally the date that CIC would have stamped an application for permanent residence as complete. As long as this date is prior to August 1, 2014 the application would be processed under the old definition
of dependent children. Transitional provisions Bulletin 558 also spelled out special consideration for applications that are first submitted to provincial nominee programs or Quebec immigration. These applicants would first have to obtain a provincial nomination certificate or Certificat de selection de Quebec before applying to CIC for permanent residence. However, the actual date their application(s) was accepted by the provincial authorities as complete becomes a lock in date for CIC. “Transitional provisions will apply to cases in multiple-step permanent resident immigration programs where preliminary processes are underway by August 1, 2014, but the application for permanent resident (APR) has not yet been submitted to CIC.” In other words if you had an application accepted by the Manitoba Provincial Nominee Program prior to the August date, “the pre-amendment definition of dependent child” will still be used. The new definition does not affect the sponsorship of parents and grandparents submitted prior to November 5, 2011. The original date of the submission prior to the November date would be used as the lock in date. Other classes of applicants covered by the transitional provisions include governmentsponsored refugees and other class of protected persons (not covered here) and live-in caregivers who came into Canada on an initial work permit issued under the Live-in Caregiver Program (LCP). The lock in date becomes
the date of their initial work permit. “Children of applicants whose initial work permit application under the LCP was received before August 1, 2014 are to be assessed by CIC using the pre-amendment definition of dependent child, even if their complete APR is received by CIC on or after August 1, 2014.” New definition of dependent child The new definition of a dependent child is for applications accepted with a lock-in date after August 1, 2014. The new definition is as follows: A “dependent child” in respect to a parent, means a child who is either • “The biological child of the parent, if the child has not been adopted by a person other than the spouse or common-law partner of the parent, or • Is the adopted child of the parent; and • Is less than 19 years of age and is not a spouse or common law partner, or • Is 19 years of age or older and has depended substantially on the financial support of the parent since before the age of 19 and is unable to be financially selfsupporting due to a physical or mental condition.” New definition of a dependent child in immigration forms The new definition of a dependent child, for applications with a lock in date after August 1st, has become part of the forms that applicants must complete for their permanent resident applications. The primary form for applicants, the Generic Application Form for
Canada (IMM0008), has been altered to include the change. The specific reference is to describing the “Dependent Type.” The options displayed on the pulldown menu include both reference to the old “Type A Dependent,” “Type B Dependent” and “Type C Dependent” in addition to the two types of dependent child introduced by the August amendment: “Type 1. The child is under the age of 19, is not married and is not a spouse or common law partner” and “Type 2. The child is 19 or older, has depended substantially on the financial support of a parent since before the age of 19, and is unable to be financially self-supporting due to physical or mental condition.” The change in the age of dependents is something that we must now live with, along with the transitional provisions and other exceptions. The same is true in feng shui with all the energies of the earth being either “yin” or “yang.” Yin energy is dark, cold, and passive energy. Yang is light, warm, and active energy. Balancing the two complementary but opposing energies can produce results that we want, and their harmony is crucial to good feng shui. With these rules in mind, it’s possible to succeed with your weight-loss goals if diets have failed using the positive and negative energies of feng shui. Too many houses have yin energy in the house and the kitchen
energy is excessively yang. When energy is out of balance, it results in negative consequences. If too much attention or yang energy is given to the kitchen, excess weight occurs because of the appetite stimulation. Conversely, if the house suffers from too much clutter, the house has excess yin energy and the body responds in kind. For the simplest way to lose weight, focus on making the kitchen yin, to suppress appetite, and infuse the rest of the house with yang energy (raise energy, reduce clutter) to raise metabolism. Here are tips to use feng shui energy correctly for a slimmer you: 1. Avoid red and yellow colours in the kitchen. These colours are yang, active colours and stimulate hunger. They’re also the two most popular colours used in fast-food restaurants. White is another colour that’s appetite stimulating and very commonly used in restaurants. Many gourmet restaurants serve giant portions on huge white

Personal safety – Part three In the last edition of your Pulis Kababayan, we discussed about the Reduced-Speed School Zones (RSSZ), which is being enforced right now within the duration of the school year (September-June). For some it is an irritating revision but for the majority, especially for parents, it is an added assurance that our children will be safe in their travel to and from and while they are in school. In this edition of your Pulis Kababayan I will be clarifying some salient part of the RSSZ and the rest will be the continuation of our personal safety discussion. Concerning the new RSSZ, there is a lot of confusion arising from reading and identifying the signs and the difficulty of breaking the habit of the day to day speed within the 171 schools that were declared under the RSSZ. Karamihan sa mga eskuwelahan situated on a major road way (eg. McPhillips Street, Pembina Highway, Portage Avenue and Main Street) ay hindi nakasakop sa RSSZ ngunit mayroong mga school na situated sa secondary feeder roads (eg. Burrows Avenue, Sinclair St. at Jefferson Avenue) ang sakop ng RSSZ. Isang magandang halimbawa ay ang Faith Academy (Grade 5-12) sa Jefferson Street na nasa ilalim sa RSSZ ngunit ang eskuwelanhan na Victory School (Kindergarten-Grade 5) ay hindi sakop ng bagong reduced speed zone. Bayani Ang mga tauhan at mga pangyayari sa kuwentong ito ay kathang-isip lamang at hindi tumutukoy sa mga tunay na tao at sitwasyon. HINAHANGAD ni Martin na tanghalin siyang bayani. Kung pagbabatayan niya ang napapanood sa TV, napakikinggan sa radyo, nababasa at napapanood sa Web at nababasa sa pahayagan, ang itanghal na bayani ang nagbibigay-kaganapan sa pagkatao at nagbibigay-kabuluhan sa buhay ng isang tao. Gusto rin niyang magkaroon ng kabuluhan ang kaniyang buhay. Gusto rin niyang lumikha ng kasaysayan. SI Martin ay 25-anyos, binata at guro. Nagtuturo siya sa pampublikong hayskul sa lungsod nila. May girlfriend na si Martin – Mr. Garcia kapag pormal ang tawag. Isa rin itong guro sa pinagtuturuan niyang paaralan. Hindi pa sila nagpapakasal nito dahil kumukuha pa siya ng master’s degree. Tumutulong din siya sa pamilya. Isa pa, hindi pa naman masasabing nagkakaedad na sila upang magmadali sa pagpapakasal. Ang kaniyang girlfriend ay 22-anyos. Ang ama ni Martin ay tsuper ng pampasaherong dyip. Ang ina niya ay nag-aasikaso ng bahay nila. Noong nag-aaral pa siya, naghugas siya ng sasakyan upang may pambaon at pambili ng mga kailangan sa paaralan. Hindi siya nagbayad ng matrikula dahil iskolar siya. Hindi hadlang ang lumang damit at sapatos upang ipagpatuloy niya ang pag-aaral. Malimit, nagtitiis siya ng gutom sa paaralan. Ngayon, tinutulungan naman niya ang mga nakababatang kapatid na makapagtapos din ng pag-aaral. Tumutulong din siya na matugunan ang mga pangangailangan sa bahay. Siya ang panganay sa kanilang limang magkakapatid. Bago kumuha ng master’s degree, hinintay muna niyang makapagtapos ng kolehiyo ang kapatid na sumunod sa kaniya, babae. Sa kasalukuyan, nagtatrabaho na ito sa Makati City at tumutulong na rin sa kanilang pamilya. Hindi malaki ang suweldo ng guro kaya tipid na tipid siya. Hindi tuloy niya mayakag kumain sa mamahaling restawran ang girlfriend o mabigyan ito ng magandang regalo. Hanggang sa fast food restaurant lamang sila kumakain. Kapag nakapagtapos na rin ng pag-aaral, nagtatrabaho na at tumutulong na rin sa kanilang pamilya ang pangatlo sa kanilang magkakapatid, puwede na silang magpakasal ng kaniyang girlfriend. Nakamit na rin niya sa panahong iyon ang kaniyang master’s degree. Alam din naman ni Martin na kinikilala ang serbisyo ng mga guro sa sangkatauhan. Gayunman, isa lamang siya sa marami, katulad lamang sa napakaraming overseas Filipino workers, na tinatawag na mga bagong bayani, na hindi na pinapansin ang pagiging bayani bilang mga indibiduwal. Gusto niyang magkaroon ng sariling identidad, iyong ipinakikita ang kaniyang mukha at binabanggit ang kaniyang pangalan sa TV, radyo, Web at pahayagan. Naaawa siya sa mga magsasaka, mangingisda, tsuper, empleado, obrero at iba pang karaniwan ang hanapbuhay, maging sa mga kapuwa-guro niya. Mahalaga ang papel na ginagampanan ng mga ito sa pang-araw-araw na buhay ng mga tao. Pero bilang mga indibiduwal, hindi itinatampok ang mga ito sa TV, radyo, Web at pahayagan. May kasamang awa ang paghanga niya sa mga siyentipiko, duktor at iba pang tahimik na gumagawa pero malaki ang naiaambag sa kapakanan ng marami. Hindi kilala ang karamihan sa mga ito. Kung may nakikilala man, kakaunti lamang ang mga nakakikilala palibhasa’y hindi laging itinatampok sa TV, radyo, Web at pahayagan. Kahit panay ang pag-iisip niya kung paano tatanghaling bayani, hindi niya pinababayaan ang kaniyang pagtuturo. Gusto talaga niyang matuto ang mga kabataan para sa kapakanan ng mga ito. Hindi rin niya pinababayaan ang kanilang pamilya. Gusto niyang mapaayos ang kalagayan ng mga ito. Hindi rin niya pinababayaan ang kaniyang girlfriend. Gusto
niyang maging masaya ito. Kahit ang kaniyang kalusugan ay hindi niya pinababayaan. Hindi rin niya ipinagsasabi kahit kanino ang hangarin niyang tanghalin siyang isang bayani – kahit sa kaniyang pamilya o sa kaniyang girlfriend. Sa isip niya, magugulat na lamang ang mga nakakikilala sa kaniya kapag itinampok na siya sa TV, radyo, Web at pahayagan bilang bayani. MAKARAAN ang matamang pag-iisip, ayaw na niyang maghangad na tanghalin siyang bayani. Ayaw niyang magkaroon pa ng digmaan, maraming taong mamatay, maraming taong mahirapan, maraming bata na hindi makamit ang ganap na potensiyal para lamang tanghalin siyang bayani. Ayaw niyang may kapuwa siya na manganib pa ang buhay sa bagyo, lindol o sunog para lamang tanghalin siyang bayani. Tunay ang pagmamalasakit niya sa kaniyang kapuwa. Bukas din naman ang kaniyang isipan na hindi lahat ng nagliligtas ng kapuwa ay naghahangad lamang na tanghaling bayani. Nangyari na ito sa kaniya noong bata pa siya. Iniligtas niya ang isang kapuwa-bata na muntik nang malunod habang naliligo sa ilog. Hinila niya ito patungo sa pampang. Ang nasa isip lamang niya noon ay iligtas ang kapuwabata, wala nang iba pa. Ni hindi pa nga niya pinapansin noon ang salitang bayani. Kahit nang lumaki na sila, hindi niya itinuring iyon na napakalaking utang na loob ng kaniyang kapuwa-bata.
