On federalism Mindanao is called the Land of Promise, but if you ask those who actually live here, many of them would say it is more of a “land of promises” or, more to the point, the “land of broken promises.” Mindanao is rich in natural resources and its people are extremely talented and hard working, but decades of neglect and downright unequal and exploitative treatment from the national capital has kept much of it poor. To be sure there are areas here that are progressive like Davao City and Cagayan de Oro, but the reality is that 11 of the 20 poorest provinces in the country are in Mindanao. Data from the Philippine Statistics Authority (PSA) show that Lanao del Sur has a 74.3 per cent poverty incidence – almost three times the national rate of 26.3 per cent. The other Mindanao provinces in the “top 20” are Sulu, Sarangani, Maguindanao, Bukidnon, Sultan Kudarat, Zamboanga del Norte, Agusan del Sur, Lanao del Norte, North Cotabato, and Zamboanga Sibugay. One of the reasons for this appalling situation is that Mindanao gets a measly 11.45 per cent share in the national budget – even though it contributes 15.33 per cent to the country’s economy. As my good friend Nikki Gomez, who has worked with various Mindanao agencies for decades,

points out, this is despite the fact that Mindanao constitutes a third of the country’s land mass, a fourth of its population, and accounts for at least 40 per cent of the nation’s total food trade. Let me share Nikki’s recent rant on social media: ABSURD. I’m an unabashed Duterte supporter. But I’m not an unthinking fanatic. When I discover that after all these years since the Ramos administration, and TWO years down the DU30 presidency, Mindanao’s share of the national budget is still at the kahiya-hiyang 12%, I think government should be jarred into a harsh realization. This has been a Mindanao battle cry for so many years yet Manila still can’t get it, or conveniently refuses to. If our current policy environment remains anathema to fair budgeting and the just distribution of national wealth, the people must rise to the challenge of responsible citizenship to denounce this and pursue affirmative action. It’s this condition that has pushed many Mindanaoans to advocate federalism. This was already obvious to me when I started living in Davao City in 1990 and I encountered people like Rey Magno Teves, a wellknown Mindanaoan who headed numerous initiatives pushing for peace and development in the island, including advocacies for establishing federalism,

respecting human rights, improving governance, and providing assistance to small and medium enterprises. Rey passed away in 2009, but he has left a considerable amount of articles and papers on federalism that are still relevant today. In one, “Federalism, An Idea Whose Time Has Come!” he writes of the growing dismay over how “Imperial Manila” had been treating the rest of the country: The derogatory reference to an Imperial Manila is drawn from our negative experience (especially of regions far and farthest from the national capital). It does not infer that Manilans are bad people. It points more to a system of government that is generally run from the centre, and where decisions affecting far-flung provinces, towns and communities, are being made by people who don’t have a good idea about their situation — and who probably couldn’t care less, anyway. It also refers to a system that siphons off provincial resources towards the centre, at which point decisions about how much and what will go back to the provinces are also made by such officials or executives who have the faintest idea about the needs and concerns of these communities. It does not make for good governance, to say the least. He continues: Over-all, our unitary and centralized presidential system of government (copied mostly from the US – but why did we not copy its federal structure which has survived more than two centuries already as the pillar of American

democracy?) has not served well the needs of majority of the Filipino people who reside in regions outside of Metro Manila. The statistics on Philippine poverty is proof of this. In fact, the majority of the Filipino poor are in Mindanao, particularly in the Muslim areas. Other significant clusters of our poor people are in the Samar, Negros, Bicol and Cordillera regions. (It is no coincidence that insurgency and rebellion grow and thrive in these distant regions). Given these, it is easy to see why many federalism advocates are dismayed at how Assistant Secretary Mocha Uson of the Presidential Communications Operations Office (PCOO) has chosen to promote federalism. In a now-infamous video, she had a blogger dance to the tune of “pepe-dede-ralismo” – a notso-subtly sexualized play on the word “pederalismo.” Many fear this could set back decades of advocacy work and give ammunition to those who are against any change in the form of government. As it is, public sentiment about federalism is already largely negative – and it remains to be seen if Mocha’s latest stunt has brought the discussion about it to the gutter. Kids and money Part III

by Tim St Vincent Last month we talked about kids and money, this month we will finish that conversation and talk about how to set up an account for a child and the different types of things you can teach your children about money by their age group. How young can your child be when you set up an account for him or her? Well, pretty much as soon as they are born! All you need is a couple of pieces of ID such as a Birth Certificate and a Social Insurance Number to set up an account! Can you set up a joint account (dual signature) with your child so that you can have some control over their spending? Yes, but be aware of something called “Right of Offset.” Essentially this means if you owe money to a bank, in any form, and you get behind in your payments, they have the right to go into your accounts (so long as it’s with the same financial institution) and withdraw funds to cover the debt.

This includes accounts that you hold jointly with someone else (i.e. your child). Also be aware that any funds deposited to the account of a minor, held either jointly or singly, through an ATM, is subject to a seven-day hold. Great! Now you have an account set up for your minor child. What are you going to teach them about money, as they get older? How are you going to teach them how to save and to use money wisely? Here are some suggestions for you by different age groups. Ages 2-4 Play “store” with them. Help them to identify different types of coins and paper money. When you go shopping make playing store real for them and let them hand over money (use real money, not credit cards or debit cards). Ages 4-6 If you are going to provide an allowance (see Part I of this series for information on allowances), this might be a good time to do

so, preferably around five years of age. Continue to work with them on identifying money and perhaps some basic math. If they have an allowance, help them to identify something they want to save for; something that would take 4-12 weeks to save for. This teaches them how to save and delayed gratification – that they can’t have everything right away. Saving is a good habit to teach. If you can teach them to save 10 per cent now, that’s a lesson they will carry with them through life. Ages 6-8 Talk to them and around them openly about money. No taboo topics here! Time to go beyond the piggy bank at home and take them to the bank to open an account. Show them how ATM and bank cards work. No, money does not appear miraculously; Mom and Dad work hard, put money into the bank, then use their bank card to take their money back out., Take them shopping with you and show them how you buy things and comparison shop and how you decide which item to buy. Ages 9 -12 Start talking to them about

wants versus needs. You may need a new pair of runners, and want a Nike brand, but what can you afford? Start talking to them about credit cards, debit cards, how they work and the differences between them. Ages 12 – 14 Start having them set longerterm goals, more expensive ones than in the past so that they now need to plan to save for longer periods. Talk to them about ways they can earn extra money. Ages 14-16 This is a good time to start talking about the different ways to invest their savings beyond the basic savings or chequing account. As they get closer to 16 talk to them more about taxes, the stock market and mutual funds. If you aren’t comfortable talking about some of these items, set up an appointment with an account manager at your local financial institution. They should be happy to talk to your child about these items. If you haven’t talked to your child about education past grade 12, do it now, you are running out of time! If they are See KIDS p5

A difficult conversation Dear Ate Anna, You often write about the importance of communication. I agree with you, but every time I try to have a conversation with my partner about our sexual relationship, we end up being frustrated or angry and somebody’s feelings get hurt. We don’t have any big problems, but we do need to work at agreeing on a few small things. What am I doing wrong? Sylvie Dear Sylvie, Ate Anna is glad to hear that you are trying to communicate about your sexual relationship. Many of us have difficulty talking openly and honestly with our partner about sex. We also have to remember that being on the receiving end of a conversation about sex can also cause anxiety. The result may be that both people aren’t clear about explaining how they feel or aren’t listening to each other. So, it may not be that you are doing anything “wrong.” However, what you want to say may be different than what you actually say in words. And what you actually say may be different than what your partner hears. Both of you hear what the other person

KIDS... From page 4 going to continue their education, they may think you are paying for it, you may be thinking they are paying for it. Everyone needs to be on the same page here! Ages 16-18 They are getting to the age where they’re going to get their first credit card. Time to start talking to them about credit scores and how they work, about borrowing and interest. They need real world examples, not just the math. If you haven’t yet, this is a great time to get into some detailed conversations about budgeting. Show them your pay stub, budget, cash flow and savings plan. Money can be a tricky and

says through your own complex filter of your personality, beliefs, life experiences and fears or insecurities. You may just need to re-think how well you are saying what you want to say and how to get your message across in a way that minimizes anxiety for your partner. For example, what you want to say is something like, “I wish we had sex more often.” or “I would like to be more sexual in our relationship.” But because you don’t want to hurt your partner’s feelings, you may say something less direct like “Why don’t we have more sex?” If you are feeling insecure in your relationship you might even say something like “I wish you weren’t so turned off by having sex with me.” Your partner may interpret what you are saying as: “There’s something wrong with you because you don’t want to have sex as often as I do.” If they are feeling anxious about the conversation, they might hear: “I want to have sex with other people.” This can end up being a very confusing and frustrating situation for both people! To improve your chances of getting your message across, spend

some time thinking about exactly what you want to communicate. What is the issue that you want to discuss? Is complete agreement the only satisfactory solution? Are you willing to compromise? If this is an important issue for you, think about what is not negotiable. Set the stage, by telling your partner that this is important to you and you want to talk about it in a way that is respectful and safe for both of you. Remember to use “I messages.” Next, discuss if you are both willing to try a reflecting process. This helps ensure that what you say comes out clearly and that what your partner hears matches closely. This is also true when the other person is talking and you are listening. Reflecting works for any conversation and the process is as follows:

1. You both agree to let each person talk without being interrupted. 2. Once one person has finished talking, the other person repeats what they heard. This isn’t as easy as it sounds and can feel silly and awkward when you first do it. It can also take some discussion to get to the point where you both agree that what was heard is the same as what was said. 3. Once you can agree, you switch roles and the listener now gets to say what they are thinking and feeling. You can either set aside some time to try this – almost like an exercise – or stop and try it the next time you are having what feels like an important conversation. It might seem like an awkwardly slow process at first, but it gets easier with practice. Slowing

down is actually a good thing when two people are having an important conversation about their sexual relationship. Anger often stems from frustration about not being heard or is a quick reaction to strong feelings. Sylvie, I hope you and your partner will give this a try. 2018 second round of invitations for parents & grandparents The government of Canada is increasing the number of applications that it will accept under the Parent and Grandparent sponsorship stream for 2018. The number has been officially increased from 10,000 to 17,000. In the words of Minister Ahmed Hussen, the increase “will best support the attainment of the immigration goals established by the Government of Canada by seeing families reunited in Canada.” The second round of invitations follows the pattern set in the previous year, where the initial quota was increased in the middle of the year. It is important to understand that the selection for additional applications comes from the submissions of Expressions of Interest (EOI), which was closed on February 1, 2018. The EOI database created a randomized list of interested potential sponsors from which the first round of selections was made.

The lucky parties were notified in the week of March 19, 2018 and sent reminder e-mails in the week of May 7 and May 14, 2018 to ensure that IRCC received their completed applications by May 25, 2018. The same randomized list is now being used for the second round of invitations. The second round of invitations were sent out to potential sponsors beginning on July 31, 2018 and the process will continue for a few days. Anyone who submitted an online “Interest to Sponsor” by the February 1st deadline, but has not yet received an invitation to apply, should check their e-mail and junk mail to ensure that they did not miss the invitation. Applications will only be accepted from those who were selected from the existing inventory. As of the end of July, potential sponsors can confirm whether or not they have been selected by looking up their unique confirmation number

to compare it with the list of numbers that were randomly selected. If the number appears, then you have been selected to apply. If the number does not appear then you have not been selected. For those who want to check if they are on the list or are unsure about their unique confirmation number, IRCC advises you complete the “Check If You Were Selected” web form at: https:// gcs-ssc.cic.gc.ca/pgp/. The federal department will respond to your query within 10 business days. It is important that the e-mail that was used for the initial online submission is monitored. It is unfortunate that many applicants use a specific e-mail for the parents or grandparents, many of whom are not computer literate or check their email regularly. E-mail is the choice contact method but users must be attentive. For those who were not

selected, the best advice is to not give up – try, try again. The sponsorship of parents and grandparents should reopen in 2019, so there is always another chance. There are alternatives to the sponsorship or stopgap measures, such as bringing the parents or grandparents in as visitors. This is especially true for the parent and grandparent super visa, which offers the visa holders the option of staying in Canada for up to two years instead of the six-month maximum under the regular Temporary Resident Visa. The visa options are dependent upon whether or not the hosts have sufficient income or meet low income cut off numbers and upon the purchase of travel insurance, valid for at least one year from the date of entry and at least $100,000 for minimum coverage. The submission must include proof that the premium has already been paid. If you or someone you know

has been selected for the second round of invitations, ensure that all is submitted in time. If you have not been selected, check your e-mail to ensure you did not miss the good news, or follow up with IRCC. The increase of the cap to 17,000 applications is good news for all those wanting to sponsor their parents and grandparents but some will be left disappointed. Don’t despair but be aware of the options open to bringing the parents and grandparents on regular visitor visas or super visas. How clutter reflects your life

Everything in our life is in some way a reflection of our life. And by everything, I really mean every thing. 

Our stuff has a tremendous influence over us - our thoughts, our feelings, even our mental clarity, or lack of it, as evidenced by TV shows that portray hoarders. 

That’s because when hoarders overaccumulate; the hoarder no longer even sees the excess. 

What they see is an extension of themselves to the point they don’t see themselves any more: they are one with the clutter. That’s why it feels like they’re cutting off an arm to remove all the junk. 

While the majority of people aren’t hoarders - of animals or things - the majority of people do have a problem with clutter in one form or another and at varying degrees. 
Clutter has become a major feng shui focus in the past five or so years because it’s a source of stagnation.

Even the word clutter is rooted in the word “clot” According to an etymology dictionary the word clutter originated around the 1400’s and means “to clot, collect in heaps and to litter.” 

Feng shui is a study of flow and when flow is stopped by a clot, especially in our veins, the formation of a clot can be life threatening. At its worst, clutter can overwhelm the people for whom clutter is out of control. At its best, clutter can be an annoyance. 

 But most of us, subconsciously, live somewhere in the middle where clutter is concerned. Many times clutter is representative of something in our lives; a symbolic representation of something that’s happened in our past or where we are stuck emotionally. 

A form of chiropractic medicine that I’ve used in the past is called Network

Chiropractic. It uses very light touches on the spine to help release past injuries, whether they’re chemical, emotional, or physical. That’s because your spine is the repository of all that has happened to you. Network chiropractors believe that many illnesses and ailments are the accumulation of memories in the spinal network of nerves that are trapped, and that once released, the chronic physical condition can also be released. 

Because our homes are a larger extension of our bodies, one could say the same about our clutter: that it is a symbolic representation of our lives and that by releasing it, we can move forward in our lives. 

 Could your clutter be saying something about your life? Below are some observations about clutter and what your stuff could be saying about you. 

 Incomplete, unfinished items –

These represent parts of your life that are hanging in the balance, undone, and incomplete. If you have a number of unfinished items and see them frequently, it’s possible you feel like you’re not moving ahead in life and unable

to bring important things to fruition. 

That’s because these items represent being stuck. By parting with unfinished objects, you can help bring completion to your life, making your affairs smoother and less prone to getting hung up and remaining in limbo, and getting that unfinished business finally wrapped up. 

 Broken items – These kinds of items are symbolic of feeling incompetent, unloved and flawed. Keeping these kinds of objects represents the inner pain of the lack of self-worth. Holding on to broken objects represents all that’s wrong with you - even though that opinion is incorrect. You aren’t flawed and by

removing flawed items from your life, you gain greater self worth and appreciation. 

 Cast offs –
Is your home filled with cast offs? Then you’re living a cast off life. It’s like living your life through another person and not fully embracing your own life and your own feelings. It can often be rooted in feeling unnoticed, unworthy or of little value. 

If you buy lots of second hand items, you might want to ask yourself why you’re not good enough. I know someone who only buys used clothing and jewellery because she doesn’t think she’s worth the expense of new clothes and because her husband would See FENG SHUI p7

FENG SHUI... From page 6 be angry if she did. But she buys a lot of it and is overrun with used clothes and second-hand jewellery. 

I asked her to start buying only brand new clothes and to remove all the old clothes from her closet. Her husband also had not bought her an engagement ring and she suggested that for their anniversary they do so. Once she did this, her self-concept and self-image changed, and her husband’s attitude toward her changed as well. Sometimes the ripples we want in our lives must be selfgenerated and radiate from the inner to the outer – not the other way around. 

 Sources of pain –
Holding on to items that are painful to you is self-flagellation and keeps you stuck in an emotional no-man’s land. Holding on to painful items dulls your emotions and enjoyment of life so that living becomes marking one emotionally numb day after the other. 

One woman I know had a particularly painful marriage. She and her husband went through many trying years in their relationship and the start of it began was their wedding. For that reason, her wedding dress was a source of pain and she cringed every time she opened the closet door and saw it. 

Fortunately, their relationship changed and they became very happy, but the dress was a reminder of the pain of their early relationship and while she was happy, she was still emotionally restrained. One day she decided to get rid of her wedding dress and once she did she said she felt like she was not only happier in her marriage but was finally able to move on from that painful time. Holding on to painful items is like putting a bandage on a splinter instead of removing it. Remove the painful item and you can begin healing. 

 Small things –
Too many itty-bitty things mean an ittybitty life. If your clutter consists of lots of small things - especially small purchases - it means there’s nothing big or substantial in your life. Many people justify buying lots of trinkets because they don’t have the money for something big, like a house or a car. 

The irony is that frittering money on a collection of tiny things means you don’t have room for accumulating the kind of money to buy something big. Once you can stop buying and filling up your home all those little things, the big things can come into your life.

The Vickar Auto Group partnered with the Transcona Rotary Club and Answer ANCOP International Canada in building the Vickar Transcona Rotary Portview Village in the Philippines a few years ago. The village consists of 40 homes on Caminguin Island in the southern Philippines. This past January, Larry and Tova Vickar, Stephen and Marie Vickar and four Vickar Auto Group staff members spent two weeks in the Philippines during which time they visited the original village and looked in on progress at the new village. The new village will be called the Tova Vickar CFC (Couples for Christ) ANCOP Winnipeg Village in Bulacan province. ANCOP is an umbrella program of the Couples for Christ’s efforts in “building the church of the poor,” through outreach undertakings. Fostering a Filipino identity in Canada Bea Mariz Bernardo was awarded the 2018 ANAK Liwayway Scholarship for Leadership Excellence – Honourable Mention last June based on her high school GPA, a group interview, and an essay in response to the question, “How do values and cultural stereotypes affect your Filipino identity in Canada?” The following essay was her submission. Throughout the course of my life, I truly believe that identity has been a very prevalent aspect in my personal growth. As a young child, I attended an elementary school with a population made up almost entirely of Filipino people. “Who I was” was not something that plagued my thoughts. It was only until I began to attend my middle/ high school where I had become a visible minority. The lack of diversity was the fault of nobody, who was I to resent my parents for sending me to such a prestigious school? I had become everybody’s token Filipino friend, an acceptable target of Asian jokes, because I was a friend of theirs. This was the point where I began to feel confused and almost embarrassed of my heritage. I questioned myself, wondered why I was feeling that way in comparison to my other friends of Filipino heritage who seemed to be content and at peace. All the while being everybody’s “go-to Filipino person,” I myself was grappling with the idea of not being Filipino enough. Many of my old friends told me I wasn’t Filipino anymore, and that because I only lived in the Philippines for one year, it didn’t count, I wasn’t actually born in the Philippines they said. I felt as if my identity was in a bizarre inbetween, neither here nor there. Growing up Filipino was not

a completely trying experience though. Many important Filipino values were instilled in me growing up, whether it be working hard, aiming for self-sufficiency in post-secondary education and, most important to me, bravery. These values are the driving forces behind my desire to become a doctor. Though becoming a doctor is no easy feat, my parents’ tireless support and affirmation of my ability to become one has helped me immensely on my educational journey. I have always strived for excellence knowing that my parents not only expect it from me, but also simply deserve it. Something that resonates with me to this day is that my parents moved to Canada to give me better opportunities. The love that Filipino people have for their family is vast. “They are even willing to work [on] foreign soil just to achieve [goals]. And in return, we study hard… to fulfill the dreams of our parents for us.” (Abrugar) I truly believe that the era my generation is growing up in is revolutionary. We have so much potential to make a change, make a difference, start a wave. In a time of sociopolitical growth in the Western world, it is discouraging to see the complacency of the Philippines. Whether it be the abhorrent comments made by President Rodrigo Duterte who ironically called the leader of the majority religion in the Philippines a wildly unspeakable slur (“Profile: Duterte”), or the backwards comments made by Filipino icon, Manny Pacquiao, regarding his condemnable and rigid stance on LGBT rights (Murphy), it is an interesting time to be a young adult with a unique amalgamation of Western and

Filipino views. With this being said, growing up in a Filipino household is something I will cherish forever and work to preserve. As a result of the beautiful and unique values that have been taught by my parents, through actions and perseverance, I truly believe that my generation will be able to not only rid society of the negative stereotypes placed on Filipino people, but also further educate them. PAGE 18 by Ting Mallari It was a breezy and sunny afternoon on July 28, 2018, when a bunch of kids and young adults gathered not for your typical summer picnic but to learn more on how to care for the environment. You read it right! Cultivating environmental awareness among the youth is at the core of this summer activity entitled Caring for Our Environment. The session was held at the Sir William Stephenson Library in Winnipeg and attended by 24 youth and adults. The program consisted of a mix of games, videos and discussions that centred around important themes such as: • The basic 3Rs –- reduce waste, reuse resources, and recycle materials • Climate change • Endangered Species • Practical steps the youth can take to be environmentally responsible Organizers of this event were all volunteers with the same heart for raising environmentally responsible youth who will be the next caretakers of Mother Earth. The group is spearheaded by Ramon Faustino Sales, Jr., together with Joanne Viviezca, Jane Amora-Remolacio, Karla Atanacio, Rizalina Cortez and Ting Mallari. Love thy parents, protect our health services! Ang pagtanda ay isang bahagi ng buhay na dapat ay pinaghahandaan. Nananatili pa rin sa kultura nating mga Pilipino ang pagkakaroon ng extended family na kung saan ay gusto natin na hangga’t maaari ay manatili sa ating pagtingin, pag-aalaga at poder ang ating mga magulang hanggang sa kanilang pagtanda. Ang buong akala ko ay Pilipinong pamilya lamang ang ganito ang kagawian sa pag-aaruga sa mga magulang hanggang sa matuklasan ko ang ilang mga totoong buhay na kuwento na kung saan nagpatibay sa aking paniniwala na ang personal na pag-aaruga sa mga magulang ay isinasabuhay din ng kahit anumang lahi. Dito ko napatunayan ang nagkakaisang diwa ng pagmamahal sa mga magulang sa kabila ng iba’t iba nating kultura at kinagisnan. Sino ba naman ang hindi gustong magsukli ng pagmamahal sa mga tao na nagsakripisyo, nagtiis, nag-alaga at patuloy na nagmamahal sa atin sa kabila ng ating mga kamalian. Unconditional love ang pag-ibig sa atin ng ating mga magulang. Walang kapalit. Kahit ilang beses tayo nagkamali ay hindi pa rin tayo matitiis at tiyak na patatawarin at yayakapin ng buong puso ng ating mga magulang. No questions asked, tatanggapin nila tayo sa kabila ng ating pagiging mga alibughang anak. Nakalulungkot isipin na may mga sitwasyon na kung saan ay hindi mai-aalis ang mga tampuhan at hindi pagkakaintinidihan sa pagitan ng mga magulang at anak. Ngunit sa bandang huli, sa maraming pagkakataon ay nananatili pa rin ang kapatawaran at pag-ibig. Hindi ko kayang tiisin na magtanim ng poot sa aking puso para sa aking mga magulang. Iniisip ko pa lamang ito ay tila kinikilabutan na ako dahil napakataas ng aking respeto at pagmamahal sa aking Ina at Ama. Hindi kaya ng aking konsiyensya nang magalit sa kanila. Maraming mga factors ang dapat pag-aralan bago ilipat ang isang elderly sa ganitong uri ng institution. Hindi ito isang bagay na kung ginawa ng iyong kaibigan sa kanilang magulang ay gagawin mo na rin. Pag-aaral, assessment at lubos na pang-unawa ng bawat mahal sa buhay ang kailangang gawin bago humantong sa ganitong desisyon. At inuulit ko, hindi lahat ng sitwasyon ay dapat humantong sa pagdala ng ating mga magulang sa mga institusyon. Hindi madaling gawin ito at hindi kagyat ang padedesisyon tungkol dito. Sa ngayon, mahina ang purchasing power ng Philippine peso. Kung pag-iisipan, ang masakit na pangyayari, foreign farmers ang gainers sa lalabas na pera ng gobyerno. Noong unang araw ng August, nabalita na ayon sa Department of Agriculture Secretary, Manny Pinol, ang National Food Authority (NFA) ay mamimili ng palay sa Farmers Cooperatives and Associations sa Region 6. Binigyang-diin na ang allocations sa mga mayorya at minoryang kongresista ay may kani-kaniyang distrito na dapat makinabang sa serbisyo.
