Caught in a jam Malacañang is only about 10 kilometers from Megamall in Mandaluyong City, but one Friday afternoon last month I spent almost three hours on the road as my Uber ride inched its way through dense Metro Manila traffic. It was my fault because I left the Malacañang Museum at 4:00 p.m., way too close to rush hour, but in my mind I was expecting to be stuck only for a maximum of an hour-and-a-half.

But as we approached Megamall we came to a small side street where the cars were not.moving. at.all. “Inabutan tayo ng Friday rush hour (The Friday rush hour caught up with us),” Jun the driver said.

After staying still for almost an hour a traffic aide finally came to us and told us about a “secret passage” that would lead us out of the mess: a public transport terminal that bridged our street to EDSA. “But there’s a sign there that says private vehicles are not allowed,” Jun protested. “Just give the guard five pesos and he’ll let you through,” the traffic aide replied. And so it was that we were able to break through the traffic jam by breaking a city rule.

Traffic is always a source of stress to me whenever I go to Manila. I was born and raised in Malabon but I have not lived there since 1990 when I moved to Davao City. As such, I have kind of lost the ability to move around, especially since the metropolis has been changing constantly over the past 27 years. When I left, for

example, the only transportation running overhead was the LRT (Light Rail Transit). Flyovers and the MRT (Metro Rail Transit, which cuts through EDSA and other major thoroughfares) weren’t even a gleam in the eyes of residents. Now the metro seems to be on three or four levels, and it gets confusing for someone like me who has always seen it as flat.

Add to this the fact that public transport in Manila is a dismal mess. There are the registered jeepneys and buses plying the roads along with their so-called “colorum” counterparts (socalled after the colorum cult in the early 1900s, which the American colonizers outlawed; the cult was named after the Latin phrase in saecula saeculorum, which is invoked several times in the Latin mass). The LRT and MRT have helped a little, but the long lines during rush hour as well as the crushing crowds inside the trains are major obstacles for the fainthearted. The trains are also prone to breakdowns, forcing passengers to actually walk on the railways.

As for taxicabs, I think there’s a special place in hell for them because of the trouble they cause the public. In Manila, cabbies regularly refuse passengers based on a) destination, b) traffic conditions, c) time of day, and d) literally any excuse they can think of. If they do take you in, they overcharge you. It’s also not unheard of for drivers to force passengers out of their cabs if the

latter refuse to give in to demands that suddenly get made en route to the destination.

All this – plus an almost infinite number of other factors like the rising number of private cars on the road, corruption among traffic enforcers, and pedestrian discipline (or the lack of it) – result in the chaos that rules Metro Manila roads. During the campaign last year, then-candidate Rodrigo Duterte had promised to solve the traffic problem and said he would ask Congress for emergency powers to do it. So far, we are all still waiting… *** Regarding taxicabs, technology has since come to the rescue of weary travelers with services like Uber and its Asian counterpart, Grab. These two have been a lifesaver for me, giving me an efficient and safe way to move around. I used to stress over how to go from the Ninoy Aquino International Airport (NAIA) to wherever I need to be because I did not want to take the taxi; now I simply whip out my smartphone and book an Uber or Grab car.

Unfortunately, Uber and Grab have been facing some problems

with government, specifically on the issue of franchise and accreditation. It’s true that the two services have been technically skirting government regulation (public utility vehicles in the country need to have individual franchises, something most Uber and Grab drivers don’t have), but I think this is a case in which government must evolve to fit current reality. Instead of shutting down the services, government must find a way to accredit them.

It did so in the past with the FX, a hybrid taxi and jeepney service that started operating without franchise a few decades ago.

Government tried to clamp down on them but finally relented when passengers pointed out that the FX vehicles provided better and cheaper service than taxis and jeepneys. The same thing could be done for Uber and Grab.

become teenagers and dating becomes an issue. Filipino parents (especially those with daughters) tend to have strict rules, often not allowing dating until they are at least 18 or finished post-secondary schooling. Raising children is difficult enough, but immigrant parents face the added challenge of managing clashes between two cultures.

I have heard Filipino parents comment on how different Canadian-born children are and view them as more rebellious, often not listening to their parents as they do in the Philippines. The most obvious reason for this being that second generation FilipinoCanadians are influenced by Western culture. There is no way to avoid this. Schools in Canada emphasize independent thinking and problem solving. Their peer groups do not only include other Filipinos but children of other

One family, two cultures Family is at the centre of the lives of most Filipino-Canadians, where other priorities such as careers, schooling and extracurricular activities take runner-up positions.

Although Filipinos are seen as “ideal immigrants” because they assimilate to Canadian culture well, some struggle with how to bring together traditional Filipino ways with Western views. Often, parents and children do not see eye-to-eye regarding household rules, which leads to frustration and unhappiness on both sides.

For example, when children are in elementary school, classmates might invite them to sleepovers.

To the Filipino parent, this may seem pointless and commonly tell their children: “No, you have your own bed.” As they get older, some kids are permitted to go to the mall and hang out with friends, while children with more strict parents are not. Inevitably, children

cultures. One major difference is that the Filipino culture emphasizes togetherness, collectivism, or pakikisama while Western views are more individualistic, which is sometimes seen as being mayabang (arrogrant) or suplado/ suplada (conceited). Filipinos are more likely to emphasize the importance of family and friends while Westerners can place just as much importance on self and career. Neither is better than the other; they are simply different.

So how can the Filipino parent in Canada raise their children in a way that harmonizes both traditional and Western viewpoints? We can get some answers by considering the four different parenting styles that exist, and the benefits and disadvantages they have.

Authoritarian parenting: “Because I said so” Authoritarian parents hold strict standards for their children and do not give explanations for

their rules. Children are expected to be obedient. Failure to comply with the rules leads to punishment.

These parents try to control their children using shame and guilt and often withdraw their love.

Although this style of parenting results in well-behaved children, studies show that they have lower levels of confidence, social skills, and happiness. As a consequence, they may perform more poorly in school.

Authoritative parenting: “These are the rules because…”

The authoritative parent is one who also has rules and standards for their children but they are more flexible and take a nurturing approach. They are open to questions, offer explanations behind their actions and allow children to express their opinions.

If a child disobeys the rules, consequences are accompanied by forgiveness and emphasize love for the child. This style of parenting See CHERYL p5

From page 4 has positive effects because it encourages independence and role models for how to have healthy relationships. Parents with authoritative styles want to be fair, yet consistent. Although this style of parenting requires more time and attention, the outcomes are worth it. Research supports that these children are happier, and are more confident in school and in social relationships.

Permissive parenting: “Well I guess you don’t have to follow the rules” Parents who adopt a permissive style of parenting do not have many rules and rarely take disciplinary action. They are seen as lenient and avoid confrontation with their children. Although they are nurturing and responsive, they act more like a friend than a parent. Children get accustomed to getting their way and then develop an inaccurate view of social relationships. Studies show that these children rank low in happiness levels, perform poorly in school and often cannot manage their emotions.

Uninvolved parenting: “There are no rules because I don’t care” This style is similar to permissive parenting in that there are few rules and consequences, but uninvolved parents lack warmth and caring towards their children. They rarely communicate and offer only basic needs. As can be expected, children with uninvolved parents have poor

PILIPINO EXPRESS self-esteem, are unhappier, and do poorly in school.

So is there a “better” style of parenting? Research supports that authoritative parenting has more of a positive effect on children. Interestingly, it can be viewed as a harmony between traditional Filipino parenting and Western culture’s emphasis on acceptance and independence.

Some suggestions on how to adopt an authoritative parenting style are to: Encourage and answer their questions. Try not view it as your child “talking back” or questioning your authority. Even if they are angry with you, view it as a teaching opportunity. In Canada and the U.S., schoolteachers encourage independent thinking and children take this style of learning home with them. So if their questions are shut down at home, they might find this confusing or even start to believe that they are worthless.

Listen. Starting when they are babies, open the lines of communication. If you let them know that you hear them, they will be more likely to seek your opinion when they are older.

Use more terms of endearment such as “anak,” “honey” or “buddy.” This automatically softens your tone and will bring down your anger and frustration levels.

Spend time with them, doing an activity where you can talk, such as playing board games or cooking. Take advantage of opportunities to connect such as during car rides.

Keep them busy. The more involved they are in school and extracurricular activities (e.g. music and sports), the less time they have to be bored and possibly engage in smoking, drugs or sexual activities. Ensure that you attend as many concerts, plays, sports games, spelling bees, and school board meetings as possible.

This sends kids the message that they are important. Even if they don’t realize it, they want to know that you are there.

Ask for their opinions. Whether it’s about what style of music they like or if they think their punishment was fair, this again reinforces that you think they are important. Even if you have to tell them something they don’t want to hear, at least they know they are being heard. Like everyone else, they want to be validated. That is, they want to know that they are seen, heard and understood. After all, isn’t that what we all want?

Claveria’s catalogue Filipino surnames can be confusing for people who are not familiar with Filipino culture and history. While there are many indigenous names in many native languages as well as Chinesederived names, the prevalence of Spanish family names leads many to believe that Filipinos are Hispanic – as though they were Mexicans who just happen to live in Asia.

Before Spain occupied the Philippines in the 1500s, most Filipinos had just one name.

Some were descriptive while others had obscure, or unknown meanings like most of our names today. Most of the old names that appear in history books belonged to rulers such the datus Matanda, Lakandula, Lapu-lapu and Humabon. Some Filipinos had a second name that described a family relationship, but unlike the old European custom in which a man was referred to as “the son of so-and-so” (Johnson, Peterson etc.), in the Philippines, people were identified through their children, as in “the mother or father of so-and-so.”

Filipino names – anything goes When Filipinos began to convert to Christianity, they took on the names of Catholic saints, symbols, sacraments, feasts and even popes. When it came to naming a child or choosing one’s own Catholic name it was “anything goes” – not much different from today, except that Hollywood was not yet an available source of names.

Many Filipinos back then took two or three names and changed them whenever they wanted.

Surnames were not strictly applied to whole families and often each family member would choose a Spanish surname that was different from the rest of the family. The resulting confusion drove Spanish bureaucrats crazy because, without clear family lineages, legitimate births and inheritances were often hard to prove and the clergy worried that Filipinos might be marrying their own cousins or other family members. Also, with so many Filipinos choosing the same popular surnames like de los Santos and de la Cruz, it was not easy for the government to track the movements of Filipinos – making tax collection and law enforcement difficult.

A catalogue of surnames So, after about 300 years of this confusion, the government decided to take action. In 1849, Governor Narciso Clavería began the process of making a civil register of the entire population.

The first step was to sort out the names that people already had and then to make rules so that Filipino families would all have consistent surnames.

Clavería released the Catálogo alfabético de apellidos

or the Alphabetical catalogue of surnames, which contained 60,662 surnames, both Spanish and indigenous, that had been collected by parish priests throughout the country. The catalogue was distributed to the head of each province who was required to figure out how many surnames each town would need and then assign them alphabetically. A list of the allotted surnames for each town was given to its parish priest who instructed the barangay (neighbourhood) officials to summon the oldest male member of every family to choose a family name and have it entered into the new civil register.

Filipinos who already had surnames could keep them as long as they were not on a list of prohibited names. To avoid any false claims to special rights, the names of Spanish nobility were not allowed nor were the names of ancient Filipino nobles like, Tupas, Lakandula or Rajah Matanda. However, families that already had one of these surnames could keep it if they could prove that they had been using it for at least four generations.

Overused names like Cruz, Reyes, Santos and others were supposed to be prohibited, too, but Governor Clavería did allow provincial officials and priests to use their own discretion in the matter. Judging by the huge numbers of these common surnames that are still around today, it seems that most officials let it slide. In some areas, though, such as Quezon and Albay, the whole law, including the alphabetical distribution of names, was so strictly enforced that in some towns almost everybody’s surname started with the same letter.

Filipinos who changed their names after being registered faced at least eight days in jail or a fine of three pesos.

Schoolteachers were instructed to keep a register of all their students’ surnames and to make sure that they matched their parents’ surnames. They also had to make sure that the students used only their registered names.

If the rules were not enforced, provincial officials were allowed to punish the teacher.

Modern myths Clavería’s decree is at the root of some myths and misunderstandings that we have today about Filipino names.

Some people believe that the Spaniards forced Filipinos to give up their own names and assume Spanish names, but this is not true. Clavería’s catalogue listed all kinds of names that were collected from all over the Philippines. The purpose of the catalogue was not to get rid of native names but rather to set up a civil register so that the

government could keep track of the Filipino population for tax collecting, law enforcement and church records. To do that, Clavería needed Filipino families to have a surname. The origin of a surname did not matter as long as each family member had the same one.

Another myth that some Filipinos believe is that having a Spanish surname means having some Spanish ancestry. They assume, and in some cases they even claim, that one of their great-great grandmothers married a Spaniard, or came to have children from a Spaniard through some sordid incident.

The truth of the matter is that for most of the Spanish era, there were very few Spaniards in the Philippines. In most provincial towns, the only Spaniard was the local friar. According to the 2000 census, 95% of the population in the Philippines has an unmixed Malay heritage.

Although mestisos (people of mixed race) are extremely influential in Filipino society, most estimates put the combined number of all types of mestisos at no more than two or three percent of the entire population – and only about half of those are Spanish mestisos, who are based mainly in Manila and Cebu. Chinese-mestisos and full Chinese combined are estimated at only around three per cent.

A 2001 Stanford University study showed a slightly higher percentage of Filipinos carrying European genetic material (3.6 per cent), but the sample size was only 28 people, which meant that only one of the 28 had any European ancestry. Also, the samples were all taken from around Manila where the mestiso population is concentrated.

The reason that so many Filipinos have Hispanic last names is mainly because their ancestors changed their names when they became Catholics or when they had to choose a surname for Governor Clavería’s civil register in 1849. Taking a new name when a person became a Christian was customary, just like it is for people today who convert to Islam. Often a priest would choose the name, but for many Filipinos it was the “cool” thing to do, anyway. The Spaniards had the power, so taking a Spanish surname gave the illusion of having a little prestige and style. Old parish records show that some Filipinos added their new Hispanic names to their old native names but after a few years, they would eventually drop the native part.

Indigenous names survive Fortunately hundreds of native Filipino names did survive. Some of these were high status names that belonged to important families that kept them even when they converted, while other names belonged to those Filipinos who had eluded Spanish rule.

The book that gave many Filipino families their names: the Alphabetical Catalogue of Surnames, 1849 have been obscured by time and the evolution of languages. Many families have original Filipino names that may not look Filipino because they have retained the old Spanish spelling – names such as Bondoc for bundok (mountain) or the Ilokano name, Agcaoili (to hold on to), which would be spelled Agkawili in modern Filipino.

Some names are not flattering to their owners but, for obvious reasons, most of the native names that have survived are those that express the positive or powerful qualities of people. There is strength and fierceness in names

like, Macaraeg (maka+daig, able to overcome), Catacutan (fear), Panganiban (aware of danger), Agbayani (Ilokano, to be heroic) and Mangubat (Cebuano, to fight). There is defiance in Tagalog names like: Dimaapi (“cannot be oppressed”), Dimayuga (unshakeable), Dimaculangan (cannot be cheated) and Dimaiyacan (cannot be made to cry). A favourite of mine is Lananilao (Lakan+ilaw) or “noble light.”

Canada – the second best destination for immigrants A recent U.S. News and World Report ranks Canada as the top country outside Europe, and the second-best worldwide destination for immigrants. (see Canada Immigration News) Only Sweden is ranked higher than Canada. The study assessed 80 countries based on their economic ability, income equality, and labour market access in order to determine ranking. The study polled thousands of business leaders and the public at large to collate their collective opinions.

In contrast the United States placed seventh on the list, just behind Norway.

The ranking was determined by looking at a range of factors including the share of migrants in a country’s population, the amount of money newcomers were able to send abroad (remittances) and United Nations reports on integration policies within the countries. Canada was given high marks for our vibrant economy, integration measures, and English and French language

From page 6 parents giving their children Tagalog names such as Bayani (Hero), Magtanggol (Protector), Makisig (Handsome) and Diwa (Spirit) for boys, or Ligaya (Joy), Malaya (Free), Luwalhati (Glory), Mayumi (Modest) and Luningning (Brilliance) for girls.

Chinese names There are many Filipino surnames that look Hispanic but are really Chinese. Today most Chinese surnames have only one syllable, but until the 1800s, Chinese-Filipino families usually had three syllables in their names because they used the complete name of their patriarch. Other families may have come from northern China where two-syllable names are not uncommon. These names became more Spanish sounding when they were written in the Spanish alphabet.

One of the most famous of these is former president Corazon Aquino’s maiden name, Cojuangco. The head of the Cojuanco family at one time was Ko Chi Kuan, who was respectfully addressed by

training. As Canadians we pride ourselves on being multicultural and this attitude is rewarded by the positive image we give others, especially those who choose to immigrate to the country.

European countries dominate the top 10 ranked countries worldwide with Canada in second place and the United States in seventh: 1. Sweden 2. Canada 3. Switzerland 4. Australia 5. Germany 6. Norway 7. United States 8. Netherlands 9. Finland 10. Denmark It is important to note that Canada is rated higher than other countries with similar recruitment models. New Zealand and Australia have developed their own systems of attracting skilled workers. Both countries employ the now familiar “Expression of Interest” or EOI and “Express

Some other hispanized Chinese names are Locsin (Xin Luk), Joson (Ho Sun), Lantin, Dizon, Quison, Vinzon, Licuanan, Landicho, Guingcanco, Lauchengco and Quisumbing. These names were once Chinese, but today they are uniquely Filipino and not found in China.

Whatever the origin, Hispanic, Chinese or native, most Filipinos today possess family names that only date back to 1849; and for that, they can thank (or blame) Clavería’s catalogue.

Canada shares a similar climate with Finland and Norway yet ranks higher. Further, Canada stands much higher than the United States even though both countries have similar mixed market economies.

“Our aim with this package was to focus on the economic aspects of immigration and the impacts this could have on a country’s perceived standing in the world,” said Deidre McPhillips, a data reporter who helped design the country rankings.

The findings were consistent with those of the international Organization for Economic CoOperation and Development (OECD). An OECD report published in June 2017 encouraged countries to work at integrating immigrants to the mutual benefit of host and origin countries.

“All our evidence points to the fact that migration, if well managed, brings benefits to host countries as well as to the migrants themselves,” stated Angel Gurria, OECD Secretary-

General. “We should look at this mega trend in terms of the opportunities it brings, in terms of skills, diversity and economic potential, rather than as a threat to our economies and communities.”

The examination of Canada and other governments comes amid a backlash against globalization and immigration by a number of countries, chief amongst these, Trump’s “America First” policy. The OECD has become a world leader in promoting “the integrity of government institutions” and “establishing an ongoing dialogue with citizens through an open and participative policy-making process,” which are promoted as healthy alternatives to protectionism and anti-immigration policies and practices. The OECD June report is a reminder to all countries, even second-ranked Canada, to be aware that there are things that can be done to make things better for its people, such as lowering national debt levels, increasing transparency and efficiency in health care spending, lowering unemployment rates, increasing female participation

rates in government leadership positions, improving efficiency and effectiveness of the public sector, and embracing the open government principles of transparency, accountability and participation.

As a preferred destination country, Canada must continue to follow such practices with emphasis on newcomer integration. The OECD warns against efforts to exclude others, which run counter to the healthy movements of peoples and economies. “It’s fun! My mom’s friend gave her an aloe and she gave it to me, and from there I got obsessed.”

Succulents are a group of plants that store water in their leaves. The leaves tend to be thick and fleshy, but some genus and species have thicker leaves than others. Succulents tend to thrive in dry climates and don’t like a lot of humidity.

Heart Evangelista and Alexander Lee star My Korean Jagiya Former K-Pop idol Alexander Lee is Heart Evangelista’s leading man in GMA7’s My Korean Jagiya.

Alexander is a professional actor in Korea and former member of the boy band U-Kiss.

He bagged the coveted role of Jun Ho in My Korean Jagiya that is the first and original Kapuso series partly shot in Seoul, South Korea. Aside from him, several Korean actors will also play important roles in the primetime soap.

The former K-Pop idol said he is very excited on his latest project with GMA7, “I’m really glad to finally work with GMA again after so many years. I remember the last time was when U-Kiss performed in Walang Tulugan with the Master Showman and Party Pilipinas.

I had really good memories with GMA because they were very kind, friendly and caring.”

Alexander said he did not think twice about accepting the role because he is thrilled to return to the country and to finally work with Heart.

“First, when I heard the word “GMA”, I was already confident that it would be a good project.

Afterwards, knowing that Heart Evangelista would be in it, it won my heart completely! Of course, it was a tough decision to give up all my current work here in Korea for this project, but I’m definitely sure it will be worth it. After seeing the project proposal, I was really excited because it is very meaningful. I personally really love the cultural exchange between the Philippines and Korea. It would be a never-

before-seen project so I decided to join,” said Alexander.

The production team of My Korean Jagiya recently went to Seoul to tape important scenes for the drama series.

Heart, meanwhile, revealed that working with Alexander is a breeze, “He is so easy to work with and as time goes by, we are more comfortable with each other. He is really a good actor.

Neepawa Street Party NEEPAWA, MB – Neepawa residents joined together on Saturday, July 22, to fight hate with a lot of outdoor fun. Approximately 600 people participated in a parade, a street party, and a potluck dinner with lechon as part of the town’s annual Jamfest celebration.

The event also helped to dispel the negative impression left by recent acts of racist vandalism in the town.

Vandals defaced four locations on July 2 in Neepawa, 190 kilometres west of Winnipeg on Highway 16. Racist comments were among the graffiti spray painted on two buildings near the local park where Canada Day 150 celebrations were held the previous day. The town highway signs and the local Royal Canadian Legion building were also defaced. The graffiti on Neepawa’s welcome sign on Highway 16 read “Land of the G…” using an anti-Asian slur. “G... go home,” “F... the Queen” and “F... the government,” were scrawled at the other three locations.

Although the incident shocked many Neepawa residents, it served as the inspiration for adding elements to the town’s annual celebration that would include all members of its increasingly diverse population.

Rochelle Unico, Bernadette Tripon, Rrain Prior and Amanda Naughton-Gale organized a parade that filled the street with people waving the flags of Canada, the Philippines, and many other nations, as well as placards in support of tolerance and respect.

After the parade, the street party continued with a large potluck dinner including three lechon roast pigs, salads and various desserts accompanied by karaoke and a local Filipino band.

Since the opening of a hog processing plant in 2011, about 1,000 immigrants, mostly from the Philippines, have moved to the area, raising Neepawa’s total population to 4,600 – an increase of nearly 27 per cent. An Asian grocery store and a number of other Filipino businesses have also opened there in recent years.

Alamin ang mga bagong panuntunan tungkol sa mga “balikbayan boxes” – simula sa August 1, 2017 Milyon-milyong Filipino sa ibang bansa ang nakagawian nang magpadala ng mga bagaybagay – tulad ng damit, sapatos, pagkain, laruan, gamit sa bahay, atbp. – sa kanilang mga pamilya at mahal sa buhay sa Pilipinas.

Kadalasan, ang mga bagay-bagay na ito ay nakapaloob sa mga doorto-door na kahon o balikbayan boxes na may fixed freight rate o nakapirming halaga kahit ano man ang timbang ng mga nilalaman kaya ito’y abot-kaya lalo na ng mga overseas Filipino workers (OFW).

Hindi lamang mga OFW ang nagpapadala ng balikbayan boxes sa Pilipinas. Sa ibang bansa man o dito sa Canada, marami ring kababayan na bagamat hindi na Philippine passport holders (dahil mga Canadian citizen na) ang nakagawian nang magpadala ng door-to-door o balikbayan boxes – pang-regalo sa mga kamaganak o malalapit na kaibigan sa Pilipinas lalo na kapag malapit na ang Pasko, Ang mga nakasanayan nang paraan ng pagpapadala ng balikbayan boxes ay apektado na ngayon ng mga bagong panuntunan sa mga balikbayan boxes na nagkabisa ng Agosto 1, 2017 bilang pagsunod sa Customs Administrative Order (CAO) 052016.

Ang mga regulasyon ay bunga ng Customs Modernization and Tariff Act o CMTA (Republic Act No. 10863) na nilagdaan noong Mayo 2016. Dahil dito, nabago na ang mga probisyon ng dating Balikbayan Box Law na noong araw ay inalis ang custom duties sa mga personal goods na ipinadadala ng mga OFW sa kanilang pamilya sa Pilipinas.

Ang mga Filipino na naninirahan sa ibang bansa dahil sa trabaho, edukasyon o mga permanent residents ay qualified sa tax-free balikbayan box privilege. Sila ang tinutukoy na Qualified Filipinos While Abroad (QFWA). Ayon sa CAO 05-2016, sila ang: • Mga OFW na may passport na inisyu ng Department of Foreign Affairs at pinatunayan ng Department of Labor and Employment (DOLE) o Philippine Overseas Employment Administration (POEA) para sa mga layuning magtrabaho sa ibang bansa o mga contractual workers; • Mga non-resident Filipinos o mga Filipino na naghangad ng permanenteng residency sa ibang bansa ngunit pinanatili pa rin ang kanilang Filipino citizenship; • Mga Filipino citizen na pansamantalang naninirahan sa ibang bansa na may alinman sa mga sumusunod na visa: student, tourist at investor; 2. Sino ang maaring tumanggap ng ipapadalang taxfree balikbayan box ng QFWA? Ang mga tatanggap o recipient ng mga tax-free balikbayan box ay dapat na kamag-anak ng nagpadala hanggang sa fourth degree of affinity (mga pinsan o cousins) upang maging karapatdapat para sa pribilehiyo ng taxfree balikbayan box.

3. Anong mga kondisyon ang dapat matugunan upang mapakinabangan ng QFWA ang tax-free shipment ng balikbayan boxes?

• Maaaring magpadala ng hanggang tatlong (3) balikbayan

box shipments sa loob ng isang taon (calendar year: January 1 to December 31) na walang buwis; • Ang total value o halaga ng mga nilalamang kargamento ng tatlong balikbayan box shipment sa isang taon ay hindi dapat lalampas sa Php150,000. Kung hihigit sa Php10,000 ang isang balikbayan box shipment, ito ay kasali na sa tatlong balikbayan box shipment na limitasyon sa isang taon; • Ang mga nilalaman ng balikbayan box ay hindi dapat na may commercial quantity maliban na lamang kung ito ay masasabing qualified na “De Minimis” importation. Ayon sa BOC, ang mga importasyon na ang halaga ay mababa sa P10,000 ay maaaring ituring bilang ‘import ng de minimis’.

Ang laman ng mga balikbayan box ay dapat na personal at gamitbahay lamang. Ang pribilehiyo ay hindi maaaring gamitin para sa pagpapadala ng mga item para gamitin pang-negosyo.

• Ang magpapadala ng balikbayan box ay dapat mag-submit ng kumpletong Information Sheet.

Bukod dito, ang nagpadala ay dapat ding magbigay ng isang kopya ng kaniyang pasaporte upang sertipikado ang kaniyang pagkamamamayang Filipino.

Upang matiyak ng BOC na ang laman ng balikbayan boxes ay mga permitted items, kailangang ilista ng nagpadala ang detalye ng laman sa Information Sheet. Lahat ng laman ng balikbayan box, kahit secondhand items, ay dapat na ideklara, kasama ang kanilang halaga at dami. Kung may mga bagong item, ang nagpadala ay dapat magbigay ng resibo upang patunayan ang kanilang halaga.

Gayunpaman, ang mga regalo at iba pang mga item na wala nang

resibo ay dapat pa ring ideklara na may katumbas na “tinatayang halaga.”

Maaaring i-download ng mga nagpapadala ang mga form na ito online o maaaring humingi ng mga kopya mula sa Accredited consolidators o foreign freight movers. Kailangan ng BOC ng tatlong kopya ng mga form para sa consolidator, deconsolidator at ang nagpadala.

Ayon pa rin sa BOC, upang mapatunayan ang idineklara sa listahan ng mga ipinadala, ang balikbayan boxes ay dadaan sa X-ray sa ilalim ng pangangasiwa ng isang tauhan ng BOC. Kung sakaling magkaroon ng hinala ang BOC na hindi

ayon sa patakaran ang sinusuring balikbayan box, ito ay bubuksan at iisa-isahin ang inspection ng mga laman ng kahon.

Ayon pa rin sa BOC, Ang sinumang nagpadala at/o deconsolidator na nahuling lumabag sa mga patakaran ay mananagot. May multang hanggang Php300,000 at mahaharap sa kriminal na paguusig.

Shawn Maranan sets pace for Team Manitoba basketball in Canada Summer Games

by Lucille Nolasco Canada Summer Games 2017 is in full swing in Winnipeg, with homegrown athletes giving strong and steady performances.

Among them is Team Manitoba’s 17U basketball team, which won its first game Saturday night, at Qualico Sports Centre against Team Nova Scotia. The ‘Toba team was energized by the cheers of excited supporters from beginning to end. It was a close game but Team Manitoba triumphed in the end, scoring 8883.

Setting the pace for his teammates is 17-year old Shawn Panaligan Maranan, the only Filipino-Canadian on this year’s roster.

As the team’s point guard, Shawn says it’s his responsibility to get the team as involved as possible in the game.

“Part of our preparation is practicing two-and-half hours every day for the past two months.

We’re so ready to play, especially on our home turf.”

Shawn has been in the provincial development program for two years and represented Manitoba at the national championships in Halifax. This is his first Canada Games.

The Manitoba Provincial Team Program is the premier player and coach development program in the province. The program attracts top players and coaches to represent Manitoba at national and international events.

Ages 15U and 17U are offered to both male and female players and the program operates annually May through late July.

Shawn has been a point guard since he started playing basketball when he was about five years old in Winnipeg’s Philippine Basketball Association.

His dad, Ruel Maranan said he saw his son’s potential when at two years old, Shawn would often play with his basketball.

“He really liked playing with a basketball. He didn’t like to play with toy cars or any other

“Basketball means everything to me,” Shawn said. “I believe it shaped me to be the person I am today. It has benefitted me a lot.

And hopefully I can continue to play as I get older.”

When asked if he dreams of making it to the big leagues someday, like in the NBA or PBA (Philippines), Shawn says for now, he just wants to continue playing basketball after high school.

He advises other kids though, to “focus really hard on what you do, not only in basketball but in school. Just keep working hard. I’m doing pretty good in balancing basketball and school.”

Team Manitoba played against Team Ontario on Sunday, and will face off with Team Alberta on Tuesday.
