St. Vital playground may gain the name of Pagtakhan Winnipeg City Councillor Brian Mayes made a motion in City Council on January 14 to name a playground on Beliveau Road in St. Vital after prominent Filipino-Canadian, Dr. Rey Pagtakhan. Dr. Pagtakhan is a retired Filipino-Canadian physician and politician. Formerly a lung specialist at the Children’s Hospital of Winnipeg, he was also a pediatric professor at the University of Manitoba. In 1988, Pagtakhan was the first Filipino elected to Canada’s

Parliament where he served until 2004. He also served as a federal cabinet member. Currently Dr. Pagtakhan serves on the Advisory Council of Immigration Partnership Winnipeg and occasionally writes for the Pilipino Express. Although Dr. Pagtakhan was elected in a north Winnipeg riding and now lives in that area, he was a long-time St. Vital resident and served as a St. Vital school trustee. Ultra rush MATI, Davao Oriental – It’s impossible to fully describe the rush one feels as the small aircraft roars up the airstrip. And when I say small I mean small: with a wingspan of 31 feet (9.45 m) and length of 18.5 feet (5.6 m), it tips the scale at a mere 530 lbs. (240 kg). It is a little past six o’clock in the morning, and I am taking a short flight on an ultralight aircraft owned by the Mindanao SAGA Flying Club. The club’s president, Carlos Sievert, is my pilot today. The ultralight is basically just a metal frame with wings and an engine. “It reminds me of the plane the Wright brothers flew at Kitty Hawk,” I tell Carlos, and he agrees. In a way, he says, ultralight flying is a return to the pioneering days of powered flight, and one can get a sense of how Orville and Wilbur must have felt when they took to the skies. This morning is a little bit windy and rainy because tropical storm Amang is approaching. Carlos has a somewhat worried look as he moves around the airstrip looking at the way the coconut trees dance to the wind. This naturally makes me a little concerned, so I ask him what the problem is. “It’s a little windy,” he says. “But don’t worry. It will die down soon.” Like many men (including myself), Carlos had always wanted to be a pilot. Unfortunately – again like many men – his parents could not afford to send him to flight school. So he took a different path and worked in the corporate world. He was in his mid-30s, when he could afford it, that he began to follow his dream; studying flying in Pampanga and becoming a pilot as a hobby. A few years later he and his family moved to Mati in Davao Oriental where he became the president of the Mindanao SAGA Flying Club. It is in this capacity that he is able to give full rein to his passion, flying people around the city on the three ultralights that the club owns. When the wind dies down Carlos takes his first passenger out for the first spin of the day – San San, a young Malaysian woman who works as a computer program tester. He takes the ultralight to the far end of the runway, and soon he is revving up the 80-horsepower engine and pushing the small plane up, up, up. It takes only 250 feet (76 m) of runway for the ultralight to take off, and in a matter of seconds Carlos and San San are in the air. The intro flight takes about 15 minutes – enough time for a passenger to get a view of Dahican beach, the coconut plantations, and Pujada Bay. Mati is a beautiful city, still largely untouched, although progress is quickly creeping up on it.

When my time comes I get strapped in and told to relax. I expect Carlos to bring the ultralight to the far end of the runway again, but he catches me by surprise when he revs up immediately and takes off right away. Soon the plane lifts off, and the familiar feel of rubber on asphalt gives way to the sensation of being suspended on air. Like I said, the rush is impossible to describe. With nothing separating me from the wind and the elements, I feel like I am flying on my own. It’s easy to edit out the frame of the plane in the peripheral vision and simply take in the sky. This is how Superman feels. Because the plane is so small and so open, I feel every movement it makes. When Carlos pulls up, the G force presses me back into the chair. When he banks I sense the plane lose a little bit of altitude, and to my right I see a vast expanse of land that seems to come straight up to me. Landing is no less thrilling, especially since I’ve always kept in mind that landing and take-off are the two most dangerous parts of a flight. But Carlos maneuvers the ultralight flawlessly, and soon the runway comes up to us. As we near the surface, he gives the engine a small boost to make up for a sudden gust of wind, and, just like that, we are back on mother earth. Despite its appearance – “It looks like a kite,” my wife says – ultralight flying is safe. Once you’re strapped in, it’s not scary at all. Just wear something warm and comfortable (“It gets cold up there,” Carlos says) and enjoy the ride. Reasons why your feng shui is not working Feng shui is often thought of as a decorating concept, thanks in large part to it so often being referred to as the Chinese “art of placement.” To many people, this is much like the Japanese flower arranging, called ikebana. This art is about the arrangement of the flowers, their balance, colour, and texture. Many people think this is true of feng shui, only with furnishings. But, there’s so much more to it than mere arrangement. Feng shui involves direction, colour, number, elements, and time and space. So, to say it is simply a matter of placing a frog or a turtle figurine here or there and then waiting for a problem to disappear oversimplifies feng shui to the point of rendering it useless. It’s important that feng shui is looked at as a whole – including addressing annual afflictions, afflictions in the space, such as toilets, colours, elements, etc., and yes, personal feng shui, too. If your feng shui is not working the way you had hoped, the reasons could be simple. Whatever the case, use the pointers below to help you diagnose why your feng shui isn’t working the way it should. Reason number 1: Your feng shui is out of balance Unfortunately, energy is a very sensitive thing. Feng shui that is practiced for one and only one objective (i.e., for money) will usually fail. Feng shui is about harmony and balance. If everything is tipped toward making money, then the feng shui will work as well as a table that has one leg a foot longer than the rest – it will still be a table, but not a very good one, and it will be out of balance. When you use feng shui only for wealth, you should also use feng shui to help your entire life because good feng shui is cumulative. Address all areas of your life and then add extra emphasis to the wealth area. This way, all the other areas will also support the wealth aspect, or health, or romance, etc. There is nothing wrong with homing in on a particular aspect. It is just when only one aspect is addressed, then the balance and harmony isn’t there, and chances are, neither is the result you were looking for. Reason number 2: You are desperate When you are desperate, feng shui is elusive. Feng shui, like meditation, is best practiced with “expectant detachment.” Many people are amazed that I am so surprised when they tell me about their great results – as if I had little faith in the feng shui enhancements I suggested to them. That is because I try to be detached for my clients as well. Of course, there are some things

that I see about a house or business that are more intuitive and will speak with certainty about those. But, in general, I try to stay detached myself. If you are finding that you are desperately seeking a special frog or other type of feng shui enhancement because you don’t have enough money to pay the rent, then this is the type of desperation that makes good feng shui something like a slippery fish – hard to find and even harder to hold onto. If you are anxious for something to happen with feng shui, try to make your peace with it and let go of any anxiety or expectation you have about it. Actually, you should let go of the emotion that is attached to the expectation. That is the critical element – and something that is the hardest to do. Yet, if you can, you will find that feng shui will not only improve, it will seek you out. Reason number 3: Your place is a mess or unattractive No, just cluttered; I mean dirty. Truth be told, there are plenty of cluttered homes with GREAT feng shui and noncluttered homes that have awful feng shui. But, feng shui isn’t just about clutter. It is also a matter of cleanliness. OK, so your closet doesn’t look like something from an organizing company ad in a magazine, but that is not the end of your feng shui world. However, dirt is. Clean is important. Clean is good. Clean brings good feng shui. Grime is extremely negative, whether it is dust, pet hair everywhere (this is an epidemic), or bath tub mould. Yuk. Do you know many happy, successful people who live in a filthy home? I’ll venture not many. Get out the rubber gloves and the cleaning spray and go to it. You’ll instantly improve your feng shui. If you have a home that’s unattractive, has bad smells, arranged awkwardly, well, then, that can torpedo the good chi you’re trying to build. You don’t have to live in a mansion with designer furnishings, but your home should look appealing and is arranged to welcome chi. Move furniture out from the walls so energy can move around. Make your home look its very best. Pretty is good feng shui. Beauty is its own best chi. Put your home in good repair and make it appealing. This will lift your chi. Reason number 4: Something is broken If you have a big cracked mirror, leaking faucets, gutters are falling down or your windows are grown over with plants, you are fighting an uphill battle. Repairs have to be made and regular maintenance attended to. Maybe you have a window that’s broken, or paint that’s peeling.

When a home is poorly maintained and you try to apply feng shui enhancers, that’s like trying to add a bouquet of flowers to a burning house. Make sure you see to your home’s maintenance and repair broken items. Even a loose, jiggly door handle or door that scrapes the floor will lower your home’s feng shui. Reason number 5: Your landscape feng shui is working against you If the outside feng shui is bad, it doesn’t matter how good the feng shui is inside. Place all the wind chimes, frogs, and turtles you want, and good feng shui will be hard to muster. Look at the outside to see what’s happening on the inside. Do you have good black turtle support at the rear of your home? If not, get some. If you have a flat lot and no tall trees or buildings or ground rising up behind you, then plant 5 trees behind your house. This will bring career and other opportunities to you – and much, much needed support. Do you have open space at the front of your home? If not, good chi can’t come and settle. Remove anything blocking your front area. If your house is below street grade, then keep your porch lights on all the time because, again, you will suffer from money problems and lack of opportunities.

Is the left side of your house higher that the right (as you look out the front door)? If not, you are missing vital dragon support. This can create all kinds of difficulties, such as health problems, difficulties with children and sons, and family relationships will suffer. Plant some trees on the left side of your house or other type of tall plantings. Try to create the feng shui ideal of the “armchair” position, where your home or office is situated in the landscape with hills behind, on the left side, and low on the right side, and open area to the front is the preferred feng shui landscape arrangement. If you don’t have this kind of situation, there are ways around it to improve your landscape feng shui. One of the simplest and easiest ways to improve your feng shui is to improve your landscaping. Removing dead branches or trees, trimming overgrown shrubs and planting new, healthy plants will immediately lift your chi. FENG SHUI Q&A Question: I’m very confused by apartment feng shui. How do I apply feng shui if I live in an apartment? Answer: The answer is you apply feng shui the very same way in an apartment as you do in a house. If you can’t paint

because you’re renting, you can add certain colours to your apartment. The same is true with various elements like plants, fountains and feng shui figures. You also add feng shui remedies and enhancements the same way you do in a house. If you can’t paint your door black, you can most likely add a doormat that is. For apartment dwellers, look at “what you can do” and not “what you can’t do” – and it’s actually quite a bit.” I’ve consulted with clients with high-rise condos and applied everything just the same way, but working within the limitations, like keeping the interior hallway doors all the same. Remember, even homeowners have limitations, so don’t think that just because you are renting that you can’t apply feng shui – you just need to be creative. After the Year of the Earth Dog, the Year of the Earth Pig 2019 is taking over, accomplishing another full cycle of the 12 zodiac signs of the Chinese calendar. The date of the Chinese New Year 2019 is February 5, 2019 until January 25, 2020; the Pig (boar) is the animal sign that reigns during this year. In 2019, the Chinese lunar calendar expects a cheerful year. We, however, must not be complacent because of the promises of a happy and gifted year. It is still important for all to be careful; on a personal level, well thought of activities win over hit-or-miss actions during the Year of the Pig 2019. We can expect a year when everybody will get closer on both the physical and emotional levels. The Year of Pig 2019 will be a good time to restore old connections and establish of new ones. 2019 is expected to be upbeat, filled with the desire to live, create, and enjoy life. Many of us will stop worrying about tomorrow and begin to appreciate the present moment. It will purge the unpleasant feeling that comes when we are anticipating troubles from all sides. We will find order in life, working to fix all personal relationships by forgiving and moving forward. Artistic and pioneering persons will be successful in exploring new ideas. We can expect to become more productive in our work. Anyone who wants to start or expand their personal business can easily go ahead and do that, and those who have the time to create a family should not be afraid of doing so. All those wishing to get in shape will get much closer to their goals. It is important, however, to consider that this will be achieved through constant exercise and balanced nutrition. We should not put any restrictions on ourselves in 2019. In relation to western horoscope, the Year of the Earth Pig 2019 will be extremely favourable for those born under the Water signs: Cancers, Scorpios, and Pisces. However, the most favoured ones will be those under the signs of Taurus (Earth), Leo (Fire), Scorpio (Water), and Aquarius (Air). 2019 will be a very opportune time for easy advancement toward the path of success.

Provincial Nominee Draw #56 Manitoba continues to be actively involved in recruiting skilled workers from abroad. Manitoba is one of nine provinces with an active provincial nominee program. The Manitoba Provincial Nominee Program’s (MPNP) latest draw took place on January 17, 2019 and presented us with some interesting numbers. CIC News widely proclaimed that Manitoba issued 626 invitations to apply for permanent residence through the MPNP. The number is encouraging but should be examined in closer detail. The MPNP website offers a more detailed breakdown of draw #56. Under the “Skilled Workers in Manitoba” group, the province issued 200 “Letters of Advice to Apply” to persons in the Expression of Interest (EOI) pool with a lowest ranking score

of 650. The MPNP issued 32 “Letters of Advice to Apply” to persons under the International Education Stream. The provincial program issued 27 “Letters of Advice To Apply” under a Strategic Recruitment Initiative with the lowest ranked candidate invited 729. The largest number was 367 “Letters of Advice to Apply” to persons in the EOI inventory who have a valid Express Entry ID, a job seeker validation code, and at least six (6) months of recent experience in an occupation on the Manitoba In-Demand Occupation List. Or there are those overseas persons who have a close relative residing in Manitoba or past education or past work experience in Manitoba and at

least six months experience in an occupation on Manitoba’s “In-Demand Occupation List” and a minimum English or French language proficiency level of CLB/NCLC 5, unless work experience is primarily in a regulated occupation (minimum CLB.NCLC 7) or under a compulsory trade (CLB/NCLC 6). The lowest ranking score was 575. The MPNP, however, cautions persons who have submitted an EOI to the program that they may have been passed over for a number of reasons. EOI’s from Skilled Worker Overseas candidates have not been considered unless they have a close relative in Manitoba or past education or work inside the province in addition to six months of recent work experience in an occupation on the Manitoba “InDemand Occupations List” and a

minimum language proficiency of CLB/NCLC 5. The minimum language proficiency increases to 6 for a compulsory trade or 7 for a regulated profession. There are exceptions to these minimum requirements for candidates who were invited to apply under a Strategic Recruitment Initiative or for those who have a valid Express Entry ID and job seeker validation code and at least six months of recent work in an occupation on the “Manitoba InDemand Occupations” list. The MPNP is very much open for business to those who qualify. There are opportunities, especially for those who have close family connections in Manitoba, with recent work experience in occupations on the Manitoba In-Demand Occupation list, and evidence of English or French language proficiency. It is worthwhile to check the MPNP

website, its demand occupation list, and other factors before submitting an online Expression of Interest (EOI). The province continues to nominate candidates and offer a path through to permanent residency for those who qualify. The MPNP is not the only way to proceed but continues to be one of the better options, especially for skilled workers abroad who want to reunite with family in the province. How the truth became subjective The World Health Organization (WHO) dubbed vaccine hesitation among the “top threats” to global health. According to the report released on January 18, the reluctance or refusal to get vaccinated threatens to reverse progress made in vaccine-preventable diseases. The invention of vaccines may be one of mankind’s greatest accomplishments – saving an estimated two to three million people every year, as well as billions of dollars in treatment costs. However, due to misinformation regarding the safety and efficacy of these lifesaving measures, many people choose not to take their shots. The WHO Vaccine Advisory Group identified three main causes of vaccine hesitancy: complacency, inconvenience in accessing vaccines, and lack of confidence. However, pseudoscience, false media coverage, and public rumours on social media websites like Facebook and Twitter have also intensified anti-vaccine sentiments. The distortion of the public’s perception of vaccination emerged in 1998 when British doctor Andrew Wakefield and 12 others authored a fraudulent research study linking measles, mumps, and rubella (MMR) vaccine to autism. The study was highly criticized by the scientific community, citing that the results were too speculative to be considered scientific. For one reason, Wakefield and his colleagues only studied 12

individuals for the research and that it was done under an uncontrolled environment. Other scientists were quick to debunk the information presented in Wakefield’s paper by performing their own experiments. Soon, 10 of Wakefield’s 12 co-authors retracted their findings. According to the retraction, “no causal link was established between the MMR vaccine and autism as the data were insufficient.” Andrew Wakefield was then delicensed by medical authorities. Wakefield incited public panic and encouraged mistrust towards medical institutions. In Great Britain, child vaccination dramatically dropped from 92 per cent in 1996, to only 80 per cent in 2003. The hesitancy to get vaccinated resulted in the re-emergence of measles, a once nearly eradicated disease in the country. In its 2018 report, the WHO has seen a 30 per cent increase in measles cases globally. Meanwhile, the CBC published an article stating that six children have died of complications related to influenza between December 2018 and January 2019. Last year, an astounding 80,000 people died of influenza-related complications in the United States. Despite the overwhelming amount of evidence that Wakefield’s claims were false, many people remain skeptical or unconvinced of vaccines. Unfortunately, the anti-vaccine movement has only gotten stronger over the years, especially with the rise of digital media.

Online spaces, such as Facebook groups, have created a place for skeptics to only see information that echoes their own beliefs. These groups are fuelled by conspiracy theories that intensify people’s mistrust against the government, medical institutions, and vaccine manufacturers. One of the most popular conspiracy theories suggests that vaccines are laced with mercury. The Centre of Disease Control website explains that Thimerosal – once a common preservative for vaccines – breaks down into ethyl mercury. Immunize.ca asserts, “low doses of thimerosal have not been shown to produce any negative health effects. Nevertheless, no vaccine in Canada since March 2001 for routine use in children contains thimerosal, with the exception of some influenza vaccines. DTaP, polio and Hib vaccines have not contained this preservative since 1997-98. The MMR vaccine used in Canada has never contained thimerosal.” Misleading stories like these are rapidly shared on the Internet with the help of “thought influencers” such as health professionals, “mommy bloggers,” and celebrities. As a result, concerned parents succumb to unsafe and even lifethreatening alternatives. Last October, a group of Colorado parents were found deliberately infecting their kids with virus via “chicken pox parties,” organized through Facebook. The risk with chicken pox is that it can lead to further complications including

pneumonia, encephalitis, and group A strep – all of which are fatal to young children. Chicken pox parties were held during the olden days, but doctors suggest that vaccinations are much safer. Skepticism towards vaccination is not only unjust, but also irresponsible. When people fail to get immunized, they are putting themselves and the people around them at risk of contracting diseases. Children, the elderly, and the sick are especially vulnerable to illness. Sometimes a simple case of flu may lead to serious complications, or even death. It is our responsibility as citizens to ensure that our immunity as a community does not get compromised. In light of the spread of “fake news,” it is also our duty to approach everything we see on the Internet with precaution. The anti-vaccine movement is using digital media to spread false, and frankly, “ableist” information. This prompts us to reflect on our beliefs as a society. Why are we more afraid to have a child with autism than we are afraid of our children dying of lethal diseases? The month of February often brings with it thoughts and intentions about love and relationships. However, a perspective that is not given enough attention is what to do with heartbreak after a tragic event. When someone goes through a tremendous loss, trauma or tragedy, it is difficult to know how to handle it, and how to support a loved one. In my opinion, most cultures do not know how to handle tragedy and suffering. Our Western society is no exception. It is always easier to talk about the joyful events, but people don’t know what to say when there are suffocating amounts of sadness, anger, shame or guilt. Through my professional work, I have heard countless stories of hurt and tragedy, including the end of marriages, serious illness, job loss, physical, verbal and sexual assault, addictions and the death of a loved one. Emotional wounds can cut deep and it can be extremely difficult to tolerate the level of emotions that arise. It is painful to witness someone’s despair and fear and we often jump to trying to fix

the problem. Or some try to ignore that it happened and don’t talk about it. But no matter how much we want to make something go away, sometimes there is nothing that can be done – but to start healing. When it comes to emotions and healing the spirit, there is no manual that says how to do so. Nor is there a specific time frame that you should expect to recover. In fact, it might mean that you have to find a new normal; a way to live with pain that hopefully quiets from time to time, long enough to allow the hope and joy to shine through. The hurt may never go away completely, but talking to someone trusted and having them listen can be incredibly healing. This form of presence must be one that doesn’t judge, interrupt, or jump to advice or problem solving. Why does acknowledging the tragedy help someone who is suffering? 1. Strong emotions begin to change Offering someone presence is so powerful because it acknowledges the emotions that are there. It lets them know

When tragedy strikes: How offering presence can heal that they are not “losing it” for feeling the way they do. Hence, you may help the person to transform any anger that they are experiencing, rather than to transmit the anger to others (e.g. being irritable or yelling for no good reason). Being heard also eases any sense of guilt or shame, and eliminates feelings of being alone. If someone does not cope in healthy ways, another danger they face is trying to numb strong negative emotions using alcohol or drugs, or engaging in other addictive behaviours. Finding a safe space to talk, cry and express anger is a healthier option. 2. People start to view their suffering differently After some time, I have heard people start to change their perspective on suffering. Some feel that although the event was incredibly painful, they see life as being more precious and instead want to focus more on spending time with loved ones or doing things that are meaningful for them. Some feel that their suffering

deepens their spirituality and perspective on life. Moving forward and finding hope It is essential to engage in overall wellness and move towards a healthy mind, body and spirit. Eating a healthy diet, exercising daily and finding stress outlets are crucial to overcoming the hurt of a traumatic experience. Express yourself. If it is too difficult to talk to a family member or friend about what you are going through, it is important to find someone who can listen. Or if you are the support person and find it too painful to hear a loved one talk about their tragic experience, help them to find someone trusted to speak to. Some look towards guidance within their church or other religious organization. Some find assistance in their school, university, or workplace employee assistance program. Also, there are seven Access Centres in the Winnipeg Regional Health Authority that can refer patients to psychological services.

MANILA... From page 1 Resources Secretary Roy Cimatu said there is “no turning back” for the planned rehabilitation of Manila Bay. After the cleanup, Cimatu issued several directives related to cleaning Manila Bay while authorities served cease and desist orders (CDOs) as well as notices of violation (NOVs), to establishments found polluting the bay. Among the violators were: Aristocrat Restaurant, Gloria Maris Shark’s Fin Restaurant and One Esplanade. They were ordered to fix their respective water treatment facilities. Six more establishments were slapped with notices of violation due to water pollution, namely Aliw Inn Hotel, SM Corporate Center, SM Prime Holdings at the MOA Complex, Lola Taba Lolo Pato Restaurant, SM Prime Holdings by the ferry terminal and SMDC Residences in Pasay City. Laguna Lake Development Authority (LLDA) general manager Jaime Media said, they are still allowed to operate but they must face the consequences. The LLDA said that the notice of violation serves as a warning for now but may lead to full closure if the concerned establishments continue to violate the law. Cimatu raised the urgency for rehabilitative multi-sector action, noting that decades-long flow of solid waste and untreated discharges into Manila Bay

The safe coliform level is only 100 MPN per 100 millilitres, Cimatu said the rehabilitation targets the reduction of coliform level in Manila Bay to a safe level that would make the water fit for swimming and other forms of contact recreation. “We launched the biggest battle against environmental abuse upon this jewel of historical heritage,” he said. In declaring the start of the rehabilitation, he ordered the Laguna Lake Development Authority (LLDA) to issue CDOs and NOVs to establishments within the agency’s jurisdiction if there are environmental violations, including those adversely affecting Manila Bay. He also ordered DENR and Metropolitan Manila Development Authority (MMDA) to further promote cleanliness. “Manila Bay is not a lost cause – with the commitment of all, there’s no doubt we’ll win this battle,” he said. Authorities said CDOissued establishments must comply with wastewater treatment requirements and other environmental regulations. Establishments that received NOVs must explain to government how they plan to address respective environmental violations. “We’ll deal with the problem right at source,” Cimatu added.

The polar vortex and treating hypothermia The deep freeze gripping much of the U.S. and Canada is paralyzing and dangerous. Mayo Clinic emergency medicine experts say the fear of frostbite and hypothermia should be taken seriously. Hypothermia is a medical emergency that occurs when your body loses heat faster than it can produce heat, causing a dangerously low body temperature. Normal body temperature is around 37 Celsius (98.6 Fahrenheit). Hypothermia occurs as your body temperature falls below 35 Celsius (95 Fahrenheit). When your body temperature drops, your heart, nervous system and other organs can’t work normally. Left untreated, hypothermia can eventually lead to complete failure of your heart and respiratory system and eventually to death. Hypothermia is often caused by exposure to cold weather or immersion in a cold body of water. It can also be caused by ongoing exposure to indoor temperatures below 10 Celsius (50 Fahrenheit). You could be at increased risk if you’re also exhausted or dehydrated. Signs and symptoms of hypothermia usually develop slowly and may include: Shivering, though this may stop as body temperature drops;

Slurred speech or mumbling; Slow, shallow breathing; Weak pulse; Clumsiness or lack of coordination; Drowsiness or very low energy; Confusion or memory loss; Loss of consciousness; and Bright red, cold skin (in infants). Someone with hypothermia usually isn’t aware of his or her condition because the symptoms often begin gradually. Also, the confused thinking associated with hypothermia prevents self-awareness. The confused thinking can also lead to risktaking behaviour. Diagnosis The diagnosis of hypothermia is usually apparent based on a person’s physical signs and the conditions in which the person with hypothermia became ill or was found. Blood tests also can help confirm hypothermia and its severity. A diagnosis may not be readily apparent, however, if the symptoms are mild, as when an older person who is indoors has symptoms of confusion, lack of coordination and speech problems. First-aid treatment If you suspect someone has hypothermia, call 911. Until medical help is available, follow these first-aid guidelines for hypothermia. Be gentle. When you’re

helping a person with hypothermia, handle him or her gently. Limit movements to only those that are necessary. Don’t massage or rub the person. Excessive, vigorous or jarring movements may trigger cardiac arrest. Move the person out of the cold. Move the person to a warm, dry location if possible. If you’re unable to move the person out of the cold, shield him or her from the cold and wind as much as possible. Keep him or her in a horizontal position if possible. Remove wet clothing. If the person is wearing wet clothing, remove it. Cut away clothing if necessary to avoid excessive movement. Cover the person with blankets. Use layers of dry blankets or coats to warm the person. Cover the person’s head, leaving only the face exposed. Insulate the person’s body from the cold ground. If you’re outside, lay the person on his or her back on a blanket or other warm surface. Monitor breathing. A person with severe hypothermia may appear unconscious, with no apparent signs of a pulse or breathing. If the person’s breathing has stopped or appears dangerously low or shallow, begin CPR immediately if you’re trained.

Provide warm beverages. If the affected person is alert and able to swallow, provide a warm, sweet, non-alcoholic, non-caffeinated beverage to help warm the body. Use warm, dry compresses. Use a first-aid warm compress (a plastic fluid-filled bag that warms up when squeezed) or a makeshift compress of warm water in a plastic bottle or a dryer-warmed towel. Apply a compress only to the neck, chest wall or groin. Don’t apply a warm compress to the arms or legs. Heat applied to the arms and legs forces cold blood back toward the heart, lungs and brain, causing the core body temperature to drop. This can be fatal.

Don’t apply direct heat. Don’t use hot water, a heating pad or a heating lamp to warm the person. The extreme heat can damage the skin or, even worse, cause irregular heartbeats so severe that they can cause the heart to stop. Don’t give the person alcohol or cigarettes. Alcohol hinders the rewarming process, and tobacco products interfere with circulation that is needed for rewarming. Begin CPR.
