Say something On the surface, Baguio City’s ban on cursing in public places frequented by minors is a welcome development. After all, who doesn’t want to live in a city where civil language is the rule? It would certainly be nice not to be exposed to and bombarded with gutter talk at every turn, and the city of Baguio is the perfect place for such a rule to be imposed. That the ordinance’s intent is to protect children makes it more appealing; keeping their ears from hearing curses should prevent them from using foul language when they grow up. The problem, however, is that the ordinance flies directly in the face of the Constitution. Section 4 of Article III, the Bill or Rights, says this: “No law shall be passed abridging the freedom of speech, of expression, or of the press, or the right of the people peaceably to assemble and petition the government for redress of grievances.” Freedom of speech is enshrined in the basic law of the land, and nothing can and should be done to prevent it
from being exercised. No matter how unpalatable, unpopular, rude, or even disgusting some forms of expression may be, they are protected by the Constitution. Why is this important? We must remember that words are not mere words – they carry ideas, dreams, aspirations, and much more. Words are what make us human, and the whole gamut of vocabulary is needed to make us complete beings. Banning specific words is thus an attack on the human will, even if the intent is to protect the vulnerable. Simply put, it is not within the State’s powers to control language; that is nothing short of censorship. Curse words may be unacceptable to many, but it is still protected speech. There are better ways to keep young minds safe, ways that are less intrusive and more respectful of the human being’s need to say something. End the kidnap-for-ransom industry The issue of ransom has long dogged this country, ever since kidnapping became a cottage
industry for bandit groups and terrorist organizations. The scenario has become all-too familiar: hapless civilians are targeted and captured by armed men and taken to their lair in some far-off corner of the country. After a few days of silence the demand is given to the family: send payment or their loved one would be killed. In many cases the involvement of the authorities complicates things because of government’s stated policy of not giving ransom of any sort to kidnappers; with the lives of their loved ones on the line, families use any means possible just to get the money over to the other side and secure their release. There is no arguing that government’s no-ransom policy is correct. After all, kidnappersfor-ransom are among the lowest of life forms and deserve nothing but the full wrath of the law. Taking other persons hostage and using them as bargaining chips in exchange for cash is inhuman, to say the least. That they sometimes resort to killing their victims when they don’t get their way – and often even when they do – speaks volumes of the evil these men do and how pointless it is for government to even think of negotiating with them. But all this breaks down when
one considers the value of even one human life that hangs in the balance. Families are forgiven for taking any measure to free their captive member. Unfortunately the payment of ransom becomes a vicious cycle that becomes harder and harder to break: if a kidnap gang gets paid, they will only use the money to abduct more and more people. It becomes a gruesome business that cannot be eradicated. The answer is for government to finally rid the country of these kidnap-for-ransom gangs. Unfortunately, this is easier said than done. Every President starting with Fidel V. Ramos has vowed to crush groups like the Abu Sayyaf, but each deadline they gave went by without any result. Would President Rodrigo Duterte’s push finally solve the problem? We can only hope his political will is enough to crush these terrorists. Managing holiday stress We are halfway through the fourth quarter of 2018. Can you believe it? Only a few more weeks and the holidays are once again upon us! For me personally, it feels like the year just flew by. It has absolutely been incredibly busy – extra hours, frequent travel, year-end reports, and meeting after meeting. While the holiday season is considered to be the most wonderful time of the year, it is also considered to be a very stressful period in every person’s life regardless or position or title in an organization. In 2014, Virgin Pulse, a market leader in employee health engagement released a study called ‘Tis the season for stress featuring participation from 1,000 individuals from the United States and Canada. The study found 70 per cent of employees are significantly more stressed during the holidays. The data indicated that more than 10 per cent of those respondents said they are between 60 and 100 per cent more stressed. For many, balancing seasonal demands extends into their personal lives, which causes an impact on both work performance and personal commitments. In the survey, ‘Tis the season for stress, 64 per cent of respondents indicated that holiday-related stress makes them distracted at work.
Two-thirds of the respondents also admitted to using up to 60 per cent of their workday to accomplish holiday preparation like shopping or running errands. Oftentimes holiday stress is unavoidable and it seems like maintaining control over deadlines and personal responsibilities is virtually impossible. All of a sudden, your work now seems to be busier and so is your personal life. The good news is there are some ways to help relieve or manage the stress. Take time to recharge According to the 2014 Oxford Economics Assessment of Paid Time Off in the United States, 42 per cent of employees finished the year with unused holidays, leaving an average of 8.1 days unused. Dr. Susan Kraus Whitbourne, contributor to the publication Psychology Today says, “When you’re stressed out and tired, you are more likely to become ill, your arteries take a beating, and you’re more likely to have an accident. Your sleep will suffer, you won’t digest your food as well, and even the genetic material in the cells of your body may start to become altered in a bad way.” While it may seem difficult to take a few days off, it is important to take these days in order to not only recharge the body, but also to rejuvenate the mind. If taking
a week at a time is not doable, even taking Fridays off to extend the weekends can make a big difference. Plan and manage your holiday to-do list early I know a few people who take advantage of Boxing Day sales or shop throughout the summer to get their holiday shopping complete. However, we all know that for many people, this is something that may not be a priority to include on their regular to-do schedule. Nonetheless, it is not too late to plan around this time. Weeks before the holidays, it would be a good idea to turn your mind to creating a list of things that you need to do between now and the rush of the holiday season. No matter how busy it gets, having a plan will help you feel organized and in control rather than feeling stressed before the holidays. Squeeze in some exercise Exercise is a well-known natural treatment for stress because it pumps up the endorphins according to the Mayo Clinic. Endorphins are the hormones responsible for producing the brain’s “feel-good” neurotransmitters. While it may not seem to a lot, a 30-minute walk at lunch break is actually considered good exercise as it not only gets the body moving, it can also help reduce feelings of stress. Between professional and personal commitments, it can be
very easy to feel overwhelmed even way before the holiday season begins. While it may be difficult to manage stress during this busy time, taking immediate preventive measures could help alleviate some of the stress and may even help avoid carrying over the holiday pressures into the New Year. Time for a change in immigration or not? When we think of time, we think of change. In immigration laws, processes and targets are subject to change. When I still worked for government, the rank and file were encouraged to embrace change. Not all change is bad. Before you judge, stand back and take a measured picture of what you see. In the United States, Trump is once again vilifying immigrants as bad people, bad for the country etc. We have a similar echo in Canada with some on the right side of political spectrum wanting to stop birth right immigration, admission of refugees etc. Now for some balance to the discussion on admissions, numbers, programs etc. Immigration, Refugees and Citizenship Canada (IRCC) released its report to Parliament on October 31, with a prominent place for skilled worker immigration with Express Entry and Provincial Nominee Programs (PNPs). Canada will extend its multi-year immigration levels for the next three years, setting the stage for the arrival of 1.3 million new permanent residents over the four year plan.
The announcement extended the existing multi-year planning by welcoming new comers through all streams, economic, family and refugee, and humanitarian immigration categories. See the chart on this page, which calls to increasing admission targets, from those announced in the past. The targets for 2019 and 2020, originally set at 330,000 and 340,000, have been increased marginally to 330,800 and 341,000. The major increase comes with the increased target for 2021. Under this plan, Canada will welcome more talented workers with the skills and expertise our economy needs, reunite more family members and accommodate more refugees looking to start new lives,” Canada’s Minister of Immigration, Refugees and Citizenship, Ahmed Hussen, in his introduction to the report. The highlights of the announcement, reported in CIC News, include: • The Express Entry, with recent announcement of 3,900 invitations to apply on October 29, will continue to play an important role in the selection and admission of skilled workers;
• Economic immigration, including skilled workers, comprises the majority of the planned increases over the period, with around 60 per cent of the 1.3 million; • Numbers for Quebec are absent from the Economic class targets, which are listed as “to be determined;” • The PNPs have a combined target of 255,100 over the four-year period, which comprises roughly 19 per cent of the total planed admissions; • The government announcement also confirmed its ongoing commitment to family reunification. IRCC will maintain established targets for 2019
and 2020 (20,500 and 21,000 respectively) and announced an admission target of 21,000 for 2021. In a world that is becoming increasingly more hostile to immigration, Canada continues to forge ahead with its ambitious plan. Rather than sending 15,000 troops to stop a caravan of 3,000, who may or may not try and cross into the United States and will probably end with 12 or so attempts of illegal entry (as seen in the overblown April crisis), our current government continues to welcome those in need of humanitarian care, much needed foreign skilled workers, and encourages the reunification of families. Hold your judgment
until you examine what has been done and what is to be done. Yes, times change but if we do not learn from the mistakes of the past, such as the restrictive immigration and citizenship measures under the former Conservative government, then we repeat them. Do you know how financial literacy can help your life? by Tim St Vincent This is a particularly timely topic as November is officially Financial Literacy Month across all of Canada. I guess before we can talk about “How financial literacy can help your life?,” we should first provide a definition of what exactly “financial literacy” is. That isn’t as easy as it sounds. According to Investopedia, financial literacy is the education and understanding of various financial areas including topics related to managing personal finance, money and investing. Futurpreneur defines financial literacy as the education and understanding of various financial areas including topics related to managing personal finance, money and investing. Others have defined it as the education and understanding of knowing how money is made, spent, and saved, as well as the skills and ability to use financial resources to make decisions. The definition I prefer defines financial literacy as understanding and being able to apply the real world applications of concepts such as interest rates and rates of return, of compound and simple
interest of debt and credit, of budgets and expenses. It is great to be able to understand how to calculate something like interest, but if you don’t understand how to apply that knowledge into your real world situation, well then, that is knowledge lost. There is no way in the space of a short article that I could ever hope to provide someone with everything they need to be financially literate. That is a journey of a lifetime, and I am still travelling down that path myself. At 56 I am still striving to be fully financially literate as I learn a little more each day. Well, if I can’t help you become financially literate in the course of one article, perhaps I can provide you with some signposts that might point you in the right direction. Let’s first start off with the Financial Consumer Agency of Canada. (www.canada.ca/ en/financial-consumer-agency. html) This is a federal agency that “ensures federally regulated financial entities comply with consumer protection measures, promotes financial education and raises consumers’ awareness of their rights and responsibilities.” This is a very diverse organization
and is a great resource to assist in your financial education. As this is Financial Literacy Month, they have a series of weekly tips available. For Week 3 they are focusing on Tips To Avoid Debt. I strongly encourage you to check out their website for other tips and articles to assist you on your journey to financial literacy. They have compiled a vast amount of resources and information for you. A little closer to home we have the Manitoba Financial Literacy Forum. The Forum is a coalition of organizations and individuals working together to promote lifelong financial education and skills to Manitobans. The forum is made up of more than 40 active members, including government agencies, private businesses, notfor-profit organizations, financial educators, credit counselling services and volunteer groups, as well as individuals and families. They have an excellent website full of tools and resources available for everyone to use. (manitobafinancialliteracy.com) Their website is full of relevant articles and valuable information. They also hold “Lunch & Learn” sessions that cover a variety of topics and are open to the public. Finally, I would like to direct you to my place of employment

They are both excellent sources of information to help you along your journey of financial literacy. On our websites you can find a variety of sources of information and tools. We also have a variety of webinars that you can join. And if you find yourself in need, you can even make an appointment to talk to a certified credit counsellor to assist you. it is very important that they join you in your ongoing, never ending journey to financial literacy. It is a journey that you must both take together and help one another along. Can cycling damage my private parts? Dear Ate Anna: I am a young man who is very active in sports. My friend told me I should stop riding my bicycle, as this will create damage to my private parts. Is this true? Signed, A Reader Dear Reader, I am glad you asked this question, as there is often confusion about sports and sexual health. There is a common worry that cycling may have a negative effect on the functioning of the male’s penis and testes, due to the position of male bodies on bicycle seats. The Journal of Urology recently released a study on this. The study found that cycling does not increase the likelihood of erectile dysfunction (a condition where the penis is unable to become or stay hard) in males. Likewise, cycling does not increase the chance of a male getting urinary tract infections. In other words, a male who cycles regularly and a male who does not cycle at all will both have the same likelihoods of experiencing erectile dysfunction or urinary tract infections. Cycling has no effect on these two health problems. Researchers did discover that males who cycle often have increased odds of experiencing urethral stricture. Urethral stricture is a condition where the urethra (the tube that carries urine from the bladder) becomes narrow (smaller). This condition makes it harder for males to pass urine. Urethral stricture may happen if the cyclist injures their genital area on their bike bar or in another way during their workout. Urethral stricture can also happen in other ways that are not related to cycling. For example, some sexually transmitted infections
contribute to urethral strictures, as does radiation therapy, tumours, or the use of a medical catheter. Urethral strictures are relatively common and have a number of treatment options. Most people who experience urethral strictures heal from them if they receive care from a health care provider. If a male finds that his genital area feels numb or sore during or after cycling, a simple change in position will help this problem. Make sure to spend at least 20 per cent of your time in a standing position on the bike, and ensure that the handlebars are set at the height of the seat, or higher. By paying attention to these two simple things, you can eliminate much of the discomfort experienced. As always, if you find that you are experiencing any strange
pain in your genital area, it is recommended to talk to your health care professional so they can check it out. Cycling and other physical activities are very healthy for your body. By cycling carefully, avoiding injuries, switching to a standing position for a portion of your routine, and placing your seat in the right position, you can cycle and best avoid complications. What you need to know about marijuana On October 17, Canada became the second country in the world to legalize the recreational use of marijuana. The historic Cannabis Act paves the way for cannabis-related activities that have been previously prohibited. Now, Canadians can possess, consume, and in some provinces, cultivate their own marijuana plant at home. However, despite the drug’s popularity, many people still find themselves confused or even misinformed about it. In the Filipino community, conversations surrounding momoy or damo remains taboo. I talked to Chef Allan Pineda, a cannabis advocate, about the importance of having open discussions about marijuana. Allan is one of the co-founders of the Cannadian Chronicle, a publication dedicated to cannabis
news, information, and education. Since 2016, the publication has evolved to become Canada’s first hemp and cannabis newsletter. Allan is the creative genius behind the Filipino pop-up dinner event, Baon Manila Nights, and cannabis pop-up dinner, Flatlands Infused. “When I first started delving into the industry just a few years ago I found out there was not a lot of information out there…I wanted to find a vessel to help the local community [and] … Manitoba,” he explained. So, what is marijuana anyway? Marijuana is a psychoactive drug that comes from the cannabis plant. It is widely known for its relaxing effects, giving users a “high” or “stoned” feeling. Moreover, marijuana has mental and physical effects – a heightened sense of perception, heightened
mood, and an increase in appetite. The origin of marijuana dates back to 3000 B.C., where it was used as folk medicine in Central Asia and China. In the 1900s, it was used for its pleasurable effects. From the 1970s up to present, marijuana has been widely used as a form of medicine and also recreationally (Rich, 2013). “There are different types of cannabis: sativa, hybrids and indicas. Cannabis comes in thousands of different strains with their own characteristics, smells and tastes,” Allan said. Generally, there are two widely recognized marijuana strains: sativa and indica. If you prefer “stimulating, uplifting, and energizing psychoactivity,” go for sativa. Sativa is recommended for treating depression, headaches, nausea, and loss of appetite (Bottorf et al., 2013). On the other hand, if you are interested in having a “mellow” high, try
indica. Indica produces relaxing and pain-relieving effects. It is suggested for treating pain, insomnia, inflammation, muscle spasms, epilepsy, and glaucoma (Bottorf et al., 2013.) Many people undergoing cancer treatment also use marijuana to control nausea. Hybrid strains are a mixture of indica and sativa. Hybrids provide a balanced effect of the two strains. Effects & misconceptions Cannabis is by no means a product without fault. A research paper published in The New England Journal of Medicine shows that during intoxication, marijuana “can interfere with cognitive function (e.g., memory and perception of time) and motor function (e.g., coordination), and these effects can have detrimental consequences (e.g., motorvehicle accidents)” (Volkow et al., 2014). If used repeatedly during adolescence, marijuana
can interfere with cognitive development. However, research related to the effects of marijuana use remains speculative. Does marijuana actually delay development or are other factors at play? Further research is required to prove these claims. (Dormer, 2018). Unlike alcohol, cigarettes, or pills, marijuana does not create a chemical dependency in the brain. According to Matthew Hill, an associate professor at the University of Calgary, the detox period from marijuana is less painful and shorter compared to alcohol, cigarettes, or pills (Hill, 2018) It is also important to note that no one has ever died from cannabis overdose. Ever. A person would have to consume 1,500 pounds of cannabis in an hour to fatally overdose (Miles, 2018). I asked Allan about the See ANAK p10

I feel everyone is different and there are many people out there that function at a high level while medicated, and actually enables people to work longer periods of time like myself,” he says. Indeed, everyone has different reactions and approaches to marijuana. With that in mind, it is still important to consume everything in moderation. Too much of anything is a bad thing. However, it is important to address the topic of marijuana with an open mind. How and where can you consume cannabis? Allan says that cannabis comes in many forms: flowers, oils, extracts, edibles, etc. You can buy these from any Liquor, Gaming, and Cannabis Authority
By focusing on the number nine and not cleaning up “the mess” on the desk which can seem insurmountable, you can get the items put away individually and create a cleaner, clearer desk or office. Plus, your mind will be distracted counting the individual items instead of seeing the mess as a whole. With a cleaner desk, you’ll be able to focus on the tasks at hand more effectively. Use storage to eliminate visual clutter The more you can get into drawers and cabinets, and off your desktop, the better. When items are out, visual clutter can easily overwhelm you. This distracts your eyes, which are the principal way we interact with the world. If our vision is constantly filled by stuff, so is our mind because our eyes are directly linked to our brain. Use drawer organizers, cover any bare cabinets or storage shelves or use boxes to store items and keep them out of sight. Open shelves send out harmful energy Open shelves have become very popular in the past few years, but the shelves themselves emit strong shar chi (cutting energy) that is harmful. When you are surrounded by open shelves, that harsh energy can be damaging and prevent you from getting your work done. Use a cloth or have doors fashioned to cover shelves – or better still, remove them. Surround yourself with earth elements to get more done Stones, vases, and crystal balls are all made from the earth and look beautiful. Their weight also adds a solid energy in your office and gives you good grounding energy. The solid, yin quality of stones, geodes, and even globes
can provide you with an anchor at work. Select crystal globes or even pictures of maps to help keep you focused and on task. A crystal globe is also a wonderful enhancer and helpful symbol to use if your work requires a lot of writing and will help you power through your work. Avoid colours that stimulate stress If you have ADD/ADHD or you’re under a lot of stress, avoid painting your office in red, orange and purple colours. These are active, stimulating colours that can keep you unfocused and hyper. A neutral palette with earth colours of beige and taupe are better choices. You can use a darker version of the colours for interest and use brighter colours in accents (picture frames, accessories) where punches of colour are needed. Beige and taupe and even ochre yellow are all earth colours that “ground” the mind and keep the body calm. They’re relaxing because they’re yin in nature. Other colours to avoid? In addition to the red palette, the
other colours to be on the watch for are white, brown, and green. They’re all yang colours and they represent constant movement (white), growth (brown/green) and activity (red/orange/purple), respectively. FENG SHUI Q&A Question: My teen-age daughter has suffered from depression and always keeps her blinds closed. Her room is constantly dark. Could this be causing her depression and can feng shui help? Answer: I’m not a doctor, so I couldn’t say if her room is causing her depression, but a cave-like room is only fit for a hermit, not a teen girl. How about suggesting a redecorating project? I think that sounds like fun for a teen girl! You could pick out some fun new furniture and repaint the walls. Or, even try some used furniture, if your budget won’t allow, and repaint it a bright white. Let it sit outdoors in the sun to help cleanse any old energy. Look through some decorating websites together and see if you can find an inspiration room that will help
lighten and brighten her bedroom and her mood. Look for something bright and sparkly, add some twinkle lights over the bed and some light netting or canopy to give her a sense of security. Make sure she has a good headboard, too, and that there aren’t any poison arrows aimed at her. If there are, correct them. Lastly, do be certain her bed is against a solid wall where she can see the door and ensure she is not sharing a wall with toilet, sink, or tub. This can hurt her outlook and dampen her mood. It is illegal to smoke or vape marijuana in public, but you can do it in the comfort of your own home. Anyone caught smoking in public will face up to $672 in charges (Government of Manitoba, 2018). Being raised by first generation Filipino immigrants, Allan said that his parents were skeptical about his involvement with the cannabis community at first. “… There is a huge stigma that damo or momoy are bad but I think there wasn’t a lot of research and information back then and also in the now. There needs to be better education within the Filipino community about cannabis. [M] y parents … were skeptical at first but once they started seeing the work I was doing in the community and working with the college and doctors then they realized it’s something real, especially since legalization.” The stigma surrounding
cannabis use is far from over. However, with proper information and education, more Canadians will be able to exercise control over their bodies. The legalization of recreational marijuana opens opportunities for researchers to learn more about its effects. In addition, the Act has also made marijuana more accessible for people who are looking for natural ways to ease pain and discomfort. CANOY... From page 1 This year, Canoy’s Canadian tour covered major cities like Vancouver, Winnipeg, Toronto, Montreal, and Ottawa. Accompanied by Carlo Figueroa, Public Affairs Officer of the Canadian Embassy (Philippines), Canoy was in Winnipeg on November 7 where he was a speaker at the Canadian Mennonite University (CMU). Canoy’s topic was “Reporting from the Margins: The role of journalism in covering crises and conflict situations.” He discussed his experiences in covering the war in Marawi in 2017, including the challenges; gaps, best practices, and efforts to underline the significant role media play as a watchdog to strengthen democracy and rule of law. His presentation also tackled the question: “In a time when human rights and other fundamental freedoms in the Philippines are under the spotlight, what should journalists do to responsibly tell the stories of those displaced by crises and conflicts?” After his session at the CMU, Canoy met with MLA for Logan Flor Marcelino, Constituency staff member Rey Sangalang, and the Pilipino Express team for a brief lunch meeting. From Winnipeg, Canoy flew to Ottawa where he met with the Philippine Ambassador, Petronila Garcia on November 8. “I am impressed with [Jeff Canoy’s] deep and incisive reporting of the Marawi standoff... One will truly appreciate the worth of investigative journalists informing the public of facts and events through unbiased reporting,” said MLA Flor Marcelino. Canoy’s work As a broadcast journalist, Canoy’s investigative reporting has brought him many accolades internationally. Di Ka Pasisiil (Never Shall Be Conquered) – a TV documentary about the Islamic State-inspired siege of Marawi, the Philippines’ only Islamic city, recently won a Gold Dolphin trophy for Best Documentary under the Current Affairs, Human Concerns, and Social Issues Category at the 9th Cannes Corporate Media and TV Awards in France. It detailed the experiences of both soldiers and civilians in the war that ravaged Marawi city. It also won the 2018 World’s Best Television & Films competition in New York. He also won First Prize, English Essay - Carlos Palanca Memorial Awards for Literature 2018 for his long-form essay Buhay pa kami: Dispatches from Marawi, describing the realities of the months-long urban war in Marawi, Lanao Del Sur. His essay details the terrors of the war through the eyes of civilians and soldiers during the conflict that ravaged their city. Asked why he wrote his Palanca award winning piece, he said, “Sa limang buwan kong nagstay doon (Marawi) naka-ipon ako ng maraming storya. At napili ko yung paraan para malahad ‘yon at mabigyan ng atensyon ulit yung mga napagdadaanan ng mga kapuwa Pilipino doon sa

And I thought the best way to share them and to call attention to the situation of our fellow Filipinos there is through long-form writing.”) Canoy’s piece, Buhay pa kami: Dispatches from Marawi, also won an honourable mention award for Excellence in Explanatory Reporting at the Society of Publishers in Asia’s (SOPA) 2018 Awards last June. “There’s still so much write about and be done for the people in Marawi,” said Canoy. “As a reporter, you’re a witness to their stories and they trust you with their voice so that the rest of the country can help them. If my words can help someone in Marawi in any capacity, that’s the ultimate prize.” His stories on disaster response have previously won him several awards from the local broadcasters’ guild. Most recently, he was an international fellow for the Malaysian Press Institute and completed journalism programs at the Lauder School of Government in Tel Aviv, Israel and Columbia University in New York, USA. Canoy is known to have covered major conflicts, humanitarian and natural disasters in the Philippines including volcanic eruptions, landslides, and Category 5 Super Typhoons. He also worked on stories about the Maguindanao massacre, the botched police operation in Mamasapano, and investigative reports on extrajudicial killings and torture linked to police. He currently covers the Philippine National Police and the government’s war on drugs. Canoy also appears on Umagang Kay Ganda, as the anchor of the current affairs program and Red Alert, both on ABS-CBN television and Red Alert on DZMM, which inform viewers and listeners about how to prepare for calamities, natural disasters, and everyday hazards. In his own words Pilipino Express (PE): What does receiving the Marshall McLuhan award mean to you as a broadcast journalist? Jeff Canoy (JC): It feels surreal; as the previous winners of the Marshall McLuhan fellowship are journalists I look up to in the industry. It’s an honour to be part of that list. It’s also very challenging. These are journalists with bodies of work that exemplify the very best in Philippine journalism. So I just hope to be able to follow that trail, as well as blaze a path all on my own. The speaking tour in Canada also allows me to sort of sit back, reflect on what I’ve experienced as a journalist in the last decade, synthesize what I have learned and be able to share it. We don’t get that opportunity very often, so that’s a definite bonus. PE: How do you see yourself in this era where legitimate journalists like you are being accused of doing “fake news?” JC: All over the world, the truth is under attack. So, now’s the best time to be a journalist. There’s a greater call for us to protect the truth and our craft. But ultimately, it’s still all about the work. We stick to what we do at the end of

the day – be watchdogs, tell stories and shed light in the darkest of corners. The Marshall McLuhan Fellowship The Marshall McLuhan Fellowship is the Embassy
of Canada’s flagship public diplomacy initiative in the Philippines. Launched in 1997, it encourages responsible journalism in the Philippines with the belief that a strong media is essential to a strong democratic society. Every year, the Manila-based Center for Media Freedom and Responsibility (CMFR) assists the Embassy in choosing a Filipino journalist whose work has contributed to positive changes in the social arena or at least has raised the level of public discourse in a relevant issue, usually concerning governance and human rights. The program provides the winner with a two-week study tour of Canada, including at least three major cities. This gives the fellow an opportunity to interact with his media counterparts, and to discuss significant current issues on governance with Canadian government officials, academics and members of civil society. The winner also has the
chance to visit as a fellow at the McLuhan Institute in Toronto. Upon the return of the awardee to the Philippines, a series of forums is organized by the Embassy to be held in five key cities around the country to enable the journalist to share his experiences in Canada with students of communication and members of the local and community media. Aside from contributing to good governance by raising transparency in the public arena, the McLuhan Fellowship also aims to create in the long-term a critical group of influential media personalities with good knowledge and interest in Canadian issues or at least the values Canada stands for: democracy, good governance, and human rights. What it means to be a public school teacher in the Philippines. by Archielyn Abad Semanero The Philippines, in the latest record of the National Mapping and Resource Information Authority (NAMRIA) is composed of 7,641 islands. All over these islands are 38,000 public elementary schools, 13 million public elementary school students and 560,000 public school teachers. I am among the 560,000 public school teachers. To be more specific, I teach in Cornelia M. De Jesus Memorial Central School in the West District of the town of Sta.Maria, in the province of Bulacan. This consists of 3,200 elementary students and 91 teachers. After college, I never realized that by choosing to be a public school teacher, I would have this multi-tasking role aside from teaching. All I thought was I would just have to create my teaching devices and execute my lesson plan. But presently, I play the role of class adviser, subject teacher, subject coordinator, school paper adviser, academic competition coach and athletic coach. Teaching is only a small portion of tasks we perform. The eight working hours stated in our contract is just a contract. But in reality, we arrive at school as early as 6:30 a.m. and go home at 4:30 in the afternoon. Yet the whole day is still not enough to beat the paperwork, the left and right deadlines, the training we give our students in preparation for some competitions, and many other arising needs. Some days are frustrating: when the kids are behaving badly because they are starving, because they left home without breakfast and have nothing but a bottle of water; when parents are neglecting their duties and blame us if their child performs poorly; and when we
are exhausted by chasing the deadlines of different reports. Tired is the keyword. Handling 45 Grade 5 pupils with different attitudes, different upbringings, different levels of intellectual capabilities and different family backgrounds is not an easy task. In the teaching and learning process we have to be innovative and resourceful. With a ratio of one textbook to three students, learning is still expected. We cannot give failing marks no matter how poor a child’s performance is – this will always be a teacher factor. We must do all the necessary interventions. I had a habitual absentee last school year and I conducted regular home visitation. I even gave him his daily allowance from my own pocket just to assure his attendance, because I cannot drop him from school. My superior would have questioned me because K-12 imposes mass promotion. Our school is the only one in town with a Special Education (SPED) Center. We have hundreds of SPED students taught by four SPED teachers. And since the K-12 curriculum promotes fair education for all, some improved SPED students are included in our classes as regular students. We have to deal with these special students with special needs even though we don’t have enough background and training in handling them. Included in our daily routine is cooking and serving food for some of our students as part of the feeding program of the Department of Social Welfare and Development (DSWD). We have to leave our other students with some activities while we cook the dishes, but at the same time, we have to look in on them from time to time because they
might misbehave, resulting in an accident or injury. And we would be the only ones accountable for it. And on scouting days, we have to supervise our students for 72 hours. During national and local elections, we sit to supervise from voting to counting. We keep our eyes open for 24 hours. We deal with the complaints of electoral candidates, and the worst: we face legal accountability if irregularities are found within our precinct. We also do the de-worming for the Department of Health. We monitor members of the Pantawid Pamilyang Pilipino Program (4P’s) [Bridging
Program for the Filipino Family]. This is a conditional cash transfer program of the Philippine government under the DSWD. Students who are 4P’s members must perform well. During our vacant periods, you might think we sit and chat with co-teachers in faculty rooms or do our class records. But, no, at this time, we are sellers in our canteen. We pack hot dishes and assist the students as they buy their meals. Our day usually ends with a bunch of paperwork that we bring home – consolidation reports, narrative reports, accomplishment reports and many more. Most of the time, our noble profession takes our remaining time that is
supposedly for our families. The Department of Education says we are well compensated because a Teacher 1 receives P20,000 a month, with bonuses, chalk and a clothing allowances. Being a public school teacher is not about teaching according to salary. It is about being a public servant who serves limitlessly, who embraces challenges and tasks without expecting any monetary reward. Parliament declares nationwide Filipino Heritage Month A special motion to name the month of June “Filipino Heritage Month” was passed in the House of Commons in Ottawa on October 30, 2018. The motion stated, “The government should recognize the contributions that Filipino-Canadians have made to Canadian society, the richness of the Filipino language and culture, and the importance of reflecting upon Filipino heritage for future generations by declaring June, every year, Filipino Heritage Month.” Salma Zahid, the Liberal MP for Scarborough Centre and sponsor of the motion, said, “I am privileged to rise today to move my private member’s motion, Motion No. 155, which speaks to officially designating the month of June as Filipino Heritage Month across Canada from coast to coast to coast. I do this on behalf of a vibrant and dynamic Filipino Canadian community that is proud of its culture and heritage and equally proud of its new home, Canada, a community that makes immeasurable contributions to Canadian life... This is borne out by the 2016 census from Statistics Canada, which shows Filipinos are the fastest growing ethnic group in Canada.” Conservative MP Deepak Obhrai said, “As I have stated, the Filipino contribution to our country is immense, and we are extremely happy that it forms a part of the great multi-ethnic mosaic of Canada.” NDP MP Jenny Kwan said, “The Philippines has consistently been a top source country for newcomers to Canada for years. In 2016, it was the number one source country with over 40,000 new permanent residents

Legislature honours garment & social workers On the 50th anniversary of the arrival of the first wave of Philippine garment workers in Manitoba, MLA Flor Marcelino honoured social workers Perla Javate, Espie Oliveros-Ramos, and garment workers Carlina dela Cruz, Jovy Tangonan, Eugenia Cabuhat, and Lydia Fernandez with a member statement in the legislature. Below is the text of Marcelino’s member statement, read in the Manitoba Legislature on Tuesday, October 30, 2018: Today I would like to commemorate the 50th anniversary of the arrival of 1,200 Filipinos to Manitoba, sponsored under a program of the federal government on behalf of the Manitoba Textiles Association. It was a program meant to bring skilled workers into the booming garment
industry. Over the years, those who came here under the program have become like family; they formed the Philippine Garment Workers group and began hosting a yearly reunion in Winnipeg. The social workers who were hired to help smooth the transition into a foreign country for the newcomers played an important role in helping build that community. Many of the recruits were young women and girls, and thanks to the support and friendship of the social workers, they were able to thrive and prosper in their new home. Perla Javate and Espie Oliveros-Ramos, who came here with a group of 92 from the Netherlands, were two of those social workers. They acted as guides and helped secure permanent visas, advocated for worker’s rights, and mentored the women and girls.
