Manitoba elects two Filipino MLAs

With the retirement of Flor Marcelino and Ted Marcelino’s loss to Liberal Cindy Lamoureux, only these two Filipinos won a seat in the legislature. In total, there were six Filipino-Canadian candidates in the 2019 Manitoba election. Malaya Marcelino, MLA, Notre Dame Malaya Marcelino is the newest Filipino-Canadian in the Manitoba Legislature. In her firstever election campaign she took the new riding of Notre Dame for the NDP by a wide margin with 3,361 votes. Her closest rival, Marsha Street (PC) attracted 789 votes. Marcelino is the daughter of recently retired MLA Flor Marcelino, who was first elected in 2007 and was the NDP’s interim leader in 2016. “Since April I’ve been going door-to-door almost every day and I’ve literally met thousands of community members,” said the younger Marcelino. “I’ve heard many stories from folks who are very concerned or even downright angry about See FILIPINO p9

Lighting up in Davao Visitors to Davao City are often amused by the sight of small clusters of people huddled in the middle of parking lots at all times of the day – even at noontime under the direct heat of the sun. They’re way out there to indulge their smoking habit, and these smoking areas are the only places they can do it. The spaces are tiny, able to fit a maximum of maybe 10 people at a time, and they’re purposely located in the parking lots and other such places to keep the smoke away from non-smokers. Smoking in public places has been officially banned in Davao City since 2002 through a city ordinance, but then-Mayor Rodrigo Duterte had actually banned it a few years earlier through an administrative order. During the presidential campaign in 2016, Duterte would tell the story – most probably a joke – of how he decided on the ban. He had been a smoker much of his life, he would say, but at one point his doctor told him to stop the habit. “If I can’t smoke, then no one else can,” he said, and proceeded to issue the order banning smoking in all public places in the city.

I was covering Duterte as a journalist when he first banned smoking, and his actual reason was pretty straightforward and science-based: second-hand smoke kills. He couldn’t care less about the smokers themselves, he would say, because it was their choice to inhale all those toxins. What he cared about were the people who were also forced to breathe in their smoke. He was so adamant about the ban that not even the rich owners of business establishments could sway him. At first he allowed smoking rooms to be set up in buildings, but when the 2002 ordinance was being crafted he put his foot down and said all smoking was to be done outside, especially in restaurants. The reason behind it shows where his heart is and why he is so loved by the people of the city: Duterte said smoking rooms would also force food servers and other staff members to inhale the smoke. His concern was for the people and he wasn’t afraid of losing the support of the business owners who stood to lose money over the ban. Now one would think that the smoking ban would result in a more or less smoker-free

city, but I was surprised to find that the opposite is actually true. Seventeen years after the ordinance, Davao City actually leads the country in the number of smokers. HMO company PhilCare this week released the results of its second Wellness Index that showed Davaoeños smoke an average of 10 sticks a day compared to the nationwide average of only about four. To be fair, 10 sticks per day is lower than the 12-stick average in the first PhilCare study done in 2014. But it is still puzzling why Davaoeños smoke more than other Filipinos. One possible reason is that people in this city have more money to spend on vices. With the Tax Reform Acceleration and Inclusion Act (TRAIN) placing higher taxes on cigarettes, the cost of puffing up has increased over the past year. Filipino smokers are cutting back on the habit – except Davaoeños. I’m also curious as to where Davaoeño smokers light up. They can’t do it in most places, and I see only a few people in the designated smoking areas at any given time. I know that my smoker friends mostly do it at home, so that would mean smokers are smoking in random places where they probably shouldn’t.

And in fact, the city’s Vices Regulation Unit (VRU) recorded a more than 50 per cent increase in the apprehension of smoking violators during the first quarter of 2019 compared with the same period last year. That number is staggering in Davao City terms, given that we don’t actually see the smokers. According to the VRU, there were more than 3,200 apprehensions in the first quarter of the year, compared with only 2,100 during the same period last year. And no, most of those caught smoking are not visitors. The VRU said 80 per cent are locals, with the rest tourists or migrants who may not have been familiar with the smoking ban. Despite the figures, smoking really has gone down in the city, and I guess it’s a comfort to know that those in other places have been following our example more faithfully than we are. Consent Dear Ate Anna, A friend told me she allows her daughter to say “no” when her grandmother asks for a kiss. She said she is teaching her daughter about consent. I don’t understand her thinking. Isn’t she teaching her daughter to be rude to her elders? Can you explain this? A Reader Dear Reader, Thank you for your question! I understand your concern. Let me talk a bit first about what consent is. Consent means that each person owns their body and has the right to decide if, when, and who is allowed to touch them. Everyone has a right to consent, including children. It is important for parents and caregivers to educate children about consent. While it may seem rude to say no to a relative who wants to touch, it is an important lesson for your child to know that they do not have to accept physical touch from any person if they do not want to. Understanding their own rights to say no to touch can keep them safer while they are growing, as they can learn about setting their own boundaries

about their body. It also teaches them to respect the bodies of the people around them. Even if there is cultural pressure to “respect their elders,” you can teach your children that respect is important for everybody in a relationship. Respect means listening to the needs of each person and responding positively to those needs. Every person should feel safe in their interactions with others. Adults should understand that the needs of the children to not be touched are more important than the adult’s desire to physically show their care. If a child is not comfortable being hugged or kissed at this moment, the adult can respond by showing love with words or other actions that do not involve touching. Children also need to learn that “yes” is allowed to become “no,” once they stop feeling comfortable in an activity. For example, a child may enjoy being tickled, but there may come a point when they have had enough. If the child says “no more,” their needs should be respected by the person tickling. This also teaches them positive boundaries about their body.

Parents can also teach consent by asking for consent themselves. Ask your child’s permission to touch them or come into their personal space. Knock before entering their bedroom. Ask, “Is it OK if I brush your hair?” Privacy and personal boundaries are important for everybody, and the more these are modelled in the household the clearer it will be for your children. Sponsorship of excluded family members Two-year pilot implemented

There has been a good deal of confusion about the pilot program introduced by the current Minister of Immigration Ahmed Hussein. One example is the renewed Home Child Care Provider Pilot and Home Support Worker Pilot. Another is a two year pilot commencing this month that will allow sponsorship applications for certain family members who would normally be banned from obtaining permanent residence under Canada’s Immigration and Refugee Protection Regulations. We welcome the Minister’s announcement of a two-year pilot from September 9, 2019 to September 9, 2021. The restriction on sponsorship of “excluded relationships” is set forth in Regulations 117(9) (d): “(9) A foreign national shall not be considered a member of the family class by virtue of their relationship to a sponsor if… (d) Subject to subsection (10), the sponsor previously made an application for permanent residence and became a permanent

resident and, at the time of that application, the foreign national was a non-accompanying family member of the sponsor and was not examined.” The implications are wide reaching for many potential sponsors, both Canadian permanent residents and citizen living in Canada who did not disclose spouse, common law partners nor dependent children when they applied for permanent residence in Canada. Immigration, Refugee and Citizenship Canada (IRCC) are strict in their enforcement of excluded relationships and can refuse such submissions under R117(9) (d) and there is no guarantee that they will not also consider enforcement actions against the offending permanent resident or citizen for their sin of omission. IRCC says these regulations are in place “to encourage full disclosure by immigration applicants, to enhance the overall integrity of Family Class Immigration, and

to protect the health, safety and security of Canadians.” The plight of undeclared spouses, partner and children left behind is the focus of the twoyear pilot announced by Minister Hussein. The Minister spoke about the “disproportionate impact” of what amounts to a lifetime ban for omission: “Newcomers who failed to declare immediate family members as they first came to Canada were barred to sponsor them. Today, we right the wrong.” He said that the pilot will facilitate immigration for “the most vulnerable populations” affected by the ban. You may be eligible for the pilot – which is included under the public policy change in the Act by the Minister, in IRPA s.25(1)(d) – if: • You are applying to be sponsored as a spouse, commonlaw partner, or dependent child; and • Your sponsor did not declare you when they became a permanent resident as i. As a Convention refugee or

person in a similar circumstance; ii. As a protected person inside Canada; iii. After being sponsored as a spouse, common-law partner, conjugal partner, or dependent child under Family Class; iv. After being sponsored as a spouse, common-law partner, conjugal partner, nor dependent child in Canada Class; and v. The foreign national would not have been ineligible for sponsorship if they had been declared and examined at the time the sponsor immigrated to Canada. It is important to note that the two-year pilot does not cover sponsors who were issued permanent residence under Canada’s Economic Class or any other immigration category not including refugee, protected person, nor Family Class from outside Canada or the in Canada class. There are still ways to sponsor “excluded” family members not covered by the two-year pilot.

They can be sponsored but the sponsorship must include a formal appeal for equitable relief on Humanitarian and Compassionate grounds, especially the best interest of the child under Section 25(1) of the Act. If you are interested in sponsoring undeclared spouses, a partner or children, you should consult with a licensed immigration consultant or immigration lawyer. Minister Hussein should be applauded for taking bold steps with his twoyear pilot, which has gone part way in correcting the injustice of a lifelong ban for omission. It is a good start. Has debt ruined your credit? by Tim St. Vincent Is your debt ruining your credit? Seems like an odd question at first, but they really are two entirely different things. Credit doesn’t cost you anything. It is only when you use it that it becomes debt, and then the costs can be devastating, if not looked after properly. Trying to keep your debt under control is almost a national past time with 50 per cent of Canadians saying that they are living paycheque to paycheque. Having problems keeping your credit score healthy as a result of debt is a struggle many Canadians are facing as they find that their debt is effectively killing their credit. The thought of fixing your credit can be scary, but it doesn’t have to be and it certainly isn’t impossible. At the same time, it’s important to realize that there’s

no such thing as a quick fix for your credit – no matter what the credit repair companies tell you. Every missed payment, every late payment is recorded with the credit bureaus. No fee you pay can hide, alter or change that. The good news is that without paying expensive fees to anyone, you can improve your credit on your own. How do you fix your credit? Well, the answer to that is the easy part. To fix your credit, you need to tackle your debt! Three ways to fix or improve your credit score for free 1. Payment history – Always pay on time. Yes it really is that simple. Make all of your payments on time and as required. No exceptions. This is the single most important piece of advice I can give you and the most effective tool at your disposal. Even if you

can’t pay off a credit card, make sure that you make at least the full minimum payment before the due date. This goes for all of your debts and bills. As far as the credit bureaus are concerned, if you don’t make at least the minimum payment, you have missed a payment. Even if you were just $0.01 short or one day late, it will be recorded as a missed payment. You need to establish a realistic household budget that allows for debt payments. Create reminders to ensure you don’t miss any payments. 2. Keep well below the limit Using up a lot of your credit is a danger sign. If you use on average 50 to 60 per cent of your credit on a regular basis, lenders see you as needing credit to survive. This puts you into a higher risk category, which brings down your credit score. To rebuild your credit score: • Bring your overall balances down. Make payments that actually reduce what you owe • Stay below 50 per cent of your limit on credit cards and other revolving credit. If you go over this, even if you never miss a payment, it could bring down

your credit score. Use a budget to ensure that you spend within your means. Don’t charge anything on your credit cards that you can’t afford to pay off in three to six months. • Pay off what you owe. Find a debt repayment strategy that works for you. 3. Applying for new credit – Don’t do it! Applying for credit that you need and can afford to repay is ok; shopping for credit is another. If you are having problems paying your existing bills, seeking out more credit isn’t a good idea. You may then be seen as a seeker of credit and go into a higher risk category, which again brings down your credit score. When you’re in debt or trying to fix your credit rating, it might seem like applying for new credit is a good idea. It isn’t. Paying for debt with more debt is a sign that you are having significant trouble. More credit equals more debt. You need to focus on what needs to be fixed and not adding to the problem. Identify why your credit rating is low

Depending on what’s bringing your credit score down, applying for a secured credit card and using it wisely might be a way to refresh your financial situation. If you aren’t familiar with a secured credit card, chat with your local bank or credit union. But if you’re trying to fix mistakes of missed or late payments and too much debt, making payments on existing debt is a far better idea. Fixing your credit rating with a credit repair company The bottom line on fixing your credit rating with a credit repair company is: Don’t do it. They may charge you thousands of dollars for what you can do for free. The money you would spend paying for the services of a credit repair company would be better spent paying down your debt. That is what fixes a credit rating. If you’re not able to handle your debt on your own, seek the assistance of a non-profit credit counselling agency and save your money. Feng shui for when you’re burned out Feeling dedicated to your job and life is admirable. But, there are times when it all just becomes too much. It might start with feeling frustrated, rushed, and aggravated. Or, you may simply feel anxious like the other shoe is going to drop all the time. When this happens, it’s a good sign that you are reaching burnout. Burnout can come from a variety of ways, like your job. Endless deadlines and work can make you feel overwhelmed. So, too, can be from being on the clock at all times. Today’s employees are expected to answer emails late at night, on weekends, and often on vacation. In fact, most people today are always “on,” being able to be contacted and reachable across multiple ways so that you never have a moment’s peace. It’s a recipe for burnout. Burnout can also come from caring for everyone and everything – and not enough for you. Whether you’re a veterinarian, nurse, or you work in a caring field, feeling like you no longer can offer that same depth of caring or service is called compassion fatigue. That can happen when you have a special needs child, elderly family members to care for, or just managing a busy family. And if all this isn’t enough, burnout can leave you doubting

yourself and wondering what’s wrong with you. Self-questioning and self-chastising only adds to the misery. But it’s a normal part of burnout. How does burnout happen? It’s a matter of balance, and you are most likely out of it. Easing burnout means returning some harmony back to your life, and it means feeding your emotional, physical and spiritual needs. Feng shui has some ways you can improve the energy in your home and life to build up your energy reserves and get you feeling like yourself again, helping you refresh and renew. 1. Use colour to brighten your outlook. Feng shui colours can help your manage burnout and overwhelm. For relationship difficulties, wear orange to make you feel bolder in love, yellow to help your thoughts and solidify relationships. For confidence, wear white to help lift your energy and bring help to your life, wear red to give you strength, protection and courage, and wear purple to give you a B-12 shot of confidence. To help you feel caring and accepting of yourself, wear green. When you feel burned out from too many demands, wear blue to help you feel cared for and encouraged. 2. Add an image of your secret friend to give you a boost. Look for an image or figure of your Chinese zodiac secret

friend to help share your load and to bring you friendship, luck and helpful assistance. Here are the secret friend pairs: Horse and sheep, ox and rat, tiger and boar, rabbit and dog, dragon and rooster, snake and monkey. 3. Energize your zodiac sign. Give your energy a boost by adding a small dish with your zodiac sign in it. Surround the figure with precious gems such as jade, amethyst, lapis, and peridot and citrine. Then place the dish in the corner of your house, living room or desk that corresponds with your zodiac sign. 4. Energize your image. While it’s tempting to place pictures and photographs in your bedroom, when you need to recharge, start by taking out all photographs of people in your bedrooms, especially if any of them are of you. Next, place those images in another area, like your living room. Bedrooms should be more yin and images placed here will be imbued with yin energy. Add your photo to yang areas of the house to help give your energy a boost. 5. Honour your chi. Help un-stick your personal energy and renew yourself by adding exercise, walks in the park, or spending time in the garden. Your energy needs attention when you are facing burnout, so give yourself that attention by taking time for what feeds your energy. Maybe it’s a coffee and a book

at your favourite coffee shop, hiring a housekeeper, planting flowers, or whatever feeds you personally. Honour your energy with a commitment to yourself with time doing what you enjoy. 6. Look for the mess. I have always looked at a house as an extension of myself. When I’m feeling frantic or overwhelmed, I can almost always find a mess somewhere. When you have a mess in your house, it symbolizes a mess in your life. Where’s your mess? Is it the basement, the attic, your closet? Look for all messes, large and small and start tackling them. FENG SHUI Q&A Question: My husband insists on keeping pictures of our kids and our wedding in our bedroom, and it always bothers me. My bedroom is the one place where I feel like I don’t have to be “on” all the time. I’m a tired wife and mom. Is this good feng shui? Answer: It’s never a good idea to have any photos of anyone besides the couple in a couple’s

bedroom. That means that having photos of the kids is definitely not a good idea. I can hear the fatigue in your question and completely understand your feelings. Having your images in the bedroom as both wife and mother could symbolize over-giving and not having enough of your own personal space. Why not talk to your husband and tell him this? Then, create a family photo wall in the living room or the center of the house and move the photos there where they can symbolize a happy, vibrant family. Vaping concerns: Vaping is not water vapour With possible vapingrelated deaths dominating news headlines, there is an increased concern on its effects and associated lung illnesses. Health officials are worried that there is a possible connection between vaping and a number of multistate deaths that have occurred in the United States. While it’s not necessarily clear what is causing the lung damage, the Centers for Disease and Control and Prevention has issued a warning to discontinue vaping pending further investigation into the surge of lung-related deaths. Millions of people use electronic cigarettes, or vaping devices. While tobacco use remains the largest cause of preventable death and disability in the U.S., vaping concerns – and injuries – are on the rise.” Electronic cigarettes are probably safer than cigarettes, but they are not safe,” says Dr. J. Taylor Hays, director of the Mayo Clinic Nicotine Dependence Center. Vaping is not water vapour. Dr. Hays says what people are inhaling is a complex solution of chemicals that have been changed from their original state because they’ve been heated to high temperatures.

“The solutions that are heated by these devices contain nicotine. They also contain a vehicle, typically vegetable glycerin or propylene glycol, and these are common vehicles for ingested substances.” And then there are a host of added e-juices, or vaping flavours and blends. “Although these components are considered safe for ingestion, the flavourings like cinnamon and the vehicles like vegetable glycerine are not safe for heating and inhaling because the chemical constituents have changed,” says Dr. Hays. And that’s the concern. “Many of the chemicals that can be inhaled are different aldehydes and other chemicals that are derivative from these original ones, and we think those are likely harmful,” says Dr. Hays. If one uses e-cigarettes to quit smoking, remember that the goal is to completely quit using all tobacco products. Also, the dual use of e-cigarettes containing nicotine and traditional cigarettes is strongly discouraged. If one’s looking for help to stop smoking, there are several FDA-approved medications that have been shown to be safe

Galaxy International Pageant finalist Twelve-year-old Winnipegger, Katrina Czarina “KC” Salazar was among the top eight contestants from around the world to make to reach the coronation night of the Galaxy International Pageant held at the Caribe Royale Orlando Hotel in Orlando, Florida, on Saturday, August 25. “We are happy, humble and proud that the first FilipinoCanadian has been part of the Galaxy International Pageants and has represented the country and the Filipino community on the international stage of pageantry,” said KC’s father, Kenneth Salazar. Overall, Team Canada did well in the pageant. Along with KC Salazar in the top eight of the Junior category, Alexis Onofre was first runner-up in the Pre-teen division, and Brittany Dawes was second runner-up for Ms Galaxy.

Learning and living green by Divine Teodoro-Manansala Caring for our EnvironmentManitoba (CEM), hosted a workshop on “Learning and Living Green for a Sustainable Future” at the Sergeant Tommy Prince Community Centre on August 17, 2019. The a non-profit organization held two sessions simultaneously; one for kids and anotherr was for youth and adults. It was a wellattended event with a total of 57 participants of all ages. The Canadian Beverage Container Recycling Association (CBCRA), a non-profit organization, sponsored the event. The workshop sought to increase awareness, knowledge, and understanding of the importance of protecting our environment that sustains the economy and society. Topics included climate change, 3RC – reduce, reuse, recycle, and composting, as well as conserving our natural resources. The session

Ang boto mo! May nanalo na pero hindi pa rin naiintindihan ng maraming mga Pinoy Canadians ang istruktura ng eleksyon sa Canada. Hindi alam kung sino-sino ang mga kandidato, ang mga partido at mga general information on how election works. Ito marahil ay dahil sa kakulangan ng gobyerno na patuloy na i-educate ang mga tao lalung-lalo na ang mga bagong Canadians tungkol sa electoral process. Bakit mahalaga ang information about government and public governance? Ang mga batas na ipinatutupad ay bunga ng mga pinag-aaralan at pinagdedebatehan sa tatlong level ng gobyerno; ang federal, provincial at city or municipal. Ang mga batas ay direkta o inderektang nakakaapekto sa ating lahat bilang mga mamamayan. Halimbawa, ang pagtaas ng property taxes ay pinag-uusapan sa city level. Ang improvement ng health care ay sa provincial at ang immigration policies ay binabalangkas naman sa federal level.

Matatandaan na bahagi ang mga ito sa pagsusulit at reviewer bago kumuha ng Canadian citizenship. Subalit marami sa atin ang walang panahon, interes o sadyang nakakalimutan lamang ang mga impormasyong ito. Heto ang mga tanong na dapat sana’y pinag-uusapan or pinagaaralan natin: Ano ba ang silbi ng inyong konsehal o nakita n’yo na bang muli ang inyong konsehal o nabalitaan man lamang matapos ang eleksyon noong nakaraang taon? Bago mag-election ay siguradong magpaparamdam na naman sila. Anyway, ano ba ang ginagawa nila para sa iyo at iyong pamilya? Nararamdaman mo ba? Ang address mo ba ay bahagi ng bagong hatian o biyakan ng provincial ridings? Nagtanong ka ba kung bakit mayroon ng Winnipeg-Burrows and WinnipegMcPhillips? Bakit nakakatakbong kandidato ang isang Manitoban sa isang lugar kahit na hindi naman doon siya nakatira? Bakit mayroon na namang election,

eh, bumoto na ako noong isang taon? Kailan ulit ako boboto? Sino ba ang opposition parties sa federal at provincial? Si Palister ba ulit ang Premier ng Manitoba? Totoo bang nagkatanggalan o magtatanggalan ng mga health workers? Anong ahensya ng gobyerno ang napapabalitang ipa-privatize? Ok ba ang privatization? Sinong partido ba ang may pinakamalaking gastos noong sila ang nakaupo? I could go on and on dahil napakaraming mga tanong na dapat nating hinihimay at pinag-aaralan nang husto. Hindi lahat ng tao ay interesado sa ganitong uri ng usapan. Pero, I would encourage everyone na kahit paano sana ay magbasa tayo ng mga news feeds tungkol sa ating lipunan para may basehan tayo kapag darating na ang panahon ng pagboto. Hindi puro tsimis at hugot ang pino-post sa FB. Ang nangyayari kasi madalas ay hindi tayo prepared or hindi natin alam kung sino ang dapat iboto dahil wala tayong alam sa mga nangyayari sa bansa. Kaya tuloy ang nagiging basehan natin ay yung recommendation ng ating

kaibigan o ng kung sinuman. Kaya tuloy, nakaboto tayo nang walang sapat na kaalaman. Ang masakit nito, nakasalalay ang future nating lahat sa pagpili natin kung sino ang uupo sa ating gobyerno. Halimbawa, putak ka ng putak ngayon dahil sa legalization ng marijuana. Galit na galit ka dahil hindi ito ayon sa iyong paniniwala. Pero ang ibinoto mo naman sa nakaraang federal election ay Liberal party. Sino bang partido ang nag-legalize ng marijuana? Aral-aral din ng desisyon kapag may time. Hindi ulit naakbayan ka at nakipag-selfie ka sa kandidato o nakipag-kape ka sa MacDo sa kaniya ay iboboto mo na. Esepesep din. Pahabol. Mayroong isang talunang elected official na ipinagmamalaki sa mga umpukan na napakadali daw di-umano ng kaniyang trabaho dahil ang tanging ginagawa lang niya ay umuupo sa session, manahimik, no participation at relaxed, pero kumikita daw siya at sumasahod nang ayos. Nakakapag-init ng ulo ang mga comments na ganito, kahit biro o buladas lang. Parang tirada lang ng mga mala “Erap” na trapo sa Pinas.
