Manitoba reduces public health restrictions In a news conference held February 11, Premier Heather Stefanson with Dr. Brent Roussin, chief provincial public health officer, announced that Manitoba would continue to adjust its COVID-19 response in the coming weeks, including requirements for proof of vaccination. New public health orders came into effect at 12:01 a.m. Tuesday, February 15 that moved all of Manitoba to the Yellow (Caution) level under the Pandemic Response System. Capacity limits have been eliminated in venues such as restaurants, licensed premises, entertainment venues, indoor and outdoor sporting events, and casinos, as well as gatherings at private residences. Capacity limits are removed for outdoor public gatherings but are limited to 50 people indoors unless proof of vaccination is required. Philippines welcomes back international travellers After being closed to foreign travellers for almost two years, the Philippines ended its border closure on February 10, 2022. According to tourism officials, they welcomed close to 200 foreign tourists who arrived at the Ninoy Aquino International Airport (NAIA) on February 10. Since then, staff working at the NAIA terminals observed a growing number of foreigners and balikbayans arriving daily through the country’s main airport. The Philippines now joins other Southeast Asian nations that have eased travel restrictions hoping to save the tourism industry that has suffered since early 2020 due to the COVID -19 pandemic. Is a Canadian adoption of a Filipino child valid in the Philippines? Let us say that the adoption of a Filipino child took place in Canada. Can that adoption be recognized in the Philippines to change the child’s status and parentage under Philippine law? Yes, it can. Doing so requires a Philippine court case for its recognition and enforcement. How is the Canadian adoption recognized in the Philippines? The fact of the Canadian adoption must be proved before a Regional Trial Court (RTC) in the Philippines. A court case for recognition of the foreign judgment must be filed, tried, and concluded. Canadian adoption documents must be presented to the Philippine court. The Canadian court’s decision granting the adoption, among other documents, must be authenticated at the Philippine consulate in Canada before the RTC will accept it as evidence. If the Canadian judgment is recognized by the RTC, the child’s Philippine birth certificate and other civil registry records will be amended to reflect the legal adoption. What does the recognition process require? Success at the trial requires showing to the Philippine court that the Canadian adoption actually took place and that it was obtained in accordance with the laws of Canada. The purpose of the recognition case is not to relitigate the merits of the Canadian adoption, but to prove that it already happened and to ask that its effect be extended to the Philippines. Thus, in a case where a Canadian stepfather adopted his Filipino wife’s child, the adoption

Also, as of February 15, close contacts of a person who tests positive for COVID-19 are no longer required to selfisolate. Public health continues to recommend self-isolation for people who live in a household with others who have symptoms or have tested positive for COVID-19, but it is no longer be required. decree, certified by the Philippine consulate, must be presented to the RTC along with other notarized or certified documents. A competent witness must also testify to the fact of the adoption having taken place. What is the legal basis for Philippine recognition of a foreign adoption? As early as 1967, the Supreme Court of the Philippines upheld the recognition and registration of foreign adoptions. In a case involving the adoption of a Filipino in Madrid decreed by a Spanish court, the Supreme Court ruled that the adoption could be recognized under Philippine law. It ruled that the law “offers no obstacle to recognition of foreign adoption. This rests on the principle that the status of adoption, created by the law of a State having jurisdiction to create it, will be given the same effect in another state as is given by the latter state to the status of adoption when created by its own law. It is quite obvious then that the status of adoption, once created under the proper foreign law, will be recognized in this country, except where public policy or the interests of its inhabitants forbid its enforcement...” The Court of Appeals has since made contradictory rulings on this question, but the Supreme Court conclusively upheld the recognition of foreign adoption in a 2020 decision. In Suzuki versus Office of the Solicitor General, the Supreme Court rejected the argument that an adoption was only valid if made within the legal framework the Inter-Country Adoption Act or the Domestic Adoption Act of the Philippines. The Supreme Court ruled that the availability of local law as a means to adopt a Filipino child should not automatically Manitoba remain in place. A Canadian adoption can be recognized in the Philippines bar resort to recognition of the adoption obtained under Japanese law. The rules on domestic adoption should not be pitted against the recognition of a foreign adoption; instead, the better course of action is to reconcile them and give effect to their respective purposes. Suzuki affirmed for foreign adoption cases the principle that final judgments of foreign courts are entitled to recognition and respect in the Philippines. The Supreme Court also laid down what proof is needed for the recognition of foreign adoptions. It emphasized that it requires only proof of fact of the foreign judgment or final order. The definitive rule for foreign adoptions: A foreign adoption decree can be recognized and given effect in the Philippines once it is proven as a fact before a Philippine court. What does this mean for a Canadian adopting a Filipino child? In effect, inter-country adoption is not the only way to adopt a Filipino child internationally. The Supreme Court decision confirms that a foreigner can adopt a Filipino child through ways other than those provided in the Philippine Inter-Country Adoption Act or the Domestic Adoption Act (or the very recent Administrative Adoption Act). Other kinds of adoptions can still be recognized under Philippine law. This is momentous because it makes more adoptions possible. There are conditions for adoption under the Philippine statutes, which are often hard, or practically impossible, for a

foreigner to fulfill. For example, the Domestic Adoption Act of the Philippines required a foreigner to reside in the country for at least three years before filing for adoption. The new Administrative Adoption Act requires a five-year residency. The length of residency can be waived in some situations, but another, procedural condition is that the petition must be filed in the Philippine city or province where the prospective parents reside. Many prospective parents who want to adopt a Filipino child cannot meet this residency requirement. Take the case of a foreigner who wishes to adopt a Filipino child while they both live abroad. He or she cannot file an adoption case at a Philippine city or municipality. The Philippine Inter-Country Adoption Act, on the other hand, provides that “only a legally free child may be the subject of intercountry adoption.” By definition, a “legally-free child” means a child who has been voluntarily or involuntarily committed to the Department of Social Welfare and Development. Thus, a Filipino who is not a “legally-free child” within the contemplation of the law may not be the subject of inter-country adoption. A new immigration minister and a new promise to eliminate the backlog and improve immigration processing. This situation is not new, and the current backlog is reaching depths we did not imagine before. It is 1.3 million or 1.8 million. It is however positive that Minister Fraser is focused on the problem. He is asking for a budget of $83 million to normalize processing standards by the end of 2022. His words are encouraging but what about his plans? In the 2021 budget, Canada allocated the $85 million dollar figure to reduce processing times. In 2021 IRCC made decisions on over 500,000 applications and have a stated intent to improve on this number. Minister Fraser has set 147,000 final decisions for the first quarter of the current operational year. This target is double what was accomplished last year. The department will also introduce a new Permanent Residence Application Tracker in February for the sponsorship of spouses and dependents, to allow applicants to see more detailed application information and status online. The department appears to be moving beyond the simple statement about applications in

These rules apply to all arrivals – even to overseas Filipino workers (OFWs) and returning overseas Filipinos, or balikbayans. Tourism Secretary Berna Romulo-Puyat said that she’s optimistic the country is now on the road to economic recovery, and that the move will help millions of Filipinos in the tourism sector to recover their jobs lost during the pandemic. process. Internal IRCC documents have revealed that the department’s actual processing times for economic immigrant applicants is much longer than previously reported. Remember the statements about six months beyond the submission of a completed application under Express Entry? IRCC is falling short of meeting this ambitious target. The department is intent on improving the online tracking so reasonable processing times are closer to reality. If you cannot meet the unrealistic promises, the next best thing is to provide users with up-to-date estimates. It is always better to use straight talk and straight numbers. The current reality for Express Entry is that even in the most favoured stream, the Canadian Experience Class (CEC), the processing times are closer to eight months than the promised six months. A leaked memo also spoke about a potential stoppage on the FSWP and FSTP, but this is something that most users were already aware of. If the best case was eight months, small wonder that critics quickly jumped on FSWP and FSTP programs, which take considerably longer,

children are now exempted from presenting an outbound ticket, according to Dana Sandoval, spokesperson of the Bureau of Immigration (BI). However, they should be registered online with One Health Pass prior to boarding their flight to the Philippines like all other inbound passengers. Immigration Commissioner Jaime Morente said the InterAgency Task Force for the Management of Emerging Infectious Diseases (IATF) recently exempted the outbound ticket requirement for returning overseas Filipinos and their families. “This adjusted policy allows those arriving under a balikbayan status to better enjoy their oneyear visa-free privilege,” said Morente. Balikbayans, as defined by the BI, are former Filipinos who have been naturalized to any of the 157 countries under

Improvement in immigration processing times promised or accuse the department of a moratorium on their processing. Minister Fraser has expressed concerns about first keeping foreign workers inside the country from going home. This explains the emphasis his department places on the Canadian Experience Class (CEC). These workers are here and working, and we should endeavour to provide them with security and assurances on their status. “I know that processing delays have been incredibly frustrating for many individuals. Helping clients come to Canada quickly, with predicable processing times and efficient communication with IRCC, remains a top priority for me,” Fraser said in a recent media release. He wants to let immigration applicants know that Canada is addressing their needs, “to ensure that we stay competitive,” with the introduction of “concrete measures to make sure those who want to come to Canada have the client experience they deserve.” IRCC has taken several steps to improved processing. The department has increased

its work force by 500 new staff, digitized applications, and relocated work among the IRCC offices worldwide. More staff, more technology and efficient allocation of resources all sound like steps in the right direction. There has been an increase in online application submissions to become fully operationalized by the late spring or summer of 2022. IRCC is targeting spousal sponsorships to return to the old standard of roughly 12 months for new application submissions. The department will continue to finalize the process and issue permanent residence cards without any inperson interactions. From June 2021 to December 2021, 225,000 permanent residents have been processed under this system. IRCC is using advanced data analytics to speed up Temporary Residence Visas. This changeover, which was introduced in 2018, has resulted in an 87 per cent increase in processing times according to IRCC. We will all see the effects of the changes over time, but we should remain patient and hopeful that change is coming and improvements

will soon become more apparent. Did you know that citizenship applications can also be submitted online rather than by paper alone? The department has launched virtual citizenship ceremonies, so things are changing in the entire process. We should be vigilant about immigration processing and, yes, government, like private business, must set and keep reasonable standards. Applicants pay dearly for the services of governments, and they are not unreasonable in expecting good service. Minister Fraser, like his predecessors, is promising to improve things and we applaud his efforts. Now let’s wait for the actual numbers and processing times to go down. I.S.A. Crisostomo-Lopez Filipino fictionist launches new sci-fi trilogy

When a retirement offer landed on her lap, I.S.A. Crisostomo-Lopez had mixed feelings. It means saying goodbye to her desk job as a corporate communications officer and embracing a more demanding job at home as full-time mother to her three daughters. Years later, she had no idea that at 44, she would give birth to a son. With arthritic fingers and a bad back, she mused that becoming a mother for the fourth time was indeed a challenge. But it did not deter her from doing what she loves most – writing. In 2021, she finally completed her first science fiction trilogy on Amazon, The Driftland series. The Driftland series is a coming-of-age story about Alunsinag Bayani, a young Filipino immigrant in America who is faced with teenage issues like bullying, low self-esteem, alienation, and falling in love.

The first book in the series, 58 Minutes in Driftland, is about how the boy Alunsinag who accidentally stepped into an alternate realm (Driftland) and discovered he could switch places with his alternate more efficient self for 58 minutes. The switch helped him discover his strengths and gain his confidence. Driftland Breached, the second book, is about the encroaching darkness caused by nightmares. Alunsinag must hurdle the challenges at hand and race against time to identify the Warriors of Light who were prophesied to save Driftland. The last offering in the series, Final Battle for Driftland, is about the tests that the warriors must undergo to assess their strengths and vulnerabilities. They must overcome the four horsemen of darkness. In the end, Alunsinag must face the final test of faith to save both worlds.

Stress Management How to be happy: Tips for cultivating contentment

Do you know how to be happy? Or are you waiting for happiness to find you? Despite what the fairy tales depict, happiness doesn’t appear by magic. It’s not even something that happens to you. It’s something you can cultivate. So, what are you waiting for? Start discovering how to be happy. What science tells us Only a small percentage of the variation in people’s reports of happiness can be explained by differences in their circumstances. It appears that the bulk of what determines happiness is due to personality and – more importantly – thoughts and behaviours that can be changed. So, yes, you can learn how to be happy – or at least happier. Although you may have thought, as many people do, that happiness comes from being born rich or beautiful or living a stressfree life, the reality is that people who have wealth, beauty or less stress are not happier on average than those who don’t enjoy those things. People who are happy seem to intuitively know that their happiness is the sum of their life choices, and their lives are built on the following pillars: • Devoting time to family and friends • Appreciating what they have

• Maintaining an optimistic outlook • Feeling a sense of purpose • Living in the moment Practice, practice, practice If you’ve been looking for happiness, the good news is that your choices, thoughts, and actions can influence your level of happiness. It’s not as easy as flipping a switch, but you can turn up your happiness level. Here’s how to get started on the path to creating a happier you. Invest in relationships Surround yourself with happy people. Being around people who are content buoys your own mood. And by being happy yourself, you give something back to those around you. If you have friends and family who support you during difficult times and celebrate with you during good times, take the time to nurture those relationships. Pretend you have an emotional bank account. Fill it with kind words and actions. Be careful and gracious with critique. Let people know that you appreciate what they do for you or even just that you’re glad they’re part of your life. Express gratitude Gratitude is more than saying thank you. It’s a sense of wonder, appreciation and, yes, thankfulness for life. It’s

easy to go through life without recognizing your good fortune. Often, it takes a serious illness or other tragic event to jolt people into appreciating the good things in their lives. Don’t wait for something like that to happen to you. Make a commitment to practice gratitude. Each day identify at least one thing that enriches your life. When you find yourself thinking an ungrateful thought, try substituting a grateful one. For example, replace “My sister forgot my birthday” with “My sister has always been there for me in tough times.” Think about what you’re grateful for before you go to sleep and when you wake up in the morning. Cultivate optimism Develop the habit of seeing the positive side of things. You needn’t become overly optimistic — after all, bad things do happen. It would be silly to pretend otherwise. But you don’t have to let the negatives colour your whole outlook on life. Remember that what is right about you almost always is more than what is wrong. If you’re not an optimistic person by nature, it may take time for you to change your pessimistic thinking. Start by recognizing negative thoughts as you have

them. Then take a step back and ask yourself these key questions: • Is the situation really as bad as I think? • Is there another way to look at the situation? • What can I learn from this experience that I can use in the future? Find your purpose People who strive to meet a goal or fulfill a mission – whether it’s growing a garden, caring for children, or honouring one’s spirituality – are happier than those who don’t have such aspirations. Having a goal provides a sense of purpose, bolsters self-esteem and brings people together. What your goal is doesn’t matter as much as whether the process of working toward it is meaningful to you. Try to align your daily activities with the long-term meaning and purpose of your life. Research studies suggest that relationships provide the strongest meaning and purpose to your life. So, cultivate meaningful relationships. Are you engaged in something

you love? If not, ask yourself these questions to discover how you can find your purpose: • What excites and energizes me? • What are my proudest achievements? • How do I want others to remember me? Live in the moment Don’t postpone joy waiting for a day when your life is less busy or less stressful. That day may never come. Instead, look for opportunities to savour the small pleasures of everyday life. Focus on the positives in the present moment, instead of dwelling on the past or worrying about the future. Spending time with supportive friends or family, cultivating a grateful attitude and an optimistic outlook, focusing on your purpose, and living in the present can help you take steps toward being happier. Pansit Palabok, Luglug, at Malabon

Kapag usapang potluck o handaan, Hindi mawawala sa hapag ang all-time favourite na tradisyunal na noodle dish na ating kinalakihan, ito ay ang pansit. Dahil na rin sa pagiging malikhain ng ating mga sinaunang kusineros at kusineras, iba’t ibang uri ng pansit ang nabuo base sa pinanggalingang lugar, pamamaraan ng pagluluto at presentasyon maging ang mga sangkap nito. Sa pagkakataong ito nais kong magbahagi ng madali at simpleng pamamaraan sa pagluto ng Pansit Palabok. Ngunit bago ang lahat pag-usapan muna natin ang kaibahan o kahalintulad ng Pansit Malabon, Pansit Luglog at Pansit Palabok. Kadalasang napagkakamalang iisa lamang ang noodle dishes na ito sapagkat halos magkakatulad ang kulay at presentasyon ng bawat isa. Gamit ang thick orange sauce, mga sangkap o garnish at maging ang pamamaraan ng pagluluto nito ay halos walang pinagkaiba. Heto ang ilang mga paghahambing: Pancit Malabon – Uri ng pansit na nagmula sa Bayan ng Malabon. Gamit ang thick rice noodles. Ang sauce nito ay malayellow-orange ang kulay na mula sa shrimp broth, achuete o annatto seeds, fish sauce, taba ng talangka

at harina. Ang mga toppings naman nito ay maaaring hipon, pusit, tahong, talaba at tinapang isda. Puwede ring idagdag ang sliced hard boiled eggs, gisadong baboy, dinurog na chicharon, chopped green onions, binusang bawang at kalamansi. Ang sauce nito ay nakahalo na sa noodles. Pansit Palabok – Isang uri ng pansit na ang gamit naman ay cornstarch stick (bihon), thin noodles. Mas matingkad na kulay orange ang sauce nito na may kaparehas ring sangkap at puwedeng fish broth ang gamitin. Ang mga toppings ay hard-boiled eggs, gisadong ground pork. dinurog na chicharon (kropek), tinapang isda, green onions, bawang at kalamansi. Pansit Luglug – Bersiyon naman ng mga Kapampangan ang pansit na ito. Halos tulad rin ng pamamaraan ng paggawa ng sauce, mga rekado, toppings at garnish ng Palabok. Ang katagang Luglog ang nagbigay ng diin sa dish na ito na ang ibig sabihin ay ilublob ang pre-cooked noodles sa mainit na tubig gamit ang strainer bago ito ilagay sa plato at lagyan ng sauce at mga toppings nito. Maaari ring gumamit ng miking lapad o bilog. Iyan ay ilan lamang na klase ng pansit na popular sa atin ngunit

hindi nakapagtataka na dahil sa dami ng probinsya, pulo, at lenguwahe sa Pilipinas ay maaari ring may iba pang nabubuong uri ng pansit na hindi pa natin natitikman. Umpisahan na natin ang pagluluto ng Pansit Palabok. Para sa 10 katao Prep time: 15 minutes Cooking time: 30 minutes Estimated total cooking time: 45 minutes Mga kailangang sangkap 500 grams bihon. Ibabad sa mainit na tubig sa loob ng 10 minuto o hanggang umalsa at lumambot na ito. Para sa palabok sauce 3 tbsp cooking oil 1 tbsp minced garlic ½ cup chopped white onion 250 grams ground pork 2 tbsp fish sauce 1 tbsp annatto powder 1 litre water (o puwedeng gumamit ng shrimp stock) 1 fish bullion o shrimp bullion ½ tsp ground pepper 1 tsp paprika powder 75 grams flour (thickener) 1 cup water (for thickener) Para sa toppings 5 hard boiled eggs (thin sliced) 150 grams shrimp (cooked / peeled) 200 grams chicharon (ground) 20 grams chopped spring onions 125 grams tinapang durog 5 pieces kalamansi (lemon as alternative) Paraan ng pagluluto • Ibabad ang bihon sa mainit

Isangkutsa hanggang 5-10 minuto o hanggang maluto ang ground pork at kumatas ang flavour nito. • Tunawin ang annatto powder sa one litre of water na may shrimp broth at ibuhos ito sa sinangkutsang giniling na baboy. • Bahagyang pakuluin, idagdag ang bullion cube at timplahan ayon sa inyong panlasa. • Pakuluin sa loob ng ilang minuto.

• Sa isang katamtamang laki na bowl, tunawin sa tubig ang flour at ihalo ito bilang pampalapot sa pinakulong mixture. Patuloy na haluin hanggang maabot nito ang tamang lapot ng palabok sauce. Pag husto na sa inyong panlasa handa na itong ihain. • Painitin ang noodles at maglagay sa isang plato. • Buhusan ng palabok sauce ang bihon. Ilagay unti-unti ang tinapang durog, sliced boiled egg, hipon, chicharon at spring onion. Maghiwa ng kalamansi at ilagay sa gilid ng plato, and it’s ready to serve!
