Deputy requests law change to curb thefts BY MIKE GAINOR EDITOR@PINECITYMN.COM

A Pine County Sheriff’s Office deputy has suggested that Pine City add a loitering ordinance in order to tamp down crime in the city, but council members expressed concern that such a measure

might cause more problems than it would solve. On April 6, Pine County Deputy Garret Munson came before the city council to report on law enforcement efforts in the city. “In Pine City we’ve been having a lot of vehicle thefts and a lot of thefts from

vehicles,” Munson said. “One vehicle was even set on fire – and another one, roughly $10,000 worth of tools were stolen.” Munson said that some of the tools were recovered, and the trail of evidence points towards a person from the Twin Cities who is suspected of hitting

different towns across the state carrying out similar thefts. Munson said that some local individuals are also suspected of carrying out some of the thefts. “They’ve been ... hitting different cars SEE THEFTS, PAGE 12

Pine County officials are considering expanding the use of all terrain vehicles on county highways in an effort to keep them out of roadside ditches. County Engineer Mark LeBrun said commissioners prefer to keep ATVs out of roadside ditches because of the damage they cause. LeBrun said the trend of counties in Northern Minnesota seems to be to allow both classes of ATVs to operate on county roads, subject to the minimum requirements of state law with regard to age of operator, headlights, brake lights, etc. County Administrator David Minke noted that Class

2ATVs (side by side) currently can ride on the extreme right-hand side of the road and shoulder. Minke said the Pine County Board will schedule a public hearing on a new draft ordinance, perhaps sometime in May. County officials also would like to work with ATV clubs and others on education. Youth aged 12-15 can now operate an ATV on a roadway if they possess a valid ATV safety certificate and are accompanied by a parent or legal guardian riding a separate ATV. Vehicles not considered ATVs include golf carts, mini-trucks, dune buggies, gokarts, and vehicles designed and used specifically for lawn maintenance, agriculture, logging or mining in Minnesota.

‘Privy pickers’ seek buried treasure in backyards BY BARBARA CHRISTENSEN

Mark and Brian took turns digging deeper and deeper into the brown sandy soil of a long buried and forgotten outhouse hole. They were bottle diggers or, as we called them, privy pickers, seeking long buried treasure. I along with several other enthusiastic onlookers sat on lawn chairs around the hole waiting expectantly. What treasure will they find buried deep in this Pine City back yard? ‘Clink’, Mark’s shovel had hit an

object. He carefully dug out a clear glass bottle, wiped away the soil and handed it to Brian. The raised lettering on the bottle said Breckenridge Pharmacy, Pine City, Minnesota. The bottle, a historical treasure of Pine City’s past, was perfectly preserved. We onlookers clapped and cheered. Before indoor plumbing became available and affordable, everyone had privies or outhouses in their backyards. With no public dumps or garbage services, items no longer needed or useful were often

thrown down the privy hole. After many years the outhouse organic matter decomposed into soil, but the non-organic items remained intact. Mark returned to his digging, finding broken china cups, dishes, an old decorative spoon, part of an old washing machine wringer, tobacco tins with labels still legible, nonhuman bones, a doll’s torso and leg, jars and their lids, clam shells and crockery.
