2016 a year to remember

It was a year of Olympic glory and election mudslinging, when the Zika virus reminded the world of the fragility of human life and the war in Syria and terror attacks made the world itself seem fragile. It was a year in which we lost musical icons but in which heroes rose up to make a difference in large and small ways.

Closer to home, it was a year of mixed blessings.

While unemployment approached record lows in

Pine City, the city lost St. Mary’s School and several beloved local businesses, though a number of other businesses opened their doors for the first time.

The eyes of the nation were on Pine County Courthouse as self-proclaimed pastor Victor Barnard was sentenced to 30 years in prison for abusing young women in his care, and when rescuers helped save a woman trapped in a burning car.

As usual, it was both the best and worst of times.

Pine County deputies believe that a man suffering from a gunshot wound received on Jan. 2 was not a victim of a random act.

The Pine County Sheriff’s Office reports that on Jan. 2 at 9:48 p.m. 911 dispatchers received a call of gun shots in the Pine Terrace Trailer Park located south of Pine Technical and Community College in Pine City.

Within minutes, a second 911 caller requested an ambulance at the FirstLight Clinic parking lot in Pine City for a male with a gunshot wound.

Deputies arriving on scene at the clinic found a 47-year-old male with a non-life threatening gun shot wound to his left leg.

The male was transported to an area hospital and then transferred to a hospital in the Twin Cities.

In a press release, the sheriff’s office described the investigation as still being in the early stages.

“The initial statement from the victim is not consistent with the investigation findings so far,” the press release stated. “It is believed that this was not a random act. Investigators will be meeting with the victim as soon as possible to re-interview him about the incident.”

The Pine County Sheriff’s Office has reported that no suspect has been identified at this time, but that additional information will be released as the investigation proceeds.

One of two $1 million tickets for the Minnesota Millioaire Raffle was sold just south of Pine City.

Minnesota Lottery officials announced that one of the two winning tickets (with numbers 349334 and 501460) was sold at the Rock Creek Pit Stop at 5987 State Highway 70.

The other million-dollar ticket was sold at a Kwik Trip in Coon Rapids.

• Pine City Fire Chief Tom Miller wants area residents to know that the danger of structure fires goes up in the winter, and families should take precautions to keep their homes and loved ones safe.

• Pine City area families have been the focus of scammers claiming to be from the U.S. Internal Revenue Service, and threatening jail time without immediate payment.

• The Highway 61/Main Street bridge over the Snake River was closed for nearly eight hours due to a gas leak near the Pine City VFW on Jan. 11.

• A three-year dispute over parking for the new high school auditorium came to an end on Jan. 6, with an agreement between the city and school district that 396 parking spaces would be enough to meet the demands of the auditorium.

• Hinckley/Finlayson hockey players may be wearing Dragon uniforms next season. Pine City Athletic Director Bill Christianson said that the Hinckley/Finlayson Hich School athletic department has contacted him about the possibility of leaving their collaboration with Mora and joining the Pine City/Rush City boys hockey co-op.

• When students tell what they did on their summer vacations, few of those stories are quite as colorful as Joe Wolf’s. The former Pine City High School student spent two months on the backs of glaciers in Alaska and Canada as part of the Juneau Icefield Research Project (JIRP).

• Pine City has a new fire tanker truck, one which Pine City Fire Chief Tom Miller has proudly declared a bargain at the price of $135,000.

• Robert Sam Raisch Jr., 49, has been sentenced to 40 years in prison for second-degree murder in the March 7, 2015, death of James Michael Richardson, whose remains were found in his own burned-out trailer.

• The Pine County Sheriff’s Office is planning to bring the K-9 program back to Pine County, and Chief Deputy Paul Widenstrom – a former K-9 officer – is helping lead the effort.

• Two arrests have been made after Pine County Sheriff’s Office deputies discovered a possible methamphetamine lab in Sandstone.

• An Isanti man was killed in a crash on Interstate 35 near Sandstone early Saturday morning – one of three crashes reported on the highway in Pine County this past week.

• Plans for the construction of a proposed Casey’s General Store in Pine City have won final approval from the city council. The new gas station and convenience store will be built at the 1.7 acre site of the Old Oak Inn. • The Pine City School Board is starting the search for a new superintendent of schools and will meet with members of the community to seek their opinions on Feb. 17.

• Beau Hunter and Dakotah Neid-Hinrichs were both crowned as Great River Conference Champions in wrestling this season.

• There may not have been perfect sledding conditions in Pine County this past weekend, but snowmobiles from all around Minnesota made the best of it at their 2016 Winter Rendezvous.

• EZ Box Electrical System Solutions is the first tenant of the Pine Technical and Community College’s business incubator Pine Innovation Center.

• Members of the Pine City Council have approved a 10 percent increase in the city’s water rates plus a two percent increase in sewer rates. For a typical home, the combined increase will come to about $4.50 more per month.

• A 59-year chapter in Pine City’s history will come to a close this spring. Though school and church officials plan to continue to offer preschool education into the foreseeable future, St. Mary’s Catholic School will end its Kindergarten through sixth grade programs on Friday, June 3.

Tell yourself what to do – and do it

I hope 2017 can be a good year for you. Whatever you can do to assist with the success of your year will be very helpful. A local businessman remarked recently, “The harder I work, the luckier I get.” All of us are recipients of some bad luck throughout life. Often some of our bad luck is because of people we are associated with in our lives. What other people do greatly impacts us. A spouse, a parent, a child or work associate all affect us for good or bad. It’s good for us when people we are close to are successful and not so great when they mess up. However, the bottom line is that we must all individually take ownership of our lives.

I used to write weekly for a Kentucky paper called Western Recorder. The editor of that paper, Chauncey Daley, was so great to me. I once submitted three stories one week and he sent them all back to me covered with red marks pointing out errors and things he didn’t like. It was a little painful but he was willing to invest his time to help me learn and be better. Having anybody in our lives who cares enough about us to help us with anything is a real plus. We are better benefited from good advice when we seriously listen and make application.

All advice is not necessarily helpful. We all get bad advice throughout life so it’s important to be discerning about what we are told and who is doing the teaching. Some of what we hear in life is repeated with almost inerrant credibility. For example eating badly will have eventual negative results on our health. We are told to watch our intake of sugar, fried food, and red meat and to simply use common sense on our daily portions.

It’s good advice and it’s up to us to take it or leave it. We are told to exercise routinely because it’s good for our health. Nobody can make us exercise. We have to take responsibility for our physical fitness.

The best way to have a great 2017 is to make our own decisions and take responsibility for our personal happiness. If you are waiting for a fortune to drop out of the sky you are wasting your time.

If you are waiting for Mr. or Mrs. Wonderful to show up and take all your despair away you are going to spend most of your life in despair. God is not going to call you on the telephone with a three step plan for the year. However, looking up instead of looking down all of the time is always more uplifting.

Just remember that if you are able to move and think then you are not stuck. I do believe people get stuck. However, if you can think and can apply some activity you are not stuck. Use the mind and life that you have to act. Thoughts lead to action. Apply yourself. Put yourself into something that is meaningful and worthwhile. Serious action and application always net some results. If you want results get up and get going and do it most every day. The end result is that your next year will most likely see some very satisfying results.

Most importantly don’t wait on someone to tell you what to do. Tell yourself what to do and do it, and look forward to 2017.

The country is not falling apart I wrote a column “Follow the Money” prior to the general election in November. I thought it was approp priate that I follow up with ano other column as I processed the rresults.

By 3:30 a.m. the morning ffollowing the election, Kathy a and I were surprised, we were sshocked, and we were pleased.

For me, the progressive movem ment had moved so far to the left tthat I felt we may not recover ffrom going totally socialist.

The country was surprised a at the results. Media missed tthe mark in not even covering tthe major issues. In addition, tthey assumed that the Clinttons would be once again in the W White House.

Pollsters missed the mark ttoo, and many conservatives rrefused to be polled and were a afraid to talk about their politiical decisions in fear that they w would destroy relationships w with neighbors and even family.

The middle class, which has been shrinking and neglected, came out to vote. They expressed their concern by choosing a candidate that would change the direction from the Obama Administration and the Clintons.

Rural populations outvoted the core city populations and the election was decided by the Electoral College.

Without it, large population states could control the country.

For many, the election became an education on the political process, as well as the issues facing the country.

Although Obamacare may be repealed or modified, the cost of health insurance is far beyond what most people can afford. Government should come into play when the medical care costs go extremely high and let

a family or individuals have insurance that covers up to the first $200,000 to help reduce these costs. More insurance companies should be allowed to help drive down costs in a competitive marketplace.

There was a lot of name calling and insults, and even the possibility of foreign hackers. I was also surprised following the election by the number of demonstrators and expressions of hate, as well as the millennials who wondered what had happened.

The conservatives now have control of the presidency and both the House and Senate. Perhaps they can get some things done which are in the best interests of the American people.

The country is not falling apart because we have a new leader. We have a long established system under the Constitution that for over 200 years has provided us with a government of the people and for the people.

We don’t need vote shaming, we need open dialogue.

We don’t need to roll back every executive decision or legislation during the eight years of Obama, but there are some things that can be done to reduce government regulation, eliminate areas where the government is in excess or no longer effective and especially cut down on wasteful spending.

Political leadership hasn’t proven itself during the last several administrations. Maybe it is time for a business approach to government.

Now we need to get a new cabinet in place, eliminate the politics from the IRS and the Justice Department, keep our military strong, promote the value and integrity of our police departments, and both parties need to improve their manners during the political campaigns. We need to once again respect the opinions of others.

As Samuel Adams once said: “A general dissolution of principles and manners will more surely overthrow the liberties of America than the whole force of the common enemy.”

Passenger train ends runs through Pine City in 1967 10 Years Ago, 2007 Michael Willert, Pine City, wrote a 12-15 page book when he was just nine years old. He didn’t write again until 1990 when he started a novel but his first book, “Wanted, Billy the Bear” will hit the stands this year.

The 2006 Geographic Bee challenged Pine City sixth graders’ knowledge of world geography. Cody Tschida was the winner of the elementary district level competition while Jacob White came in second.

Pokegama Lake Association members Bob and Mary Ann Schwaab and Years Marilyn Hall presented Pine Community Food Shelf director Julie Werner Ago with a year-end donation of $10,000.

An ATV went through the ice on Donna Pokegama Lake and a snowmobiler went through the ice on Cross Lake.

Heath Johanna Cox of Pine City shared some laughs with Santa at Red Dog Billy’s in Pine City. The well known local volunteer and mother of nine grown children was there with her daughter, Carol DeMarre, when she caught a quick cuddle with Mr. Claus. Carol was planning to distribute the picture of her mother and Santa to Johanna’s many children, grandchildren and great-grandchildren, knowing they’d get a kick out of it.

Grand Casino Hinckley shared the holiday spirit by donating $5,000 and more than 150 toys to Toys for Tots distribution in Pine City and Isle.

Lyn Sahr, founder and manager of Ruby’s Pantry, and volunteer Shawn Moncrief were delighted to receive a check from East Central Energy’s Operation Round Up that paid to repair the forklift they use in their operation.

Winners of the Pine Terrace Mobile Home Park Lighting contest this year are Chris and Kelly Cox, who received a $100 gift card for their first place entry.

Jeff Fitzgerald won second place and a $75 gift card and Josh and Toni Clark, third and a $50 gift card.

25 Years Ago, 1992 Taxes on Stahlke’s department store increased by 47 percent last year and they are questioning the increase. “How can taxes keep going up during a time of recession when businesses are struggling to stay afloat,” they asked.

Sheriff Don Faulkner reported this week that five persons from the Pine City area were arrested Dec. 30 in connection with two burglaries at the Pine City Municipal Liquor Store. The five were charged with the theft of several cases of beer and liquor from the bar.

The public was warned in a report from the department of Natural Resources that it is both illegal and irresponsible to pour anti-freeze into fishing holes to keep them from freezing. Most anglers would never consider pouring the toxic substance in their fishing holes but census clerks see it enough to cause concern.

50 Years Ago, 1967 Effective today, Jan. 5, Northern Pacific passenger trains 65 and 66, which travel between the Twin Cities and Duluth, have been discontinued, thereby leaving Pine City without any passenger train service.

The frozen bodies of 10-year-old Billy Benjamin of Markville and his eight-year-old cousin Gregory Benjamin of Danbury were found near the Soo Line railroad tracks two-and-one-half miles south of Markville. The boys were on their way from Danbury to Markville.

Clifford Lindquist of Willmar closed a deal for the plumbing and heating business formerly owned and operated in this city by Albert Oman and took over the business immediately. Mr. Lindquist and his wife moved from Willmar on Monday and have rented one of the Tony Van Prooten houses in the west end of town.

Bill Soderbeck called us the first part of the week and informed us that the road across the St. Croix into Grantsburg is OK for car travel and that many persons are using the road to get to points in the Grantsburg vicinity. The ice on the river has thickened considerably the past few days and is safe for travel now.

100 Years Ago, 1917

The Levie photo studio in Sandstone was gutted by fire last Friday noon incurring complete loss of stock and fixtures. The building, which stood just a little north of the Courier office, was constructed about 18 years ago and was more recently occupied by R. A. Daniels.

The newly constituted board of county commissioners met at the courthouse for its first meeting of the year. Commissioner Edin of Sandstone was elected chairman.

The Madden button factory is in operation with a small force under charge of Charles Maley.

The Boyum Hardware Company sold its stock and business in the old Smith location to F. V. Bancroft of Stillwater. B. P. Tilden, who has been associated with the business since the F. M. Smith regime, is still behind the counter and in charge during any absence of Mr. Bancroft.

MARCH • Township residents in Pine County are preparing to vote for staff and supervisors and take part in their annual meetings this March.

• Paul Rootkie turned 101 years old on Jan. 21 just a few miles from the family farm in Mission Creek where he grew up, the sixth of 13 kids in the Rootkie family.

• Backers of the proposed Northern Lights Express rail line have taken a route to Grand Casino Hinckley off the planning board – at least for the time being – and are instead proposing a station in downtown Hinckley.

• Pine City native Jenna Jambeck will be coming to the Pine City High School Auditorium on March 10 at 7 p.m. to talk about her unique 19-day journey by sailboat across the Atlantic Ocean in 2014.

• Grantsburg’s Karl Anderson and a crew of adventurous friends are using a magnetometer to explore Devils Lake, hoping to find a sign of the legendary lost train that some say rests at the bottom.

• Teddy Alan Korf, 53, of Pine City has been charged with multiple felony counts of robbery, assault and drug possession after a bleeding assault victim claimed to have been beaten and robbed at Korf’s Pine City home.

• A March 12 vehicle fire in Pine City is believed to have been caused by arson, and may be connected to a string of other car burglaries that same morning.

• Three people on foot fell through the ice of Pokegama Lake on the afternoon of Saturday, March 12, and all are recovering after either escaping the ice on their own or being rescued.

• After eight years in the Chicken Koop on Main Street, Donna Overby is saying goodbye to her antique store and plans to move out in early April.

• After spending a year in a Brazilian prison, Victor Barnard, 54, has reportedly asked to be extradited back to the United States. Once returned, Barnard will face 59 felony counts of criminal sexual conduct in Pine County Court for the alleged sexual abuse of teen and preteen girls in his care while he was the leader of the River Road Fellowship in rural Finlayson.

• The high-energy cast of “Noises Off” makes the most of their immense one-ton, 42-foot wide set as they bounce from one comedic disaster to another in the Heritage Players production April 2-9.

• If there is a secret key to a long, productive life, 101-year-old Margaret Holler holds it. She grew up on a farm, married, raised two children, and always worked professionally as well as serving on countless committees and volunteering in the community.

• Jonathan Henry Rojas, 37, of Sandstone has been arrested after allegedly leading law enforcement on a 31-mile, 19-minute chase across two counties.

• Fortunately for Pine County, Zebra Mussels haven’t found their way to area lakes and rivers yet, but Curly Leaf Pondweed and Eurasian Water Milfoil are right at home here – and local officials are utilizing state grant dollars to curtail their spread.

• Travelers heading north on I-35 should expect delays this summer and fall. Traffic will be cut down to a single lane in each direction from one mile south of County Road 11 to 1.8 miles north of Highway 23 north of Hinckley as a $27m construction project gets underway.

• A Pine County Sheriff’s Office deputy has suggested that Pine City add a loitering ordinance in order to tamp down crime in the city, but council members expressed concern that such a measure might cause more problems than it would solve.

• “Privy pickers” have been searching in the remains of long-abandoned outhouse holes for bottles and other abandoned treasures from Pine City’s past.

• When someone is lost – if a hiker or hunter doesn’t return from the woods, if an Alzheimer’s patient wanders away from their home, if a child goes missing – Pine City’s Cindy Hickey and her search and rescue dog Journey are there to help.

• Despite recent rains, Pine County remains under a burning ban and the Minnesota Department of Natural Resources reports that the fire danger in the Pine City area will remain elevated until dry brush is replaced by newly-grown green.

• Kathleen Doenz, 68, of Pokegama Township, will serve a year and a day in state prison for animal cruelty after repeatedly violating the terms of her probation that forbid her from acquiring animals. The charges against Doenz stem from a Sept. 12, 2013 search warrant that resulted in the seizure of over 100 animals, many of them filthy and malnourished to the point of starvation.

• Two railroad crossings in Pine City will be reconstructed this summer. The county’s share of the project comes in at $455,504.

• Pine County’s medical examiner reports that there were 185 deaths investigated in Pine County in 2015, with 28 autopsies performed – twice as many as in 2014.

MAY • The Pine Community Food Shelf and Family Pathways are planning to merge this June into a new food shelf called “Family Pathway’s Pine Community Food Shelf,” and members of both organizations will meet the public at a community meeting on Monday, May 9 to discuss the merger.

• Pine City’s “Santa” Bob Haedt was a hit on the Wisconsin Public Radio Show “Whad’ya Know” hosted by Michael Feldman. Haedt was on the show to talk about Pine City after hosts tossed a dart at a map and it landed on the city.

• Pine City artists Shawnda Schelinder and Jim Koppen will be featured at a show in the Pine Center for the Arts gallery starting May 13.

• A Pine City man was killed on the morning of May 8 after the ultralight plane he was piloting crashed on the runway of the Rush City Regional Airport. The Chisago County Sheriff’s Office reports that Jay Jahnz, 58, was taking off in his aircraft when the crash occurred just before 10:30 a.m.

• Pine City High School graduate Sean Kehren was one of three rescuers cited by the Minnesota State Patrol as having helped to save an injured woman from a burning vehicle on May 8.

• After a cold and wet April when wheat and small grains got planted, farmers finally had ideal warm and dry corn planting conditions in early May. • A convicted sex offender has been accused of sexually assaulting a 18-year-old girl in Pine City’s Robinson Park on May 10. Robert Lowell Holden III, 27, of Wyoming has been charged with three felony counts of sexual assault.

• The Pine City School Board has hired a new superintendent for the Pine City School District: Annette Freiheit, currently principal at Brownsdale and Hayfield Elementary Schools in southern Minnesota.

• A Pine City tradition returns with the free concert series that brings friends and families to Robinson Park on Friday nights throughout the summer: Art in the Park.

“Don’t cook supper, come to the park,” said Adrienne Roubinek of the Pine City Arts Council.

“Bring a chair, bring a blanket. You’re going to have a good time.”

• ATV enthusiasts may now ride on the shoulder and far right side of Pine County highways as well as in ditches unless otherwise posted.

• On Sunday, June 5, Pine City was once again the setting for East Central Minnesota Pride, one of the few rural LGBT pride celebrations in the world.

JUNE • Pine County officials are considering adoption of a local option sales tax that would replace the wheelage tax as a funding source for necessary highway projects in the years ahead.

• A Minnesota State Trooper has been injured during the pursuit of a driver who led officers on a high-speed chase through Pine County and Wisconsin on May 24.

• A man in a parked car, armed with a loaded shotgun and reportedly intent on taking his own life, was saved from himself on June 2 by a passing officer of the Pine County Sheriff’s Office.

• A Pine City man has been charged with assault after allegedly using his van to ram into a Rock Creek homeowner on a riding lawnmower.

• Unless action in a special legislative session proves otherwise, the proposed Northern Lights Express passenger rail project will receive no new state funding from the 2016 legislative session.

• Nathan Lawrence Johnson, 38, of Pine City has been charged with two felony counts of fourth-degree criminal sexual conduct and two misdemeanor counts of furnishing tobacco to a minor. Johnson is the community development director and city planner for Pine City.

• Four Pine City athletes represented Pine City at the State Track Meet on June 1011. Juniors Adam Seals and Aaron Pulkrabek both competed in the long jump while junior Elsie Lundquist competed in the triple jump and eighth grader Alaina Steele ran the 800m. Steele and Seals both medaled in their events, with Seals earning fourth and Steele placing ninth.

• After an international manhunt and a year in Brazilian prisons, self-proclaimed pastor and alleged sex offender Victor Barnard finally returned to Pine County on June 18 where he was immediately booked into Pine County Jail.

• A crash after an attempted u-turn just east of Grand Casino Hinckley sent two people to the hospital on the night of June 17.

• A ranch in Winsted, Minnesota dedicated to rescuing horses – and creating better horse owners – is getting a lot of help from animal lovers in the Pine City area. Candy Phillips, founder and executive director of the nonprofit Truhaven Ranch works closely with Pine City’s Kyle Swift and Donna Sandberg to bring horses back to health.

• Pine County has settled a 2012 sexual discrimination suit, and will pay $27,500 and order new harassment training for Pine County Sheriff’s Office deputies and officials.

• What started out as a gift of a pet has turned into a herd of rare goats at the farm of Michael and Michelle Belland, whose son Andrew now knows he wants to be a farmer.

• A major thunderstorm system sweeping through the area on the night of July 11 left the Pine City area mostly unscathed, but created havoc in northern Pine County and around Minnesota. However, the National Weather Service estimates that the Snake River could hit flood stage sometime this weekend.

• A teenage boy drowned in the Kettle River at Banning State Park on the afternoon of July 6.

• The Pokegama Lake bridge at County Road 53 is scheduled to be replaced later this summer.

• The Snake River swelled to 8.82 feet on the afternoon of Sunday, July 17, the seventh-highest crest ever recorded and swamped a number of low-lying roads and properties along the shores of Cross Lake and Pokegama Lake. However, the levels were lower than the 9.2 feet “flood stage” predicted earlier in the week, and city officials report little damage within city limits.

• As the Snake River swelled last week, many Pine City residents stepped forward in big and small ways to help their neighbors. Seven-year-old Evan Benolken helped save a dock that he spotted floating down the river. After a rescue crew pulled the dock ashore, Benolken said he proud of what he had done. “I feel like a hero,” he said.

• Pine County Sheriff Jeff Nelson warns residents to lock their cars. Burglars are on a spree, and thefts were reported from 18 cars on the night of July 18.

• An intoxicated man allegedly drove through tents and rammed campers with his SUV in St. Croix State Park in the early morning hours of July 24. Fortunately, the severe storm that had just come through the area had caused people to leave their tents and seek shelter in their cars. According to the Pine County Sheriff’s Office, this likely saved the lives of multiple people who would have otherwise been in the path of the SUV. • The Pine County Sheriff’s Office reports that two males were robbed at gunpoint in Voyageur Park by two other men on July 21. The victims followed the robbers and called the sheriff’s office, who stopped the robbers’ vehicle and found two fake handguns inside.

• Pine City residents are getting ready to celebrate five days of fun at the 124th annual Pine County Fair, including the traditional parade through Pine City and the 50th running of the legendary Pine County Demolition Derby.

• Eric Moen has always been fascinated by the supernatural, and said his experiences at the old tuberculosis sanatorium on Pokegama Lake solidified his belief in ghosts.

• Three people were killed in a two-vehicle crash on Highway 107 in Pine County on Friday, Aug. 5. Hours later, law enforcement and first responders were called to another serious accident – this one on Interstate 35 just north of Highway 23 in which a single vehicle rolled over.

• The Tigua Road (CSAH 53) bridge over the Snake River just north of Highway 7 is closed for reconstruction. The $760,000 project is scheduled to be completed sometime in November.

• The classic musical “The Music Man” is a traditional family favorite, and the production taking the stage of the Pine City High School Auditorium on Aug. 18 has become a family project for many in Pine City and the surrounding area.

• Petty Officer 2nd Class Michael Caza – Pine City High School class of 2002 – is an electronics technician aboard one of the world’s most advance ballistic missile submarines, the USS Arizona.

• The Pine City Lions celebrated their 50th anniversary as a club this summer, a chance to look back at all they have accomplished and an opportunity to look forward to their next half-century in Pine City.

• Scott Alan Lange, 50, the man guilty of murdering Pine County Deputy Mike Morrow 25 years ago, was arrested again on Aug. 17 after allegedly leading Isanti County deputies on a high-speed chase and fighting them while being arrested.

• Former Pine City Schools Superintendent Joe Hobson has overcome obstacles from Parkinson’s disease to write his first full length novel. “The COODLE Society” tells the story of a group of people committed to solving the issue of child abuse and other world problems.

SEPTEMBER • The dedication and sacrifice of Deputy Mike Morrow were remembered 25 years after he was murdered in the line of duty. A two-mile portion of Highway 61 north of Pine City has been declared the “Deputy Mike Morrow Memorial Highway.”

• The Pine County Board of Commissioners has approved a half-cent local option sales tax to help fund county highway improvements over the next 10 years. The tax is projected to raise $8.45 million for the county, and replaces the $10 per vehicle wheelage tax imposed two years ago.

• The local election season in Pine City is underway. Mayor Carl Pederson will seek re-election to a second term, facing Terry Neitzel, who also ran in 2008, 2010 and 2014. Steven Ovick and Brian Scholin will run for re-election unopposed.

• Six candidates have filed as candidates for the four open seats on the Pine City School Board: incumbents Wally Connaker, Tim Geisler, Wendy Leibel and Dan Peterson and challengers Scott Milliman and Jim Biernat. The top four vote-getters will be elected to four-year terms on the board.

• Students in the Pine City School District continue to lag behind the state average in math and reading test scores, but came out ahead of that average in science in 2016 test results.

• Pine City native John Rydberg is heading to Rio de Janeiro to compete in his fourth Paralympic Games in wheelchair tennis. The 1996 Pine City High School graduate is now married and a father of two, and works as a tennis coach in Woodbury.

• Pine County Engineer Mark LeBrun has proposed a list of 14 key highway construction and maintenance projects for next year, representing $8.5 million of the county’s proposed $13.7 million road and bridge budget.

• The Pine County Sheriff’s Office is seeking the public’s help in identifying suspects who stole a trailer from the under-construction Casey’s Store in Pine City on Sept. 7.

• Mary D. Gonzalez, 47, of Rush City was killed on Highway 70 on Sept. 16 after the car she was a passenger in – driven by Garret L. Stevens, 25, of Rush City – broadsided another vehicle. Alcohol was discovered in Stevens’ system.

• A truck unloading concrete in the Interstate 35 construction zone outside Pine City struck the County Road 11 bridge, injuring both occupants of the truck. MnDOT engineers said the bridge did not receive any structural damage due to the crash.

• A Place For You, the homeless shelter in Pine City, has asked the Pine County Board of Commissioners to consider annual funding for the shelter.

• A car struck and killed Ronnie Colsch and Kent Mericle on Highway 18 on Sept. 22. The two men were standing on the roadway, examining damage from a minor accident between their vehicles moments earlier.

• Polymet Mining is interested in a stretch of land near Henriette owned by Harley Investment Company.

Representatives told the Pine County Board of Commissioners that Poleymet Mining would create a wetland credit for another project with this land.

• East Central Extermination’s Dale Dickey said he’s never been busier than this year. Steady rains have caused droves of deer mice to seek shelter inside area homes. “To be honest with you, it’s been insane,” Dickey said.

OCTOBER • The Pine County Sheriff’s Office is seeking eyewitnesses to a hit-and-run in Pine City on the night of Sunday, Oct. 2. A pickup struck a parked car on the 700 block of 2nd Street SE, pushed it almost a block and then fled the area.

• A series of arts events are coming this way for Pine City residents: Art on the Road, the sixth annual Photos on Buildings and the return of the Highway 61 Film Festival.

• The Pine City High School varsity football team beat Moose Lake/Willow River, and busted a losing streak against the Rebels that stretched back at least two decades.

It was also the Dragons first win after 15 losses.

• An Oct. 8 crash on Highway 70 resulted in one man being airlifted to the hospital with non-life threatening injuries.

• Victor Barnard pled guilty to two counts of felony first-degree sexual conduct on Oct. 11, charges relating to the repeated sexual abuse of two teenage girls while he was their pastor.

• The Pine County Board has approved a new five-year highway improvement plan extending from 2017-2021, at a cost of $31 million. Seventeen of the 50 projects are slated for the southern half of the county.

• Governor Mark Dayton has announced the appointment of Heather M. Wynn as District Court Judge in Minnesota’s 10th District. She will replace retiring Judge James Reuter, and will be chambered in Pine County.

• Situated eight miles east of Pine City on the banks of the Snake River lives Mary Lou Johnson, a woman who has been doing psychic readings for over 40 years.

• Former Rush City teacher Jon Michael Hughes, 56, of Pine City, has been charged in Chisago County Court with two counts of felony criminal sexual conduct for allegedly engaging in sexual relations with a female teenage student during the late 1980s.

Hughes was a teacher at Rush City High School from 1984 until he resigned in 2000.

• Pine County’s planned separation from Kanabec County on public health is a sure thing. After working together in an enhanced collaboration for the past 20 years, Pine County decided to part ways with its neighbor and instead develop its own internal public health capacity.

• Dominating at the Great River Conference Cross-Country Meet, the Pine City Dragons took first in both boys and girls competitions. The meet was held at the Pine City Country Club on Tuesday, Oct. 18.

• Pine City’s tennis team wrapped up a banner year this past week with a second place finish in the Section 7A tournament.

The team also has one player, senior Natalie Cahill, who was crowned Section Champion and will be heading to State. Also earning a third place medal in the section tournament was the doubles pairing of Raven Rarick and Alison Brown. As a team, Pine City finished the year an impressive 17-2.

• The long history of a Pine City faith community will be honored this Sunday as Our Redeemer Lutheran Church celebrates 70 years in Pine City.

• Self-proclaimed pastor Victor Barnard, 55, who pled guilty to two counts of felony first-degree sexual conduct on Oct. 11, faced his victims in Pine County Court on Oct. 30 as he was sentenced to 30 years in prison.

• A Pine City Township resident and Cottage Grove pastor has been accused of trafficking in child pornography. William Leonard Helker, 47, was arrested on Oct. 26 and has been charged by the Pine County Attorney’s Office with six counts of possession of pornographic work involving minors.

• The Dragons football squad won their opening round postseason game for the first time since 2010 after amassing a 2-8 overall record.

• Dragons senior Natalie Cahill made State for the third year in a row. Cahill went 1-2, losing in the opening round, then picking up a win in the opening round of the consolation bracket, and ultimately losing once again to be eliminated from play.

• Dragons volleyball finished with a 16-9 record, their largest win total in more than a decade.

• Carl Pederson was re-elected to a second two-year term as mayor of Pine City on Nov. 8, and will be joined on the city council by Brian Scholin and Steven Ovick, who were re-elected to four-year terms.

• District 11B State Representative Jason Rarick (Republican) won re-election to a second term with an easy victory over challenger Tom Jones (DFL).

Rarick received 10,583 votes in the district, while Jones received 6,967 votes.

• District 11 State Senator Tony Lourey (DFL) will return for a fourth term after holding off a challenge from Mike Cummins (Republican). Lourey received 20,248 votes in the district, while Cummins received 16,879 votes with all 103 precincts reporting.

• Senior Eli Grubbsran at the State Cross-Country Meet and placed 109th out of 176 runners in a time of 17:51.9.

• The most expensive U.S. House race in the country hit the finish line on Nov. 8 with the two contestants practically neck-and neck. But just after 3 a.m. on Nov. 9, incumbent Representative Rick Nolan (DFL) held a 2,072 vote lead on challenger Stewart Mills (Republican) with all precincts reporting.

• After one of the wettest growing seasons in history the weather finally cooperated in recent weeks to allow farmers to harvest over 90 percent of the soybeans and over 80 percent of the corn by last weekend.

• The 2017 proposed budget for the general fund is $1,345,803. The increase over the 2016 budget equates to $156,269, or a 13.14 percent increase in revenue.

This percentage change in revenue translates to 3 percent increase in percentage of property tax levy rate, from 57.85 percent in 2016 to 60.85 percent for 2017.

• As the first winter storm of the season broke over Pine City on Nov. 18, Pine County deputies and Pine City firefighters geared up to try to rescue three hunters and their dog who were clinging to a capsized boat on Pokegama Lake. At 12:20 p.m. on Friday, the Pine County Sheriff’s Office received a 911 call of a boat sinking at the south end of Pokegama Lake. Deputies, along with personnel from the Pine City Fire Department, Pine EMS and Essentia Ambulance were dispatched to the scene. Using boats from the Pine City Fire Department and the Pine County Sheriff’s Office, all three men and their dog were rescued.

• While time and money have certainly been invested to create Pine City’s Boondoggle Winery, it’s generating both business and fun for owners Steve and Mary Odegard.

Girls take second at Pelican Rapids

Off to one of the best starts in school history, the Pine City Dragons girls basketball team won its ninth game in a row before suffering the season’s first loss over the holiday break. The Dragons traveled to Pelican Rapids for games on Wednesday and Thursday, Dec. 28-29, and played in some hotly contested games.

“The (players) got exactly what they were looking for when going to Pelican Rapids for the holiday tournament,” said Dragons head coach Ted Hasz, “and that is two very good battles. With a 9-1 record we are happy but not nearly satisfied. We have two months to get ready for playoffs. We need to make some big strides to be ready, but these girls are determined to get better every day. That is a good recipe for continued success.”

PINE CITY 63, UNDERWOOD 56 In the first game of the two-day tournament, the Dragons took on a Rockets team that entered with a 5-2 record. Underwood had a talented, experienced lineup and presented a challenge to the young Dragons.

“They had a nice inside-out game which really made us work defensively,” explained Hasz. “There were a number of times throughout the ball game when we seemed ready to pull away only to see Underwood go on a mini-run to stay in it.”

The Dragons defense forced 29 turnovers and held the Rockets to 30 percent shooting in the game, keying the win.

Lily Wilson scored 15 points, had eight assists, five rebounds and two steals. Alison Brown was also impressive with 12 points, eight rebounds, seven steals and a pair of assists. Chloe Alleman had 12 points, six rebounds and three steals.

Ellie Hasz tied a Pine City single game girls basketball record by going 10-10 from the free throw line, a feat last done

by Janine Mettling back in the 1987-88 season.

The win propelled the Dragons into the championship game against a tough Pelican Rapids squad the following day.

PELICAN RAPIDS 55, PINE CITY 54 The Dragons raced out of the gates to a double digit lead in this game and it looked like they were on their way to a victory, but the Vikings did not back down. Pelican Rapids gradually chipped away at the lead, and it was a four-point game with Pine City leading at the half, 30-26. The second half was tight throughout, and Pelican Rapids found a way to be ahead when the buzzer sounded.

“The championship game was a great

game for many reasons,” said Hasz.

“The score was close, but more importantly there were many in-game situations and adjustments that the kids were exposed to.”

Pelican Rapids shot 60 percent from the field in the second half which was just a little too much for the Dragons to overcome. Grace Langmade led the Dragons in scoring with 15 points while also posting three assists and four steals. Hasz had 11 points, four rebounds and two blocks. Brown had eight points and seven rebounds. Wilson had seven points, three assists, three boards,

three steals and a pair of blocks. Langmade and Wilson were named to the All-Tournament team.

“It was a good month of December for our program,” said Hasz. “The varsity, all the way to the junior high teams, all had a lot of success. Ben Bloomquist and Roger Keller did an outstanding job with our junior high teams.”

Pine City will look to continue its outstanding season in 2017 and will begin with games against Milaca and Ogilvie their first week back to school.

Dragon boys split at Wood City Classic

The Pine City boys basketball team played a pair of Class AAA schools at the Wood City Classic in Cloquet over the holiday break, with games played on Tuesday and Wednesday, Dec. 27-28. The Dragons fell by three to open the tournament, but came back strong the second day and earned a three point victory to run their record to 6-2.

DULUTH DENFELD 58, PINE CITY 55 Fresh off of back-to-back wins and a big victory over Duluth East, Denfeld came in with mo-

mentum. This contest was tight throughout, with neither team holding more than a five point lead. Pine City struggled inside against a taller lineup, and lost the battle of second chance points 17-2. Denfield outscored the Dragons 40-18 in the paint, but Pine City’s 10 three-pointers kept them in a game that featured 17 lead changes and nine ties. In the end, Pine City had a few key mistakes and didn’t capitalize on several big opportunities as they watched a winnable game slip away.

“It’s a great opportunity for us to play some bigger schools,” coach Kyle Allen said of the tournament. “It challenges us

to go on the road, get out of our normal routine in a different environment and try to play.

I thought against Denfeld we played pretty good team basketball for the most part, we had a few mistakes that really changed the outcome. That’s going to happen in big games against good teams where it’s close. We did a good job of keeping it close.”

Pine City had eight players score in the game, led by Nick Hansmann with 11, Jake Lunceford and Clay Logan with nine points apiece, and Jake Rademacher and Adam Seals with seven each. Rademacher and Seth Logan each had five

PINE CITY 61, BLAKE SCHOOL 58 In this game, the Dragons keyed on impressive junior Jack Moe, who is a 1,000-point scorer for his career as a junior. Moe scored 37 points the day before against Cloquet, but was held in check by the excellent defensive effort of Jake Lunceford, and scored just nine against the Dragons. Pine City never seemed to get into a real rhythm offensively and failed to pull away down the stretch, instead eking out a close victory.

“We had a lot of guys rebound the ball and we had eight kids score,” said Allen. “(Moe) was

a preseason top-75 junior in the state. Lunceford and Quentin Miklya did a phenomenal job guarding him, bought into the game plan and what we were doing.”

Lunceford was rewarded for his efforts and was selected to the All-Tournament team, Pine City’s lone player named to that list. Rademacher and Hansmann led the team in scoring with 13 apiece. Clay Logan had 10 points, Nathan Kleppe had nine, and Seth Logan had eight.

The Dragons will play three games in the next week with a trip to Milaca before back-toback home games against Ogilvie and Onamia.

Hockey takes first in Waseca tourney

The Dragons hockey team stretched their win streak to seven games with an impressive 3-0 showing at a tournament in Waseca over the holiday break. The Dragons are now 9-4 and playing very good hockey as the calendar turns to 2017. Pine City Area played three days in a row, Dec. 27-29.

“The boys took home the championship trophy last week in Waseca ending a pretty solid 2016 campaign,” said head coach Grant Nicoll. “This is the first time that we have won this tourney, so it is nice for the boys to get the first place trophy. The boys are finding ways to win even when they do not play their top game, and that is very important; it separates good teams from great teams.”

PINE CITY AREA 12, BAGLEY/FOSSTON 3 The Dragons ended up blowing the doors off of the Flyers, but the game had a tight 3-2 score after the first

period. The second and third periods belonged to the Dragons.

“The second period started with the three fastest goals I have seen,” said Nicoll. “I believe we scored three goals in the first 28 seconds of the second period.

From there on, it was all Dragons.”

Pine City Area got a huge game from Jonah Bergstrom with four goals, as well as a pair of goals apiece from Brendan Westbrook, Kyle Wiener, and Jake Lindblom. Also scoring for the Dragons were Dusty Bergstrom and Carter Haines.

PINE CITY AREA 4, ST. PAUL HIGHLAND PARK 3 Facing a conference rival in the second game of the tournament, the Dragons had a much tighter contest to prove themselves in. The Dragons took this first of three meetings against Scots in dramatic fashion.

Pine City Area got back-to-back goals from Jonah Bergstrom and Westbrook (two goals) to overcome a one-goal deficit in the third period. The Dragons’ other goal came from TJ Roth.

“St. Paul Highland Park is a scrappy team,” said Nicoll. “We did not have it at all this game, and the game itself was filled with penalties both ways.”

PINE CITY AREA 4, WASECA 1 In the final game of the tournament, the Dragons took down the host Bluejays. Pine City Area controlled the first two periods and built a 3-0 lead. Pine City Area was called for seven consecutive penalties in the last 11 minutes, which gave Waseca two separate 6-3 opportunities. With some gritty killing and great goaltending, the Dragons held Waseca to only one goal in the span and capped the game off with an empty netter at the end.

Goalie Luke Murphy finished with 39 saves. Scoring goals for the Dragons were Jonah Bergstrom, Dusty Bergstrom, Lindblom and Skylar Rasinski.

The Dragons have a busy schedule their first week back to school with Sauk Rapids, a rematch against St. Paul Highland Park, and Ely, all in a five day span.

Wrestlers battle in Virginia

The Pine City/Hinckley-Finlayson wrestling team traveled to Virginia on Dec. 28 for a day of action against three schools. The Dragons were in a quad and faced teams from Hibbing, Virginia, and Ashland, Wisconsin. Pine City/Hinckley-Finlayson finished the day with a 1-2 record and had some standout performances.

PINE CITY/HINCKLEY-FINLAYSON 35, VIRGINIA 33 The Dragons started the day with a team win, which included several exciting matches. At 113 pounds, Will Fix earned another victory (tech fall) and showed continued improvement.

“Will Fix is wrestling out of his mind right now,” said coach Milo Allen. “We wrestled him up at 113 because we knew some of those guys will be guys he sees in the postseason. I wanted to get him that experience.”

The Dragons also got a win from Tyler Noreen at 152 pounds. Noreen pinned his opponent to

give the Dragons their second victory of the match.

Heavyweight Robert Decker picked up a win at 285 for the Dragons, pinning his opponent and helping the team earn the victory.

“Tyler got a big win for us, just a second year wrestler at varsity,” said Allen. “For a guy that’s only been wrestling for a little over a year, he’s been impressive.”

HIBBING 34, PINE CITY/HINCKLEY-FINLAYSON 18 Fix was a winner once again for the Dragons here, taking a close decision 8-7 at 113 pounds. At 170, Josh Lange earned a win for the Dragons with a tight 2-1 decision. Carter Utecht was a winner at 182, pinning his opponent in one minute.

Decker earned a win via pin at 285 as well.

“Austin Odegard (195 pounds),” said Allen, “unfortunately he got pinned in his match but it was still a great match against Holden Law of Hibbing. Holden Law is a pretty good senior who has a great chance to make a run in the section, but Austin, as a ninth

grader, went almost all the way through the second period. Austin is 5-2 overall so that’s a pretty good record for a ninth grader wrestling in a juniors and seniors world.

Robert Decker also had a great day (2-1 on the day).

He pinned two big guys that will help him in the section seedings. As a sophomore, he’s really finding himself. These are big boys he’s going against but he’s moving them around quite a bit.”

ASHLAND, WI 38, PINE CITY/ HINCKLEY-FINLAYSON 6 The lone winner here for the Dragons was Lukas Keman at 182 pounds.

Keman pinned his opponent to get the Dragons on the board. Pine City/ Hinckley-Finlayson had some other close matches but were unable to get any other wins.

The Dragons will be back to a busier schedule after some down time over the holiday break.

Pine City/Hinckley-Finlayson will be at Aitkin before traveling to Hibbing for two days of duals.

Yes. To harvest firewood from a state forest for personal use to heat your A: home, you can get a fuelwood permit from your local DNR forestry office.

Firewood harvesting is generally limited to cutting only dead wood that is already lying on the ground in designated areas of the forest. Fuelwood permits can be issued for up to 12 cords of wood each year per household for personal use only, and range in cost from $25 to $45.

Availability of fuelwood permits can vary depending on demand and location, so it’s a good idea to check with a forestry office ahead of time to see what opportunities there are. Office locations are available on the DNR website at www.dnr.state.mn.us/areas/forestry/index.html.

DECEMBER • Pine County unemployment fell to 4.1 percent in October, down from a high of 8.0 percent in March.

A clean start Innovative work release program in Pine City provides job training to jail inmates, helps local businesses meet challenges

Today’s community foundations often talk about impact investing. An innovative program at Lake Superior Laundry in Pine City is helping to make the most profound kind of impact. In the words of Max Blaufuss, the laundry’s owner, “We’re fixing broken souls.”

Lake Superior Laundry isn’t your typical washeteria. The company specializes in cleaning medical laundry: sheets, uniforms and more than 25 other items. It’s a high-tech enterprise using precision machinery and operates under strict government regulations for infection control.

With demand for healthcare services growing, so is demand at Lake Superior’s plant, which employs about 50 workers. The Initiative Foundation recently assisted the laundry with financing for new large-scale washers and folding equipment. In discussing the financing, Foundation officials learned about an aspect of the business that made them even more eager to invest.

For three years, Lake Superior has taken part in a work-release program through the Pine County Jail.

Qualifying inmates, all of whom are serving sentences of one year or less, are released to work during the day.

This isn’t a case of inmates stamping out license plates for pennies an hour. They’re paid prevailing wages at area businesses and given the opportunity to learn new skills through on-the-job experience.

“The goal is to get people up and running,” said Brent Jahnz, program coordinator for the jail. “We like to see that people will be fully self-sustaining after their release.”

Many of the prisoners are in legal trouble because of drug and alcohol abuse, Jahnz said, and a number are ready to put the past behind them.

“A lot of them don’t really want to go back to what they were doing,” he said. “They just want a normal life. They’ve lived in the darkness of drug addiction and they don’t want to go back to that.”

SERVICE TO SOCIETY Lynn Bushinger, treasurer and chief financial and operations officer at the Initiative Foundation, said the program provides a great opportunity to take impact investing to the next level.

“When we sat down to talk to Lake Superior Laundry about their workforce, I got super jazzed up,” she said. “What a great service to provide to society: to help people who have found themselves in less than desirable situations and provide them with a chance to build job skills. Traditionally we have focused on creating and retaining quality jobs, which is innately important, but more and more we seek impacts from our local investments that provide additional social returns by elevating the importance of who businesses serve, who they employ and how they are improving the community, environment or world.”

The inmates working at Lake Superior are paid between $9 and $10.50 an hour. They’re carefully supervised and must undergo weekly testing for drug and alcohol use. In three years, Jahnz said, not a single inmate worker at Lake Superior has returned a positive

drug test.

A key element of the program’s success, Jahnz said, is that he doesn’t recruit prisoners. He waits for them to come to him.

“The real change comes from within,” he said. “People decide they want a different life. And when they come forward, we are prepared to help them move in that direction.” Though the program is focused on building work skills, Jahnz will sometimes help inmates find housing after their release, or even help with opening a bank account.

Blaufuss, the laundry owner, has employed more than 30 inmates over the past three years, with six to eight working at any given time. He called it “a very worthwhile program that has helped the inmates.” It also helps his business keep growing at a time when good workers can be hard to find.

Many inmates have continued working at the laundry for six months to a year after their release, Blaufuss said. The work is demanding, and he doesn’t really expect employees to remain permanently. But they learn skills and habits that they can take with them to their next job. His regular employees readily accept the jail workers, he said.

“There is no issue,” he said. “They accept them as another human being.”

STRENGTHENING COMMUNITIES Dan Bullert, the Foundation’s business finance manager, said the work-release program could be readily adopted in other areas facing a challenging labor market.

“I think it tells an interesting story about workforce

development and providing training to individuals who may not otherwise get it,” he said. “It’s part of the corrective process. The business meets its workforce challenges and provides a benefit to the employment base.”

Job training is a crucial element of the program, Bushinger agreed.

“Jobs lead to a life,” she said. “When you improve a life, you improve a community. And that’s what we’re all about.”

Not every jail worker grabs their chance and runs with it. Some of them find the demands of hard, steady work too much to handle. But the situation is no different with his regular workers, according to Blaufuss.

“I look on it as, there are successes and failures,” he said. “And I have just as many successes and failures hiring people off the street.”

It’s not the first time the Initiative Foundation has worked with the Pine County Jail. The Foundation recently gave the jail a grant that allowed it to offer parenting classes to inmates in Pine City and other areas of Central Minnesota.

For Jahnz, such programs represent the ideals of the justice system coming to life.

“People don’t change when a judge says so. They do it when they want to do it in their heart,” he said. “And we are able to offer them an opportunity when that time comes.

“Almost everybody who goes to jail ends up back in the community. You and I pass them in Wal-Mart or the grocery store. And if we strengthen these links, we strengthen the community.”

Dick attende school through ed 9th grade in Oklee, Minnesota, then moved to Hinckley (1956), where Dick graduated in 1959. He attended Macalester College on a football scholarship, and St. Cloud State. Dick married Kathleen J. Maser, Aug. 25, 1962, at St. Paul Lutheran Church in Hinckley. They had three children, Glenn Richard “Rick,” Robert David and Sue Ellen. In 1971, the family moved to Pine City, and he started his banking career at First National Bank. Dick served as Pine City Mayor for one term during the 1970s. While in Pine City, Dick was very active in the Jaycees, serving at all levels of the organization. Farmers State Bank of Waubun, Callaway office hired Dick in 1978 and the family moved to Callaway, Minnesota. He was employed by Farmers State Bank until 1993.

Dick was preceded in death by his parents, Gustav (1974) and Mavis (2013), and his son, Robert (1975).

A special meeting of the Personnel Committee was held November 30, 2016. The Committee made the following recommendations: Health & Human Services A. Eliminate the Family Service Aide position to create a social worker position with a higher level of education and experience to increase service delivery to clients, effective December 14, 2016.

B. Approve hiring of one Social Worker position focusing on children’s services.

Land Services Department A. Eliminate the single-purpose County Recorder position effective December 14, 2016.

County Administrator Minke stated the elimination of positions is due to budgetary constraints and organizational restructuring, stating that current projected balance of the General Fund is a negative $4,000. With the elimination of these positions, it creates a net balance of $85,000 in the General Fund, which is closer to the $100,000 contingency directed by the county board.

The County Recorder duties will remain in the Land Services Department.

Motion by Commissioner Chaffee to approve the elimination of the Health & Human Services Family Service Aide and single-purpose County Recorder, effective December 30, 2016. Second by Commissioner Ludwig. Motion carried 5-0.

No action was taken as to the hiring of a Social Worker. This will be discussed at the December 20, 2016 county board meeting.

Minutes of Truth in Taxation Hearing Thursday, December 8, 2016, 6:00 p.m., Board Room, Pine County Courthouse, Pine City, Minnesota Vice-Chair Matt Ludwig called the meeting to order at 6:00 p.m. Present were Commissioners Steve Hallan, Josh Mohr, and Steve Chaffee. Also present were County Administrator David Minke, Land Services Director Kelly Schroeder and Health & Human Services Director Becky Foss. Chair Rossow was absent (excused).

The Pledge of Allegiance was said.

Commissioner Chaffee moved to approve the Agenda. Second by Commissioner Hallan. Motion carried 4-0.

Administrator Minke gave a slide presentation discussing the 2017 Pine County budget and property tax levy; the slide presentation will be placed on the Pine County website for the public to view. Administrator Minke stated the total proposed tax levy is $16,979,081, which is an increase of 6.5% over the 2016 property tax levy. The total proposed county budget for 2017 is $43,521,066.

Vice-Chair Ludwig called for public comment. Pine County residents Francis Stenger, Craig Skaff and others commented on the continued increase in the property tax valuations and levy.

Commissioner Mohr left the meeting at 6:50 p.m.

The budget and levy will be presented at the December 20, 2016 county board meeting for consideration.

With no further discussion, a motion was made by Commissioner Hallan to adjourn the meeting. Second by Commissioner Chaffee. Motion carried 3-0.

Vice Chair Ludwig adjourned the meeting at 7:50 p.m.

New Year’s resolutions for consumers BETTER BUSINESS BUREAU

With the start of a New Year comes the chance to start again; the chance to turn the page and begin anew. There’s no better time to resolve to take steps that will protect your personal and financial information. Better Business Bureau of Minnesota and North Dakota ® (BBB) offer some simple tips to help you be more prepared in 2017 – for anything that might come your way.

“There’s a lot of talk about fresh starts when one year ends and another begins,” said Dana Badgerow, president and CEO of BBB of Minnesota and North Dakota. “But there’s truth to it. Taking those first steps to achieve a goal gets you moving towards your desired destination.”

Simply by implementing these ten resolutions, consumers can make huge strides toward securing their finances and identity: 1. Check your credit report for free at AnnualCreditReport.com. Review it closely for errors and report any inconsistencies you see. Checking your credit report helps you catch signs of identity theft early.

2. Sign up for the Do Not Call Registry by visiting donotcall.gov/, or by calling 1-888-382-1222.

This should reduce the number of telemarketing calls you receive at home. You can also register your cellphone number on this list.

3. If you’re looking to cut down on the amount of unsolicited offers you receive through the mail, visit dmachoice.org/.

4. Dispose of older bank and credit card statements, expired credit cards and unwanted credit card solicitations securely by shredding them with a cross-cut paper shredder.

5. When using public Wi-Fi connections, don’t make any purchases or share any sensitive personal information. Public means public, and fraudsters are known to frequent Wi-Fi hotspots.

Always verify the network before accessing it.

6. If you receive an offer or solicitation, research the company or charity for free with Better Business Bureau at bbb.org or 800-646-6222.

7. Never respond to phone calls or emails asking to “verify” your personal information. Your bank, your credit card provider, the IRS – none of these organizations will call or email asking for your confidential information. They already have it on file.

8. Secure or lock sensitive personal documents around your home, especially if you have roommates, employ outside help or are having work performed in your home.

9. Don’t store credit card numbers or other financial information on your smartphone or tablet. Add a passcode lock (or security password) on your smartphone or tablet.

10. Change your email and social media passwords and ‘beef up’ your security by creating hard to crack passwords. Choose passwords that are easy for you to remember but difficult for others to guess. Incorporate a combination of numbers, capital letters and symbols. Avoid using the same password for all of your accounts, and never share your passwords with anyone else.

Though it’s nearly impossible to protect yourself completely from fraud and schemes, consumers who take these steps will be doing a lot to keep themselves safe and secure in the coming year.

What is the difference Q: between careless or reckless driving? What about “exhibition driving?”

In general, the differA: ence between reckless and careless is that “reckless” is generally “intentional” or the driver “should know” that the driving behavior could injure or kill someone. Here’s more detail on how they differ: Reckless driving: This involves a motorist who’s aware of and disregards the risk that their driving behavior may result in harm to another or another’s property. That’s considered misdemeanor reckless driving, and if the behavior results in great bodily harm or death to another person, it’s then gross misdemeanor reckless driving.

A driver shall not race any vehicle on any street or highway. Any person who willfully compares or contests relative speeds is guilty of racing, which constitutes reckless driving. It doesn’t matter whether or not the speed is over the speed limit.

Careless driving: This involves a motorist who carelessly or heedlessly operates or halts any vehicle upon any street or highway that disregards the rights of others, or endangers or is likely to endanger any property or any person. This includes endan-

gering themselves or their passengers. This is considered misdemeanor careless driving.

Exhibition driving: Minnesota does not have an “exhibition driving” law. “Exhibition driving” is usually listed as an ordinance within cities, counties, townships, etc. In general, the difference between state law and an ordinance is that a state law is passed by your state government and is effective state wide. Ordinances are “laws” passed by the local government — city council, county commissioners, etc. — and only in effect within that border.

I’ve usually seen most “exhibition driving” ordinances state: “Unreasonable acceleration of a motor vehicle or acceleration without apparent reason and accomplished in such a manner as to cause squealing or screeching sounds by the tires, or the throwing of sand or gravel by the tires of the said vehicle, or both.”

These do not apply to an emergency vehicle responding to call or when in pursuit of an actual or suspected violator. They also don’t apply to any raceway, racing facility, or other public event sanctioned by the appropriate governmental authority.

Case Aide Health & Human Services (Public Health Unit) Essential Duties: Provide staff support to the Public Health Unit. WIC (Women, Infants and Children), C&TC Child and Teen Checkups) and MnVFC (Minnesota Vaccines for Children) at screenings, clinics and other health promotion activities. Educate participants regarding WIC policies and procedures. Provide outreach and referral to other community programs. Provide technical support to staff, clients and vendors. Provide preliminary screening and customer support for various programs offered by the agency for Adult Services Division. Complete data entry for the various automated case management systems used by the agency and division.

Cross training in the other health and human services areas may be required. Receive, open and date stamp mail, distribute mail to office personnel. Maintain reference manuals, filing, design forms, prepare calendars, reception duties, operate and maintain office machines (copier, videos, fax, etc.), monitor and order supplies for unit.

Minimum Qualifications: 1) Three years of successful clerical experience and/or experience working with the public or the equivalent, or 2) two years of successful clerical experience in a social services/human services agency/public health; or 3) two years of experience as a community service aide or similar experience in a private non-profit agency or other public agency; or 4) two years of study at an accredited two or four year college/ university or similar institution, with emphasis in the behavioral sciences (at least 23 quarter credits or 16 semester credits). Also, a valid driver’s license.

First graders give big

During the month of December, first graders collected items for the Pine Community Food Shelf. The goal was 125 items, one per child. Students were able to walk to the food shelf and donate 374 items this year, which equaled 314 pounds. They also decided that instead of doing a gift exchange at school, they would bring in new hats, gloves, mittens and scarves to the food shelf, and were able to donate 173 of those. The first graders were proud to be able to help so many people, and this helped them learn the difference between a want and a need.

Pine Center for the Arts welcomes Angela Heida and Amanda Weber in January with an opening reception 4-7 p.m. on Jan. 13. Through different mediums, both women will display work that surveys and honors human emotion. Heida is a ceramic artist and teacher from Andover who hopes to acknowledge the service and sacrifice of other people through her art. Weber, a self-taught painter, uses an array of colors and natural elements to create expressive portraits. Located in Pine City, the Pine Center for the Arts has been serving the Pine City area since 2009. With a variety of programming opportunities, the non-profit, volunteer-led facility is a gathering place for artisans and art lovers alike.
