Barnard back, bail set at $1.5m Alleged cult leader extradited from Brazil to face 59 counts of criminal sexual conduct in Pine County BY MIKE GAINOR EDITOR@PINECITYMN.COM
After an international manhunt and a year in Brazilian prisons, self-proclaimed pastor and alleged sex offender Victor Barnard finally returned to Pine County on June 18 where he was immediately booked in Pine County Jail. Barnard was charged in Pine County Court in April 2014 with 59 felony counts
of criminal sexual conduct for the alleged sexual abuse of teen and preteen girls in his care. Bail for Barnard has been set at $1.5 million. Barnard remained in Pine County Jail at press time. BARNARD IN COURT Barnard, 54, appeared thin and pale as he was led in shackles into his first hearing in Pine County Court on June 20.
Pine County Attorney Reese Frederickson argued that Barnard should be considered a flight risk due to his contacts in the United States and abroad. He pointed out that many still follow Barnard, just as they did when he led the River Road Fellowship in Pine County. “They believe he is the son of God,” Frederickson said. “His followers will basically do anything for him. They’re completely devoted.”
He expressed concerns that Barnard’s followers would post bail for him, then shield him and allow him to evade capture once again, and asked that bail be set at $3 million with conditions, $7 million without conditions. Barnard’s attorney, David Risk, said his client is the leader of a church of 150 members. SEE BARNARD, PAGE 14

A crash just east of Grand Casino Hinckley sent two people to the hospital on the night of June 17. The Minnesota State Patrol reports that at approximately 9:53 p.m. this past Friday, a Buick Enclave being driven by Kendra L. Anderson, 18, of Zimmerman, was heading eastbound on Highway 48. At County Road 15, just east of Grand Casino Hinckley, the Buick went into the right turn lane and attempted a U-turn to go westbound on the highway. An eastbound Nissan Altima being driven by Julie A. Young-Garayt, 61 of Eagan, struck the driver’s side of the Buick while it was attempting the U-turn. There were no passengers. Both drivers were sent to Essentia Hospital in Sandstone to treat their injuries. The drivers’ injuries were considered to be non-life threatening. The Minnesota State Patrol reports that both drivers were wearing seatbelts, and alcohol was not a factor in the crash.
U-TURNS LEGAL? According to Minnesota law, it is legal to make a U-turn as long as the movement can be made safely and it does not interfere with or disrupt traffic. It is not legal to perform the maneuver where signs prohibit U-turns. U-turns are also not permitted near hilltops or curves where the vehicle cannot be seen by the driver of any other vehicle approaching from either direction within 1,000 feet.
