Barnard pleads guilty, faces 30 years BY MIKE GAINOR EDITOR@PINECITYMN.COM

Self-proclaimed pastor Victor Barnard, 55, has pled guilty to felony first-degree sexual con-

duct, and will face a prison sentence of up to 30 years. On Oct. 11 in Pine County Court, Barnard pled guilty to two of the 59 criminal charges against him, all relating to

the repeated sexual abuse of two 15-year-old girls starting in 2002. Barnard was over 40 years old at the time. Barnard agreed to an aggravated sentence above the usual

144 months per charge, accepting 180 months in prison for each count to be served consecutively, totaling 30 years. Barnard will receive credit for time served starting with his arrest

in Brazil in February, 2015. As part of the bargain with prosecutors, all other charges against him will be dismissed. SEE BARNARD, PAGE 14

Northern Lights Express Alliance (NLX) met on Sept. 28, discussed questions about the future of the group, and planned an open house on Oct. 18 at 5 p.m. at Hinckley-Finlayson High School. Executive Director Bob Manzoline explained the need for the NLX Alliance. He said, “MnDOT does a good job with roadways and highways. They don’t do a good job of advocating for the other projects….” Passenger rail in Minnesota doesn’t have an advocacy group to lobby for NLX, according to Manzoline. “If we turn this project over to MnDOT to advocate for it, it’s not going to happen,” he added. When the Minnesota Department of Transportation (MnDOT) took over the proposed NLX passenger rail plan in 2014, the board’s plan was to spend down the unreserved funds which were more than $250,000. Oct. 8 crash on Highway 70 sends one to hospital STAFF REPORT NEWS@PINECITYMN.COM

A head-on crash on Highway 70 on Oct. 8 resulted in a Fridley man being airlifted to receive medical care in the Twin Cities. According to the Minnesota State Patrol, on Saturday, Oct. 8 at approximately 1:04 p.m., a Ford Explorer driven by Robert E. Phetteplace, 58, of Pine City was traveling west on Highway 70 near the Wisconsin border when it swerved into oncoming traffic. The Explorer struck an eastbound Toyota Camry driven by Lee P. Olson, 57, of Fridley.

State troopers, Pine City firefighters, Pine County deputies, Pine EMS and ambulance services from Burnett County and Pine County responded to the crash. INJURIES REPORTED Olson was airlifted to North Memorial Hospital in Robbinsdale with injuries described as non-life threatening. Phetteplace reportedly received no apparent injuries in the crash.
