County plans $31m in new highway projects

The Pine County Board has approved a new five year highway improvement plan extending from 2017 through 2021 at a

cost of $31 million. Seventeen of the proposed 50 projects in the plan are slated for the southern half of the county (see map for details).

Key highlights of the plan, County Engineer Mark LeBrun pointed out, include resurfacing of 104 miles of 10-ton

roads with paved shoulders, representing nearly one quarter of the county’s paved system. Under the plan, the county intends to resurface its paved roads every 20-21 years. “If we can maintain that (construction practice), people will be pleasantly surprised about the

road conditions,” he said.

The plan also includes eight bridge replacements, 3.1 miles of road reconstruction, plus a railroad crossing/grading project. The county has identified a list of nine deficient bridges that are slated to be replaced at a cost of $3.05 million. The

Governor Mark Dayton has announced the appointment of Heather M. Wynn as District Court Judge in Minnesota’s Tenth Judicial District.

Wynn is replacing the Honorable James T. Reuter, and will be chambered at Pine City in Pine County.

“Through her work on child protection, criminal prosecution, and on behalf of local governments, Ms. Heather Wynn has demonstrated a commitment to justice and service throughout her distinguished legal career,” said Dayton.

Psychic seeking answers in Pine City

“You must leave him immediate,” Johnson commands in a raspy voice. “You can’t work on yourself because you’re wasting all of your time on someone else.”

Situated eight miles east of Pine City, on the banks of Snake River, lives Mary Lou Johnson, a woman who has been doing psychic readings for over 40 years.

She lights another incense stick and takes a long drag of a cigarette. A

golden ray of sun makes her bright red hair appear to be aflame.

Johnson first bought a cabin on this property in the 1980s.

“We were looking for a little cabin for fishing,” Johnson said. “I just loved it here and knew

that this is where I wanted to be.”

County’s forgotten rest in Potter’s Field

A special memorial ceremony was held on Saturday, Oct. 1, in a corner of Rosehill Cemetery in Hinckley.

Hundreds of cars zoomed by on the warm, sunny, autumn afternoon, traveling to or from individually important destinations, trying to get there on time. If anyone happened to notice the gathering of over 75 people in a barren section of the grounds, they probably didn’t give it much of a thought. Which is probably how the 100 plus family-less souls interred in that “graveyard of last resort” were thought of while still living.

In that plot of land rest the unmarked and unclaimed remains of Pine County’s aged, infirm, incompetent, and homeless. But several Minnesota residents wanted to correct that anonymity and went to work by contacting the cemetery board and local officials, petitioning to be allowed to place a monument there that would pay tribute and honor the 40 residents of the Pine County poor farm and 60 other indigents who were given a free county burial.

After a year’s work of research, planning and coordinating, a monument was unveiled to the public and the area of Potter’s Field is officially marked and recognized. The program was moderated by Wayne Cessna of the Rosehill Cemetery Board. Former resident Marian Lyseth Geddes spoke eloquently about the need for communities to pay respect and honor those less fortunate.

Vice Chair of the Pine County Board of Commissioners Matt Ludwig explained to the crowd about the necessity of such a burial ground and the process involved in such situations. Pastor Janeva Stromberg from the Zion Lutheran Church in Cloverdale remarked about the importance of remembering – how it is important in our struggles and gives us hope.

There is one individually marked grave in the area, that of Samuel Farlow Russell, 1852-1925, who served in the Grand Army of the Republic in the Civil War. Pine County Veterans Service Officer Ben Wiener was on hand to remind us of the effects of war on soldiers, no matter which battlefield or what era they have fought in.

The ceremony ended with the honor guard from Hinckley American Legion Post 388 placing a wreath on Russell’s grave, a 21 gun salute, and taps.

LETTERS TO THE EDITOR Celebrate Recovery in Pine City

To the Editor: I so appreciated the article in the Sept. 29 issue of Pine City Pioneer by Don Moyer titled “Why Celebrate Recovery?” For too long, people struggling with addictions and the people who love them have felt shame and try to keep their “secret” secret. This leaves them in isolation. Who can they share their struggle with without judgment? Even those in a loving church community often feel isolated, wondering, “Who could relate?”

When Pastor Tim Adams first introduced Celebrate Recovery to our church, he asked for anyone with hurts or struggles in their lives to raise their hand. As I looked around the room (my hand and my husband’s hands were raised) I was surprised that nearly half the people raised their hands. I looked at some of the people and I couldn’t help but think, “Not you, your life is perfect.” We wear a mask and a smile, and we pretend all is okay.

Celebrate Recovery is a Christ-centered 12-step program. At Celebrate Recovery people find hope and a safe place to bring those secrets out into the light. I have seen over and over, that when a secret is brought into the light, it loses its power over the person and can no longer shame them. Celebrate Recovery is for drug or alcohol addiction and co-dependent behavior and anyone with hurts such as past or present emotional, physical or sexual abuse, anxiety, control issues, food issues, addiction to gambling, shopping, pornography, etc. or hang-ups such as unforgiveness. In fact, after just celebrating our fourth anniversary, I now believe that every person or at least every family has some issue they are dealing with. At Celebrate Recovery we have seen people with various kinds of hurts, hang-ups and habits find hope, peace, and recovery when they have a safe, loving environment to share their struggles and their victories. We guard confidentiality closely, and what a person shares in their group stays in their group.

Celebrate Recovery is truly a safe place for the whole family. We meet every Monday night at Journey North Church, behind the A&W. We have supper at 6 p.m. so parents can bring the kids along. After supper, adults go to the worship center for their large group, the kids under first grade go to child care, kids in grades 1-5 go to Celebration Place, and kids in grades 6-12 go to The Landing. Celebration Place and The Landing both use lessons from Celebrate Recovery, but they are in age appropriate language and have age appropriate activities. Parents have reported that they were surprised to find that their kids have also found healing.

When a child lives with chaos, they are also affected.

We consider Celebration Place and The Landing to be “pre-covery.”

If you or someone you know has a hurt, hang-up or habit that is impacting lives, come and visit us at Journey North Church in Pine City any Monday night. We meet 52 weeks a year because addictions never take a holiday.

Write-in Skluzacek for city council To the Editor: I would recommend serious consideration of my co-worker, Loren Skluzacek, for a seat on the Pine City Council.

When Loren mentioned he was running as a writein candidate to give the people of Pine City a choice, it made sense to me as he has always impressed me as someone who is concerned about the welfare of the community. He has spoken of his concern about water and sewage rates, the lack of things for youth to do on nights and weekends, and the fact that most of the new businesses in town are gas stations and hair salons.

In a recent conversation, he emphasized the importance of attracting the kind of companies that can pay

livable wages so people would not have to commute to the metro area. He would like to see a football/soccer complex built for youth by a concerted fundraising effort by the community. He feels the city can improve its relationship with the county, township and school district in order to accomplish better coordination of things like law enforcement and fire/rescue. I live outside the city limits myself, but Loren would certainly have my vote if I lived in town.

On-demand abortion must end To the Editor: A few weeks ago, a picture came across my Facebook homepage. It was a baby. The accompanying text clearly demonstrated the excitement of the parents, the name of the baby, and the due date. The baby was not yet born, and the picture was an ultrasound. But in fact, everyone knew that it was a baby.

You’ve probably experienced something similar. Expectant parents know what is in the womb of the mother; a baby. They show the ultrasound, talk about their child, and sometimes even name it. Months before it is born, everyone knows that it is a baby.

Our legal code recognizes it as a baby. The “Unborn Victims of Violence Act of 2004” defines a “child in utero” as a human being and legally recognized as a victim if harmed during the commission of a federal crime. At last count, 38 states also have statutes protecting an unborn child from harm.

Some would call it a “fetus,” but according to dictionary.com, a fetus is “the young of an animal in the womb or egg, especially in the later stages of development when the body structures are in the recognizable form of its kind, in humans after the end of the second month of gestation.” It is a baby.

Average people, the law of the land, and even the dictionary recognize an unborn child as a human child.

Unless the mother decides that it isn’t, and then she, and she alone, can decide to end the life of that baby.

The barbaric practice of on-demand abortion keeps us from truly being a civilized nation. So long as we continue to support, defend, and even encourage women to deny that their child is a child and decide to put

Clinton worthy of voters’ trust

To the Editor: Many folks say they don’t trust Hillary Clinton. Why is that? It comes from manufactured scandals and investigations from GOP legislators. The media went along with the narrative trumped up by legislators intent on destroying a competent woman. They, with their media and corporate allies ginned up hatred and mistrust for her and have succeeded to some extent.

You may say, “where there’s smoke, there must be fire”…..but, sometimes it’s just someone “blowing smoke.” They’ve spent millions persecuting and prosecuting her in the public square, finding very little. If someone attacked you for 30 years, making up so-called scandals, how would you be seen today?

Hillary has solid job creation and economic plans, yet many ignore that in favor of believing what they want to believe.

Then, there’s Trump. In a 2008 blog, he stated, “I know Hillary and I think she’d make a great president or vice-president.” He’s flip-flopped on many issues, from being pro-choice to immigration. He often changed positions in the same speech, so what would you get?

He treats women as objects, like furniture he can touch when he wants to and then denigrates them if they tell. Not a good role model for our nation or our children.

Trump says global warming is a hoax perpetrated by China. Scientists and experience shows otherwise.

Some economists say Trump’s tax plan explodes the debt by $10 trillion.

He’s the most litigious candidate in history. He’s filed for bankruptcy six times and wouldn’t pay small business contractors, sinking some, and didn’t pay income taxes for years.

Does character still matter or have people lost their values?

Trump is toxic and legislators that endorse him value their party over integrity.

Under Democratic majorities, Minnesota was ranked the top state for economics, business climate and for job creation; we were one of the first states on the road to economic and fiscal recovery after the Great Recession. We can do it again if you vote Democratic up and down the ticket.

Time to clear up accusations against Nolan

To the Editor: I would like to clear up some of the accusations being made against Congressman Rick Nolan.

Yes, he voted against a Veterans Bill in 2013. It was a poison bill and not good for veterans. It never even became law.

Congressman Nolan worked to make the Veterans Bill better and when it became a much better bill for veterans in 2014 he voted for it and it became law. He is a very firm veterans supporter.

He is accused of allowing 24 percent cuts to Medicare Reimbursements; this is related to his no vote on HR 4015 a complicated Medicare bill that again passed the House but not the Senate.

He’s one of the strongest supporters of Social Security, Medicare and Medicaid in Congress.

The ads claiming he’s voted for his own salary increases four times would be a violation of Amendment 27 of the United States Constitution, which prohibits increase or decrease of members

of Congress salaries until the next term of office for the representatives when they may or may not be there to even serve.

Attacks against him bringing terrorists here when he voted for HR 4038: American SAFE Act of 2015, where refugees from certain Middle East countries would have to be vetted from the FBI, Homeland Security and National Intelligence before they could come here, making it virtually impossible for refugees to come here, or for terrorists to come here.

The millionaire kid who is running for Congress against our very good Congressman Rick Nolan again apparently does not know how to tell the truth very often. For several reasons he reminds me of someone named “Trump.”

Please look beyond these negative misleading ads and see one of the 10 most productive Congressmen as named by the Washington Post, is our Congressman Rick Nolan.

The direction of our country To the Editor: Did you notice at Sunday’s presidential debate when the candidates were each asked what kind of judges would you appoint to the Supreme Court and to the Federal courts, Trump stated he would select judges in the mold of recently deceased Antonin Scalia. He stated he would choose judges who support the Constitution and will interpret it as it is written. Hillary stated she would appoint judges that support Roe vs. Wade and judges that would support giving more rights to the transgender community. She is on record stating abortion should be allowed at all stages, including partial-birth abortion and that our tax dollars and insurance dollars should pay for abortions. She never mentioned the Constitution. Isn’t it in our Constitution that the role of a judge is to interpret our Constitution and not to make new law?

Hillary has also stated that religious freedom should yield to man-made laws and that religious conviction is a code word for hatred, etc. In fact this year’s

Democratic Platform also alludes to that. If Antonin Scalia is replaced with a liberal judge, which is the kind of judge Hillary said she would appoint, we will continue to lose our religious freedoms.

Already there are many lawsuits across our nation of businesses being forced to shut down because of their deeply held faith to not participate in a same-sex wedding even though there are plenty of businesses who are willing to do so.

There have been people in the military, in the government sector and in the school system who have lost their jobs because of referring to their personal faith or who have a cross and/or Bible at work.

Another ramification of another liberal judge on the Supreme Court and more liberal Federal and District Court judges is we will see a spiked increase in opening and being forced to open all public bathrooms to both sexes. Ask the girls in Virginia, Minnesota whose parents are currently suing the Federal and State Government and the school district how much fun this is for them.

Yes, we only need one more liberal judge on the Supreme Court and then they will have the majority to pass laws that will continue to erode our religious freedom which is the basis of all other freedoms.

Even though I believe both candidates are flawed, I will vote for the candidate who will appoint judges who uphold our Constitutional freedoms and I will do likewise all the way down the ticket.

I love our country and am proud and grateful to be an American with Founding Fathers who gave us the Constitution based on the Bible. I don’t want to be the generation who contributes to the loss of those freedoms for our future generations.

Purple pessimist truly wants to believe...

To the Editor: I read with great interest your recent “Purple Prognosis” and had to smile at the return of the positive purple vibes

coming from the pages of the Pine City Pioneer. They say that an important skill for a cornerback in the NFL is a short memory, so that they can come back after a poor play and still have the confidence to compete at a high level. It would seem that this short memory is also a key attribute of our local newspaper editor – stoking the dream yet again for a team that has repeatedly crushed our hopes in painfully creative ways.

There is a reticence among many Vikings fans to believe that this season is real. I certainly count myself among that group. I am not of an age that I remember the Vikings trips to the Super Bowl (which should be enough to drive our more senior purple fans stark raving mad), but the pain that we have experienced through two wide-lefts (’15 and ’98), Favre’s ill-advised cross-body pass (’09), 41-donut (’00) and all the way back to a fourth down pass bouncing off of Darrin Nelson’s chest at the goal line (’87) have led me to a place where I have begun to believe that the short term joy of each regular season victory is just a setup for yet another cosmic prank.

I find it so difficult to believe that this time it will be different…

I theorized several years ago that some kind of curse had befallen the Vikings because they built the Metrodome on hallowed ground. An opportunity recently presented itself to move the home of the Purple away from that troubled spot, but instead the shiny new stadium was placed in the exact same location and now our team is 5-0. Maybe this time it will be different…

Could it be that it wasn’t the site itself, maybe there was cursed concrete in that old edifice? A hex on the teflon roof? Star-crossed troughs? These are all gone – could the curse have gone with them? Could it be that this time it will be different?

I want to believe, I really do. If we continue to win in convincing fashion I will have to admit that I’m fully back on the bandwagon. But trust me, I’ll have a therapist ready on speed dial for the NFC Championship Game next January.

‘Fire proof’ paint burned like tinder in 1916 10 Years Ago, 2006 Over 400 hot dogs were served at the Pine City Fire Department open house.

Firefighters displayed the firefighting fleet, answered questions and demonstrated how they put out a car fire.

In the race for the position of Sheriff in Pine County, Mark Mansavage vs. incumbent Jared Rosati, the current Sheriff focuses on staffing and equipment needs while the challenger favors reorganizing the workforce and talking to citizens.

Pine City and Rock Creek took a critical step toward planning for commuter rail when both cities joined the Rush Line Corridor Task Force at their respective council meetings.

A jubilant group of Pine City girls tennis players showed off the trophy they got for winning the section playoffs. The team is headed to the state tournament.

The Dragon football seniors are playing their final games of their high school football career and they have been an outstanding bunch to work with. They have provided great leadership throughout their senior season and each of them has worked hard and given great effort and have helped continue the improvement of the Dragon football program.

They are: Jason Teeman, Jamie Diem, Jeff Whited, Brad Peterson, Nick Dahl, Trevor Teich, Aaron Sweeney, Zach Huseby and Alex Skluzacek.

Student Achievers include Ashley Homan, a student in Mr. Hambly’s third grade. The daughter of Lori and Pete Homan, she is an outstanding learner.

Ninth grader Eric Osterdyk, son of Kelly and Cheryl Osterdyk, has excelled in band for the past five years and has continued the tradition this year. A talented trumpet player, he leads not only the Junior High Concert Band section and Jazz too, he also plays with the Senior High Band for Pep Band.

25 Years Ago, 1991 A wildlife print was presented to the Pine City School Board by Lee Hemness, area wildlife supervisor. School board Chairman Paul Janssen accepted the gift given by the DNR to thank the school district for its donation of 58.7 acres of land. The site will be set aside as a state wildlife management area and provide an outdoor learning site.

JoAnn Graf is counting on elephants to pay her way on a Christmas visit to Kentucky. She makes and sells the adorable creatures and this year will use the proceeds to visit her daughter and grandson for the holidays.

Sixty-four Pine City Girl Scouts and adult leaders celebrated girls and scouting. The group paraded from the high school to Robinson Park, singing along the way. Girls of all ages joined in similar events in cities throughout the area as part of the St. Croix Valley Girl Scout Council’s Celebrate Girls weekend.

The Dragons football team crushed Chisago to earn an appearance in the playoffs. The mighty Dragon defense held Chisago-Lakes to just one first down in three quarters of play. Pine City combined a solid passing game with tough defense to beat the Trojans.

The Schultz Family Farmstead was advertising Pumpkin Day on Oct. 26.

They also had squash and cabbage and invited people to come to the farm to pick out that special Halloween pumpkin and enjoy free hot cider, coffee and doughnuts.

Janine Mettling, daughter of Paul and Mavis Mettling, Pine City, has been awarded a S. Emmanuel Renner Scholarship for the 1991-92 academic year.

Mettling is a junior at the College of St. Benedict.

Pine County 4-H members and volunteers gathered at Finlayson to celebrate

4-H Week and to receive awards for their efforts during the year. Nettie France, Pine City, received a radio in recognition for “going the extra mile” for Pine County 4-H during the past year.

50 Years Ago, 1966 The crew at the N.P. depot moved into their new quarters and are busy getting things in place and getting used to their new surroundings. This depot, the finest along the line, is a credit to the city and to the company.

Henry St. Hilaire, formerly of the Fair Store meat department and more recently of White Bear and St. Paul, arrived here this week and is getting ready to open a meat market in the former Pioneer building just north of the Agnes hotel.

Rearing up from the dismal depths of early season losses, the North Branch Vikings defeated Pine City 6-0 and marked the Dragons’ first loss of the season.

The Mike R. Pangerl home in the town of Royalton was the scene of a joyous occasion Oct. 19, when Mr. and Mrs. Pangerl celebrated their golden wedding anniversary.

C. O. Daniels, former Pine City resident, has purchased the Peterson grocery store. Their many friends will be happy to hear that they are returning to Pine City.

We have had the late apple blossoms and the peanut bushes, and we thought this was doing pretty good, but Frank Stuck came along with some nice ripe juicy strawberries that he had just picked in his garden, and we believe that caps the climax.

Frank Skalicky Jr. and Miss Katie Basta were quietly married by Judge Wilcox at the courthouse (Oct. 18). The bride is the daughter of Jos. Bastas, living about three miles east of Pine City, and the groom is the son of the Jos. Skalickys living east of Beroun.

100 Years Ago, 1916

HINCKLEY: The fire alarm was sounded on Tuesday about 1:30 p.m. The fire company quickly responded. The blaze was at the rear of McLaren & Cox’s blacksmith shop and for a time looked quite dangerous. The “fire proof” paint burned as though it was tinder.

Football shines at times, still unable to stop C-I

The Dragons football team had some positive moments in the seventh game of their 2016 season, but were unable to stop the Crosby-Ironton Rangers rushing attack and fell to 1-6 on the season.

The Dragons were competitive for stretches, but were again victimized by the long play, giving up touchdowns of 87, 70, 51 and 25 yards.

Crosby-Ironton 36, Pine City 15 Noah Gindorf, the starting quarterback for the Rangers, is going to play Div. 1 College football next fall at North Dakota State University. On this night, his stature, speed and athletic ability were on full display. Rushing for nearly 200 yards and scoring a combined four touchdowns, Gindorf was a one-man wrecking crew.

“It’s tough,” said Dragons head coach Jared Polzine. “You play a good athlete like Gindorf, he’s all over the field. Then you add a good back like (Jake) Larson, his game is just raised when you’re trying to take away Gindorf. We made too many mistakes, we gave up a big play early, and then we kind of contained him, but he’s like an A-P (Vikings running back Adrian Peterson); you can only hold him down so long, and then he made some big plays.”

Pine City trailed 14-0 midway through the second quarter when the Dragons made their biggest play of the night.

Finding a crease in the defense, junior running back Jake Lunceford gashed the Rangers defense for a 44-yard touchdown right up the middle.

“Lunceford is a beast” said Polzine. “His work ethic, how hard he plays on Friday night, the other guys could learn from him. The long play was a trap and we caught them in a blitz and it was the perfect call. We’ve had chances to make big plays, and that time we converted. He runs hard, throws guys off and it’s fun to watch.”

ons offensive attack. After the touchdown, Pine City used a nice trick play on the PAT to convert for a surprise two-point conversion to make it 14-8.

“We’ve got a bunch of stuff that we’d like to use,” said Polzine, “but you have to be in the right situation. Lindy (senior quarterback Jake Lindblom) made a nice read and pitched it to Adam (Seals); he lowered a shoulder and got right in there. We executed the PAT on our second score too, so in that way our PAT team had a nice night.”

After making the contest a one-score game in the latter stages of the second quarter, Pine City was unable to get a key stop defensively. With seven seconds remaining in the first half, Gindorf took a snap, rolled left,

bought some time, and chucked it to a teammate open in the corner of the endzone for a back-breaking touchdown with no time remaining. Pine City headed to the locker room down 22-8 after giving up the big play.

“The receiver was actually a back that came out of the backfield,” said Polzine. “He made a heck of a grab, it was close to being out of bounds, but they made a play. We were in a cover four look, four deep, our corner on that side was deeper than the two receivers to that side, but the back lined up in the backfield. He just went down the field inside the safety and inside the corner, it was a good play by them.”

The second half began with a tough call that didn’t go the Dragons’ way. After a nice Pine

City punt bounced inside the five yard line, it appeared a Ranger fielded the ball and let his momentum carry him into the endzone where he was tackled. The refs spotted the ball at the one for the Rangers and didn’t give the Dragons the safety, and two points, that the Dragons sideline was calling for.

“There was a play where it should have been a safety,” Polzine said. “They placed the ball on the one. We just can’t seem to get on the right side of breaks like those. We talked about it as a coaching staff, and don’t get me wrong there was plenty of shooting ourselves in the foot, but those breaks don’t seem to go our way often. Then, of course, a few plays later Gindorf busted the long TD.”

What had been a competitive game began to get out of hand three plays after that non-call on the safety. On third and nine, going off left tackle, Gindorf hit a hole and ran the ball 87 yards to the house to make the score 28-8.

Pine City scored a nice touchdown of their own later in the third quarter when, on a fake jet sweep, freshman quarterback Konnor Jusczak threw a dart to senior Austin Hansmann. It was a play the Dragons have run effectively several times this season, and the pass was a thing of beauty.

“Same play Nick Hansmann ran against Rush, we just threw it with Jusczak this week,” Polzine explained. “It was a nice ball. He had a great week in practice. He was putting the ball on the money all week. With Nick

out, he came in and ran that. Talk about a kid with ice in his veins; think about not playing all game, then coming in and running jet, taking a hand-off, which he normally doesn’t do, and to do it all with Gindorf staring you down. It was quite impressive.”

The score and corresponding PAT made it 28-15. Another long TD run by the Rangers in the fourth quarter closed the scoring.

“It’s disappointing, but it’s a short week so we need to get back to work on Monday,” said Polzine.

“We need to get ready for Grand Rapids.”

Pine City’s regular season was scheduled to come to an end at home against Grand Rapids on Wednesday, Oct. 19.

Tennis team dominates at sections

Postseason tennis is underway in Pine City, and the girls tennis team hopes to cap off an already successful season in memorable fashion.

The squad entered the Section 7A playoffs with a 15-1 record on the year and has one player, senior Natalie Cahill, who is looking to make it back to State for a third year in a row. The Dragons opened section play with a dominant victory on Monday, Oct. 10.

PINE CITY 7, CROSBY-IRONTON 0 In a clean sweep by the Dragons, none of the matches on this day were really even close. The win propelled the Dragons into the semifinals against Evveleth-Gilbert.

“The girls did a great job of coming out right away and establishing their game,” said head coach Rick Engelstad.

“Our seniors did a fantastic job of leading the way.

This was the last time these wonderful young ladies got to play a home match. Great way to go out and a great way to get the playoffs started.”

The entire singles lineup consisting of Natalie Cahill (6-0, 6-0), Anna Miller (6-1, 6-2), Katie Miller (6-1, 6-0), and Rachel Johnson (6-2, 6-2) were all dominant. The doubles pairings of Raven Rarick and Alison Brown (6-2, 6-2), Caitlyn Furber and Melinda Rydberg (6-1,

With the opening round of the team tournament in the win column, the players turned their attention to the singles tournament. Pine City showed themselves strong once again on Thursday, Oct. 13, as the players competed individually in the opening round of Section 7A play. Pine City had all six individuals advance to play again the following week.

In singles, Natalie Cahill went 3-0 on the day, winning her two opening matches without dropping a single game, and then defeating teammate Lydia Adams (6-0, 6-1) in the finals. Adams also had an impressive day as she earned two hardfought wins to get into the finals.

The doubles tandems of Rarick and Brown and Furber and Rydberg also played well. Each team won the opening round before playing each other in round two where Rarick and Brown were victorious (6-0, 6-2).

Rarick and Brown would lose in the finals. Furber and Rydberg would lose in the third place match.

Team competition resumed on Monday, Oct. 17 with individual competition the following day.

Cross-country ready for postseason

Running at Mora’s “Last Chance” Invitational on Tuesday, Oct. 11, Pine City’s cross-country team got their final regular season tune up before heading into postseason races. The Dragons varsity and JV runners all competed in one race, and although both the boys and girls teams finished fourth out of four, there were still many positive performances.

For Pine City’s girls team, Ashli Webster had her best race of the season, placing 10th in a time of 21:22. Alaina Steele (21:47) followed up in 15th, also running her best race of the season. Alexis Thieman ran a personal best time of 22:35, coming in 20th and finishing right in front of teammate Lily Wilson (22:36). Kaylee Prihoda (24:48), Jill Tomczyk (25:24) and Janae Johnson placed 32nd, 35th and 40th respectively. Grace Langmade was running near Thieman and Wilson until she decided to

pull out to prevent a minor injury from getting worse.

Pine City’s top two female runners, Marin Foss and Grace Grubbs, rested to be ready for the upcoming Great River Conference meet.

Pine City’s boys were only eight points out of second place overall, and were impressive without top runner Eli Grubbs, who was out due to illness. Tommy Ryan was the Dragons’ top finisher in a personal best time of 17:49, placing eighth. Ryan became the 29th person in school history to run the 5K race in under 18 minutes and is currently ranked 24th. Nate Webster (18:25) ran well and placed 14th.

Derek Clementson (18:53) and Noah Miller (18:58) both had their personal best races by more than 30 seconds apiece, and placed 18th and 19th. TJ Rank (19:46) had a much better race this time out, placing 31st, while Jake Adams (20:02) and Remington Steele (20:12) finished off the Dragons varsity squad by placing 35th and 40th. Ad-

ams ran a personal best time by 28 seconds.

In the junior high standings, Beth Kemen and Alli Cavallin placed fourth and fifth on the girls side while Parker Sell, Peyton Smetana and Charlie Emmons placed eighth, ninth, and tenth in the boys JV 3200m race.

Up next for Pine City is the Great River Conference meet, which was scheduled to be held on Tuesday, Oct. 18 at the Pine City Country Club starting at 3:15 p.m.

The girls varsity race starts at 4:05 p.m., with the boys varsity race to follow at 4:50 p.m.

“Both our girls and boys are ranked first in the conference,” explained head coach Jared Clementson.

“Our girls are looking for their seventh consecutive GRC Championship and the boys will be looking for their fourth consecutive GRC Championship.”

The Section 5A meet will be held on Thursday, Oct. 27 at the Milaca golf course.

How can I tell when a lake has turned Q: over in the fall, and do most fish go deeper after turnover?

A lake has turned over when water A: temperatures are the same from the sur-

face to the bottom. The process can take days or even months to complete, depending on lake shape and depth, and air and water temperatures. The only way to conclusively know when a lake has turned over is to measure the temperature at the surface of the lake and at the bottom; if they are roughly the same temperature (within a few degrees), the lake has turned over. During the process of turnover, water clarity may decrease, decaying organic material can be seen suspended in the water and there can be a sulfurous odor.

Before lakes turn over in the fall, temperature and oxygen may vary across depths.

In these lakes, the waters below a certain depth may become oxygen-deficient during the summer. When this happens, fish cannot use this habitat and are squeezed into waters near the surface. After the lakes turn over, the oxygen levels are consistent from the surface to the bottom, and fish can use depths uninhabitable during the summer. Studies of walleye, northern pike, muskellunge and cisco that were tagged with depth sensors have verified that these species use deeper depths after turnover.

Volleyball adds 3 wins, 2 losses

The Dragons volleyball regular season is nearing its end.

Pine City posted a 3-2 record over a two-week span and is trying to regain their rhythm with the playoffs just around the corner. The Dragons took care of business against the teams they should have beaten, but were unable to really apply the heat to some teams above them in the Great River Conference standings. Pine City is 14-8 overall.

PINE CITY 3, EAST CENTRAL 0 (25-15, 25-15, 25-16) Played at home on Monday, Oct. 3, this match went very quickly. The Dragons served at a 94 percent clip, and Breckan Pangerl led the team with eight kills.

Kelsey Kidder had eight digs and Maisie Berg had 27 assists.

“That was our senior night so we honored the six seniors,” said head coach Devin Danielson.

“All incredible kids on and off the court. All in all, a good night.

Those seniors, I tell them all the time, they’ve created a legacy they’re leaving behind.”

The team’s seniors include Pangerl, Katherine Rike, Alicia Freeman, Elsie Lundquist, Sam Carr and Emily Broz.

PINE CITY 3, BARNUM 0 (25-16, 25-21, 25-21) Traveling to Barnum the following night, Pine City was tested but came out victorious.

“Barnum played us tough,” said Danielson. “There’s nobody who’s going to just lay down and let us win, and they battled us.

We didn’t play our best and they gave us a run for our money.

They have improved a lot since our home tournament.”

The Dragons didn’t serve quite as well as they had the night before, but still served 86 percent as a team. Alexis Pankonin led the team with 12 kills, added four blocks, and continued to show dominance at the net. Carr had nine kills, while Broz had eight digs and Berg 28 assists.

BRAHAM 3, PINE CITY 0 (25-21, 25-15, 25-19) Unfortunately for the Dragons, the final match of the week just didn’t go their way. Playing against a tall, athletic Bombers team at home on Thursday, Oct.

PINE CITY 3, ISLE 0 (25-19, 26-24, 25-16) The following week would begin with a win over the Huskies, albeit a sloppy win. Pine City seemed a bit off but was able to garner a victory nonetheless.

“The Isle match was OK, although we didn’t play our best volleyball,” Danielson added. “It was frustrating but it was a win.

We did just enough to come away with a win. We didn’t communicate well, not playing the type of volleyball we played earlier in the season.”

Broz was the standout in Isle, passing well from the back row and adding a team-leading 10 kills. Pankonin had two blocks and Lundquist seven digs. Berg was on her game with 33 assists.

RUSH CITY 3, PINE CITY 0 (25-12, 25-14, 25-19) Once again facing an opponent with superior height, Pine City couldn’t weather the storm against the Tigers on Thursday, Oct. 13.

“We played decent against Rush, but Rush is good,” Danielson said. “They’re big and they’re good and it’s hard for us to match up when they’re such a fundamentally sound team and they’ve got two girls who are 6’2.” We wish them well in their postseason. Scores don’t indicate how well we played. They put the ball away on a lot of longer volleys. We can scrap and scrap, but only scrap for so long before those big girls at the net; that really takes a toll.”

The Dragons served 91 percent as a team. Pankonin led with five kills and four blocks.

The Dragons wrapped up their regular season with a 3-0 win over East Central on Monday, Oct. 17 in a Pink out the Gym game. Look for full coverage in next week’s Pioneer.

FirstLight recognized for efforts to protect patients from influenza FirstLight Health System was among 153 hospitals and nursing homes from around the state recognized by the Minnesota Department of Health (MDH) for achieving high influenza vaccination rates among facility employees during the 2015-16 flu seasons.

FirstLight had 431 employees, representing 93 percent of its staff, who received influenza vaccination during the past season of the Minnesota FluSafe program. They received a blue ribbon and certificate of achievement from Minnesota Commissioner of Health Edward Ehlinger for its efforts.

County hosts solar energy summit Interest in solar energy development has been growing rapidly over the last months in Pine County, with farmers and businesspeople looking at how they can benefit from developing solar power. This new type of development has also had an impact on local government officials, many of whom are not familiar with how to handle requests for solar energy development.

Pine County is planning a series of workshops to help both those who wish to launch solar projects and the local officials who must oversee or regulate that. On Wednesday, Nov. 9, 10 a.m.3 p.m., Pine County will host a Solar Energy Summit at the Hinckley Community Room, located at 106 1st St SE, Hinckley.

Workshop 1 (10 a.m. - noon), will offer local governments and elected officials an opportunity to learn how their communities will be impacted by solar development and how they can prepare for wise solar development through planning and zoning.

Workshop 2 (1 p.m. - 3 p.m.) will assist farmers and business owners in evaluation of on-site solar as a business investment including: return on investment, incentive programs, funding options, site selection etc. The program will be presented by the Great Plains Institute

Local poet named ‘Editor’s Choice’

Rock Creek’s Margaret Marty had two poems (“Ode to Weeds” and “Dear Childhood Home”) picked for the recently-published collection, “The Walking Stick: Volume 25 – Voices Past & Present” – and “Dear Childhood Home” was named an Editor’s Choice by the judges.

“The Walking Stick” is a Minnesota literary journal published by the Jackpine Writers’ Bloc produced entirely by Minnesota writers for Minnesota writers since 1995. The poem “Fisher” by Pine City’s Mike Gainor was also included in the volume.

Franken seeks students interested in attending service academy

U.S. Sen. Al Franken’s (D-Minn.) office is now accepting applications from young Minnesotans interested in attending one of the nation’s four military service academies, including the U.S. Military Academy at West Point, the U.S. Naval Academy, the U.S. Air Force Academy, and the U.S. Merchant Marine Academy. In order to attend a service academy, candidates must be nominated by a member of Congress.

Brook Park haunted trail set to scare

It’s the kind of trail you don’t walk alone – dark and heavily wooded with hair-pin turns. There’s only one way in – and if you’re lucky you may get out alive. This naturally creepy setting is home to Jennie and Jeremy Ringler who delight in the chance to scare hundreds of people on their specially designed haunted trail in Brook Park.

“We had about 20 groups last year who, as soon as they got to the ‘Belly of the Beast’ (the second building on the trail) had to have someone escort the groups off the trail because they wouldn’t enter,” quipped Jezzalyn Ringler, the Head Haunt Honcho and daughter of Jeremy and Jennie Ringler.

Ringler’s Haunted Trail is a frightfully fun family tradition, 16 years in the making. It started as an idea to scare their daughter’s Girl Scout troop. It’s blossomed into one of Brook Park’s finest and possibly most fearsome attractions.

“We have people who won’t finish the trail.

They just flat refuse to go anywhere, they’ll freeze,” recalled Jeremy Ringler, who is the mastermind builder behind the terrifying cabins, tunnels and mazes.

Parents — don’t be alarmed. The Ringlers insist little ghosts and goblins will get a kid-friendly experience. The secret to surviving the haunted trail is to buy a glow necklace for the kids.

This tells the chainsaw maniac and crazy lady (a.k.a. the actors) to take it easy on the youngsters.

The ideal witching hour for kids is 7-8 p.m., as the trail tends to get creepier as the night gets longer.

New hair-raising features that could give you a Nightmare on Elm Street include a remodeled spider tunnel, a barn (the perfect place for a chainsaw character to hide), Crazy Lady’s town donated by Crazy Lady’s boutique, upgraded crematory and graveyard, lengthened maze, and revamped Dusk ‘til Dawn Saloon. Regular visitors at the Ringlers’ may be unnerved to find they flipped the direction of the trail. Everything is backwards this year.

Thanks to more than 70 dedicated volunteers, the Ringlers get to scare the living daylights out of Halloween enthusiasts two Saturdays this month. Opening night is this Saturday Oct. 22 and again on Oct. 29, from 7-10 p.m. The last tickets are sold at 10 p.m. Jeremy Ringler said visitors might have a long wait in line. He expects as many

as 600 attendants in one evening.

Have no fear, there is a way to bypass the line for those crazy enough to go first. A fast pass is $18 for adults, $10 for kids. Regular tickets at the window are $10 for adults, $5 for kids, and pre-sale tickets will save you a little bit of money, adults $8, kids $4.

Simple rules for proper trail haunting: No touching or hitting actors, be polite and courteous. The trail can take 40 minutes to walk, but if you choose to run for your life trail time is only 20 minutes.

The killer lighting and visual effects are made possible with 5,150 feet of electrical cord.

Be aware that a little rain can make this trail muddy. Wear good walking shoes and warm clothes. Costumes are allowed but weapons are not, even if it’s part of the outfit. Probably not a good idea to wear a clown costume this year.

It’s ‘get even time’ for big pike

Some anglers may disagree with me, but I think the hardest trophy fish to catch with any consistency is big pike out of clear deep lakes in the summer. The true giants of this species are deep and are often suspended “out in the middle of nowhere” feeding on their preferred forage in these types of lakes – ciscoes (tulibees). But there is a time when we can get even and catch these big predators with relative ease. And that is in fall.

Just like clockwork, these giants of the deep will move up into big weed flats right about after the second big cold front hits the area. In Canada this may be as early as late August/early September, while in their more southern waters this

shallower movement may occur as late as early October. Why they come up from the depths into these 10-to 20-foot depths is probably a feeding situation. The weeds get knocked down a bit and panfish seem to bunch up a lot at this time.

Big weed flats attract these fish like magnets. The best action often occurs on nasty days with stronger winds, and overcast skies that follow a cold front.

There are usually three zones that to consider fishing. Over the top of near-surface vegetation, over the top of weeds 1/3 to 2/3rds off the bottom, and over fringe weeds outside the major weed beds. Trolling is by far the best way to establish a pattern and zero in on the best areas. I troll over the top of the near surface weeds with an L-armed spinnerbait that’s run slightly un-

der the surface. If fishing two lines, one lure should be about 30-40 feet behind the boat, while the other about where the motor’s bubbles start to phase out. When fishing over the mid-depth weeds, run crankbaits just over the tops. Same strategy when fishing over the deeper fringe weeds (which may be only the short dill-like looking brittle sand grass), just run deeper running crankbaits.

If you connect with pike in one zone and the action stops, they will often move shallower or deeper.

Another good tip on a lake where you commonly fish other species, check out a small easier to fish weed bed, and if you don’t connect with a few pike, you might not want to waste too much time fishing the bigger weed flats. Now is the time to get even.

HIGHWAY: County planning $31m in highway projects for 2017-2021 FROM PAGE 1

As part of the new five-year plan, the county approved the removal of state aid designation of 2.25 miles of County State Aid Highway 5 southwest of Pine City and the placement of state aid designation on two miles of County Road 125/ CSAH 67 in Pokegama Township, plus a half mile on County Road 110/CSAH 70 south of Pine City. “This will allow for state aid construction funds to be used on these two upcoming projects,” LeBrun said. CSAH 5/County Road 115 will remain as a county-funded road.

Seventeen of the projects will be paid for from wheelage tax funds that have been collected over the past couple of years, augmented by the new halfcent local option sales tax that will take effect in Pine County starting Jan. 1, 2017.

One unknown factor is whether the proposed Northern Lights Express rail project would affect the county highway system. “We don’t know the impact on crossings yet, or whether it would impact the county plan,” LeBrun said.

Here is a rundown on the projects planned for southern Pine County over the next five years:

2017 PROJECTS In Pine City, the county plans to complete the downtown reconstruction project, consisting of a mill/overlay of a short section of 8th Avenue SE (CSAH 65) between Main Street (CSAH 61) and 2nd Street SE (CSAH 8) plus reconstruction of a third of a mile of 2nd Street SE from 8th Avenue SE to 3rd Avenue SE. In Pokegama Township, Besides the box culvert along Brook Park Road, the county plans to resurface 2.25 miles

of Brook Park Road (CSAH 13) between Henriette Road (CSAH 11) and Beroun Crossing Road (CSAH 14) and 4.5 miles of Beroun Crossing Road (CSAH 14) from Brook Park Road (CSAH 13) eastward to the I-35 Frontage Road (CSAH 54).

In Rock Creek, resurfacing of one mile of Government Road (County Road 106) between State Highway 70 and 560th Street (CSAH 2) is planned.

2018 PROJECTS Five resurfacing projects are planned, including 4.6 miles of Tigua Road (CSAH 53) between Henriette Road (CSAH 11) and Pokegama Lake Road (CSAH 7) and 1.63 miles of Town Hall Road (County Road 122) between Henriette Road (CSAH 11) and Tigua Road (CSAH 53), both in Pokegama Township.

According to county officials, the short bridge at the south end of Town Hall Road is scheduled to be replaced in 2024.

In an effort to funnel traffic around the north end of Cross Lake, the county plans to reconstruct two miles of County Road 125 from Everready Road (CSAH 55) to Cross Lake Road (CSAH 9), along with resurfacing of Everready Road (CSAH 55) between CSAH 61 and CSAH 67.

South and east of Hinckley, the county plans to resurface 1.28 miles of Morris Avenue (County Road 134) from State Highway 48 to Sikkink Road (County Road 133), and 1.25 miles of County Road 133 from Hinckley Road (CSAH 15) to a point 1.25 miles west.

A railroad crossing improvement also is planned along Fox Road (CSAH 17) two miles south of Dahl Road (CSAH 18) southwest of Hinckley.

2019 PROJECTS No county highway projects are planned in southern Pine County in 2019. Imagine that!

A year without county highway construction in the Pine City area. All of the county projects planned will take place north of Hinckley.

(County Road 109) from CSAH 61 to a point one mile west, plus a half mile of Fairview Avenue (CSAH 108) from County Road 109 to State Highway 70.

Also planned is resurfacing of Beroun Avenue and Red Robin Road (County Road 127) from CSAH 61 to CSAH 14 at Beroun.

2020 PROJECTS South of Pine City, projects include reclamation of a half mile of 570th Street (County Road 110/70) from CSAH 61 to State Highway 70; plus resurfacing one mile of 560th Street

“People come to see me from all over – I have clients from Duluth, Minneapolis, Grand Marais, and of course Pine City,” Johnson said.

New clients find her through a small ad that she runs in the newspaper every few weeks. Johnson’s readings take one hour and she tape records them for her clients so that they can replay them later.

“I have judges, teachers, rich, poor,” she said. “They want to know, ‘How’s my court case going to turn out,’ ‘Is my husband cheating?’

But people don’t like change and many don’t want to hear the truth.

“I had a couple come in, and I told them that they’d be living with children, surrounded by mountains,” Johnson said. “They protested: ‘No, we are not moving from Minnesota and we don’t want any children.’”

Seven years later Johnson got a postcard from them from Colorado, and the woman is now running a daycare out of her home.

“I don’t have any idea of exactly when,” Johnson said. “It can be days, weeks, years.”

Johnson taught herself how to do psychic readings by immersing herself in metaphysical books.

“I became fully devoted to my craft only after I was alone and didn’t need anyone,” Johnson said. “I studied for three years, eight hours a day.”

In the beginning friends would consult her for readings. Then she worked for another psychic. Eventually she opened her own business.

“I always knew that this would be what I would eventually follow,” she explained.

“I get visions of something in the same way that a camera flashes. I also see, hear, feel things. Then I verify the information that I received with tarot cards.”

Tact is not one of her strong suits. Any attempts to reason with, ask follow up questions, or (not for the faint of heart) to disagree with her are met with a stern look and verbiage which cuts like a knife. At psychic fairs, other psychics would send clients

to her by saying: “She’s the blunt one.”

“There are different psychics for different things,” Johnson explained. “My information comes from my higher power. Everyone has this gift, but then the brain kicks in and you can’t feel things.”

Johnson was raised Catholic. She went to many churches but didn’t feel inspired or awed in any of them.

“I finally found what I was looking for with Native Americans,” Johnson said.

“They believe that everything has a spirit, that animals are holy. And that is what I believe, too.” Johnson meditates, prays and follows Native American spirituality.

Johnson said that every person can simply ask for help from their higher power. But she warns that you must not demand a specific outcome. And according to Johnson, if you don’t listen to its guidance, you’re going to keep getting hit over the head until you finally get it.

“You learn from the worst of your problems,” Johnson said. “And then you go on to help others with those same problems.”

Mary E. Mans Mary Mans of Hinckl ley died on Saturday, O Oct. 15, 2016, at her h home in Hinckley. She w 85 years old. was Mary Elma Krotz was b born July 17, 1931, the s sixth out of seven child dren born to Charles a and Effie (Broehl) Krot at home in Burleigh tz C County, North Dakota.

A the age of 9 she moved At w with her family to Minnesota, attending grade school at Coin and then to Mora High School where she graduated in 1949. When she was in 8th grade, she came in second in Kanabec County, testing on all subjects. In her 1949 Mora yearbook, Mary’s quote was, “Good things come in small packages.” After high school graduation, Mary went to Minneapolis for three-and-a-half years and worked for University of MN as a Clerk Stenographer. A letter Mary had written to her cousin in Iowa in 1949 indicates that she was walking on air with the perfect job – $140 per month, with student privileges to games and plays. She had a two-week old Smith-Corona typewriter, brand new steel desk and padded swivel chair, very modern.

She met Lawrence Mans and got married on May 15, 1953. They had four children: Charles, LaVerne, Bonnie and Marilyn. She said more than once, “Lawrence Mans was a great man.”

Everybody worked together to make things go, as Lawrence was in a wheelchair from 1958 to 2010, when he died. They raised turkeys and beef cows on the farm. When the kids grew up and were leaving home, they discontinued turkeys and went bigger into beef. In 1980 they retired from farming and built new buildings on the back property for their snowmobile business, parting out older machines for parts, building more buildings, putting up more shelving. Many will remember that Mary ran to get things done; there was not much walking involved. She believed, “work first, play later.” She knew the farming operation inside and out as well as the snowmobile business. She knew what every part was used for and where every

part was located.

Mary was a learner, a reader, a believer in education and science. She was frugal, humble, a dedicated wife, always at Lawrence’s side ready to assist. She was more a listener than a talker, and when she had something to say, it was worth listening to. She loved going on cruise ships with her girls, going on at least 10 over the past 15 years. In 2010, when Lawrence died, Mary became officially retired.

Over the years, Mary enjoyed working on family history, putting out several books she shared with others. She did a little oil painting and acrylic, painting a portrait of each of her grandchildren and some wildlife and landscape scenes. She enjoyed making quilts, afghans, stocking caps, bird houses, but mostly she enjoyed taking her cycle out in the fields, checking on wildlife every day.

Sometimes the ones who work the hardest and give the most are the quietest about what they’ve done.

That’s called honor. They inspire the rest of us. That’s called pride. Mary was all of that and more.

Mary died on Oct. 15, 2016, at home after a 10-month battle with intestinal and lung cancer, with her four children caring for her. This happened during the full Hunter’s Moon; this year it was a rare super moon that brought the moon to the one point that is closest to Earth. It was a beautiful, brightly lit, still night.

She is survived by her children: Charles (Ann) Mans, LaVerne Mans (Mike Sarenpa), Bonnie (Steve) Pearson and Marilyn (Dennis) Dahlblom; eight grandchildren: Jean Tass, Elaine Clinton, Jeff Mans, Ryan O’Donovan, Eric Foss, Erin Hernick, Josh Jacobsen and Molly Ilstrup; eight great-grandchildren: Carter Tass, Hailey Clinton, Rachel and Will O’Donovan, Nora and Hazel Foss, Eliza and Abel Hernick, with the ninth (a Jacobsen baby) scheduled to be born in March; her brother Kenneth of Coin; sisters-in-law: Eileen Mans and JoAnn Hedtke, both of Hinckley, cousins in Iowa, nieces and nephews.

She was preceded in death by her husband Lawrence in 2010; her father Charles in 1950; mother Effie in 1999; four brothers: Walter in 1996, Roland in 1991, Harvey in 2000 and Eldon in 2015; one sister, Doris, in 1996.

Funeral services will be held at 11 a.m. on Friday, Oct. 21, 2016, at First Lutheran Church in Hinckley with Rev. Brenda Wicklund officiating. Music is being provided by Pat Anderson. Pallbearers are Tim,

Phillip, Dan and Dale Krotz, Lee, Larry and David Mans and Richard Pavek. Honorary Pallbearers are Georgeanne Krotz Khaira, Paula Krotz Carlsen, Beth Dybdahl Anderson and Mark Dybdahl. Visitation will be on Thursday, Oct. 20, 2016, from 5 until 7 p.m. at Tatting-Methven Funeral Home in Hinckley as well as one hour prior to the service at the church. Burial will be at Lutheran Memorial Cemetery in Hinckley.

Bessie Steele Bessie Steele of Pine City passed away Friday, Oct. 14, 2016, at Lakeside Health and Rehab at the age of 98.

She is survived by her daughters: Donna Mellum of Isanti, Ruth Demulling of Grasston, Joan (Paul) Wagner of Pine City; sons: Guy Foster of Pennington, Edward (Barb) Steele of Pine City, Gene (Bruce Stripe) Steele of Minneapolis; 23 grandchildren, 50 great-grandchildren, 16 great-great-grandchildren; daughter-in-law Nancy Foster of Onamia; sister-in-law Patricia Foster of Bemidji; many other relatives and friends.

She is preceded in death by her parents Walter and Addie (Weiser) Webster, husbands Clark Foster and Donald Steele, son James Foster, great-grandson Gabriel Clennon, daughter-in-law Charlotte Foster, sonsin-law David Mellum and James Demulling.

Funeral services for Bessie will be Friday, Oct. 21, 2016, at 10 a.m. at the Swanson Funeral Chapel in Pine City. A time of visitation and reviewal is planned for Thursday evening from 6-8 p.m. and one hour prior to the service, all at the funeral chapel. Interment will be in Greenwood Cemetery in Bemidji at 3 p.m. Friday afternoon.

Board Room, Pine County Courthouse, Pine City, Minnesota Chair Rossow called the meeting to order at 10:00 a.m. Present were Commissioners Steve Hallan, Josh Mohr, Steve Chaffee, and Matt Ludwig.

Motion by Commissioner Ludwig to approve the Amendment to the Pine County Courthouse Building Lease. Second by Commissioner Mohr. Motion carried 5-0.

At 10:15 a.m. Chair Rossow recessed the county board meeting to open the Ditch Authority public hearing.

Public Hearing – Partial Ditch Abandonment of County Ditch #7 County Auditor-Treasurer Cathy Clemmer stated a petition was received from Harley Investment Company requesting a partial abandonment of a portion of County Ditch #7. County Engineer/Ditch Inspector Mark LeBrun explained the process for a partial abandonment of a county ditch.

Chair Rossow opened the public hearing at 10:30 a.m. for public comment.

Property owners Bob Kluk, Mark Secrest, Kevin Hofstad, and Dan Blake provided comment as to the effect the partial abandonment would have on their respective properties. Pokegama Township Supervisor Henry Fischer inquired as to the reason for the requested partial abandonment. Kevin Pylka from Polymet Mining stated the request is to restore the property as a wetlands site for wetland credits.

There being no additional public comment, the public hearing was closed at 11:10 a.m.

The board directed the ditch inspector to physically inspect the ditch and report back to the board with results and recommendations. This would also allow the record to remain open until that date for written comments from the public.

Motion by Commissioner Mohr to recess the Ditch Authority meeting and continue the public hearing to October 18, 2016 at 10:00 a.m. or as soon thereafter as possible at the Pine County Courthouse, Pine City. Second by Commissioner Hallan. Motion carried 5-0.

At 11:10 a.m. the Ditch Authority meeting was recessed and at 11:14 a.m. the regular county board meeting reconvened.

Motion by Commissioner Ludwig to approve the 2017-2021 Highway Improvement Plan. Second by Commissioner Mohr. Motion carried 5-0.

Commissioner Chaffee provided an overview of the September 13, 2016 Personnel Committee and made the following recommendations: a. (x) FEDERAL UNIFORM GRANT GUIDANCE The District has elected to exercise the optional “grace period� (retroactive to July 1, 2015) for federal procurements and delay implementation of the procurement standards under Uniform Guidance for all federal grants through June 30, 2017. The District will continue to use existing procurement policies and procedures under the old standards for any federally funded procurements through June 30, 2017.

Motion by Odegard second by Geisler and carried unanimously to approve the Treasurer’s/Cash Flow Report Update.

Motion by Leibel second by Ames and carried unanimously to approve a $.05 increase in adult lunch prices.

Member Odegard introduced the following resolution and moved its adoption: PROPOSED LEVY RESOLUTION: Be it resolved that the school board of Independent School District #578 certify to the county auditor the proposed 2016 Payable 2017 tax levy. The amount of proposed levy is equal to the maximum levy limitation certified

by Minnesota Department of Education and will be sent to the Pine County Auditor for use on the Truth-In-Taxation levy statements. The adoption of the final 2016 Payable 2017 tax levy will be voted on at the Monday, December 12, 2016 board meeting at 6:30 p.m. At this time and date we will hear public comments and respond to questions regarding the proposed 2016 Payable 2017 tax levy.

The motion for the adoption of the foregoing resolution was duly seconded by Member Geisler and upon roll call being taken thereon, the following voted in favor thereof: Odegard, Connaker, Ames, Leibel, Peterson, Geisler, Ascheman.
