Pine County’s planned separation from Kanabec County on public health is a sure thing. After working together in an enhanced collaboration for the past 20 years, Pine County decided to part ways with its neighbor and instead develop its own internal public health capacity. It was a rocky road for starters, as both counties worked with the Minnesota Department of Health to untangle a myriad of public health grants, programs, and staffing. Kanabec County Coordinator Patrick Christopherson likened the situation to a divorce due to irreconcilable differences. In recent years, Kanabec County provided administrative and financial oversight of the joint county public health initiative and Pine County simply wrote a check to Kanabec County to cover its share of the cost, which this year amounted to a little over $360,000 in taxpayer levy money. But the situation was awkward, with Pine County employees reporting to Kanabec County staff under the direction of Kanabec County Health and Human Services Director Wendy Thompson, along with a five-member board comprised of two or three commissioners from each of the counties on a rotating annual basis. The separation caught Kanabec County officials by surprise, but Christopherson said the county is working its way through the transition as well. The impact may cost Kanabec County an extra $60,000 next year, but county officials hope to absorb that or seek additional financial help from the state. As the “aggrieved party,” Kanabec County may qualify for additional state funds to assist with the transition. The good news is that most of the bugs are worked out and the counties are on track to complete the separation by the end of the year with little or no

Farmer makes child’s combine dreams come to life Three-year-old Will was driving with his family through farmland outside Pine City last weekend. Though Will is from Blaine he has always loved John Deere toys, tractors and only wants to wear John Deere clothes. The family stopped along the side of a gravel road to check out a John Deere combine in action, and the friendly farmer they were watching stopped and offered to give Will a spin around the field as his co-pilot. An awestruck Will jumped at the chance, and was all grins afterwards. Will’s Grandma Ann, who shared this story with the Pioneer, put it best: “What an amazing kindness. God bless farmers and the little boys that admire them.”

Former Rush City teacher Jon Michael Hughes, 56, of Pine City, has been charged in Chisago County Court with two counts of felony criminal sexual conduct for al-
legedly engaging in sexual relations with a female teenage student during the late 1980s. Hughes was a teacher at Rush City High School from 1984 until he resigned in 2000. A Chisago County in-
vestigator found that at the time Hughes retired from teaching, he had signed a formal legal acknowledgement that he had engaged in an inappropriate relationship with the student from 1987-1989, and said he
agreed to the revocation of his license and said he would never again apply for a reinstatement of his teaching license. However, in an interview with Chisago County investigators, Hughes denied having any sexu-
al relationship with the student before she turned 18. He said he never challenged losing his teaching license because he did not want his former students to be interviewed. Hughes’ next court hearing is set for Dec. 28.
