Stall Office Hours – Oklahoma Ford Dealer Barn Entries and stalls may be paid by personal check, money order, Open 24 hours per day beginning Wednesday, Oct. 31 at noon. VISA, Mastercard, Discover, or American Express. Back Number Lamination – at Show Office All checks are deposited on the day we receive them. Exhibitors can get their back numbers laminated for only $2 per All entries and stall reservations must be postmarked by October back number. The money raised from laminating supports the Pinto Heritage Foundation scholarship program. 5, 2018 in order to pay the pre-entry fees.

ARRIVAL The barns will open at noon, Wednesday, Oct. 31. ABSOLUTELY NO ARRIVALS WILL BE ACCEPTED PRIOR TO THIS TIME. All equine must have their health certificates and Coggins papers checked.
Department of Animal Health Division requires that all equine must be accompanied by an official health certificate dated within 30 days prior to arrival onto the show grounds by a licensed veterinarian from the state of origin. An inspector will review all Coggins test and health papers before any equine is admitted onto the horseshow grounds. Any equine arriving without a negative Coggins test and DEPARTURE Health Papers will be quarantined until released by the show All facilities must be vacated by noon, Sunday, November 11. veterinarian. All equine must have a: 1. A 12-month Negative Coggins test. The State of Oklahoma Department of Animal Health Division requires a negative Coggins Test, showing said animal to be negative to either AGID or ELISA test for EIA within 12 months prior to show EBUF NVTU BDDPNQBOZ BMM FRVJOFT 'PBMT NPOUIT PG BHF and under are exempt from this requirement if accompanied by their negative tested dam. Date and results of this test must be shown on the health certificate. Test result papers should include animals REGISTERED NAME (rather than barn names) and MARKINGS. 2. 30-day Health Certificate are required for all equine entering the Expo Square facility. CHECK-IN PROCEDURES IMPORTANT: Absolutely no animals will be allowed onto the show grounds until noon, Wednesday, October 31. Especially on the first move-in day, there could be a line of trailers at the first check point, this line usually moves quickly, but please be patient while the health inspectors move as quickly as possible.

Checkpoint #1 - Stalling Office, Oklahoma Ford Dealer Barn. Take health and Coggins papers to the stall office. All papers must be stamped. No electronic papers accepted. Must be printed on paper. Checkpoint #2 - After promptly unloading your trailer, please move your trailer to the designated secured trailer parking area North of the Feed Store so other people may unload. Checkpoint #3 - Show Office, lower level of the Ford Truck Arena. Bring your stamped health papers, to the show office and pick up your Show Packet that contains back numbers, class lists and other vital information. Registration All horses must be permanently registered with the association they wish to show with at the time of exhibition. Any entry not registered with PtHA®, must submit a copy of registration papers or permits with their respective associations or registries at the time of entry. Leases If a Pinto is to be shown by a Youth or Amateur that is NOT the current owner or related to the current owner, the exhibitor MUST have a current Lease for the Pinto on file with the PtHA®. ABRA, and ApHC horses must follow association rules regarding leases. Transfer of Ownership No transfers will be accepted at the show. All horses must be transferred prior to the first day of the show. Rush fees will be charged on Transfers of Ownership for Pintos wishing to enter the Congress if transfer is received in the office after Oct. 5, 2018.
MULE & DONKEY SHOW INFORMATION This is an approved show held under the registration requirements and show rules of the PtHA®. Exhibitors wishing to participate in Amateur classes must have a current PtHA® Amateur Card at time of entry. No exceptions. DRAFT MULE DIVISION All group/hitch/teams will be issued one (1) back number. If owner has more than one (1) team competing, second team will be issued a separate number. Complete all information on entry form including hitch, class numbers and driver name.
STALL INFORMATION All animals must have a stall paid for each day exhibiting. No more than one animal may occupy a stall. Anyone using an unassigned stall for grooming, storage or stalling of a horse will be charged a full show stall fee for the use of that stall. Anyone not obtaining their stall assignment from the Stall Manager, or found to be stalling horses in stalls not yet paid for, will be eliminated from the show by management. The Stall Manager must make any change in stall assignments. Group Stalling Persons wishing to stall together must submit stall reservation forms in the same envelope, along with the full payment of stall fees. Stall Reservations Any reservation received without full payment will be considered received on the date complete payment is received at the PtHAÂŽ office. Payment is deposited upon receipt, but does not guarantee assignment to a requested stall area. Stall assignments will be based on the stall locations previously established at past Color Breed CongressÂŽ Shows. Any equine or tack stall still occupied after deadline will be charged $100 per day, per stall until vacated. Feed and Bedding Bedding will be the responsibility of the exhibitor/owner. Straw and coarse shavings are allowed as stall bedding. Individuals may bring bedding for their own use, but the sale of bedding by exhibitors/owners is prohibited under PtHAŽ’s contract with Expo Square. Feed and bedding orders will be taken by Pete’s Feed, located on the north end of the Expedition Barn, (918) PS All payments must be made to PETE’S FEED at the time of ordering. Soiled Bedding All soiled bedding must be disposed of in designated bins only. Please do not put bedding in trash cans. Removing Panels/Damages If panels are removed from stalls, a $20 fee will be charged to the PtHAŽ account of the stall renter for EACH panel not returned to original position prior to move out. Any other damage assessed by Expo Square will also be charged to the stall renter. Safety Congested aisles and alleys are an inconvenience and a safety threat for other exhibitors and animals. Please exercise common courtesy and sensible judgment in regards to the placement of chairs and items that may block aisles. No aisles may be closed off. See also: Stall Decorations. Show management reserves the right to ask any person, whose animal, equipment or decorations are creating a dangerous situation, to move locations. Stall Decorations Absolutely no decorations will be allowed to protrude into the barn aisles. If seating areas, entertainment centers, etc., are desired, additional stalls may be purchased for this purpose. All decorations must be attached using temporary set-ups and must be removed by the decorator prior to move out. Use of nails, tacks or any similar material is prohibited. Wash Racks Animals are to be washed in wash racks only. Bathing of animals in stalls, walkways, streets or any other area is prohibited. Photography and Videography Only photographers and videographers under contract with the PtHAÂŽ will be allowed to take photos or video of any horse, exhibitor, owner, staff member or those associated with the show during the Color Breed CongressÂŽ. Persons directly related to or associated with an exhibitor may take photos or video of

The final right to settle all conflicts of each participating breed is reserved by the Show Management. If this Premium Book and the rulebooks do not cover a rule and/or condition, the PtHAÂŽ Executive Director will make the final decision. Responsibility and Liability See also PtHAÂŽ Rule B3 and B4. It is agreed that by entering the Color Breed CongressÂŽ, either as an owner or exhibitor or in any way assisting in the Color Breed CongressÂŽ, the Pinto Horse Association of America, Inc., the PtHAÂŽ Executive Committee, staff, independent contractors and Expo Square shall not be held responsible in any manner for loss or damage to any animals, owners, exhibitors, handlers, affiliated parties, property or properties associated with these aforementioned articles. Errata In the event of typographical or other errors in this Premium Book, the correct spelling or meaning shall be substituted as the context applies.

ENTRY SUBMISSION All entries must be postmarked no later than October 5, 2018, to avoid post-entry fees. Entries must be submitted on the official Entry Form for this show and may be photocopied as needed. Entry Forms must be complete, with all class numbers and proper signatures included. ENTRY SUBMISSION CONTINUED Incomplete Entry Forms may be returned unprocessed. Entries without payment of full fees, entries paid by returned checks or credit cards declined after close of entries, will be considered postentries, with additional fees assessed accordingly.

ENTERING CLASSES WITH PAYBACK If entering any Cash Challenge, NSBA Color Classes, or Open NSBA dual-approved class, the owner must complete the financial information included on the entry form to be eligible for payback. ADDING CLASSES No classes will be added at the gate. An Add Form MUST be completed at the Show Office the day before the class the exhibitor wishes to enter. SCRATCHING CLASSES As a courtesy to show management, any exhibitor wishing to scratch a class must complete a Scratch Form at the Show Office BEFORE that class is called to the makeup pen. There are no refunds for scratched classes. If a class is scratched with the show office before the class enters the arena, then a class may be substituted for $15 per class. SUBSTITUTING CLASSES Classes may be substituted on a horse that is already entered. If a class is scratched with the show office before the class enters the arena, then a class may be substituted for $15 per class. ‘No Show’ entries WILL NOT be eligible for substitutions. A Substitute Form MUST be completed at the Show Office the night before the class the exhibitor wishes to enter. SUBSTITUTING A HORSE Any horse (Youth, Amateur or Open) that has been scratched entirely from competition, in writing, may be replaced at a fee of $15 per class, in addition to the office charge on the new horse. But, the new horse must be owned/leased by the same owner/ lessee as the scratched horse. SUBSTITUTING A RIDER Riders may be substituted in OPEN classes, only if the horse is already entered in the class. A Rider Substitute form must be filed at the horse show office before the class enters the arena.

If eligible, refund checks will be mailed approximately 30 days after the conclusion of the show. No other refund requests will be honored. All checks are deposited on the day we receive them. PAYMENT OF FEES Checks - Checks should be made to the Pinto Horse AssociationÂŽ in U.S. Funds. A $35 penalty will be added to the amount due on any returned check. Returned checks not cleared by October 5, 2018, will result in post-entry charges on all associated entries. All checks are deposited on the day we receive them. Credit Cards - American Express, Visa, MasterCard or Discover cards will be accepted for entries and all show related fees. When entering: provide the account number, card expiration date, exact name appearing on the card and association membership number (if applicable) of cardholder AND horse owner. Charges made at the show will require the use of the actual credit card. In the event that a credit card is declined by the credit card company, a $35 penalty will be added to the amount due. Post-entry fees plus $35 penalty will apply if credit card is not honored by Oct. 5, 2018. FLAT FEE Youth or Amateur/Non Pro exhibitors may pay a Flat Fee for each rider/horse combination and enter a maximum number of ten classes for which they are eligible. All classes the Youth or Amateur wishes to enter under this plan must be listed on the ORIGINAL ENTRY. If adding classes after the original entry form is submitted to an entry that is on the Flat Fee, the additional classes will be considered separate and will NOT be eligible to be under the Flat Fee. These classes will be charged, using the post-entry fee. Classes may be dropped at no charge, but exhibitors must notify the Show Office of any such scratches prior to the start of the affected class(es) to be eligible for class substitutions. Cash Challenge classes are not eligible to be used for Flat Fee Classes.
SHOW RULES Admission to the Arena No person will be permitted to enter the arena, except participants in the class, judges and their assistants. In classes where attendants are allowed, they will not be permitted in the arena until summoned by the judge. Arena Gate Calls Barn calls are a courtesy and will be made for each class. Regardless of the circumstances, it is the exhibitor’s ultimate responsibility to report to their class on time.

Attire All attendants must be neatly and suitably attired for a Horse Show, long sleeves or a lab coat and appropriate footwear are required. Shorts, tank tops, sandals, etc., are not considered proper. Hats are optional, but ball caps are not permitted. The management may, at their discretion, bar any entry or person from entering the arena if deemed not suitable to appear before an audience. Breaks PtHA® reserves the right to reschedule any published breaks as necessary. Additional breaks will be announced as deemed proper according to the progression of the show.

Class Placings During the Color Breed Congress®, the announcer will announce the placings under each judge, as well as the average placings in all classes. Average placings only will line up for awards. Results of classes are considered final upon receipt of the judge’s cards, unless an error in tabulation has occurred. PtHA® reserves the right to correct obvious errors on judges’ cards when detected. Commercial Exhibits/Vendors If an individual wishes to sell or advertise tack, clothing, jewelry, furniture or any miscellaneous merchandise, a signed vendor contract must be on file with PtHA®. In addition, the merchandise must be sold in designated vendor areas only. No items may be sold out of the barns or parking lots. Anyone found in violation of this rule will be issued a written warning on the first offense. The second and all subsequent offenses will yield a $500 fine each. Disqualification Abuse – Any equine that shows evidence of fresh blood in the mouth, nose, chin, shoulder, barrel, flank or hip area will be considered to be abused and may be excused from the arena. Dishonesty – Any exhibitor that has made or caused to be made any false statement in regard to any animal or article exhibited,
or if any exhibitor shall attempt to interfere with the judges in the performance of their duties, he or she shall be excluded from exhibiting. General – In all individual work classes, simple majority opinion of the judges shall prevail, such as off pattern and lameness. Lameness – A equine will be excused from the arena if a simple majority of judges disqualify the entry due to lameness. Loose Equine – Any equine that becomes separated from its handler, rider or driver and cannot be caught by the original exhibitor or is beyond the exhibitors control may be disqualified and excused from the arena. Drug Declaration A Pinto that has received medication that contains a prohibited substance may be shown if all requirements listed in PtHAŽ rule ( BSF NFU BOE B ESVH EFDMBSBUJPO GPSN IBT CFFO DPNQMFUFE and returned to the Show Office. Electronic Devices Any exhibitor using an electronic device in the show arena will be immediately disqualified. (Exception: Reasonable Accommodation certificate has been issued.)
Exhibitor Back Numbers It is the responsibility of the exhibitor to verify, prior to entry into the ring, the correctness of their exhibitor number. Any exhibitor not displaying a number or displaying a wrong number will not receive credit for placing in that class. Back Numbers shall be worn at all times when exhibiting in classes. Each judges’ decision is an individual call. Patterns All patterns will be printed in a pattern book. One pattern book will be available to each exhibitor. It is the exhibitor’s responsibility to check the boards behind each arena before their class starts in case any changes and/ or corrections to the pattern have occurred. Protests See PtHAŽ Rule G14. All protests must be given to the show office in writing and signed by the protester within 12 hours of the time of the cause of the protest and must be accompanied by $250. Results Posting Results for each Class will be posted at the PtHAŽ Booth and on the PtHAŽ Web site. Inhumane Treatment No person shall treat any equine in an inhumane manner. This prohibition against inhumane treatment applies to PtHAŽ members and non-members. Inhumane treatment shall include, but not be limited to, the prohibited conduct specified below. Inhumane treatment to equine other than Pintos and other animals used in competition is included in this prohibition as it indicates a general course of dealing with equine, which is unacceptable to PtHAŽ. 1. For purposes of this rule, a person responsible for the care of a horse is also responsible for and may be disciplined for the inhumane conduct of their trainers, agents, representatives and employees. For violation of this rule, an individual may be disciplined, suspended, fined, denied PtHAŽ privileges, disqualified, expelled from show

Exercise/Longeing Exhibitors will receive a schedule of available practice times for some specific disciplines in their show packets. No longeing will be allowed in the arenas. Longeing areas will be designated and should be closely followed.
Make sure the veterinarian uses registered names on the health certificate and Coggins papers. If current Health and negative Coggins are not available upon arrival at the show, the equine will be quarantined until released by the Show Veterinarian. All tests will be at the owner’s expense.

All animals are subject to a physical inspection by the Show Veterinarian at the discretion of the Show Committee. Any horse deemed contagious by the Show Veterinarian must be removed from the show grounds immediately. Any animal on the grounds in immediate need of veterinarian care will be treated at the expense of the owner, if the animal’s owner(s) cannot be located.

Barn calls are a courtesy and will be made for each class. It is the exhibitor’s responsibility to report to their class on time. Gate Rule A one-minute gate rule will be enforced. After the final call for a class has been given, the gate will be closed in one minute, and no late participants will be accepted. Barn calls are made as a courtesy. It is the responsibility of the exhibitor to be aware of the progression of the show and be ready for their class when it enters the arena. No refunds for missed classes. Class Conflict In the event that a horse or exhibitor is entered in two classes in separate arenas that have a potential to be showing at the same time, the Paddock Master of each arena must be notified by filing a class conflict notification with each paddock at least 2 classes prior to conflict. The Paddock Master will make an attempt to accommodate conflicts. Please keep the Paddock Master of each arena advised if your situation changes. Class Conflict Forms are available at both Paddocks. Split Classes Any rail class deemed necessary by the Show Staff will be split. All recalls from the average card will be announced in random order by exhibitor number and will retire to the Paddock area until called for the final go. Rail Classes Timer In all rail classes, a maximum time will be set for exhibitors to enter the arena. A timer will be visible to the Paddock area. When time has expired, the gate will be closed and no one will be allowed to enter the arena. Tack Changes All tack changes must be pre-scheduled with the Paddock Master on an official request form. Three minutes after the final class call will be allowed for all changes to be made in the Paddock Area. Working Order All individual work classes will have a working order. The order will be posted in the make-up area. Show management reserves the right to make changes as deemed necessary. If an exhibitor does not show up for their turn in the working order, it will be considered a missed class and they WILL NOT be moved in the order.
PADDOCK PROCEDURES Exhibitors must check in with the paddock. The paddock will call exhibitors to enter the arena in their posted order of go. Only the exhibitors in the class that immediately follows the class in the arena will be allowed in the paddock area. CLASS/HIGH POINT TABULATION RULES Point Tabulation Association points (ROM, National, etc) will be earned following the rules of the respective association. Class Placings A four-judge system will be used at this show with the low card being dropped before the average card is tabulated. In the event of a tie, the entry appearing highest on the tiebreaker judge’s card is placed highest in the average. The judge designated as tiebreaker will be alternated from class to class. High Point Rules - Color Breed CongressŽ All classes in which an Equine, YA/Equine or AM/Equine is eligible will count toward High Point awards in their respective divisions. Cash Challenge and Grand/Reserve Halter classes do not count for High Points. Halter does not count for Leadline, Walk/Trot or Novice High Point. High Point awards will not be final until the last class in the division has been tabulated. Awards will only be released after the tabulation is final. High Point Tabulation High Point awards do not follow ROM standards. Therefore, it is possible to have the greatest number of ROM points in a division, and not be High Point for the show. High Point awards will be tabulated using the average card according to the following scale. Security Security of personal property (equine, tack, trailers, vehicles, etc.) is the responsibility of each individual. Expo Square maintains security patrols of the fairgrounds and barn area each day of the Color Breed CongressÂŽ. However, PtHAÂŽ and Expo Square will not be held responsible for personal property. Signs/Advertisements Bulletin boards are provided for the posting of signs, advertisements and posters. Any sign posted on a painted surface is strictly prohibited by Expo Square. A fine will be assessed for any violations.
