DEVELOPMENT ORIGINATION History of AUDA:

The Bombay town planning Act 1954 was in force ( from 1st April 1957 ) with the state of Gujarat, to control town-planning activities only within the jurisdiction of local authorities. Due to urbanization, rapid development and industrialization, planning activities within peripheral limits of cities and town accelerated. To control haphazard, unplanned and uncontrolled development activities within peripheral limits and to create better environmental condition on scientific basis, the state government consider necessary to replace the aforesaid act by most comprehensive legislation. Hence the new comprehensive legation the Gujarat town planning and urban development act 1976 (here in after referred as ‘the Act’) came in to force on 1st February 1978. under the provision of the said Act, particularly in which , the state government has power to declare development areas and to constitute area development authority as well as to declare urban development areas and to constitute urban development authority, for their receptivity areas.

The state government is of opinion that the object of proper development or redevelopment of the city and its periphery may be considered necessary will be best served by a special authority, not by an area development authority. Therefore the state government constituted Ahmedabad urban development authority on 1ST February 1978 as per the provision of the Act. The state government has declared as urban area for AUDA admeasuring 1294.65 sq. kms. including AMC area (190.84sq.kms) and four growth centre of Kalol (30.99 sq.Kms.) Dahegam (26.0sq.kms.), Sanand (40.42 sq.Kms.), Mahemdabad (13.15 sq.Kms.).

Objectives of authority: The function of the authority shall be contributed towards planed and development for the entire urban development area and fulfils the objectives of the Act. With this expectation the authority formulate the following objectives.

1) Orderly planned development and its control for the entire urban development area in a comprehensive manner, 2) Balanced distribution population in urban and rural area as well as the distribution of amenities and facilities in a proper hierarchical system, 3) Effective linkage to the various settlements.

4) Optimum use of urban land, by way of compact development of the city to achieve proper relationship between work area and living areas, 5) co- ordination of various developments activates in the urban area.

POWERS AND FUNCTIONS OF THE AUTHORITY

Sub section (1) and (2) of the section 23 of the Act shows the functions and powers of an urban development authority. The functions and powers are grouped, according to the nature of activities, as under. (a) Planning Function: (i) To carry out surveys in the urban development area for the preparation of Development Plans or Town Planning Schemes. (ii) To undertake the preparation of Development Plans under the provision of the act, for the urban development area. (iii) To undertake the preparation and execution of Town Planning Schemes under the provision of the Act, if so directed by government.

(b) Implementation Function: (i) To execute works in connection with supply of water, dispose of sewerage and provision of other services and amenities. (ii) To carry any development works in the urban development area as may be assigned to it by the state government from time to time. (c) Enforcement Function: (i) To control the development activities in accordance with the development plan in the urban development area. (d) Co-ordination Function: (i) To guide, direct and assist the local authority or authorities and other statutory authorities functioning in the urban development area in matters pertaining to the planning, development and the use of urban land. (e) Powers: (i) To acquire, hold, manage and dispose of property, movable or immovable, as it may deem necessary. (ii) To enter into contracts, agreements or arrangements, with any local authority, persons or organization as the urban development authority may consider necessary for performing its functions. (iii) To exercise such other powers and performs such other functions as are supplemented Incidental or consequential to any of the foregoing powers and functions or as may be directed by the state government. (iv) The urban development authority may with the approval of state government, delegate any of its functions to the local authority or authorities functioning in the urban development area.

ACTIVITIES IN DIFFERENT BRANCHES OF AUTHORITY: All the activities are towards planned and controlled development for the entire area and to create good environment with social and physical infrastructure facilities. No. of activities are carried out to perform the duties and functions and to fulfill the purpose of the Act. The different activities are carried out by (a) planning branch (b) engineering branch (c) estate branch (d) survey branch (e) drainage recovery branch (f) account branch (g) administrative branch. The planning branch carries out the major activities of authority. This branch carried out (a) planning functions, (b) enforcement functions and (c) general work of the authority.

Activities of Planning Branch: This branch carries out the major activities of authority. This branch carried out (a) planning functions, (b) enforcement functions and (c) general work of the authority. The Drawing Branch is also a part of planning branch. The main activities of planning branch are as under (a) Planning Functions: (i) To carry out existing land use survey, socio-economic and development potential studies for the development plan and town planning schemes. (ii) Preparation of Draft Development Plan and Draft Town Planning Schemes. (iii) Preparation of broad and detail lay out and designs of projects and schemes of authority like housing. (b) Enforcement Functions: To control the development activities in accordance with development plan proposal, Scrutinizing the application for building permission and issuing development permission.

Monitoring of the under construction works and identifying unauthorized construction.

(iv) Taking action against unauthorized constructions according to provisions of the act, rules and building regulations, (v) To implement or execute Town Planning Schemes, (vi) To follow the legal matters against unauthorized constructions and other planning branch related matters pending before the court.

(c) General Work: Levying and collecting scrutiny fee, development charges and other impact fees, Issuing registration of architect / engineer, (iii) General correspondence with the state government and its department and other local authorities, and furnishing details to them, (iv) General correspondence with public and elected officials and furnishing details to them. The reply of the Starred questions from the House of the Legislative Assembly. v) Co ordination with AUDA's other department.

B. PROJECT UNDERGOING IN DEVELOPMENT PLAN UNIT, AUDA.

Preparation Of Second Revised Draft Development Plan 2021

The data was already collected when we arrived in AUDA. Data was collected with the help of primary survey, secondary survey and also with the collaboration with BISAG. All the primary and secondary data were entered within GIS framework and further analysis are being carried out.

This is India’s 1st Development Authority which is using GIS for the preparation of its development plan. The authority has organized its own Development Plan Unit. Various analysis such as demographic, land suitability, etc are being carried out using all the collected data in GIS. The authority also includes the inputs of all the major stakeholders associated with this development plan.

C) SUMMARY OF WORK DONE

• Management of government land information by assigning them Attributes Using ArcGIS.

• Preparation of government land information data-base (e.g.: agriculture, gauchar, etc.) for 173 villages in AUDA area.

• Study of different layer properties in ArcGIS. (e.g.: Labeling, Symbology, Query, etc.)

• Extraction of village wise government land data using complex SQL queries within GIS framework.

Preparation of the maps in layout view using legends & different Parameters such as data frame, title, textbox, north arrow, scale bar etc.

Showing the different government landuse classes by giving them Standard color palette (Codes – having Specific RGB Ratio) finalised by AUDA.

 Assigning the Attributes of Reserved land for authority in the final plot of Town Planning Schemes of AUDA & AMC Region.  Preparation of data-base of plots reserved as Authority land (e.g.: garden, open space, neighborhood centre, Sale for Residential/Commercial, etc.) in 102 schemes (out of 104 schemes) Town Planning Schemes in AUDA old limit and 30 Schemes (out of 103 Schemes) in AMC old limit.  Data were compiled from final F-form details and AutoCAD drawings of the respective Town Planning Schemes of AUDA and AMC.  Preparation of map showing final plots reserved as Authority land in AUDA and AMC area. The maps were prepared in accordance to the recommended color scheme as mentioned in Gujarat Town and Country Planning Act.

 Study the Analysis tools from ARC Toolbox (e.g.: Clip, Split, Select, Buffer, Multiple Ring Buffer, Union, Erase, Intersect etc.) and find out where & how they can be used for different analytical purpose.
