Decision time on Southlands plan Century Group proposal for controversial Tsawwassen property to go before municipal politicians on Monday BY

SANDOR GYARMATI

sgyarmati@delta-optimist.com

The application to develop the controversial Southlands property in Tsawwassen will reach another critical juncture on Monday. That’s when Delta council is set to decide what to do with the proposal by the Century Group, which formally submitted an application almost two years ago that’s slowly wound its way

through a lengthy and complex process. A report by Delta CAO George Harvie lays out three options for councillors: refer the application back to staff again for more information, give it preliminary approval and send it to a public hearing, or deny it. Should council decide to move the proposal forward, a public hearing would be held at the South Delta Recreation Centre

starting Oct. 28. In his report, Harvie noted staff has dedicated a considerable amount of the time processing the application, including hosting several public information meetings. The Southlands site actually comprises seven properties with a combined area of 217 hectares (537 acres). The application involves a request for 950 residential units in various forms and densities, including single-family

homes, townhomes, apartments and live-work units, on 20 per cent of the site. The application also involves over 7,400 square metres (80,000 square feet) of commercial space. Century is proposing to construct a connector road, which would extend from 3rd Avenue and Boundary Bay Road to 4th Avenue and 56th Street. Century is also proposing to transfer 172 hectares (425 acres)

of land to Delta, amounting to 80 per cent of the site. That would be used for agriculture, natural habitat, public open space, including a Market Square, and greenways. In addition to land, the owner is proposing to transfer ownership of the Alexander/Gunn House and the Red Barn to Delta. Both buildings are in the proposed Market Square area. Blasting back at noisy cannons Fed up with bird-scaring devices on blueberry fields, residents gather in East Ladner to devise plan of action BY

SANDOR GYARMATI

sgyarmati@delta-optimist.com

Residents annoyed with the deafening sound of blueberry field cannons are being urged to take action. More than 150 people attended a community forum organized by a group of concerned citizens Wednesday evening at the Sundance Inn in East Ladner, a community that has seen a steady increase in farms converted to blueberry crops with cannons as the preferred choice to scare away birds. “We’re going to challenge unethical farming practices. There’s a lot of ethical farmers here, so we don’t want to tar them all with the same brush, but we’re going to go after the unethical ones,” said Sandy Strukoff. Guest speaker Kevin Mitchell with Ban the Cannons told the audience of the ongoing difficulties residents face in curbing the incessant noise. He explained some of the avenues they can take, including detailed videos and notes, as well as registering complaints with municipal hall. Mayor Lois Jackson promised that Delta would lobby for stronger regulations. B.C. Ministry of Agriculture guidelines allow cannons to be used from 6:30 a.m. to 8 p.m. According to Ban the Cannons, the devices are not even necessary. Some of the alternatives for bird control proposed include netting. Bert van Dalfsen, manager of the Ministry of Agriculture’s Strengthening

Delta Mayor Lois Jackson, bylaws manager Hugh Davies and Coun. Ian Paton (foreground) were among the 150 or so at a community forum Wednesday on the blueberry cannon issue. Delta council will discuss the problem at its meeting next Monday. Farming Program, told the Optimist this week those concerned about propane cannons have several avenues to have their complaints addressed. The B.C. Blueberry Council has a liaison officer who responds to complaints, educating neighbours and farmers on the rules governing the use of cannons. Mitchell, though, noted the council has no enforcement powers. Some local governments have enacted their own noise bylaws on the use of propane cannons. Another lengthier complaint process would be through the B.C. Farm Industry Review Board, charged with administer-

ing the Farm Practices Protection Act. Mitchell described at Wednesday’s forum how lengthy and challenging the

means farmers could challenge noise bylaws. A safer bet for local governments is to pass a farm bylaw that has provisions

board’s process really is for residents, who inevitably are told the farm in question is following normal farm practices. Farmers have the Farm Protection Act, aimed at protecting farmers from complaints or local government nuisance bylaws. That

for audible devices, van Dalfsen noted. “To pass a farm bylaw, they need to be regulated under the local government, so it would first be an order-in-council decision made by cabinet. The farm bylaw would require the minister of agriculture

approval to have effect,” he explained. “If you have a farm bylaw, and Delta, the Township of Langley and the City of Abbotsford all have that ability to pass farm bylaws, they would need ministerial approval, then the farmer would have to follow that farm bylaw before they would receive protection under the Farm Practices Protection Act.” About a decade ago, Delta council began a long and arduous process of trying to pass its own farm bylaws, but was rejected by the Ministry of Agriculture every time. New bylaws were eventually approved, but only after they were was carefully worded by Delta staff to follow provincial

farming regulations. That means Delta can’t stray too far from provincial guidelines. However, in 2009, Delta amended its regulations, with ministry approval, implementing a mandatory break from noon to 3 p.m. in cannon firing. Delta also managed to enact a change requiring cannons to be 300 metres from residential property, up from 200 metres, although cannons are still only required to be 200 metres from adjacent farm dwellings. Delta council will discuss a staff report on the issue Monday. Civic bylaws manager Hugh Davies noted the municipality is constrained by provincial regulations, but there are some measures it can take, including increasing fines, which are presently only $300. Coun. Ian Paton said only a few farm property owners are causing all the aggravation for residents and that the absentee landowners are showing no courtesy. Local dairy farmer Colleen Terpsma, whose property is surrounded by blueberry farms, said she’s had the same frustrating problem for six years with the same neighbour. “These cannons should be used as a last resort but these property owners see it as a first and only resort,” she said. A message was conveyed on behalf of MLA Vicki Huntington Wednesday that she has spoken to the agriculture minister about the complaints and is asking for a visitation of the guidelines as well as study of the alternatives to cannons.

Teen arrested in Tsawwassen gropings facing six charges BY

Delta police arrested a local teen last week after a series of sexual assaults in South Delta this spring.

In June, police asked for the public’s assistance in identifying a young man who was allegedly groping women in Tsawwassen. In each case, the suspect ran up behind an unsus-

pecting female and either grabbed their buttocks, or bear hugged them around the waist and breasts, before fleeing on foot. On July 17, officers arrested a 14-year-old boy.

The teen, who cannot be named due to his age, is facing six charges of sexual assault. He has been in police custody since his arrest last week and is scheduled to appear in court

next week. “Allegations like this we take very seriously,” said Delta police spokesperson Sgt. Ciaran Feenan. Police are continuing to investigate and have

set up a tip line. Anyone with information about the alleged sexual assaults is urged to call 604-946-4411 and refer to file 13-11497, or Crime Stoppers at 1-800222-8477.

Differing opinions on Century farming plan for Southlands

Developer responds to scathing assessment by ministry agrologist BY

SANDOR GYARMATI

sgyarmati@delta-optimist.com

The Century Group is firing back at questions raised about the viability of its farming plan for the Southlands. A few weeks ago Delta council received a lengthy letter from Kathleen Zimmerman, a regional agrologist with the B.C. Ministry of Agriculture, offering a scathing assessment of the Century Group’s proposed community-based farming district. The company is hoping to develop 20 per cent of the controversial Tsawwassen property with 950 housing units, while handing over 80 per cent of the site to Delta. Much of the land to be given to Delta would be used for soil-based farming, according to the development application, which proposes a multi-phased plan over 30 years. Century Group last fall submitted a consultant’s report explaining how the farm district would work, describing the proposed community farm types as well as governance and management structures. The farming would generally occur on a smaller scale, allowing a greater diversity of farming types. The report notes the economic benefits of the farm district, covering 209 acres, for Delta and its residents include over $2.39 million per year in net revenue for farmers, approximately 26 full-time jobs per year created and over $233,000 per year in net revenue for the proposed governing nonprofit organization. Total net revenue for the 30-

The Century Group plan calls for both small-scale and large-scale farming. year time period would be approximately $2.8 million for the governing organization after start-up costs. “This scenario successfully illustrates how such a community-based farming endeavor could be economically self-sufficient after only ten years of operation and serve as an innovative model for communitybased farming in Metro Vancouver and beyond,” the report states. In her letter, Zimmerman admits that ministry approval is not required because the Southlands is not in the Agricultural Land Reserve, however, she goes on to raise a number of questions about the report, saying, “The report does not include sufficient, reliable information on which to base this significant planning decision.” Among the concerns, said Zimmerman, is the report does not include enough details regarding soils, suitable crops, and drainage and irrigation improvements needed for the site. She also questioned income calculations, the

SOUTHLANDS from page 1 would also construct a new multi-use community building in the Market Square area. As well, Century proposes to provide a $9-million amenity contribution that would be put in a special reserve to improve drainage and irrigation as well as lease back approximately 18.7.hectares (46 acres) from Delta for small-scale farming. The remainder of the agricultural land that would be transferred to Delta would be leased for larger scale, soil-based farming.

The site is zoned agricultural but hasn’t been in the Agricultural Land Reserve for over 30 years. The application would also require Metro Vancouver’s approval. The Southlands has a history of controversy, including a record-breaking public hearing in 1989, and has long divided the community. The current application faces stiff opposition from many in Tsawwassen, but it also has supporters. “Given the overwhelming opposition to this development, including over 70 per

cost of hedgerow planting and maintenance for Delta, as well as the idea the public will appreciate agriculture and become more involved with it by living adjacent to it, particularly small-scale, organic plots. Southlands the Facts has been quick to highlight the letter in its campaign against the development, saying “numerous and substantial inaccuracies” were revealed. In a statement of response, Southlands project manager Brad Semke noted Zimmerman did not contact Century Group or the Corporation of Delta to seek clarification on the key issues she wrote about. On the drainage issue, he noted the report’s authors indicated Century Group president Sean Hodgins requested they assume that drainage and irrigation needs would be resolved. He said Hodgins offered to pay the necessary costs for irrigation and drainage enhancements for the first phase, but there was no mention in Zimmerman’s letter. He went on to say, “If

Ms. Zimmerman had taken the time to talk with Century Group, she would have learned that Delta had already commissioned a separate study (which she references above) on the topic of drainage and irrigation. “Further, she would have also discovered Century Group had already committed to working with Delta on establishing the needed infrastructure to address the critical need for irrigation and drainage on the Southlands site. Without extensive capital improvements, which Ms. Zimmerman from the B.C. Ministry of Agriculture references as $13 million, the Southlands will continue to consist of poor soils and be an economically unviable farm.” Semke also offered his own critical assessment of Zimmerman’s conclusions regarding revenues of organic farming and hedgerow maintenance, He also disagreed with her view that residents wouldn’t be interested in participating community farming.

cent of the almost 2,000 pieces of correspondence received to date, I can’t imagine what rationale would allow council to proceed with a public hearing.” stated Dana Maslovat, one of the organizers of Southlands the Facts. “Over the past three years, staff and council have spent countless taxpayers’ dollars collecting an enormous volume of community opinion that show staunch majority opposition. To continue with a public hearing clearly shows that community opinion has been completely ignored in this process,” he said. Supporters haven’t orga-

nized into a formal group, but several in favour gathered for an interview with the Optimist earlier this year. “The community is a divided community and there is a lot of aggravation between the two groups. We need a plan that will join the two forces,” said longtime Beach Grove resident Lennart Osterlind. Saying the plan addresses the need for housing for downsizers who want to stay in Tsawwassen, Osterlind noted he has friends in support of the proposal but feel intimidated in expressing their opinions.

A Tsawwassen woman is voicing concerns about drivers speeding along the community’s main thoroughfare. Chrystal White has lived in a duplex at 56th Street and 4th Avenue for four years and the number of drivers speeding up and down the street has been a constant concern for the single mother of two. It came to a head after speeding cars killed two of the family’s cats in the last two months. “I’ve got a pet cemetery in the backyard now,” White said. Most recently, her 12year-old daughter’s cat was killed while the pair was in the front yard. White said she was watering her garden when they heard a car screech to a stop. Her daughter looked to see what happened and saw people crouched over the cat.

“They were born and raised outside.” White said since the most recent incident she has tried to keep the remaining cat inside. “They’re using this as a freeway,” she said of cars going to and from the Point Roberts border crossing, adding it appears that many vehicles are traveling well in excess of the 50 km/h speed limit. “It’s atrocious.” Delta police spokesperson Sgt. Ciaran Feenan said the road has been identified as one of the department’s “constant enforcement areas.” “We’ve become aware that it might have some issues with speeding,” he said, adding officers were out at that location four times in the last week looking for speeders. “They really focused on it over the past week... It’s one of our strategic goals and it has been to have the safest roads in British Columbia.”

Larsen will be at the Ladner Pioneer Library from 2 to 3:30 p.m. to recruit canvassers and volunteers. One taillight was smashed and the paint damaged. • July 19, 1 p.m., 1100block of 56th Street: Complainant reported that while she was shopping at the supermarket someone removed her wallet from her purse that she had left in her shopping cart. The wallet contained bank and

debit cards, B.C. driver’s licence, Carecard, medical card, personal cheques and $80 in cash. Ladner • July 18, 4:15 p.m., 7700-block of Progress Way: A business reported a female had purchased a remote steering system using a Visa card. The purchase was picked up the next day by a male who verbally provided his B.C. driver’s licence number. The business was contacted by Visa indicating the credit card was fraudulent and the funds had been removed from their account. Incident still under investigation. • July 19, 10:02 a.m., 4600-block of Clarence Taylor Crescent: Complainant reported he

had left his cell phone on a bench in the men’s change room of the Ladner Leisure Centre and when he returned to retrieve the phone it was gone. Investigation revealed a person known to the centre had taken the phone and placed it in the garbage can where it was recovered. The suspect admitted to police he took the phone and was banned from the centre for a week. He was also informed the manager would likely given him a further ban. Suspect was escorted from the property. • July 19, 11:29 a.m., 5200-block of Ladner

Trunk Road: A suspect was stopped at the front door of the supermarket by the manager after being observed by an employee putting her hand in the purse of an elderly customer. The customer indicated nothing was missing from her purse but butter and cheese from the store was found in the backpack of the suspect. No charges were laid but the suspect was banned from the store for one year. • July 19, 4:38 p.m., 5200-block of Ladner Trunk Road: The loss prevention officer at the drug store reported he was holding a male who had entered the store, selected and concealed merchandise up his sleeve, and then left without

paying. Police attended and identified the suspect who admitted to the theft and apologized. As the suspect had no previous record, the store requested the suspect not be charged. The suspect was banned from the store for one year and escorted from the premises. • July 20, 11:36 a.m., 5200-block of Ladner Trunk Road: The liquor store reported a Caucasian male about 50 years of age concealed two bottles of scotch and a bottle of cognac valued at $295 in his jacket and left the store without paying. The store will provide investigators with images of the suspect, which can be distributed for identification. Investigation is still ongoing.

MAMU is coming EDAM

Domestic Short Hair, Black, Neutered Male Young Adult, (Approximately 1 year old)

Edam was part of a feral cat colony we were working on (trap/spay or neuter/release program) He was being very friendly and we decided to find him a forever home with a loving family instead of releasing him back to the farm he came from. Edam is very playful and would thrive going to a home with another playful, young cat. He is still working on trust with us but is doing quite well! What a goofy little man!!! Edam falls under the PURPLE category for the Meet Your Match Program. "Purple" cats seek affection, are pretty quiet and tend to stay out of trouble. "I'm working undercover to keep an eye on you and your household. You may not even know you're under surveillance. I can vanish into thin air if anyone or anything interferes with my investigation. If you need a cat who knows how to stay out of trouble and will always keep your secrets, I just might take your case."

Westshore has had the MAMUs built on a trailer chassis so they can be easily relocated. Each has built-in solar panels that generate 700 watts of electricity so they can operate on a stand-alone basis; or they can be plugged into a local power supply. To do their job thoroughly, the units may need to stay in one location for several months in order to get a good cross section of any variations of air quality. The program will be under the direction of qualified Levelton air quality technicians who will receive readings via a wireless modem so they can analyze the data and report on the results.

This summer MAMU could be coming to your neighbourhood. In fact, there’ll be two Mobile Air Monitoring Units (MAMUs) in the South Delta/ Point Roberts area to assist with on-going measurements of air quality. Westshore Terminals has initiated the MAMU program in order to collect data of any dust fall in the area, which has long been a topic of discussion in the community. Previous spot testing has often concluded that the culprit is not coal dust; however, this new initiative will provide continuous monitoring over a period of time to produce more detailed information.

TED MURPHY

MURPHY’S LAW The political gods are a fickle bunch, your best friend one minute only to conspire against you in the next. John Cummins, the longtime MP for this riding and more recently the leader of the provincial Conservatives, knows this mercurial relationship better than most. Cummins has experienced both highs and lows over the last quarter-century, his political career providing ample evidence that it doesn’t take a whole lot to swing the political fortunes of an individual or an entire party. He first surfaced on the local political scene back in 1988 as an also-ran for the upstart Reform Party, finishing a distant fourth, almost 18,000 votes back of Tory Stan Wilbee. Five years later, however, the political gods smiled on him as he rode a Reform wave that swept across Western Canada. Being in the right place at the right time back in ‘93 was parlayed into a distinguished 18-year career in Ottawa. Shortly after leaving the federal scene Cummins was acclaimed leader of the provincial Conservatives. During his first year or so at the helm, the fledgling party made significant headway in the polls, to the point where it was neck-and-neck with the governing Liberals, and much of that success was attributed to the former MP giving it a legitimacy it previously lacked. Again, the political gods were smiling, Cummins cast as the alternative that right-of-centre voters fed up with the Liberals had desperately been seeking. Many people, myself included, likened it to a repeat of 1991, with the new party leader reprising the role of breakout star Gordon Wilson. We all know it didn’t turn out that way, and it didn’t really take a whole lot to make it go awry. Some infighting within the party coupled with British Columbians’ fear of splitting the rightof-centre vote and a less than inspired debate performance all conspired to marginalize the Conservatives. And suddenly the guy who was hailed as the party’s saviour just a couple of years earlier was tendering his resignation. Things could have easily followed that ‘91 script and Cummins could well have become the godfather of a new force in B.C., but the political gods didn’t see it that way. With his experience in the nation’s capital and his straight-shooting ways, Cummins’ foray into the provincial scene deserved a better fate, but even a veteran politician isn’t immune from the fickle nature of the profession. It won’t, however, be how the maverick MP is remembered.

Oliver recognition not in step with pioneer’s contributions DOUG HUSBAND

COMMUNITY COMMENT If there were ever a local pioneer/politician who has not achieved prominence in Delta based on service and contributions both locally and provincially, it would be John Oliver. To be sure his name is associated with a portion of 112th Street south of Highway 99 in East Delta adjacent to his original homestead. There are also active rugby and football fields on land originally owned by his son, W.A. Oliver, bordering John Oliver’s farmland. Oliver Road and John Oliver Park have been named in his honour, but I doubt most Deltans have ever travelled Oliver Road or have reason to pause and reflect on the life of John Oliver at the out of the way park named after him. Here’s a short summary of John Oliver’s life in Delta. For those wishing more detail, his biography written by James Morton, Oliver’s

principal secretary, is in Delta’s library and a copy is in the Edgar Dunning Reading Room. Oliver arrived in B.C. as a 21year-old in 1877 and settled in Surrey. Survey crews were laying out the route for the long expected cross-country rail line and Oliver’s first employment was as an axeman, clearing land for the rail line. As strong and brawny as he was, this was a most difficult assignment, one that lasted five years. He demonstrated interest in education by leading a petition for a school site and in local government by appointment as municipal clerk in Surrey. He was able to save enough money during this period to pre-empt and purchase 151 acres of low land in East Delta in 1882 for a dollar an acre. Oliver built his home on the highest site on his land, which continually flooded during high tide, particularly in the winter. Oliver and his crew of six set about constructing a six-foot high, half-mile long dike at the edge of Mud Bay that provided some protection, but his children recall the house flooding and riding on floating logs on some of the farmland. In 1886, Oliver married Elizabeth Woodward, daughter of one of Surrey’s earliest pioneers

(Woodward Hill on King George Boulevard honours the name). The couple named the farm “Bayside” and raised eight children. Oliver’s education was modest as he left school at 11 to work in a lead mine in England before immigrating to Canada at 14. When it was time for his children’s education, he hired a tutor who lived on the farm. Along with his backbreaking work as a farmer plying fields with oxen and plough, he soon added a herd of cattle. Each spring he and his crew would drive the herd to Pitt Meadows for summer pasture via a wooden bridge near New Westminster, returning them to “Bayside” in the fall. With his keen mind and endless energy, Oliver was soon recognized as having one of the area’s finest farms. With his prospering farm life and large family, Oliver continued his interest in community leadership in Delta. He again showed interest in education and was elected to a term as school trustee. Thereafter he served a term as Delta councillor and two terms as reeve. There was still time for provincial politics. To be continued.

Monumentally bad decision Editor: Some would say I’m just a bad loser, but I say, as many residents of Marina Gardens do, that we fought a good fight, must accept the decision, but we’ll never feel the decision was the correct one. Who knows, in 10 years when the project is completed, we may have to eat crow, but I wouldn’t bet the farm on it. The decision to approve Polygon’s application for the final phase of the Marina Garden Estates neighbourhood may go down as one of the poorest decisions ever made by a Delta council. I firmly believe the impact on the neighbourhood will be

extensive and Ladner in general is in for a big surprise. In the 1995/96 era, the council of the time, the current land owner, and a committee of the Marina Gardens residents sat down and created a development plan that was accepted by all parties involved. The present Marina Gardens neighbourhood is the end result of those meetings. The neighbourhood is one of the nicest in the Lower Mainland and we, the residents, are pleased to be a part of it and the Ladner community in general. Unfortunately as of July 15, we are faced with a dramatic change. The goal

Surcharge is highway robbery Editor: The Port Mann toll is literally highway robbery. My sister-in-law visited me last month from Dubai. She drove her daughter across the Port Mann twice a day every Saturday for a month. That’s $6 per day. When she was putting her truck in storage she

posts have been moved and we, the current homeowners, had very little opportunity to be involved in the process. It is interesting to note that with invitations to meet at any time convenient, only two councillors could find time in their very busy days to meet or visit with our residents and hear our side of the story. Councillors Sylvia Bishop and Ian Paton both found time and they both rejected the application. Efforts to have meaningful dialogue with the others never materialized. Adjacent property to follow with development proposal Editor: Despite overwhelming opposition to development on the Southlands, Delta council will be considering the proposal on July 29. The application is a request for 950 residential units in various forms and commercial units as well. What many people don’t know is the Southlands application does not include the 47 acre-property east of Forest by the Bay and south of Beach Grove Golf Club. If civic politicians approve the Southlands deal, a subsequent application for at least 200 more units on the 47 acres will inevitably come to council. Current maps show this property as nicely plowed brown earth giving the impression it will stay that

way. Not so. There can be no doubt that a development application is pending for the 47 acres. The property is owned by a numbered Vancouver company and it is heavily mortgaged (including mortgage funding from a federal Crown corporation). Recent enquiries concerning development potential have been made in municipal hall but Delta claims it is unable to consider the impacts of development on this property as a formal application has not yet been made. If Delta approves the Southlands application, it will be obligated to also approve development on this adjacent property. Impacts of the Southlands development do not include this develop-

ment for an additional 200 to 250 units, which will add a significant additional burden on traffic, roads, infrastructure, community and professional services, schools and all amenities. On July 29 when council votes whether to send the Southlands application to a public hearing, will council members have all the information they need to make an informed decision? Or will they have only the information that Delta staff is giving them because “there’s no development application for this property in the hall at this time?” Council would serve the public well by including impacts of potential future applications in the area of the Southlands. Susan Jones

Common sense plan deserves support Editor: The Southlands proposal provides reasonably sized housing for first-time buyers and downsizing seniors. Several years of careful planning by the Southlands Community Planning Team, working closely with Sean Hodgins, have produced an excellent agricultural and community based plan that will become the envy of town planners throughout North America. I urge our mayor and council to seize the opportunity to pass the Southlands project through first and second readings to final approval. Please keep all the positive advantages of Southlands uppermost in your deliberations.

All areas of Tsawwassen, including Centennial Tides, Monterra, Forest by the Bay, Imperial Village, Stahaken and Tsawwassen Springs, have welcomed new residents, known as newbies, to enjoy the benefits of the Tsawwassen lifestyle. However, once some of these newbies have settled in to enjoy their new homes, they mysteriously become NIMBYs. The selfishness of this attitude is appalling. We all enjoy the shopping advantages at 12th Avenue and 56th Street that were built to meet the needs of the growth in our population. Without growth and young families moving into

areas like Southlands, more schools could close and the tax base could decline at a time when infrastructure upgrades are needed throughout Delta. Communities must continue to evolve or they will die like Detroit, Michigan. Mayor Lois Jackson and council are to be commended on their stewardship of Delta and their realization that communities like Southlands will contribute substantially to the positive growth of Tsawwassen and Delta as a whole. Jackson has wisely stated that “council must base its decisions to create a good community based on good plans and common sense.” Joan Vanstone

rab the lawn chairs, blankets and favourite theatre snacks and head outside tomorrow as the Business Improvement Association of Tsawwassen’s Outdoor Movie Nights series kicks off its sixth season. The first screening takes place at Winskill Park with a showing of 1985 adventure-comedy The Goonies. The movie nights bring the community and business sector together in fun, family-friendly and laid-back atmosphere, explains BIA executive director Barb Westlake. “The business merchants come together. They want to make it fun. They want to make it interactive,” she says. The Tsawwassen BIA hosts the movie nights to thank the community for shopping locally, she adds. Every year the event gets bigger and bigger, Westlake says, noting former BIA executive director Ana Arciniega, who moved on to a position with Delta Gymnastics last year, did an “amazing job” with the initiative. Westlake says the BIA couldn’t do the event without the support of local service clubs and noted the Lions Club will be operating the concession at Winskill tomorrow, the Rotary Club for the second movie night and the TOOBs for the final movie. This year proceeds go to the South Delta Invaders ‘99. The girls’ fast pitch team will be helping with the set-up, food sales, parking, information and clean-up. While movies are scheduled to start at dusk, pre-show activities

begin at 6:30 p.m. Tomorrow’s event includes a performance from Vitamin D, formerly known as Loose Change, as part of Delta’s Concerts in the Park summer series. The band plays a mix of classic and current rock. There will also be inflatable activities like slides and bouncy castles, notes Matthew Norris, events and communications assistant for the Tsawwassen BIA. Local businesses and community groups will run 15 booths with activities, he adds. “They’ll have their own activity in each booth,” says Norris, mentioning examples like Frisbee toss and face painting. The opening night of the series is sponsored by Randy’s Tirecraft and Tsawwassen Collision. Each of the three movie nights will be held on Saturdays. Next up is The Lorax on Aug. 10 at Diefenbaker Park, sponsored by Budget Blinds & Vancity. Doghouse, a local Celtic band, will perform. The series wraps up with Pirates of the Caribbean on Aug. 24 at the Tsawwassen Town Centre Mall. The Flanagans will perform their brand of folk and contemporary music. The finale is sponsored by the mall. The movie nights are free to attend and guests are asked to bring their own lawn chairs, blankets and flashlights. Bug spray is also recommended. In case of extreme weather, the events will be rescheduled. Visit the BIA’s website at www.shoptsawwassen.com or check out the association’s Facebook page (Tsawwassen Business Improvement Association) for updates before heading out to the park.

A city of beauty and romance BY

CHRIS MILLIKAN

Optimist contributor

The Scenic Emerald carries us down the Rhine River on a leisurely 15day itinerary. Sightseeing in old Heidelberg on Day 3 introduces us to one of Germany’s most beautiful cities. Our explorations begin at Heidelberg’s famous castle, perched high on the Konigstuhl hillside above the Neckar River. Only partially rebuilt since ruined by lightning, wildfire and war during the 17th and 18th centuries, this landmark displays an unexpected architectural mix. Our guide Ingrid takes us to the corner of the terrace. Identifying Church of the Holy Spirit rising above a sea of red tile roofs in the old city below, she tells us that Mark Twain also greatly admired this striking view. Near the castle’s entrance stands Elisabeth’s Gate. According to legend, in

1615 Friedrich V built it in a single night, a surprise birthday present for Elisabeth Stuart, his English princess. Delicate flowers entwined in whimsical leaf work on the pillars greatly impressed her — and now delight us. Inspired years later by Gingko trees in surrounding gardens, Goethe penned a love poem for Marianne von Willemer, complete with heart-shaped leaves attached. In the large inner courtyard further along, two magnificent palaces come into view. This complex projects the wealth, power, sophistication and priorities of its monarchs. Completed about 1560, the Ottheinrich Palace represents Germany’s finest Renaissance façade. It features sculptures of Zeus, Roman goddesses known as the Virtues and includes biblical notables Samson, Job and King David. The Friedrichsbau Palace of 1607 displays decorative Baroque elements

incorporating the ElectorsPalatine family tree; builder Friedrich IV stands pompously above the archway among resplendent statuary honouring Charlemagne and subsequent Holy Roman Emperors.

Downstairs in an adjacent cellar, we ogle the world’s largest wine cask. Made of 130 oak trees, it holds 221,000 litres when full. Intended to store taxes paid in wine, this Great Tun cask was rarely ever used.

A walking tour throughout old town then takes us to Germany’s oldest university, established in 1386. In a small lane behind the University Building stands the Student Jail, a curious reminder of a renowned academic past. Between 1778 and 1914, mischievous students were incarcerated here for drunkenness, womanizing and disturbing the peace. Some impudently stripped in the University Square’s fountain, inciting arrest just to get free room and board! Serious offenses like dueling meant weeks in cramped cells. To while away time, they used candle smuts or coloured chalks to decorate walls with pictures and inscriptions, since preserved. A small University Museum and elegant Old Hall built to celebrate the university’s 500th anniversary in 1886 are located nearby. Coming to the Old Bridge, a cheeky brass monkey sculpture prompts

several zany photos before we proceed through the gateway towers, originally part of the town’s wall. At least eight bridges have graced this site; sculptures of builder Karl Theodor and Minerva, helmeted goddess of wisdom, adorn this version constructed in 1786. Once across the river, we enjoy postcard views of the bridge, city and castle set against green wooded slopes. Some climb further along a narrow, winding pathway to Philosopher’s Walk for even more spectacular panoramas. Others locate the ruined 11th century Monastery of St. Michael and remains of an earthen Celtic hill-fort at the top. Long inspiring artists and poets, Heidelberg’s magical castle, old town and university continue to reveal a splendour and romance that captivates curious history buffs like us. Food and music come together at Earthwise event Love fresh produce and homegrown music? Enjoy cooking and exploring new recipes? Then Bee Jammin’ is singing your tune. Join Earthwise Society and Delta Arts Council for Bee Jammin’ on Saturday, Aug. 3 at the Earthwise Garden and Farm in Boundary Bay. Set to run from 10 a.m. to 3 p.m., it’s a day of sweet music and sweet treats. Featured local musicians such as Alea Rae and Suddenly There will share their sounds, using the garden’s setting of bee-friendly flowers as the backdrop for their performances. Fans of the culinary arts will enjoy meeting celebrated local cookbook author Sharon Hanna, who be on hand to sign copies of her best seller, The Book of Kale, already in its fourth printing. Hanna will be demonstrating how to prepare some of her recipes, showcasing creative ways for bringing out the best in this delicious nutritional powerhouse. Also celebrating the art of food will be local chef Derek Bothwell of Chill Winston in Gastown. Bothwell will work his culinary magic at the

Earthwise cobb oven, offering cutting edge tastiness using just picked Earthwise produce. He will also demonstrate how to can, jam and preserve the best of the summer harvest for year-round dining enjoyment. Chill Winston’s unique take on jams, pickles and preserves made from Earthwise produce will be available for purchase. In addition to tasty creations, inspiring recipes and sweet songs, Bee Jammin’ will showcase local vendors presenting handmade soaps, organic aromatherapy, fresh local berries and, of course, honey. Bee Jammin’ is the first event in a month-long celebration of Art in the Garden by Earthwise Society and Delta Arts Council. Other upcoming events include a garden art show on Aug. 17 and a live theatre performance in the garden starting Aug. 29. For more information, visit www. earthwisesociety.bc.ca or call 604946-9828.

No summer vacation from workouts p.j. wren

Well on Your Way

I

t warms my heart when clients tell me, as they prepare for their summer vacations, they have their “Away Programs” printed, their runners and workout gear packed, and our YouTube channel saved on their phones. That is precisely what every personal trainer wants to hear: their people get it. They understand that a trip is no excuse to stop respecting their bodies; they will keep moving no matter the circumstances or time of year. So, it baffles me when I read tweets or blogs, or eavesdrop into conversations at the local Starbucks, and hear people proclaim they have taken a break from their fitness for the summer. While I will give them some credit because they always back it up with an, “I’ll get back to it in the fall,” I still don’t get it. Why would you purposely lose the strength, flexibility and aerobic capacity that you have just spent the last nine to 10 months working towards? You will lose it. In fact, the more “deconditioned” you were before your summer hiatus, the more you are going to lose. Studies have followed new exercisers as they began an exercise program and then stopped it, and

found that two months after quitting their new found fitness program, they had lost all their original gains. They were back at square one. Fit people, your outcome is not as bad, but it is still worrisome. After two months off, it’s estimated you will lose about 30 per cent of your gains. The question then begs to be asked: How long will it take to get it all back? Researchers say that is hard to predict. For new exercisers, it could take 8-10 weeks (it’s faster for new exercisers to see gains because the adaptation process is quicker). For an experienced exerciser it takes more time and effort to get back to your top level again — up to three months. If you allow me to do the math, a new exerciser who stops exercising for the summer and then starts up again after the kids go back to school in September, will just be getting their original fitness back by the beginning of December. And then guess what? It’s Christmas. Now there are parties to go to, schedules that are busy and, well, what the heck, “I will start up again in January.” After Christmas comes winter holidays, because most people I know take off sometime in early in the year. Then there is spring break and then guess what? It’s summer again. It’s a vicious cycle, with no end in sight and no gains to be seen. That is, unless you decide to break the habit of thinking that exer-

cise is something that can be dropped from the schedule and put back in again when it suits you better. Exercise is a necessity to maintain a healthy lifestyle. It is our only proven fountain of youth, disease-fighter and “I-feel-awesome” medicine all rolled into one. Why would you give all that up? Try these easy tips to keep exercising through the summer: Try a new class Quite often fitness studios will run specials through the summer months because it is their slow time. Use these savings to try something you have never done before. Use the great outdoors Go for a hike, do a miniworkout outside, play tag with the family. Get outside and enjoy both moving your body and the great outdoors all at the same time. When travelling, pack your fitness gear Always have a workout outfit and runners packed no matter where you go. Your phone If you go away, and have access to Wi-Fi, check out all the free workouts available to you on YouTube (including our channel, www.youtube.com/gofitgals). You can also use apps to keep moving. I love the Nike Training Club and Pocket Yoga apps. Both will guide you through workouts and moves safely and effectively. P.J. Silverado caters to drivers. needs Chevrolet has done its homework in a bid to expand its share of pickup sector BY

MALCOLM GUNN

www.wheelbasemedia.com

In pickup parlance, the chase isn’t just on, it never really stops. With the arrival

of the 2014 Chevrolet Silverado, the pace is definitely quickening. In 2012, 265,000 domestic- and foreign-based 1500-, 2500- and 3500-

series pickups were sold in Canada and 40 per cent belonged to Ford. GM’s Silverado/Sierra models finished solidly in second place, ahead of Chrysler’s

Ram and well ahead of the Toyota Tundra and Nissan Titan. With the all-new Silverado 1500-series, Chevrolet appears to have

done its homework and paid close attention to what buyers are looking for to haul and tow their stuff. There are more powerful engines as well as improvements and upgrades in nearly every other category you could imagine. The one area that Chevy’s truck designers appear to have tinkered with the least is the sheet metal. The new Silverado bears more than a passing resemblance to the outgoing model. In front, the twin stacked headlights remain, but the grille is now much more prominent and tougher looking. As well, the hood and fenders bulge out more aggressively than before. Behind the tailgate, the handy “Corner Step” bumper has recessed footholds that, combined with built-in handholds inside the box, make accessing the bed much easier. The dashboard and control panel that houses the optional eight-inch touch screen are positioned in a tidy pod for easy viewing and all the oversized knobs and switches are workglove-friendly and clearly marked. All body styles — regular, extended Double Cab (now featuring front-hinged rear doors with outside handles) and four-door Crew Cab — are attached to a reworked frame with more high-strength steel, extra bracing for stiffness and improved body mounts that help isolate road noise and vibration. The revised suspension places the wheels on each axle farther apart with a goal to improve overall ride and stability. For 2014, Chevrolet has made a few changes to the Silverado’s box size/cab combinations. Now you can order the Crew Cab with a

longer 80-inch (200-centimetre) bed as well as the standard 68-inch (175-centimetre) version. Perched between the frame rails is a choice of three new all-aluminum cam-in-block engines. The entry point is a 4.3-litre V6 that features the same displacement as the previous V6, but the output has significantly increased to 285 horsepower and 305 pound-feet of torque from 195/260. Optional is a 5.3litre V8 with 355 horses and 383 pound-feet on tap, up from 315/335. Later in the model year they’ll be joined by an available 6.2-litre V8 rated at 420 horsepower and 440 pound-feet of torque, which shares its parts with the new Corvette sports car V8. All three power plants feature direct injection, which tailors the fuel load for the task at hand. They also have continuously variable valve timing (which allows in more fuel and air depending on the power needs) and cylinder deactivation that cuts off up to half the cylinders in light load and cruise situations. The transmission for all is a six-speed automatic. The result, at least for the more muscular V6, is a significant fuel economy improvement. You can order your 2014 Silverado as a strippeddown, rubber-matted V6 work rig with a $27,150 sticker price or head all the way up to the new and thoroughly tricked-out High Country 4x4 trim with a correspondingly high list price. Whichever pickup matches your needs, know that Chevrolet has made the right changes for a more refined and fuel efficient Silverado to keep pace with Ford.

St. David’s Anglican Church

Signs of the times Some churches opt for the funny one liner, others for a folksy welcome. Others have scrolling data signs. What are the most effective signs in this community pointing to your church and informing the community about what goes on there? It depends on the size of a sign, its relationship to traffic and the speed that traffic is travelling. Churches need a three-second sign for faster moving traffic and a five-second sign for slower moving traffic. That is all the time a driver has to devote to the information there. Better yet, let’s focus on the best possible scenario: moveable signs, constantly adapting to the speed of passersby and to the perspective of the one viewing the sign.

The Apostle Paul said (1 Corinthians 9: 22), “To the weak I became weak, to win the weak. I have become all things to all people so that by all possible means I might save some.” It is no surprise the people of our area churches are the best signs advertising who we are and what we do. It is recorded in Luke’s gospel that the angels gave a message to the shepherds, “This will be a sign to you: You will find a baby wrapped in cloths and lying in a manger.” You see, Jesus is the sign, Emmanuel, which means “God with us.” And this is the message that all of our human signs communicate, that God is with us in Christ and loves us all.

smaller flight simulators in storage at the airport and is working on getting more equipment that will help it tell the story of how simulators have contributed to the aviation industry. Brent Derrheim welcomed Junior Golf Camp Brent Derrheim welcomed 100 Tsawwassen youth aged 4 to 11 to the annual Junior Golf Camp at Beach Grove last week. We asked Brent to share with us some of the features - benefits of this introductory children’s golf camp. What does the week entail for the Children? The camp is designed around 4 separate sessions that involve Putting, Chipping and two full swing classes. Each aspiring golfer is partnered with up to 4 other children and a coach. The focus for this camp is really centered on two things: the Kids must be having fun and they must be participating safely at all times. This allows the coaches to really help the kids with the fundamentals of the game. By the end of the week we really do see a close knit group of kids who have improved in their skills and understanding of the game golf. How does the program contribute to the Children’s understanding of the game? Because the program is designed around fun with a reward at the end of each session the kids stay focused on the tasks that they are provided. The fundamentals of the game are the starting point for this camp and sticking to these really helps insure they remember the need to focus there for success. We spend a good piece of time on safety so that the kids know how to keep themselves and others safe on the course or the practice facilities. We have amazing coaches that know the benefit of keeping it safe. The other thing that happens by default is that the parents can see how their children are responding to the instruction and the game itself. This gives them the advantage of reinforcing the information and activities that the coaches provided in all four of the sessions. How does Beach Grove benefit as a Club through this program? Because we introduce this great game to the children and the community we believe that they will have a better chance of becoming members of the Club sometime in the future. Beach Grove is the home of the South Delta High School Golf Team and you would be amazed at how many of these students were once students of ours through this Junior Camp program. We also like to expose the Club to the non member parents of these children to let them see our community of golf and meet some of the great people that are members here. Lastly our current members, who generously share the club for this program, are very proud to give back to the community of South Delta in this way. They recognize that giving back is the most direct way to thank the community for their support of our Club.

Alalouf is new bench boss Longtime South Delta coach and executive takes over Greater Vancouver Canadians head job BY

MARK BOOTH

mbooth@delta-optimist.com

Phil Alalouf got a little more than he bargained for when he decided it might be time to dip his toes into the coaching waters of the B.C. Major Midget Hockey League. The longtime coach and executive in South Delta had the wheels in motion to step behind the bench for the 2013-14 season as an assistant to Leland Mack. That was until Mack informed him he had accepted a job with the Burnaby Winter Club Academy and was stepping down as head coach of the Greater Vancouver Canadians.

“I’m very excited about this opportunity. It’s going to be a lot of hard work and fun too.” Phil Alalouf

Alalouf then went through the application process with B.C. Hockey and was recently announced as the fourth head coach in franchise history, following Rob Rogers, Matt Erhart and Mack. “One week I’m talking to Leland about potentially working together and the next I’m applying to be head coach,” said Alalouf. “I’m very excited about this opportunity. It’s going to be a lot of hard work and fun too.” What Alalouf has going for him is an understanding of this elite province-wide league from every perspective. He was president of South Delta Minor Hockey when B.C. Hockey gave its reasons for launching the BCMMHL over a decade

the roster will be filled out by midSeptember when the picture becomes clearer what kids will be back from auditioning for major junior and junior “A” clubs. The make-up for elite hockey has somewhat changed in the past couple of years with the launching of midget age teams by school hockey academies. Alalouf said this route can be ideal for the 15-year-olds who may not initially crack the major midget level but can benefit from another year of seasoning in these programs rather than play for their home association midget teams. He is also aware it’s important for the Canadians to have a good relationship with the academies to understand what talent is coming through. “Leland did an outstanding job with this program and I have very big shoes to fill,” Alalouf added. “At the same time, I think some people thought these teams had already been predetermined through earlier camps in the PHOTO BY GORD GOBLE Phil Alalouf, originally slated to take on an assistant coaching role, is now the head coach of the B.C. Dodgers are champions!

Twins take bronze at Kits Beach tourney

SUBMITTED PHOTO

The Tsawwassen Dodgers are Midget AA tier III baseball champions after doubling the host North Delta Dodgers 4-2 in the final late last month. Helped by strong defensive support, pitcher Justin Russell came within two outs of going the distance. Several times North Delta came close to scoring but runners were put out at home plate. Catcher Jared MacMillan batted in two runs to secure the win. The team also includes: Mark Dykstra, Alex von Schulmann, Jonathan Murphy, Adam Bosch, Brock Lawson, Kevin Marlowe, Yuichiro Tsukasa, Robert Scarr, Richard Topp, Nolan Gallagher and Sam Smith. The Dodgers were coached by Stu Bosch and Brian Lawson.

Tsawwassen’s favourite twins were at it again, winning bronze in the $15,000 Clearly Contacts.ca Open at Kits Beach on July 14. With a field featuring the top teams in Canada, Nicole and Megan McNamara scrapped their way to the semi-finals, only to narrowly fall to the eventual tournament winners. An hour later, the 16year-old twins, who will enter their senior year of high school in September, won a tough three-set match on centre court in front of a packed grandstand to claim the bronze. The girls will now move on to represent B.C. at the Canada Games in Sherbrooke, Quebec.
