This past weekend’s Tour de Delta was one of most spectacular yet, according to race director Mark Ernsting.

“I think the weekend this year was one of the most spectacular weekends in the history of the tour,” he said. “All of the commit-

tee members and board members put on a first class show for the community and visiting athletes.

We had incredible spectator turnout for each of the events.”

Sunday’s White Spot | Delta Road Race, won by Seattle’s Steve Fisher for the second straight year, featured a new course entirely set in Tsawwassen as well as international sanctioning for the first

time.

It likely got the largest spectator turnout ever, Ernsting noted,

Delta seeks farmland answers Corporation looking into what measures can be taken to get arable land back in production BY

Delta wants to find out what more can be done to force speculators who own agricultural properties to farm their land.

The concerns about farmland being left fallow as a development investment, or being used for purposes other than farming, aren’t new ones, but local governments are continuing to ask what additional measures can be taken to keep land in agricultural production.

At a recent Delta council meeting, local politicians discussed a request from the mayor of the District of Kent regarding a proliferation of non-farm uses on farmland.

John Van Laerthoven raised concerns about his community seeing entrepreneurs and developers purchasing or leasing prime agricultural land to operate commercial or light industrial business first, and farm the land second to retain the its farm classification with the B.C. Assessment Authority.

He also noted the Agricultural Land Commission has only two enforcement officers to police the entire province for non-compliant operations.

Van Laerthoven asked Delta for support for a proposed resolution at the upcoming Lower Mainland Government Association meeting to amend legislation associated with the B.C. Assessment Authority to give the authority more latitude in working with municipalities to address non-compliance concerns.

CAO George Harvie said foreign owners see a higher tax rate imposed on agricultural properties not being farmed as nothing more than a cost of doing business.

Harvie said a report is being prepared looking at the current picture in Delta and what additional measures can be taken to get arable land back in production.

He added that as far as non-compliant uses on

farmland, Delta has been diligent in looking for and halting inappropriate uses.

The Metro Vancouver survey found that found 28 per cent of farmland in Richmond, Delta, Langley, Surrey and Barnston Island was identified as not being in agriculture production, even though it has the potential for farming.

The survey also concluded the situation will not change “without some significant intervention.”

Long-time Richmond farmer and city councillor Harold Steves said some owners allow their land to get overgrown and fallow so they can claim their properties are no longer suitable for agriculture. He said the region is considering the next steps in bringing under utilized farmland back into production.

When it comes to speculators owning farmland in Delta, that concern certainly dates back many years. In 1969, for example, Murray Davie, chair of the Delta Chamber of Commerce’s agriculture committee, compiled a report suggesting the formation of a regional farm district, a suggestion four years before the NDP government introduced the ALR. His report pointed out that over 2,000 acres involving 20 farms in Delta were owned by “foreign” syndicates, while over 1,300 acres were either held for speculation by B.C. investors or metropolitan developers seeking subdivision approvals.

“It’s safe to assume that the future potential of agriculture in Delta is in jeopardy,” Davie was quoted as saying in 1969.

Woman who died after horse accident identified

The local woman who was killed after being thrown from her horse has been identified as Roseann Guerin.

Last Wednesday, Guerin, 43, and her 18-year-old daughter, Megan Rogers, were riding their horses up the driveway of their home in the 3600-block of 34th Street in Ladner at around 8:40 p.m. when a dog, believed to be the family’s

pet, suddenly spooked the mother’s horse.

She was thrown to the ground as the animal galloped away.

Rogers’ horse followed and she was thrown to the ground as it tried to jump over a ditch.

Guerin suffered severe head injuries in the fall, said Delta police spokesperson Sgt. Ciaran Feenan.

diately began CPR on Guerin before paramedics and emergency personnel arrived and took over. She was airlifted to Vancouver General Hospital where she later succumbed to her injuries.

Rogers was taken to local hospital where she was treated for her injuries, which included scrapes to her face and bruising to her left leg, Feenan said.

Norma Guerin described her sister as a loving mother-of-three and devoted wife who was always “full of life.”

Erin Rogers, a childhood friend who grew up riding horses with Roseann, said Ladner’s tight-knit, horseriding community was reeling after hearing the news of the mishap.

“It’s just horrible,” she said tearfully. “Her poor

Also an avid horsewoman, Erin Rogers said the incident is a painful reminder that horse riding can be a dangerous sport.

Kara Lingam, stable manager of Dogwood Stables, said the family, who live across the street, had boarded their horses at their stables for the past few years.

Lingam said she doesn’t believe Guerin or her daughter were wearing helmets at the time of the incident.

The South Fraser Perimeter Road is 80 per cent finished, it was announced at a press event Friday in Delta.

The project is on schedule for completion this December, said provincial Transportation and Infrastructure Minister Todd Stone.

“This new highway will help meet the transportation needs of our growing communities and expanding markets by providing an efficient route for commercial, commuter and tourism

traffic,” he told a gathering at the SFPR/Highway 17 interchange.

He said the route will make communities safer by removing commercial trucks from residential roads and that it could cut commute times for families traveling round trip from Delta to Highway 1 in Langley by an hour a day.

Fleetwood - Port Kells MP Nina Grewal said the 40-kilometre four-lane road, with a cost of $1.26 billion, will improve the efficiency, reliability and capacity of the Lower Mainlaind’s road network.

Port moves onto next phase in land use plan

The next phase of Port Metro Vancouver’s land use update is under way.

The new long-term plan will identify the port authority’s future land needs, as well as “assist tenants in identifying areas to locate or expand their operations and investments.”

Last year, the port authority began the process by gathering input from stakeholders and the community to identify major issues and priorities. The port says it’s now in phase three of that consultation, which will focus on developing a draft plan using the technical work and consultation from earlier phases.

That draft plan is to be produced this fall.

The port authority states, “We anticipate growth, and this might mean intensifying the use of our existing lands as well as potentially acquiring new lands for Port operations. The Land Use Plan will help us plan ahead to ensure we have the capacity to grow sustainably.”

During the process, concerns have been raised about the potential industrialization of the region’s farmland to serve portrelated activities and expansion, especially in Delta and Richmond.

Farmland advocates have voiced concern about the future of Gilmore Farm in eastern Richmond. It’s owned by the port authority, and some fear it could

Port Metro Vancouver is in the process of updating its land use plan. be seen as an attractive spot for industrial development if a new a bridge replacing the George Massey Tunnel is constructed nearby at the foot of No. 8 Road.

There’s also concern about the future of hundreds of acres of prime farmland in South Delta, eyed by a consortium hoping to convert the properties to industrial uses to serve port expansion.

A recent report to Delta council notes some of the maps used by the port showing land use designations are difficult to interpret, as well as some being out of date, inaccurate or having incomplete information.

Among the concerns listed by Delta staff are farm designations.

“Some areas that are designated as ‘Agriculture’ on Delta’s OCP are shown as blank on Port maps. This should be corrected to avoid any suggestion that the Port is seeking an alternate designation for agricultural

land,” the report states.

A recent port report submitted to Richmond council, meantime, also leaves out ALR designations.

“In their most recent analysis of the land they own — they sent a report to both Richmond and Metro Vancouver — they had several properties listed as ‘undetermined use.’

Otherwise, they are in the ALR and they are being used as agriculture, but suddenly they are showing up as their uses as undetermined,” Richmond Coun.

The latest consultation phase is taking place as a parallel process is underway for the port authority’s proposed Terminal 2, a new three-berth container development that would be built at Roberts Bank.

Port Metro Vancouver says it’s continuing field studies this month as part of ongoing environmental and technical work for the proposed T2 project.

MURPHY’S LAW Vicki Huntington was re-elected here this spring on a platform of common sense, non-partisan governance. That premise will be put to the test now that B.C.’s only independent MLA has reintroduced a private member’s bill to change when B.C. holds provincial elections.

Part of a Democratic Reform Agenda put forward by a trio of independents early last year, the bill aims to move the fixed election date from the spring to the fall to ensure the provincial budget is adequately debated during an election year.

“I am proposing a practical change to B.C.’s fixed election date that would prevent the budget from being misused and disrupted every four years as an electioneering tool,” Huntington said last week while re-introducing the legislation.

The bill makes abundant sense as you don’t have to go too far back to see how election year budgets can be about as accurate as a pre-election poll these days. In 2009, the Liberals went into that May’s provincial election with a budget that had a projected deficit of $495 million, a figure that doubled within a week of voters marking their ballots and ballooned to almost $3 billion by Sept. 1 of that year.

This time around we were told the budget would be balanced, and without adequate opportunity to scrutinize it, voters were left to make up their own minds on that one. I suspect we’ll know the real state of the province’s finances soon enough, but it would have been nice to have been privy to that information prior to going to the polls.

It’s clear that B.C., which was the first province to introduce fixed election dates, is now out of step with the rest of Canada. Of the nine provinces that have pre-determined dates, only two — B.C. and Alberta — conduct their elections in the spring. All the others opt for either late September or early October, with the exception of Saskatchewan, which sends voters to the polls on the first Monday of a balmy Prairie November.

Should B.C. follow the majority, as Huntington suggests, it would mean the budget wouldn’t interfere with an election campaign and would also allow for legislative oversight prior to the writ being dropped. It makes sense, but I have to wonder whether that’s enough to make it happen.

Not only would approving the bill recognize the wisdom of an independent, something the Liberals have been loath to do, but a fall election also means the governing party will be held to account for the province’s finances at election time.

Strong economy, not more officials, more of a help in alleviating poverty TOM SIBA PUBLISHER’S PERSPECTIVE A couple of weeks ago, we ran a story on a presentation to Delta council by the Canadian Federation of University Women South Delta.

They concluded that Delta needed a social planner. If this was someone to plan Delta’s many socials, I would be all in favour.

After all, we do need planning to ensure that the only white wine available at the bar is not a chardonnay. However from the gist of the article, it appeared this proposed position was not meant to ensure my satisfaction with alcohol choices.

Apparently, the position was related to dealing with poverty in the community. (In Tsawwassen, according to the proponents, poverty hides in basement suites. Which made me glad we don’t have a basement. It’s bad enough already with bats hiding in the attic and raccoons in the tool shed!)

I wasn’t really sure what a social planner would do — other than hire more social planners and eventually have a social planning department. So I went to wikipedia for a definition of “social planner”.

It stated: “In welfare economics, a social planner is a decisionmaker who attempts to achieve the best result for all parties involved.

In neo-classical welfare economics, there is greater emphasis on Pareto optimality, in which no one’s economic status can be improved without worsening someone else’s.

Pareto-optimal solutions are not unique, and according to the Second Fundamental Theorem of Welfare Economics, a social planner can achieve any Pareto-optimal outcome by an appropriate redistribution of wealth by means of competitive market.”

Whew, I’m not sure what that all meant, but I sure didn’t like the sound of it. I don’t think I want any municipal employee Pareto-optimising me.

The problem allegedly being addressed is child poverty in South Delta which is much more extensive than the presenting group first thought.

Financial poverty is caused by the lack of a predetermined level

of income. Since most children don’t work, they would all be poverty stricken by that definition — except the kids with really good allowances.

Child poverty is then a result of family poverty. These are issues dealt with by the federal and provincial governments who have policies that redistribute large amounts of wealth in a very inefficient manner. There is nothing a municipal employee can do to increase family income — except for the person hired to be a social planner who would probably have a very nice salary and benefit package for not doing very much.

Better to leave that money with the taxpayers of Delta. As someone who grew up in a poverty stricken single parent family, I have to attest that being poor is not that terrible a state of being — although obviously I would prefer to be rich.

Education and hard work in a free enterprise society can lift many people out of poverty.

Those that can’t, have a variety of senior government programs to assist them.

Poverty is a national problem, not a municipal one. We need a strengthened economy. That will do more to alleviate poverty than a basket full of bureaucrats.

Aim for growth that benefits all Editor: I recently received a notice at my door from those people trying to stop the development of the final phase of Marina Gardens. I do not know enough about the project to comment on it, but I do know I am tired of those in South Delta trying to block any and all development.

They use fear mongering tactics like “more people in the Marina Gardens means more cars and your children won’t be safe walking to school.”

There are cars driving all over Ladner, every day and all day, and assuming everyone follows the rules of the road, our children are safe.

If these people have a problem with the development, then argue the merits of the project; the quality of the housing, the lack of parking, etc.

We can’t complain about declining school enrollment,

businesses closing down and lack of shopping choices and be against all development.

They are connected. If we want growth, we need people to move to Ladner, people that have children to put in school, that shop and eat at restaurants.

Let’s focus on bringing quality projects to Ladner. Why create these narrow “lanes” of houses with no street parking? The reason, of course, is because the developers want to put a few more houses in the neighbourhood rather than offering a suitable amount of parking for the residents.

They want more money and municipal hall lets them get away with it.

So maybe we can all compromise.

Let’s shoot for growth that benefits us all with the least amount of impact and a reasonable profit for developers.

Editor: I would like to congratulate Coun.

Scott Hamilton on his recent election in North Delta for the Liberal Party of B.C. At the same time I would suggest that Coun. Hamilton should resign immediately from Delta council for a variety of reasons. The two most important being that issues in Delta often conflict with Victoria which puts him in a conflict of interest position, and secondly because the people of South Delta have clearly expressed their displeasure with the Liberal Party of B.C. in the last two elections and therefore Mr. Hamilton, Liberal MLA for North Delta, is not someone that should be representing the interests of South Delta’s voters on council.

With Mr. Hamilton’s resignation a by-election should be called to replace him on council. Now some might say that this will cost money and we should wait until the next municipal

election, but in my opinion a municipality that had $60,000 to relocate rabbits, $500,000 to move a barn, and over $4 million to house stray cats and dogs is financially able to pay for a bit of democracy.

The upside of this would be that Delta council could use the opportunity of the by-election to put divisive local issues on the ballot in a binding referendum. Personally I have had more than enough of the constant bickering and accusations surrounding issues like the Southlands development, and a binding referendum could end all this useless debate.

North Delta has the MK Land Development issue, Ladner has the Marina Garden Estates and of course Tsawwassen has the never-ending debate on the Southlands. For a minimal cost to taxpayers public opinion on all of these developments that look to contravene by-laws and official area plans, can be registered democratically and give the mayor and

council concrete direction on whether the taxpayers want these developments or not.

A binding referendum would also end all the Delta staff expenses to process these applications, hold information meetings and give many Delta residents a break from constantly having to attend council meetings to protect their interests.

All over Delta residents are being polarized on these developments, resulting in division and accusations that are hurtful to the community as a whole, which is epitomized by the letter from Firth Bateman in the June 26 Optimist.

Mr. Hamilton, please resign from Delta council. Mayor Jackson please declare a by-election with these binding referendums. Then in two months the people of Delta could go back to what they should be doing, getting ready for Christmas!

Aircraft noise just a fact Complain or plane of life in South Delta noise could get worse Editor: Re: Noisy jets still flying over Tsawwassen, letter to the editor, July 3 I just love reading the glass half empty types from

Tsawwassen. The latest from J.K. Nybo. My goodness, planes flying over causing such distress. Did it occur to the writer that this is a fact of life in this neck of the woods?

Here in Ladner, we too have aircraft flying over, from light aircraft to jumbo jets. It lasts a minute or so and then peace and quiet returns.

It tells me that our economy is healthy and vibrant.

Don’t sweat the small stuff, just enjoy life and stop whining.

I would encourage anyone else that is disturbed by the noise to e-mail a complaint to the airport at noise@yvr.ca — I’d like everyone to know that I’m not a total luddite, I only ever complain about planes that disturb me between 11 p.m. and 7 a.m., though

last year that was more 250 occurrences. As J.K. Nybo states in a letter, the skies can hardly be busy enough between those hours to warrant these flyovers when we’re surrounded by water.

If enough people complain on a regular basis then maybe something will change.

If we all stay silent then things will only get worse.

South Surrey managed to get results when they experienced the same problems but only by speaking out in numbers.

Little House offers free workshop for youths New session takes place Sunday in Tsawwassen BY

South Delta’s Little House Society is offering a free workshop this week aimed at helping local youths who have a family member who is struggling with addiction.

Heart of a Child is oneday session for teens and young adults who have a parent, grandparent or sibling currently struggling with an addiction, or is now in recovery.

Little House president Jim Stimson said the workshop is aimed at giving young people in this situation new coping skills to help deal with it, as well as to help them not go down the same road. He said that children who grow up in a household with an addicted family member are at a higher risk of developing an

addiction as well.

“They are wounded children,” Stimson said. “You can’t grow up in a substance abuse household... and not be wounded.”

This is the first time the Little House has offered Heart of a Child but the society has had success with its Heart of a Mother sessions, which started in 2011.

Winnipeg’s Leah Kirchmann captured Sunday’s Tour de Delta White Spot women’s road race. The overall champion in the women’s division was Elle Anderson who managed to reach the podium in all three events including finishing second to Kirchmann.

Anderson in Friday’s MK Delta Lands Criterium in North Delta and Saturday’s Brenco Criterium in Ladner.

Despite a scary start which saw a crash on the first turn of the first lap, the Ladner stage went off without a hitch on an outstanding evening for racing through the historic village, with a familiar team on top of the podium.

the podium in the women’s race earlier, Team Optum p/b Kelly Benefit Strategies controlled the men’s race with San Diego’s Ken Hanson finishing first in front of teammate Anderson. In fact, Team Optum p/b Kelly Benefit Strategies had three of the top four finishers as sprinter Eric Young was fourth behind Hanson, Anderson and BISSELL Pro Cycling’s Tommy Nankervis.

“Yesterday we didn’t really execute that well as a team and Ryan stepped up huge by getting second place,” Hanson said of the tour opening criterium in North Delta. “But we did have a strict game plan for today, we kept our cool and took control right at the last lap when we wanted to, did

the perfect lead out, and the guys rode a perfect team race.”

On a personal level, a pure sprinter like Hanson excelled on the fast Brenco Criterium course.

“It was just about the team getting me and Eric into place,” Hanson added. “Ryan, who’s actually our lead out guy, had such a good day that he was able to hold on for second place, which is amazing and he definitely deserved it” Hanson figures the crash to start the race was due to nerves and risks taken on behalf of some of the riders, but he figures it goes with the territory of being a cyclist at this level.

kind of a rare thing, but crashes are just a part of bike racing and certainly with criteriums your chances are a lot higher - I just chalk it up as an occupational hazard - it’s part of the job.”

Hanson loves coming to the Lower Mainland and competing in B.C. Superweek, as is evidenced by his back-to-back wins last year at the Gastown Grand Prix and the Giro di Burnaby.

“This is some of the best bike racing in North America hands down, and the series is fantastic, everyone is friendly, the crowds are good and the race courses are challenging and exciting. We love racing up here, in fact if we had even more racing up here, we’d come back as much as we could.”

Steve Fisher is feeling right at home on the streets of Tsawwassen.

For the second straight year, the 23-year-old from Seattle captured the Tour de Delta White Spot road race — this time as an internationally sanctioned event with a deep field of challengers.

The race itself saw a nine rider break early, which expanded to 15 in the latter portion of the 151 kilometre trek as the pack closed the gap on the first group.

“It was a long day, the team played it pretty conservative at first, I had three guys in there and they were pretty motivated to keep the gap up,” Fisher explained. “So that played well into our hands and my teammate Chris Wingfield came up with two laps to go to help keep that gap up through the sprint.”

Fisher was quick to deflect the accolades to his teammates at Hagens Berman Cycling, which is based out of his hometown.

“It was a big win for me last year, it was good racing by the team, it’s great racing all week, so I’m happy to back at B.C. Superweek and glad I could repeat today.”

Germany’s Yannick Mayer was second, while North Vancouver’s Ryan Anderson wrapped up an outstanding weekend by placing third. The result followed backto-back runner-up finishes for

He passed peacefully on June 26, 2013 at the age of 74 with the love of his family around him. He is survived by his wife, Betty Lou Gibson (nee Austin) and four children, Debra Lynn Gibson, Shelly Lee Cochrane (Albert), Wade Robert Gibson (Michael Rudd) and Todd Ronald Gibson (Carol Hunt). He was so strong and courageous throughout his illness and his sense of humor never wavered and helped his family continue to go on each day by his side. We thank him for so many things he taught us, the memories and being the family man he was. He was "our rock" and we will miss him greatly.
