Global competition for the attraction of foreign direct investment has intensified with the emergence of new market economies and an upsurge in the creation of new Special Economic Zones (SEZ) offering innovative and pro-business incentives. Now more than ever it is critical that your SEZ or industry zone can stand out from the crowd and offer meaningful differentiators to the international FDI decision makers.
At PM Group we believe that a big step towards differentiating your industry zone from other investment locations can be achieved through the creation of a strategic master plan that is informed by current industry needs and trends and is customer focused. That’s where PM Group can help.
Master planning strategic industry zones - 4 steps to attracting quality investment in manufacturing and R&D
01 Understand At PM Group we understand why multinational companies choose specific locations for investment in new manufacturing, R&D and other supply chain facilities. We understand because many of the world’s leading MNCs are our clients and they often rely on our expertise to support their international plant location and site selection activities. This knowledge is invaluable when planning and designing industry zones in both established and emerging locations.

02 Plan Using our in-depth knowledge of key industry sectors we can develop a viable business plan for new or expanding industry zones that sets realistic targets for attracting FDI or indigenous investment based on sector analysis and benchmarking. This information will help inform key decisions regarding planning for infrastructure, utilities and access as well as optimised spatial planning of available lands for potential end users.

Between 2009 and 2011, PM Group undertook a series of studies on behalf of JTC Corporation, Singapore to quantify and benchmark the key metrics for land utilisation in the international life science manufacturing sectors. JTC Corporation is the lead agency responsible for the development of key industrial facilities and space in support of national economic development in Singapore. Optimising land use in the industrial sectors is a particular objective of the Singapore government. The studies have been used to inform the future strategic planning of Tuas Biomedical Park, Singapore’s worldclass 312Ha Life Sciences hub.
Over a period of 12 years PM Group has completed a number of major projects on behalf of IDA Ireland for the selection and master planning of strategic zones for the growing life science, advanced manufacturing and ICT industries in Ireland. Ireland’s success in attracting significant foreign direct investment in the high technology sectors is underpinned by the ability to offer highly sustainable business environments providing good quality sites, access, utilities, resources and support services. PM Group has been to the fore in supporting IDA Ireland in achieving its international reputation for attracting FDI.
Design A master plan can then be designed for the industry zone which is flexible to change yet robust in terms of meeting the requirements of prospective industry clients to sustain their business needs for the long term. It is imperative that the master plan creates an immediate impact with potential investors and FDI decision makers. The master plan should be meaningful to each and every potential client and clearly distinguish how their project could be realised.
04 Market Arising from the master plan we can provide sector-specific marketing material that addresses the critical needs of that sector, be it advanced manufacturing, pharmaceutical or food, and provide the technical detail to back up the strategic opportunity being presented by the industry zone. Customer-specific packages can also be developed to address the specific needs of individual companies.
