n a desperate attempt to avoid returning unspent funds from its 2012 budget to the treasury, the Federal Ministry of Power has embarked on spurious expenditures amounting to some N3.5 billion, Peoples Daily has gathered reliably. Directly involved in the scramble for the money are top officials in the office of the minister of state for power, Mrs. Zainab Kuchi, in collaboration with some federal lawmakers. It was learnt that in the past few weeks, “a significant amount of funds”, was released from the 2012 approrpriation estimates for so-called propriety projects which have turned out to be nothing more but training programmes, seminars and workshops. That led to the closing of one of its parastatals, the Rural Electricity Agency and the prosecution of a former permanent secretary. The case is on-going. An impeccable source has told Peoples Daily that accounting officers and their superiors have been busy in the past two weeks preparing the paper work to cover the spurious expenditures for last year. Most of the unspent 2012 funds, our source said, have been allocated for mostly training programmes, among several trumped-up financial commitments, all in an attempt to beat the December 31 deadline when government accounts close in line with budgetary rules. Suntai was flown to Germany in October last year for treatment as a result of injuries he sustained when a Cessna 208, 5N-BMJ aircraft which he was piloting crashed near Yola. Umar as the substantive governor, politicians loyal to the governor had earlier planned to return him to Nigeria on yesterday but competent sources at the Taraba state Government House said that the move had to be aborted as Suntai was not really in a condition to face the public. But one of the sources hinted yesterday that the “cabal” may have rescheduled January 26, 2012 as new date for the return of the governor. However, in an apparent bid to buy time and hope that Suntai may eventually recover and resume his duties, the source explained that when the governor returns, he may tender a document to proceed on an indefinite leave of absence so that the Deputy Governor, Umar, will continue to function as acting governor.
