ano state Governor, Rabiu Musa Kwankwanso has rejected the proposed Petroleum Industry Bill (PIB), arguing that it was another plot to further impoverish the north and aggravate the insecurity in the region. The Governor made this assertion yesterday in Kaduna while speaking at the north west zonal public hearing on the proposed Bill. According to him, the PIB “is equal to the onshore-offshore dichotomy Bill that was rejected by the people of the north in general and Kano state in particular. “Let me draw the attention of this team back to the year 2000 when Kano state was called to express its opinion on the proposed Bill. “The government of Kano state then set up an elders forum under the leadership of the Emir of Kano, Alhaji Ado Bayero, and the general view was that the Bill should be rejected as it tended to increase the level of poverty in the north but some people stood up for the Bill and it was passed. “Today, we in the north have lost 30 per cent of our accrued revenue due to passage of the onshore and offshore Bill into law.” Kwankwaso stated that the people and government of Kano state oppose the proposed PIB on the grounds that it gives uncontrollable powers to the Minster which is not in line with the general international practice. “This Bill also calls for community rehabilitation fund for oil producing communities which, for me, amounts to cheating on our people because these communities already have the Ministry of the Niger Delta, the Niger Delta Development Commission and the amnesty programme. “Therefore creating the fund shows that Contd on Page 2
