Al-habibbiyya holds Ramadan lectures for women on etiquette of Salat
By Abubakar YunusaMuslim women have been admonished to uphold the virtues of Salat, which is prayers in accordance with the Holy Qur’an and teachings of Prophet Muhammad peace be upon him.
They were also admonished on the need to respect the Islamic values and ensure high sense of modesty in Ramadan and beyond.
The National Coordinator ZAYMA Islamic Research Centre Ustaza Shifa’a Garba gave the
admonition at a Women Ramadan lecture organized by Al-habibiyyah Islamic Society in Abuja. Salat, is the daily ritual prayer enjoined upon all Muslims as one of the five Pillars of Islam.
Each Salat is preceded by ablution, and is categorized as Salat al-fajr (dawn) al-zuhr (mid day), al-asr (afternoon), al-magrib (sun set) and al-Isha (evening). Individual performance of salat is permissible and can be offered in any clean space either at home or at work, while collective worship in the mosque has special
merit.
According to Ustaza Shifa’a Garba completing the five daily prayers as taught by Prophet Muhammad (PBUH) is an obligation for all Muslims especially women who are home managers.
She noted that the status of Salat in Islam is such a key part of a Muslim’s life- so much so that one can never be separated from Salat.
Among the benefits of Salat Ustaza Shifa’a said, that it Prevent Indecency and Wickedness,
erasing of sins as well as serves as a Solution to Any Problems.
“Salat Leads To Bountiful Rewards and salat is a Means To Attain Allah’s Love and Become Closer To Him.”
Also speaking, Mrs Maryam Mohammed commended Alhabibiyyah Islamic Society for giving priority to the issue of gender.
Some women interviewed said the lecture was timely.

Magashi unveils roads, other projects in NDA
The Minister of Defence, retired Maj.- Gen. Bashir Magashi, on Friday, inaugurated multiple projects at the Nigerian Defence Academy (NDA), Kaduna, in a bid to enhance the training of cadets.
The projects inaugurated included roads in honour of war heroes and the NDA-NAF Base Link Road and new gate named after Magashi.
The defence minister inspected concrete fence and block fence projects and also unveiled adventure obstacle course where demonstration was
carried out by the cadets.
He also witnessed river assault crossing demonstration by the cadets of the 70th Regular Course at the Nigerian Air Force dam.
Speaking to newsmen after the inauguration, Magashi said he has expectation that the Armed Forces of Nigeria are doing their best in carrying out their constitutional duties to the nation.
He said that his visit was also to see areas of improvement in the training and other aspects of soldiering in the Academy to
ensure good breed of officers.
On security, Magashi said there has been much improvement as seen in the North-East and North-West, adding that gradually people would return to civilised way of doing things in the country.
He expressed gratitude for the project named after him at the NDA while also commending the commandant for his vision and innovations in the training of the cadets.
Earlier, the Commandant of the Academy, Maj.-Gen. Ibrahim Manu-Yusuf, said the projects
would enhance the security architecture of the academy.
He said they had also open ways for additional areas of training.
He thanked the Minister; Chief of Defence Staff, Chief of Army Staff and other service chiefs for supporting the institution.
The News Agency of Nigeria (NAN) reports that the Chief of Defence Staff and Chief of Army Staff visited the NDA on March 30 and had inaugurated 15 troops-carrying vehicles and other projects. (NAN)
Interim Govt: Nothing must stop Tinubu’s inauguration -APC N’West

While stating that nobody can subvert the national democratic process that led to Tinubu being elected, it said nothing must stop Tinubu’s inauguration.
The APC youth wing said it observed the intensity of unnecessary protests and inciting utterances by supposing statesmen and politicians, as capable of igniting Nigeria.

MrFestus Olumati, Port Manager, Nigerian Port Authority (NPA), Calabar Port, has said that the volume of vessels berthing at the Calabar Port has led to massive economic prosperity.
Olumati said this on Sunday in Calabar while on an oversight duty at the Port terminal where over four vessels were discharging their various cargos and petroleum product.

Oxfam
Nigeria, an International NGO, says empowering women financially and economically will make them independent.
The organisation said it would also make them self-reliant which was critical to their life, as it would end Sexual, Gender Based Violence (SGBV) in Nigeria.
Ms Helen Akinyemi, Oxfam’s Programme Manager on Gender Justice, said this during a community-based assembly of rural women in Abuja, in partnership with Nigeria Women Economic Development (NigWED) project to address SGBV.
Akinyemi said that poor economic status and financial dependence of women had further exposed them to violence and rendered them more vulnerable to abuse.
“Most of the issues discussed, you will realise that most of the contributory factors of GBV lie in the economic development of women.
“We want them to know what to engage in that will generate income and help them to participate actively in the productive sector.
“All these will help to resolve gender issues, because when you solve one, you are solving the other. They are interconnected,’’ she said.
According to her, Oxfam has carried out several sensitisation and advocacy exercise to end all forms of violence against women, children, Persons with Disabilities (PWDs) and other vulnerable groups.
“ The feedback has been so encouraging that is why we are here again and we were asked to bring it down to the women in rural
community level.
“Because these are the people that are most affected and they don’t have the necessary information, sensitisation and their consciousness are not being raised.
“It is something that they too can go back to their communities, as most of the attendees here are women leaders, and have group of women that they work with.
“So, they will take it back to these groups as well as the communities and households to sensitise them and achieve the change that we are looking for in ending GBV,’’ she said.
According to her, the attendees were also educated on where, when and how to seek help when faced with violence or witness any.
She said: “There are safe houses in Nigeria, but most of these women don’t know. So this is part of the reasons we are here to pass the information across.’’
Mr Lugard Okonobo, DirectorGeneral, NigWED project, said the meeting was to sensistise women on how to be financially independent, sustain their businesses and how to make it thrive amidst economic violence.
“Our organisation focuses to addressing economic violence.”
He, however, expressed sadness with issues like double taxation for women.
“For some of them, their goods are seized at the markets place.
“Some don’t know how to check their taxes, some are married and their husbands are capitalizing on their ingenuity and education level to suppress them by taking over their economy.
“For those who are subjected
to SGBV, we try to provide some economic empowerment programmes to sustain them,’’ he said.
He said NigWED, with the support of other partners, had empowered over 500 women with technical support, capacity building, infrastructure, amongst others, to support their business.
Responding to issues raised by some of the SGBV survivors, the DG urged the women to utilise the opportunity to be financially independent and generate sustainable business for themselves.
“Some are facing abuse, we have to sit down to look critically and find out the causes because for every effect and reaction, there is a cause.
“These things are subject to communication, discussion, dialogue. And with understanding, there will be a solution,’’ he said.
Mrs Blessing Airujuwan, a survivor, said the meeting with other persons and sharing her experience had helped in addressing depression caused by violence and neglect in her marriage.
Airujuwan, therefore, encouraged other women facing any form of abuse and violence to immediately seek help to enable them survive and regain their sanity.
Similarly, a widow and mother of two, Mrs Rebecca Amana, stressed the need for women to be financially independent to reduce some of the factors that exposes them to GBV.
Amana commended the organisers for their support and for providing a platform for the women to share their stories, seek help and get supports to reduce the burden

By Usman ShuaibuAsurveyor based in Gwagwalada Area Council of the Federal Capital Territory (FCT) Mr. Sunday Shagi Jonah, on Saturday distributed 600 sprayers to the farmers across the ten political wards in Gwagwalada.
Jonah, who is also the Special Adviser to Gwagwalada Chairman on Land matter, said he doled out sprayers to the farmers in order to encourage them in this year’s cropping season.
He said he would continue to be of help to the farmers so as to boost food production in Gwagwalada and its environs, noting that majority of Gwagwalada residents are farmers.
He, therefore, advised the farmers to make use of inputs to better their farm produce, and urged them to remain committed to their farming activities.
Some of the beneficiaries who spoke during the occasion Mr. Ibrahim Umar Makeri and Mr. Mohammed Umar, commended the intiator for the gesture.
It would be recalled that Mr. Sunday Shagi Jonah provided scholarship to the less privileged students in Gwagwalda.
The Nigerian Army Veterans have called for a review of the retirement age of serving personnel with a view to maximize the potential of specialists.
The veterans made the call on Friday in a communique issued at the end of the First Quarter Year 2023 Veterans Affairs Seminar/ Workshop held in Calabar.
The communique was read by Col. Victor Ibeh, Deputy Director, Veterans Affairs Directorate, Army Headquarters, Abuja.
The workshop was organised for retired Army personnel and those that are about to retirement.
Ibeh said the participants encouraged the Nigerian Army veterans to build good relationship with their families as part of the pre-retirement plans.
He said they also urged the
serving personnel to cultivate savings culture for a successful retirement plans.
Ibeh added that the veterans were tasked to engage in community services and respect community influencers to earn respect in their respective localities.
He noted that the veterans were urged to form cooperative societies to facilitate access to soft loans.
“Participant of the workshop agreed to the review of retirement age of service to maximize the potential of specialists.
“The Nigerian Army should sustain employment of veterans in overall training and other specialize services as a way of tapping from their wealth of experience in support of Nigerian Army training and operations.
“There is the need for
the Federal Government to capture veterans’ activities and programmes in its annual budget.
“Serving personnel were advised to relate well with Nigerian Army veterans for mutual collaboration and support military operations,” he said.
Speaking, the Chief of Army Staff, Lt.-Gen. Faruk Yahaya, said that the call for a review of the retirement age of serving personnel would be deliberated upon by the Army hierarchy.
The Chief of Army Staff was represented by Maj. Gen. Abubakar Bello, Director, Veterans Affairs Division, Defence Headquarters, Abuja.
He said that the workshop was held with a view to see how the Armed Forces can use the veterans to assist them in operations and other capacity building.
“The call for a review of retirement age is a policy issue that would be considered on its merit; it could be, or could not be considered.
“These are issues that are far beyond and a decision cannot be taken at this moment. There is a need for veterans and others to interact that is why we hold this seminar regularly to bridge the gap between serving and retired personnel.
“We are sure that the communique will get the desired attention at the highest level based on its own merit.
“Other considerations will have to come into play like terms and condition of service of personnel and others.
“At this stage, it is immature to come out with any figure for the proposed retirement age,” he said. (NAN)
FCT DOAS Director accused of revenue collection scandal in AMAC

The Chief Executive Officer of Takushara Nigeria Limited/ ADM Media Venture, Comrade Amagbo Donald, who made this accusation while briefing
newsmen on Friday in Abuja. Comrade Amagbo Donald is a consultant engaged by the administration of Abuja Municipal Area Council to assist in revenue collection from signpost within the Area Council.
Donald also accused Dr Babagana Adam of using undesignated account which he is the sole signatory to collect government revenue, adding that DOAS Director was known to be diverting council revenue into personal account for so long now.
He said “The self-acclaimed Director of DOAS is the sole signatory to the account, which is even ill act. DOAS has no law establishing it, Babagana Adam is running a one-man show. EFCC, DSS, Police and ICPC should checkmate the DOAS Director for fraudulent activities in the name of revenue collection”.

Troops kill 11 bandits in Birnin Gwari LGA

Special Forces of the Nigerian Army have neutralized 11 bandits in a fierce battle which took place during fighting patrols in Birnin Gwari LGA of Kaduna state.
This was contained in a statement by the State Commissioner, Ministry of
Internal Security and Home Affairs, Samuel Aruwan and made available to the media in Kaduna yesterday.
The statement stated that the troops advanced to several identified locations, and cleared bandit camps in Bagoma, Rema, Bugai, Dagara, Sabon Layi, Gagumi, Kakangi, Katakaki and Randagi.
The statement further stated that in the course of the operations, the forces made contact with bandits at Kakangi and Katakaki. “A fierce gun battle followed, after which the criminals were subdued by the troops’ aggressive firepower. Eleven bandits were confirmed neutralized, as others fled.
“ After the battle, the troops
exploited the location and recovered two AK-47 rifles, two AK-47 magazines and 57 rounds of ammunition. Six motorcycles belonging to the bandits were destroyed during the encounter.
“Receiving the report, Governor Nasir El-Rufai expressed his satisfaction at the emphatic outing by the security forces, and praised the leadership
of the Major General TA Lagbaja, GOC One Division and Force Commander of the Operation Whirl Punch.
“The Governor lauded the troops for their consistent and spirited efforts, as he urged them to build on the momentum of this notable success, “ the statement reads.
FCTA repatriates 217 destitutes, street baggers to Katsina, Kano, others
The Federal Capital Territory Administration (FCTA) on Sunday repatriated 217 destitutes, street baggers and vagabonds, evacuated from the street of the Federal Capital City, Abuja.
Alhaji Sani Amar-Rabe, Director, Department, Social Welfare Services, Social Development Secretariat (SDS) of the FCTA, made the disclosure in an interview with the News Agency of Nigeria (NAN), at the FCT Vocational and Rehabilitation Centre in Bwari Area Council.
The director spoke to NAN shortly after dispatching officials of the department to transport the destitutes and beggers to their various states.
He explained that the repatriation was in compliance with the order by the FCT Minister of State, Dr Ramatu Aliyu and the Permanent Secretary, FCTA, Mr Olusade Adesola, who instructed the
department of social welfare services to rid the city of human and environmental nuisances.
He stated that it was the responsibility of the FCTA to ensure that those evacuated from the streets were repatriated to their various states.
” We are here in respect of repatriation of the apprehended destitutes, street baggers, street boys and vagabonds who were profiled, their health challenges were equally attended to and they show no interest in learning vocational skills.
” They only show interest to be out to be attended to what they consider to be a liberty sort of, to continue doing their destitution.
“But those who have good mindset, embrace skills acquisition for empowerment. So, that is the purpose of our coming to this centre today.
”Today we don’t have many; they are just 217 beggers and
street boys that are to be repatriated, mostly to Katsina, Kaduna, Niger, Jigawa, Kano, Zamfara, Sokoto and Kebbi states.
“And this time around we have some from Abia, Imo and Delta states.”
Amar-Rabe revealed that the FCT Minister of State, Aliyu, had been in contact with some of the state governments through their Liaison Offices, to ensure that the affected states were more responsive in addressing and managing the repatriated destitutes and beggers.
” What we noticed from some of the destitutes and baggers as well is that they consider the FCT safer and economically viable, especially those of the North West and the North East.
” So people from these zones move to Abuja for survival and some of them, we discovered that begging and destitution
has become an attitude to them.
” The street boys that constitute menace and defaced the Federal Capital City, some of whom at a particular point in time, manifest into another threat to the security of the residents especially those that do sleep under bridges claiming to be destitutes but most of them are criminals.”
The director called on the FCT residents, especially the well to do, to desist from giving alms and charity to the street beggers “because it is encouraging them to continue to remain on the streets and constitute nuisance to the city.”
” We have been on that advocacy through different media and we are appealing to the media both print and electronics, to continue to enlighten the public about the negative impact of patronising street beggers.
” We have clusters of Persons with Disabilities in
KaronMajigi Community on the airport road and we have many orphanages, anybody who wish to donate can go to such places and give charity.
” Also, in Yangoji, Kwali Area Council, by the roadside, there is Alheri Special Village, the village is mainly for persons affected with leprosy and their family.
“It is a very large cluster with a very large population of humans who are indigents and deserve such charity.”
Malam Bala Dantsoho, the Principal, FCT Vocational and Rehabilitation Centre, Bwari, said most of those that were repatriated are untrainable. Therefore, they have to be repatriated to their various states.
Dantsoho, who decried the proliferation of street baggers and destitutes in the FCT, urged state governments to be more proactive in tackling destitution. (NAN)

2023: Observers want INEC to conduct credible governorship supplementary elections in Adamawa

The Coalition of Independent National Electoral Commission, INEC, Accredited Observers has condemned the continuous protests by some politicians masquerading as pressure groups over cancellation of Adamawa governorship election.
Team leader of the coalition, Comrade Victor Kalu made the condemnation at a press conference in Yola Friday alleging that, some “ undemocratic elements desiring to thwart the process and win election through the back door are in the habit of organizing protests in Yola and Abuja.
Kalu being flanked by members of the coalition said the action by INEC to declare the governorship and state Assembly elections inconclusive to review and critically study complains and reports of violence and malpractices in some local government areas was in the best interest of democracy.
“We supoort and commend INEC for suspending the election result collation at the final collation centre in Yola, thus the declaration of the election as inconclusive by the collation/ returning officer in consultation with the state Resident Electoral Commissioner and other officials is in order.”
Political leaders have failed Nigerians -Bishop Igbadi

Area Council of the Federal Capital Territory (FCT), Bishop Dr. Simon Peter Igbadi, has said that the country’s political leaders including president Muhammadu Buhari have failed Nigerians in all ramifications.
He also said the APC-led government had not impacted positively on the lives of ordinary Nigerians based on its change agenda for the country.
Bishop Igbadi, who stated this while speaking to Peoples Daily correspondent on the state of the nation in his residence in Gwagwalada on Saturday, further said Nigerians had achieved nothing under the change agenda of the APC-led administration.
He expressed with dismay that the nation’s president and political office holders had not put smiles on the faces of Nigerians in terms of provision of basic necessities of life.
He then noted that the Executive, the Legislature as
well as the Judiciary were no longer checkmate the activities of one another, instead they come together to loot the resources of the country to better their lives.
According to the clergyman, we do not have corruptible lawyers or judges in the country for now, because both the lawyers and the judges are corrupt.
Speaking on the achievements of governors, the senators as well as the members of the House of Representatives, the cleric said they had performed below expectations, as he added that some of them had not constructed
feeder roads to their villages.
While commenting on the recent scarcity of fuel in the country, Bishop Igbadi blamed President Muhammadu Buhari for being the minister of petroleum without making the fuel available to Nigerians, noting that scarcity of fuel had led to the high cost of foodstuff in Nigeria.
On unemployment, he said the government functionaries were no longer recruit the youths, instead they do the replacement engaging their people, describing the Nigerian employment as a family-government affair.

NSIB D-G tasks journalists on promoting transportation safety
Mr Akin Olateru, Director-General, Nigerian Safety Investigation Bureau (NSIB) has urged journalists to promote transportation safety network and development through proper reportage of occurrences across the country.
A statement from Mr Tunji Oketunbi, NSIM General Manager of Public Affairs on Friday in Abuja stated that Olateru gave the advice when new executive members of the Abuja Transport and Aviation Correspondents Association (ATACA) paid him a courtesy visit.
According to him, such move will help to properly educate the society to quickly understand occurrences in the transportation sector.
Olateru commended the critical role journalists played in the dissemination of accurate information derived from investigations and final reports of occurrence.
The NSIB boss stated that journalists’ reportage had greatly improved the image and the general well-being of the Bureau and the country as a whole.
He further commended the media for the critical role played in the actualisation of the establishment of the NSIB.
Olateru called for the continuous support of the media and other stakeholders in the fulfilment of the Bureau’s new mandate of investigating accident and serious incident that occurred in the air, rail, marine and other modes of transportation in Nigeria.
“Nigeria as a country should move in line with the world by separating the regulatory body from the investigating body, so as to avoid conflict of interest, and ensure objectivity in what we do.”
According to him, this is unlike in the past when there was no investigation into the cause of transportation mishaps and the authorities were more focused on punishing the offenders.
“ The new NSIB will carry out independent investigations of transportation occurrences, determine the causal factor and proffer safety recommendations to prevent reoccurrence.
“The bureau is at the critical level of the bills implementation and this is the time we need your assistance, cooperation commitment, understanding and professionalism, in pursuing the noble objective,” he said.
Speaking, the new Chairman of the ATACA, Mr Oru Leonard, expressed appreciation for the support and assistance the Bureau had shown toward ATACA members, especially in the area of training on accident investigation reportage.
The chairman said the recent training really informed the members about the processes and procedures of accident investigations.
He further said the training impacted on how to better inform the public about accidents and incident occurrences in a more professional and concise manner that would not instil fear or cause havoc.
Oru, however, called for more of such gesture and support of ATACA’s activities by the bureau.
He said a deeper collaboration and partnership between the two organisations would be mutually beneficial to both parties.

From Ibrahim Sidi Muh’d, GusauThe Commissioner of Police Zamfara State Police Command, CP Kolo Yusuf, has assured the general public, families and the management of the Federal University Gusau that, efforts are ongoing to rescue the two female students of the university who were abducted by yet to be identified hoodlums in the early hours of Sunday.
According to the statement by the Command’s Spokeperson, SP Shehu Mohammed, the information received by the Command indicated that, armed bandits stormed sabon gida village in Bungudu LGA and broke into a rented female hostel of the university where they locked up the two civilian guards and dispossessed them of their handsets and later abducted two female students of Microbiology Department of the university.
It further noted that, on receipt of the report, the Police Tactical Team moved to the scene, but the hoodlums had already fled with the victims to an unknown destination. In its bid to ensure the abducted students are safely rescued, the Commissioner of Police has further deployed reinforcement to complement the ongoing rescue operation to rescue the hostages hale and hearty, arrest the perpetrators and charge them to court for prosecution.
NCPC boss assures Nigerian pilgrims of improved welfare package
Rev. Yakubu Pam, Executive Secretary of the Nigeria Christian Pilgrims Commission (NCPC), on Tuesday praised the 9th batch of the 2022 pilgrims for exhibiting good conduct.
Pam gave the commendation at the conferment of Jerusalem Pilgrimage and the award of certificates ceremony to the pilgrims.
The Executive-Secretary, represented by Mr Charles Wali, Director Administration and Finance of NCPC, said safety of pilgrims was paramount than every other thing.
“We will make sure that the wellbeing of our country’s pilgrims is paramount and secured,“ he said.
He said the issues about pilgrims’ health and environment would not be taken for granted, adding that their safety was of paramount interest.
“The light we have seen here, let us take it home and let it shine in all our undertakings.
“The change we deserve in Nigeria begins with you and me” he advised.
He reiterated that errors that occurred during the pilgrimage would be corrected before their departure and appealed to them to endure whatever might have gone wrong.
Also speaking, Rev. Shiktuun Koppah, Executive Secretary of Plateau Pilgrims Welfare Board, expressed appreciation to the Federal Government for the exercise.
According to him, President Muhammadu Buhari’s administration has contributed immensely to the growth of Christian faith with the pilgrimage.
He also thanked Christians who invested in “the kingdom business’ through selfsponsorship to the pilgrimage.
Koppah praised the governors of Plateau and Kaduna States for sponsoring to pilgrims in spite of the economic challenges confronting their states.
Mr Joseph Tabar, President of Tabar Tours, thanked all the participants for their good conduct while in Israel.
“It is the wish of Christians to visit the Holy sites and we thank God for making yours possible.
“It is a great honour to follow Christ and to live the life of Christ for people to emulate,” he said.
Hon. Benjamin Zoyong, Plateau Commissioner for Science and Technology, thanked the pilgrims and prayed for continuous unity among Christians.
He appealed to the pilgrims to continue with the good way they have started in the Holy Land.
The President, Plateau Customary Court of Appeal, Justice Blessing Dalyop, called for intense prayers for Nigeria.
She urged the pilgrims to always behave as they would not be spared if they committed any infraction in the Holy Land.
Some of the pilgrim, who spoke to NAN on the sideline of the award ceremony, described their experiences as historical and life changing.
They said the exercise was spiritually uplifting and created more avenues for love, unity and reconciliation with God and man.
A cleric, George Oaya, said his faith has been deepened and his life transformed.
“As the Chairman, 19 Northern States Pentecostal Youth Wing of Nigeria, I will ensure our youths experience this and this will be a way to transform them.
Another pilgrim, Ven. Ikechukwu Christian, said the pilgrimage has deepened
his faith.
Evangelist Helen Diamond thanked God for the privileged of being part of the spiritual exercise and described it as an opportunity to make one’s spiritual path to be straight.
She said she was going to impact on others through evangelism.
Mr Peter Albarka , a civil servant, said the exercise had helped him to make peace with Christ.
“The (bad) things I did before I will do them no more. I will be focused on the truth and live an exemplary life,“ he said.
Also Prophetess Olayemi Owolabi said the visit has improved her life and now ready to live by the word of God.
She called for more enlightenment of intending pilgrims as some of them still did not understand the essence of the visit.
A Civil Servant, Mr Audu Richard, said he had already had manifestations and testimonies as he prayed at various sites in the Holy Land.
He commended the Israeli and Jordanian governments for preserving their cultural heritages which had kept them outstanding in the world.
He urged the Nigerian government to emulate the two countries by creating tourist sites that would generate more revenues and promote bilateral ties with other nations.

The All Progressive Congress (APC) National Leadership has been urge to zone the Senate President position to North West Zone of the country for the unity of the party.
A Chieftain of the Party in Kaduna Alhaji Muhammadu Multala made the call in an interview with newsmen in the state.
According to him, North West deserved the Senate seat looking at the number of votes recorded for the party during the president election.
Alhaji Multala also advocated for Senator Jibril Barau popularly known as (Maliya) from Kano State to be elected as Senate of the 10th Assembly.
The politician also explained that the South West has a President, while North East has Vice President.
He said Senator Barau as a forth timer in the National Assembly is the most qualified to occupy the seat from the North West zone.
“ Our National party leadership needs to zone the Senate position to North West because it was the zone where Senator Barau Jibril came from. He is also an experienced Senator which made him the most qualify among all those who indicated interest for same position,” he said.
He urged other members of the Senate with similar interests especially from other zone to drop it for Barau.
FG pledges to strengthen capacity of NGOs to provide social works
The Federal Government, on Friday expressed its determination to strengthen the capacity of NonGovernmental Organisations (NGOs) to build a resilient mechanism towards supporting less privileged Nigerians.
Dr Sani Gwarzo, the Permanent Secretary, Federal Ministry of Humanitarian Affairs, Disaster Management and Social Development, Dr Sani Gwarzo, stated this at a one-day capacity building workshop for NGOs and its Social Development workers in Abuja.
Represented by Mr Ahmed Mahmoud, Gwarzo noted NGOs played a critical role towards
complementing government efforts in providing the necessary support to members of the society.
“The NGOs, through their activities and partnership with different levels of government are able to facilitate development through the use of advocacy and training they derive their popularity out of the numerous benefits they provide.
“They promote religious tolerance and harmony, educate the masses on government policies as well as monitor the policies and galvanise people through advocacy to participate on issues of considerable benefits to the society,” he said.
He therefore, urged them
to develop competent and performance-based policies as well as implement institutional monitoring programmes to ensure better outcomes.
“We should all work harmoniously and focus on mutual benefits by ensuring a win-win strategy, training programmes such as this are necessary to update ourselves on the Ministry’s mandate to better the lot of the vulnerable members of our society.
“It is opportunity to brainstorm on strategies for addressing their concerns, hence the need for partnership as a key to bridging the gaps which organisations experience when
they stand alone,” he said.
The permanent secretary said the ministry had partnership with an International NGO, Save the Children Foundation, to monitor as a third-party the federal government Social Investment Programme in states.
On his part, the Director, Social Development of the ministry, Mr Taiwo Bashorun, said the workshop was necessary to upgrading the capacity of the participants for optimal productivity.
Bashorun, therefore, urged the participants to utilise the opportunity and share ideas with a view to achieving the desired goals of the programme. (NAN)
Ramadan: Al-Habibiyyah, centre educates women on etiquette of prayer
Zayma Islamic Research Centre, an NGO, has admonished Muslim women to uphold the virtues of Salat (prayer) in accordance with the Holy Qur’an and teachings of Prophet Muhammad (Peace Be Upon Him).
The centre’s National Coordinator, Mrs Shifa’a Garba gave the admonition at a women Ramadan lecture organised by the Al-Habibiyyah Islamic Society, on Saturday in Abuja.
Garba also enjoined muslim women on the need to respect the Islamic values and ensure high
sense of modesty during and after the month of Ramadan.
She said that salat was the daily ritual prayer enjoined upon all Muslims as one of the five Pillars of Islam.
Garba said: “Each Salat is preceded by ablution, and prayer is categorised as Salat al-fajr (dawn) al-zuhr (mid day), al-asr (afternoon), al-magrib (sun set) and al-Isha (evening).
“Individual performance of salat is permissible and can be offered in any clean space either at home or at work, while collective worship in the mosque has special
merit.
“Completing the five daily prayers as taught by Prophet Muhammad (PBUH) is an obligation for all Muslims especially women who are home managers.”
She added that the status of Salat in Islam was such a key part of a Muslim’s life, adding, “so much so that one could never be separated from Salat.”
The national coordinator said observance of five daily salat prevents indecency and wickedness, erase sins, as well as serves as a solution to all
problems.
Garba said: “Salat leads to bountiful rewards and salat is a means to attain Allah’s love and become closer to Him.”
Also, Mrs Maryam Mohammed, who described the lecture as timely, commended Alhabibiyyah for giving priority to the issue of gender.

IDPs call for polling unit in Edo camp

Displaced Persons (IDPs) in Uhogua, near Benin, have called on the Independent National Electoral Commission (INEC) to create a Polling unit in their camp.
The IDPs in a telephone interview with the News Agency of Nigeria (NAN), said that this would protect them against thugs and allow them exercise their franchise.
They claimed they were attacked by suspected political thugs at Oronsanye Primary School polling unit where they had gone to vote during the March 18, House of Assembly election in the state.
The IDPs are mainly from Borno and Adamawa States, running from insecurity in the country’s north east region.
Some of them came from Chibok, Biu, Askira Uba and Gwoza.
Suleman Ayuba, one of the IDPs told NAN that, with what happened on March 18, they were already feeling insecure.
“It was obvious that we were the target, because there were two polling units in the primary school, but the attack was carried out in ours.
“Our people were injured, we lost our phones and other valuables, yet till now, nobody in the state have come to sympathise with us after the attack unleashed on us.
“Majority of our people are still receiving treatment in health facilities outside the camp, even money to pay their hospital bills, we don’t have and we are still looking for.”
Similarly, Philemon Emmanuel, another IDPs, called for another election to be conducted for the IDPs who were de-enfranchised during the attack.
According to him, it is not good that many of us were de-enfranchised by political thugs in spite of having our PVCs and candidates we wanted to vote for.
“We are Nigerians, though IDPs for no fault of ours. So politically, we have a right to join other Nigerians in deciding who we want to lead us.
“Government have been carrying out rerun in other places, so they should also consider this camp, in view of what happened at the polling unit during the state assembly election, so that our vote can count.”
Pastor Evelyn Omigie, Assistant Coordinator of the camp said that there was the urgent need for the federal government and INEC to create a polling unit in the camp.
According to her, we need a polling unit in line with the federal government directive, that polling units must be situated in all IDP camps across the country.
“I don’t know why this people should not be allowed to have their own polling unit. If we have one here I think we wouldn’t have experienced what we did during the election.
“Also in spite of what happened, and what we have expended on hospital bills, nobody has come to sympathise with either the victims or management of the camp.”
She called on the federal government to investigate the incident and unravel the perpetrators of the attack on the IDPs’ polling unit.
“We want them arrested, tried in court and jailed for their crime against the IDPs.
“Imagine, all the trauma they went through before. The sound of guns that God delivered them from, resurfaced again that day.
“So the government should try as much as possible to bring the perpetrators to book,” she said.
Omigie also called on the government to support the camp financially so as to be able to treat the IDPs who sustained various degree of injuries and make them healthy again.(NAN)

North-East Rebuild Initiative has commended ongoing De-radicalisation, Rehabilitation and Reintegration (DRR) programme by the Nigerian Military.
The group attributed mass surrender of insurgents to application of both kinetic and non-kinetic measures by the Armed forces of Nigeria.
President of the group, Gambo Katagum, who made this known in a statement issued on Wednesday, said since the assumption of office of the present Chief of Defence Staff, Gen. LEO Irabor, the war against insurgents have become less noisy with more positive results.
He said the revelations by the CDS that no fewer than 51,828 terrorists’ fighters and their family members surrendered to the Federal Government between July
2021 and May 2022 is a testimony of the good work being done by the troops to restore peace and stability in the country.
Katagum, expressed confidence that the remaining insurgents have no option but to surrender with the intense onslaughts on them by troops of the Armed forces of Nigeria.
“Just recently, troops of Operation Hadin Kai killed unconfirmed numbers of Boko Haram fighters as it raided 6 camps of the terrorist group successfully in Bula Agaida, Bula Yaga, Bula Lambai, Kuluri, Bula Umar and New Churchur in Bama Local Government Area.
“Similarly, troops in collaboration with Civilian Joint Task Force (CJTF) stormed the hideout of ISWAP in Dikwa Local Government Area of Borno State, killing 41 of the terrorists including a Commander, Abu Zahra while others fled for their
lives.
“In same period, Troops of 222 Battalion, Operation Hadin Kai killed several members of the Islamic State West Africa Province (ISWAP) in the North East of Konduga in Borno state.
“And just this Monday, Monday March 27, 2023, troops of Joint Task Force Operation Hadin Kai successfully repelled ISWAP attack on a military formation in the volatile northeast of Kunnari near Burutai town in Biu Local Government Area, Borno State.
“The troops overwhelmed the terrorists in a gun battle and eliminated eight of them while others fled the scene.”
“North-East Rebuild Initiative is therefore calling on remaining insurgents to lay down arms as the Armed forces of Nigeria under Gen LEO Irabor from all indications will not allow them disturb the peace of the region.”
NSCC sets to establish engagement bureau programe portal for aging persons

The CEB Program will also help to provide platforms for incubating and utilizing the skills, talents, experiences and resources of retirees and other senior citizens for national and community development through volunteerism or paid employment.
The NSCC Director General, Dr. Emem Omokaro disclosed this in Abuja at the Service Level Collaborations and Review of the Dummy Portal and other Support Instruments for the Establishment of NSCC Continuing Engagement Bureau (CEB) Program.
The event which was aimed at building the foundational synergies between the National Senior Citizens’ Centre (NSCC) and its critical partners, was organized with the objectives of having an understanding of the input requirements and outputs of the CEB by its key partners.
Dr. Omokaro noted that the NSCC is focussing on the optimistic perception of aging which is the reason for the CEB Program, adding that it is also driving the Centre’s National Plan of Action and Strategic Roadmap.

SCI says media crucial to climate change campaign

Abdulkadir asserted this during a one-day media chat on climate change, organised by Media Working Group, of SCI in collaboration with the Nigeria Medical Association, Kaduna State Chapter supported by Save the Children International.
According to Abdulkadir,
there is a need for a working synergy among stakeholders in finding sustainable solutions to addressing the impact of climate change on the wellbeing of the people.
He opined that government agencies and the public need to understand the multisectoral
nature of health and how failure in one sector affects the other, including the environment.
“When stakeholders from different sectors work as a team, we can build roads to hospitals, equip health facilities and break barriers to accessing quality health services.”
10th House of Representatives Speaker: The cap fits Sada Soli
By Khalid IsaAs the new government comes in and the inauguration of the 10th National Assembly is expected, the race for the leadership positions for both chambers has commenced.
Already the Independent National Electoral Commission (INEC) has issued certificates of return to both the senatorselect and House of Representatives members-elect.
It is noteworthy that the current 9th National Assembly was inaugurated in June 2019 and will come to an end in June 2023; the same month the 10th assembly will be inaugurated.
Results declared by INEC indicate that the ruling APC retained the majority of both the Senate and House of Representatives seats, implying that the ruling party will form the leadership of both chambers in the National Assembly.
Following the election, those eyeing the positions of the Senate President, deputy Senate president, House of Representatives speaker, deputy speaker, and other principal officers have begun their moves.
Among the potential front-runners for the Senate presidency are; Barau Jibrin (Kano), Orji Uzor Kalu (Abia), Godswill Akpabio (Akwa Ibom) Sani Musa (Niger), and Dave Umahi (Ebonyi).
In the House of Representatives also, potential candidates for speaker and deputy speaker had started constituting strategic teams to realise their ambitions.
Those most likely to declare interest after zoning the positions are Ahmed Idris Wase (Plateau, Deputy Speaker),
Muktar Aliyu Betara (Borno, House Committee Chairman on Appropriations), Alhassan Ado Doguwa (Kano, House Majority Leader) and Hon. Sada Soli (Katsina, House committee chairman on Agriculture).
Among those contending for the Speakership position, Hon Sada Soli, representing Jibia/Kaita Federal Constituency stands out.
Although he is yet to formally make his intention known, observers have started pointing in his direction given his wealth of experience over the years and commitment to legislative ideals.
There reasons are not far fetched.
Apart from his wealth of experience in the legislature, Hon. Jibia is endowed with leadership qualities that stand him out for the position.
Rep Soli, who is the current Chairman of the House Committee on Agriculture has been a vocal voice on many issues of national interest.
He is a ranking member of the House with several motions and bills to his credit.
In July 2019 he moved a motion urging the House to set up an ad-hoc committee to carry out a comprehensive investigative hearing on how much money was spent on the power programme over the years.
His point of concern was the need to review government expenditure on power to ensure sustenance of the power reforms.
Another notable motion he had moved on the floor of the Green Chamber was on the need to enhance a broad based agricultural policy in the country with emphasis on youth participation.
He tasked the Federal Government to talk to the banks to give money to ease regulations and give money to young people who are willing to engage in agriculture.
Similarly, Hon Soli had argued against closure of borders, insisting that it had proven counterproductive. Rather than mitigate the situation, Hon Soli argued that the border closure had encouraged extortion, corruption, criminal and extrajudicial killings of people at the borders.
Also, his vast experience in continental legislation coupled with his membership of various standing committees makes him eminently qualified to lead the Green Chamber in the 10th National Assembly.
First elected in 2006, Hon. Soli has endeared himself in the minds of his constituents by winning his return bid into the National Assembly as the member representing Jibia/ Kaita Federal Constituency of Katsina State.
Apart from serving as Deputy Chairman, House Committee on Cooperation and Integration in Africa, Hon Soli served on several committees, including: Privatization and Commercialization, Capital Market, Media and Public Affairs, Legislative Budget, Urban Development, Foreign Affairs, Inter-Parliamentary, Petroleum–Upstream, Aids, Loans and Debt Management.
From 2019 when he got re-elected into the 9th Assembly, Hon. Soli has served on the following committees: Agriculture, Production & Services, Federal Capital Territory, Banking and Currency, Foreign Affairs, Defence, Interior, Power, Works, Climate Change, Capital Market and Lake Chad.

The evils of complacency in politics

Complacency shrinks the horizon of political parties and spells their doom. When a system becomes unsystematic, aberration steps in and discipline is the first casualty as control becomes problematic.
Oftentimes, intrigues exist in political matrixes. Concepts such as political mass participation, collective demands, group identity and determination, and collateral damages could all mean different things to different people. It only depends on which side of the divide the definer pitches his or her tent. This unrestricted latitude and privilege to operationalize concepts and political ideas (especially in Nigeria) with ‘sidon look’ response from the masses breeds complacency on the part of the political gladiators. The salient issue, however, is that a little divergence from the standard definition or central course gnaws on both the integrity and legitimacy of the political institution.
Complacency comes in a surreptitiously slow-butseamless manner. It doesn’t make noise even as it rubs in on people with definitive exactitude. Political activists become complacent when they are no longer thinking with the people, when they think they know it all, and when they are eventually disconnected from the people. A discernible disconnect between the people and the political party is always in a spiral form, thereby making it problematic to actually curb, or control. The central rule is: never take the people for granted! Political party is about the people, and for the people; not the people for the political party! To this end, the leadership of any party must stop thinking for the people, but with the people. These are the issues!
Once upon a time in Nigeria’s chequered history, the National Party of Nigeria (NPN) was indeed a national party. During the 2nd Republic, NPN was the party to beat while other political parties appeared like Lilliputians. As time went by, Nigerians began to see it as a party of the elite, the powerful and the rich. So, the mass of the people, who obviously constituted the majority, started leaving the ‘One Nation, One Destiny’ arrangement because, to them, they had nothing to show for being committed members of the party. After all, if you’re a politician of the NPN hue, you must be rich; otherwise, you’re just being used as cannon fodder. The perception went through the masses and it was well-received. Since politics is a game of numbers, the mass of the people left NPN – unknown to the party – for other
political parties that showed some empathy towards the masses and the downtrodden.
Whereas Obafemi Awolowo’s Unity Party of Nigeria (UPN) was determined to give the people, especially, the children of the poor ‘Free Education’, NPN started talking about ‘qualitative education’, which meaning was lost to the deaf ears of the masses. As far as they were concerned, what’s the meaning of ‘Qualitative Education’ when somebody else was ready to offer ‘Free Education’? In their opinion, that’s one sure way of deviating from the central theme of a political party. Thenceforth, complacency tampered with the destiny of NPN and its life never remained the same again! Sad therefore that the once-national party insisted on losing its vital contents! Ultimately, disintegration became its lot even before the military struck on December 31, 1983 and cleared whatever remained of NPN as a political party.
There was also a time when the Peoples’ Democratic Party (PDP) boasted that it would be in power for the next fifty years. As fate would have it, Nigerians are now witnesses to what have become of its fortunes as a result of complacency, particularly, on the part of its leaders. Take, for instance, time it was in Nigeria when every nook and cranny of the country was overstuffed with the ‘Umbrella’ men: strong in structure and texture, and powerful in shape and size! It was such a rich, national party that it was at a time assumed to be the biggest party in Africa. To its handlers, power was a personal property that could last forever even as they had forgotten that ‘disservice power is like power thrown away.’ For the once-thriving party, the rest is history! Labour Party (LP) came recently, allegedly, from nowhere, only to help put a ‘dying-slowly’ lid on the hope of the hitherto formidable party!
When PDP came, the general thinking was that the party would have learnt a lesson or two from its forebears because, in terms of structure and configuration, PDP and NPN were Siamese twins from the same father, the Northern People’s Congress (NPC) of old; but, unfortunately, they went the same way! Now, and in our very eyes, PDP is disintegrating! Since the focus of its leadership is no longer the people but what each leader and/or handler can covet and convert to personal advantages, is it any wonder that members of the same political family are now fighting over positions? Aren’t they fighting over, even monetising privileges and personalise perks of office?
By the way, while the loss of the National Assembly seats by the All Progressives Congress (APC) to the PDP in the just-concluded Osun State House of Assembly election was an expression of what had long happened and crystallized,
the ‘25-1’, winner-takes-all choristers might have forgotten that the Ademola Adeleke swing wasn’t the first in the state’s rich political history. With the benefit of hindsight, Osun has once experienced the Olagunsoye Oyinlola ‘25-1’ swing (in 2003) and Rauf Aregbesola’s ‘26-0’ has also happened to the state (in 2011). Yet, the heavens did not fall! Anyway, this is a story for another day!
Complacency helps in pushing people away. On the other hand, it represents a gateway for renewal because it also causes the people to think. Complacency shrinks the horizon of political parties and spells their doom. When a system becomes unsystematic, aberration steps in and discipline is the first casualty as control becomes problematic. Besides, immediately an institution deviates from serving the purpose for which it was created, its social influence and functional relevance are bound to wane with time! Added to these is that power is functional; but, once it starts malfunctioning, its legitimacy is withdrawn. Needless to repeat that it is the reason men of unproven character who have taken over the control of political parties in Nigeria remain liabilities even as they portend ruination to our political system.
To sum up, there is a way leaders in the political space conveniently forget that performance and competence are key players in party sustainability and that no amount of political inducement or violence can help obliterate a cumulative history of non-performance. The principal reason for voting any government into power is to help bring the people up out of the valley of despair where the future is uncertain to the Next Level of development rooted in equality and the international character of mainstream socialism. Were Nigerians gainfully employed, the pressure wouldn’t have been that much on the politicians, and politicians would not have been taking the electorate for a ride! However, since the preys are seen as bootlickers even as the predators are tragically insensitive, one doubts if pressure can stop from being exerted on the politicians.
Above and beyond, since the politicians have always mistaken the masses for political irritants, it is doubtful if they (the politicians) will stop insulting the electorate’s collective intelligence with brazen ignominy. So, until there is a watershed in the life of each party, the way forward will always remain bleak! Normally, the credible way forward is total overhaul! Thankfully again, the introduction of the Bimodal Voter Accreditation System (BIVAS) into Nigeria’s election process has now shown that her future is neither gloomy nor doomed.

ICC arrest warrants for Russia’s putin

We hope that the ICC will investigate crimes in other countries like Belarus whose leadership continues to detain and use excessive force against children.
As we may have heard by now, the pre-trial chamber of The International Criminal Court (ICC) issued a warrant against President Vladmir Putin of the Russian Federation and his children’s rights commissioner Ms Maria Alesvega. The warrants were issued for alleged war crimes for the unlawful deportation of children and unlawful transfer of people from the territory of Ukraine to the Russian Federation. For many members of the international and human rights community, this is a welcome turn of events. The warrants were announced March 17 2023, a few weeks past the one year anniversary since Putin sent troops into Ukraine. Since the beginning of this war, there have been allegations of war crimes and crimes against humanity being carried out by Putin and Russia. International lawyers and NGOs have been working to document these crimes eagerly awaiting the time that the perpetrators will be brought to justice. The ICC is one of the bodies that is tasked to reduce
impunity and bring justice to victims of the worst crimes. These are crimes against humanity, war crimes, aggravation and genocide.
Although human rights experts hoped that Putin would be brought to justice for his crimes, Many did not anticipate the process to start this soon. Perhaps, the child abuse element of the crimes inspired the ICC to take swift action. International legal and accountability systems have a reputation for being slow, performative and having little to no enforceability powers, one can understand the apprehension for these institutions. Nonetheless, The ICC is one of the very few institutions that have managed to bring perpetrators of crimes to justice in the past. This is not the first time that notorious leaders have been indicted by the ICC. The ICC arrested former Liberian president Charles Taylor and sentenced him to fifty years in prison for war crimes and crimes against humanity.
The decision to indict Putin may have come as a shock to many, especially those who are not familiar with international law processes. The war in Ukraine is still ongoing and many have wondered what political ramifications the warrants will have. ICC President Piotr Hofmanski, stated that as a court of law, the ICC will follow its mandate and will not consider ‘political consequences’ when making its decisions. Give late Wayas state burial, Tinubu Vanguard urges govt
Apolitical support group, Tinubu Vanguard, has urged the Federal Government and the government of Cross River to take over burial arrangements of late Senate President, Joseph Wayas.
The Director-General of Tinubu Vanguard, Dr Johnny Benjamin, said this in a statement on Sunday.
The News Agency of Nigeria (NAN) reports that Wayas, a former Nigerian Senate President in the Second Republic, died in a London hospital on Dec. 1, 2021, after a protracted illness.
He was 80 years old.
According to Benjamin, the National Leadership of Tinubu Vanguard, calls on both the Federal and Cross River governments to take over the burial arrangements of Wayas and give him a national burial were in order.
“We deeply regret to identify many undisclosed factors that contributed to the death of this great man who spent a better part of his life serving his fatherland.
“Wayas lived a worthy life devoid of abuse of power while serving
this great nation in different capacities, especially as President of the Senate,” he said.
Benjamin described the late politician as a shining star, who set a strong and positive model for the admiration and emulation of the younger generation. He said the neglect of his remains in a foreign hospital was a national embarrassment.
“He lived a moderate life, such that he never saw the opportunity to serve as an avenue to enrich himself, rather, he diligently rendered the desired service to
the nation.
“We, therefore, call on the government of Cross River and leadership of the National Assembly, to as a matter of utmost importance, ensure immediate settlement of all outstanding issues with the foreign hospital and return his body to be given a national burial.
“We also call on the National Assembly to pass a resolution to name a national monument, preferably a library, after the former Senate President,” he said. (NAN)
Court injunctions by politicians stalls fight against corruption- Coalition … Pass vote of confidence on Bawa

This was disclosed by a coalition of Civil Society Organisations (CSOs) under the aegis of ‘Civil Society Alliance for Eradication of Corruption’ while addressing press on Thursday in Abuja on the calls from some quarters for the removal of Abdulrasheed Bawa, as the head of the Economic and Financial Crimes Commission (EFCC).
The coalition said these forces influence outcome of investigations and situations whereby the commission goes ahead, they come up with procured
court injunctions to stall further investigations.
They maintained that this attitude has stalled several anti-corruption battles been investigated upon by the commission, and has often times led to collision of interest as Bawa is left with no option to either respect court order or go ahead with the investigation so as to recover the looted loot.
The CSOs further said that, calls for sack and removal of Bawa at this transition period is a wrong idea that will further defeat the already established fight against some political office holders most of whom will no longer enjoy immunity and thus makes investigation easily done.
According to the coalition “Bawa should be allowed to complete the ongoing investigation of some of the political office
holders, including that of the ruling party. We are sure these are part of those calling for his removal, which we stand against and advice the outgoing government to ensure that such calls are not listened to but instead make him more focus in delivering his mandate.
“The flimsy excuse under which they are calling for his removal, is selective disobedience to court rulings. We all know, the standard rule if such occurs, it’s for the complainant to approach court and charge him for contempt not call for outright removal.
“At times, we also know that under corrupt charges some court rules need to be further tested before obeyed as it can truncate an ongoing investigation.
“Under same Bawa, the commission has recorded 3,785 convictions and still counting, but to our surprise this was not
celebrated by anyone but rather a frivolous call for his removal is what we are seeing. His removal now, will further portray us in bad light in the international community as not serious to build strong institution that we need to build to ensure that our looted funds are recovered and plunged back to the economy.
“We also, wish to advice the President elect not to listen to these nay sayers as Bawa will no doubt assist in bringing to book and make to face justice hidden corruption and recovery of loots that the government will need to stabilize with because we can’t be on a borrowing spleen again as a nation.
They passed a vote of confidence on Bawa urging him to him to carry on with delivery of his mandate and further deepen the anti-graft agency.
North West APC youths groups endorses Barau Jibrin for Senate President

2023 polls: Only justice on rule of law can appease Nigerians - IPAC tells judiciary
By Ikechukwu OkaforadiThe Inter Party Advisory Council (IPAC) has tasked the judiciary to dispense justice by upholding the rule of law in adjudicating on the 2023 elections, even as it cautioned that only justifying the confidence which the common people repose in them can assuage the anger in the land and maintain the sanctity of the ballot box.
In a communique issued by the National Chairman, Yusuf Sani Yabagi, after an emergency General Assembly meeting held at its national secretariat Abuja, IPAC challenged the judiciary to dispense justice without fear or favour as the temple of justice and last hope of all aggrieved persons.
The Council reiterated its call on all aggrieved political parties, their candidates and supporters to eschew violence in all its ramifications and seek redress in court for perceived infractions and irregularities in the conduct of the 2023 general election.
While emphasising the need for reconciliation of aggrieved persons, IPAC said “Conscious of the need for reconciliation, healing, political stability, national unity, peace, cohesion and desire to preserve our hard earned democracy after the contentious 2023 general election, the Inter Party Advisory Council (IPAC) condemns in strong terms the call and plot to install an interim government in Nigeria.
“It is a civilian coup, treason, absolutely unconstitutional, undemocratic and unacceptable.
“IPAC rejects any attempt to scuttle, subvert and truncate the nation’s emerging democracy by reactionary and retrogressive forces. It is an attempt to overheat the polity, cause confusion, political upheavals, impasse and quagmire as was the case in the infamous annulment of the June 12, 1993 presidential election that necessitated the hasty set up of an interim government by General Ibrahim Babangida which was headed by Chief Ernest Shonekan in August 1993.
“The court declared it illegal and the interim national government was overthrown by General Sani Abacha in November same year.
“Council notes the statement by the Department of State Service (DSS) that it has uncovered a plot by some persons to violently disrupt the nation’s peace and install an interim government. Council demands that the country’s intelligence service should name the plotters, arrest and prosecute them in accordance with the law of the land to serve as a deterrent to others who would resort to selfhelp to achieve their selfish political ambitions.
“Council further urged the Judiciary to dispense justice without fear or favour as the temple of justice and last hope of all aggrieved persons. All eyes are on the Judiciary to justify the confidence the people reposed in it by upholding the rule of law. That is the only way to assuage the anger in the land and maintain the sanctity of the ballot box.

NNPP National chairman, Rufai Alkali resigns to pave way for expansion

Professor Rufai Ahmed Alkali has resigned as the National Chairman of New Nigeria People’s Party (NNPP).
His resignation comes one year after he attained the position.
Prof. Alkali made his intention known in a letter titled, ” Letter of stepping aside from the post of National Chairman, New Nigeria Peoples Party, NNPP”, dated March 31, 2023.

Delta PDP suspends excommissioner, Ebie, Okowa’s aides over anti-party
By Musa Baba AdamuThe Peoples Democratic Party (PDP), Ward 5 Ekuku-Agbor in Ika South Local Government Area of Delta State, has suspended the former Commissioner for Basic and Secondary Education, Chiedu Ebie Esq, and two special assistants to Governor Arthur Ifeanyi Okowa over alleged anti-party activities before, during and after the Presidential and National Assembly, as well as the gubernatorial and State Houses of Assembly elections in the State.
The two special assistants are Mr. Elina MacDonald and Mr. Stanley Ehikwe.
The suspension is contained in a letter signed by the PDP Chairman in Ika South, Comrade Amachi Igunbor.
Hon. Sunny Tababuzigwu, the Chairman, Ika South legislative arm, and others were copied in the letter by the PDP.
The PDP said, “In line with Section 58(F) of the PDP Constitution, the suspension of the above named persons are hereby approved.”

Betara was born on 22nd November 1966 into a large family. His father was a civil servant heading several community councils while his mother was a devoted housewife.
Betara began his education at Biu Central Primary School in 1973 and obtained his First School Leaving Certificate in 1978. He proceeded to Biu Central Junior Day Secondary School, and then to Government Technical Secondary School Benishek, Borno State, where his leadership skills saw him becoming head prefect, and would eventually obtain his West Africa School Certificate in 1983.
He advanced his education at Ramat Polytechnic, Maiduguri where he obtained his Ordinary National Diploma (OND) and Higher National Diploma (HND) in Business Administration.
He made his foray into politics when he contested for the House of
Representatives seat on the platform of the defunct All Nigerian Peoples Party (ANPP) and got elected as the member representing the people of Biu, Kwaya Kusar, Bayo and Shani Federal Constituency in 2007.
Since then, he has been reelected three times, emerging as one of the few members to have served in the sixth, seventh, eighth and ninth assemblies in Nigeria, with the current and immediate past tenures secured on the platform of the ruling All Progressives Congress (APC).
For the 2023 poll, Honourable Betara has been overwhelmingly returned unopposed by his constituents and the All Progressives Congress (APC) stakeholders to fly the party’s flag given his sterling representations at the Green Chamber since 2007.
For him to have been returned unopposed at a time when there’s high turnovers of lawmakers who lost their return tickets during the last primaries, showed how popular and impactful he has been among his constituents.
He’s so loved by his constituents that they contributed money to purchase the nomination and expression of interest forms for him. Market women, artisans, and youth came out in their numbers to surprise him with this.
He’s no doubt, one of the very
hardworking lawmakers who has made valuable contributions to the House right from the 6th Assembly to the current 9th Assembly where he headed key House Committees such as Army (7th Assembly), Defence (8th Assembly) and Appropriations (9th Assembly).
Over the years, his efforts have been duly noted even in the Presidency as could be attested to by the recent conferment of the prestigious Officers of the Order of the Niger (OON) National Honour Award on him by President Muhammadu Buhari.
As a Federal Lawmaker, he has made giant strides in impacting many lives and contributed to the development of his fatherland through quality representation and impactful legislations, as well as changing the status of Agencies of Government.
Betara conceived his Speakership ambition in 2019, but on compassionate grounds, he stepped aside and fully supported, Hon. Femi Gbajabiamila to emerge as Speaker.
If the APC national leadership zones the Speakership position to the North-East, this parliamentary veteran possesses the qualities for the job. He will definitely pilot the affairs of the green chamber well and run a fair, just legislative administration.

By Khalid IsaAs the new government comes in and the inauguration of the 10th National Assembly is expected, the race for the leadership positions for both chambers has commenced.
Already the Independent National Electoral Commission (INEC) has issued certificates of return to both the senators-elect and House of Representatives members-elect.
It is noteworthy that the current 9th National Assembly was inaugurated in June 2019 and will come to an end in June 2023; the same month the 10th assembly will be inaugurated.
Results declared by INEC indicate that the ruling APC retained the majority of both the Senate and House of Representatives seats, implying that the ruling party will form the leadership of both chambers in the National Assembly.
Following the election, those eyeing the positions of the Senate President, deputy Senate president, House of Representatives speaker, deputy speaker, and other principal officers have begun their moves.
Among the potential front-runners for the Senate presidency are; Barau Jibrin (Kano), Orji Uzor Kalu (Abia), Godswill Akpabio (Akwa Ibom) Sani Musa (Niger), and Dave Umahi (Ebonyi).
In the House of Representatives also, potential candidates for speaker and deputy speaker had started constituting strategic teams to realise their ambitions.
Those most likely to declare interest after zoning the positions are Ahmed Idris Wase (Plateau, Deputy Speaker), Muktar Aliyu Betara (Borno, House Committee Chairman on Appropriations), Alhassan Ado Doguwa (Kano, House Majority Leader) and Hon. Sada Soli (Katsina, House committee chairman on Agriculture).
Among those contending for the Speakership position, Hon Sada Soli, representing Jibia/Kaita Federal Constituency stands out.
Although he is yet to formally make his intention known, observers have started pointing in his direction given his wealth of experience over the years and commitment to legislative ideals.
There reasons are not far fetched.
Apart from his wealth of experience in the legislature, Hon. Jibia is endowed with leadership qualities that stand him out for the position.
Rep Soli, who is the current Chairman of the House Committee on Agriculture has
been a vocal voice on many issues of national interest.
He is a ranking member of the House with several motions and bills to his credit.
In July 2019 he moved a motion urging the House to set up an ad-hoc committee to carry out a comprehensive investigative hearing on how much money was spent on the power programme over the years.
His point of concern was the need to review government expenditure on power to ensure sustenance of the power reforms.
Another notable motion he had moved on the floor of the Green Chamber was on the need to enhance a broad based agricultural policy in the country with emphasis on youth participation.
He tasked the Federal Government to talk to the banks to give money to ease regulations and give money to young people who are willing to engage in agriculture.
Similarly, Hon Soli had argued against closure of borders, insisting that it had proven counterproductive. Rather than mitigate the
situation, Hon Soli argued that the border closure had encouraged extortion, corruption, criminal and extrajudicial killings of people at the borders.
Also, his vast experience in continental legislation coupled with his membership of various standing committees makes him eminently qualified to lead the Green Chamber in the 10th National Assembly.
First elected in 2006, Hon. Soli has endeared himself in the minds of his constituents by winning his return bid into the National Assembly as the member representing Jibia/Kaita Federal Constituency of Katsina State.
Apart from serving as Deputy Chairman, House Committee on Cooperation and Integration in Africa, Hon Soli served on several committees, including: Privatization and Commercialization, Capital Market, Media and Public Affairs, Legislative Budget, Urban Development, Foreign Affairs, InterParliamentary, Petroleum–Upstream, Aids, Loans and Debt Management.
From 2019 when he got re-elected into the 9th Assembly, Hon. Soli has served on the following committees: Agriculture, Production & Services, Federal Capital Territory, Banking and Currency, Foreign Affairs, Defence, Interior, Power, Works, Climate Change, Capital Market and Lake Chad.
Always rising to the occasion where national interest is involved, he was also appointed Chairman Ad hoc Committee on National Social Insurance Trust Fund (NSITF) to investigate the Non-Remittance of Contributions in the National Social Insurance Trust Fund (NSITF) as well as Chairman Ad-hoc Committee on Process and Industrial Development (P&ID) Limited, to Investigate the Alleged Negligence by the Federal Ministries of Justice, and Petroleum Resources in the Handling of the Transaction between the Federal Government and the Process and Industrial Development (P&ID) Limited.
Because of his interventions in some important national assignments, he earned the sobriquet, as the task master from friends and admirers, as well as being a go-to-person in the House of Representatives engagements based on his institutional memory of that arm of government.
Other Ad-hoc Committees he served on are: Special Committee on Constitution Review, Unspent Fund, Electoral Act, Petroleum Bill, Power, Parliamentary Friendship Group (Nigeria and Cameroon), Assessment and Status of all Recovered Loots, Movable and Immovable Assets from 20022020 by Agencies of the Federal Government of Nigeria for Effective/Efficient Management and Utilization, Ad-hoc Committee to Investigate Joint Venture (JV) Businesses and Production Sharing Contracts (PSC) of NNPC from 1990.
Sada Soli has the pedigree, knowledge and experience to lead the House. If his party, the APC and other honorable members of the House consider him for the top job and give him the opportunity to emerge as the Speaker of the 10th National Assembly, Hon. Sada Soli will surely be a square peg in a square hole.
With a knack for cultivating goodwill and respect from his colleagues across party lines because of his simplicity and boundless generosity, it is evident that Hon. Soli can gracefully lead the House effectively with the kind of team spirit expected of legislative business.

Insecurity:Gov Bello calls for calm, says no hiding place for insecurity merchants
Kogi state Governor, His Excellency Yahaya Bello has called for calm over the recent attacks on communities in Oganenigu Ward of Dekina Local Government Area of the State by suspected herdsmen.
A statement by Onogwu Muhammed, Bello’s Chief Press Secretary described the vile and satanic attack as a calculated assault on the peace-loving people of
Oganenigu who have enjoyed relative peace and security.
Bello, the statement said, stated that his administration will continue to face out crisis entrepreneurs from the state and ensure that those involved shall be brought to book under the laws.
Governor Bello describes the unexpected development as shocking while assuring that his administration
shall commit every available resource to hunt down the criminal actors and make them pay stating that the Government will never bow to the machinations of heartless elements in its resolves to rid the state of criminals.
He commiserates with the people in Oganenigu, particularly the family of the slain Oganenigu APC ward chairman, Hon James Adah and others affected by this
ugly and unfortunate attack while urging the people to remain calm.
He however advised the people not to take laws into their hands as security agencies have been swiftly mobilised and deployed to the troubled areas to restore normalcy.

Nigeria renews call for fair international tax practices

Making the call on behalf of the country, Mr. Muhammad Nami, the Executive Chairman of the Federal Inland Revenue Service (FIRS) stated this while delivering Nigeria’s Statement at the Economic and Social Council (ECOSOC) Special Meeting on International Cooperation in Tax Matters, held on Friday, at the ECOSOC Chamber, United Nations Headquarters, New York.

BUA Foods to pay shareholders N81 billion dividend

BUA Foods will pay shareholders a dividend per share of N4.50 translating to a payout of N81 billion for fiscal year 2022, the food company’s audited earnings report showed on Saturday.
The planned dividend is subject to shareholders’ approval at the firm’s forthcoming annual general meeting.
Similarly, appropriate withholding tax will be applied at payment.
In 2021, the company paid a dividend of N3.50, with the payout totalling N63 billion.
BUA Foods’ current cash plan followed a remarkable year marked by record revenue of N418.3 billion, after sales grew by 25.5 per cent year on year.
The company highlighted in the document that sales volume was driven especially by its fortified and non-fortified sugar products, while bakery flour, pasta, bran and molasses contributed the rest of its turnover.
Nigeria, the group’s primary market, accounted for 86 per cent of sales, unlike the previous year when it accounted for all revenue, affirming the progress of the company’s expansion drive into the rest of Africa.
After-tax profit stood at N91.3 billion compared to N69.8 billion a year earlier. That implies BUA Foods will be paying 88.7 per cent of its profit as dividend.
AbdulSamad Rabiu, Africa’s 4th richest man by Forbes ranking, holds 92.6 per cent of the shares in BUA Foods.

Nigeria, while calling for a global taxation regime under the United Nations, harped on the importance of enhancing domestic resource mobilization among member States to address their economic challenges.
“The promotion of inclusive International Tax Cooperation remains a critical subject in the attainment of the 2030 Sustainable Development Goals (SDGs).
“Today a global taxation regime under the UN is urgently needed to enable States effectively mobilize domestic revenues to address the multiple economic and other crises impacting our efforts in the achievement of the 2030 SDGs.
“Domestic public resource
mobilization is critical to this effort because of its vital role in delivering critical public services and advancing even progress towards the sustainable development agenda.
“Developing countries are taking seriously the challenge of financing sustainable development. My delegation underscores the importance of enhancing domestic resource mobilization, good governance and investment in our common African goal embodied in the Agenda 2063, and in the global goals spelled out in the 2030 Agenda,” Mr. Nami stated.
He further commended African countries for strengthening their participation in international tax cooperation efforts, as well as the strides they have made “in closing loopholes and countering base erosion and profit shifting.”
He however expressed concerns that “while much good work has been done, much more
remains to be made towards a fully inclusive process, both domestically and internationally and ensuring that all taxpayers are making their fair contributions.”

The defendants are also alleged to have committed offences contrary to Section 383 (2) (f) of the Criminal Code Act, Laws of the Federation of Nigeria, 2004 and punishable under Section 390 (7) of the same Act.
Wema Bank gets new managing director
Wema Bank Plc. on Saturday confirmed the appointment of Mr Moruf Oseni as its substantive managing director and chief executive officer with effect from April 1.
Mr Oseni, who had been serving in acting capacity since January 1, 2023, succeeds Ademola Adebise, following approval by the CBN.
Mr Oseni joined Wema Bank in 2012 as an Executive Director.
“He served as Deputy Managing Director in the last four years, a role where he demonstrated capacity to lead the bank to greater heights as it continues to evolve into a financial powerhouse.
“He has had more than 25 years of experience, including more than 16 years at senior and executive management levels.
“Oseni was the managing director of MG Ineso, a principal investment and financial advisory firm.
“He had also served as Vice-President at Renaissance Capital and was an Associate at Schroder Salomon Smith Barney/Citigroup Global Markets in London,” the bank stated.
Mr Oseni has an MBA from the Institut European d’Administration des Affaires in France, a Master’s in Finance from the London Business School, and a B.Sc. in Computer Engineering from Obafemi Awolowo University, Ile-Ife, Osun.
He is also an alumnus of the Advanced Management Programme of the Harvard Business School and King’s College, Lagos.
Wema Bank added that the CBN also approved the appointments of Mr Wole Akinleye as Deputy Managing Director and Mr Tunde Mabawonku as Executive Director also with effect from April 1.
“Akinleye previously served as the Executive Director in charge of Corporate Banking and the Southwest Business of the bank, while Mabawonku served as the bank’s Chief Finance Officer.

Free trade zones scheme generates N35.1bn customs duty in 2021 – NEPZA
The Nigeria Export Processing Zones Authority (NEPZA) says that the Free Trade Zones (FTZs) Scheme generated a total of N35.1 billion for the government as Customs Duty in 2021.
The agency said the sum of N408.3 million was also remitted as Pay As You Earn (PAYE) taxes in 2021.
Speaking with the News Agency of Nigeria (NAN) in Abuja on Sunday, Adesoji Adesugba, the Managing Director, NEPZA said it ensured the effective generation of customs duty and administration of taxes applicable in zones operation.
NAN reports that the PAYE tax is one of the vital types of taxes in Nigeria that individuals pay to the Federal Inland Revenue Service
(FIRS) within their respective state of residence.
Section 19 of the NEPZA Act mandates FTZs enterprises to file returns for statistics and data, while section 8 stipulates that enterprises operating in zones should be exempted from federal, state and local government taxes.
However, they are under obligation to pay all deferred taxes and duties when they extend their businesses to the customs territories.
The NEPZA boss further said that the scheme also generated a total of 19,125 employments in 2021
According to him, a total of 3,000 jobs skills have so far been transferred to Nigerians in 2021.
The managing director explained that the federal
government approved the establishment of the Special Economic Zones Security (SEZSEC) to be operated by NEPZA.
He said it was for the very reason of creating a viable revenue option to reduce over-dependency on the downstream sector that the Nigerian government adopted the FTZ scheme and created NEPZA with Act 63 of the parliament in 1992 to regulate and manage it.
“I can confidently say that the authority has done well in the actualisation of its mandate.
“We have experienced a turnaround in the last seven years of President Muhammadu Buhari’s administration as he continues to show commitment and passion through the Federal Government’s unflinching
support for the success of the scheme.
“For instance, in 2017, the present administration buttressed the role of special economic zones in Nigeria’s industrialisation agenda under the Economic Recovery and Growth Plan (ERGP),’’ he said.
He said the SEZ model was used to accelerate the implementation of the Nigerian Industrial Revolution Plan (NIRP), a four–year road map on industrialisation to create jobs and promote exports, which in turn would facilitate economic growth.
“The successes and prospects of the scheme have been in the last few years made manifest as a result of the entrants of private investors,’’ Mr Adesugba said.
FIRS generates N10.04 trillion in 2022 – Official
The Tax Controller, Enugu Medium and Small Tax Office of the Federal Inland Revenue Services, FIRS, Stella Obiora, says the organisation generated N10.04 trillion in 2022.
Obiora, represented by the Executive Chairman of the agency, Muhammed Nami, stated this in Enugu on Friday during their special day at the ongoing 34th Enugu International Trade Fair.
She said the management of the FIRS had absolute trust in the capabilities and far-reaching economic impact of the Enugu International Trade Fair.
Ms Objora said that the FIRS as the top tax authority in Nigeria was saddled with the responsibility of assessing, collecting and accounting for all revenues collected on behalf of the Federal Government of Nigeria.
She, however, said that policy

“The Service has also introduced Self-Service Stations in all our tax offices across the country where taxpayers can walk in and have access to internet and use the TaxproMax solution to transact business with the Service.
“These initiatives are meant to make tax compliance as easy as ABC.
“We also have a world class fully automated contact centre where taxpayers can call to lodge their complaints and make enquiries in various languages that include English, Yoruba, Hausa, Igbo, Pidgin, French and Arabic, and will be attended to promptly
by our well-trained professional staff.
“I implore the Enugu State Government to also introduce reforms in collaboration with the relevant government agencies that will produce positive changes and improve voluntary compliance which will lead to increase in revenue generation” she said.
She encouraged all businesses and the general public to continue to perform their civic responsibility by paying their taxes as at when due to avoid sanctions, adding that taxes paid are used by government for various developmental programmes.
In his welcome address, the president, Enugu Chamber of Commerce, Industry, Mines and Agriculture, ECCIMA, Jasper Nduagwuike, represented by the vice president, Publication and Publicity, Emma Nwamkpa, said that tax harmonisation is crucial and still needs urgent attention in the country.
FCTA workers’ unions laud Minister on staff welfare, others

The workers made their feelings known at the at the 2023 1st quarter meeting between the management of the FCTA and the Joint Unions Action Committee (JUAC), according to a statement from Director of Press, Office of the Minister, Anthony Ogunleye, which was made available to newsmen, yesterday.
Speaking on behalf of the workers, Chairman, JUAC, Comrade Korede Matilukuro described Malam Bello’s appointment as FCT Minister as one of the best things to have happened to staff and the Administration as a whole.
Matilukuro commended the Minister for the timeliness and sincerity with which he approached and handled all issue relating to staff welfare and the unions.
He especially commended the Minister for staff promotions which were implemented when and as due, prompt payment of all salaries and allowances including arrears where applicable, consideration of Locum staff for formal recruitment provision of buses for the unions as well as he recent release of grains for junior staff.
He also thanked the Minister once again for the allocation of a recreational and sports garden to the Union and expressed hope that the Minister would find time after retirement from public service to visit with staff at the garden.
The statement added that members of the union in the course of the meeting accorded the Minister several standing ovations and solidarity songs.
“Earlier in his opening remarks, the Minister had commended staff of the FCTA for their dedication and commitment to duty which has improved service delivery in the FCT.
“He said improved staff performance was also acknowledged by SERVICOM with a letter of commendation to the Administration for excellence in service delivery.

FCTA distributes empowerment kits to vulnerable groups
By Stanley OnyekwereThe Federal Capital Territory Administration (FCTA) through its Social Development Secretariat (SDS) has distributed economic empowerment tools to no fewer than 60 members of different vulnerable groups, mainly people living with HIV/AIDS in the Territory.
In particular, while 30 vulnerable persons received brand new motorised grinding machines, another 30 members from the selected vulnerable groups received the sum of N50,000 empowerment gift to assist them in their petty trade and small scale businesses.
Speaking during the event tagged “Empowerment Through Seed Funding for Petty Trading
and Income Generating Activities”, for selected groups, the Mandate Secretary for SDS, Hajiya Hadiza Mohammed Kabir, said the distribution of the empowerment tools to the vulnerable, aims at enabling them to start living more meaningful and purposeful driven life through income generation.
She recalled that the Secretariat had on 17th of February commenced training and skills acquisition programs for the beneficiaries nominated through the Network of people Living with HIV/AIDS, community based organisations and various support groups.
“I am trilled to inform you that one of those empowered last month has been able to maximize his profit from his starter pack to the level of empowering another
colleague as we speak.
“This shows that what we are really doing well and the results are beginning to manifest for everyone to see and accept that we are into serious business”, she stressed.
Earlier in her remarks, the Head of HIV/AIDS, Dr. Okoro Ene thanked the SDS Secretary for coming through to the rescue of one of the vulnerable and stigmatised groups in the society.
He noted that since the Secretary’s appointment, this category of the vulnerable in the FCT’s happiness has increased tremendously as several empowerment programmes and activities have being organised for their empowerment and self sustenance, including the provision of relevant nourishing
drugs for them.
Not left out, Mrs. Priscilla Nwachukwu, spoke on behalf of the beneficiaries, expressed gratitude to the FCTA for the initiative, which help provide a sustainable means of livelihood for those in need.
Nwachukwu, therefore thanked the FCTA through the SDS Mandate Secretary, who since assumption of office has affected their lives positively and brought about unimaginable smiles on the vulnerable in the city.

Beware of land titles on social media, others - AGIS charges residents
By Stanley OnyekwereIn the wake of proliferation of land racketeering and illegal developments of estates in Abuja, the nation’s capital city, Director, Abuja Geographic Information Systems (AGIS), Dr. Isa Ibrahim Jalo, has admonished Abuja residents to always carry out due diligence on land titles especially those advertised on social media, in order to ascertain their authenticity, before they decide to transact.
This is coming of the heels of the arrest of no fewer than seven estate developers allegedly involved in illegal developments and land grabbing in Guzape II, Abuja Municipal Area Council (AMAC).
Jalo, who spoke with newsmen while reacting to the development, decried that despite several
awareness campaign against the menace, some members of the public are still very gullible to land grabbers, who put up advertorials on social media and other platforms in the city.
He particularly noted that people are supposed to visit the FCT Department of Land administration, which will check any land title record on the AGIS database, to ascertain whether it exists or not, before they do the transaction.
He added that even those with authentic land titles, cannot start development without obtaining approval from the FCT Development Control Department and other relevant agencies in the Territory.
According to him: “You just see somebody advertising on the social media or somewhere in the papers, and you just decide to
patronise and buy land; you don’t do that, as you are supposed to come to Department of Land administration, which will check your record on the AGIS database, to ascertain whether it exists or not, before you do the transaction.
“One thing is for sure, most of the public are aware of the fact that AGIS is where the official records of land adminstration are kept, as all departments submit their data. And you cannot go and start development without having a title from the official record, which is one very illegal act.
“Even is you have an AMAC title, by virtue of the Supreme Court judgement, all titles in the FCT belongs to the Federal Government, so you cannot claim that because you have an AMAC title, then you go ahead to start development. You cannot
even start development without the FCT Development Control Department’s approval in the first instance.
“And for all those titles that area council titles dating back to 2004 to 2005 are only subject to regularisation, and until those titles are regularised by the FCT Minister, and are fully captured into the AGIS database, and you are going to be given statutory title, before you go ahead and start the process for development. So you don’t have right to do so, even if you have AMAC title”.
Recall that FCT Minister, Malam Muhammad Musa Bello had in 2021 commissioned the Accelerated Area Council Sectional Title Re-Issuance Scheme (AACSTRIS) and AGIS Data Centre, for the regularisation of the Area Council land titles from customary to statutory.
Nato condemns ‘dangerous’ Russian nuclear rhetoric
Nato has condemned Russia’s “dangerous” and “irresponsible” rhetoric after Vladimir Putin’s decision to station tactical nuclear weapons in Belarus.
The organisation is “closely monitoring” the situation and said the move would not lead it to change its own nuclear strategy.
The US said it did not believe Russia was preparing to use nuclear weapons.
Belarus shares a long border with Ukraine, as well as with Nato members Poland, Lithuania and Latvia.
Ukraine has called for an emergency meeting of the UN Security Council to address the potential threat of President Putin’s announcement on Saturday.
President Putin said Moscow would not be transferring control of its arms to Minsk and that Belarusian leader Alexander Lukashenko - a firm ally of the Kremlin and supporter of its invasion of Ukraine - had long raised the issue with him.
Ukraine says the move violates nuclear non-proliferation agreements - an accusation President Putin has denied, instead comparing it to the US stationing its weapons in Europe.
But Nato on Sunday described Russia’s reference to nuclear sharing as “misleading”.
“Nato allies act with full respect of their international commitments,” Nato spokesperson Oana Lungescu said.
The military alliance also accused Russia of consistently breaking its own arms control commitments, including the country’s decision to suspend the new START treaty - a deal signed in 2010 which limits the number of US and Russian nuclear warheads and gives each the power to inspect the other’s weapons.
EU foreign policy chief Josep Borrell urged Belarus to opt out of the deal with
Putin, warning the country could face further sanctions if it went through with it.
“Belarus can still stop it, it is their choice,” he wrote on Twitter.
On Sunday, a top security adviser to Ukrainian President Volodymyr Zelensky accused Russia of making Belarus a “nuclear hostage”.
Oleksiy Danilov wrote on Twitter that Russia’s plans were a “step towards internal destabilisation” in Belarus and predicted anti-Russian sentiment in the country would grow.
Exiled Belarusian opposition leader Sviatlana Tsikhanouskaya said Russia’s deployment of nuclear weapons in her country “grossly contradicts the will of the Belarusian people” and would make it a potential target for retaliatory strikes.
But Yuriy Sak, an adviser to Ukraine’s ministry of defence, told the BBC that Ukraine was used to nuclear threats from Russia, adding that the deployment in Belarus would not change the outcome of the war.
“They cannot win this war because it is for them unsustainable, it is unwinnable, [and] they cannot defeat Ukraine because we have been living with the hypothetical threat of a possible nuclear strike from day one of the large-scale invasion,” he said.
Mr Sak said there was nothing new in Russia’s behaviour, as it had been stationing military equipment in Belarus since the start of the war in 2022.
Mykhailo Podolyak, another senior adviser to President Zelensky, characterised the move as “scare tactics” and said the Russian leader was “too predictable”.
Analysts at the US think tank Institute for War said the risk of escalation to nuclear war following the announcement remained “extremely low”.
A small number of Iskander tactical missile systems, which can be used to launch nuclear weapons, have already been transferred to Belarus, President Putin said in his address on Saturday.
This will be the first time since the mid1990s that Moscow will have based nuclear arms outside the country.
The Soviet Union’s collapse in 1991 meant weapons became based in four newly-independent states - Russia, Ukraine, Belarus and Kazakhstan - with the transfer of all warheads to Russia completed in 1996.
Russia will start training crews to operate the weapons from next week. The construction of a storage facility for tactical nuclear weapons in Belarus will be completed by 1 July, President Putin said. The announcement comes only days after Chinese President Xi Jinping’s visit to Moscow, during which Russia and China issued a joint statement saying “all nuclear powers must not deploy their nuclear weapons beyond their national territories, and they must withdraw all nuclear weapons deployed abroad”.
Mississippi: Rescue efforts begin after tornado destruction
Rescue efforts are under way in Mississippi and Alabama after a tornado tore through the two states on Friday night killing 26 people, including a baby and her father.
Emergency services will have to dig through the debris left behind by the tornado, which flattened one town and obliterated homes and businesses.
A state of emergency was declared in Mississippi on Sunday.
President Joe Biden ordered federal assistance for the affected areas.
As Federal Emergency Management Agency (FEMA) staff arrived in Mississippi to tour the damage, senator Roger Wicker tweeted: “Today recovery efforts across our state began in earnest”.
Friday’s tornado has been classified as “violent” and given a preliminary EF-4 rating - the second-highest rating possible.
Meanwhile, the National Weather Service issued a tornado watch for large sections of both Alabama and Georgia for Sunday, ending at 13:00 ET (18:00 BST).
In Rolling Fork, crushed cars, bricks and glass litter the streets - the town has been almost entirely wiped out.
One resident told the BBC he was lucky to survive after seeking shelter in his bath tub.
Approaching the neighbourhood in western Sharkey County, there is little indication of anything unusual.
The lush farmland that surrounds it is completely untouched, the trees aren’t even
bent out of shape by wind.
Then, suddenly, you see the houses that were in the tornado’s path.
They have been totally obliterated.
In this rural town of only 2,000 people, where one fifth of residents live below the poverty line, dozens of buildings have been flattened by the fury of the tornado.
Homes where family and friends had gathered less than 24 hours before, ready for the weekend, have been reduced to rubble.
Timber frames have been snapped into pieces. There are upturned washing machines, but it is impossible to identify anything that might have been a kitchen.
Amongst the rubble, there are vehicles that have been tossed around. There is the occasional children’s toy and other signs of the lives that were lived here just hours earlier.
The tornado hit in the middle of the night - people had been sleeping and had not heard the alerts. For many the first indication that something terrible was happening was the noise.
Francisco McKnight told the BBC it was a miracle that he is alive. The only warning he had was the sound, he said - he had never heard anything like the noise of the wind on Friday night and never wants to again.
He took one look outside and then ran into his bathroom and got into the bath tub. He said that was what saved him.
The only part of his home that is still standing are parts of two of the bathroom
walls.
The tornado lasted just five to 10 minutes he said, and he sat in the tub as the rest of his home was ripped away. For now, he is staying in one of the shelters that have been set up in the area.
He does not know what he will do next, but he says somehow he will rebuild his life.
Mississippi state governor Tate Reeves visited Silver City and Winona on Saturday to meet affected residents who had been hit by the tornado’s fury.
Sharing an update on Twitter, Mr Reeves described the situation as a “tragedy”, writing: “We are blessed with brave, capable responders and loving neighbours. Please continue to pray.”
Mr Reeves requested an expedited disaster declaration for the region and said: “We’re going to fight like hell to make sure that we get as many resources to this area as possible.”

Kamala Harris Africa trip: Can US charm offensive woo continent from China?
First it was the US secretary of state who went on a trip to Africa, now it is the vicepresident and later in the year the president himself is expected to come.
This flurry of visits by top figures in the US administration reflects a growing awareness that the US needs to deepen its engagement with the continent.
This all comes in the face of growing competition from other global powers, especially China and Russia.
Vice-President Kamala
Harris started her nine-day trip in Ghana on Sunday, where she was greeted by drummers and dancers at Kotoko International Airport. She will later go to Tanzania and Zambia.
Ghana, with its focus on strengthening ties with the African diaspora as well as a record of several peaceful democratic transfers of power, provides an ideal launchpad for Ms Harris.
Her trip, according to an official statement, is intended to “build on” December’s US-Africa summit in Washington where President Joe Biden said the US was “all in on Africa’s future”.
But it is that future, boosted by a youthful and growing population as well as the continent’s immense natural resources, that have attracted a lot of other powerful nations vying for influence.
While Secretary of State Anthony Blinken’s recent visit to Ethiopia and Niger focused on these countries’ security challenges, the vice-president’s tour will take her to nations facing serious economic problems.
Ghana’s once-thriving economy is going through its most difficult financial crisis in
decades.
The country is seeking to restructure its debt amid surging inflation of over 50%. Finance Minister Ken Ofori-Atta has just been in Beijing leading negotiations with the Chinese government.
“So far, very positive and encouraging meetings in China,” the finance minister tweeted as he expressed optimism that it would secure external assurances “very soon”.
It needs the assurances to unlock financial support from the International Monetary Fund (IMF).
It is not clear what, if any help, Ms Harris can offer, but it will be under pressure to act like a willing partner in the wake of Mr Ofori-Atta’s China visit.
‘US a friend - like China and Russia’
Economist and professor of finance at the University of Ghana, Godfred Alufar Bokpin, does not think the visit will deliver “an immediate dividend” to help alleviate the country’s financial woes.
“Having China on board is complicated,” he said, while noting that Ms Harris’ visit was “a very important” one for Ghana as it “elevates our relationship with the US to another level”.
He told the BBC the interest the US is showing in the country and its debt crisis “is good” but he is worried about what he described as “unfavourable terms of trade” with creditor nations.
First Lady Jill Biden, seen here in Namibia in February, was another US dignitary to have recently visited the continent Zambia finds itself in a similar position to Ghana.
The copper-rich nation
became the first African country to default on its debt when the Covid pandemic hit.
It is in prolonged discussions with China to restructure its debt and has also sought financial support from the IMF.
The Reuters news agency quotes a senior US official as saying Ms Harris “would discuss the best ways for the international community to address debt challenges faced by Ghana and Zambia”.
Like Prof Bokpin, Zambian analyst Dr Sishuwa Sishuwa thinks China holds more influence when it comes to restructuring debt. But the US wants to be seen as the more reliable partner.
There is a growing sentiment on the continent that Africa should have a free choice in its relationships with the rest of the world.
“Zambia sees the United States in the same way as it sees China and Russia - a friend,” Dr Sishuwa told the BBC.
“When a country turns to China, or Russia, or the US for
support, this should not be seen as snubbing one major power bloc or the other.”
He said attempts to seek exclusive relationships with African countries may be counterproductive and unsustainable.
This echoed South African President Cyril Ramaphosa’s comments during a visit to Washington last year when he said: “We should not be told by anyone who we associate with.”
Senior US officials have told the BBC it is not their intention to tell African countries who they can be friends with.
The US has however been keen to emphasise its focus on democracy in its relationships with African countries, something the vice-president is also expected to discuss during her visit.
President Hakainde Hichilema of Zambia is due to co-host a virtual Summit for Democracy, along with four other heads of state including President Biden, shortly before receiving Ms Harris in the country.
Tunisia migrants: At least 29 die off coast
At least 29 migrants have died after at least two boats sank off Tunisia’s coast within hours of each other, officials say.
The sub-Saharan migrants were trying to cross the Mediterranean to reach Italy.
It is the latest in a string of migrant boat capsizes off Tunisia’s coast in the last few days, with five others sinking in the past four days.
This comes after Tunisia launched a campaign against undocumented African migrants.
Meanwhile, Italian officials on the island of Lampedusa say they are overwhelmed, after a record 2,500 migrants arrived in the last 24 hours.
The Italian far-right Prime Minister, Giorgia Meloni, has warned Europe risks seeing a huge wave of refugees arriving on its shores.
Tunisia has become a hub for migrants who wish to make it to Europe, with UN figures showing at least 12,000 migrants who landed on Italy’s shores this year left from Tunisia. That figure was just 1,300 in the
same time period last year.
However, the Tunisia coast guard say they are taking steps to stop the migrant crossings, having halted around 80 vessels headed for Europe in the past four days, according to the Reuters news agency. It also says it has detained more than 3,000 migrants, the same agency reports.
In a controversial speech last month, Tunisia’s president accused sub-Saharan African migrants living in the country of causing a crime wave and described them as a demographic threat.
Kais Saied’s comments were widely criticised by the African Union and denounced as “racist hate speech” by human rights groups.
These comments have left some subSaharan Africans in Tunisia living in fear, with some saying they have seen an increase in racist incidents.
This has led some countries, like Ivory Coast and Guinea, to repatriate their citizens due to an increased climate of intolerance in Tunisia.

Russia’s invasion of Ukraine has no doubt given Western nations an added sense of urgency in winning over more African countries. UN votes to condemn it divided African nations which accounted for half of all abstentions, including Tanzania which is also on Ms Harris’ itinerary.

UAE pardons Israeli woman who faced life in prison
The United Arab Emirates has released an Israeli woman a year after she was convicted on drug charges.
Fidaa Kiwan flew home on Sunday. Israel called her pardon a “special gesture” to President Isaac Herzog, who had requested her release.
Ms Kiwan was arrested on April 2021 for possessing cannabis and cocaine. Her initial death sentence was reduced to life in prison on appeal.
Israel and the UAE normalised relations under a US-brokered deal in 2020.
Ms Kiwan, an Arab-Israeli photographer, was visiting Dubai for work when she was arrested.
According to prosecutors, she was found with 50g of cocaine and 500g of cannabis. She said the
cocaine was not hers.
President Herzog urged his UAE counterpart, Sheikh Mohammed bin Zayed al-Nahyan, to pardon her.

Lebanon time zones: Partial clock change causes confusion
People in Lebanon have woken up in two rival time zones, amid a row between political and religious authorities over when clocks should go forward.
Caretaker Prime Minister Najib Mikati announced that daylight saving would begin at the end of Ramadan next month, allowing Muslims to break their daily fast earlier.
But Christian authorities said they would change the clocks on the last Sunday in March, as happens most years.
Many businesses have followed suit.
The dispute illustrates deep divisions in a country where Christian and Muslim factions waged a civil war in the late 1970s and 1980s, and where political positions are shared between religious groups.
On Thursday Mr Mikati, a Sunni Muslim, announced his decision to delay the start of daylight saving until midnight on
20 April.
He did not give a reason for the move, but many commentators regard it as a way to boost his popularity during Ramadan. The Muslim holy month began on 22 March and ends on 21 April. If the time remains unchanged, Muslims will be able to break their fast an hour earlier, at around 18:00 instead of 19:00, the time the sun sets.
But Lebanon’s influential Christian Maronite Church said it would disregard the decision, calling it “surprising”.
Several major Lebanese organisations have also decided to ignore it. Two news channels, LBCI and MTV, moved their clocks forward early on Sunday.
Middle East Airlines, the national carrier, decided on a compromise. It said its clocks and other devices would stay in winter time but its flight times would be adjusted to avoid disrupting international schedules.

Halt Israel legal reform, urges defence minister
Israeli Defence Minister Yoav Gallant has called on Prime Minister Benjamin Netanyahu to halt controversial plans for an overhaul of the justice system. His intervention came as Israelis opposed to the changes held mass rallies across the country for the twelfth week in a row.
Mr Gallant added his voice to warnings the crisis is causing social upheaval and could harm Israel’s security.
So far, however, Mr Netanyahu has defied calls to scrap the shakeup.
In a brief televised statement, Mr Gallant described the reform plan as a “clear, immediate and tangible danger to the security of the State”.
He said members of the Israeli Defence Forces were angry and disappointed, with an intensity he had never encountered before.
The law is part of the rightwing government’s contentious plan to limit the powers of the judiciary, which has led to months of protests.
It includes enabling parliament to overrule decisions made by the Supreme Court - a move that critics say will undermine the independence of the judiciary and could be used for political ends.
But Mr Netanyahu says the reforms are designed to stop the courts overreaching their powers and that they were voted for by the public at the last election.
Mr Gallant’s remarks were welcomed by opposition leader Yair Lapid, who praised the minister’s “brave step”.
But far-right police minister Itamar Ben-Gvir urged Mr Netanyahu to sack the defence minister, saying he had caved in to opposition pressure.

WAEC releases 2023 WASSCE results, withholds 413
By Maryam AbeebThe West African Examinations Council has announced that it has released the West African Senior School Certificate Examination result for private candidates in the first series for 2023, the Head, National Office, WAEC, Nigeria, Patrick Areghan has said.
However, out of the 8,348 candidates that sat for the exam, it has withheld the result of 413
candidates due to varied cases of examination malpractice.
He said, “The results of 413 candidates, representing 4.95% of the total number of candidates that sat the examination, are being withheld in connection with various reported cases of examination malpractice. The cases are being investigated and reports of the investigations will be presented to the appropriate Committee of the Council for determination in due course.”
Candidates who sat the examination should visit www.waecdirect.org to check their results. They will also be required to apply for their certificates online, through the WAEC Certificate Request Portal website: https://certrequest. waec.ng/.
According Areghan, 4,161 males sat for the exam while the remaining 4,187 were female representing 49.84% and 50.16%, respectively
Speaking on the general performance in the exam, Areghan revealed that an analysis of the statistics of the performance of candidates shows that out of the 8,348 candidates that sat the examination, 2,960, candidates representing 35.46% obtained credit and above in a minimum of five subjects (with or without English language and/or mathematics); 2,003 candidates representing 23.99% obtained credit and above in
a minimum of five subjects, including English language and mathematics
Also, “27 candidates, with varying degrees of special needs, were registered for the examination. Out of this number, eight were visually challenged, two had impaired hearing and four were albinos; all these candidates with special needs were adequately provided for in the administration of the examination.”
2023 mock: JAMB apologises for hitches in exam
By Maryam AbeebAs the Joint Admissions and Matriculation Board,JAMB, has apologised to the candidates and parents for the hitches experienced during the just concluded mock examination.
The board on Thursday, 30th March, 2023, conducted the 2023 Mock-UTME in 725 centres across the nation, as previously anticipated, the exercise witnessed some hitches in a few centres with some candidates unable to sit the examination, adding that these candidates would be rescheduled to sit the examination at a date to
be announced later at no cost to them.
In a statement, the examination body promised to look at all issues thrown up by the mock exercise and act accordingly for a better and enhanced exercise.
It explained that the introduction of the MockUTME by the Joint Admissions and Matriculation Board was aimed at providing the Board with the opportunity to assess innovations that would be used for the main examination as well as allow candidates to have hands-on experiences on the CBT environment.
The exercise, which was introduced over six years ago, has availed the Board a unique opportunity to trial innovations that have significantly improved on the Board’s ability to deliver world-class assessment exercise.
It would be recalled that before the conduct of the 2023 exercise, the Board had, in a statement, disclosed that it would be introducing some new measures that had never been used before and would want to use the opportunity of the mock exercise to assess their functionality.
JAMB, therefore, apologised to all candidates for any
inconvenience they might have experienced on account of this, saying that this is part of a development process aimed at enhancing the Board’s efforts at improving the quality, security and sanctity of its services and as well as using same to herald the next phase of its transformational agenda.
“The exercise also gave the Board the rare opportunity of fine-tuning this process for better results.
“The Board expresses its appreciation to the candidates and their parents for their understanding and pledges to
ensure that the system for which their sacrifice is made is perfected.
“The gains from the exercise cannot be quantified as the Board has taken note of the challenges thrown up and had, consequently, been better placed to deliver a seamless UTME exercise come April, 2023 in line with its projections,” it stated.
The Board said it continue to appeal to candidates and the general public for their understanding as it would not relent in its efforts to devise new and better ways of enhancing the quality of large-scale assessments in Nigeria.

Rampaging land grabbers major threat to Abuja’s dev’t - Galadima
Town Planner, Mukhtar Galadima, the Director, Federal Capital Territory (FCT) Department of Development Control, in this interview revealed that there is alarming proliferation of illegal estate development propelled by rampaging land grabbers, now posing serious negative implication on the Abuja’s development. He spoke to our correspondent, Stanley Onyekwere. Excerpts:
Recently, your office revealed planned massive demolition in Apo Tapi and two others, what’s the status of this threat?
We have started already, and there is no going back, and we are doing it with human face. We even sit down and tried to engage them, and explained to them why we are doing what the thing. And some of them understand with us. But, I know it is painful, because somebody may have invested so much. All the same, we are doing what is humanly possible in the line of duty.
Could you provide a background to what is happening in Lugbe, Apo Tapi areas?
The whole thing started when the FCT Administration directed all the zona officers to return back to their respective head offices, that is the department of Urban and regional planning. So with that development, issues arising from Abuja Municipal Area Council (AMAC) layout started coming up. I thing the beginning was when Lugbe axis was considered as phase 5 of the city. So places like Gosa and Lugbe district were considered as part of phase 5 of the city. Then, people started coming up with document, claiming that AMAC had allocated land around this axis, and they want to develop property, but when you discuss with rural and regional planning, and they you that they have not any detailed designed around this axis. Therefore, for anybody to now come up with document claiming that there was allocations from AMAC or it zonal planning office is not tenable.
That’s why we have some problems in Kiyami, where some of these developments were sited on other people’s plots, so the same thing that applies to Gosa-Kiyami area started springing up in Apo axis. You know, initially before the Apo resettlement scheme, there was Apo Layout, which was allocated to individuals, but during the time of Malam El’rufai, the allocations were withdrawn, the affected people were relocated to somewhere else. And people are still holding some of these old document, claiming that they have title over the land there. The question is, even if you have to develop your land, you have to obtain building plan approval, and most of the times, you go, and you see that developers don’t have approvals. So, by the time we visit such sites, at different stage we make sure we give you relevant notices to stop.
What’s the exact timeline when the the policy to make Lugbe and Gosa Districts part of the phase V of the Federal Capital City?
I recall that in 2007, when the whole idea of replanning of Phase V came up, there was adequate information. In fact, there was wild publicity as regards to annexing that axis into the city’s development geometry
as it was considered as Phase V of the city. That is starting from 2007 to 2011 and down to this time now.
So, what if the situation were to be left unchecked, of what implication will it be to the city development ?
If we leave it (the illegal developments), what is the essence of the city plan? We have a master plan for the city, and original plan for the Federal Capital Territory (FCT). So, if we allow anybody to just go and get a parcel of land and start developing without recourse to the plan, then what is the essence of it, this has a serious negative implication on the Abuja’s development. That is why we are doing our modest effort to check at this budding stage.
What are the action plans to ensure that infractions on the policy are corrected?
The action plan is really to determine who does what, and what action are we going to take- whether kinetic or non-
kinetic action; and are we going to remove structures or integrating them into the city. But, the issue of integration has not arisen here. First and foremost, let us see what is on ground and aim of the development, what is the plan for that area, as regards the master plan provisions, and from there we move on. We have already informed the general public, and we will continue to inform further on the activities of these land grabbers. The public should be aware that now, land grabbers are on the rampage, so the people should know this fact. Nobody should just go and say I want to buy property in an estate without knowing where the estate is located, and to do this, you need to have a written confirmation that the estate is authentic, it has past all due diligence, duly allocated, approved and even the development has been properly supervised. We are calling on the general public to know that not every estate that they should go and subscribe, as you have to do your due diligence. The public should know that ignorance of law is not a
subject to be entertain, because as citizens, you are expected to do a due diligence on anything you intend to do. When you want to develop or purchase a property in the FCT, you have to make sure that the land is validly allocated, planned and approved for that development. And for you to be certain at what you are doing, if it is an estate, you should go to the department of Urban and Regional Planning to confirm that it was duly approved, then go to the lands department, to check if it is a authentic land allocated by the relevant authority. Even if you are going to purchase or do transaction with another (third) party, you have to go to the lands department for confirmation through what they call legal search. Then, if the building is on ground, and you want to purchase or rent a property there, you can come to Development Control to confirm its building approval. Whatever you are going for confirmation, insist that it should be given in writing, so that tomorrow, nobody will turn back and deny confirming anything.

Inspectors appointed by the Confederation of African Football are checking out the stadia and related facilities that Nigeria has put forward in a joint bid with Benin Republic to host the 35th edition of the Africa Cup of Nations in the year 2025.
On the cards for evaluation are the Moshood Abiola National Stadium, Abuja; Godswill Akpabio Stadium, Uyo; Stephen Keshi Stadium, Asaba; Teslim Balogun Stadium, Lagos; Samuel Ogbemudia Stadium, Benin City and; Ahmadu Bello Stadium, Kaduna.
Already, the four-man team of JeanLouis Romain, Emma Bollet, Didier Levy and Timour Tawfik (accompanied by a couple of Nigeria football officials) has assessed the Moshood Abiola National Stadium in the nation’s capital; Teslim Balogun Stadium in
Lagos; Stephen Keshi Stadium in Asaba and; the Samuel Ogbemudia Stadium in Benin City.
In the nation’s showpiece arena in Abuja, the team was received on Friday night by the Deputy Director (Facilities) of the Federal Ministry of Youth and Sports, Mallam Mohammed Rabiu and the stadium managers. They were taken through several sections of the arena and made some observations about some sections.
On Saturday night, the team stopped over at the Teslim Balogun Stadium which is currently under extensive renovation, and were received by the Executive Chairman of Lagos State Sports Commission, Mr. Sola Aiyepeku alongside the Director General, LSSC, Mr Toyin Gafaar Bolowotan and; the Senior Special Assistant to the
Governor on Grassroots Development, Mr Anthony Adeyinka Adeboye.
At the Stephen Keshi Stadium in Asaba on Sunday, the Executive Director of Delta State Sports Commission, Chief Tonobox Okowa (who is also President of the Athletics Federation of Nigeria) was joined by the Director General, DSSC, Chief Chris Anazuih and the Chairman of the Delta State Football Association, Chief Kenneth Nwaomucha as the team went round the facility.
In Benin City, also on Sunday, the Chairman of the Edo State Sports Commission, Mr. Yusuf Alli was in company with the Permanent Secretary, Mrs Sabina Chikere; Chairman of the Edo State Football Association, Mr. Abu Rowland and; the Director of Facilities, Mr. Victor Edokpayi as they inspected several sections of the magnificent
facility.
A common refrain has been the need to reconfigure facilities in a way that different client-groups in the football arena, such as VIPs, Players and their officials, Media Representatives and the Fans will have seamless and distinct entry and exit points to play their part without any group obstructing the other.
The inspectors will also check out the Stade Charles de Gaulle, Porto Novo in Benin Republic.
Nigeria hosted the Africa Cup of Nations in 1980, and co-hosted with Ghana 23 years ago. The country has hosted a number of major football and general sporting events such as the All-Africa Games (1973 and 2003), the FIFA U20 World Cup (1999) and the FIFA U17 World Cup (2009).

Citizens as agents of good governance
Thetopic of this column was inspired by a townhall meeting called by the Federal Capital Territory, FCT Council of the Nigeria Union of Journalists, NUJ on Tuesday March 21 in Abuja, The Topic for discussion was “Governance and Citizens Participation: Making Democracy Work.” Three panelists were invited to engage the audience in the discussion programme with the participants drawn from among journalists from different radio, television and newspaper houses operating in Abuja. The panelists included Mrs. Zainab Okino, the Chairman Editorial Board of the Blueprint Newspaper, Comrade Ladi Bala, the National President, National Association of Women Journalists, NAWOJ and my humble self, Dr Hameed M. Bello, the Chief Operating Officer (COO) of Peoples Daily Newspaper.

Bello, PhDequip themselves with the knowledge to make decisions about policy choices and the proper use of authority, along with the skills to voice their concerns, act collectively and hold public officials, including elected representatives, civil servants, and appointed leaders accountable in the overall good of society. This underscores the point about the term citizen having an inherently political meaning that implies a certain type of relationship between the people and government. Citizens have a set of rights and responsibilities, including the right to participate in decisions that affect public welfare, while the government makes, enforces and interpret the law and operates public institutions on behalf of the citizens.

The NUJ Abuja Council Chairman, Comrade Emmanuel Ogbeche had set the ball rolling with an opening remark that highlighted the importance of citizens getting involved in how they are governed by taking advantage of existing allowances in order to bring about good governance. The two other speakers separately dwelt extensively on the experience of Nigerians in the just concluded 2023 general elections, conduct of which was perceived by some people as unsatisfactory in some aspects, especially on the transmission and uploading of results. The speakers however gave kudos to the youths for turning up in numbers for the elections which did not only give rise to some of the shocking outcomes, but also underscored the point that future political power truly lies in the hands of the youths. The panelists also spoke on the need to improve more on gender balancing by getting women to participate more in governance. It featured during the talks that voter apathy on the part of the citizens still remains a major concern in our elections, and that there was need for citizens to do more in taking their destiny in their hands by actively participating in voting the right leaders at elections.
I opted to adopt a fairly different approach in my speech. Rather than reviewing the merits and demerits of our recent electoral experience, I dwelt on key terms in the topic, the understanding of which I believed could stimulate discussion and deepen understanding of the subject under consideration. Key words deserving attention were citizen, governance and democracy.
Citizens’ participation in governance
A citizen is resident of a city or town, or country, especially one with legallyrecognized rights or duties. Citizenship comes with rights and responsibilities or obligations. For instance, it is a major right of a citizen in a country to be guaranteed the security of his life and property by the government in power at the federal and state levels. As spelt out in Section 14(2) (b) of the 1999 constitution (as amended), “the security and welfare of the people (citizens) shall be the primary purpose of government, and the participation by the people in their government shall be ensured in accordance with the provisions of this constitution.” Other rights of citizens include to vote and be voted for in elections, right to security, right to good governance, right to freedom of speech, freedom of movement and freedom of lawful association among others.
Freedom also comes with responsibilities and some of the obligations of citizens to the state include to be faithful, loyal and honest; to defend the country’s unity, honour, glory, peace and progress; to be law abiding and respect constituted authorities; to pay your tax and to be patriotic.
Citizens’ participation in governance is simply the involvement of citizens and communities in the development and implementation of public policies. More participation of citizens means returning them to the centre of the political discourse and giving them the power to recognize and promote their own needs and rights.
Democracy and its institutions
Secondly, I attempted to explain what democracy meant for the purpose of the discussion, even though majority of the participants already knew what it was. The now popular definition of democracy by Abraham Lincoln is that it is the government of the people, by the people and for the people. Abraham Lincoln was an American lawyer, politician, and statesman who served as the 16th president of the United States from 1861 until his assassination in 1865. His definition of democracy presupposes that the people, the citizens, hold the ace in a democracy to either legitimise or deligitimise a government. Under the Rule of Law and principles of Separation of Powers, the democratic institutions of governance are composed of the Legislature, the Executive and the Judiciary, otherwise known as the three arms of government. The Media is also recognised under section 22 of the Constitution to play the role of watchdog as unofficially the fourth estate of the realm of governance. The role of the media to inform, educate, entertain, persuade, interrogate, set agenda and hold the three organs
of government to account in public interest must also be in accordance with the law to avoid usurpation of media rights and privileges.
Good Governance
Governance refers to the process through which decisions are taken and implemented especially by public institutions at the national and local levels. Good governance describes a decision-making system that is based on the principles of transparency, responsibility, accountability, result, participation, and responsiveness to the needs of the people. Citizens participation is a key element of a good governance system. It provides private individuals and groups the opportunity to inform, influence, monitor and evaluate public decisions, processes, and actions. The bond between citizen participation and institutional accountability can be strengthened to improve the quality and sustainability of democratic societies.
Institutional accountability
Accountability ensures that the effectiveness of public decisions is subject to oversight, particularly by citizens. Institutional accountability is a form of social accountability whereby citizens demand accountability from government institutions and representatives.
Citizens influence on policies, accountability
It is imperative for democratic institutions and processes to be put to work and create opportunities for citizens to lead healthy and productive lives. To achieve that and ensure that government actually works for the public good requires informed, organized, active and peaceful citizen participation in governance. Citizens must, therefore, understand ideas about citizenship, politics and government. They need to
In addition to the intrinsic democratic value, participation in governance is an instrumental driver of democratic and socio-economic change, and a fundamental way to empower citizens. By emphasizing locally-led, issue-driven approaches, citizens participation programs can influence actions in the political cycle to open, access and occupy political space. Also, citizen-centered activism – driven by real community needs and desires – is a powerful tool for positive transformation.
Civil society organizations (CSOs) are a vehicle through which citizens can aggregate their interests, voice their preference and exercise the power necessary to affect sustained change that can bring about good governance. To achieve this, CSOs can learn to work together and to play a variety of complementary political roles that include acting as watchdogs, advocates; mobilizer, educators, researchers; and policy analysts. All of that must however be within the boundaries of the law.
Citizens can also achieve institutional accountability through the activities of CSOs, to demand information from policy makers using the Freedom of Information Act, through peaceful, constructive demonstrations, and by voicing out through opinion articles and commentaries. There is also the legal option of suing individuals, parties or policy makers to demand judicial intervention on matters of policy misdirection. Citizens could also channel petitions to the National Assembly or its committees on matters of urgent National Importance on public policies. They could similarly send petitions or complaints to the Public Complaint Commission where citizens rights might have been infringed upon.
