LTFRB chief Guadiz suspended for corruption; whistleblower links DoTR’s Bautista, 2 solons MANILA - Transportation Secretary Jaime Bautista and two congressmen have been linked to alleged corruption in the Land Transportation Franchising and Regulatory Board (LTFRB). This was revealed in Maki Pulido’s report on GMA “24 Oras” by transport group Manibela president Mar Valbuena adding that whistleblower Jeff Tumbado had alleged that suspended LTFRB chairperson Teofilo Guadiz III delivered corruption money to Bautista. Bautista denied he was involved in corruption stressing he didn’t allow any corruption in his department and its agencies. “Pa-pogi ito ni Chairman Guadiz. Dinadala po ito kay Secretary Bautista at ang sinasabi daw sa kanila dadalhin ito sa Malacañang... Pampa-pogi daw po para maging malakas sila at hindi sila matanggal at tuloy-tuloy kanilang pagkakaupo sa puwesto nila,” Valbuena said in the GMA report. Tumbado had claimed that Guadiz told

him two congressmen were also in on the collection of P5 million from transactions such as the opening of new routes or franchises. Tumbado was former executive assistant of Guadiz who made the allegations of corruption of Guadiz, prompting President Ferdinand Marcos Jr. to suspend the LTFRB chief. According to the report, Tumbaga also alleged that every LTFRB regional director was required to remit a monthly quota of P2 million, bringing the monthly collection to P30 million. Valbuena said the LTFRB regional directors should have also been suspended, and that the DOTr should not be the agency to investigate the allegations. “Kung ang DOTr po na sinasangkot ang mag-iimbestiga, hindi tayo makakaasa na magiging patas yung imbestigasyon,” said Valbuena. Other transport groups are also calling for an independent investigation.

PHL airports under heightened security alert after bomb threat MANILA – The country’s 42 commercial airports have been placed under “heightened security alert” after officials received bomb threat via email, the Civil Aviation Authority of the Philippines (CAAP) said. “All 42 commercial airports of the Civil Aviation Authority of the Philippines (CAAP) are on heightened alert as of today, October 6, following a warning received by the Air Traffic Service via email that aircraft from Manila, bound to Puerto Princesa, Mactan-Cebu, Bicol, and Davao International Airports are about to be set off by a bomb,” CAAP said in a statement. “While the information is currently under validation, immediate enhanced security measures are being implemented across all airports,” it added. CAAP is advising passengers who will be traveling internationally to arrive at the airport at least three (3) hours before their scheduled flight to avoid any inconvenience. The public is also urged to cooperate fully with security personnel and to remain vigilant while at the airport.

“Safety and security remain our top priorities, and these measures are being taken to safeguard all those who use our airports,” CAAP said. A memorandum issued by Ricardo C. Banayat, Assistant Director General II of the CAAP Security and Intelligence Service (CSIS), dated Oct. 4, all CAAP airports and area centers shall augment adequate security personnel to manage the expected high volume of passengers and vehicle traffic. All CAAP-CSIS personnel are directed to closely coordinate with the Philippine National Police Aviation Security Group and military authorities, and intensify intelligence and monitoring operations with other security units.

DOH reports 1,264 new COVID cases, 6 more deaths MANILA — The Department of Health (DOH) had logged 1,264 new cases of COVID from October 2 to 8 or in the past week. The number of active coronavirus cases is now at 3,062, while some 4.046 million Filipinos have recovered from the respiratory disease. As of October 8, there were 272 coronavirus patients in severe or critical condition admitted to hospitals. Around 186 ICU beds — or 12.2 percent of the total 1,524 — were occupied. Of the 12,496 total non-ICU beds, some 2,296 were also being used. The health agency reported 6 new CO-

VID deaths, pushing the total number of coronavirus fatalities to 66,702. The DOH noted that the average daily coronavirus cases in the reporting week was at 181. This is 3 percent higher compared to the preceding week, or from September 25 to October 1. Since the start of the COVID pandemic in 2020, the Philippines has recorded over 4.116 million cases, according to the health department’s data. At least 78 million Filipinos have received their coronavirus jabs, while 23 million have gotten booster shots, the DOH said.

PHL, US naval ships hold anti-submarine drills in Southern Luzon MANILA – Naval ships of the Philippines and the United States held anti-submarine warfare (ASW) drills during the ongoing “Exercise Samasama” in the waters of Southern Luzon. “To enhance the ASW capabilities of the participating Navy ships, an expendable mobile anti-submarine warfare training target (EMATT) was used to mimic the acoustic signature of submarines, enabling the naval forces to practice and refine their ASW tactics,” Naval Forces Southern Luzon (NFSL) public affairs office chief Lt. Kim Paulo Lopez said. Some of the naval ships participating in “Exercise Samasama”, which runs from Oct. 2 to 13, include the BRP Antonio Luna (FF-151) and the US Navy’s USS Dewey

(DDG-105). The ASW drill is part of “Exercise Samasama’s” three-day sea phase that started over the weekend. Other exercises that took place include the “communications check” between USS Dewey and shore-based units of the US Marine Corps to verify if sensors and communication systems of the participants are operational. “Subsequently, Navy ships conducted the maritime domain awareness (MDA) exercise as the initial scenario prior proceeding to the visit board search and seizure (VBSS) exercise conducted by the joint boarding force from the PN provided by BRP Lolinato To-Ong (PG902) and from the USN,” Lopez noted. During the MDA, Navy

ships performed the appropriate protective formation while understanding the maritime domain, vessel movements and environmental conditions. “MDA exercise was participated by US P-8 and PN King Air C-90 aircraft to demonstrate the sharing of information for maritime security. After detecting a vessel of interest, the joint boarding team of the PN and the USN boarded the designated vessel of interest to conduct the proper boarding process in adherence to international legal standards,” Lopez added. After the VBSS exercise, USS Dewey and BRP Antonio Luna performed replenishment at sea approaches with supply ship USNS Wally Schirra (T-AKE-8).

P2-B worth of illegal drugs from Mexico seized MANILA — The Bureau of Customs (BOC) reported the seizure of P2.2 billion worth of illegal drugs at the Manila International Container Port (MICP). This came following its joint operation with the

Philippine National Police (PNP), Philippine Drug Enforcement Agency, Philippine Coast Guard and other law enforcement groups. BOC Deputy Commissioner for Customs Intelligence Group Juvymax Uy

said the shipment containing the illegal drugs arrived at the MICP as early as Feb. 24. It was a shipment declared as jerky beef, consigned to a certain Salesbeat Within OPC from Mexico. “This is an abandoned cargo… The customs is exerting efforts to find out some of the shipment of this subject consignee,” Uy said. Uy said a cargo is deemed abandoned after 15 days and will be subjected to customs’ disposition, either by auction or condemnation. PNP Chief Benjamin Acorda Jr. said authorities discovered the shipment last Sept. 29 following a tip from PNP-Calabarzon (Cavite, Laguna, Batangas, Rizal, and Quezon). “We identified a container van, containing dangerous drugs, particularly shabu which was imported into the country. Coordination with the Bureau of Customs was immediately undertaken and the suspected cargo was found,” he said. On Oct. 4, the shipment was subjected to X-ray inspection and physical examination which confirmed the presence of methamphetamine hydrochloride, also known as shabu, in laminated packs of jerky beef, carbon paper, gel, and aluminum paper. In total, over 1,000 packs of shabu were discovered, weighing 323 kilograms.

COA: QC still richest PHL city with P443-B assets By Jennifer T. Santos

QUEZON CITY — For the third straight year, Quezon City under Mayor Joy Belmonte emerged as the wealthiest city and local government unit in the country in terms of asset in 2022, data from the Commission on Audit (COA) showed. Based on COA’s 2022 Annual Financial Report (AFR) for LGUs, Quezon City retained the top spot among the richest cities for the third straight year, even though its reported assets dropped by around ₱8 billion to

₱443.4 billion last year from ₱451 billion in 2021. Makati City headed by Mayor Abigail Binay was second richest with total assets amounting to P239.4 billion, followed by the City of Manila in the third spot with ₱77.5 billion. Mandaue City in Cebu province has P34 billion in assets as it outranked Cebu City by almost ₱4 billion. In 2021, Cebu City, the capital of the province, was richer than Mandaue by around ₱300 million. Davao City maintained its ninth place

spot among the richest cities, even if its assets increased to P29 billion in 2022 from P26 billion in 2021. 7 nabbed for large-scale illegal recruitment in QC QUEZON CITY – Authorities arrested seven suspects engaged in large-scale illegal recruitment in Quezon City. National Capital Region Police Office (NCRPO) chief Brig. Gen. Jose Melencio Nartatez, Jr. said the suspects Aida Agpas, Mae Angeline Miranda, Liezle Calantoc, Marc Devin Cachero, Vivian Puzon, Edelyn Gines and Raymundo Rodrigo were arrested in an operation at the Jewel Travel Documentation Service office

in Barangay Bago Bantay. The operation stemmed from the complaints of some 176 victims who told the police that they were promised jobs abroad in exchange for a payment ranging from P200,000 to P300,000. Investigation showed that the recruitment agency where the suspects are working amassed around P43 million from the victims who were allegedly promised jobs in Canada, Poland, New Zealand and Australia.

DPWH assures construction of 2 inter-island bridges to start in 2 MARIVELES, Bataan -- Good news to the people of Cavite, Bataan and Panay, Guimaras and Negros island. Construction of two massive bridges that will connect Bataan and Cavite and Iloilo City with Guimaras province will push through, Department of Public Works and Highways (DPWH) Secretary Manuel Bonoan assured. Bonoan made the assurance on the Bataan-Cavite Interlink Bridge (BCIB) and Panay-Guimaras-Negros Inter-Island Bridges (PGNIB) at a Senate committee hearing on the agency’s budget. Bonoan told the senators that the construction are expected to startn within the next two years. For the BCIB, Bonoan said the detailed engineering design is almost complete and already set to be presented to the National Economic Development Authority (NEDA) within the week. Meanwhile, he said the PGNIB’s engineering design will undergo a rebidding process by next year.

“For Panay-Guimaras, the detailed engineering design is for, unfortunately, it’s going to be rebid --the consultancy services for the detailed engineering design. But we are confident that we will be able to award by December this year and so that the detailed engineering design will probably commence by next year,” Bonoan said during the Senate deliberation of next year’s proposed budget of the DPWH, assuring that by 2025, the BCIB’s civil works can start. “For Bataan-Cavite interlink bridge, we will be presenting this bridge project to the NEDA Board by Friday for their confirmation on the adjustment of the schedules. This is going to be financed by the Asian Development Bank. I think after the NEDA Board, then we will start to negotiate for the loan agreements for the financing of this bridge project. 7 Cavite cops axed over looting at drug suspect’s home IMUS CITY, Cavite – Seven of the eight Cavite police officers who were caught on video while ransacking the house of a retired professor in an anti-drug operation have been dismissed from the service. Philippine National Police (PNP) spokesperson Col. Jean Fajardo said top cop Gen. Benjamin Acorda Jr. has signed the dismissal order against Staff Sergeants Jesus Alday, Julius Barbon, and Emil Buna; Corporals Jenerald Cadiang and Lew Amando Antonio; and patrol officers Reymel Czar Reyes and Rene Mendoza. “They will be slapped with six counts of grave misconduct, two counts of less grave

misconduct, one count of grave irregularity in the performance of duty, grave dishonesty and conduct unbecoming of a police officer,” Fajardo said, adding that Acorda based his decision on the recommendation of the police force’s Internal Affairs Service. This stemmed from the Aug. 2 operation of the members of the PNP Drug Enforcement Group (PNP-DEG) unit, who were in civilian clothes when they forcibly entered the house of 67-year-old suspect Rebecca Caoile in Barangay Alapan 1-A, Imus City, Cavite. In a viral video, Caoile was heard screaming for help during the incident. It also showed that other cops who remained

outside of the suspect’s residence were tinkering with a parked motorcycle and some police officers carrying some items from her house, including a tire and a motorcycle rim. The police officers also allegedly took cash, a laptop, and other items from Caoile’s residence. Caoile was then arrested. They were relieved and taken into police custody after the incident pending criminal and administrative investigation. Charges of robbery were later filed against them. Meanwhile, the eighth police officer, Senior Master Sgt. Daisy Diones has been exonerated from grave misconduct charges.

Phivolcs chief advises vigilance vs. vog recurrence TAGAYTAY CITY – Taal Volcano is clear from volcanic smog (vog) on Monday, but the head of the Philippine Institute of Volcanology and Seismology (Phivolcs) said the public should remain vigilant as recurrence is always possible. “They (public) should prepare for the possibility of vog recurrence as long as Taal Volcano continues to emit sulfur dioxide,” Phivolcs Director Teresito Bacolcol said.

He said Taal Volcano is “very clear” and its main crater is “very visible” on Monday because the situation was windy, causing vog to disperse easily. Bacolcol clarified that vog could recur and Phivolcs could not say when it would totally disappear. “It depends on (various factors) such as wind speed, how much S02 (sulfur dioxide) the volcano is emitting, rain and temperature,”

he said. One could determine if vog completely disappears when the surroundings are clear and there is no haze and sulfuric smell, he added. Vog consists of fine droplets containing volcanic gas such as S02. It could persist due to thermal inversion or when layers of the atmosphere don’t mix, causing aerosols to get trapped. It can cause irritation of the eyes, throat and

respiratory tract, the severities depending on gas concentrations and durations of exposure. Taal Volcano is on Alert Level 1, which means it is still in abnormal condition and should not be interpreted to have ceased unrest nor the threat of eruptive activity. Entry into Taal Volcano Island, especially the Main Crater and Daang Kastila fissures, and occupancy and boating on Taal Lake are still prohibited.

Erin Morrison, president of the Alliance, said: “It is unfortunate that the hate, discrimination and vitriol that is evident today has forced us to create Stop Hate in Real Estate.” Morrison added: “I truly believe that real estate professionals, as leaders in our communities, can take a leadership role in bringing this period of divisiveness to a close.” A survey from the National Association of Realtors revealed that one out of six prospective homebuyers across races and ethnicities reported facing discrimination. This, despite fair housing laws making the practice illegal. More than half of Blacks (63 percent), Asians (60 percent) and Hispanics (52 percent) who reported being discriminated against said they believe it was because of their race or ethnicity. So said a report published in the association’s Realtor Magazine. Respondents said the discrimination they underwent took the form of steering towards or away from certain neighborhoods, or having to face stricter requirements for mortgage approval. Families shared how anti-LGBTQ+

bills, laws, and rhetoric forced them to leave their home states because they feared for their safety and had concerns for the future of their children. By banding together, they announced that “an attack against one is an attack against all.” Between 2020 and 2021, Hope Atuel, CEO of the Asian Real Estate Association of America, pointed to FBI data that showed a 57 percent rise in hate crimes and discrimination against the Asian-American, Native Hawaiian, and Pacific Islander community. Atuel said, “the hate has escalated toward housing and shelter.” Said Jim Hamilton, president of the Silicon Valley Association of Realtors: “We all have the same goals, that of supporting individuals and families who want to achieve the American dream of homeownership, no matter what race, color, religion, sex, handicap, familial status, national origin, sexual orientation and gender identity.” He added that the Realtor Code of Ethics clearly states that “hate speech, harassing

Makati-Taguig row simmers; Binay asks RTC for status quo, guidelines in territory dispute MAKATI CITY – The tug of war between the City of Makati and the City of Taguig over territorial dispute continue to simmer as Makati filed a motion before the Taguig Regional Trial Court (RTC) Branch 153 seeking a status quo order regarding the dispute. In an eight-page motion, Makati City Mayor Mar-len Abigail Binay said that despite a Supreme Court (SC) decision, a writ of execution is first needed for the tribunal’s decision and that guidelines must be issued on the metes and bounds of two parcels of property covered by the ruling.

The SC, in a decision dated Dec. 1, 2021, ruled that the Fort Bonifacio Military Reservation, consisting of Parcels 3 and 4, is confirmed to be part of the territory of the City of Taguig. After the SC ruling, the records of the case were remanded to Taguig for implementation. In seeking a status quo order from the RTC, Makati argued that “the dispositive portion of (SC case decision) GR No. 235316 did not mention the exact metes and bounds of Parcels 3 and 4.” Makati’s lawyers claim “there is now an

It was later learned that the OP only had P50 million available for transfer to Duterte’s office, making the amount granted to the vice president as possibly unconstitutional. During the Education department’s budget hearings, Duterte could not explain what role she had in intelligence gathering, or if it was necessary to spy on elementary and high school students.

Finance execs see higher PHL economic growth MANILA – The Philippine economy’s growth will be faster in the second half of the year, according to the projections of Department of Finance (DOF) Secretary Benjamin Diokno. The Philippine economy grew by 4.2 percent in the second quarter of the year, bringing the year-to-date growth at 5.3 percent. For this year, the government wants growth to settle at 6 to 7 percent. “I think the third quarter growth will be

better. In fact, that’s also the judgment of IMF (International Monetary Fund). The second half of growth will be faster than the first half,” Diokno said. “Because historically also, the fourth quarter is where most infrastructure projects are done because it’s dry season,” he added. To accelerate growth, the government is banking on the accelerated execution of programs and projects, including the delivery of public services, under the 2023 na-

tional budget. Agencies have been mandated to submit their catch-up plan to boost government spending which fell below target in the first half. “In the discussions with the line agencies, they outlined different issues that they have encountered and the catch-up plans that they devised were precisely to address these issues. And what they are showing is that with the implementation of these catchup plans, there will be a significant im-

provement in the disbursement rate by the end of the year,” Finance Undersecretary Zeno Ronald Abenoja said. Abenoja said that while there’s still a lot uncertainty, “the trajectory is a significant improvement from the performance as of the middle of this year.” The national government’s cumulative budget gap for the first half of the year amounted to P551.7 billion, down by 18.17 percent from last year’s P674.2 billion.

Vice Consul Patricia Narajos also gave the latest figures about Filipinos in Israel: 26 rescued or found, three missing, and one injured. The civilized world must stand behind Israel

W

ar is one of the ugliest words in the English language, what with all it comes to represent. Yet that is precisely what is happening in Israel now. The Jewish nation is in a state of war, not against another country but against an organization that proved that it has no reason to exist. Hamas must be wiped out, to the last man if possible. Any who surrender must spend the rest of their miserable lives in prison. In a world where terrorist attacks have become almost commonplace, Hamas over the weekend showed itself to be the worst of the worst. This is an organization that killed hundreds of civilians in the first hours of its attack on Israel. It must not be shown any mercy. They gave none so they must not be entitled to any. It did not attack a single military target, but opted to kill innocent civilians, including the elderly, children, and women. At its worst, more than 200 revelers were killed by Hamas at a music festival. Many of the casualties were foreigners, including US citizens and Filipino nationals. One Filipino victim, in fact, was shot as he was being rescued by Israeli forces. After the first couple of days of Hamas’ invasion of Israel, the death toll stood at more than 1,200. This will certainly rise as the days progress into weeks. We do not doubt that there is a Palestinian cause that deserves to be recognized and a Palestinian people who have the right to peacefully exist. In this area, Israel may not have done enough. But the fact that numerous Palestinians support such murderous organizations as Hezbollah and Hamas does not speak well of the people. Any terrorist organization that targets civilians has no reason to be accepted by any rational human being. For now we can only wait for Israel to unleash its righteous anger. It must show no mercy as mercy is only for those who still have an ounce of humanity left in them. We say that all Hamas terrorists are less than human because they totally ignored the rules of war based on the Geneva Convention. And the fact that they keep calling their movement some kind of modern day religious war makes it worse. What are they really saying? That Jews and Christians do not deserve to exist and only their religion deserves to exist in this planet we all share? That’s pure bull and they know it. Unfortunately, there are among us the religious zealots who want a religious war to end all wars. There are even those who say that this week’s conflagration is the beginning of the biblical end times. It is no such thing. It is nothing more than a bloodthirsty organization who believe that they can defeat Israel and its principal ally the US. They cannot. Never in a million years. Sooner or later, Hamas will find out that their fanaticism will be the very reason that they will cease to exist. Because most of the civilized world are foursquare behind Israel.

INCE 1989, October has been designated as National Domestic Violence Awareness Month or DVAM in this country when the United States Congress passed public law 101-112. The occasion calls for communities to come together to mourn those who died in domestic violence situations, celebrate the healing of survivors, and applaud the work of advocates, educators and their allies for prevention and intervention. For the first known time since the designation of the 10th month as a time to raise awareness of the issue, a Filipino American organization received proclamation of the occasion from two cities in San Mateo County. CHERIE M. QUEROL MORENO Nonprofit ALLICE Alliance for Community Empowerment had the dual honor of accepting both the proclamation of its 20th Anniversary and of DVAM from the Town of Colma on Wednesday, Oct. 11. Two weeks earlier on Sept. 27 the City of South San Francisco had invited ALLICE to accept their proclamation of DVAM. ALLICE 2023 vice president Jennifer Jimenez Wong, a Licensed Marriage and Family Therapist, received the proclamation from SSF Mayor Flor Nicolas, who happens to be ALLICE 2023 co-president. “Every year, we have been recognizing October as Domestic Violence Awareness and Prevention month for 36 years and I wish I could say that this will be the last because we have learned so much and intimate partner abuse is not happening anymore. In reality, this is not the case. We still need to continue to set aside a time more than ever to mourn the lives lost to domestic violence, celebrate the progress that has been made, and connect with others working to create change,” Nicolas explained the choice of proclamation recipient. “In view of this, we requested one of the change makers in our community to receive the proclamation, ALLICE or Alliance for Community Empowerment. In its 20th year, ALLICE continues to dedicate itself to promoting healthier relationships, homes, and communities through education.”’ ALLICE and “South City” in fact have had a long history of collaboration. The all-volunteer organization has held education presentations for the first time at a faith-based community at St. Augustine Church and thrice in Mater Dolorosa Church. They once gave a presentation at Kaiser Permanente Medical Center and twice at SSF Municipal Services Building, the last one as recently as this past June. In March, Women’s History Month, the City Council hosted a presentation of the dynamics of family and intimate partner violence. The item was a first for the city, reflecting the forward vision of its FilAm leader. “We are elated to receive the proclamation from South San Francisco,” said Jimenez Wong. “We thank Mayor Nicolas and the City Council for this honor that we share with our ALLICE family of advocates and survivors. We look forward to growing our partnership to ensure free and accessible education for healthy relationships is available to its residents.” This month the organization is celebrating its 20th anniversary with a private reception for its survivor speakers and diverse allies who have supported its mission to prevent violence through free education activities such as workshops and trainings for the community in general, businesses and providers. “Everyone can help prevent family and intimate partner abuse,” said founding president Bettina Santos Yap. “The first step is to learn about the issue – why and how it hap(Continued on page 19)

On corruption in government

n my secluded room in Vacaville, California, USA, sadly I have heard disturbing rumors of corruption in the land of my birth . Not one to believe everything I hear , I need to sift through the grain to get to the truth . Until such time as I have positive proof of such corruption from objective parties, I cannot in conscience accept the accusations as Gospel truth. I have lived under the terms of 11 Presidents , from President Manuel L. Quezon to President Ferdinand Marcos Jr. and there has always been talk of corruption in government. I have heard about candidates’ vote-buying from the recipients of cash from them, huge commissions gained by government officials for contracts with government, bribery of top government officials in the three branches of government, and I grieve for my beloved country. I do not believe that such acts of graft and corruption, however, are applicable only to the Philippines! What is the root of corruption ? Also, is corruption in government inevitable? These are questions that only the truly sincere and patriotic citizens of the land can find answers to. Corruption, I believe, starts in the home where children of crooked politicians , ensconced in wealth and power, aspire to follow in their parents’ footsteps. Education could stem corruption, but can go only so far. The bottom line is the need to inculcate a sense of morality and to acquire the ability to differentiate between right and wrong, which the teaching of religion could very well address. As to the inevitability of corruption in government, I continue to hope that there are still a number ol good and honest, God-fearing public officials who could make a difference by standing up and against their corrupt peers. Ultimately, the solution to stop corruption lies in the hands of the Filipino people who deserve the government they get and who, therefore, must vote into power ONLY the truly deserving candidates, who are motivated not by their lust for wealth and power, but by their genuine concern for the people they are dutybound to serve! I pray that the current powers that be in the Philippines will see to it that the rumors will be put to rest by stemming the tide of corruption, if THE RUMORS PROVE TO BE TRUE!

s we move on watching in television how House Speaker Kevin McCarthy was ousted from his position by his GOP colleagues, we are confronted with many more developments such as the meaning of no one is above the law and the gag order. Well, this means that no person, government official or government is above the law following principles that are funda- ELPIDIO R. ESTIOKO mental in preserving the rule of law: All people are ruled by the law. Law enforcers, the government and judges must adhere to the law without bias or prejudice. (Rule of Law Education Centre) In ordinary parlance, this idiom is often used to describe people in high-level positions who wrongly believe they should not have to obey rules or laws because they think they are too important or too powerful. Idiom: above the law means not having to obey the law or rules; not required to follow rules or standards (Oyster English). As we witnessed the appearance of former President Donald Trump (Monday) before Judge Arthur Engoron in the $250 million civil case against him, we are reminded of New York Attorney General Letitia James’ initial statement when Judge Engoron ruled against Trump - “no one is above the law.” Before the trial yesterday, James reiterated her position that Trump for years engaged in “persistent and repeated fraud.” “No matter how powerful you are, and no matter how much money you think you have, no one is above the law,” she said on her way into the courthouse before Judge Engoron. The judge overseeing the civil trial of former President Donald Trump in New York issued a gag order barring those involved in the case from posting information about his staff. Judge Arthur Engoron told all participants in the case not to smear court personnel, warning of “serious sanctions” if they do. They certainly are not done as a matter of routine. The Constitution guarantees the right to free speech, after all, and courts are generally loath to abridge those rights. However, gag orders may be necessary to protect other valuable rights under the Constitution, such as the right to a fair trial (contained in the Sixth Amendment of the Bill of Rights), as well as the all-important “true administration of justice”. Just like what judge Engoron has done, a gag order can be imposed upon a defendant where the defendant makes deliberate attempts to undermine the “true administration of justice” by tampering with the jury pool and making extrajudicial statements. Already, Mr. Trump has made numerous postings in social media (Truth Social etc.) about the alleged bias of the prosecutor and the trial judge, and slammed the charges as being baseless and politically motivated, among other things. Reports said that Mr. Trump might argue that his statements about the case relate to his campaign for president. While that may be true in part, there is no question that he hopes to persuade potential jurors of his innocence by making these claims about the case. In the least, he has to be aware of the fact that his public statements about the case – which immediately become the subject of numerous national media stores – could taint the jury pool in Manhattan. So, a gag order seems likely in this case. In short, if Mr. Trump wants to speak to the jurors in his case, he will have to take the oath and subject himself to cross-examination. Given what we know of Mr. Trump’s personality and character, it seems inevitable that he would violate such a gag order (in fact he already started it) and speak publicly about the charges. Notwithstanding his general inclination to talk about everything that crosses his mind, it would actually be difficult to run for president without discussing pending criminal charges against oneself. So, then, it is worth asking what would happen if Mr. Trump were to violate the gag order. Pursuant to NY Judiciary Law Section 750, violations of gag orders are prosecuted by courts. T

his is the best time in decades to apply for naturalization. Why? It is because the Us government is encouraging all qualified green card holders to apply for citizenship so that they can vote in the 2024 presidential election. In the past years, you will need to satisfy the immigration officers that all your evidence are air tight before they approve your application. That means all court records must be original and how you get your green card in the first place. The application process is now reduced to the minimum time. Generally you can be interviewed within six months. After the interview you can take your oath and bring home the Certificate of Naturalization to apply for a US passport. Everything has been made easy for all applicants. Many clients have an expired green card and ask me if they can naturalize if their green card is lost or expired. The answer is yes but you need to satisfy the residence requirements. If you have been in the U.S. for continuous 5 years (3 years for married to U.S. citizen based green card) then you may qualify for applying for naturalization based on your residency even if the green card expired or has been lost. On the other hand, there are those who overstayed outside the U.S. for more than 180 days but less than one year. They may qualify if they can prove that they did not relinquish their residence in the U.S. For those who overstayed for more than one year they will have to maintain a continuous residence for four years and one day after returning to the U.S. to apply for citizenship Green cards are important especially when traveling abroad and applying for citizenship. There are certain issues about replacing green cards which we will discuss. 1. Lost green card. The person who lost his green card may file to renew their USCIS-issued green card that have expired or replace ones that have been lost, stolen, mutilated, or destroyed, or that contain an error. If you need to apply for naturalization and you believe you qualify except you lost your green card you may discuss this matter with an immigration attorney. The person who lost green card may complete and properly file an application to Replace Permanent Resident Card (Form I-90) with USCIS, with appropriate fees (if required), in accordance with the Form I-90 instructions. What happen if the green card is lost while outside the U.S.? A Lawful Permanent Resident (LPR) who is temporarily outside the United States for less than 1 year and who is not in possession of a valid green card (for example, it was lost, stolen, or destroyed) may properly file an Application for Travel Document (Carrier Documentation) (Form I-131A) to request documentation to demonstrate to an airline or other transportation carrier that he or she is authorized to travel to the United States. This transportation letter does not replace the green card. LPRs must still complete and properly file Form I-90 to obtain a replacement of the green card upon arrival to the U.S. What happen if the Reentry permit is lost? If inside the United States, complete and properly file an Application for Travel Document (Form I-131) with USCIS, with appropriate fees. Headline inflation hits 6.1% in September MANILA – Headline inflation settled at 6.1 percent in September this year, higher than the 5.3 percent recorded in August, Philippine Statistics Authority (PSA) Undersecretary and National Statistician Dennis Mapa reported. In a briefing, Mapa said inflation in September last year was at 6.9 percent. Core inflation, which excludes volatile oil and food items, however, was down to 5.9 percent from 6.1 percent in August. Mapa said the higher headline inflation rate during the month was primarily brought about by the higher year-on-year increase in the heavily-weighted food and non-alcoholic beverages at 9.7 percent from 8.1 percent in the previous month. The main contributor to the higher inflation of food and non-alcoholic beverages was the faster increase in the prices of cereal and cereal products with an inflation of 14.1 percent from 8.3 percent in August and meat at 1.3 percent from -0.1 percent the previous month. For rice alone, inflation went up to 17.9 percent from 8.7 percent in August. Mapa said transport, with an inflation rate of 1.2 percent from 0.2 percent in the previous month, also contributed to the uptrend of the headline inflation. Year-to-date, headline inflation settled at 6.6 percent which is still outside the central bank’s 2 to 4 percent target.

Inflation in the National Capital Region (NCR) meanwhile also went up to 6.1 percent from 5.9 percent the previous month. For areas outside NCR, inflation increased to 6.0 percent from 5.2 percent. For the bottom 30 percent income households, inflation picked up to 6.9 percent from 5.6 percent in August. In a separate statement on Thursday, the National Economic and Development Authority (NEDA) assured that the government will continue to provide support to the most vulnerable sectors while implementing necessary measures to respond to rising prices. “The government is committed to providing targeted assistance to affected vulnerable segments of the population while food prices remain elevated,” NEDA Secretary Arsenio Balisacan said. Balisacan said the government, through the Inter-Agency Committee on Inflation and Market Outlook (IAC-IMO), is proactively monitoring the demand-and-supply situation, particularly of key commodities, to give President Ferdinand R. Marcos Jr. and his Cabinet appropriate and timely policy recommendations. “In line with this, we are closely monitoring both local and global markets in terms of price movement, as they may be affected by the availability of supply or disruptions in the supply chain,” he said.

In the history of sports, the Philippines has hosted several international competitions. SMC signed a partnership with FIBA and the Samahang Basketbol ng Pilipinas as a major sponsor for the event. One of the most diversified conglomerates in the country, SMC under the leadership of its President and CEO Ramon S. Ang, is also known as a patron for sports. It actively participates in local sporting events. In the Philippine Basketball Association (PBA), three basketball teams are owned by SMC. These are Barangay Ginebra San Miguel Gin Kings, Magnolia Hotshots Pambansang Manok, and San Miguel Beermen, which are among the most popular professional basketball teams in the country. To complement its sports development program, SMC built the SMC Sports Complex in Pasig.

Last year, it was reported that SMC has committed to build a P50-million sports center in Balayan, Batangas to help develop homegrown athletes and as part of SMC’s support for sports development. Ang also announced that a state-of-the-art race track will be built in Bulacan near the New Manila International Airport. It will be a three-and-a-half kilometer racetrack with a car park and garage. There will also be a drag strip. This is good news for those who are into car racing or motorsports. At the just concluded Asian Games in China, the Philippines captured four gold, two silvers and 11 bronze medals. The Gilas Pilipinas got also support from SMC sports director Alfrancis Chua who was team manager. It was Cone who coached the basketball national team that bagged the gold in the 2019 SEA Games. The national team which he guided in the 1998 Asian Games won the bronze

medal. Our athletes have worked hard and shown they can become world-class, not only in basketball but also in other sporting events. The triumph of Filipino athletes should inspire others to believe they can achieve more. Their successes should also inspire the concerned agencies and organizations to develop stronger sports programs. There are many promising young men and women in sports who are not able to fully develop their potentials because they do not have the opportunities of being trained and coached. It is the quality of the athletes’ training and preparedness that determines how they will perform in a sports competition. The late President Fidel V. Ramos, himself a sportsman, regarded the promotion of sports consciousness as a vital aspect of people empowerment. “For sports not only strengthens the body but also fortifies the will to win, encourages the desire to excel, and proves one’s capabilities in the competitive arena of sports and life,” he said during the opening of the Palaro Games in 1995.

HANGZHOU, China – The Philippines is men’s basketball gold medalist in the 19th Asian Games here, beating Jordan, 70-60, at Hangzhou Olympic Sports Centre Gymnasium here. Justin Brownlee paced the Tim Cone-mentored Filipinos with 20 points, Ange Kouame added 14, Chris Newsome 13 and Scottie Thompson 11.

It was the country’s first basketball gold since winning the first four editions (1951, 1954, 1958, 1962) and first finals appearance since losing to China in 1990 Beijing. Wildfire Safety and Preparedness: The PG&E Corporation Foundation and California Fire Foundation Announce Wildfire Safety Grant Funding 49 Grants Totaling $730,000 Awarded to Local Fire Departments, Fire Agencies and Community Groups SACRAMENTO, Calif. — The California Fire Foundation (CFF), with support from The PG&E Corporation Foundation (The PG&E Foundation), has awarded wildfire safety grants to 49 local fire departments, fire agencies and community groups in Northern and Central California. This is the sixth year grants have been awarded to help communities bolster their disaster preparedness programs. The wildfire safety grants — totaling $730,000 this year — have been distributed to agencies in high wildfire-risk areas with the goal of strengthening their disaster readiness and response. The grants announcement comes during National Preparedness Month, observed each September to raise awareness of the importance of preparing for disasters and emergencies that can happen at any time. Funding will be used to purchase personal protective and specialized equipment for firefighters, complete defensible space and vegetation management work, fuels and hazards reduction, and conduct fire safety public education and outreach. PG&E’s Undergrounding Program an Essential Tool for Wildfire Prevention To the editor: We at PG&E are deeply committed to doing everything possible to stop wildfires in Northern and Central California communities. Burying powerlines is the most effective solution to reducing the risk of wildfire from electrical equipment, reducing the risk of ignitions in areas at the highest risk of wildfire by nearly 98%. Undergrounding also makes power more reliable by reducing outages caused by winter storms, and in some cases eliminates the need for safety shutoffs. That is why we have proposed moving 2,000 miles of overhead electric powerlines underground through 2026. But the California Public Utilities Commission (CPUC) wants to gut this critical safety program, reducing proposed undergrounding to as little as 200 miles systemwide. We’ve seen the devastating toll wildfires have taken on our communities. Our customers and local officials have told us time and again that they want us to underground our powerlines. That’s because undergrounding is the safest and most effective tool we have to prevent ignitions in high fire-risk areas. Then again, Sara no H is not about to surrender her dream of becoming president without a fight. She has now been using the same troll army that helped her and Marcos “win” last year’s elections. It’s most noticeable in social media, where all sorts of posts have been appearing lately, all in support of Duterte. Their message is the same. Sara Duterte will be the next president of the Philippines. Lest we forget, many moons ago the VP launched a classless verbal attack on some unnamed personalities in Congress, referring to them or him as “tambaloslos.” This is a Visayan word that refers to a mythical beast with a large mouth with fangs and a huge penis. No one was exactly sure who she was attacking, but in hindsight it now seems clear that it was Speaker Romualdez that she was pointing to. This early, then, the battle lines are being drawn. As universally reviled that she has become, Sara Duterte still dreams of being president and the confidential funds that come with the office. By the time she makes it to the Palace, those funds will easily be in the billions of pesos. She knows she can win the same way she and Marcos Jr won, through the most massive cheating imaginable. She has the machinery for it, so God help the Philippines if it has yet another six years of a corrupt and incompetent leader. Three consecutive terms of such vile leaders may be more than the country can stand.

While Trump is supposedly not scheduled to appear, he voluntarily appeared in court, for many understood as a campaign gimmick, to further solidify his lead in the on-going GOP primary leading to the expected showdown with Pres. Joe Biden during the 2024 election. The way its going, Trump will likely get the nod of GOP as their standard bearer for the 2024 election and Biden as the standard bearer of the Democrats due to the doctrine of the equity of the incumbent. So, expect a showdown of Biden vs. Trump in 2024! Lately, Mr. Trump has been using all his legal setbacks as campaign gimmicks in order to further his ambition of going back to the White House in 2024. In September 2022, Trump, together with his three children — Donald Jr., Ivanka and Eric Trump — several other company executives and the Trump Organization itself were sued in September 2022 by James. The Trumps and their company are accused of fraud, falsification of business records, issuing false financial statements and conspiracy, among other allegations. The attorney general has accused Trump of overstating his wealth by billions of dollars, and the value of many properties by hundreds of millions, while seeking loans. He has denied wrongdoing. When Trump arrived in court, photographers were briefly allowed in the courtroom and took pictures of him sitting at the defense table alongside his attorneys, who commented that he is in court to “fight for his name and reputation.” Trump spoke to the media after arriving at court Monday, denying the fraud allegations and saying, “What we have here is an attempt to hurt me in an election.” On his social media site, Trump has called Engoron a “political hack” and a “deranged, Trump hating judge.” He has for years maligned James and the investigation, accusing her of pursuing him for political gain. In a statement released Monday ahead of the trial, James said: “For years, Donald Trump falsely inflated his net worth to enrich himself and cheat the system. ... No matter how rich or powerful you are, there are not two sets of laws for people in this country. The rule of law must apply equally to everyone, and it is my responsibility to make sure that it does.” Trump attorney Christopher Kise has argued that what the attorney general calls overvaluations are actually examples of Trump’s “genius,” arguing in court that Trump is “a master at finding value where others see nothing.” Kise might be correct because Trump declared bankruptcy several times in the past, but he made money out it by finding some loopholes in the law. Reports said that Engoron’s decision could terminate Trump’s control over a flagship commercial property at 40 Wall Street in Lower Manhattan and a family estate in Westchester County. Mr. Trump might also lose control over his other New York properties, including Trump Tower in Midtown Manhattan and his golf club in Westchester. While the order will not dissolve Mr. Trump’s company itself, which is a collection of hundreds of entities, it could nonetheless have a huge impact on the company’s New York operations. Mr. Trump can appeal his case, but if Engoron’s decision is not reversed by an appeals court, it could shut down an entity that employs hundreds of people working for him in New York, effectively crushing the company. He held his latest fundraising event last Sunday, October 8 at Triton Institute in its Santa Clara campus. In 2009 to 2014, Chu represented District 4 in the San Jose City Council and from there he ran and was elected for State Assembly in CA District 25, where he served from 2014 to 2020. This time he is running again as a city council member of San Jose. In his campaign speech, he said: “People are asking me why I am running for a lower position this time after being on top as former Assembly member of CA District 25. WHO issues global plan to tackle leading cause of death in childbirth GENEVA – The World Health Organization (WHO) released its first roadmap to tackle postpartum haemorrhage (PPH) – defined as excessive bleeding after childbirth - which affects millions of women annually and is the world’s leading cause of maternal deaths. Despite being preventable and treatable, PPH results in around 70 000 deaths every year. For those who survive, it can cause disabilities and psychological trauma that last for years. “Severe bleeding in childbirth is one of the most common causes of maternal mortality, yet it is highly preventable and treatable,” said Dr Tedros Adhanom Ghebreyesus, WHO Director-General. “This new roadmap charts a path forward to a world in which more women have a safe birth and a healthy future with their families.” The roadmap aims to help countries address stark differences in survival outcomes from PPH, which reflect major inequities in access to essential health services. Over 85% of deaths from PPH happen in sub-

Saharan Africa and South Asia. Risk factors include anaemia, placental abnormalities, and other complications in pregnancy such as infections and pre-eclampsia. Many risk factors can be managed if there is quality antenatal care, including access to ultrasound, alongside effective monitoring in the hours after birth. If bleeding starts, it also needs to be detected and treated extremely quickly. Too often, however, health facilities lack necessary healthcare workers or resources, including lifesaving commodities such as oxytocin, tranexamic acid or blood for transfusions. “Addressing postpartum haemorrhage needs a multipronged approach focusing on both prevention and response - preventing risk factors and providing immediate access to treatments when needed - alongside broader efforts to strengthen women’s rights,” said Dr Pascale Allotey, WHO Director for Sexual and Reproductive Health and HRP, the UN’s special programme on research development and training in human reproduction. “Every woman, no mat-

ter where she lives, should have access to timely, high quality maternity care, with trained health workers, essential equipment and shelves stocked with appropriate and effective commodities – this is crucial for treating postpartum bleeding and reducing maternal deaths.” A woman is estimated to die every two minutes from causes relating to pregnancy or childbirth. There has been limited progress in reducing these deaths since 2015 and the world is off-track for meeting related Sustainable Development Goal targets. The Roadmap to combat postpartum haemorrhage between 2023 and 2030 outlines goals and activities for research, normative work, implementation and advocacy. Priority actions include: the development of new and broader guidance for PPH covering prevention, detection and treatment; research to deliver innovations and to increase access to proven interventions; the establishment of a new procurement mechanism to improve the supply of high-quality medicines and commodities; advocacy and

awareness-building, and, at the country level, training and facility-based improvements. About the Roadmap The roadmap was developed through extensive consultations involving more than 130 experts across diverse fields, while implementation will be guided by an interdisciplinary steering committee. WHO and partners will provide specialized technical support to countries to adapt global guidelines into national policies, starting where there is the highest burden of maternal deaths. WHO acknowledges the contributions and commitments of several partners, including the United States Agency for International Development (USAID), the Bill and Melinda Gates Foundation, the Global Financing Facility, MSD for Mothers, Unitaid, the International Federation of Gynecology and Obstetrics (FIGO), the International Confederation of Midwives (ICM), Jhpiego, Laerdal Foundation, and the United Nations Population Fund (UNFPA).

Physician suicide Filipinos and other peaceloving peoples around the world are praying for all the victims of the atrocities in Israel. Our heart goes out to them and their families. Let us continue to endeavor, dream, and hope for peace and justice around the world.

Between 300 to 400 physicians in the United States kill themselves each year, about one a day. The rate of suicide is highest among anesthesiologists, general practitioners, psychiatrists, and surgeons, a rate higher compared to the rate in other professions, and double that of the suicide rate in the general population. The unrealistic self-expectation of perfection, corporate control, and meddling (restriction of freedom) in medical practice, unsatisfactory working conditions as employees, and dwindling material situation, are some of the factors that lead to severe depression and suicide among physicians. In 2022, 49,500 people killed themselves in the USA. I could not find statistics on suicide rate among physicians in the Philippines, but in the general population (predominantly Christian), it is 2.2 per 100,000 population, compared to 13.5 (may be higher) per 100,000 in the USA and 17.3 in Japan. Suicide among military veterans in the United States, the rate is 31.7 (about 20 veterans each day). For help, in the US, you can call or text the National Suicide Prevention Lifeline on 988, chat on 988lifeline.org, or text HOME to 741741 to connect with a crisis counselor. Melatonin warning New studies revealed that the popular sleep hormone, Melatonin, worsens attacks among asthmatic patients. Melatonin is sold over the counter and is an ingredient in many sleep aid formulas. Many of these patients, who take a sleep aid that has melatonin as a component, have more severe episodes because melatonin constricts the airway passage making it harder for these people to breathe. However, natural melatonin secreted by our own body does not cause any problems. Other sensi-

tive individuals (non-asthmatic) could develop heart rhythm irregularity with melatonin. Among children with asthma, eating fatty fish like sardines and salmon at least two times a week has been shown to reduce asthma symptoms. An impressive lung function improvement was noted after six months of these children started eating fish. The high Omega-3 (anti-oxidant) content of the fish is an anti-inflammatory agent. Daily exercise also reduces asthmatic symptoms by more than 2.5 times compared to those who do not. Plant-based diet Abundant clinical studies have shown that plant-based diets, like the Mediterranean Diet, South Beach Diet, Vegetarian Diet, etc., are healthier compared to diets mainly on red meat. Pork is not white meat as marketed; it is also red meat. Chicken is white meat. Individuals on plant-based diets, which are loaded with polyphenols, and antioxidants that are anti-inflammatory, have a lower risk for metabolic and cardiovascular illnesses and cancers. Exception: Nightshades vegetables (eggplant, potato, pepper, tomato) aggravate arthritis. Steel-cut, gluten-free oatmeal, walnut, pecan, chestnut, and pistachio, and about 3-5 servings of fruits (diabetics should add these to their calorie count) are healthy. The high-heat cooking and burnt part of barbequed meats could increase the risk for cancers, like that of the pancreas. Stem cell Rx The building block, the foundation of every cell, tissue, and organ in the body is the stem cell. Stem cells are undifferentiated, with no “specific assigned task as yet.” This has been likened to a blank computer microchip that could be “programmed to perform any number of special tasks.” Subjected to proper conditions, stem cells will develop into specialized tissues and organs (heart, liver, kidneys, etc.). Also, stem cells are “self-sustaining and can replicate themselves for long periods of time.” Scientists, working on mouse models, have discovered that stem cell therapy could SOMEDAY possibly help cure many common diseases that afflict man today. While the goal of stem cell research is unquestionably laudable, and its potential benefit to mankind tremendous, the controversy centers on its efficacy and safety today, ethical, moral, religious, legal, and social ramifications.

Basically, the grave concerns are (1) The hype and claims are too premature and untrue; (2) Where the stems cells will be harvested from (adult, fetus, or embryo), and (3) The possible misuse and abuse of this new technology. As I have stated in my talk before the Rotary Club some time ago, this evolving science merits more randomized, double-blind, and voluminous clinical studies in various medical centers around the world before it becomes standard in medical care. It also requires a deep soul-searching introspection, and a serious, intense, and thoughtful deliberation to arrive at a morally, ethically, and medically sound stem cell treatment protocol that will also ensure the protection of the unborn, besides healing the sick, and at the same time preserve the dignity of humankind it seeks to serve. With its unique characteristics, stem cells can someday provide the cells to replace damaged or diseased tissues with new living cells that will regenerate into healthy, young, normally functioning tissues, in the treatment of conditions like Alzheimer’s, Parkinson’s, etc. as listed above, where specific parts of the organs have been damaged and rendered “nonfunctioning” leading to the development of the disease. However, the last word is not in yet. Anyone or any clinic who claims otherwise, and offers stem cell therapy for many other diseases or cosmetics or longevity, is trying to steal your money. The only evidence-based clinical data showing stemcell therapy is effective is in the management of blood dyscrasias, leukemia, and some lymphomas, with wonderful results. Indeed, caveat emptor!
