US earmarks P625M to fund economic growth in 9 PHL cities By Jeanne Michael Penaranda MANILA - The United States government, through the US Agency for International Development (USAid), launched a new partnership with the Philippine government on Oct. 27, 2023, to accelerate the economic development of nine cities outside Metro Manila. A US Embassy statement said USAid’s five-year, P625-million ($11 million) Urban Connect Project will fund capacity-building programs and provide technical assistance to foster economic growth in the cities of Batangas, Legazpi, Puerto Princesa, Iloilo, Tacloban, Tagbilaran, Cagayan de Oro, General Santos, and Zamboanga. Under this program, USAid will work closely with partner cities to facilitate enterprise growth, streamline the business permit system, reinforce public financial management, promote e-governance transition, and enhance cooperation between neighboring cities. In addition to economic advancement, the project will also improve health and education services, promote climate resilience and disaster readiness, and champion gender equality and social inclusion in partner cities. The launch, which coincides with the celebration of World Cities Day on Oct. 31 and the Philippines’ Local Government Month, gathered partners and representatives from

the private sector, supporting agencies, and the Philippines’ national and local government led by Department of the Interior and Local Government (DILG) Secretary Benhur Abalos and Anti-Red Tape Authority Director General Ernesto Perez. “As your partner in prosperity, the US government seeks to strengthen the capacity of our partner cities and surrounding areas to become not only centers of economic growth but also beacons of inclusivity and innovation,” said USAid Philippines Mission Director Ryan Washburn. Abalos said he believes that USAid’s Urban Connect Project will complement and can help in further supplementing the efforts not only of DILG but also of other government agencies in “enhancing public service delivery and advancing local economic development.” The new partnership builds on the gains of USAid’s ongoing Cities Development Initiative, which has helped introduce key economic reforms and boosted the competitiveness of its pilot cities such as Batangas, Iloilo, and Cagayan de Oro. USAid’s Urban Connect Project also aligns with the Philippine Development Plan 2023-2028 and supports the US government’s goal to boost the country’s regional competitiveness in the Indo-Pacific region by promoting inclusive and resilient economic growth.

MANILA – A Muslim civic group has filed before the Supreme Court (SC) a disbarment complaint against former Foreign Affairs secretary Teodoro Locsin Jr. over his controversial tweet on Palestinian children amid the conflict between Israeli troops and militant group Hamas. “We fully understood the plain text he posted: it was a grossly inappropriate language, Islamophobic hate speech,” the 1Bangsa group led by Madulana Balangi said in its complaint. “We strongly condemn and reject this hateful Islamophobic rhetoric. This bigotry must stop,” the group added. Among the statements made by Locsin on X (formerly Twitter), which has since been removed, stated as “They are Muslims. They could stage mass suicide attacks...” along with a post that said, “That’s why Palestinian children should be killed; they

might grow up to become as gullible as innocent Palestinians”. An estimated 2,000 children have been killed in Gaza in the past half month of Israel’s military operations following an attack by Hamas militants on the country during a Jewish holiday on Oct. 7. Locsin, currently serving as the Philippine Ambassador to the United Kingdom, earlier issued a conditional apology over the tweet. “My apologies to those who did misconstrue my sentiments and did in fact get triggered — I obviously was not advocating for the literal death of anyone, but rather simply for the end of any ideology that condones terrorism in any way, shape or form,” he added. The Department of Foreign Affairs has distanced itself from the issue, saying “such a statement was made in his strictly personal capacity”.

Rep Salacnib Baterina of charges linked to the Priority Development Assistance Fund (PDAF) scam but ordered him to return P35 million in wrongful disbursements to non-government organizations (NGOs) dating back to 2007. In its 60-page decision dated Oct. 27, the anti-graft court’s Special Second Division acquitted Baterina of graft, direct bribery and malversation charges in connection with the use of PDAF. On the other hand, convicted in the same ruling were businesswoman Janet Lim Napoles and others who were found guilty of conspiring to misuse the PDAF and funneling into the Kaagapay Magpakailanman Foundation Inc. (KMFI) and the Philippine Social Development Foundation Inc. (PSDFI).

“(T)here is no evidence to sufficiently prove that accused Baterina had any participation in the conspiracy to commit the crimes,” the tribunal said. Napoles, former Technology and Livelihood Resource Center (TLRC) group manager Maria Rosalinda Lacsamana, former supervisor Belina Concepcion, and private individuals Godofredo Roque and Evelyn de Leon were sentenced to reclusion perpetua (up to 40 years imprisonment) in separate offenses and were ordered to indemnify the government P35 million. “In these cases, the prosecution was able to show that accused Concepcion, Lacsamana, Napoles, De Leon and Roque, through their concerted acts with evident faith and manifest partiality resulted in giving KMFI an PSDFI, and in turn, accused Napoles, unwarranted benefits,” the anti-graft court said.

SWS: Almost half of Filipino families rate themselves ‘poor’

QUEZON CITY - The number of Filipi- 13.2 million or 48% in September from 12.5 nos who rated themselves poor increased to million or 45% last June, the latest Social Weather Stations (SWS) poll showed. The non-commissioned SWS survey, conducted from September 28 to October 1, also revealed that 27% of Filipinos viewed themselves as “borderline.” The remaining 25% considered themselves not poor. The three-point rise in the nationwide self-rated poor figure between June and September 2023 was due to increases in all areas, with Mindanao recording the highest increase in families who rated themselves poor at 71%, which is a seven-point increase from the previous 54%. Self-rated poor families in Balance Luzon also jumped to 39% from 35%, while selfrated poor families in Metro Manila also climbed to 38% from 35%. Likewise, self-rated poor families in the Visayas increased to 59% from 57%. “We note that the survey was conducted after a series of typhoons hit the country, which also affected food prices. This could have resulted in feelings of insecurity among the families.

SC orders Pasay court: Resolve common MRT-LRT train station row in QC QUEZON CITY - A dispute between two giant malls over where a common train station for LRT and MRT at the corner of EDSA and North Avenue has been delaying construction prompting the Supreme Court to order Pasay City court to resolve the dispute. The common train station that would connect separate rail systems in front of the Trinoma mall was originally supposed to be in front of the SM North EDSA mall, Businessworld reported. The SC order to the Pasay City Regional Trial Court Branch 111 involves SM Prime

Holdings, Inc. (SMPHI) and entities handling the rail systems — Metro Rail Transit Corp. (MRT) and the Light Rail Transit Authority (LRTA), the report added. In a resolution dated March 15 but made public only on Oct. 26, the tribunal lifted an injunction on the station’s construction but said that doing so was moot since SMPHI had reported that the station’s construction had started. “This is a judicial admission that is binding upon SMPHl, without need for further proof. At any rate, the aforesaid admission of

SMPHI itself renders the present petition for injunction moot,” the tribunal said. “Here, further proceedings would be of no practical value because there is no longer any substantial relief to which SMPHI would be entitled and or would otherwise be negated by the denial of the petition.” In a 2017 agreement, SMPHI, the LRTA, and the Department of Transportation (DoTR) agreed to compromise on a common station plan acceptable to all parties, after the High Court told them to do so. The tribunal said the parties have yet to finalize or implement the plan for the common station. The entities had agreed to “facilitate the immediate development, construction, and operation of a Unified Station/Grand Central Station.” “While judicial policy strongly encour-

ages compromise, the court cannot allow the supposed negotiations to indefinitely stay hanging in the air and continue to clog the docket of the court, without any clear showing that it would ever come to fruition,” the High Court said. In 2009, SMPHI and the LRTA signed a deal that involved SMPHI agreeing to help finance a common station that would be built in front of SM North EDSA by earmarking P200 million for its construction. Funding was delivered to the LRTA that same year. Under the agreement, SMPHI was granted naming rights over the common station. Two years later, the LRTA and the DoTR, formerly known as the Department of Transportation and Communications (DoTC), signed a separate agreement assigning the latter as the lead implementing agency for the project.

P1.43-B e-cigarettes seized in Valenzuela warehouse VALENZUELA CITY – An inspection of a warehouse in Valenzuela City yielded about P1.43 billion worth of e-cigarettes or vapes, the Bureau of Customs (BOC) reported. According to the BOC, Friday’s initial inspection of the warehouse located at 18 Bagong Filipino Industrial Compound, M. Gregorio Street, Canumay West, Valenzuela City showed more or less 14,000 boxes containing an estimated 1.4 million pieces of 10-ml. disposable vapes bearing the mark FLAVA. BOC Commissioner Bien Rubio said the P1.43 billion is the total aggregate value of the goods with an estimated value of P700 million at P500 apiece, and the P728 million worth of excise tax based on the P52 excise

tax per 1 ml. of e-cigarette or vape. “Remember that we have an excise tax currently being imposed on tobacco products. That’s why the value of this operation ballooned to more than P1 billion. These kinds of activities do not only adversely impact our local tobacco industry, but it also takes away from the government a sizeable chunk of money that we can use for our infrastructure programs, social services,” he said in a statement. The Customs Intelligence and Investigation Service (CIIS) operation was given the green light by the BOC chief through a Letter of Authority (LOA) issued on Oct. 26, based on the information they received on Oct. 24.

SAN JOSE DEL MONTE CITY, Bulacan - Despite the support of 23 mayors, voters in the entire province of Bulacan resoundingly rejected a law converting San Jose del Monte (SJDM) into a highly urbanized city. This as the Commission on Elections counted 820,385 no votes in the plebiscite that coincided with the barangay elections Those against outnumbered the 620,707 residents who voted yes to the conversion, Comelec data showed. A total of 1,608,004 residents voted in the plebiscite out of the more than 2,092,248 registered voters, Comelec added. San Jose del Monte, Bulacan’s then largest town in terms of land area and population, was proclaimed as a component city and the first city of Bulacan on Sept. 10, 2000 under Republic Act 8797. The city shares its boundaries with Quezon City, Caloocan City, Montalban (Rodriguez) in Rizal province, and Santa Maria, Norzagaray and Marilao towns in Bulacan. San Jose del Monte City officials and supporters said the conversion would give the city more direct control of programs and would bring better opportunities to the city.

Experts attributed the decrease in hate incidents – from 746 to 499 – to several factors, including diminished opportunity for COVID-related scapegoating, less inflammatory rhetoric from leaders, and reporting fatigue. The decrease, however, may not be long term but may instead be part of a cyclical pattern. Janelle Wong, senior researcher at the nonprofit AAPI Data, said, “Anti-Asian hate crimes…are often tied to national security or other kinds of US foreign policy that heightened attention to Asian Americans in the US.” She said the economic downturns coupled with blaming Asians for COVID very likely contributed to the initial spike in hate crimes. As an examply, a 2021 study revealed that in Italy, areas with high unemployment had the most significant spikes in anti-Asian hate crimes, compared to those with high infections and mortality. The situation is different now. Because the economy is doing much better now, there is less attention to a life or death situation. Wong said that emotions ran high at the height of the pandemic on the idea “that people from Asia could bring illness or to blame for COVID.” Also, “we don’t have a president saying that the ‘Chinese flu’ has come to the US,” obviously referring to former president Donald Trump. Rucker Johnson, who co-wrote the study, earlier told NBC News that “research suggests that when people see Asian Americans as being more ‘foreign,’ they are more likely to express hostility toward them and engage in acts of violence and discrimination.” And while Asian Americans were targeted by hatemongers at the height of the pandemic, the latest global event may see another group to be the main target, namely Muslim Americans, specifically Palestinian Americans. Since the start of the Israel-Hamas war on Oct. 7, Muslim community leaders have reported a dramatic rise in hate incidents against them. While the FBI’s 2022 figures only

Under Section 452 of Republic Act (RA) 7160 or the Local Government Code of 1991, the city with a minimum population of 200,000 inhabitants as certified by the Philippine Statistics Authority (PSA) and with the latest annual income of at least P50 million based on 1991 constant prices, as certified by the City Treasurer, can be classified as HUC. The proclamation earlier said the city has met the minimum requirements prescribed under Section 452 of RA 7160 for it to be classified as an HUC.

Losers in barangay told to surrender gov’t property ASAP Interior and Local Government Secretary Benhur Abalos ordered all losing candidates in the just-concluded Barangay and Sangguniang Kabataan Elections (BSKE) to immediately surrender all government properties under their custody. Abalos said he signed DILG Memorandum Circular No. 2023-166, stating that “there shall be a transition period not to exceed three weeks to ensure proper and smooth transition of governments, accountabilities and actual turnover of barangay and SK. Abalos said the three-week period would ensure “natural and proper” transition to the new barangay administration. According to Abalos, they have written to the Commission on Elections (Comelec) for the timetable of the transition of barangay officials. Comelec chair George Garcia, in a letter dated Oct. 25, responded that “sitting and incumbent BSK officials shall continue to hold office until their successors have been elected and qualified.”

Mayors told to work to achieve SDGs QUEZON CITY – Department of the Interior and Local Government (DILG) Secretary Benhur Abalos called on all city and municipal mayors to align their local initiatives with the United Nations’ Sustainable Development Goals (SDGs). In a speech during the Philippine Mayors Forum held at the Crowne Plaza Manila in Quezon City, Abalos underscored the pivotal role of local governments in achieving the SDGs as they are “well-positioned to drive change in their respective communities.” “The Mandanas-Garcia ruling providing greater resources to local government units (LGUs) presents better opportunities for localities to plan, finance, and implement more comprehensive and effective climate-

Enforce the gag order before it’s too late here’s a saying that’s as old as time that says “No man is above the law.” Indeed, this is the very essence of democracy, which dictates that all men are created equal. Put it another way, as the late Filipino leader Alfredo Lim liked to day, “The law applies to all, otherwise none at all.” That last one may have grammatical purists screaming, but the thought is absolutely right. This needs to be brought up because former president Donald Trump has been the subject of a necessary gag order, but he still refuses to follow it. He has received two slaps on the wrist for ignoring the court order, which is why he will most likely continue to badmouth anyone and everyone who he feels plays a major role in his possibly losing any one of the many cases he now faces. In this case, it is a federal election subversion case where he tried to overturn the results of the last presidential election that saw him lose to Joe Biden. That gag order from Judge Tanya Chutkan was suspended recently, but was reinstated this week because Trump simply refuses to follow the rules. The sad thing is, his continued badmouthing will sooner or later produce the worst possible results. Any of his fanatics will consider the targets of Trump’s insults as fair game, one to be neutralized totally. Doing them harm will not be enough. They will have to either be killed or totally crippled to the point that they can no longer be part of the legal proceedings against Trump. The way to silence the loud mouth of the 45th president is simplicity in itself. Cancel his bail and lock him up. It can be for a short time if there are concerns that he will be turned into martyr if he is incarcerated before he is found guilty of any of the crimes he has been charged with. But a short stint with him handcuffed, placed behind bars, while donning the orange jumpsuit of the typical prisoner should be sufficient for Trump to realize that he has gone one bridge too far. He may no longer be allowed to endanger any lives because of what comes out of his fat mouth. Then and only then will he realize that indeed, he is nobody special. He is just an ordinary citizen, accused of several very serious offenses. The court may even allow Trump to be guarded by the Secret Service while he is inside the slammer, as he does remain a former president entitled to such protection for the rest of his life. While inside any federal prison, he need not worry over his safety and well being. Nazi skinheads will provide an extra layer of protection for the white supremacist that is Donald Trump. As for the suggestion that he should just be placed under house arrest, this will not work. He will still find a way to release his stream of dangerous statements to his fanatical followers. The kid glove treatment Trump has been receiving thus far should never have been allowed. It’s not too late. The world must be shown that the law applies to all here in these United States of America. This may be the land of the free, but it should also be the land where no one, not even a former president, can make a mockery of the justice system.

Remembering our beloved dead

oday the Christian world pauses to remember those loved ones who have passed on to the world beyond the grave, either too early or late in life. In Catholic Philippines, all roads will lead to the cemeteries and mausoleums where Filipinos’beloved dead are interred.. Traffic to these destinations will be multiplied, as the living take time to remember their loved ones , whose passing caused them so much grief. In my youth, families used to gather at the tombs of their beloved dead,. sometimes all day, to pray and play , eat and drink. I remember how the teenagers among us would go around the cemetery, meeting and making friends. While the others played mahjong or card games. I have lost many loved ones to death, including my parents, 4 sisters, two brothers and dear friends and relatives. I remember them all especially today and a feeling of sadness engulfs me. The sadness is coupled with regret, for the things left unsaid and undone and the lost opportunity that will never come again. I pray that , for whatever transgressions I may have committed against them, , they will have forgiven me . Perhaps, one day I will understand why my loved ones were taken and why I have survived their loss. But for now, I remember my loved ones and pray for their eternal peace and joy. Rest now, dear ones, until we meet again!

Hamas vs Israel: Two ways to end the war

s I See It, while costly and have grave consequences, there are two ways to end the war! The first one is for Israel to wipe out all underground tunnels and communities where Hamas are. The enemy will be annihilated but there are grave consequences and critical factors that goes with it worth reflecting that Israel need to consider – civilian lives and innocent hostages! ELPIDIO R. ESTIOKO As of today, Israel has not identified all underground tunnels. Which means to say that they still have to identify all the tunnels to be able to succeed. Undisclosed tunnels are hard to locate but with the sophisticated spy gadgets Israel has, eventually, they will be able to locate them. That’s the time they have to implement the full offensive to end the war. They however have to contend with civilians near command tunnels and hostages inside the tunnels. This is a factor Israel need to consider whether they will be willing to sacrifice civilian lives and innocent hostages. The war will end if these are disregarded by Israel… at all costs! On the other hand, Hamas, who seem to have mastered the art of war their way, can also end the war, but also with costly consequences. They need to intensify human shields by immersing themselves in civilian communities in thickly populated areas and increasing the number of hostages to be spread inside the different tunnels. This way, it will hamper if not force Israel not to attack them but yield to them due to human lives that have to be spared and many hostages to be freed. If this happens, Hamas will have full control of Palestine and will move for an independent Palestine run by them. This will not be good for Palestinians but they have to contend with it just like what happened to Afghanistan when the Taliban took control in 2021. This is how Hamas will end the war: Force Israel to yield to their demands for the former to save many lives of civilians and hostages! Who would ever predict that Middle East’s most powerful army be deceived by Palestinian Islamist group Hamas? Israel is known as having sophisticated spy equipment and yet they never detected Hamas attack! Did Hamas master the art of war? They did it and Israel accepted they were surprised and it was their 9/11, referring to the September 11, 2001, terrorists attack against New York City and Washington, DC killing nearly 3,000 people and injured more than 6,000 others, which was considered as the worst attack against the homeland in our nation’s history. It was reported that Hamas planned the attack for two years of spying using their sophisticated cell phone inside their undisclosed command tunnels and carried on the actual attacks using bulldozers, hang gliders and motorbikes. In their article published in Reuters, Samia Nakhoul and Jonathan Saul, said: “This is our 9/11,” said army spokesman, “They got us.’ Saturday’s assault, the worst breach in Israel’s defenses since Arab armies waged war in 1973, followed two years of subterfuge by Hamas that involved keeping its military plans under wraps and convincing Israel it did not want a fight.” The article also mentioned that: “While Israel was led to believe it was containing a war-weary Hamas by providing economic incentives to Gazan workers, the group’s fighters were being trained and drilled, often in plain sight. Hamas gave Israel the impression that it was not ready for a fight,” said the source close to Hamas in the same article, describing plans for the most startling assault since the Yom Kippur War 50 years ago when Egypt and Syria surprised Israel and made it fight for its survival. “Hamas used an unprecedented intelligence tactic to mislead Israel over the last months, by giving a public impression that it was not willing to go into a fight or confrontation with Israel while preparing for this massive operation,” the source said. In one of the most striking elements of their preparations, Reuters narrated, Hamas constructed a mock Israeli settlement in Gaza where they practiced a military landing and trained to storm it… adding they even made videos of the maneuvers. Well, Israel really underestimated Hamas despite the fact that they knew of their overt and covert military activities and they believed that Hamas was able to build a whole image that it was not ready for a military adventure against Israel, but it turned out to be a ploy employed by Hamas, a very deceptive military way of infiltrating the enemy. Israel didn’t even have an inkling on that because they thought they were bringing business to them providing them a basic level of economic stability in Gaza where Gazans were allowed to work since 2021 in Israel or the West Bank. “We believed that the fact that they were coming in to work and bringing money into Gaza would create a certain level of calm. Bangko Sentral raises interest rate to 6.5% to address rising prices MANILA – The Monetary Board has raised the interest rate by 25 basis points to 6.5% effective Oct. 27, earlier than expected, in a bid to slow down the rate of price increase of goods and services. The country’s inflation rose to 6.1% in September 2023 from 5.3% the previous month. The Bangko Sentral ng Pilipinas (BSP) last raised policy rates to 6.25% in March 2023. BSP Governor Eli Remolona earlier hinted that a rate increase may happen in November. Meanwhile, interest rates on overnight deposit and lending facilities were also bumped up to 6.0% and 7.0%, respectively, from the previous 5.75% and 6.75%. “The Monetary Board recognized the need for this urgent monetary action to prevent supply-side price pressures from inducing additional second-round effects and further dislodging inflation expectations,” Remolona said Thursday. “Before today’s monetary policy action, the staff risk-adjusted forecast for 2024 was 4.7 percent (from 4.3 percent previously). This is well above the government’s target range,” he added. Asked by reporters if the BSP maintained its earlier forecast inflation easing to within the target 2%-4% by this quarter, Remolona said otherwise.

“That’s no longer the case. We don’t think that will happen. In fact, I think from March to July next year, the headline inflation will very likely be above 4%... that’s what our model says,” he said. Remolona said inflation may drop to around 3% beyond July, and will remain there for the rest of 2024. The Monetary Board will next meet on Nov. 16 to determine if it will continue to tighten monetary policy. New consumer price index and third quarter economic data figures are expected to be released before this date. Remolona said it may not yet be the end of policy rate adjustments for the year. “If things are worse than we thought. We’re hoping the data are nicer to us. If not, we will have to consider a further rate hike,” he said.

3 Filipino films’ screening in Hollywood opens MANILA – Three Filipino films were opened for a VIP screening and reception in Hollywood at the launch of the first-ever Manila International Film Festival (MIFF) last Nov. 2. In a statement, the Metropolitan Manila Development Authority (MMDA) said the films, originally featured during the Summer Metro Manila Film Festival (MMFF) in April, were to be screened at the Directors Guild of America on Sunset Boulevard in Los Angeles, California. During the safety checks, PG&E also will relight pilot lights for customers who have heaters or other appliances that have been turned off during warmer months. Free safety checks help ensure that gas appliances, including water heaters, furnaces and ovens, are operating safely and efficiently, reducing the risk of carbon monoxide (CO) poisoning within the home. Carbon monoxide is especially dangerous because it can’t be seen, smelled or heard. According to the Centers for Disease Control and Prevention, each year more than 400 Americans die from unintentional CO poisoning not linked to fires, more than 100,000 visit the emergency room, and more than 14,000 are hospitalized. Consul General Ferrer began his remarks by paying tribute to the late U.S. Senator and former San Francisco Mayor Dianne Feinstein, whom he called “a good friend of the Philippines.” “Many Filipino Americans remember how then-Mayor Feinstein appointed people from the Asian American Community in San Francisco, including Filipino Americans, while in office. As San Francisco hosts the 2023 Asia Pacific Economic Cooperation (APEC) Economic Leaders Meeting in November 2023, Consul General Ferrer said that he looked forward to the partnerships and exchanges that will be forged between the Philippines and the U.S. “A partnership that I am especially looking forward to is the signing of a multimillion-dollar contract with San Francisco-based startup company Astranis on the sidelines of the APEC meetings, which will bring a dedicated Internet satellite to the Philippines benefitting millions of Filipinos back home,” the Philippine Consul General said. “My sincerest gratitude goes to Mayor London Breed and the City and County of San Francisco for their continued recognition of our vibrant Filipino American Community in the city. We are especially proud of the contributions and achievements of our thriving community here,” Consul General Ferrer said. The Philippine Consul General noted the recent appointments of Fil-Am Police Commissioner Kevin Benedicto and Film Commissioner Franco Finn. Pilipinas Filipino Cultural Heritage District, including the provision of financial grants to Fil-Am groups United Playaz and the West Bay Pilipino Multi-Service Center. During the celebration, Mayor Breed presented her proclamation of October 2023 as Filipino American History Month in San Francisco, where she recognized “the Filipino American Community’s vibrant impact to the historic South of Market Neighborhood, [and] invaluable contributions to arts, business and cultural innovation.” As part of the yearly celebration, recognitions were given to exceptional Filipino American leaders in San Francisco—including Chefs Francis and Dian Ang, owners of Filipino fusion restaurant Abacá (Emerging Leaders Award), Jocelyn Quintos, Board President of the San Francisco Municipal Executives Association (Community Champion Award), and author and retired professor Oscar Peñaranda (Trailblazer Award).

Fil-Am small business and community advocate Marjan Philhour served as a keynote speaker during the celebration, while Fil-Am singers Leon Palad, Dana Soliman & Raquel Basco and Filipino artistic groups Spark of Creation Studio & Parangal Dance Company also showcased their talents during the event. Meanwhile, for the second time this year, the San Francisco City Hall was lit up with the colors of the Philippine national flag, in recognition of the vital contributions of Filipino Americans to the city. Previously, the City Hall was also illuminated in blue, red and yellow last June, in celebration of Philippine Independence Day. 2023 marks several milestone anniversaries for the Filipino American Community in San Francisco, including: 15 years of Parangal Dance Company; 30 years of the Pistahan Parade and Festival; 30 years of the Filipino International Cine Festival (FACINE); and 50 years of the San Francisco Filipino American Chamber of Commerce.

Let’s pray for peace Heart of Hope

The conflict in the Middle East is escalating and people around the world are anxious and fearful that this could accidentally lead to World War III, which could literally annihilate mankind in a miscalculated and unintended nuclear Armageddon. It is most vital for everyone, especially the younger PHILIP S. CHUA generation, to know history and fully understand the situation before reacting. While our First Amendment Rights guarantees our freedom of expression, let us not contaminate the issue with misinformation and fake news and add fuel to the fire. Allow me to share with you some of the quotes I have crafted for my newspaper articles and speeches I have given over the past six decades: Knowing what to say is intelligence; knowing when not to say it is wisdom. Where prudence dictates, silence is wiser and more erudite. Silence is the loud thunder of wisdom that mutes the noise of ignorance and impertinence. Dwelling on the past with persistent retrogression will only preclude our success in achieving our noble dreams for tomorrow. Although not always ideal, an act of unselfish compromise to achieve a noble goal is productive wisdom and dignity as their best. Bigotry is the curse of primitive ignorance and human insensitivity. Tolerance is compassionate civility with intelligence and wisdom. the galaxy. As descendants from one original parent, dating back to the very first human couple in East Africa some 500,000 years ago, why can’t all the 8.1 billion of us, peoples around

the globe, not able to live as family with tolerance, understanding, compassion, love for each other, and in peace? We, Homo sapiens, are all literally citizens of one world, with mankind as our nationality. Either we finally learn how to live with each other in harmony or we all eventually perish together in a nuclear Armageddon. A nuclear war will only show how stupid we, suicidal humans, are, and justify our final destruction from this good earth into shameful particles of dust vapor in the galaxy, where peace without humans shall reign. If the world would only agree to have fifth-graders, or even kindergarteners, of all nations manage our current global conflicts, I am certain we shall finally achieve goodwill and peace on earth in no time. Remember, the next global war might be our last. Tolerance and peace “Tolerance implies no lack of commitment to one’s own beliefs. Rather it condemns the oppression or persecution of others.” - John F. Kennedy The turmoil within the United States is most disturbing. For a peace-loving nation with its wonderful people, I am perplexed and perturbed about the radical woke movement to defund the police, the rampart unruly political riots, flag burning, desecration of historical landmarks, looting stores in broad daylight, anti-Catholicism, antiSemitism, anti-Islamism, anti-gay movement, and extremism in general. The cry to “kill all Jews” by protesting students in the ivy-league universities, liberal students harassing speakers with conservative views to prevent them from exercising their First Amendment rights to free speech at their campuses, having a gang of our own legislators not condemning, but even supporting, the unprovoked attack on Israel by the Hamas on October 7, 2023, that killed more than 1400 innocent civilians and soldiers and 32 Americans. How could this same gang of “American” leaders support the brutal beheading of babies, the shooting of children in front of their parents, and parents in front of their

children, the killing of helpless seniors, and the raping of women, and using innocent civilians as human shield? And when Israel decided to defend itself from those wanting to annihilate every Jew on earth and erase Israel from the map, this same gang in the US Congress and radical students in those woke universities are suddenly against killings and hostilities. How I wish the bombing of Israel on October 7th which killed 1400 Israelis and 32 Americans never happened and Israel’s counter attack on Hamas not necessary. Most of the Palestinian people in Gaza and elsewhere are for peace and co-existence; only a small handful are violent extremists, evil fanatics who relish bloodshed, who are chanting “Death to America and death to Israel.” In my daily prayers, I have always included my hope for global reconciliation and world peace. While I am not holding my breath because I know the issues are most complex, I still dream of a new world order, where compromise, tolerance, and compassionate sharing for mutual preservation prevail among all nations, their leaders, and all peoples on this good earth, to allow our peaceful coexistence (as an initial step towards final global unity) and achieve a safer and more secure future for our children and all generations to come. Recipe of the Week Mais at Patola, Sweet Corn and Luffa Vegetable Soup Ingredients: 4-6 pcs. pork chops 2 big cans, button mushroom, sliced 1/3 cup oyster sauce 1 small size onion chopped 3-4 cloves garlic, chopped 2 tbsp. dried parsley flakes 2 tbsp. cornstarch 1 tsp. sugar 1 tbsp. coarsely ground peppercorns salt cooking oil Cooking procedure: Dash the pork chops with salt and keep aside. Heat 1 to 2 tbsp. of cooking oil in a medium size frying pan. Fry the pork chops for about 3 to 5 minutes each side do not over fry, keep aside. To make the sauce, heat the same frying pan with all the pork chops residue, add in the garlic and stir fry for about a minute now add in the onion and parsley, stir cook for another minute. Add in the oyster sauce and about 3/4 to 1 cup of water and sugar bring to a quick boil and let simmer for 2 to 3 minutes, correct saltiness if required. Add more water if salty. Add in the mushroom and continue to stir cook for 1 to 2 minutes. Thicken sauce with cornstarch diluted in 1/4 cup of water, cook for another minute or until sauce has thicken. Now add in the fried porkchops a let cook for about 1 to 2 minutes to let the sauce infused to the meat. Serve immediately with mashed potato or rice.

Cebu’s Kawasan Falls, canyoneering sites reopen

CEBU CITY – Tourism activities in the southern corridor of Cebu province are now in full throttle as the world-renowned Kawasan Falls in Badian and the canyoneering sites in Ginatilan and Malabuyoc have reopened. Gov. Gwendolyn Garcia cited the reopening of the famous falls and the rockclimbing sites as a major feat for Cebu’s tourism industry as the world-famous tourist destinations are now ready to receive tourists after undergoing three months-long of rehabilitation. The governor laid down a new set of rules that will be followed in canyoneering tour operations in light of the reopening of the outdoor adventure destinations shared by Badian and neighboring towns. As the Cebu provincial government now oversees operations, transactions at the falls and canyoneering sites will have to go through the capitol. Garcia, however, assured that there

will be defined sharing of revenues and defined pricing for the tours. “This is a major feat after such a long journey of pushing for Kawasan’s protection,” she said. From the previous P1,500, the canyoneering fee in Kawasan Falls now increased to P2,000, including the use of safety gear, meals, and other freebies. After the capitol enforced closure of the Kawasan Falls in June this year as well as the canyoneering sites in the following months, Garcia collaborated with the Department of Tourism (DOT) regional office here for the professionalization efforts of tour guides. Right now, Kawasan Falls and the neighboring canyoneering sites employ 831 trained tour guides who finished modules of mixed lectures and physical drills while the nature’s wonders underwent rehabilitation.
